This ordinance was first passed by the voters in 2000 and was reaffirmed and extended by the voters in 2010. It is codified in the Davis Municipal Code as Chapter 41. In sum, this ordinance requires a vote of the citizens before land can be re-designated from agriculture or open space to any urban use, as those land uses appear in the 1999 land use map in the City’s prior General Plan. It also requires a vote if urban development is proposed on two large parcels that were already designated for urban uses on the 1999 land use map. Those two large parcels are (1) the Covell Center property (more commonly known today as the “Covell Village” site), and (2) the Nishi property. Measure J is currently set to expire at the end of this year. The minor technical changes include (1) edits to remove language referring to redevelopment, (2) edits to account for events that have happened since 2010, and (3) edits to extend the sunset date of the ordinance to December 31, 2030.
