Sel Richard Staff writer Residents hoping for resolution on Parker Development’s Central El Dorado Hills Specific Plan will have to sit on their hands a little longer. ne hundred years ago the life expectancy for women was 54.6 years.

Jessie Perez beat that by 45.4 years and last week the community celebrated her 100th birthday — drive-by style.

With a car parade that stretched over a mile, scores of neighbors, family and the El Dorado Hills Fire Department drove through Perez’ Blackstone neighborhood where she lives with her daughter and son-in-law. Sitting in a decorated chair befit for a queen, a radiantly smiling Perez waved to the passersby who joyfully honked and wished her heartfelt birthday wishes

Thursday evening.

Perez told Village Life she doesn’t feel a day over 70 and she doesn’t look a day over either.

Jessie Duran Perez was born in Leon, Guanajuato, Mexico, immigrating to the United States in 1933. She has survived three husbands and raised four children. She married her first husband in 1941 and made a promise to him to care for his ailing mother before his passing in 1947. She kept her promise, all while raising three young children as a single mom.

To support her family she worked as a cashier at the World Theater in Sacramento — movies were just 10 cents in 1950. n

Barber Jon’s book encourages kids Sel Richard Staff writer

O

pen the door to World Famous Barber Jon’s and one is greeted with a cacophony of bustling activity, buzzing and banter. Barber Jon hails from behind a client, waving clippers with enthusiasm.

Cheerful and energetic, it’s easy to see why he has grown to be one of the only 12-chair barber shops around.

Back open after closing his doors for the first time in 25 years, Barber Jon admits that he wasn’t sure if his shop was going to survive. “I had my doubts,� he said, relieved that his full staff of barbers is back wielding shears and trimmers.

But last fall, while blissfully unaware of the prospect of a shutdown, he fulfilled a longtime ambition. Barber Jon is well aware that not all comers find haircuts to be an enjoyable experience. “I always talked about wanting to do a book because

kids, you know, they get scared of their first haircut,� he explained.

Writer Connie Barreras, whose husband and son have been some of Barber Jon’s earliest clients, describes how the beginnings of Barber Jon’s recently published book, “A Haircut for Henry,� took shape. “Every time my husband went in to get his hair cut, Barber Jon would say, ‘Hey I want your wife to write me a story,’� she recalled. “He wanted a story so I wrote him a story,�

Barreras said, revealing that the story is now about 20 years old. Over the years and through several moves, the draft just got lost in the shuffle.

Three years ago, Barber Jon’s wife was cleaning and found it in their garage. “Michelle said what a great story it was. She asked me why I didn’t do a book like I always said I was going to do,� he said, laughing.

Barreras decided it needed some editing and

rewrote it. Chris Sullivan was hired to illustrate the story, taking two years to complete the paintings. “The illustrations are beautiful,� Barber Jon said of Sullivan’s artwork. Barreras then worked with designer Linda Pucilowski of IPoint Designs to finish the book. “My favorite part of the book is the Certificate of Completion in the back for when kids get their first haircut,� Barber Jon told Village Life. Full of bright watercolors, the book depicts the sounds of a lively barber shop with the various people who frequent them. “It’s appealing to kids with sensory issues. And it’s great for other barbershops that might have difficulty with kids.�

Behind this sweet tale, it is apparent that the man who inspired the story is much more than just a barber. “What sets him apart is him. It’s his heart, his spirit,� Barreras said of Barber Jon. “I like to tell everybody

that when you look down at the world from space, it doesn’t have boundaries. We’re all people of the world,� said Barber Jon, who is proud that this book shows people from all walks of life.

Excited that his vision from two decades ago has finally come to fruition, he divulges one more gem of wisdom, “Remember, always chase your dreams, even if they’re 20 years ahead of you.�

PPE, I started thinking about how I could help,” said Busch, adding that he was inspired when his wife Julie started sewing personal masks for donation. “I realized that I had the equipment and some capabilities that could produce face shields and decided to develop a design and prototype it.”

He was able to pull from his many years of work experience in medical device design and manufacturing in order to understand the requirements needed for the Emergency Use Authorization issued in light of the pandemic by the FDA. This allows for unregulated face shields to be used by clinicians if the right requirements are met.

The project wasn’t without challenge as Busch said material for producing the transparent part of the face shields was in very short supply.

“I actually had to revise the design and the manufacturing process twice,” he said.

Quick to share the credit, he added, “I was able to build on work others had done and designed a face shield that could be made with the equipment I have and the materials I could source.”

It is with that collaborative spirit that Busch is doing this project in conjunction with Hands4Hope – Youth Making A Difference. “I

ands4Hope youth and adult volunteers have been preparing and serving dinners once a month since 2014 for the seniors at Creekview Manor in Folsom, a part of Mercy Housing California.

Along with the meal the volunteers also bring a different craft each time to do with the 30-40 residents who gather in the dining room.

Over the years, many Hands4Hope volunteers have built a lasting relationship with the residents and they all look forward to this once a month event.

In spite of the coronavirus pandemic Hands4Hope volunteers are continuing to provide meals for the residents at Creekview Manor, with modifications. Since the residents cannot gather in the dining room and are isolated in their apartments, Hands4Hope participants are now providing bagged lunches two times a month to approximately 150 residents each time. The Hands4Hope representatives, with their masks and gloves on, deliver the meal to each resident.

“The senior residents at Creekview manor hold a near and dear place in my heart,” Inga Buckendorf, the adult lead for these events, said. “Isolation due to the COVID-19 pandemic has caused them much fear and uncertainty. The simple act of kindness of delivering food to each resident contributes to their overall wellness.”

Each lunch package also includes other items such as chips, fruits, cookies and string cheese, along with a hand-made inspirational card from a youth. These distribution events have been a rewarding experience for the volunteers.

“I like helping because it feels good to know you’re making a difference,” said Hands4Hope youth volunteer Jasmine Renik. “It makes me feel good to see them happy when they get their food.”

In addition to the food and cards, teams of Hands4Hope youth have created videos to share with the seniors while they are isolated — videos of them playing instruments, singing, sharing their thoughts

and concerns and graphics with inspirational quotes.

With the uncertainty of this pandemic, the traditional Hands4Hope outreach events at Creekview Manor may not happen for a long while. The volunteers miss the close interactions and the conversations they normally would have the opportunities for, however they plan to stay connected with the residents through the lunch and card deliveries.

County Director of Transportation Rafael Martinez said he hopes to present the board with preliminary VMT thresholds by June 30, but adoption would not be final until Aug. 4. He noted that the applicant’s analysis could take one to two months once thresholds are published. With an additional month of staff analysis, it could be a total of three months before VMT analysis could be completed for the project.

Serrano Associates land use counsel Mike Cook maintained that without VMT analysis, Parker would not have a defensible document. “For the commission to take action in advance of VMT analysis would be unfair,” he said, explaining that if action is taken prior to the county’s adoption of a VMT policy, it would be sending the board a “half-baked analysis and telling the board, ‘You finish it.’”

Regarding the possibility of taking the project off the docket, El Dorado County Planner Mel Pabalinas indicated it would require a re-noticing of the project, similar to last November. “So that would be an effort to basically starting

over,” he said.

Serrano Associates Director of Government Relations Kirk Bone also revealed to the commission that the developer has had a series of informal meetings with the El Dorado Hills Community Services District.

“We believe we are making progress on a variety of issues,” he said. “We are finding ourselves in a very constructive mode with the CSD.” Bone also mentioned conversations with county staff on alternative land uses. “By the end of the month we’ll probably have some alternative land uses that we would like to discuss

that will be consistent with the underlying zoning.”

“This project itself may be seriously altered and we’d be almost looking at a brand-new project when it comes around,” Commissioner Gary Miller observed. “Maybe we need to give the Board of Supervisors, the staff and the applicant as much time as they need rather than pushing it.”

Although Commissioner James Williams initially recommended a Nov. 12 continuation date, the final date was motioned by Commission Chair Jon Vegna and voted in 3-1.

If someone wants to make a difference like that, Busch emphasized a workshop and technical expertise are not required. They can simply look at what they have to give, such as people skills, cooking or mentoring, and use it to help others. Busch leads by example here as well, as he stepped in as

a math tutor for Hands4Hope youth using Zoom calls during the recent distance learning. It’s the Hands4Hope mission he believes in that teaches students.

“When you see something that needs to be done and you can meet that need,” he said, “you just do it.”

Costco slow but steady Sel Richard Staff writer While many stood in long lines on the off chance of scoring a coveted pack of toilet paper from Costco during the height of the coronavirus-induced shortage, the company has quietly continued to contemplate expansion. Although an application has yet to be filed to build a store in El Dorado Hills, Costco has just entered into a purchase agreement with EDH52 property owners for the west parcel along Silva Valley Parkway and Highway 50.

After studying every other Highway 50 interchange in El Dorado County, Costco officials determined the connection at Silva Valley Parkway is the only Class A interchange that would accommodate a warehouse store. With approximately 42,000 people in El Dorado Hills but only 18,000 in Cameron Park and 11,000 in Placerville, the EDH52 location offers an immediately profitable location.

Costco has been eyeing the EDH52 parcel since last March when the company initially proposed a store on the east side of Silva Valley Parkway with a fueling station across the street.

Subsequent to community outcry over the proximity of the store to Oak Meadow Elementary School, Costco presented new plans for a single footprint on the west side with an underground parking garage.

Area Planning Advisory Committee Chair John Davey recently revealed that Costco hopes the El Dorado Hills location will not only lessen the impact to its existing Folsom store and better serve El Dorado County members, but also draw from the new Folsom Ranch project, a straight shot from White Rock Road.

Due to the COVID-19 crisis and current economic conditions, Costco has extended its internal timeline to pursue feasibility studies, as well as allow for lengthened county application, approval and permit periods.

“They are still dedicated to doing this project,” Davey reported. “They are also uncertain where the county is at and want to make sure everyone is on board. But they intend to pursue this. It just might be a little longer.”

Scholarship “I know when the quarterback has to move out of the pocket, that the guy they want to get the ball to is a No. 1 receiver like Badger,” Samad said. “I just made sure I knew where he was at all times on the field. If the quarterback did throw the ball up, I would be able to get over there.”

When Reithmeier started to wind up and aim at the 6-feet, 1-inch frame of Badger in the front corner of the endzone, Samad read the quarterback’s arm and raced to where Badger was and intercepted the ball in the endzone.

Samad raced 75 yards down the sideline and as he ran he heard one of the loudest roars in the history of Oak Ridge football. After the play, the stadium was in a frenzy.

It was a moment that Samad’s freshman coach Jason Clark would have been proud of.

In addition to football, Mujahid Samad puts a lot of effort into his art. He has designed several tattoos and wants to open tattoo parlors when he gets older.

Coach Jason Clark Jason Clark had been the freshman football coach at Oak Ridge and left an impact on everyone he encountered, especially his players.

“He was always happy, especially when we had big accomplishments throughout the year in school and on the football field,” Samad said.

“He wanted the best for everybody. He always made sure my mindset was always right and he kept believing in me.”

After Samad moved up to junior varsity, he continued to learn from coach Clark and would sometimes go and help the freshmen team during practice.

But on Jan. 4, 2019, Samad was devastated to hear the news that Clark had died at the age of 40 from complications from a bout with pneumonia.

“Once I heard the news that he passed away I was really sad,” Samad said. “I was really close to his sons and his daughter who go to Oak Ridge and I made sure if they needed anything or someone to talk to, that I was there to help them.”

Following his graduation from Oak Ridge Samad was awarded the Jason Clark Memorial Scholarship, established to encourage and recognize graduating seniors who demonstrated the essence of how coach Jason Clark lived his life, leaving a lasting impression on those he served and served with.

Oak Ridge head coach Eric Cavaliere said he enjoyed watching Mujahid come to practice every day throughout his four-year Oak Ridge career with the goal of working diligently to improve.

“Mujahid showed a lot of improvement,” Cavaliere said. “He came

Samad is looking at turning art into his life’s work whenever the time comes that he peels off his shoulder pads for the final time.

“When it comes to my art, I feel like I’ve got to be the best artist,” Samad said. “I can’t have anyone show me up. I draw pretty much anything.

If you can think it, I can draw it.”

His art is comprehensive and he has turned it into tattoos. Not only does he draw out tattoo designs on paper, but he has learned how to put tattoos on the body as well.

He is still perfecting how deep you are supposed to go and how to make the tattoo heal better, but he has been able to ask his cousin who works in a tattoo shop for tips. So far, Samad has given his mother three tattoos, his brother a tattoo and he gave himself a tattoo on his thigh.

“I have everything you need in a professional tattoo shop at home,” Samad said. “After college I would like to open tattoo shops across the country.”

Football future

in as a very young man and is leaving Oak Ridge as a much more mature early adult. To see his growth in that time was significant … just being able to see it with someone like Mujahid is a pleasure.”

Leadership Samad wanted the best for the team. The drive to work to get better is something he craves when he wakes up every morning. He wanted to give his best and he needed every one of his teammates to give a perfect effort.

“If the person I’m playing with doesn’t want to get better, I’m the first one to tell the coaches to get them off the field because when it comes to football, or anything in life for me, it’s all about getting better,” Samad said. “When people around me don’t want to do it, I don’t want to be around them and they’ve got to get away from

me.”

The same month that Clark died, Samad and his teammates got to work for the 2019 season.

Along with working on the field, they were in the weight room four times a week and ran as a team every Saturday morning.

“I made sure that everyone else was accountable, even people who didn’t get to play much,” Samad said.

He credits his father with helping him develop into an accountable person with leadership abilities.

“My dad just has always been teaching me and raising me on how to be a man,” Samad said.

Art and tattoos Not only was Samad able to give football his absolute best, he is also able to give art his everything.

His great-grandfather taught him everything he knows about art and

Samad’s next destination will be American River College, where he will play for head coach Jon Osterhout who in 2018 sent 20 of his players to play football at four-year universities.

The talent and competition is what drove Samad’s decision to go to ARC. He said Oak Ridge head coach Eric Cavaliere told him there will be a lot more competition for playing time at ARC compared to Sierra College or Sacramento City College.

“That played a big part in me wanting to go there because I want to compete,” Samad said.

“If you’re the best, I want to compete.”

Samad said he is excited to be joined at ARC by his former Oak Ridge teammates Avant Jacobs, Brandon Summers and Anthony Whiting, who all helped lead the Trojans to their first Division 1 SacJoaquin Section championship last season.

2019 Oak Ridge season The work for that championship started years before the final game, but it really began to take shape when the Trojans began working in the offseason after Clark’s death.

After an offseason of workouts, the Trojans steamrolled Lincoln and Vacaville to set up the September meeting with Folsom. Although the Trojans lost to Folsom 36-33, they showed themselves they can com-

pete with anyone. Samad had another gamechanging interception in the fourth quarter, but Folsom’s talent prevailed that night. The Trojans lost to Rocklin the following week, but won the rest of their regularseason games and won their first two playoff games to set up a section championship between powerhouse Monterey Trail of Elk Grove, who had beaten Folsom to reach the finals.

The final game was held in the pouring rain and Samad and the Trojans came out on top 35-27. Samad finished

the season with six interceptions, 52 tackles and two forced fumbles on defense. The senior also had 32 catches for 533 yards and four touchdowns on his way to being named first team All-Metro by a local newspaper.

“It’s just the tip of the iceberg right now on what he’s achieved,” Cavaliere said. “He has a tremendous amount of potential as an athlete, as a student and as a leader in the community. I think Mujahid is going to continue to grow and have a very bright future.”

When Perez was 47 she married for the third and last time. Her daughter Addie Monterrubio said that was when her mom truly started to live. The newlyweds were known as Fred and Ginger, being the first to arrive on the dance floor and last to leave, and were active in the Hispanic community in Sacramento.

Perez said she owes her good fortune to the Lord, although good genes have also played a role; her own mother lived to be 100 after surviving the SpanishfFlu. Monterrubio attributes her mom’s good health to her great faith, walking an hour every day and not drinking or smoking. The proud daughter acknowledges that her mom has left many imprints on not only her life but so many others.

“There are no words to express my heartfelt love and appreciation for all she’s done for me and my siblings. She is an amazing woman with a heart of gold who loves the Lord,” Monterrubio shared. “I am the woman I am today because of her guidance, wisdom and sacrifices.”

Perez’ granddaughter, Alexandria Monterrubio, said her grandmother’s presence has always played a big role in her life and she has fond memories of playing games of hide-and-seek with her, usually tiring out before her grandmother.

These days Perez enjoys watching one of her three

favorite shows: “Moving Art,” “America’s Got Talent” and “World of Dance,” during which she loves to comment on Jennifer Lopez’ earrings and the vibrant costumes. Addie describes her mom as somewhat of a fashionista, who in earlier days enjoyed wearing wigs

and brandishing spiked heals into her 90s.

When asked a favorite memory Perez responded, “God has been good to me so I have a lot of good memories. I am blessed with everything. I can’t say just one thing.”

Power shutoffs and an analysis of the cost of relocating the Bass Lake wastewater facility were among the items taken up by the El Dorado Irrigation District Board of Directors at its June 8 meeting.

EID staff is making preparations to minimize impacts to its system in the event of more PG&E public safety power shutoffs this year.

EID has 168 electrical service connections with PG&E. In 2019 the largest power shutoff event affected 125 of those connections. The outages compromised EID’s ability to pump water and wastewater, provide fire protection, generate hydroelectric power and operate the Sly Park Recreation Area.

To plan for the upcoming fire season the district has taken a number of steps including investing in the permanent installation of generators. The district has 187 generators, 11 of which are mobile and can be moved around as needed. EID is also is pursuing contracts with vendors to rent additional generators as needed and has applied for a FEMA grant to help fund the purchase of additional generators.

To minimize the number of sites affected, district staff have met with representatives from PG&E. The power company is planning to make supervisory control and data acquisition improvements and add equipment in the El Dorado Hills area to reduce the number of sites that could be affected by a future power shutdown.

And while the California Public Utilities Commission, Cal Fire and the California Office of Emergency Services have advised PG&E to minimize the impact of shutoff events on residents and businesses, EID staff said they don’t expect PG&E to change their approach in carrying them out.

Bass Lake facility relocation Previously the board approved the relocation of a wastewater collection system from Bass Lake to the El Dorado Hills Wastewater Treatment Facility where a new facility is being designed and built. But questions were raised regarding whether it would have been cheaper to just renovate the existing facility.

Lake facilities at $3.1 million. A cost that included the $925,000 the district received in selling the property to the El Dorado Hills Community Service District. The cost of renovating existing facilities at Bass Lake was put at $3.8 million.

A major factor underlying the decision was how much development has occurred around the Bass Lake site.

When the facility was first built it was largely surrounded by vacant land. Now subdivisions are closing in around the facility, making future conflicts inevitable.

Director Alan Day suggested that such an analysis should have been done upfront rather than afterward, as he requested the staff to include such analyses on future projects.

2019 audit The board unanimously approved an audit for 2019 prepared by Hudson Henderson & Company. The auditors reported a “clean” or “unqualified” finding for the agency. EID’s Finance Director Mark Price said the district has never had a qualified audit.

Operating revenue for last year increased $4 million to $68.2 million from 2018 due primarily to hydroelectric sales. Property tax revenue increased $.4 million to $13.1 million. Capital assets, net of accumulated depreciation, totaled $727.9 million, an increase of $13.2 million from 2018.

Charges for new hookups were $12.9 million, a $7.1 million decrease from 2018, due to a slowdown in development. Operating expenses, not including depreciation, increased $3.6 million to $56.8 million. Net long-term debt and loans were $315.6 million, a decrease of $32.9 million.

Other matters The board held a hearing on adopting a mitigated negative declaration on a project to recoat two water tanks in Camino. The painted surface of both tanks is approximately 16 years old and eroding. Staff said they expect to bring a contract to carry out the work to the July 13 board meeting with the work carried out over two years.

Buying a home now may be more affordable and save some cash Brandpoint Content At a time when the strength of the U.S. economy and personal finance is on most renters’ minds, low down payment mortgage options are more appealing than ever. With mortgage interest rates being at historic lows, it is possible to qualify for a home loan while keeping a rainy day fund.

Private mortgage insurance (MI) has been around for decades and helped over 1.3 million homebuyers last year. It is a temporary cost that allows for a down payment as small as 3% of the purchase price.

While some borrowers wait until they save 20% for a down payment, the added years of saving can translate to higher interest rates and more expensive home prices.

“Renters who are on the hunt to buy should do the math and consider what is best for them, because many times they will find that buying with a low down payment insured mortgage is in their best interest. It may enable them to attain homeownership sooner than they otherwise could, which helps them take advantage of historic low rates and keep some of their savings intact,” said Lindsey Johnson, President of U.S. Mortgage Insurers (USMI).

If you are one of these renters looking to buy your first home but don’t have 20% down, don’t worry, you are not alone.

According to the National Association of Realtors, the median down payment in 2019 was 6% for first-time buyers.

Renters might find that purchasing a home is more economical. There are many options out there for buyers and those with little or no cash for a down payment. down payment as small as 3% of the purchase price. In today’s market, it could take a family earning the national median income up to 21 years to save 20%, according to calculations by USMI. How can buying now save you money later?

Consider you want to purchase a $275,000 home. When you account for closing costs (about 3% of the sales price), a 5% down payment is $13,750 versus $63,250 in cash for 20% down. With a 740 credit score at today’s MI rates, your monthly MI payment would be about $115, which is added to your monthly mortgage payment until the MI can be cancelled. MI typically cancels after five years.

With home price appreciation, today’s $275,000 home will likely

cost more in the years ahead.

This will also have an impact on the necessary down payment and length of time required to save for it. There are other variables in the equation too, such as interest rates.

As interest rates rise, so too will the cost of mortgage financing.

Not all MI is the same.

Importantly, so-called “FHA Loans” are government-backed loans insured by the Federal Housing Administration versus a private insurer. These mortgages require a slightly higher down payment, the insurance is permanent, and the monthly premiums generally cannot be canceled.

A $476,300 contract was awarded to Auburn Constructors LLC to replace the El Dorado Main No.1 Pressure Reducing Station No. 5 located in Camino. The El Dorado Main No. 1 is part of the system that delivers water from Pollock Pines to the

Lotus/Coloma area. An additional $168,100 was approved for SCADA programming, capitalized labor and contingency.

The board of directors also authorized the purchase of several vehicles and new equipment including one truck chassis, five utility and pick up vehicles, one backhoe, one compact excavator, one truck with a vacuum tank and one closed circuit television sewer inspection van.

Perkins explained that not only will the amphitheater will be controlled by the landlord instead of the tenant, but the stage will be constructed down into the hillside with 15 to 20 foot sides. “We’ve identified landscaping and sound deadening walls and mandated times for wrap up through our development agreement,” said Perkins, adding that he would be saving money if the amphitheater were eliminated.

Resident Chrissy Gaewsky noticed that her request to extend sidewalks to allow Monte Verde homeowners pedestrian access to the plaza was put into the plan and expressed an attitude compromise. “It sounds like you’re willing to work with us,” she said.

Perkins also addressed comments on traffic during construction and sight lines, assuring that construction material will be coming through the main entrance and not impeding traffic along Latrobe Road. He assured the visual aspect of the hotel would look toward the north and south, not residential areas.

“You’ve got to have a place for people to come that they enjoy, they feel comfortable in, they feel safe in and they just want to meet their friends there and maybe have some entertainment,” Perkins maintained. “If you don’t have an experience, people are going to be calling up Amazon and we’re dead.”

Nearby boutique shopping and restaurants, once considered a benefit of living in the city, have been closed or if open are less pleasant and personal. Advantages of an urban lifestyle, including public transportation, attractions and entertainment, nearby medical facilities and senior services are closed or have limited service. The social attractions of city life have been replaced by a masked society of social distancing, closed storefronts and extended lockdowns.

That all could change. Life in cities could magically return to normal. But not likely. What will happen is many folks who live in the city will re-evaluate their priorities and move. Once provided the opportunity,

many will decide the risks of living in a high-density environment isn’t as exciting and glamourous as they had expected. They will move to suburbs, small towns and rural counties.

Increasing home values The migration of COVID-19 refugees from the city — fueled by the lowest mortgage rates in 50 years — will push home prices up in the suburbs and down in the cities. The challenge for rural America will be providing affordable housing when current supply already isn’t enough.

t’s not necessary to build the Mountain View within viewing distance of a mountain, but that certainly would make a great location.
