Man who didn’t commit murder seeks $18 million Pat Lakey Staff writer The man wrongfully convicted of the 1985 murder of a woman at an El Dorado Hills home — the man who spent more than 15 years in state prison for a crime he didn’t commit — is seeking $18 million from El Dorado County. RICKY DAVIS Ricky Leo Davis, now 55, was declared factually innocent and released from custody in February by a Placerville Superior Court judge who was ready to

try Davis, once again, for the brutal slaying of Jane Anker Hylton. Instead of facing a new trial, however, Judge Kenneth Melikian said evidence provided by DNA testing exonerated the defendant who, the judge added, had undergone “incarceration for way too long a time.” Davis always maintained his innocence in the slaying where a knife was used to stab the victim with nearly 30 blows, and the claim filed with the County Clerk’s Office Tuesday, Aug. 11, states that his conviction was based on “intentional and reckless” actions by two former sheriff’s officers, among others. The claim states “various officers and members of the county Sheriff’s Office” caused the wrongful conviction and imprisonment of Davis, then names two specifically: former detectives Rich Strasser and Rick

Fitzgerald. They comprised the team of investigators who in the late 1990s and early 2000s, would several times visit a woman held in an Oregon jail on unrelated drug charges, a woman who had been Ricky Davis’ girlfriend back in 1985: Connie Dahl. Dahl, who testified at the trial that ultimately led to her ex-boyfriend’s conviction and prison sentence, was “coerced” into confessing she witnessed him kill Jane Hylton, a confession that included the “fact” that she herself participated in the butchery, according to the claim filed this week.
