Storm knocks out power for thousands

Dawn Hodson Staff writer Recent storms have resulted in power outages throughout El Dorado County. This is a particular hardship on residents right now as many are confined to their homes due to concerns over the coronavirus pandemic. Wednesday afternoon 8,066 PG&E customers in El Dorado County were affected, according to Brandi Merlo, PG&E’s marketing and communication contact for El Dorado County. By Thursday morning 6,053 customers in the county were still affected. While power outages were reported almost everywhere in the county, as of press time on Thursday, 2,575 customers in Pollock Pines remained with out power, 887 in Placerville, 817 in Camino, 427 in Georgetown, 448 in Kyburz and 226 in Somerset. Merlo said the power outages were due to the recent three-day storm that damaged PG&E equipment with snow bringing down trees and limiting crew access to facilities. Aside from El Dorado County, other areas and customers affected were 1,426 in Nevada County, 1,262 in Placer County, 766 in Sierra County, 458 in Amador County, 2,163 in Calaveras County and 470 in Tuolumne County. While Merlo declined to say when power would be restored, she said 150 crews were working in the six-county area and “were working as quickly and safely as possible.”

June 17, 1942 – March 4, 2020
Pamela Jo Fleitman (Pam) passed away bravely and peacefully at home in Placerville after a recent diagnosis of pancreatic cancer. Born in Minneapolis, Minn., she migrated to Southern California in her early 20s, eventually moving north to Coloma and later to Placerville. Pam was a true woman of the 1960s in that she was independent, creative, caring and assertive. She is survived by her daughter Robyn, her brother Richard and her half-sister Sandy. Pam was preceded in death by her sister Sara Lee. In 1980 Pam began her work with the El Dorado Superior Court, first as jury commissioner and later as a judicial assistant to the Hon. Charles Fogarty. Throughout her career Pam was a well-known figure in our legal community and was widely appreciated by our judges, attorneys and her many colleagues. She possessed talent, personality and an unfailing sense of humor. Pam stayed with the courts for 30 years, retiring in 2009. Pam had a wide tapestry of interests. A private person by nature, she loved music, the arts, her animals and most importantly, her friends. She was always available as a source of support and assurance, protecting her friends with the same fierce loyalty they returned to her. Pam was also a very spiritual person. While staying close to her Jewish roots, Pam was open to all beliefs, convinced that love was a power greater than death. At her end of life Pam was shown wonderful care. The family would like to extend special appreciation to Hospice, Susan and Charles, Gail, Sherry, Nancy, Jody, Carol, Mary and Rosalie. For those who loved her, Pam will forever be in our hearts. – GFH

Downed tree comes dangerously close Thomas Frey Staff writer When Placerville residents Ann and Jeff Suss went to sleep Sunday they had no idea their world would be rocked. Early Monday morning around 1 a.m., with trees swirling in the wind and snow falling steadily, an oak tree the height of a three-story building came down in three different directions over their house. One part of the tree crashed and moved a gazebo with branches screeching to a halt about a foot away from the Suss’s kitchen window, the other crashed into a bed of snow, while the third awoke Ann and Jeff immediately when a crash hit the top of the roof above their master

But the roof held strong and didn’t let the massive tree that Ann estimated to be at least 100-years-old through. If the tree had broken through the roof, Ann feared the worst, “We’d probably be dead. I believe in my heart that it’s a miracle. I know
God was protecting us.” Ann joked that their home, which sits on Chrome Ridge Road, now has a perfect view of Camino that before was blocked by that oak. But it’s a tree that Ann loved. On a more serious note, she said she has a new, profound thankfulness for life.

This suspension applies to both residential and commercial customers and will remain in effect until further notice, according to a March 12 press release from the utility. To further support customers who may be impacted by the pandemic, PG&E will offer its most flexible pay plans to customers who indicate either an impact or hardship. PG&E will continue to monitor current events and identify opportunities to support our customers and communities. In addition to the moratorium on service shut-offs, PG&E is instructing employees who have direct customer contact to take social distancing precautionary measures, such as avoiding handshakes and wearing disposable nitrile gloves while in customers’ homes. Customers who visit local offices to
pay bills and are sick or experiencing symptoms are being asked to use other payment options such as paying online or by phone at (877) 704-8470. “We recognize this is a rapidly changing situation and an uncertain time for many of our customers,” said Chief Customer Officer and Senior Vice President Laurie Giammona in the press release. “Our most important responsibility is the health and safety of our customers and employees. We also want to provide some relief from the stress and financial challenges many are facing during this worldwide, public health crisis. We understand that many of our customers may experience a personal financial strain due to the slowdown in the economy related to the pandemic.” Internally, the company is taking advanced cleaning measures, communicating best practices frequently with employees and is asking its leaders to let employees work remotely if their job allows, while avoiding critical business disruption. PG&E does not expect any disruption in gas or electric service due to the public health crisis.
California State Parks campgrounds and indoor facilities close temporarily Kevin Christensen Staff writer California State Parks has announced the temporary closure of its campgrounds as of Wednesday, March 18, in an effort to slow the spread of COVID-19. The news comes on the heels of State Parks also shutting down high public-use indoor facilities such as visitor centers, museums and cafes as of March 13. As a result popular El Dorado County visitor destinations like the Gold Discovery Museum at Marshall Gold Discovery State Historic Park is closed. Non-campground outdoor areas of
parks, including trails and beaches, remain open. Visitors are being advised to utilize social distancing and while bathrooms remain open. State Parks officials are encouraging people to bring soap and hand sanitizers with at least 60% alcohol when water is not available. Camping reservation holders will be contacted via email for refunds. In a post to their Facebook page Wednesday, State Parks officials remind people that “time in the outdoors can lead to a number of overall health and wellness benefits like lessening anxiety, boosting creativity and getting vitamin D.” For more information visit parks. ca.gov.

Vice President Kamala Harris?
T
he high point — or low point — of U.S. Sen. Kamala Harris’ campaign for president occurred last June during a multicandidate debate when she lashed out at former Vice President Joe Biden on racial justice. “I do not believe Dan Walters you are a racist, and I agree with you when you commit yourself to the importance of finding common ground,” Harris told Biden. “But I also believe … it was hurtful to hear you talk about the reputations of two United States senators who built their reputations and career on the segregation of race in this country. And it was not only that, but you also worked with them to oppose busing. And, you know, there was a little girl in California who was part of the second class to integrate her public schools and she was bused to school every day. And that little girl was me.” Biden immediately defended himself: “It’s a mischaracterization of my position across the board. I did not praise racists. That is not true, No. 1. No. 2, if we want to have this campaign litigated on who supports civil rights and whether I did or not, I’m happy to do that.” The exchanges continued in that vein for some minutes. At the time, Harris was considered to be in the top tier of Democratic presidential candidates while Biden was struggling a bit. Eight months later Harris is out of the running and Biden is now the frontrunner for the nomination. A few days after the California primary Harris endorsed Biden via Twitter, saying, “Joe Biden has served our country with dignity and we need him now more than ever. I will do everything in my power to help elect him the next president of the United States.” Harris’ late-blooming endorsement was widely seen as an application to become Biden’s running mate, the conventional political wisdom being that he would want either a woman or someone of color on his ticket. Biden quickly listed her as a vice presidential possibility, along with others, and the two campaigned together in Michigan. Let’s assume, just for grins, that Harris is not only tapped to become Biden’s running mate, but that they win next November, creating a U.S. Senate vacancy that Gov. Gavin Newsom is empowered to fill. Would Newsom want to fill it himself? A Biden victory, even without Harris, would block Newsom from running for the White House himself in 2024, midway through his second gubernatorial term. If Harris becomes vice president, Newsom could keep his future presidential hopes alive by resigning and being appointed to the Senate by Lt. Gov. Eleni Kounalakis as she became governor. Should Newsom forego that opportunity, he still would have a much-coveted Senate seat to fill and there would be no shortage of potential appointees. Kounalakis is one possibility and Attorney General Xavier Becerra, Secretary of State Alex Padilla and Congressman Adam Schiff, who managed the impeachment of Donald Trump, are among the others. Another factor plays into what could be a game of political musical chairs — Sen. Dianne Feinstein’s intentions. n

Helping the homeless should be a priority EDITOR: n reading your article titled “Homeless rousted along Broadway” (Mountain Democrat, Jan. 31), it is easy to get tangled up in opposing solutions to help our homeless citizens. Those who are advocates for helping citizens who are without homes often quote Christ’s words, “What you do for the least of mine you do for me,” when criticizing the police for their tactics or wringing their hands over the plight of those without homes in our community. But all these arguments miss the main point of what’s going on in our city and county for the homeless men and women who live in our streets and in our mountains. We need to step back and ask ourselves, “Do the city and county officials really want to help our neighbors who have no decent place to live?” As you may remember, Hangtown Haven Inc., together with the Placerville City Council, designed, built and operated a very successful homeless shelter on Upper Broadway that gave an average of 45 otherwise homeless men and women a safe and clean place to live. The residents had water,

electricity, toilets, a safe fire, a communal gathering place and a TV to watch as well as tents in which to sleep and store their goods. However, in December 2013 the City Council voted unanimously to close down Hangtown Haven and forced the residents into the wilderness, the results of which we now see every day. Community Haven Inc. has given both the county and city a standing offer to build and operate a homeless shelter to transitional housing facility at no cost to the taxpayer. All we ask is for a government body to lease us one of their unused properties and give us a special use permit that allows us to operate on the property. No one has taken us up on that offer yet. When Don Vanderkar or I have made presentations to the City Council all we saw were icy stares and stonecold silence. We are a republic and our representatives on the boards and councils of our cities and counties should reflect our views and priorities. It’s important to attend those meetings and voice our concerns and then vote for people who will do something courageous to help our neighbors without homes. An excellent example of this is El Dorado County Supervisor John Hidahl, who has worked hard to help us create affordable housing in Diamond Springs and is working to define and implement approaches to help the homeless find purpose in life. He demonstrates what people can do to help the less fortunate in our community. If we had more like him, we would probably not be seeing the headlines in the paper about the homeless being rousted. Sheltering in place and likely getting some refunds
S
heltering in place sounds a lot friendlier than selfquarantine or the even worse sounding “isolation.” As of Tuesday we are in the third day of the governor-imposed SIP for senior citizens and other at-risk folk — not Chris bad so far. I’ve stocked up on food and drink and we ordered three days of meals from Blue Apron (which we do once or twice a month anyway). Not seeing the need, I didn’t load up on toilet paper. In fact, I traded a package of toilet paper with a guy for two bottles of wine at a local grocery store. (Full disclosure: I didn’t really, but the cashier got a good laugh when I told her that’s why I had the wine but no toilet paper.) I don’t have hobbies per se, although we did buy a jigsaw puzzle of the world a couple weeks ago. It’s still in the box. So I’m kind of at loose
ends as to how to spend my time in confinement. Usually I go to the gym six or even seven days a week. I drove by on Monday and saw that it looked completely deserted — no lights on as far as I could tell. There’s enough news on TV to satisfy even a hard-core newshound Daley like me. Sometimes it’s even too much for me though — such as when I hear something for the 16th time that really didn’t warrant any more than two reprises. The cable channels are champions of that particular art. You can pretty much count on hearing the president say he would “give himself a 10 for his handling of the coronavirus crisis so far” at least four times an hour on the big cable stations. You can also count on hearing at least three reporters ask Dr. Fauci, “How long will this last?” or “Is it better to be in a crowd of 10 than in a

crowd of 50?” I’m assuming that you now know who Dr. Anthony Fauci is. He’s getting the reputation as the guy who speaks truth to power during White House press conferences. I get that reporters need to have something to report. But asking for an answer to “When will this end?” is pretty nonsensical. Dr. Fauci should start answering, “It will end Thursday at noon.” They’d get the hint after a time or two. Fortunately, I got my instructions for completing the census in the mail Monday afternoon. It asks us to do it online, so I’ll look forward to working on that over the next few days. I haven’t ventured to the census website yet. I’m delaying that gratification until after my nap. Another thing to look forward to is rescheduling our appointment at the Senior Legal Services office. The county had to cancel last Monday’s visit due to snow. It’s just to sign a couple of documents related to putting the new house into the family trust. But it seems like a significant reason to have a small-scale escape.
We booked a Rick Steves “Best of Rome” week-long tour in early May. First time we’ve ever planned an organized tour and now it’s looking pretty unlikely to happen. Although we had to make a hefty deposit five or six weeks ago, we delayed paying the full balance on the trip. We’re waiting for updates on whether the company cancels and refunds our $800 soon. They’ve canceled all European tours scheduled to start on or before April 30 so an early May trip is almost out of the question now, I’m sure. Likewise for our one-way, fairly cheap tickets from San Francisco to Rome on Norwegian Airlines. We have to wait for them to cancel before we get our money back, as I understand the fine print. I have two dozen or more books I bought from the Friends of the Library shelf waiting to be opened. Maybe I’ll get to one while I’m SIPping later tonight. Imagine a smiley face here. Pioneer fire dept. honors locals with awards for public service and bravery Dawn Hodson Staff writer Three exemplary residents were honored by directors of the Pioneer Fire Protection District at its board of directors meeting March 10. Phill Dayton was given the Pioneer Fire Protection District Service Award for his 13 years of public service to the Pioneer Fire Protection District. Dayton’s public service includes being a volunteer firefighter as well as a former member of the Pioneer Fire Protection District Board of Directors.
Also receiving awards were Stephanie and Hazel Beck, who received the Pioneer Fire Protection District Civilian Award for Bravery. The award dates back to an incident that took place Dec. 1, 2019, when Stephanie and Hazel came upon a motor vehicle accident in which a vehicle caught fire. The two women removed the driver from the vehicle and provided first aid until emergency personnel arrived. By that time the vehicle was fully engulfed in fire. Stephanie and Hazel’s selfless act of bravery resulted in the driver being saved.
EID staff on the job to ensure safe water service Dawn Hodson Staff writer The El Dorado Irrigation District is taking measures to keep staff healthy and in the meantime, water treatment protocol there would eradicate any such virus anyway. But a healthy staff is essential to operations. “Given the critical public health and safety role we serve in the community, EID has instituted workplace management actions to help protect the women and men who work hard to ensure our water and wastewater services remain safe and reliable during these challenging times,” said EID General Manager Jim Abercrombie. Those actions include keeping meetings to a minimum, employing social distancing to lessen people’s chance of exposure, reinforcing internally the health precautions recommended by the county health department such as frequent hand washing, providing more sanitizers in

system that instantly kills all viruses. Chlorine levels are monitored throughout the system to ensure that the water stays safe on its way to people’s homes. EID water quality personnel continuously monitor water supplies and treated water, conducting approximately 2,600 bacteriological laboratory tests each year from more than 25 sampling locations. View a summary of the most recent tests results in EID’s annual water quality report at eid.org/our-services/water/waterquality-report. Recycled water used for irrigation is also disinfected with methods to deactivate pathogens, including coronavirus. Following pretreatment, primary and secondary treatment, cleaned wastewater is disinfected with ultraviolet light. Disinfection kills or inactivates any pathogens that might remain in the water following secondary treatment. Following disinfection, chlorine is added to recycled water to ensure it remains pathogen-free until its use for irrigation.
EID facilities and possibly changing its public meetings, according to Jesse Saich, EID’s communications manager. The agency still plans to hold its regularly scheduled board meeting March 23 but has canceled the public workshop scheduled for that evening and may instead conduct the meeting online. In a press release issued Wednesday, EID officials emphasized its drinking water meets or exceeds stringent state and federal drinking water requirements and its water treatment facilities are designed to eliminate pathogens, including viruses and bacteria. In particular, the Environmental Protection Agency has noted that the “COVID-19 is a type of virus that is particularly susceptible to disinfection and standard treatment and disinfectant processes are expected to be effective.” During treatment all EID water is disinfected with chlorine before entering the distribution

There is an ongoing culture clash with some new neighbors and pot growers. With change comes scrutiny by Code Enforcement. Rules for the Hardship Code have been encumbered with new regulations. The Hardship Code is in dire need of clarification and simplification. The county is systematically creating a new wave of homeless people who can’t meet the requirements. Although clearly reluctant to do so, Feinstein ran for and won another six-year Senate term in 2018. It’s highly likely that she will retire rather than run again in 2024 and if Newsom isn’t already in the Senate by then as Harris’ successor, he might be tempted to seek Feinstein’s seat, especially if Biden or another Democrat is sitting in the White House. This is all pure speculation, of course. But it pays to look ahead. Sierra-at-Tahoe suspends mountain operations Tahoe Daily Tribune SOUTH LAKE TAHOE — Sierra-atTahoe has indefinitely suspended operations for the season to try and help control the spread of coronavirus. Sierra-at-Tahoe originally suspended operations for 72 hours but made the announcement to possibly shut down for the year Tuesday afternoon. “As we navigate through the COVID-19 issue, the health and safety of our guests and employees is our primary concern,” stated resort officials in a press release. “During this time of uncertainty, we will do our part to help stop the spread of this virus.” The resort said it will possibly re-open later in the spring depending

Vail Resorts announced in a press release Tuesday morning it will close all of its Northern America resorts and retail stores for the rest of the season due to the challenges associated with the spread of the coronavirus (COVID-19). Vail Resorts was the first to announce that it would suspend operations last week and now has become the first to announce the season is over. All resorts around Lake Tahoe followed the original decision by Vail to suspend
operations. The company will consider reopening Breckenridge Ski Resort in Colorado, Heavenly Mountain Resort and Whistler Blackcomb in British Columbia in late April or early May, depending on the situation with COVID-19 as well as the weather. community, EID’s environmental impact report on the project came with several alternatives. In April of last year the water district’s board of directors approved what was called the Blair Road Alternative in which a 3-mile section of the canal would be piped. Members of Save the Canal were challenging approval of the project and certification of the project’s EIR by the El Dorado Irrigation District’s (EID) board of directors. Rejecting EID’s argument in court, Marsha Burch, Save the Canal’s attorney, challenged the project on a number of grounds including that the need for the project is misstated. The EIR for the project was faulted for inadequately responding to comments from the California Department of Fish and Wildlife and omitting crucial facts such as the extent of environmental impacts. Those impacts allegedly
would affect biological resources in the area. A brief also claimed the EIR failed to analyze how removing water from the ditch might increase risk of wildfire or affect drainage in the area and that the historic value of the ditch had not been adequately assessed. In response, EID’s attorney Kelley Taber maintained that Burch’s argument that there was no need for the project was inadequate because it was “not supported by citations to legal authority ... and failed to discuss the evidence favorable to EID.” Taber argued that Burch failed to provide other evidence favorable to EID regarding the biological and drainage impacts as well as aesthetic, recreation and historical/cultural impacts of the project. As far as wildfire impacts, Taber claimed that Burch “failed to fully and fairly lay out the evidence favorable to EID related to the wildfire impact findings by arguing the draft
EIR dismisses the issue without a real analysis ... and therefore, the court should consider petitioner’s (Burch’s) arguments related to the fire impact analysis waived.” In the discussion between the two lawyers, Taber and Burch debated the finer points of the reliability of studies done by and for EID, the part the 150-year-old ditch has played in the history of the area, jurisdictional issues between the California Department of Fish and Wildlife and the Army Corps of Engineers, how thorough was the EIR in assessing the impact of the project to the area’s riparian areas and the question of who would be responsible for maintaining the open area of the ditch once other areas were piped. Burch said there was no reason to assume that homeowners would maintain the ditch in order to avoid it becoming so clogged with debris that it
would no longer serve its current function of conveying stormwater away from homes adjacent to the canal. In that case, Burch argued EID could be liable for flood damage. As she listened to the arguments, Judge Sullivan noted that she has staff members who remember swimming in the canal as kids and she understood it was an important issue and a task she didn’t take lightly. At the same time she said she recognized the need for change. Asked by Burch to reread all the staff reports, Sullivan promised a final decision would be issued in two weeks.

Harris Center cancels more events Dave Webb Harris Center for the Arts Based on the latest guidelines from the Federal Centers for Disease Control and Prevention, all performances at the Harris Center for the Arts through May 14 have been canceled. All told, 95 events have been canceled. “Here at the Harris Center we normally bring the community together for celebratory events. But the safety of our patrons, artists and staff is our highest concern,” said Harris Center Executive
Director Dave Pier. “In this unprecedented situation, direction from government authorities and our own campus and college district is unified and crystal clear. The safety of all is best served by not gathering people together.” Effective March 18 all Los Rios Community College District facilities, including the Harris Center, will be closed, with staff working from remote locations. SLT native meritoriously advanced aboard oldest commissioned warship AO2 Jennifer Jordan USS Constitution Public Affairs BOSTON — South Lake Tahoe native, Mass Communication Specialist 2nd Class Joshua Samoluk, was meritoriously advanced to the rank of second class petty officer aboard USS Constitution, March 12. The Meritorious Advancement Program (MAP) allows U.S. Navy commands to promote their highest performing Sailors immediately in recognition of their superior performance. “This was such a surprise and I am enthused that all my hard work has been noticed and is paying off,” said Samoluk. Samoluk is a 2011 graduate of South Lake Tahoe High School. He has served in the Navy for five years, and his previous command was the amphibious assault ship USS America (LHA 6). Duty aboard USS Constitution is
one of the Navy’s special programs, and all prospective crewmembers must meet a high standard of sustained excellence and interview to be selected for the assignment. The active-duty Sailors stationed aboard USS Constitution provide free tours and offer public visitation to more than 600,000 people each year as they support the ship’s mission of promoting the Navy’s history, maritime heritage, and raising awareness of the importance of a sustained naval presence. USS Constitution, is the world’s oldest commissioned warship afloat, and played a crucial role in the Barbary Wars and the War of 1812, actively defending sea lanes from 1797 to 1855. USS Constitution was undefeated in battle and captured 33 opponents. The ship earned the nickname of Old Ironsides during the war of 1812 after British cannonballs were seen bouncing off the ship’s wooden hull.

The students, from KU’s Lawrence and Edwards campuses and the schools of Health Professions and Nursing in Kansas City, Kansas, represent 84 of 105 Kansas counties, 46 other states and territories and 43 other countries. The honor roll comprises undergraduates who meet requirements in the College of Liberal Arts & Sciences and in the schools of Architecture &

But shelter in place is what we all must do now and I’m counting the hours until that time when we can swing open our doors again and do what we do best. Thank you all for your patience and understanding.” The Harris Center was not alone in canceling performances early in the pandemic. Performing arts programs at University of California, Berkeley’s Cal Performances, University of California, Los Angeles’ Center for the Art of Performance, Pepperdine University, Scripps College, University of California, San Diego, University of California, Santa Barbara, the Mondavi Center at University of California, Davis have similarly canceled performances in response to COVID-19. “As many of our artists are currently on national or international tours, their travel plans are tied to appearances at venues across the country and around the world. A change in one leg of a tour often disrupts the entire tour. Given this, we are in regular communication with their representatives. We expect to have more information on a show-by-show basis that may result in further postponements or cancelations in this season,” said Pier. “Where possible, we are working with artists to reschedule their appearances in future seasons.”

Universal Studios has decided to release its latest “Trolls” movie straight to video on demand since most theaters are now closed. group set up. Though after all the television shows Netflix and Hulu supply you with the only real draw for me are the new “Star Trek” shows — “Discovery” and “Picard” — running on the service. While both have things to like about them I think the tone of both shows is a bit dark and cynical, even with the added bonus of seeing Sir Patrick

Expect many more mid-level Hollywood movies to follow suit in the coming weeks, as Hollywood grapples with the effects of the crisis on its industry. I expect the big event films (the new James Bond, “Top Gun: Maverick”) to continue to postpone but the rest will probably hit a VOD window like the films mentioned above. If these quick video-on-demand release windows for new films work well, I expect a very different world of theatrical distribution once we get out of this. It’s going to hit movie theaters hard. I don’t mean to be overly dramatic, but I get the sense that things are going to look pretty different for a lot of us on the other side of this, for better and
for worse. My hope is that we all stay as safe and as healthy as possible and be a little kinder and more patient with each other — in the real world and the social media one.
