Sel Richard Staff writer Residents hoping for resolution on Parker Development’s Central El Dorado Hills Specific Plan will have to sit on their hands a little longer. The proposal for approximately 1,000 residential units along El Dorado Hills Boulevard was continued to Sept. 24 at the latest El Dorado County Planning Commission meeting. The most contentious “This project itself may portion of the Parker’s plan hinges on a county General be seriously altered Plan amendment to redesand we’d be almost ignate the old executive golf course from recreational looking at a brand-new facilities-high intensity to project when it comes residential zoning. The plan has been through around.” three Planning Commission hearings, including one held — Commissioner Gary Miller at District Church this past January when almost 500 residents turned out to protest various aspects of the development proposal. The hearing to determine the commission’s final recommendation to the El Dorado County Board of Supervisors has been rescheduled multiple times since implementation of coronavirus-induced shelter-in-place orders. However, a new wrench in the works comes in the form of a traffic evaluation called VMT or Vehicle Miles Traveled. A calculation to replace Level of Service, VMT thresholds have not yet been established by the superviors, nor has Parker Development completed traffic studies to fulfill this area of its environmental impact report. Deputy county counsel Breann Moebius explained that VMT was added to state guidelines to take effect in July, potentially putting the project before the board after VMT thresholds are established. “Any project specific analysis we would do for VMT of this project could potentially be inconsistent with the county thresholds that will be adopted likely

Jessie Perez is all smiles as a parade moves past her El Dorado Hills home in celebration of her 100th birthday.

O

ne hundred years ago the life expectancy for women was 54.6 years. Jessie Perez beat that by 45.4 years and last week the community celebrated her 100th birthday — drive-by style. With a car parade that stretched over a mile, scores of neighbors, family and the El Dorado Hills Fire Department drove through Perez’ Blackstone neighborhood where she lives with her daughter and son-in-law. Sitting in a decorated chair befit for a queen, a radiantly smiling Perez waved to the passersby who joyfully honked and wished her heartfelt birthday wishes

Thursday evening. Perez told Village Life she doesn’t feel a day over 70 and she doesn’t look a day over either. Jessie Duran Perez was born in Leon, Guanajuato, Mexico, immigrating to the United States in 1933. She has survived three husbands and raised four children. She married her first husband in 1941 and made a promise to him to care for his ailing mother before his passing in 1947. She kept her promise, all while raising three young children as a single mom. To support her family she worked as a cashier at the World Theater in Sacramento — movies were just 10 cents in 1950. n
