Say something.” El Dorado County Sheriff-elect Jeff Leikauf brought that message to the El Dorado Hills Chamber of Commerce luncheon Wednesday, emphasizing the importance of trust between the community and law enforcement. Leikauf encouraged luncheon guests, many of whom own local businesses, to partner with the sheriff’s department to ensure a safe business

environment and community. He pointed to the department’s security camera registration program (edso.crimegraphics.com) as a way local business and property owners could assist his staff.

“We need to get our community to work with us,” Leikauf said.

On that note he and detectives also in attendance shared a recent case in which two Sacramento resi dents were arrested on suspicion of multiple thefts after victimizing Hills Church, where the luncheon

Local third-grader is state’s youngest skydiver

Eight-year-old Max Hook jumped out of a perfectly good plane into the big blue sky and in the process earned the title of California’s youngest skydiver.

“It felt like I was jumping into a tornado,” exclaimed Max. “When I was parachuting down, it felt like I was in a real-live simulation of Google Earth.”

The Jackson Elementary School third-grader is a rollercoaster aficio nado, his favorite being the Yukon Striker at Canada’s Wonderland, and several others roll off his tongue. “I’ve loved rollercoasters ever since I was a baby, but I wanted to do something crazier so I went skydiving,”

Auditor, CSD fight over fees

The El Dorado Hills Community Services District is butting heads with a county official over landscape and lighting assessment district fees, which were purposefully omitted from residents’ tax bills sent out this fall.

“Based on the information that I have at this time, I am going to require that the CSD general manager and that the CSD board chair certify the accuracy of, and acknowledge responsibility for, the assessments that the CSD board wishes to be placed on the property tax bills,” wrote El Dorado County AuditorController Joe Harn in an email dated July 8.

A blame game ensued with Harn harkening back to the previous fis cal year’s assessments, citing multiple incon sistencies in fees as well as residents irritated by being asked to pay for a park that hadn’t opened yet. Harn maintained that because his office is not adequately staffed to review each LLAD assessment individually, he requires representations from the CSD to verify assessment accu racy as he had in 2021.

“Twice in last 12 months your board has voted to refund LLAD assessments after many legitimate com plaints were received about the impropriety of the initial finding to levy the assessments,” Harn states as reasons for his request in a letter addressed to the CSD on Aug. 22. “Further, on June 30, 2022, the civil grand jury issued a report criticizing the CSD’s administration of LLADs.”

Stories, when told the right way, inspire and encourage those listening or reading, especially when heard at par ticular moments in their lives.

El Dorado Hills resident Teri Brinsley is a story teller who does just that. She has woven her own personal experiences into an inspiring book that allows readers to become part of the story, making it their own. Each chapter ends with a space for journaling so readers can include their own entries as they relate to what Brinsley has shared.

“Meeting God The Hard Way” is not a book about religion, but rather a spiritual take on Brinsley’s per sonal life experiences. While she said some circum stances in her life led her to question her own faith; other events she attributed to divine intervention, which led to necessary changes and healing.

Brinsley said she finds small, powerful nuggets of inspiration in everyday encounters — inspiration she shares in her book to encourage others dealing with similar plights or to inspire those who need a little nudge or reminder every now and then that they are not alone.

Heritage Park opens to mixed reviews

Heritage Park’s construction fencing was recently whisked away after months of delays.

“The construction work is completed at Heritage Park,” confirmed El Dorado Hills Community Services District General Manager Kevin Loewen. “The park is available and open for use.”

The epicenter of protests by some residents of the adjacent El Dorado Hills Heritage Village, an over-55 active adult community, the park’s 50-foot court lights sparked a hailstorm of ire; other complaints relating to safety, health, traffic, noise and impact on local wild life were also raised.

Most recently, residents cite a leaked internal memo from the El Dorado County Planning and Building Department to El Dorado Hills Community Services District and Heritage Park developer Lennar Homes that details concerns regarding height requirements for court lighting and compliance with zoning ordinances. The letter, dated July 11, states, “The sport court lighting that has been con structed on the site was not authorized under the permit.”

“We’re aware that Lennar’s legal counsel has submitted a response to the county in which they confront some of the ‘concerns’ expressed by the county,” Loewen told Village Life. “We’ve made multiple attempts at getting this resolved with the county, such as even provid ing the stamped and signed construc tion plan sets which were reviewed and certified by the county. It’s unclear as to why we’ve not heard back from the county on this matter.”

Currently, the lights at the park remain dark.

“It appears as though the letter was a result of political pressures from county officials and/or administration; that steps are being taken by the county to estop pel a public park being completed, and; that the county wants to renege on (its) previous park plan review, inspections and approvals,” stated Loewen in his August 2022 general manager’s report. A public records request has been sub mitted by the CSD.

to bristle at the CSD’s insistence on opening the park. “I find the irrespon sibility of both the county and the CSD to allow public use of an unpermit ted, uninspected facility to be beyond appalling,” he said. “Any citizen taking similar action to openly defy such legal processes would face significant civil and perhaps criminal penalties.”

“By not getting the proper inspections and permits, EDHCSD is jeopardizing the safety of a very precious and sensi tive group with the ‘soft opening’ of Heritage Village Park,” offered resident Sue Williams. “CSD is in charge of enforcement of regulations and ordi nances in EDH. However, they break the rules and regulations at their conve nience.”

County Planning and Building Department Director Karen Garner confirmed the play structures have been properly inspected. “In review of the building permit history, it has been verified that the existing permits for the park structures have been finalized with the exception of the site electrical per mit,” she states in a Sept. 28 letter addressed to CSD interim principal planner Jeff Kernen.

Garner goes on to detail that most of the park’s other facilities are covered under the site electrical permit, includ ing the walkway and parking lot light ing, except for sport court lighting. “It appears from site inspection that the constructed lighting exceeds the stan dards,” notes Garner, who also pointed out that the sport court lighting was not authorized through a proper permit nor evaluated through a subsequent build ing permit. In addition, she requested further height verification of parking lot lighting structures.

Oblivious to the park’s contentious genesis, 7-year-old Sydney Leinweber is thrilled with the new grounds, a lone kid on the play structure on a Friday afternoon. “I like the spinning dish,” she declared.

And Blackstone resident Ahmad Rahimi is glad to have another park for his family to frequent. “It’s a very nice place for the kids,” said Rahimi, who was watching his two sons kick around a soccer ball. “Blackstone Park got too crowded and there was no space. So that’s why we usually come here now.”

Frentzen to lead LAFCO

Following a year-long, national recruitment process the El Dorado Local Agency Formation Commission recently announced that Shiva Frentzen has joined the agency as executive offi cer.

Frentzen is a long time El Dorado County resident and brings many years of service and experience in local government, serving communities as an elected official, engaging residents in local initiatives and leading numer ous programs and activities. While serving as a member of the El Dorado County Board of Supervisors Frentzen was appointed by her fellow supervi sors to LAFCO to represent them. She participated in local, regional, and state wide LAFCO activities and applied her strategic thinking to elevate efforts in El Dorado County. She received rec ognition from around the state for her knowledge and passion around LAFCO work.

El Dorado LAFCO is a state-man dated local agency whose jurisdic

tion is all of El Dorado County. The California Legislature directs El Dorado LAFCO to pro mote orderly growth and development, discour age urban sprawl while preserving open space and agricultural lands and encourage efficient ser vice areas for local gov ernments.

Harn asserted that on June 9, the EDHCSD Board of Directors directed General Manager Kevin Loewen to immediately file the assessments with the AuditorController’s Office. “Contrary to his board’s order and state law, the CSD’s consultant delivered an assessment roll over 60 days later,” the auditor said.

Harn claimed he could not rely on information received from the consultant, DTA, and only placed assessments on the tax roll last year because of written representations provided by Loewen. “There is an appar ent breakdown in communication between the CSD and DTA,” he said, mentioning discrepancies with several parcels.

Although he repeatedly sent inquiries, Harn is accused of ignoring the CSD’s subsequent requests for clarify ing information in lieu of written representations. CSD representatives point out the county processes and dis tributes information to DTA, which uses county data to calculate the assessments. DTA in turn submits these assessments to the county.

In a letter that addressed irregularities between parcels in the same subdivision bought within a month of each other, Loewen insisted the CSD received faulty informa tion from the county.

“Rather than accept responsibility for what was clearly a failure on the part of your office, you, as you consis tently have done in this matter, shirked that responsibil ity and attempted to lay blame on the district,” Loewen states in a letter to the county dated Sept. 22. “You should not need to be reminded that the county, and not the district, establishes the tax rolls on which LLAD assessments are based and thus bears all responsibility for any inaccuracies in its tax rolls.”

Harn disagrees, replying, “Whether or not those inac curacies are the result of information provided by the county is irrelevant as it is the CSD that bears responsi bility for confirming the accuracy of its assessments prior to placement on the tax roll.”

Property tax bills were sent out for only one out of the more than 20 EDHCSD LLADs.

“The district has attempted to work in good faith with you to resolve this issue,” counters Loewen. “Instead of responding in kind, you have now taken the position that you will charge the district in excess of $60,000 to issue supplemental tax bills that include LLAD assess ments.”

Loewen warned that the CSD refuses to bear such an expense, calling for the issuance of the supplemental tax bills under threat of litigation.

As for what residents can expect going forward?

“The CSD will determine what happens next,” Harn said. “The latest audited financial statements indicate that the CSD has $45 million cash. I am sure the CSD can survive one year without LLAD assessment revenue.”

Loewen assured that scheduled upkeep will continue as usual and expects that the county will ultimately imple ment the assessments, whether voluntarily or forced via court orders. “The intended goal is for the assessment district members to only be charged the amount bud geted and only for the work performed,” he said.

Some parents might have balked at such aspirations, but Max’s dad, Chris, was happy to oblige. He explained that one skydiving outfit in the United States takes kids on the parachuting adventure.

“It’s very safe,” he assured of Ultimate Skydiving Adventures in Delta, Colo. “The owner is the only per son who is allowed to take kids on a tandem jump and I think he told us he’s done just under 12,000 jumps. He’s very experienced and won national awards so you’re deal ing with someone who’s held in incredibly high regard as a professional.

We felt pretty comfortable that Max would be fine.”

Chris, who took his first plunge and jumped alongside his son, suspected Max might be the youngest in the Sacramento area. However, when the skydiving com pany checked its records, the family discovered Max had even bigger bragging rights. “I was a little surprised that he was the youngest in California,” Chris said.

Max’s mom and sister decided they were more com fortable on the ground. “I have a really healthy fear of heights,” admitted Shawna, Max’s mom. “I’m good at about the second rung on a ladder. I like the ground.”

And 6-year-old Anna found her brother’s escapades a little tedious. “You keep going down and down and down and down and it takes forever,” she shrugged.

The Hook family, Canadian natives, moved to El Dorado Hills in 2019. “We love it,” shared Shawna. “Jackson is such a great school and great community. We love our home and we love being close to Tahoe.”

When Max isn’t air-bound, he is an avid reader and enjoys doing art, science, cooking classes and theater at school. And he always manages to find time to watch “Phineas and Ferb” on weekends.

Max has already scoped out other skydiving companies that allow kids to skydive in New Zealand and Canada.

As to how he felt upon landing his first skydive? “I kind of just felt like I wanted to do it again,” he said. Don’t expect young Max to sit still for long. “Next year I’m going base jumping in Moab, Utah.”

Leikauf

Touching on crime in El Dorado County’s heavily populated western end, Leikauf said many thieves drive up from Sacramento to strike. “There are people out every night,” he shared, explaining that they look for unlocked cars, items left in vehicles, open garages and poorly lit properties from which they can steal without anyone noticing.

He told the crowd community members can limit risk by “making a target harder” — installing security cameras and lighting as well as trimming back bushes and trees so there are fewer places to hide.

Leikauf joked he’s having a hard time as the “inbetween” boss (he has been elected but won’t have the official sheriff title for a couple more months) but when decisions have to be made Sheriff John D’Agostini reminds him, “It’s your show.”

His goals when he officially takes the top job include expanding jail programs to help those incarcerated bet ter themselves and learn positive skills, developing more real-world training for deputies and creating “green dot” positive interactions with the public. Unlike many law enforcement agencies, Leikauf noted, most of EDSO’s staff and sworn officers live in the community they serve.

“We take great pride because we live here,” he said. “We have an absolute passion for protecting our commu nity.”
