old, gray walls and black asphalt don’t stand a chance when Lora Watts takes notice. The graphic designer and artist has made it her mission to brighten local schools by designing beautiful murals meant to inspire the children and staff who pass by them every school day. “I was just struck by how the schools felt institution-like,” Watts explained. Project Luma was born and thus far the El Dorado Hills resident has brought colorful cheer to nearly a dozen El Dorado County schools — some completed

and some in process. “I want to be able to do as many schools as possible,” she said while sitting in the courtyard at Lake Forest Elementary School where several impressive murals have been completed. The project begins when Watts identifies her newest canvas. She then reaches out to school leaders and parent-teacher groups with a proposal. From there, fundraising begins while Watts perfects her design and works with local artists and volunteers who will complete the mural. The Rotary Club of El Dorado Hills and local educators recently celebrated Grace Bolognini as the Rolling Hills Middle School Student of the Year. The eighth-grader who loves soccer and Spanish was honored Nov. 8 during the EDH Rotary breakfast meeting. RHMS Principal Debbie Bowers called Grace “a positive influence” on her fellow students and commended her for her compassion, willingness to help others and perseverance. “She has an unwavering dedication to her school work no matter what challenges she’s facing,” Bowers shared. “This girl can and has moved mountains and will continue to do so.” Grace received a plaque, illustrated dictionary and $50 from the EDH Rotary Club.

Church group reaches out to those in need Noel Stack Managing editor On a chilly Monday morning a dozen Holy Trinity Parish members gathered to discuss how to bring God’s warmth and generosity to those in need. All are part of the El Dorado Hills church’s Society of St. Vincent de Paul chapter, a worldwide nonprofit organization of lay Catholics following Christ’s call to serve the poor, the suffering and the deprived. “The goal is to assist our neighbors,” explained chapter President Barbara Edgar. An example shared at the meeting: after a home visit, the society gave a

Placerville mother of two who works full time a $400 check to help cover her rent after the unexpected expense of her father’s funeral drained her bank account. The Society of St. Vincent de Paul not only provides material assistance such as funds for rent and utilities, food or clothing, but also offers friendship, understanding and prayer. Recipients do not need to be Catholic, Edgar stressed, and in most cases the society helps with a one-time need. “We give people a hand up, not just a handout,” she explained. “We want to help get them over that hump so they’re not always in need.” Holy Trinity’s chapter launched this

summer with financial support coming from the church, its parishioners and the community. Edgar stepped up as president and told Village Life, “I’m thrilled that I’m doing it.” And chapter members are thrilled to help people, giving charitably as servants of God. Homeowners share holiday spirit for fundraiser Special to Village Life

ssistance League Sierra Foothills announces the return of its popular seasonal fundraiser, Homes for the Holidays, Dec. 2 & 3. Featured on the tour are five festively decorated local private homes, a signature raffle of holiday baskets and thematic tabletop trees, artisanal gifts and food and beverages for sale. “We’re excited to once again offer our community this event, which had been a holiday tradition for many years until we had to suspend it during the pandemic,” said Assistance League Sierra Foothills President Bonni Bergstrom. “We invite the public to enjoy the traditional and contemporary holiday décor in these beautiful homes while supporting our programs for youth and adults in our community.” Chartered in 2008, Assistance League Sierra Foothills is an allvolunteer organization that supports programs for youth and adults in El Dorado County. Its flagship program, Operation School Bell, provides more than 900 disadvantaged youth with new school clothes each October. The other five philanthropic programs support youth sports scholarships, assist students reading below grade level, furnish duffle bags to youth being displaced from their homes, provide young adults with postsecondary tuition scholarships, and help senior citizens with social interactions. Open a new chapter by giving to the library News release The Friends of the El Dorado Hills Library has launched its fifth annual fundraising campaign. The El Dorado Hills Library enriches lives by providing an extensive collection of books in various media and many other activities such as Story Time for the young ones, Teen Writers Workshop, Summer Book Challenges, the Social-Emotional Playgroup, Wild Things, Fratello Marionettes Spooktacular and adult art classes. All these programs take more money than allocated each year by the county. Last year the Friends gave $44,000 to the library to purchase 50% of all the new books and make these extra programs possible. This year’s goal of $40,000 will help continue the work of enriching the library. “The last few years have really tested the library’s

ability to respond to the community’s growing needs,” said branch manager Jan Robbins. “We need to think in new ways to provide the services that residents need and expect. But we can’t do it alone. “The Friends of the Library provide the necessary funds to purchase new books for all ages in various media and to enhance our educational outreach by completely funding the Early Learning Play Center,” she continued. “We are so grateful that the residents of El Dorado Hills value and support our mission.” The need for financial donations has never been more compelling, according to Friends members. The Friends of the Library, an all-volunteer nonprofit, is so grateful that community members value the El Dorado Hills Library and have helped exceed its fundraising target every year. he legendary music of Nashville comes to Folsom in the form of Nashville Songwriters Live: The Stories Behind Your Favorite Songs, a unique celebrity entertainment event on Nov. 20 that also acts as a benefit event for local nonprofit Hands4Hope – Youth Making A Difference. Featuring songwriters Jeffrey Steele, Mark Mackay and CJ Solar, who have written songs for chart-topping artists including Keith Urban, Eric Church, Zac Brown Band and Morgan Wallen, the audience will experience an intimate, acoustic performance format where the writers play the music and tell the stories behind the songs, providing a unique and personal experience. “We’re all super excited to support Hands4Hope. They are an amazing nonprofit and Thanksgiving week is a great time to play in California,” said Mackay, a California native and classic rock/country songwriter. “I’m also super stoked to be performing with Jeff; he’s my mentor and one of the most talented artists I’ve ever known,” he added. “By the way, there is no set list for this event and we don’t script any of the banter — we just go with it!” This fundraiser will support the Hands4Hope – Youth Making A Difference Education Program at four Folsom schools, including Folsom Middle, Sutter Middle, Folsom High and Vista del Lago High, in addition to its Community Engagement Program serving Mercy Creekview, Folsom’s Hope, Twin Lakes Food Bank and Powerhouse Ministries Inc. Where can it make the most impact?” The artist has recently set her sights on school blacktops. “Think of the blacktop as a plaza,”

she said. “It’s the center of the school and it should be more fun.” Watts’ ideas include creating pathways on the blacktop, adding new seating areas and putting splashes of color on the basketball hoops and other poles. As an added bonus, she shared, the paint used would reduce the heat sizzling up from the blacktop during the summer months. Watts said she hopes Project Luma will continue to grow, bringing together more artists, students and community volunteers who support her mission. Thankful for a friend

O

ne of my earliest memories is going to a preschool that had farm animals on site. We had to pass a peacock on the road to the entrance, which would quicken my pulse today. I was unfazed at 3 years old because my best friend Katie was always with me. She has been my constant companion our whole lives, quite literally. Our dads met in the ninth grade and, as the legend goes, Katie’s dad met my mom at a restaurant in Sausalito, where they won a dance contest together. I always thought about the dance-off scene in “Grease” and wondered if that’s how it went. As

they left the dance floor, my mom met her dancing partner’s shy friend, my future dad, who’d sat cheering them on. The rest, as they say, is history. As luck would have it, Katie’s family moved to our neighborhood, solidifying our families’ bond forever. Between us there are seven daughters; they have three sisters and we have four. Katie and I went to every year of school together from preschool through 12th grade. costs we have all felt. Project costs and materials, chemical costs, fuel — these costs have all risen significantly. Let me first talk a little bit about the large projects we have over the next five years and beyond. At its Oct. 23 meeting, the EID Board of Directors adopted the 202428 Capital Improvement Plan. A CIP is a strategic plan that outlines the district’s priorities for investing in significant projects that maintain, upgrade or replace water and wastewater infrastructure over a specific period. The 2024-28 CIP identifies approximately $321 million for reinvestment in EID’s complex infrastructure. How will we pay for projects in the CIP? Funding for projects will come from planned bond issuances, payas-you-go funding from annual rate revenues and reserves as well as facility capacity charge (new connection charges) revenues and reserves. We are planning two bond issuances over the course of this five-year period to help pay for some very large, needed projects: a $60 million bond in 2024

and a $120 million bond in 2027. The proceeds of these bonds will fund projects like the Silver Lake Dam replacement (estimated to be $50 million), the Sly Park intertie ($30 million) and $93 million for improvements in EID’s El Dorado Hills and Reservoir 1 (Pollock Pines) water treatment plants. Why bonds? Low-interest bond funding makes the most sense when you are paying for high-value, longlived projects that will benefit generations of ratepayers. The board also accepted the cost of service analysis prepared with the help of outside experts. At the same time, the board authorized the issuance of a Proposition 218 notice detailing proposed rate increases beginning in 2024 and continuing through 2028. Our in-depth cost-of-service analysis showed us we would not be able to achieve the needed reinvestment in our critically important infrastructure without adjusting rates. The COSA identifies the necessity for a 12% annual revenue increase for drinking and recycled water services over the

other middle school for seventh grade. We pleaded to return to our friends and familiarity. Katie got to go back by Halloween. I sweated it out until Christmas. I have as many childhood memories with Katie as I do with my own sisters. I never realized how rare this is. In fact, I thought everyone had a Katie until I became a teacher and parent, and realized just how fortunate I was. Sure, my kids have made wonderful, lifelong friends, but there have been times through the years when I’ve thought, they need a Katie. We’d have spats, or we’d get on each other’s nerves, but we were always there with loyalty trumping all. When I see how many kids at school now have friend drama or who change friend groups on a whim, I am amazed I never felt that terrible feeling of being ostracized. I always knew there was a seat for me at the lunch table. I knew I’d have someone to go to the football game with. A UCLA study of 6,000 teenagers found that two-thirds changed friendships during their first year of middle school. The majority of adolescents today report feeling lonely at some point. The term “homey

hopping” means groups of friends dating within the same group. That was taboo in my day. True friends wouldn’t dream of liking, let alone dating, the same boy. Parents can help foster friendships when their kids are young. One way is to model loyalty in our own friendships and to take this period of growth as a pivotal time in child development. Moving schools should not be done on a whim. Familiarity and routine leads to closer connections, which leads to our kids’ increased confidence. Samegender sports and activities like Scouts also lead to greater camaraderie and decreased competition. A group of boys or girls without the other gender present won’t be trying to compete for the opposite gender’s approval, but the time together will open space for bonding instead. Also, in this day when only the best is reflected on social media, we can remind our kids that when we post pictures with peers it makes others feel excluded.
