Shingle Springs woman earns neighborly recognition Jana Rossi Staff writer

W

hat does it take to be a Super Amazing Neighbor? Ask Bethany Fieldhouse-Elliot from Shingle Springs — one of 100 winners of Nextdoor’s first Super Amazing Neighbor Contest.

Nominated by friend and neighbor Kaye Kramer, Fieldhouse-Elliot won out of 46,000 nominees and was chosen by a celebrity panel of judges that included Tim McGraw, Brandi Chastain and Cedric the Entertainer.

Her winnings included a certificate, $100 Visa gift card and a “Hey neighbor” doormat. The nominees were broken down in categories of Small Business, Public Services and Neighbor.

What sets Bethany apart from the thousands of other nominees?

According to Kramer, who shared a quote posted on Bethany’s Facebook page, “Bethany spreads love wherever she goes.”

Originally from San Jose, Fieldhouse-

Elliot moved to her small community of just 17 neighbors four years ago. Not one to be shy, she said she immediately introduced herself by knocking on her neighbor’s doors. Many of them, she said, didn’t even know each other.

When her new home included a historical cemetery, Fieldhouse-Elliot joined Save the Graves, through which she educates the public on historic cemeteries in El Dorado County. And when she wanted to get more involved in her local school community, she volunteered for lunch duty at various elementary schools.

Kramer said her positive energy and helpfulness made quite an impression on both students and staff.

But it was after COVID hit, when Fieldhouse-Elliot used her fitness training background to bring her entire neighborhood together by offering outdoor Saturday morning exercise classes, which then extended to COVID friendly happy hours. Neighbors from other neighborhoods even began to ■

Girl Scout ‘zooms’ into a Gold Award Jana Rossi Staff writer

G

irl Scout Gold Award recipient Emilee Johnson decided the best way she could leave a lasting impact on her community was through education.

After recently graduating from Ponderosa High School with a 4.3 GPA, she said she knew she could pass her knowledge on to others, but didn’t want to help just anyone. Her goal, she maintained, was to focus on those kids who ultimately had nobody else to turn to, such as foster and low-income youth who reside within her community. She took notice of this demographic after a fundraising campaign she participated in through Hands4Hope – Youth Making a Difference.

“These were the children I want to encourage,” she told Village Life.

Utilizing the web conferencing platform Zoom, Zooming into Tutoring — a virtual tutoring service was created. Her services were free of charge

OBITUARY Wally Richardson Oct. 19, 1923 - May 21, 2022

Wally Richardson (98 years young) passed away peacefully Saturday, May 21, alongside his wife of 64 years.

Together they raised four children: Linda Gargiulo (Dave), Deborah Campbell (Brian), Stan Richardson (Sandy), and Susan Lehner (T.C.).

Wally is also survived by his twin sister, Virginia Dollarhyde, and five grandchildren: Jennifer Gargiulo, Sean Campbell (Kylie), Carlee Kensiski (Trevor), Dani Campbell, and Connor Lehner (Corie). Wally was able to meet and hold his new great-grandson, Keegan Campbell, shortly before his passing.

Wally had a passion for flying from an early age. At seventeen years old, he convinced his mother to sign for him so he could join the Navy. He was part of the first convoy to Pearl Harbor after the bombing, working as a radio operator, and used his free time to earn flight hours. During the Korean War, Wally was a Corsair pilot flying off the destroyer, the USS Boxer. When he passed, Wally was one of the last two survivors of his squadron.

After the war, Wally went on to fly with United for thirty years, a dream come true. Along with flying, he worked in real estate and syndicated several partnerships, served in the Naval Reserves and retired as a Lt. Commander.

Another passion of Wally’s was the forming of the love and kindness movement with Jenny. He loved sharing his thoughts and wisdom with the kids, encouraging them to “always be kind whenever possible ... and it’s always possible!” Wally’s face would light up when he saw the students. As he and Jenny passed out pens and bookmarks, Wally would share his Wallyisms, hoping to send a ripple of kindness into the world.

Wally will be remembered for his infectious smile, love of jokes, great work ethic, perseverance of his dreams, and his ability to never meet a stranger. His memory will be cherished by his family and community far and wide.

A Celebration of Life will be held at Hills Church, 800 White Rock Road, El Dorado Hills on Saturday, July 16, at 10 a.m. All are welcome.

Board of Education has vacancy Dina Gentry EDC Office of Education After 28 years of service to students in the community, El Dorado County Board of Education Member John Lane will step down from his role after representing Area 2 for two decades. The El Dorado County Board of Education will consider making a provisional appointment to fill this vacancy at a special meeting in July.

This will be an approximately four-month appointment to complete the term for the Area 2 trustee, which is up for election in November 2022. A preferred applicant would also be committed to filing to run for the seat in the November 2022 election.

Applicants must be at least 18 years of age and a registered voter residing within the boundaries of Trustee Area 2 which can be

Cameron Park’s trash pick-up rates going up Jana Rossi Staff writer In an effort to comply with the SB 1383 mandate, El Dorado Disposal addressed the Cameron Park Community Services District Board of Directors at its June 15 meeting, seeking approval for a Consumer Price Index rate increase of 3.643% and a fuel surcharge increase of 2.36%. A total rate adjustment of 6.004% would ultimately go into effect July 1.

Under the Solid Waste Services Agreement between El Dorado Disposal and the CPCSD, rate adjustments are allowed for inflation/deflation and fuel surcharge, as long as performance measures based on a point system are met.

In order for the garbage service provider to receive approval for a full CPI rate increase, a minimum of 100 points must be earned, with each point equating to 1% of the CPI rate increase, up to 105 points.

Although El Dorado Disposal showed a CPI increase of 4.286%, upon examining the 2021 performance standards only 85 points were tallied after the call answer rating measure was given zero points, leading to a 15% reduction to the CPI rate increase.

Under the new rate adjustment residents can expect to find the following

adjustments to their bills: • 35 gallon can — current rate: $29.67; new rate: $31.45 • 35 gallon can (senior) — current rate: $21.63; new rate: $22.93 • 64 gallon can — current rate: $33.13; new rate: $35.12 • 96 gallon can — current rate: $41.84; new rate $44.35 What the board did not approve during the June 15 meeting but will be readdressed at the July 20 meeting is a rate increase to cover the state-mandated SB 1383 requirements. Residents are required to move organic waste to green waste bins, which could require additional services.

Under two pilot programs, adding a weekly green waste service would impact residents with an additional cost of $7.11 per month or $14.22 per twomonth billing cycle. Bi-weekly service (as is done currently) would add an increase of $2.98 per month or $5.96 per two-month billing cycle.

After receiving more than 1,000 responses from Cameron Park residents who took part in a survey, the less expensive bi-weekly service was favored 65% to 35%. The increase reflects the need to transport the co-mingled organic waste to a site in Yolo County.

and by way of media campaigns and cold calling, she contacted various foster agencies and families she thought might be interested in her services. The project from start to finish took her just less than two years.

Using websites and videos, she trained herself on how to tutor and her knowledge was then captured in documents and slideshows so volunteers had access to learn. Through the California Scholarship Federation she was able to locate volunteers. Emilee was faced with issues that went beyond tutoring throughout her endeavor, she shared; she had to learn how to encourage her students when they lost motivation and help them when they faced other challenges.

A requirement that must be met for the Girl Scout Gold Award is that the project must be sustainable. In order to accomplish this, Emilee published an online tutoring resource guide, giving others access for years to come in order to “make a difference themselves.”

“This project was more than just achieving an award, but truly making an impact on these children and motivating others to do the same,” Emilee said.

“Through this experience, I was able to broaden a variety of skills I will keep with me for the rest of my life such as resilience and empathy. Not only this,

but the ability to take accountability for my mistakes while overcoming and learning from them.

“This project was anything but easy but I’d gladly do it again if it meant helping even more people,” she concluded.

This fall Emilee will attend University of California, Davis. She’s majoring in aerospace engineering. She credits her 11 years of being in Girl Scouts to the person she is today. She describes herself as “a strong woman with the life skills to not only succeed but to help others.”

“Through the years I was granted opportunities to support the needs of my community and others,” Emilee shared. “As stated in the Girl Scout Law, I made and will continue to ‘make the world a better place.’ I hope to continue helping my community, especially on a large scale through technological innovation and compassion.”

The Girl Scout Gold Award is the highest award a Girl Scout can receive and only about 5% earn this coveted honor.

Emilee asked that a special thanks be given to her family for their unconditional support, her project advisor, Mrs. Hodson, Troop 1234 and Briana and Kaityln, who have stuck by her side through the years.

A dentistry that aims to be a home away from home

F

or patients of Dale Stanec, Jr., DDS, going to the dentist feels a little like going home.

“We know all of our patients.

They’re our friends,” said Dr. Stanec, who works alongside his wife and office manager, Elena, in his Cameron Park office. “The experience in our office is very personal. We’re very small and greet each patient by name when they walk in. It’s a comfortable, homey place to have dental work done, and we like it that way.”

Dr. Stanec has been in dentistry in the Cameron Park area since 2002. As a kid, he was “always into science and math” and loved the idea of owning his own business. “I ran a lawn-mowing business as a kid — always had some kind of business going — so becoming a dentist and owning my own practice just made sense,” said Dr. Stanec. Dr. Stanec did his undergraduate work at Cal Poly,

San Luis Obispo and then attended dental school at Northwestern University in Chicago. He graduated from Northwestern in 2001 and says that, although he was born and raised in San Jose, it was a natural draw to open his practice in the foothills.

“Elena and I love this area. We had a lot of family and friends here and thought it would be a great place to raise our kids.”

In his office, Dr. Stanec offers a full scope of general and cosmetic dentistry with expertise ranging from porcelain veneers and dental implants to crowns and bridges and more. Unlike many other dentists, Dr. Stanec doesn’t employ dental hygienists or other technicians but does all of his dental work himself.

“I spend a lot of one-on-one time with my patients. It’s fun for me to do the work myself because I get to spend more time with my patients and hang out with them and really get to know them. It makes it fun to do what I do,” said Dr. Stanec.

Another advantage of keeping his practice small is that, because he sees every patient one at a time, Dr. Stanec can be very thorough and immediately answer any questions that come up. He is also able to really respect his patients’ time. “I am almost always early or on time,” said Dr. Stanec. “My patients know that, so they’re usually early or on time for their appointments, too. It’s a win win for everyone.”

Dr. Stanec is located at 3955 Cameron Park Drive — in Cameron Park. His office is right near the Goldorado Shopping Center, directly across from the new Walgreens on Palmer Drive, and is very conveniently located for all of his patients. The move is just one more way Dr. Stanec shows his commitment to providing the best possible care for his patients.

Recipients from Ponderosa High School are Madisen Berry and Emely Mancilla-Phoenix and recipients from Oak Ridge High School are Melissa Marion and Madison Moore.

Madisen Berry will attend University of California, Santa Cruz and intends to explore studies in environmental science.

Emely plans to attend Grand Canyon University. Emely, who overcame a struggle with cancer, now has an interest in forensic psychology but also wants to major in criminal justice.

Melissa has opted for the Folsom Lake College transfer program and plans to continue studies in English at a University of California campus, earn a master’s degree and become a teacher.

She said she was inspired by all the amazing teachers she has had in her life.

Madison Moore will attend the Honors College at the University of Arizona. Having been involved in leadership and community service, she said she plans on majoring in business because she has a passion for marketing and wants to help companies improve.

All four graduates made the most of their high school experiences; collectively, they were involved in con-

cert and marching band, in the visual arts, in service organizations such as Hand4Hope and UNICEF and in a myriad of sports and leadership activities.

Soroptimist International of Cameron Park/El Dorado Hills was chartered in 1981. A primary focus of SI is to provide women and girls with access to the education and the training they need to achieve economic empowerment.

Besides high school and Folsom Lake College scholarships, the SICPEDH club’s Live Your Dream program provides monetary awards to women who are the sole providers for their family and need financial help to complete their educational goals. Other projects include Tech Trek camps for girls at University of California, Davis, and support of 3Strands Global and other local agencies in the fight against sextrafficking.

The only event held to provide the funds for these awards is LUNAFEST, a film festival of international short films by, for and about women. This year, the event, held in March, was both virtual and in person. Members look forward to their next in-person LUNAFEST — the 11th year of presenting the event.

ural areas). Sparks from downed power lines, mowers, catalytic converters, a carelessly tossed cigarette or match, a firecracker, stray ammunition or an untended campfire — just one could ignite a fire that can erupt into a conflagration not easily slowed or stopped.

Depending on rainfall, by late spring to midsummer soil moisture is depleted and the growing season essentially over.

Native plants respond by entering a state of summer dormancy, often dropping most or all their foliage in early to midsummer. As the moisture level in plant tissue is depleted with increasing summer heat and lack of rain, vegetation becomes tinder dry. In autumn conditions of relative humidity as low as 10% combined with hot, dry winds further desiccate the landscape and create exceptionally dangerous conditions.

The adaptations of native and introduced plant species to summer drought contribute to their flammability.

Many plants — conifers, chamise, manzanita, coyote brush, sage and some ceanothus — contain volatile terpenes, resins and volatile oils that make them more likely to burn than broader leafed plants, especially when moisture content is low.

A century of fire suppression and cyclical droughts throughout the West has resulted in a massive build-up of dense, tinder-dry fuels.

The spread of flammable, invasive exotic trees and shrubs such as broom, pampas grass, acacia, eucalyptus, etc., create a fire-ladder effect that can allow a fire to rise into the tree canopy.

Fuel is anything flammable that will contribute to the spread of a fire, especially dead or dry vegetation, highly flammable plants, plant litter, firewood, miscellaneous scrap wood or stored lumber and wooden structures such as fences, decks and arbors. For the purposes of this discussion, structures are excluded — although their design and placement are key factors in fire safety.

Fuel should be reduced within a zone ranging from 30 to 50 feet (100 feet or more on steep slopes and in dense vegetation) from a home or other structure. Within this zone, reduce fuel by: • cutting dry, annual grasses to a maximum height of four inches after rains have ceased, usually by the end of May • removing dead and dry brush • maintaining other brush under 2 feet in height that is in close proximity to other vegetation • removing excessive accumulations of dry leaf litter and duff • thinning out trees so that there is 10 to 20 feet between the canopies of single trees or groups of trees • thinning existing, or planting new, shrubs in widely separated islands • removing highly

Each property owner must make choices to keep their homes fire-resistant. That might include some significant changes to their landscaping. flammable trees such as pines, other conifers and eucalyptus within 30 of structures or in close proximity to other trees • raising the limbs of trees to at least 8 feet above ground and 10 feet over roofs to reduce the fire ladder effect • replacing wood fences with metal fencing, especially those that attach to structures • removing invasive exotic plants that are highly flammable such as broom (Cytisus), pampas grass (Cortederia), Cotoneaster, cypresses and junipers.

Creating defensible space Beginning July 1, 2021, California Assembly Bill 38 (AB-38) requires all homes in High or Very High Fire Hazard Severity Zones (FHSZ) to be compliant with defensible space standards. A number of design strategies and maintenance practices can be used to break up the potential path of a fire and create defensible space around a home or other structures. Properly planned, planted and maintained, defensible space provides occupants a safe space for evacuation and for firefighters to work.

Landscape zones For properties in High or Very High FHSZ, breaking up a property into three landscape zones serve as a framework for protecting a home and garden from a potential fire. The Immediate or Ember Resistant Zone (Zone 0) is the first 5 feet immediately adjacent to all structures, including any attached amenities such as decks, attached patio covers and trellises.

New state defensible space standards that will go into effect in 2023 require there be no combustible materials in this zone, including organic mulches to reduce the likelihood of burning plant material igniting the adjacent structure.

The Intermediate Zone (Zone 1), aka the Lean, Clean and Green Zone, is that area between the Immediate Zone to 30 feet beyond structures or to the property line, whichever is closer. This zone is where the use of plants that can tolerate low to moderate watering are best; this zone is the appropriate location for patios and pools.

The Extended Zone or Reduced Fuel Zone (Zone 2) extends from 30 feet to at least 100 feet from structures. In this zone, manage natural vegetation to keep it patchy and open (about 50% coverage). Focus on native trees, reducing ladder fuels below the trees and removing all flammable invasive exotics, such as broom.

Beyond the Extended Zone, manage vegetation to reduce density to enhance fire resiliency.

Create firebreaks Many homeowners mistakenly believe that defensible space requires extensive clearing of trees and shrubs, essentially creating a moonscape.

The results are unattractive, bare landscapes that invite invasive, fire prone plants. Others may feel overwhelmed to the point of inactivity. Creating bare soil firebreaks, while commonly done on ranches and grassy open space areas to slow the progress of a grass fire, may not be possible, feasible nor desired on smaller residential sites, especially on slopes where erosion may be a problem. Creating large, bare open areas can become a bowling alley for embers.

Broad paved or graveled paths not only provide access through a yard, but function as a firebreak as well, reducing the likelihood of fire creep by breaking up the landscape into islands. A continuous ribbon of 4-footwide walkways around a home provides a safe place for firefighters to defend your home from a threatening wildfire. For sloped sites, utilize nonflammable materials such as masonry, concrete, boulders or rammed earth to create terraces helping to keep garden beds manageable while making the overall garden more accessible and aesthetically pleasing. With good plant selections and proper maintenance, these islands function to help capture embers before they reach structures.

Planting for fire resistance Defensible space zones do not preclude planting or maintaining trees and shrubs, but there are no such thing as fire-proof plants. Any plant will burn if hot enough. What makes some plants more fire-resistant than others

is determined by several factors. Plant structure, size, foliage type, and density are key characteristics to consider. Age and health are also important.

Overgrown and plants in poor health are going to be less resilient. Bottom line, we all need to give more consideration to the principle of “right plant, right place.”

Plant tissue moisture and soil moisture levels influence a plants flammability potential. Even the most fire-resistant plants, such as succulents, may burn if moisture is depleted by an extremely hot fire. Even though we frequently face serious drought conditions, it is critical to occasionally irrigate any landscaping within 30 feet of structures to maintain adequate moisture levels in the plants in that area. A good watering of drought-tolerant and native plants every three to four weeks during the summer has been shown to make a significant difference in the flammability of plants. Using this approach, water conservation and fire resistance can be compatible goals.

In terms of the density of plant material, aim for no more than approximately 50-52% total coverage for a mature landscape. This number has been proven to be an optimal density to slow down fires but also support wildlife.

Zone 0: New defensible space regulations require there be no vegetation in a 5-foot band around structures. This is to reduce the chance that a home will be ignited by burning brush. Burning plants at windows can cause the windows to break, allowing fire to then spread to the interior. This poses a new challenge to think creatively about how landscapes relate to dwellings.

Zone 1 (5-30 feet from structures): Living in a hot-summer climate, shade is a desired commodity in the landscape. The selection and management of trees must be done with fire resiliency in mind: selecting fire-resistant trees, pruning to avoid a fire-ladder effect, clearing rooftops and spacing trees so canopies do not touch. For shrubs, focus primarily on lowergrowing, non-woody plants. Paying attention to the size a plant may get at maturity will help to space plants appropriately ■

he coastline at or near Garrapata State Park offers visitors some of the best of California’s unique coastal geography. This nature lover’s paradise contains breath-taking scenery constantly changing due to the erosion of the granite rock, sandstone and slate that slowly slips away into the ocean because of age, extreme weather and other natural disasters.

Local artist Mike Bagdonas recorded his views of Garrapata through 25 years of hiking the shoreline between Highway 1 and the Pacific Ocean in search of the perfect view to paint on site. He has carried his art supplies and equipment up and down and around many of the coastal trails in this search.

See the results in Bagdonas’ first virtual gallery art show, The Beauty of Garrapata, now open online at mikebagdonas.com. The show runs through Sept.

All the paintings in the show are or began with a plein air painting on site. Some of these plein air studies ultimately led to larger studio paintings and several large studio triptychs (three paintings that together make a whole).

Bagdonas was born and raised in California with artistic abilities noted early in his life.

He worked in the public sector over a quarter of a century before turning to art full-time. He spent three years studying art at the California Art Institute following degrees from LA Valley College and Pepperdine University. He has also attended many workshops hosted by distinguished institutions and artist/teachers.

The artist primarily paints oil paintings on location but also in his studio in El Dorado Hills. He said he finds inspiration from the Sierra Nevada mountain views and coastal views north of Big Sur above Carmel. He also paints oil paintings of cowboys, Native Americans and

wildlife. His paintings are strongly influenced by a number of distinguished master artists, including Edgar Payne, Maurice Braun, Frederic Remington and Charles M. Russell.

Bagdonas has participated in numerous art competitions and exhibits during the past 25 years, winning many awards and honors at national and international level shows, including several artist choice awards and a Region 3 winner in the 2010 National Paint The Parks Competition.

July (Fridays to Sundays) – CP Rotary Club Observatory From 8:30pm to 10:30 pm, weather permitting, the observatory is open to the public on weekend evenings. Trained docents show the many celestial wonders of the universe through two 14-inch telescopes.
