The El Dorado Hills Community Services District Board of Directors unanimously selected Mark Hornstra as the district’s interim general manager. The EDHCSD director of Parks & Recreation was named to the top job at the MARK HORNSTRA Jan. 11 board meeting and began his new position effective Jan. 14 with an annual salary set at $172,966. “I’m thrilled,” Director Stephen Ferry noted at the nomination of Hornstra for the position. Ferry and other directors noted Hornstra’s qualifications, knowledge and professionalism. He joined the CSD team in September 2021. “I am honored to be appointed interim general manager by the board of directors. I want to express my gratitude to them for their trust and confidence in me during this important and exciting time for the El Dorado Hills community,” Hornstra told Village Life. “There is a lot of work to be done in the coming months. In addition to ensuring the district continues to provide the outstanding programs and services El Dorado Hills residents expect, I will be engaging with residents, community groups, agencies and stakeholders to envision the future of our newly acquired open space as well as listening to and understanding their general ideas and concerns,” he continued. “I’d like to thank everyone in advance for their continued support.” Hornstra replaces Kevin Loewen, who resigned last month. The embattled former GM’s conduct is under investigation. Escrow has closed on the El Dorado Hills Community Services District’s purchase of 55 acres of the old Executive Golf Course and the donation of 11 acres abutting the archery range along El Dorado Hills Boulevard, extending toward Wilson Boulevard. The EDHCSD made the announcement Jan. 12. The board earlier decided it will use cash on hand for the initial $10 million purchase of land and plans to explore local funding options, including a publicly funded bond measure, for acquisition of “option property.” The remaining golf course property on the south side of Serrano

The Rotary Club of El Dorado Hills and Buckeye Union School District recently celebrated Rain Buckley as William Brooks Elementary School Student of the Year. “She is just so kind and sweet to everyone,” said Principal Noel Stedeford. Teacher Trevor Crowson commended the fifth-grader for her determination, perseverance and open-mindness. He also noted Rain has a special ability to see the positives in tough situations. “Rain’s maturity has made her a great role model,” Crowson added. Rain thanked everyone for the honor. Seats to represent Districts 1, 2 and 3 on the Board of Supervisors are open and each contest has multiple candidates hitting the campaign trail. ALSF celebrates soccer superstar News release Assistance League of Sierra Foothills recognizes its collaboration with Bill Drescher, president of the Gold Nugget Soccer Club. The ALSF chapter was initiated in 2008 and the Sports Locker program began in 2009 with Drescher’s help, providing registration scholarships and soccer equipment to youth who would otherwise not have the opportunity to play due to economic disadvantages. Drescher’s passion for coaching soccer has been supported by attending more than 200 hours of coach training. He now holds several state and national licenses. Drescher has coached more than 30 soccer teams consisting of youth players ages 4–18

EDH resident Robert Williams, who lodged complaints about Loewen during his tenure, commended the board for its selection of Hornstra, saying the now interim general manager “has a willingness to really embrace the concerns of our residents.”

EDH resident and former EDHCSD general manager Wayne Lowery also supported the directors’ decision, noting Hornstra’s good background. “He’ll keep us on the (right) road,” Lowery said. Director Ben Paulsen moved to promote Hornstra with Director Heidi Hannaman’s second. Their “aye” votes were echoed by Directors Ferry, Noelle Mattock and Mike Martinelli. With that, Hornstra moved to the empty seat at the directors’ table.

The purchase also includes language solidifying in-perpetuity current zoning and use of the old Executive Golf Course property that is not purchased, meaning Parker Development can no longer pur-

sue a residential project on the property, which was initially part of its Central El Dorado Hills Specific Plan. Kirk Bone, director of Government Relations for Parker Development Company, told Village Life the developer would “withdraw the application” once the initial purchase closed escrow. At some point in the future Parker Development will come back with a new Pedregal proposal as that property along the west side of El Dorado Hills Boulevard between Wilson Boulevard and Olson Lane is not included in the current or any future purchase agreement with the CSD. At the Jan. 11 EDHCSD board meeting directors heaped praise on staff for their diligent work to get the deal done.

Our children’s passions come from within

M

y dad was a snow skier until he was in his 40s and a compounding knee injury sidelined him. As a young person he spent much of his free time and most of his money to tackle thrilling slopes, mostly in Tahoe. Once he was a parent, he shared his passion with his four daughters. We used to get up before dawn and drive from the Bay Area to Tahoe just for the day. When the lifts closed at 4 p.m. we’d head home, stopping at the Milk Farm restaurant in Dixon for dinner. I still like skiing and I am grateful to my dad for sharing his love with us, without ever

pressuring us, but I am not passionate about skiing to the level my dad is. Raising my own four kids in the foothills, I used to think they would be like my dad — as many kids in this area are about skiing and snowboarding. I exposed them to the sport, but I wasn’t as diligent as my dad was and I’ve always thought that’s why they like it about as much as I do. I thought maybe I’d failed them because I was too busy having four kids in less than six years to make it happen, but on Christmas Eve something my dad said gave me a new perspective. My husband and I started a Christmas Eve bowling tradition the year we got married. We have pictures of our children as babies, tottering to the lane with our assistance. Even though most years it’s the one time I go bowling, I still score higher than at least some of them still, with their dad always besting the group. This year was the first time our kids, who range from 15 to 21, outlasted us, choosing to bowl another frame

while our sore backs had us sit the last one out. It became a competition between them, especially our oldest two. Apparently, the last time we went bowling our 19-year-old beat our older son, and his brother had been planning his comeback since. “I’ve been practicing,” he muttered to me, explaining how regular bowling has become one of his interests away at college. My dad loves to watch, but he stopped bowling some time ago. While I waited for my turn we started to talk about skiing and I said I should have taken them more than I did when they were younger. “It comes from within,” my dad said. “I remember looking up at a mountain when I was 7-years-old and saying, I want to do that!” His parents weren’t skiers, but his mom supported his dream by driving him and friends up there and then she’d wait in a warm lodge, ■ See SAMRICK, page B5

Forging ahead into 2024 with strong commitments

A

s I look ahead to 2024 and the many challenging projects and tasks beginning. I am grateful to the El Dorado Irrigation District’s dedicated and professional employees who work consistently (and tirelessly) to keep our community’s vital services safe and reliable. EID’s employees maintain the infrastructure our community depends on, addressing everything from emergency line breaks to extensive repair and replacement projects. This unwavering dedication is at the heart of our commitment and I am proud of the continuing hard work our teams undertake every day to provide safe and reliable services that our communities rely on around the clock. Programs like the Right-of-Way Reinforcement Program are making significant headway protecting our infrastructure and our communities. Under this program, a dedicated EID crew removes densely overgrown vegetation along the paths of EID’s important infrastructure rights of way. Years of growth and the complexity of our foothill terrain have hampered access for necessary maintenance and emergency repairs. In 2024 this team will focus on covering more than 230 acres to ensure better maintenance of water transmission infrastructure. As we face 2024, EID’s 99th year serving our community, we are prepared for the challenges ahead. Our team is actively planning and executing vital projects over the next five years aimed at strengthening and rejuvenating our community’s critical, yet often unseen, infrastructure — the mains, pipes,

canals, flumes and pumping stations essential for our daily water use and sanitation. Our project planning encompasses both shortterm and long-term periods. Short-term projects, manageable within our annual operating budget, are accomplished every year along with long-term investments like the Silver Lake Dam replacement that promise benefits spanning many

decades. Using our capital improvement planning process, we aim to head off emergency repairs, which usually bring higher costs. Proactive maintenance is key; neglected repairs lead to compromised service levels and that is simply not an option for our customers or for us. Central to our planning is the annual update of our capital improvement program, a rolling five-year plan that prioritizes and finances various projects, including major initiatives like the recent Folsom Lake Intake Project and the ongoing Silver Lake Dam Replacement. These projects, along with vital flume and canal replacements, are crucial for maintaining a third of EID’s water supply. We are planning to

invest more than $90 million over the next five years in our El Dorado Hills and Pollock Pines Reservoir 1 water treatment plants. Built in the early 1960s, the El Dorado Hills plant treats water from Folsom Reservoir taken through EID’s recently rehabilitated Folsom intake facility. The supply from Folsom represents a third of EID’s total water supply. The Reservoir 1 plant, which serves water from Pollock Pines to Cameron Park and El Dorado Hills, also plays

a significant role in our water distribution network benefitting a significant majority of our service areas. A long-term project currently in the works involves modifying our water right at Folsom Reservoir (Permit 21112), aiming to divert water upstream to benefit EID’s entire 220-square-mile service area. Such projects are lengthy and require focused investment, with benefits unfolding over many years. For instance, securing the Permit 21112 water supply, cru-

cial for enhancing our service area’s resilience, was a 25-year journey. Our upcoming rate adjustments from 2024 to 2028 are essential for funding these significant projects and the ongoing maintenance and replacement of many miles of pipes. At its Dec. 11 meeting, the EID Board of Directors adopted the rate schedules developed during our extensive cost-of-service process. We are committed to ensuring that every ■ See EID, page B5

They may not take to something like we do and that’s OK. They can play piano for a bit, but they don’t have to be prodigies. They can be on a swim team without seeing it through high school. They might enjoy volleying a ball across a net, but it doesn’t mean they have to play on a tennis team. We never know what it is they’ll love.
