After years of negotiations, public meetings and plan revisions, the El Dorado Hills Community Services District has reached a deal with Serrano Associates LLC to acquire 66 acres from the developer for $10 million. The agreement encompasses the purchase of 55 acres of the old Executive Golf Course and the donation of 11 acres abutting the archery range along El Dorado Hills Boulevard, extending toward Wilson Boulevard. “This is a watershed moment for this community,” said EDHCSD Board of Directors President Noelle Mattock at the Nov. 20 board meeting. “It wasn’t just this board,” she continued. “It was all of those boards who brought us here today.” ■ See AGREEMENT, page A4

Family and friends release balloons in celebrate of AJ Brosnan, an Oak Ridge High School student who died last year after a skateboarding accident. AJ was on the school’s mountain bike team for four years, as well as the golf team. The Brosnan Family has cleared an area of the Three Bridges Mountain Bike Trail near Jackson Elementary School to serve as a memorial area for AJ, installing a black bench with a plaque and picture. Following the balloon release, mountain bike team members took a memorial ride.
An El Dorado Hills resident since 2004, Campbell serves as a law enforcement chaplain with Sierra Chaplaincy. She also works for Oracle corporation, a global technology company, with 25-plus years of industry experience. “Over that time I have performed many roles in leadership and individual contribution, with skills in data analysis, process improvements, cost savings and cross-organization collaboration,” she explained. Medic 89, now 86, finds a new home Noel Stack Managing editor Cameron Park’s ambulance has moved down the road — about 4 miles. Medic 89 has become Medic 86 as it now makes its home at the El Dorado Hills Fire Department’s Station 86 on Bass Lake Road. Cal Fire turned over the keys earlier last month. Calling it a “seamless transition,” EDH Fire Chief Maurice Johnson said his department will provide the same quality service provided by Cal Fire. “The benchmark is set very high,” he noted. EDH Fire won the ambulance through a competitive bid process initiated by the El Dorado County Emergency Services Authority (Ambulance JPA) after the Cameron Park Community Services District, which contracts with Cal Fire for emergency services, decided to cancel its contract with the JPA in July. The CPCSD faces a large budget deficit and its board of directors cut the ambulance to save approximately $180,000. “It was really important that the ambulance stay on the county’s west end,” Johnson said. “This is where a lot of calls for service come in.” This is the second ambulance for EDH Fire, which also operates Medic 85 out of Station 85 on El Dorado Hills Boulevard. Funding for all county ambulances comes from the JPA at about $1.245 million per ambulance each fiscal year. If costs exceed that amount, whichever fire district operates the ambulance must cover those additional expenses. Johnson assured Cameron Park residents, many of whom vocally opposed losing their ambulance, that EDH Fire will serve all communities to the best of its ability. “When you look at our system … our (ambulance) units go all over the county,” the chief explained. EDH Fire presently has Medic 86 staffed with its firefighter/paramedics “covering shifts likely through the end of the year,” Johnson said. The department advertised a new paramedic only position to permanently staff the medic unit. Six offers are on the table and should they all accept, the chief said, new staff will begin operating the ambulance around Jan. 9, 2024.

Agreement Holding back a few tears, Mattock made the motion to approve the proposed purchase agreement and direct staff to process necessary land acquisition actions to effectuate the agreement. The board also gave direction to staff to come back with financing options for the initial purchase of land and local funding source options, including a publicly funded bond measure, to further explore acquisition of “option property.” The remaining golf course property on the south side of Serrano Parkway closest to Highway 50 covers 41.5 acres, which comes with a $9.96 million price tag ($240,000 per acre). The approved agreement affords the CSD and community 18 months to obtain funding/ financing for that second purchase once escrow has closed on the first. “The purchase also includes … inperpetuity current zoning (and) use of the Old Executive Golf Course property that is not purchased,” reads the board document discussed. Should the board decide to use cash on hand to make the first purchase, staff has identified available funds in the EDHCSD’s Capital Deficiency Reserve ($8.4 million) and Capital Improvement Plan Fund ($1.6 million) that will not be used this fiscal year. Director Heidi Hannaman seconded Mattock’s motion, sharing, “This is a very personal property for this community. The (purchase) represents a compromise and us being able to control our own destiny.” The motion also received “aye” votes from Directors Mike Martinelli, Steve Ferry and Ben Paulsen — a unanimous decision that inspired applause from the audience. No one in the crowd, where an empty chair was hard to come by, expressly opposed the purchase though some shared concerns about the cost of the land and a brisk 45-day escrow window. But many speakers urged the directors to take action. “This is the last and best chance you’re going to have to get this property,” said EDH resident Chuck King, who thanked the directors for “keeping the dream alive.” Parker Development Company/ Serrano Associates still has an active application to rezone the property from recreational facilities-high intensity to medium- and high-density residential. Last month county Planning and Building released the third partial recirculated draft environmental impact report for the Central El Dorado Hills Specific Plan. Kirk Bone, director of Government Relations for Parker Development Company, told Village Life the developer continues to move forward with the project, which proposes to build
Continued from A1 hundreds of homes on the old golf course along the east side El Dorado Hills Boulevard adjacent to Highway 50 (Serrano Westside) and also on property along the west side of El Dorado Hills Boulevard between Wilson Boulevard and Olson Lane (Pedregal). The longplanned and debated project requires a General Plan amendment for the golf course property to be changed from recreational facilities–high intensity to medium- and high-density residential. The El Dorado County Planning Commission in June 2022 rejected the CEDHSP as proposed and since that time the developer has been working with county staff with the goal of eventually appealing that decision to the Board of Supervisors. “If (the EDHCSD) completes the transaction we will withdraw the application,” Bone confirmed, adding that at some point in the future Parker Development would come back with a new Pedregal proposal as that property is not included in the purchase agreement with the CSD. If the agreement falls through, Bone added, the developer would move forward with its plan to obtain a rezone and, if the rezone is granted, build homes on the golf course property. At last month’s meeting EDHCSD General Manager Kevin Loewen noted a new rezone request could reach the board by late January, which made several in the audience nervous. “I don’t trust the Board of Supervisors to keep our best interest in mind,” noted EDH resident John Richard, prompting cheers from the audience. Several speakers echoed that statement. After the CSD board’s decision, District 1 Supervisor John Hidahl called the acquisition “a critical milestone in preserving a managed green space environment as the gateway/visual entry into El Dorado Hills.” “The CSD board and staff are to be commended for their efforts to retain as much of the former 98-acre Executive Golf Course as possible, for the primary enjoyment and use of the residents of El Dorado Hills,” Hidahl shared with Village Life. “The numerous opportunities for public/private partnerships to create an extremely attractive and economically sustainable space for a multitude of community needs further enhances the potential for this ‘crown jewel.’” El Dorado Hills Chamber of Commerce President/CEO Debbie Manning said she also supported the collaborative agreement. “We commend all parties involved in finding a solution in this decade-long process of what should become of the property,” ■ See AGREEMENT, page A7

Mattock said she looked at that advisory vote as a call to action for the CSD “to protect that land from
being developed.” The former golf course was losing a quarter million dollars annually and needed major infrastructure improvements when Serrano Associates closed it in January 2007. The next EDHCSD Board of Directors meeting is scheduled for Thursday, Dec. 14, in the Norm Rowett Pavilion at 1021 Harvard Way, El Dorado Hills. Open session will begin at 6:30 p.m.

Tour many of its historic houses, rarely open to the public during Christmas in Coloma at Marshall Gold Discovery State Historic Park, 10 a.m. to 3 p.m. Dec. 9 & 10. Hear the history told by costumed docents. Games and holiday crafts and a visit with Santa will keep young and old entertained. Fresh greens, ribbons and bows will be available for wreath-making activities. The Coloma Community Market takes place 1-4 p.m. at the same location Saturday. The Amani Spiritual Center, 2558 Greenwood Drive in Cameron Park, hosts a Holiday Craft Fair 10 a.m. to 4 p.m. Find great gifts from vendors and enjoy treats. Santa will be there noon to 2 p.m. for photos. The Oak Ridge High School Band presents a new holiday-themed drive-thru music event. The Jingle Drive takes place 5-8 p.m. at the Harvard Drive parking lot. Enjoy holiday music while driving under light displays, drive-thru concessions and more. The Folsom Lake College Youth Chamber Orchestra presents a winter concert Dec. 9 & 10 at Harris Center for the Arts in Folsom.

Just in time for the holidays is “Dying for a Decoration,” the ninth and newest book by Cameron Park author Cindy Sample, featuring soccer mom and intrepid sleuth Laurel McKay. If you have read any of the “Dying” books, you know what you’re in for: wacky characters, wild chases, perhaps a dead body or two and a corkscrew of plot twists with a lot of humor and some steamy stuff thrown in for good measure. If you haven’t yet read any of Sample’s books, including the Spindrift Cove series, what are you waiting for? “Dying for a Decoration” doesn’t disappoint.
In the midst of her Christmas shopping, Laurel McKay Hunter is also tracking down a herd of missing reindeer, trying to appease a 6-foot elf, investigating her 89-year-old grand-
mother’s new boy toy and following leads about a new housing development while fueling up on cookies and hot chocolate and trying to find time to spend with her new husband. It’s a lot, even for Laurel. She is aided and abetted in sleuthing by her ex-husband, her mother, her children and her grandmother — all detective wannabes. With the life of her grandmother’s old flame hanging in the balance, Laurel follows her leads through mixers, theatrical performances and a Victorian Christmas and to the detriment of her wardrobe and her health. Being pelted by doughnuts is the least of her worries. One of the best things about Sample’s Laurel McKay series, besides the humor, is the setting in El Dorado County with all the references to places and things that resident readers will recognize and non-resident readers will enjoy finding out about. In “Dying for a Decoration,” Sample lovingly walks the reader right down Main Street, Placerville during the holidays with all the festivity and fun that abound during that time. “Dying for a Decoration” is warmhearted fun, suspenseful, a nod to the positives in small town living and hugely entertaining — just the book to
read while you cozy up in an armchair and wait for Santa. And, to add to your enjoyment, Sample has thoughtfully included a dozen recipes for holiday treats and beverages at the end of the book. Like Laurel, you might want to go there first to make sure you have treats to last through your reading. ecoming a Major League Baseball player is one of the most challenging things to accomplish in sports and local author Zak Ford helps tell the story of more than 100 players who achieved their dream in “Called Up: Ballplayers Remember Becoming Major Leaguers.” Ford is an authority on baseball and a chapter leader with the Society for American Baseball Research.
His book tells the tales of 109 players from 19612018 who were called up to their major league squad. This book teaches readers about players who had successful minor league seasons before earning that callup and then what their debuts were like. Earning a call-up can be a very emotional time. Many were high school or college stars who worked their way up the professional ladders for years in the minor leagues. Wells described the moments after he was told he was getting called up at the age of 25. “I’m walking back to the hotel in Durham, and I call my dad … I told him I was getting called up to the big leagues, and it was a good moment. We both got teary-eyed and cried, ’cause we knew this was something I had wanted my whole life.” El Dorado County resident Randy Lerch is profiled in the book and made his MLB debut on Sept. 14, 1975. Lerch was coming off a Double-A season where he won 16 games with a 2.69 earned run average when Philadelphia Phillies farm director Dallas Green sent Lerch to Veterans Stadium in Philadelphia as the Phillies were finding a spot for him. That night he watched Hall of Famer Steve Carlton pitch from the stands before learning he would soon be Carlton’s teammate. “By the end of the game, Dallas came to me and said the next day I was going to be on the team,” Lerch said in the book. Lerch remembers the details of his MLB debut like they were yesterday and described how windy it was when he got put into the game at historical Wrigley Field in Chicago. His catcher that night was Bob Boone, whose son Bret Boone is also profiled in the book. A dentistry that aims to be a home away from home

or patients of Dale Stanec, Jr., DDS, going to the dentist feels a little like going home.
“We know all of our patients. They’re our friends,” said Dr. Stanec, who works alongside his wife and office manager, Elena, in his Cameron Park office. “The experience in our office is very personal. We’re very small and greet each patient by name when they walk in. It’s a comfortable, homey place to have dental work done, and we like it that way.” Dr. Stanec has been in dentistry in the Cameron Park area since 2002. As a kid, he was “always into science and math” and loved the idea of owning his own business. “I ran a lawn-mowing business as a kid — always had some kind of business going — so becoming a dentist and owning my own practice just made sense,” said Dr. Stanec. Dr. Stanec did his undergraduate work at Cal Poly,
San Luis Obispo and then attended dental school at Northwestern University in Chicago. He graduated from Northwestern in 2001 and says that, although he was born and raised in San Jose, it was a natural draw to open his practice in the foothills. “Elena and I love this area. We had a lot of family and friends here and thought it would be a great place to raise our kids.” In his office, Dr. Stanec offers a full scope of general and cosmetic dentistry with expertise ranging from porcelain veneers and dental implants to crowns and bridges and more. Unlike many other dentists, Dr. Stanec doesn’t employ dental hygienists or other technicians but does all of his dental work himself. “I spend a lot of one-on-one time with my patients. It’s fun for me to do the work myself because I get to spend more time with my patients and hang out with them and really get to know them. It makes it fun to do what I do,” said Dr. Stanec.
Another advantage of keeping his practice small is that, because he sees every patient one at a time, Dr. Stanec can be very thorough and immediately answer any questions that come up. He is also able to really respect his patients’ time. “I am almost always early or on time,” said Dr. Stanec. “My patients know that, so they’re usually early or on time for their appointments, too. It’s a win win for everyone.” Dr. Stanec is located at 3955 Cameron Park Drive — in Cameron Park. His office is right near the Goldorado Shopping Center, directly across from the new Walgreens on Palmer Drive, and is very conveniently located for all of his patients. The move is just one more way Dr. Stanec shows his commitment to providing the best possible care for his patients.

Not all grow lights are created equal. Knowing what your plants need will determine which light would work best. LED lights are becoming increasingly popular because of their longevity but are pricier than fluorescents. However,
they do not provide any heat and that could leave plants vulnerable to freezing in a cold garage, shed, basement or even a greenhouse. Doing some research on various types of grow lights will give you the information you need for your particular situation. Talking to nursery personnel and looking through gardening catalogs as well as going to reputable internet websites will get you started on your way to deciding what type of grow lights to use. EDUHSD offers limited open enrollment Classifieds News release The El Dorado Union High School District recently announced that limited open enrollment at El Dorado, Ponderosa and Union Mine High Schools for the 2024-25 school year will be offered to incoming ninth-grade students who reside within the El Dorado Union High School District attendance boundaries. The enrollment projection for the school’s permanent capacity will allow for 35 transfers at El Dorado, Union Mine and Ponderosa. I love being part of this community and helping children learn and grow. With 4 children of my own (now 25, 22, 13 and 12), my own journey began in the daycare preschool field because I was unhappy with the care and education I was receiving.
The teachers at The Gift of Kids Daycare and Preschool include talent that brings us music, yoga, and even Spanish on a daily basis. We have been working with soccer shots for over 8 years and have a very structured and advanced curriculum! Teachers here are all educated in child development, CPR and First Aid certified, and make it a priority to continue their education.
