In the world of art and design are two schools of thought. On one side are those who create or sell art. Artists and gallery owners, for instance, tend to promote the idea if you love a piece, buy it. You will always nd a place for it. Interior designers, on the other hand, look at art as a way to nish or maybe inspire a room. They tune into the art’s scale and colors to make sure they work with the room and its furnishings. To them, even the most generic OTC (Over The Couch) art can work if the palette and size are right.
That leaves those of us who love art
and who want a beautiful, pulled-together home and who have a limited a budget scratching our heads. Do you buy what you love and not care if it ts in? Or do you furnish your home with all-purpose art because the size and color work?
Neither. I’m optimistic enough to believe you can have art that cuts both ways — if you’re careful. So, when I heard that a local interior designer was going to give a talk at a local art gallery on “How to Marry Art and Interior Design,” I signed up.

Irst met Mike Ra ety in 2003 when he was the editor of the Mountain Democrat. Jim Webb was the publisher and we discussed an idea I had for a weekly real estate column. Local newspapers are sensitive to their advertisers and Jim had some concern that large real estate advertisers might be mi ed that publishing my column would give me a competitive business advantage. A er my assurance that as an independent soleproprietor broker I was no competition to anyone, Jim excused himself and told Mike it was his decision and le the room.
“Do you have any journalism education?” Mike asked.
“No, I was a business major in college.” “Any experience in writing?”
“No.”
“Would you consider yourself detailed-oriented?”
“No, I pretty much go with my instincts.”
“Our budget is limited. Will you work for free on a trial basis?”
“Yes, but ...”
“You’re hired,” said Mike.
Over the years our paths would cross. We both served as board members with the El Dorado County Taxpayers Association. Mike was one of the good guys and will be missed. My condolences to his wife Cherie and Mike’s family.

Our local real estate market has been like my old Timex watch; it takes a beating and keeps on ticking. Despite the challenges, April and May sales have been slightly above last year and the county

median selling price keeps moving higher. During April and May of last year the county’s median selling price was $592,000, $312 a square foot. This year during the same time the median price is up to $660,000 and $328 a square foot.
Listings this spring are double the number they were in February and March, and most are selling quickly. Two-thirds of all sales during April and May sold within the rst 30 days at 100% of the listed price.
El Dorado Hills accounted for 30% of county sales with a median selling price of $997,000. Cameron Park’s sales were 20% of the county’s total with a median price of $675,000. Eighty percent of all county sales were more than $500,000. The most expensive home sold this year was a $3-million, 5,000-square-foot estate in El Dorado Hills and the least expensive was a bank REO, partially destroyed by re, near Placerville for $150,000.
It has been a good spring for most sellers but challenging for homebuyers who have been chasing higher prices and mortgage rates. Interest rates on the 30-year xed-rate mortgage have been bouncing around for the past six months. Last November mortgage rates were close to 8%. This last January they were down to 6.5%, moved up to 7.25 % last month and recently have been trending below 7%.
Wall Street expects the Fed to cut rates later this year. That won’t help buyers. Any small reduction in mortgage rates will be o set by increasing home prices. Rural property values have been hammered by the availability and cost of homeowners insurance. At one time homes on acreage commanded a price premium. More land was preferable to many seeking life in the county. That’s still true but the risk of a wild re and cost of insurance are a ecting the price buyers

Without art, a home is just a house.” She was singing from my hymnal now. Indeed, as far back as the Lascaux Caves in France, circa 17,000 BCE, home dwellers have used their walls to display what mattered to them. Although homes have come a long way since prehistoric cave times — let’s pause to give thanks for ush toilets, central heating and microwaves — that need for artistic expression hasn’t changed.

As Neel spoke, the 20 or so guests nodded in vigorous agreement. The conversation ranged from how to pick art, how to revitalize it and (read this next one twice) when to let it go. Here’s what else Neel said about the marriage of art and home design:
1. Yes, color matters. Although the main reason to acquire art is because it speaks to you, it should also work with your home. “You picked the décor and colors in your home because you liked them, so work with them,” Neel said. “Don’t put a piece of art in warm tones in a room designed with cool colors. Muddy yellow in a gray room never works.”
2. Start with art. In some of the most successful rooms, a piece of art inspires the entire design. If you’re decorating from scratch, starting with a painting you love can be a great foundation.
3. Let your art evolve. Tastes and décor change, and, ideally, art
does, too. Periodically look at your art and ask whether it’s still working with your interior or if you even still like it. Consider whether it’s time to refresh it or rehome it and make room for something better. Remodeling or moving is the natural time to revisit your art.
4. Break it up. If you have always had the same painting next to your dining room table, try moving it to another room and enjoy seeing it anew.
5. Reframe it. If a piece looks tired, or you’re tired of it, consider reframing. A new frame can revive a stodgy piece and make a traditional piece feel contemporary. An ornate frame on a modern piece can also add interest.
6. Give it up. When a frame won’t salvage the art, it might be time to let it go. “Sometimes art runs its course,” Neel said. Consider passing the piece along to a family member, selling it or donating it to a furniture
bank.
7. Experiment with scale. Don’t be afraid to put a big piece on a small wall or in a small room. Doing so can actually make the space feel larger by adding depth.
8. Take your time. Don’t hastily buy art because you want to ll a space. “I would rather see an empty wall than an ugly piece of art,” she said.
9. Mix it up. Do not feel wedded to one style of art. Serene landscapes, bold abstracts, so watercolors, sculptures, photography and pencil drawings can and should live successfully in the same home.
10. Gang it up. If you have many smaller pieces, rather than scatter them, unify them on a gallery wall. They can be varied sizes, but should have something in common, such as subject matter or similar (but not matching) frames. She recommends lining the collection up at the bottom to help the gallery cohere.
11. Take a risk. Edgy art that re ects you can add a welcome touch of whimsy, she said. “I like unexpected art that makes a statement.”
12. Don’t overlook non-art art. Art doesn’t have to be a twodimensional picture. Items in shadow boxes, woven or carved wall hangings and found objects can all serve as art.
13. Go easy on the portraits. When homes feature ve framed photos from the same photo shoot, such as a wedding or family gathering, Neel advises owners to edit the display down to perhaps one.
14. Show it o . To look its best, art needs to be in the right place in the right light, Neel reminds us. Otherwise, great art can zzle. For instance, big art in a narrow dark hallway will disappear, while a small well-lit piece will elevate the whole area.

Homes on acreage are taking twice as long to sell and sellers are accepting o ers less than their listed price. The cost of maintaining a home on acreage is forcing many to relocate someplace else. Although homes on acreage account for 35% of county sales they make up 45% of the number of active listings. The costs of maintaining acreage is about to get more expensive. El Dorado County leaders are about to adopt a new Vegetation Management and Defensible Space Ordinance. It will a ect most properties in the county but rural properties on acreage will incur more costs or owner’s time bringing properties into compliance. Property owners who may have been complying under a previous county ordinance will discover additional defensible space regulations. This ordinance funds inspectors, has an enforcement process and there are nes for non-compliance.

2. Understand the reasons behind permits: Permits are not just logistic hurdles; they are safeguards that, if obtained and followed correctly, can prevent potentially deadly situations. For instance, installing a water heater without the proper permit could lead to dangerous gas leaks.
3. Know when to obtain a permit: Not all home improvements require permits. For instance, replacing windows without altering structural elements typically doesn’t need one. Understanding these nuances can save you time and money while ensuring compliance with local regulations.
4. Get proper approval:
Most rural property owners are good stewards of their land and will welcome an ordinance that will compel absentee owners or careless neighbors to maintain their properties. However, the cost of mandatory compliance with the new housing ordinance and government oversight of private property may be troubling to both existing homeowners and potential buyers.
Increasing the costs of homeownership, decreases its availability. When mortgage rates doubled sales fell 35%.
What’s frustrating to many homeowners is that compliance with the new defensible space ordinance may save a home in the event of a wild re but it will not reduce insurance costs or increase availability. Insurance companies make those decisions based upon a home’s location not its construction or amount of defensible space.
Exactly how the ordinance will a ect rural home values is uncertain, but land regulations have nancial implications both good and bad.
