Lowery is also a member of the EDH Promise Foundation, a group that seeks to fund El Dorado Hills parks and amenities, health, welfare, senior and youth services and educational and recreational programs that cannot be supported by other means.

Dylan Svoboda Staff writer As storefronts and restaurants shuttered while residents sheltered in place this spring, thousands of El Dorado County businesses received millions of dollars in federal government relief to weather the financial storm brought on by the coronavirus pandemic.

Nearly 2,000 businesses on El Dorado County’s west slope received financial assistance through the Paycheck Protection Program from the federal Small Business Administration, according to data released by the U.S. Treasury last week.

More than 250 local businesses, including many in El Dorado Hills, received loans of more than $150,000, according to the data.

The SBA provided company names for loans larger than $150,000, including the number of jobs retained. The data provided a range for the loan, not the specific value of each.

Active senior housing in the works in EDH Sel Richard Staff writer A new active adult community proposes to add to the thriving El Dorado Hills senior neighborhoods south of Highway 50.

At last week’s EDH Area Planning Advisory Committee meeting, Lennar Homes of California Director of Forward Planning Sean MacDiarmid discussed the Heritage at Carson Creek project, located south of Carson Crossing Drive and directly east of Lennar’s existing Heritage El Dorado Hills community.

The proposed project requires a land use zoning change to the El Dorado Hills Specific Plan, with 57 acres of industrial and 33.3 acres of research and development property re-designated to

an 84-acre residential village, a 3.1-acre community center and a 1.7-acre commercial site (located at the north end of the project).

The age-restricted community could include up to 415 units with private streets, a homeowners association to maintain the landscaping and common areas and a clubhouse located at the community center site.

“There’s a growing need to house aging baby boomers,” said MacDiarmid, pointing out the benefits of the project.

“Lennar has seen a significant increase in desire for active adult communities as the population continues to age.”

Students impress local Italians Tami Welch Special to Village Life

T

he Gold Country Lodge No. 2705 Order Sons & Daughters of Italy in America, founded in 1996, awarded two scholarships at the annual dinner meeting on June 16 in El Dorado Hills. For 20 years members have recognized graduating high school seniors attending El Dorado Union High School District campuses.

A $1,000 scholarship was awarded to a student of Italian decent. Miles R. Tresser of Ponderosa High School received this money. He will attend University of Southern California and major in biology.

He has been a 4.0 and above student all four years of high school along with being in student government, varsity swimming and water polo teams, among many other endeavors. He is currently working on getting his Eagle Scout Award. Miles mother is fully Italian with ancestors from Rome and Northern Italy.

The second scholarship for Italian Academic Language Award of $500 was awarded to Zoe Moestopo, a student who had exemplary performance in the Italian language fouryear course of study at Oak Ridge High School. She will attend San Jose State University with a major in biology and forensics minor. She participated in swimming and volleyball at Oak Ridge High School along with many other volunteering opportunities, including the

Funding for the scholarships comes from annual bocce bash tournaments, the crab feed and dinners. The lodge is grateful to the lodge members and community who enthusiastically supported its efforts.

With the national organization founded in 1905, Order Sons & Daughters of Italy is one of the largest service and advocacy organizations supporting an estimated 26 million members of diverse

backgrounds. It is a nonprofit, nonsectarian, non-partisan fraternal organization with the purpose to promote camaraderie, raise funds for designated charities and provide cultural information and activities.

El Dorado Transit to resume fare collection News release El Dorado Transit announced it will resume fare collection beginning Aug. 1 for all services. Frontdoor boarding will also resume in all buses.

Operator barriers are being installed in all buses and vans as an additional protection measure and staff will continue to disinfect driver and passenger areas, according to a press release from El Dorado Transit.

Passengers and operators are required to wear face masks in compliance with state of California guidelines. This requirement does not apply to children younger than 2 or to individuals who are unable to

wear a face covering due to a medical condition or disability.

Passengers are asked to practice social distancing and keep at least 6 feet of space between other passengers and transit staff whenever possible and not to travel when feeling ill or if they have any COVID-19-related symptoms.

On the south end, a future regional park is proposed, tying into the public trail system at the north of the project and connecting to the existing trail system of Heritage El Dorado Hills. The trail system would remain open and accessible to the public.

And as to how the park would be paid for, referencing the neighboring Heritage El Dorado Hills community’s current disagreement over its own park maintenance, MacDiarmid indicated that a portion of the expense would fall to the residents. “This project will be responsible for entering into some sort of financing district to cover

“Class 1 bike paths, which is what you see alongside the roads that are separated from the roadway, are multi-use trails for pedestrians and bikes and are typically 8 feet in width,” explained El Dorado County

Planning Commission Chair Jon Vegna, suggesting an additional shoulder to provide extra space.

Among the other benefits MacDiarmid listed are the reduction of the over-supply of industrially zoned property as well as traffic density.

The current specific plan land uses would generate approximately 32,000 daily trips whereas the proposed project would generate 55% less at about 14,000 trips, according to information provided by the developer. Afternoon peak hour studies show 2,800 PM peak trips, but the proposed project use show a little more than 1,100.

In response to several more comments regarding traffic, MacDiarmid assured that additional traffic studies are under way and would likely require some project modifications. He estimated full build-out to take approximately five years, assuming a rate of eight home sales per month. Environmental reports have not yet been submitted, although he indicated a desire to expedite the process.

“We think it’s a good fit for the area,” said MacDiarmid. “It has an improved economic impact to the county versus the proposed land uses and most importantly it significantly reduces traffic impacts.”

Dorado Hills Community Services District authorized the Promise Foundation to scope development of Bass Lake Regional Park project, a nearly 210-acre parcel the CSD began acquiring in 2016. The land includes 142 acres purchased from Rescue Union School District, 14.74 acres from the El Dorado Irrigation District, 41.7 acres from El Dorado County and approximately 12.5 acres of parkland dedication from Parker Development.

The Promise Foundation developed recommendations for the regional park in six key areas: park access and general design elements, active sports areas and uses, outdoor education and related site concepts, both active and passive trails and lake uses, fishery and wildlife management and also community engagement and long-term management issues.

At last Thursday’s EDHCSD Board of Directors meeting, foundation representatives presented guidance centering on the outdoor education component — one of the more unusual aspects of the park and what foundation members think will be a defining feature.

“Bass Lake has the opportunity now to provide a relevant educational experience,” insisted Promise Foundation member Rowland Gaal. “Having been a former school teacher myself, I’ve (seen) schools that have actually bordered on natural areas and it was the very favorite activity of the students. They were able to go out and get their hands dirty and see the changes over time …. This is a hands-on lab that we have here stretched across these 210 acres.”

The program would encompass not only a K-12 curriculum but also interpretive trails, outdoor class rooms, a floating dock with a sampling and observation station, demonstration gardens, a nature and natural history center and a volunteer docent program.

The proposed nature center would provide information on the natural resources and cultural history of the park and the foothill region. An environmentally friendly building would be designed with solar panels and other sustainable features. Gaal also put forth the option of a green roof to optimize cooling and heating effects from a soil and plant roof and a rainwater collection system for watering of adjacent gardens.

Outdoor classrooms would offer covered structures to protect from heat and rain and double as picnic areas.

“The idea is to make the ecosystems accessible year-round,” said Gaal, adding that the lake will be a focal point, access to which is needed through a floating dock. “It will allow water sampling, aquatic plant and animal collection and the viewing of plant communities.”

Possible community uses for the park include classes in birding, fishery, apiary, entomology, gardening, habitat

restoration, sustainability and citizen science and events such as guided nature walks and fishing derbies.

The foundation recommends a phased development of the park to allow visitors onto the site sooner. The trails and curriculum development would require the least cost and are suggested for the first phase. Outdoor classrooms and the floating dock would follow, providing relatively inexpensive educational opportunities but maximum impact.

The final phase includes the nature center building, the design and construction being contingent on significant funding sources.

A survey is currently circulating throughout the community to gauge public priorities for the park and has garnered more than 500 responses as of press time. The foundation is also forming several working committees to aid the development of park concepts in the areas of active recreation and sports fields, habitat management and improvement, outdoor education and public engagement and outreach.

Regarding fundraising, Lowery raised the possibility of a voter-approved bond as well as a community-wide assessment district, which he said would be challenging to set up but would give the park long-term financing. He also requested the park be made a high level priority through authorization of additional natural resource studies, finalization of the site master plan and funding identification and approval.

CSD board member Sean Hansen advocated fencing to enable catch and release fishing, allowing more imminent use of the lake. He also floated the idea of allowing a disc golf course before the installation of formal athletic fields and the nature center. “Let’s get people engaged and out there using this incredible park and take advantage of this gem in our community.”

The current political climate was discussed by CSD board vice president Noelle Mattock, who cautioned mindfulness when creating historical exhibits.

She also brought up the potential for tapping into state funding for sustainability features. “The state is really interested in greenhouse gas emissions and climate change,” she noted, indicating that inclusion of such issues in the education component could raise eligibility for potential grants.

“What a spectacular resource,” said EDH Promise Foundation vice president Sue Hawkes as she described the host of wildlife thriving in the 90-acre lake surrounded by oak woodlands, mixed forest, meadows and desert scrub. “Here in our hills are 200 acres of incredible land and lake to wander around, to explore, to study, providing inspiration and recreation.”

The vast majority of local businesses, more than 1,700, received loans smaller than $150,000. The SBA didn’t release the names of these companies.

Congress launched the PPP for businesses with less than 500 employees in early April as part of the COVID19 relief package. Companies applied for the 1% annual interest rate loans through local banks.

PPP loan money can be used for employee salaries and wages, rent or commercial mortgages and utilities. If business owners use the funds correctly, which includes spending a majority of the money on payroll, the loan can turn into a grant for the recipient.

The program’s original $349 billion in funding ran out two weeks after launch, prompting Congress to add another $320 billion to the program in late April. After being initially set to end June 30, Congress recently extended the deadline to Aug. 8. At the time, an estimated $130 billion was left in the program’s pot.

About $660 billion has been dispersed under the program to companies representing nearly all sectors of the economy across the United States. More than $68 billion went to about 580,000 California companies.

More than 200 West Slope companies received loans between $150,000 and $1 million. The companies in that category run the gamut, with restaurants, gyms, churches, pharmacies and department stores across the county receiving financial help to retain employees and pay expenses.

Of the loans amounting to more than $150,000 given out to west slope businesses, El Dorado Hills led the way with 126 companies receiving money, followed by Placerville (51), Cameron Park (23), Shingle Springs (22) and Diamond Springs (13).

othing captures the imagination or leaves a lasting imprint on a child like a good book.

New author Jennifer Sweeney used her imagination to create a book series for children to not only capture their hearts — but to teach valuable lessons that will last a lifetime.

Sweeney moved to Cameron Park from Carmichael at the age of 6, attended Buckeye Elementary School and Camerado Springs Middle School and was part of the first graduating class of Oak Ridge High School in 1984. She has been been working in the restaurant industry for 22 years locally and expects this to be her last year as she pursues her new dream.

The 18-book series, segmented into three main stories, is set to be released in August

by Covenant Books Publishing, in partnership with Sweeney. She said her books will be available through online platforms like Amazon, Barnes & Noble and iTunes.

“I will be on every book order list in the English-speaking world,” Sweeney said. “I have had a great team of people behind me from start to finish. I am truly excited.”

The first girls’ series titled “Lollipop Brigade” is comprised of six stories called “The Wish,” “The Gift,” “The Beautiful,” “The Sparkle,” “The Love” and “The Bloom.”

The first of a threebook series marking Sweeney’s debut as an author is a children’s adventure based on two best friends, Emily and Ally, who one day find a pink box in an attic.

On the side, taped to the box, is a key leading them to plan a whole day around discovering what is inside. The friends discover 12 lollipops in a variety of colors along with a letter from the girls before them, explaining the magical power of exploring different lands. The friends meet Dahlia, a dragonfly that introduces them to many new friends while teaching everyone bright and shiny lessons that will stay with them forever.

Inspiration for the books originated on a sleepless night at the end of 2017, prompting her to begin writing her stories in 2018.

“I had a weird dream.

I wrote it down and sat on it for a couple weeks,” said Sweeney. “Then I thought for fun I’ll write one book. I found a publisher and I now have 18 and the rest is history.”

A boys’ series Sweeney is releasing, “The Adventures of the Boys and the Brass Coin,” also contains six adventures and is a spinoff of two boys with a connection to the main characters in “The Lollipop Brigade.”

In the second phase of Sweeney’s stories, Emily’s little brother Topher ventures off on his own with his best friend Braydon. On his sixth birthday they discover a golden coin while playing something called the claw machine. Their curiosity leads them to many different lands and they come back with knowledge to share with everyone. Soon they start

Characters featured in her stories are named for and partially based on her children and their experiences together.

“In looking back, I believe that I’ve always tried to instill all the life lessons that are in my children’s books in my children and every other child and adult,” Sweeney shared. “We have the power to create our own beautiful amazing life and we can only be the perfect us.”

In the third installment “The Lollipop Brigade — Prequels,” with six additional stories, reader’s discover how Jen and Courtney, the girls who signed the letter and hid the box away for Emily and Ally to discover, went on their own adventures.

Lessons shared by characters in the 18 books cover how to be beautiful, smart, courageous, daring and strong.

“Children and adults also learn how to forgive people and have friendships that last forever in these stories,” added Sweeney, “friendships that become like family.”

In an ironic twist cor-

relating to her soon-tobe-released books it was a friendship that helped Sweeney on her new journey.

“I was recently blessed with one of my regulars (from the restaurant) reading the manuscript and they loved it, so they helped me pay the balance I had left on the contract with the publisher,” Sweeney explained. “I have great support in the community with all business owners and residents because I have worked in the public for 22 years. I am truly grateful to the friends and community helping to make this possible.”

While Sweeney has no formal education in writing, she said she thinks her natural, creative instincts and her “cando” attitude resulted in a positive outcome for her new book venture.

“If it’s creative I can do it and love it. I have always been able to write creatively and I’ve always been positive beyond belief. I think for children’s books, the combination of the two go really well together.”

After accomplishing a portion of her own dreams in publishing a children’s book series, Sweeney is shifting her focus on a new series.

“I am now working on a new series where it’s all about children following their dreams and I will have child illustrators doing the illustrations,” she shared. “Therefore they also are following their dreams by having their art in a book.”

Pending home sales notch record-setting increase Quintin Simmons National Association of Realtors WASHINGTON, D.C. — Pending home sales mounted a record comeback in May, seeing encouraging contract activity after two previous months of declines brought on by the coronavirus pandemic, according to the National Association of Realtors.

Every major region recorded an increase in monthover-month pending home sales transactions, while the South also experienced a year-over-year increase in pending transactions.

The Pending Home Sales Index, a forward-looking indicator of home sales based on contract signings,

rose 44.3% to 99.6 in May, chronicling the highest month-over-month gain in the index since NAR started this series in January 2001. Year-over-year, contract signings fell 5.1%. An index of 100 is equal to the level of contract activity in 2001.

“This has been a spectacular recovery for contract signings, and goes to show the resiliency of American consumers and their evergreen desire for homeownership,” said Lawrence Yun, NAR’s chief economist.

“This bounce back also speaks to how the housing sector could lead the way for a broader economic recovery.”

“More listings are continuously appearing as the economy reopens, helping with inventory choices,”

Yun said. “Still, more home construction is needed to counter the persistent underproduction of homes over the past decade.”

According to data from realtor.com, among the largest metro areas, active listings were up by more than 10% in May compared to April in several metro areas, including Urban Honolulu, Hawaii; San Francisco; San Jose; Denver, Colo.; and Colorado Springs, Colo.

Majority of Realtors say market is in recovery phase Quintin Simmons National Association of Realtors WASHINGTON, D.C. — After enduring months of setbacks brought on by the coronavirus pandemic, a new survey from the National Association of Realtors shows that more than nine in 10 of its members believe they are in the process of recovering as many states start to reopen their economies.

NAR’s 2020 Market Recovery Survey polled agents about their respective residential and commercial real estate markets, finding that 92% of respondents stated that a portion of their buyers have either returned to or never left the market. HUD updates equal access rule News release WASHINGTON, D.C. — U.S. Department of Housing and Urban Development Secretary Ben Carson announced a proposed modification to the 2016 portion of the Equal Access rule. The Equal Access rule requires all HUD funded housing services to be provided without discrimination based on sexual orientation or gender identity.

The new rule allows shelter providers that lawfully operate as single-sex or sex-segregated facilities to voluntarily establish a policy that will govern admissions determinations for situations when an individual’s gender identity does not match their biological sex.

Each shelter’s policy is required to be consistent with state and local law, must not discriminate based on sexual oriRT989 - Ador - 5transgender x5 entation status and may incorporate practical considerations of

shelter providers that often operate in difficult conditions. The proposed rule modifications also better accommodate religious beliefs of shelter providers. For example, such policies could be based on biological sex, sex as identified on official government identification or the current rule’s mandate of self-identified gender identity.

“This important update will empower shelter providers to set policies that align with their missions, like safeguarding victims of domestic violence or human trafficking,” said Carson.

“Mission-focused shelter operators play a vital and compassionate role in communities across America. The Federal Government should empower them, not mandate a single approach that overrides local law and concerns. HUD also wants to encourage their participation in HUD programs. That’s exactly what we are doing with this rule change.”
