Project Description: The proposed project requests approval of General Plan and Specific Plan amendments, rezoning, affordable housing plan and development agreement (DA) to accommodate the Plaza 2555 apartment project. The proposal is to allow the construction of up to 200 apartment units on approximately 6.34 acres, and provide approximately 1-acre land contribution that could be deeded to Yolo Crisis Nursery (YCN). According to the applicant, contributing “land to the YCN supports the community’s social services safety net for very low-income families, enabling children to remain safe and supporting their families through crisis.” The projected unit mix for the proposed project is featured in the table below. The precise unit mix will not be confirmed until the applicant submits Final Planned Development and Design Review applications, if the current entitlement applications are approved by the City Council. Further the applicant states: “The Plaza 2555 project proposes a mix of affordable housing elements -- on-site affordable housing and a land contribution to the Yolo Crisis Nursery that addresses a particular unmet housing need within the City of Davis (“City”); meets the affordability requirements for a Sustainable Communities Project (“SCP”) under Public Resources Code section 21155.1(c); and respects the neighborhood context. Because this project would be entirely privately funded, the components of the affordable housing plan can be both straightforward and flexible.
There are two components of the revised Plaza 2555 Affordable Housing Plan: on-site affordable rental units and a land contribution to the Yolo Crisis Nursery, as described more fully below.
1.) On-Site Affordable Rental Units for Very Low Income (Sustainable Communities Project).
Consistent with Public Resources Code Chapter 4.2, 21155.1, Section (c)(1), Plaza 2555 will include 5% of the rental units to be rented at an affordable rent to very low income households, which is defined by the statute as those households with a gross income of no more than 50% of the Area Median Income (“AMI”), adjusted for household size appropriate for the unit. Yolo County will be used as the “area” for calculation of applicable AMI.
With the proposed project of 200 units, Plaza 2555 would provide 10 units that are affordable to very low-income households. Half of these are proposed to be micro units and half of them would be 1-bedroom units. At current standards, the rent for such units would be 30% of the income for a household earning 50% of the AMI. …” 2.) Approximately 1-acre Land Contribution to Yolo Crisis Nursery (YCN).
In addition, Plaza 2555 also proposes to contribute approximately one (1) acre of land to the Yolo Crisis Nursery (“YCN”) for the purpose of YCN creating a new, larger YCN facility that will better meet the needs of families in Yolo County. …”
On September 21, 2020, the Social Services Commission provided advisory input to the City Council, which included revisions to the above-described affordable housing plan.
Environmental Determination: Staff and the Planning Commission have determined that the project is statutorily exempt from the California Environmental Quality Act (“CEQA”) pursuant to Public Resources Code (“PRC”) Sections 21155.1(Transit Priority Project). Therefore, the project is exempt from the California Environmental Quality Act (CEQA).
