School’s out but learning won’t stop Sel Richard Staff writer School campuses across El Dorado County have closed in response to Gov. Gavin Newsom’s directive to curb the proliferation of COVID-19. The El Dorado County Office of Education announced last week that school will not reconvene until midApril, at the earliest. Although some students are thrilled to get a free pass from classes, parents struggle to fill the gaps for a school system blindsided by the unexpected shutdown. Educators have been scrambling to develop online curriculum. “Our teachers are preparing to keep student learning moving forward using a combination of district and open-source instructional

materials,” said Buckeye Union School District Superintendent Dr. David Roth. Although confident teachers will do their best in the coming weeks, Roth said he’s concerned it will be challenging for students to manage more of their learning independently. Rolling Hills Middle School Principal Debra Bowers credited her faculty with their immediate actions. “Our teachers jumped right in to keep kids learning and socially connected,” she said. “We were already so connected online via Google Classroom and those connections will continue in addition to some virtual classrooms via Google Meet, Zoom and even YouTube.” Roth assured that the district is prepared to n

IN OTHER NEWS PG&E wants customers to update info Pacific Gas and Electric Company is sending postcards to more than 200,000 customers encouraging them to update their mobile number, email and other key information so the company can contact them in advance should it become necessary to temporarily turn off power for safety this fire season. These customers, who live throughout PG&E’s service area, have incomplete or no contact information on file. “As a result of a drier than expected January and February the 2020 wildfire season may arrive sooner than expected, so we all need to be better prepared to stay emergency-ready and to keep our families and friends safe,” said Chief Customer Officer/Senior Vice President Laurie Giammona. “We are asking our customers to be sure we have their latest contact information so we can do our best to reach them in advance of a potential Public Safety Power Shutoff event.” Extreme weather threats can change quickly. PG&E’s goal, dependent on weather and other factors, is to send customer alerts through automated calls, texts and emails at 48 hours, again at 24 hours, and again just prior to shutting off power. Art of calming action in unprecedented times “To everything there is a season, and a time to every purpose under the heaven.â€? hus writes King Solomon in the third chapter of the Book of Ecclesiastes. Applying his wisdom to the world of arts and entertainment, there is: • a time for Broadway show openings, and a Susan Laird time for Broadway closings; The Arts • a time for concerts to shout and a time for venues to be silent; • a time for art exhibits and a time for empty halls; • a time for baseball and a time for empty stadia; and • a time for column schedules and a time to tell your editor “I got nothing. Every arts event is canceled.â€? We’ve never seen times like these. Even the Greatest Generation surely had a slower pace during World War II than our frenzied news cycle du jour. The coronavirus crisis is disrupting daily life in America every four hours by my calculation as a retired news editor. So, what can I write for you, gentle reader, that will remain helpful a few hours from now? Well, it seems to me that when the world around us is out of control, all we can do is take charge of the things we can control — and thereby achieve the art of staying calm in the midst of this storm. It is:

A time to listen During the Great Depression and WWII President Franklin D. Roosevelt held “fireside chats� where he kept the American people up to date on what was happening on the home front as well as the battlefield. Families gathered around their radios to listen, regardless of political affiliation. President Donald Trump and Vice President Mike Pence assemble the people who are hard at work on the Coronavirus Task Force for daily press conferences. You can view these unfiltered at whitehouse. gov, and on the White House pages on Facebook, Twitter and elsewhere. Vital information about the progress of the virus, vital statistics, urgent needs and actions to meet those needs, treatments for patients, the progress of a vaccination shot, requests to industry and the public — it’s the place for the latest information. The evening newscast can’t begin to compare. It is difficult to condense a one-hour “presser� into a five-second soundbite. Don’t be afraid to get accurate information with your own ears. California’s Gov. Gavin Newsom hosts frequent COVID-19 updates on his Facebook page. You can view these live or see the recorded video later. California has a dedicated website, covid19.ca.gov. Gov. Newsom answers a variety of “boots-on-theground� questions in real time. If you want to learn how loved ones are faring in other states across the country visit cdc.gov. There, you will find national information on the virus, as well as a map you can click for each state’s updates.

A time to stay at home Those of us who are older or “at risk� were the first ones asked to shelter in place for our own safety. Now, many of our family, friends and neighbors are doing the same. This is actually a form of action. Together, we are limiting the spread of the virus by denying it hosts. Other forms of action at home can include: learning a new skill you never had time to take up, helping younger members of the family with their studies, calling a friend or loved one to check in, etc. We can even make appointments to donate blood. Be creative. Get out into the garden and soak up some vitamin D sunshine. Pull a weed or two. Take a walk around the block. Stretch. It’s good for the heart and the mind.

A time to serve In wartime our young men and women in the military go to the front lines. In this war against an

Prayer takes many forms. Houses of worship may be closed due to the coronavirus crisis but nothing can prevent individuals from praying for their needs and the needs of the nation and world. invisible enemy, it is our military, national guard, first responders, doctors, scientists, nurses, truckers, grocers, restauranteurs and numerous essential services folk who are taking the battle to the enemy. Americans always step up when the going gets tough. And let’s not forget the heroic people who sanitize and clean everything up for us. Janitors, we salute and appreciate you. Thank you.

A time to trust America is a remarkable place. We possess the greatest resources in the world. Our scientists are national treasures. Our industries are producing vital medical supplies in this country again — and more of them to meet extraordinary needs. Our Yankee ingenuity is legendary. The charity of our people is without limit when the seriousness of the situation is laid before us. We must trust one another, and we must trust our leaders — Republican and Democrat alike. Our representatives must be trusted to listen, make wise decisions and take action to enable the American people to defeat the virus. Time is of the essence.

A time to pray This is the most important one of all. It is unfortunate that our houses of worship are closed to us. But our direct line to our Creator is not. Say a favorite prayer when you wash your hands. Read a scripture passage and meditate on it. Share your concerns with the Almighty. Forgive the person who took the last roll of toilet paper. Prayer is good for the soul. It’s good for the nation. And it’s something our world needs very much.

Fear not One day the coronavirus will be gone. The sun will shine. Jobs will return. The social calendar will repopulate with weddings, confirmations and barand bat mitzvahs. Sports will return. The theater will light up. Concerts will roar. Students will go back to school. Parents will sigh with relief ‌ and then miss their kids. For now, if you need help, let someone know. If you can give help, do so. Be kind to one another, dear hearts. And remember who you are: amazing Americans, drawn from the best in the world. We are all in this together and together we will win. EID water is safe and reliable, officials say Jesse Saich El Dorado Irrigation District In light of concerns surrounding COVID-19, El Dorado Irrigation District wants to reassure the community it serves that this virus has no impact on EID’s drinking water supply — tap water is safe and reliable. “Given the critical public health and safety role we serve in the community, EID has instituted workplace management actions to help protect the women and men who work hard to ensure our water and wastewater services remain safe and reliable during these challenging times,� said EID General Manager Jim Abercrombie. EID remains committed, as always, to providing its customers with safe and reliable water. Highly trained and licensed district personnel treat drinking water to meet or exceed stringent state and federal drinking water requirements. EID’s water treatment facilities are designed to eliminate pathogens, including viruses and bacteria. The Environmental Protection Agency has noted, “COVID-19 is a type of virus that is particularly susceptible to disinfection and standard treatment and disinfectant processes are expected to be effective.� During treatment all water is disinfected with chlorine before entering the distribution system, which instantly kills all viruses, and chlorine levels are monitored throughout the system to ensure that the water stays safe on its way

to homes. EID water quality personnel continuously monitor its water supplies and treated water, conducting approximately 2,600 bacteriological laboratory tests each year from more than 25 sampling locations. Recycled water used for irrigation is also disinfected with methods to deactivate pathogens, including COVID-19. Following pretreatment, primary and secondary treatment, cleaned wastewater is then disinfected with ultraviolet light. Disinfection kills or inactivates any pathogens that might remain in the water following secondary treatment. Following disinfection, chlorine is added to recycled water to ensure it remains pathogen-free until its use for irrigation.

Don’t flush that wipe; keep sewage where it belongs EID wants to remind customers not to flush anything down the toilet except bodily waste and toilet paper. Toilet is part of a very important network — the sanitary sewage system — which is a series of pipes and pumps that send the sewage flushed or washed down the drain to EID’s treatment plants for safe treatment and disposal. In light of recent shortages of toilet paper, sewer providers around the state and country are finding products other than toilet paper being flushed into sewer systems. These products are causing expensive and damaging impacts

to sewer systems and impacting customers. “If it’s not toilet paper, don’t flush it,� said EID Director of Operations Dan Corcoran. “Paper towels, tissues, cloths, rags, washcloths, diapers and especially wipes advertised as ‘flushable’ are anything but and do significant harm to the sanitary sewer system. While they may flush, they do not break down and will inevitably clog the sewer system. Please designate a separate sanitary container for any of these products and place them where they belong — in the trash.� Toilet paper is designed to almost immediately begin to break down as soon as it touches water. Other products are not and quickly clog sewer pipes and damage essential pumps that move sewage to the treatment plant. In many cases clogged pipes can cause damage to customer property and require expensive plumbing repairs. Not only are sewage overflows concerning for public health and safety, they can impact the community’s drinking water supplies and potentially damage the environment and health of local waterways. “We’re calling on our customers to help us — especially during this critical time — because this is a potential public health and safety issue,� said Corcoran. “Keeping paper towels, wipes and other products out of the system will help prevent costly sewer overflows and protect our community. If you need to use a product other than toilet paper be sure to put it in the trash.�

Courts announce delays Pat Lakey Staff writer The wheels of justice are known for turning slowly, but they might not seem to move at all in the next few weeks — or months — as California’s Superior Courts that include several in El Dorado County react to the coronavirus saga. All jury trials previously set immediately and through April 16 have been vacated, so anyone having received a summons for that time period will not need to appear but will be subject to a re-summons at a later date, according to an emergency directive made public Wednesday and signed by El Dorado County’s presiding judge, Suzanne Kingsbury. The judge’s order also addresses other pending criminal matters before the local courts, including those at South Lake Tahoe, with defendants accused of misdemeanor crimes not having to appear for pretrial proceedings — the court dictates that only the defendant’s attorney should appear. Criminal defendants who are out of custody and have court proceedings scheduled between now through April 16 will have continuances granted, according to the judge’s order. That legal delay must be accompanied by the defendant’s signature on a required form; defendants should consult their attorney to be certain it’s handled correctly. All preliminary hearings, court trials (judge only; no jury required), contested hearings of any sort and jury trials where time has been waived and are pending between now and April 30 are vacated. The court will reset hearings for later dates; counsel may contact the calendar clerk to request preferred dates. The presiding judge’s emergency order cites that it was prompted by the health crisis declared by county, state and national officials and will help the courts deal with the gathering of dozens of people at a time for jury duty, with the initial selection process often seeing a packed lobby of those summoned. Even once the jury and alternates are seated, traditionally that means days and sometimes weeks of sitting side by side with fellow jurors — certainly

not fulfilling the “social distancing” that is a current catch-phrase in the wake of the coronavirus situation. Now, per Judge Kingsbury’s order, not only will there be no jury trials conducted through April 16, but members of the public appearing in court on other matters and waiting in the gallery for their case to be called must be seated at least two seats apart. Bailiffs or other court security will enforce the new rule. Those who have to appear before a local judge are “strongly discouraged” too from bringing someone with them for moral support, according to the order. “Other than those who are statutory support persons or persons who are subpoenaed to be in court that particular day” will be allowed, with the judge stating specifically not to bring “relatives or friends” who don’t fall under those descriptions. If time is not waived by a criminal defendant whose next court date is between now and April 16, the matter will go forward as scheduled but attorneys are “encouraged to agree to continue” the case beyond that period, states the emergency order. Defense attorneys also are urged to appear solo, on behalf of their client. No additional cases will be added to the criminal calendar during the time period mentioned above. Civil matters set for dates immediate and through April 16 will be heard via video proceedings, the judge ordered, with any attorney insisting on a personal appearance to have their matter rescheduled. The emergency order also gives local Superior Court judges wide latitude in extending legal deadlines such as in juvenile dependency cases and the setting of preliminary hearings and even the 48-hour standard time during which a felony criminal defendant must be brought before a magistrate. Kingsbury’s order states she intends to order courts to resume their normal operations on Friday, April 17 — but don’t bang the gavel on it. From the order: “... this date is subject to change due to rapidly unfolding condition(s).”

Bond measure stall possible Sel Richard Staff writer

In light of voters’ rejection of multiple school bond measures on this month’s ballot, the El Dorado Hills Community Services District is discussing the indefinite postponement of its bond measure to fund area capital improvement projects, originally slated for the November 2020 ballot. At last week’s CSD Board of Directors meeting General Manager Kevin Loewen indicated a need for funding to complete projects outlined in the El Dorado Hills Master Plan approved in 2016. “That outlay was over $140 million,” he said, noting funding is also needed for the maintenance of those improvements. When asked about costs already incurred over bond exploration, Loewen assured that the CSD has not spent the $100,000 set aside to pay for exploration, polling, landscape architectural designs for potential projects, rough cost estimates and website design for bond measure information and education. Loewen emphasized the necessity for determining community desires and the benefits of enhanced polling. “We have access to so much contact information with phone numbers and emails,” he explained, suggesting the idea of gathering additional data to supplement the initial poll conducted by bond consultants. That poll was relegated to landline polling of only 400 residents. “I don’t think anyone wants to pursue something that the community doesn’t really want,” Loewen added. “Trying to push something on the November 2020 ballot is probably not in our best interest,” admitted CSD Board Vice President Noelle Mattock. She also referenced recent issues with COVID-19 and the prospect of an economic downturn. However, Mattock pointed out that a 2008 survey revealed the public would be willing to pay for the old executive golf course property. “We keep hearing from the community that they want that golf course,” she said. “They need to put some skin in the game.”

We are preparing to be out for multiple weeks.” Roth recommends parents and students set aside specific times each day to focus on learning, working in 30-minute blocks with breaks. “Keep an eye out for communications from teachers and principals and reach out to teachers when you need assistance,” he advised, adding to “read, read, read.” “In addition, it is very important for the public health that students remain isolated from peers and others,in order to stop COVID-19 from spreading, thus allowing us to return to school more quickly,” warned Roth. Oak Ridge High School Principal Aaron Palm has updated families almost daily regarding the rapidly changing landscape that is encompassing the community. With children home officially until mid-April and the possibility of schools staying closed for the rest of the year, he acknowledged the frustrations families have encountered with internet learning. “I feel like we are building an online university in 10 days,” Palm wrote in a

post to parents. The high school district has been working to implement a distance learning program, according to El Dorado Union High School District Assistant Superintendent of Educational Services Christopher Moore. Moore anticipates a growth in the understanding of distance learning and the role technology plays in engaging students in mastering content. “They will learn both the advantages and limitations of such technology,” he said, but conceded that it’s a big price to pay. “The impact for this cohort of students is profound,” Moore said, mentioning extracurricular activities that many have taken for granted such as athletics, theatrical and music performances, prom and awards and scholarship nights that have all been postponed or canceled. He assured that the goal is to reschedule as many of these events as possible. “The pace of this national health emergency has made the future difficult

to predict,” he admitted. Moore said he’s unsettled as to how the nation, particularly colleges, will adjust to the reality that most high schools in the nation are closed and will not reopen this semester, but added the district is “committed to supporting students in finishing the academic year successfully.” While the schools make adjustments as the crisis progresses, Moore recognizes that unforeseen challenges await. “Safety of our staff and students should be all of our priority so while we imple-

ment our distance learning plan we should not lose sight of the need to care and support each other’s personal wellbeing,” he cautioned. Early April traditionally is a very busy time in the El Dorado County TreasurerTax Collector’s Office with many visiting the office to pay the second installment of their secured property taxes in advance of the April 10 delinquency date. This year, however, out of an abundance of caution and in response to guidelines issued by El Dorado County Public Health Officer Dr. Nancy Williams and Gov. Gavin Newsom regarding safeguards against COVID-19 transmission, Treasurer-Tax Collector K. — Treasurer-Tax Collector K. E. Coleman E. Coleman, encourages residents to mail tax payments or utilize online payment options. “The health and safety of our citizens and staff is our primary concern. We can assist taxpayers in making payments from home. With many self-isolating to help from spreading illness, online payments are a great benefit,” said Coleman. “Those new to online commerce are advised to make their first payment during normal business hours. If a problem is encountered a deputy tax collector can assist over the phone by calling (530) 621-5800. Unfortunately we do not have the capacity to process telephone payments, but we can walk taxpayers through the online process.” E-check and credit card payments are accepted through the tax collector’s website: edcgov.us/taxcollector. Please note: The third-party processing company charges an administrative fee for this service. The fee for e-checks is a flat 75 cents (17 cents more than a postage stamp); the fee for credit card payments is 1.95% (minimum fee of $1.95 per transaction). Accepted cards include Visa, MasterCard, Discover and American Express. Taxpayers can also view and print tax bills from this website. Electronic payments are accepted as timely up until midnight on April 10. However, taxpayers are strongly advised not to wait until the last minute to pay, especially if this is the first e-check payment. If paying by e-check, taxpayers should allow ample time to verify the payment clears the account prior to the delinquency date. A last-minute error, such as a transposed digit, could result in a rejected payment and a late penalty. Payments by mail should also be made ensuring there is sufficient time for the check to be postmarked by April 10.

Remember, not all mail is postmarked the day it is deposited into a mail receptacle. For taxpayers who have no other option than to come into the county office, safeguards have been made. A barrel has been placed near the entry door with a slot for payments. This presents an option for same-day payments with no human-to-human contact. Where face-to-face interaction with a deputy tax collector is necessary, ample supplies of hand sanitizer are available for staff and visitors. Secured property tax bills are mailed in October and due in two installments. The installment due dates are Nov. 1 and Feb. 1. Installment amounts not paid by Dec. 10 and April 10 are considered delinquent. The California Revenue and Taxation Code mandates these dates across the state so the April 10 delinquency date for the second installment of property taxes cannot be changed. Vital county services, such as law enforcement, emergency response, public health, schools and local financial obligations are dependent on these scheduled revenues. Questions? HUD suspends all foreclosure and eviction activity News release WASHINGTON, D.C. — U.S. Department of Housing and Urban Development Secretary Ben Carson, in consultation with the Trump Administration and the Coronavirus Task Force, recently authorized the Federal Housing Administration to implement an immediate foreclosure and eviction moratorium for single family homeowners with FHA-insured mortgages for the next 60 days. These moratoriums are part of the continued effort by President Trump to address impacts to the financial well-being of America’s individuals, families and businesses caused by the coronavirus (COVID-19). “Today’s actions will allow households who have an FHA-insured mortgage to meet the challenges of COVID-19 without fear of losing their homes, and help steady market concerns,” said Carson. “The health and safety of the American people is of the utmost importance to the Department, and the halting of all foreclosure actions and evictions for the next 60 days will provide homeowners with some peace of mind during these trying times.”

The guidance issued applies to homeowners with FHA-insured Title II Single Family forward and Home Equity Conversion (reverse) mortgages and directs mortgage servicers to: Halt all new foreclosure actions and suspend all foreclosure actions currently in process; and Cease all evictions of persons from FHA-insured single-family properties. “This is an uncertain time for many Americans, particularly those who could experience a loss of income. As such, we want to provide FHA borrower households with some immediate relief given the current circumstances,” said Federal Housing Commissioner Brian Montgomery. “Our actions ... make it clear where the priority needs to be.” FHA continues to encourage servicers to offer its suite of loss mitigation options to distressed borrowers — including those that could be impacted by the coronavirus — to help prevent them from going into foreclosure. These include short and long-term forbearance options, mortgage modifications, and other mortgage payment relief options available based on the borrower’s individual circumstances.
