Ish Trail dedicated Kevin Christensen Staff writer Friday, Oct. 23, was Brian “Ish” Ishmael Day. It’s the date one of El Dorado County’s finest lost his life — one year ago — while serving and protecting his community.

The El Dorado County Board of Supervisors officially proclaimed Oct. 23 Brian “Ish” Ishmael Day and on this date this year a portion of the El Dorado Trail was named in his honor.

Tractor Supply Company store to set up shop in EDH Sel Richard Staff writer In an attempt to capture the El Dorado Hills area’s more rural market, Portland-based developer PacTrust recently filed a conditional use permit for Tractor Supply Company to build a store on the west side of Latrobe Road, approximately 300 feet north of the Golden Foothill Parkway intersection.

Although PacTrust is proposing a zoning change to adjacent areas to allow for residential use, this permit only addresses the development of the store’s permanent outdoor sales area, an already approvable use under the current Research and Development zoning designation. The property under application encompasses 3.13 acres and will house a 19,000-square-foot building with a full-access driveway approximately 470 feet west of the curb return at Latrobe Road.

“It’s really a lifestyle store that appeals to people who have a little bit of land,”

said PacTrust Vice President Scott Hodson. “They tend to be sort of on the edge of where rural and suburban meet.”

Describing itself as the largest rural lifestyle retailer in the nation, Tractor Supply Company claims to be the answer to a unique niche, a one-stop shop for recreational farmers, ranchers and the like. Offering merchandise necessary to care for home, land, pets and animals, the store focuses on product localization and exclusive brands that address needs of those with an “outhere” lifestyle.

TSC boasts more than 1,880 stores in 49 states and an 80-plus year history, with nearby stores in Placerville, Jackson, Auburn and Antelope.

“They like this site because they have a lot of people who are coming into El Dorado Hills from the south, southeast and southwest via White Rock,” explained Hodson, also pointing out n

Child development to the nines Sel Richard Staff writer

S

tep into Omega Nine Child Enrichment Center and one is greeted with a quiet, darkened room and hushed voices. It happened to be nap time, but that did nothing to dampen co-owner and director Dianne Small’s twinkling blue eyes and her sweet demeanor with the little girl who apparently chose a nestle in Small’s arms over a midday snooze.

Small and CEO/coowner John Arreguin opened Omega Nine in El Dorado Hills Town Center this July and the business is quickly growing. Offering a niche curriculum tailored to infants and toddlers, Small works directly with parents to lay a foundation for individualized social and emotional development that complements the philosophy of each child’s family.

Children from 0-3 years old enjoy a structured yet flexible schedule. Activities are planned for each child based on continuous assessments and evaluations. A typical day includes greeting, choice, group and outside time. Toilet training is also offered.

“Language is probably where you see the most growth at this age,” noted Small. “When you have the child for four or eight hours a day, you’ve got to go beyond babysitting. We’re not just a daycare. These are their wakeful hours.”

Although her first priority is the children, she can’t help admit that she gains enjoyment from the business.

“Every day is different and it’s fun,” Small shared. “I like supporting the parents and learning about them and their kids. I like working with the teachers. It’s just refreshing. You come

A previous Montessori school director and owner, Small wields more than 35 years of child development experience so opening the center felt like a natural fit. Coupled with Arreguin’s stint as former Natomas High School principal, the focus on child enrichment was a service they thought would be valuable to the growing community. Small’s track record is a resounding endorsement; her former school opened with 22 students. By the time she left it was operating at a maximum capacity of 75 students, with a 50 student waiting list.

Smalls’ qualifications are also impressive; she holds two Montessori credentials, multiple degrees in child and human development and was a past UC Davis Center for Excellence in Child Development

instructor. However, she presents a more grandmotherly air with her warm and gentle way toward her charges.

As the center’s client list grows Small said she will hire additional teachers with infant/toddler care backgrounds. “I’m looking to form a closeknit team that can put their own thumbprint on the program,” Small revealed about her vetting process, which includes background checks.

Ratios are normally set at one teacher per four infants or six toddlers but because of current socialdistancing guidelines due to COVID-19 concerns, the ratios have been reduced to one teacher per three infants or four toddlers.

Regarding their rather unusual name, “Some people think we serve avocados,” Small giggled, explaining that the center’s name relates to Arreguin’s background.

Omega is the ending symbol in the Greek alphabet, representing the last, the best or the

final nature of something in the English culture.

And “nine” stems from Arreguin’s grade level upon retirement from the Army as sergeant major.

It seems in the short time the center has been open, it is already garnering a loyal clientele.

“It’s amazing to see my toddler grow and learn something new every day she goes there,” reads one Yelp review. “The staff is also wonderful and you won’t find a director more kind, caring and attentive as Ms. Dianne.”

Small’s affinity for nurturing is evident. “When you see them smile and grow, how can you ask for a better job?” She asked, unable to help her own smile.

Street racing nuisance noted in EDH Sel Richard Staff writer The recently opened Safeway Siena Ridge shopping center appears to be drawing a contingent of Fast and Furious wannabes. Residents who live near the intersection of Serrano Parkway and Bass Lake Road may be hearing sounds of street racing and other dangerous driving activity after sundown.

El Dorado County Sheriff’s Office has taken note, confirmed Sgt. Anthony Prencipe. “Our nightshift deputies appear aware and there are a number of extra patrols during the night on this roadway,” he assured, citing an additional patrol request in mid-October for “nightly drag racing.”

CHP reported only one incident in the last three months, despite numerous complaints on neighborhood online forums.

“Give us a call or the CHP,” insisted Prencipe, explaining that calling out dangerous activity on social media does nothing. “If it’s happening regularly and if we’re getting the calls, then we get a good idea of when it’s happening.”

Warning against holiday gatherings, Public Health Officer Dr. Nancy Williams said while El Dorado County remains in the orange tier of the state’s COVID-19 monitoring system it could easily slip back into the red tier if there is an increase in cases or positive tests.

At the Oct. 20 El Dorado County Board of Supervisors meeting Williams expressed confidence the county can eventually hit the less-restrictive yellow tier. Statistics show that as of Oct. 23, 34,160 people have been tested for the virus in the county. Of those tested, 32,845 results came back negative and 1,234 of the 1,315 positive cases have recovered. No one was hospitalized as of Friday’s figures. A total of four people have died of COVID-19 in the county since the first local case was reported March 20.

Williams said it’s likely a vaccine won’t be available until 2021. With the holidays coming up, she urged people to make alternate plans. Rather than traveling to gatherings she suggested staying home with one’s immediate family. Public Health Nursing Manager Lynnan Svensson reported that 19 schools have documented COVID-19 cases. That includes 38 cases among students, teachers and staff with two

On Oct. 20 Oak Ridge High School Principal Aaron Palm sent a letter confirming the El Dorado Hills school’s handling of a student’s positive case.

“El Dorado County Public Health has been notified and is taking the appropriate steps. These steps will include the necessary contact tracing and additional actions necessary to allow school to continue to operate safely. Those potentially exposed to this person have already been informed,” Palm wrote. “In accordance with EDCPH guidance, all school operations will continue to operate under our strict social distancing guidelines and enhanced disinfecting procedures as scheduled.

“Confidentiality and privacy of students and staff will be protected while working to ensure the health and safety of all. Members of the learning community will be informed of student or staff illness on a ‘need to know’ basis in accordance with HIPAA regulations,” the principal continued.

As of last week, 30 schools have had 109 students, staff or teachers quarantined. That includes exposures that occurred at school and for other reasons ascribed to excessive close contact, lapses in not using a mask, in special needs classrooms or during sports activities.

o here it is more than six months since the COVID-19 pandemic began. Lives have changed forever.

But while I write this, life does go on in some fashion as before. Basic needs are met one way or another and we try to look forward to better days. In the meantime we continue to grow older and, for many of us, feel older every day.

At what point do we as older adults recognize we can’t do it all?

I realize it’s a gradual shift from doing it all to recognizing that I don’t have to do it all. In fact, if I am really honest, I can’t do it all anymore. I’m in that older adult category. How hard is it to admit that fact and to start coming to terms about how best to preserve my independence and well-being?

For many that recognition came when we asked the grocery clerk to help us take out and load the groceries into the car. It may have been when you hired a chimney sweep to climb on the roof to clean out the chimney or someone to clean out the gutters. If/when we put up holiday lights they are lower and easy to put up/take down with no climbing ladders to the roof. Perhaps it’s putting grab bars in the bathroom, using a cane or holding onto walls as you go down the hall or up/down stairs. It can be so subtle and minuscule that we don’t notice.

It may not even be physical. Our memory isn’t so great either. We lose glasses, people’s names and sometimes can’t remember the name of that great movie we watched just the other day. Sound familiar?

At some point — really, sooner is better than later — we had better take action about these losses. We’re competent but sometimes tend to procrastinate. The intent to live independently without our adult children’s help or advice is strong. You may live alone and have no one but yourself to depend on. The reality is that it sometimes takes a bad fall, a stroke, a fender bender or another minor problem that highlights the need to activate the next phase of the plan.

You do have a plan don’t you? After all, you’ve lived successfully for many years (and more every day).

If you want to continue to have control over your life and your plans, it’s up to you to put your plan into action. Once the crisis occurs — i.e., a broken hip, a serious health diagnosis or a degenerative disease that is progressing — your ability to “steer the bus” lessens or ceases all together. Someone else will be in charge and they may or may not do what you want.

What’s a plan? A plan is what you do next when what you’re doing now isn’t working any longer.

Let me give you an example. I love to garden — the dirt, the plants, the sunshine and being outside. We have a large yard, a garden, an orchard and several acres.

In years past (quite a few actually) I went outside after breakfast before it got hot and worked for three to four hours. I would go back outside in the afternoon and then perhaps in early evening. Flash forward to the present day. I still love all the reasons for gardening and being outside. But I get tired after an hour or two of work (modified of course) and go inside. In the afternoon it’s not unusual to take a short cat nap.

Fortunately, we were able to hire a competent younger person who works off an outside “to do” list when he comes once a month. He makes light work of the projects that I once could do very well myself. He’s part of our plan.

Why is it that having to pay someone feels more difficult than asking a neighbor, a friend or a family member to help with a chore? It does seem to formalize the need for something that really I can do by myself. Does this sound familiar?

• I don’t need a cane (a walker).

I only fell because the sidewalk was uneven. I tripped over a rock.

• I only hired someone to help with the gardening because I got behind on the projects and wanted them done.

• I don’t know who to trust or who to call. What should I ask for?

• I don’t want to talk about my weaknesses or shortcomings. What will people think?

• I’m worried about how much this will cost. I’m sure I can do this a while longer.

• I’ll have to admit I’m getting old and need help.

How hard is it to admit our own weaknesses? How hard is it to say them out loud to someone else? How even more difficult is it to admit you need help with those tasks? If and when that happens, it’s apparent the support and helping hands will allow you to continue your life when, where and how you’d like.

So think about your plan — even in broad and general terms. An example might be: Staying in your own home with ideas acceptable to you. You may know the resources available, including costs, but you’re the one who has to agree to start the process. Making those decisions from a hospital bed or, worse yet, rehabbing in a skilled nursing home may be too late. Some good discussion ahead of time may be the important key to get resources in place to prevent the fall off the ladder and broken bones. A plan is only as good as its implementation.

How does it feel to admit you need help? From my perspective — awful ... but just for a minute or two.

I got over it really quick after our yard maintenance person came and got a lot done. I was already putting together a to-do list for his next time at the house.

What a sense of relief!

I know you don’t really need help in/out of the shower but did you know that a huge percentage of older people fall in the bathroom? Having someone get the shower going and being there to help you in/out safely will be well worth the time and money. Knowing you can do this whenever someone is there to watch out for your safety will give you and everyone close to you a sense of relief.

At what point do I start? Although money is usually a factor, I think for me it’s an emotional decision as well.

It’s having to admit I cannot do it all anymore. So think about your plan, what’s important to you and when you’re ready to implement the plan – a step at a time.

• 2006-2015 District 4 supervisor • 2014 county treasurer • 2018 he announced for county recorder-clerk • 2020 his run for District 1 supervisor I guess we could call him “The Running Man.” He did show up in court — when he sued the county seeking supervisor back-pay after he had been termed out of office in 2015. Is that what all of these election runs are about, a paycheck?

He admitted to accepting $25,000 from Parker Development. Also $10,000 from developer AKT & Associates after he was termed out as District 4 supervisor, saying at a March candidate forum, “AKT & Associates contacted me and asked if they could help me reduce my debt and gave me $10,000.” It’s nice to have friends.

Since 2015 I haven’t seen Mr. Briggs attend a single El Dorado Hills APAC meeting. The development projects that he is opposing in his campaign were reviewed multiple times over those years, with residents contributing questions and concerns. In five years as a resident Mr. Briggs hasn’t bothered to contribute.

No attendance at monthly El Dorado Hills Community Council meetings, either.

I cannot find a single public comment from Mr. Briggs on any EDH project since 2015. Not a word to the Planning Department, Planning Commission or the Board of Supervisors. Yet, when an election rolls around, he suddenly wants to express his outrage about development projects?

I would like to thank the League of Women Voters of El Dorado County once again for providing citizens with another successful and insightful candidate forum. John Hidahl and Ron Briggs of District 1 each had the opportunity to answer the same pertinent questions. I urge you to watch the candidate forum video. It’s more telling than any paid-for mailer you receive or social media post you read.

It is clear to me who came into the event well-prepared and stood out as the professional, well informed choice — John Hidahl.

Supervisor Hidahl spoke intelligently and provided specific examples of the work he has done and will continue to do in regards to homelessness, law enforcement, school overcrowding, senior housing, community parks, open space and more. He took each question seriously and gave answers that allowed people to see how invested he is in continuing to protect our way of life in El Dorado Hills and the county.

As telling as this was in terms of Hidahl’s knowledge and preparedness, I’m sorry I cannot say that I learned the same from his opponent. The fact that his dog and a squeaky toy interrupted the forum on more than one occasion was equally telling and an example of how each candidate approached this event.

John Hidahl has proven to be a professional, intelligent, hard-working person in the District 1 seat.

He has received endorsements from Republican Assemblyman Kevin Kiley, former Sacramento County Sheriff John McGinness, multiple EDHCSD board members, all of the EDH Fire Board directors, EDH & EDC Chambers of Commerce and the list goes on. Neighbors and friends, please, don’t be falsely misled, watch the forum and make an informed decision. Our amazing community is depending on you.

LOS ANGELES – California’s homebuying season extended further into September as home sales climbed to their highest level in more than a decade and the median home price set another high for the fourth straight month, according to the California Association of Realtors.

Information collected by CAR from more than 90 local Realtor associations and MLSs statewide shows closed escrow sales of existing, single-family detached homes in California totaled a seasonally adjusted annualized rate of 489,590 units in September. The statewide annualized sales figure represents what would be the total number of homes sold during 2020 if sales maintained the September pace throughout the year. It is adjusted to account for seasonal factors that typically influence home sales.

priced properties recovering faster than the rest of the market, the statewide median price hit another new high after setting records in June, July and August. California’s median home price exceeded the $700,000 mark for the second consecutive month, as it reached $712,430 in September, edging up 0.8% from August’s $706,900 and jumping 17.6% from $605,680 in September 2019. The yearly price increase was the highest recorded since February 2014 and higher than the six-month average of 5.3% observed between March 2020 to August 2020.

“With the statewide home price hitting new highs for the past four months, it’s sounding like a broken record as California home sales and prices continue to outperform expectations,” said CAR Senior Vice President and Chief Economist Leslie Appleton-Young.

“However, with the shortest time on market in recent memory, an alarmingly low supply of homes for sale, and the fastest price growth in six and a half years, the market’s short-term gain can also be its weakness in the longer term as the imbalance of supply and demand could lead to more housing shortages and deeper affordability issues.”

Reflecting the rise in home prices, consumers continue to say it is a good time to sell, according to CAR’s monthly Consumer Housing Sentiment Index. Conducted in early October, the poll found that 56% of consumers said it is a good time to sell, down from 58% a month ago, but up from 52% a year ago.

Meanwhile, low interest rates continue to fuel optimism for homebuying; 28% of consumers who responded to the poll believed that now is a good time to buy a home, up from last year, when 22% said it was a good time to buy a home.

Other key points from CAR’s September 2020 resale housing report: • At the regional level, sales increased in all major regions from last year in the high double-digits. The Central Coast and the San Francisco Bay Area had the strongest sales growth in September with both regions surging 42% and 34.2%, respectively. That was followed

by increases in the Far North (28.3%), Southern California (25.0%) and the Central Valley (18.4%).

• More than nine out of ten counties (47 of 51) tracked by C.A.R. experienced a year-over-year gain in closed sales, with Plumas increasing the most from last year at 130.3%, followed by Amador (122.4%) and Mono (118.8%).

Counties with an increase from last year averaged a gain of 39.2%. Sales fell in four counties, with Merced declining the most at 20.8% from last year.

• Sales in resort communities remained hot in September as housing demand in those areas continued to surge from last year. South Lake Tahoe home sales continued to increase year-overyear by triple-digits (105.4%) for the second consecutive month, while Rim O’ the World and Tahoe Sierra surged from a year ago by 107.6% and 73.6%, respectively. The flexibility to work from home and the desire to move away from metropolitan areas continued to motivate home buyers to flock to resort communities where they can get more home for their money.

• At the regional level, all major regions posted double-digit price increases from last year. The Central Coast had the highest increase in median price, rising 20.6% from last year, followed by the San Francisco Bay Area (20.5%), the Far North (19.0%), Southern California (15.2%) and the Central Valley (14.6%). All regions except the San Francisco Bay Area set a new high in median price in September.

• All but one of 51 counties tracked by C.A.R. reported a year-over-year price gain, with 39 of them growing 10% or more. Lassen had the highest price increase, gaining 51.4% year-over-year.

Humboldt was the only county where the median price was flat from a year ago and no counties experienced an annual price decline.

• For-sale properties continued to be added to the market at a pace slower than normal and housing supply remained significantly below last year’s level. The year-over-year decline of 48.4% in September was the fourth consecutive

frustration is targeted at the most easily identified source, their landlord.

Advocates of rent control say it would keep families in their homes, preserve affordable housing, stop homelessness and save taxpayers money.

The facts prove otherwise. Where rent control has been adopted rents are higher than other California cities, the homeless population is greater and governmentbuilt affordable housing is wasting tax dollars.

Prop. 21 is the wrong response to a problem we all recognize. California’s housing is too expensive.

Our home prices are double the national average.

That price difference isn’t because lumber and labor costs are twice as high in California, it’s because we don’t build enough housing for the number of folks who live here.

The real solution to the housing supply problem isn’t regulating rents, it’s increasing the supply.

The supply solution has so many roadblocks it is nearly impossible for a private developer to build affordable housing. Government regulations, mitigation costs, required environmental studies and lawsuits from NIMBYs opposed to any new housing has blocked private sector housing development. Absent pri-

vate venture capital our state spends billions of taxpayer dollars building very expensive affordable housing.

A nearby example of a rent control city is Sacramento. A recent report from housing officials shows the remodeling cost of the Capital Park Hotel to house 135 homeless in 250-squarefoot units costing more than $445,000 per unit or $1,100 per square foot.

A typical single-family home on an average lot in Sacramento costs $200 a square foot.

Enacting rent control will not reduce the number of homeless and it will not solve California’s chronic shortage of affordable housing. What it will do is discourage small, mom-and-pop investors from investing in single-family homes.

Under Costa-Hawkins local governments are prohibited from adopting a rent control ordinance affecting single-family homes. Prop. 21 eliminates that exception for

individuals who own more than two.

California already has the most restrictive statewide rent control law in the country, passed by the legislature last year. The law, known as the Tenant Protection Act of 2019, limits how much landlords can increase rents and forces landlords to show “just cause” before terminating a lease.

The advocacy for expanding rent control will continue to grow in our one-party state. If limiting the amount of rent a property owner can ask for is good public policy today, when will sellers be limited on their asking prices? The selfinterest of property owners is more secured when ownership is expanded and more share in the benefits of owning a home.

month with active listings falling more than 40% from the prior year.

• With sales remaining robust and the growth in active listing continuing its declining trend, CAR’s Unsold Inventory Index (UII) dipped to the lowest level since November 2004.

The UII fell sharply from 3.6 months in September 2019 to 2.0 months this September.

• Active listings continued to decline significantly in all major regions. The Central Coast had the biggest drop (-60.3%) from last September, followed by the Central Valley (-51.5%), Southern California (-49.9%), the Far North (-43.9%) and the San Francisco Bay Area (-31.9%). Forty-nine of the 51 counties reported by CAR experienced a year-over-year decline in active listings in September. Santa Barbara had the biggest drop from last year (83.7%), followed by San Bernardino (65.8%) and Merced (65.7%). Twenty-five counties had less than half the active listings they had in September 2019. San Francisco (47.2%) and San Mateo (2.6%) continued to be the only counties in California with an increase in active listings from the prior year.

• Housing inventory tightened by double-digits in all price segments, but

the constraint was more pronounced in the affordable markets. Active listings in every price range continued to decline sharply from last year, with forsale properties priced below $1 million falling 56% on a year-over-year basis.

Compared to a year ago, the supply for homes priced between $1 million and $3 million declined 30.4% and homes priced at or above the $3 million benchmark declined 19.4%.

• The median number of days it took to sell a California single-family home was 11 days in September, down from 24 in September 2019. The September 2020 figure was the lowest ever recorded.

• CAR’s statewide sales-price-to-listprice ratio was 100% in September 2020 and 98.5% in September 2019.

• The statewide average price per square foot for an existing single-family home was $321 in September 2020 and $287 in September 2019.

• The 30-year, fixed-mortgage interest rate averaged 2.89% in September, down from 3.61% in September 2019, according to Freddie Mac. The five-year, adjustable mortgage interest rate was an average of 2.98%, compared to 3.38% in September 2019.
