EDHCSD plans to pay cash for old golf course Noel Stack Managing editor The El Dorado Hills Community Services District has opted to use cash funds to purchase 55 acres of the old Executive Golf Course from Serrano Associates. The unanimous decision came after discussion at Thursday night’s board meeting, at which CSD directors were presented with several financing options for the $10 million purchase. CSD Director of Administration & Finance Teri Gotro recorded a presentation for the directors and audience, referencing a 10-page staff report that notes, “This option to pay $10 million in cash would require the district to deplete the Capital Deficiency Reserve Fund and reduce the current capital project list by $1.55 million.” Gotro recommended pulling the $1.55 million from the Bass Lake Regional Park project. “And the reason n See Golf Course, page A5

Red Hawk Resort and Casino in Shingle Springs may add an event center and the Shingle Springs Band of Miwok Indians is making plans to provide additional housing for its Tribe members. The possibilities for the event center and housing come after the Tribe, which owns Red Hawk, requested the Bureau of Indian Affairs put approximately 210 acres into a trust on behalf of the Tribe, according to a statement from Tribal Chairwoman Regina Cuellar. The vast majority of the land would be used for Tribal member housing while 16 acres could be allocated for an event center for Red Hawk, Cuellar said. “Tribes often seek to put their land into trust to safeguard their cultural and natural resources while promoting self-determination,” she said. No construction timeline or estimated cost of the event center has been provided. Currently there are 10 homes being built for Tribe members on the Shingle Springs Rancheria that are now in the beginning stages of construction. Red Hawk Resort and Casino became debt free in 2021, and now it has earned enough money for the construction of homes for Tribe members. An event center would be the third expansion for Red Hawk following the construction and opening of its resort hotel and The Apex entertainment complex. The center, planned to be constructed on two parcels west of the resort, would have capacity to host events such as concerts and conventions. “The chambers of commerce and other business entities have reiterated many times that El Dorado County does not have sufficient meeting, conference or events space to accommodate the demand,” Cuellar states. “The Tribe is hopeful to alleviate some of that need while keeping the business in El Dorado County.” CEO of the El Dorado County Chamber of Commerce Laurel Brent-Bumb affirmed Cuellar’s claims while making public comment during the Board of Supervisors’ Tuesday, Dec. 12 meeting. The board discussed sending a letter to the BIA to address potential impacts its tax rolls and special assessments, among other impacts. “If the Tribe does intend to move forward with an event center, it is something that is desperately needed in our community,” Brent-Bumb said. “It will benefit everyone everywhere because of the trickle-down economy and we are very excited about that possibility.” The parcels are located west of Shingle Springs Drive and north of Home Court. The entirety of the land itself is on 24 parcels adjacent to the Shingle Springs Rancheria. According to El Dorado County documents, the total assessed value of the approximately 30-acre site is more than $660,000 and property taxes that would be collected are around $6,658. That value would be higher if the parcels, two of which are currently undeveloped, had homes built on them. One of the parcels has housing built on it, documents show. The parcels are currently zoned for residential use with minimum lot sizes of 10 acres. The letter states the county is supportive of the

Ramona 84, passed away peacefully at home in El Dorado CA. She was a loving, kindhearted wife, mother, sister, auntie, cousin, grandmother, great grandmother, & she would let you know if you were off track, for she always wanted the best for her family. She was preceded in death by her husband, Earl Verbeck, son, Joseph Valdez Jr., grandson Randall Williams & great grandson Noah Biagioni, parents, Walter & Lorena Tripp, siblings: Richard Tripp, Walter Tripp Jr. and Casey Urjevich, she is survived by her sister Melody Vonglahn, daughters: Chrissy Buford, Annette Faircloth, Candace Kowalla, sons: Tony Valdez, Joseph Valdez III, 10 grandchildren, 7 great grandchildren, and many nieces, nephews, and cousins. She will be greatly missed by her loving family and always remembered in our hearts. Ramona worked for the United States Postal Service for 35+ years. She loved spending time with her immediate and extended family, enjoyed yard sales, thrift stores and gardening. She was very involved in the community helping elders, and she cherished her Native American culture where she enjoyed Native Gatherings, traditional dance and songs as well as sweat lodge. For El Dorado County, she was a driver for Meals on Wheels, she served on the Cemetery Committee for all Native American Cemeteries in El Dorado County, and she chaired on the Inter-Tribal Council. Graveside Service will be held at the Blackwell Ranch Cemetery on Tripp Road, Nashville Ca., Saturday, January 6th, at 11 am. After the service a Celebration of Life will immediately follow at the El Dorado Community Hall, 6139 Pleasant Valley Road, El Dorado where a potluck lunch will be served. Flowers can be sent in her name to 6322 Page Lane, El Dorado CA 95623. The family thanks everyone for their continued love and support and want all to know they are welcome to celebrate Monie’s life with them. Karen Kay Mansel (nee Rupp), 1941 – 2023, of Georgetown, CA left this world for the arms of her Savior, Jesus Christ, on December 6, 2023. Karen grew up in Lancaster, CA and married Jim Mansel shortly after high school graduation. She is survived by her family: husband Jim, daughters Kathee Grgich (Steve) of Placerville, Kandee Swindle (Jeff ) of Oregon House, and son Loren Mansel (Christi) of Elk Grove and grandchildren – Nate Grgich (Janae) of Placerville, Michael Grgich (Jenn) of Placerville, Joel Grgich (Laurie) of Camino, Jon Grgich of Placerville, Calvin Mansel of Elk Grove, Andrea Mansel of Elk Grove, Kelsee Swindle of Oregon House and Danica Mansel of Elk Grove and 13 great-grandchildren. Most of her life was spent in San Martin, CA where Karen and Jim were very involved with the San Martin Horsemen’s Association, the Henry Coe State Park Mounted Assistance Unit, Santa Clara County Parks Volunteers, the Evangelical Free Church of San Jose and South Valley Community Church. Karen was active in NATRC competitive trail riding from 1973-89. She was widely respected as a teacher of horsemanship and equine care. Karen and Jim moved to Georgetown, CA in 2006 where they remained active at the Mother Lode Church, Progress House, and Forward Bible Camp. Karen was a welcoming and warm woman who considered everyone a friend. She and Jim were always ready to lend a helping hand anywhere they could. She loved living among the evergreens in Georgetown as she always dreamed of doing since growing up as a child in the desert of Lancaster. A Celebration of Life will be held on January 6 at the Mother Lode Church in Lotus, CA at 1:30 pm. In lieu of flowers, a memorial camp scholarship fund has been established for children to attend Forward Bible Camp (forwardbiblecamp.com).

Jack Clayton Stephens
Jack was born to Elmo and Fay Stephens in 1946. He passed away Nov. 30 due to cancer and put up a long fight. He served in the Army for three years and spent a year in Vietnam with the 101st Airborne Division and stateside with the 82nd Division. His career in banking started with Bank of America and lasted 32 years moving from Redding, Chico, Oroville, Grass Valley, Sacramento, and ended up as a bank manager in Placerville. There he joined the Rotary Club and was a member for many years and became president in 1997. Jack loved to care for and help people until they reached their max potential. He was the type of guy you silently hoped to be paired up with in golf and that is the highest compliment. Jack was a member of the Skins game playing three times a week and won many tournaments. He was very proud of being Senior Golf Champion four years in a row at Cold Springs Country Club. Jack also played in the Bank of America Pro-Am where he played with Frank Nobilio. Although Jack loved his golf, the most important thing to him was family. He married the love of his life, Amy, in Hawaii and they enjoyed travelling back to the various islands. He is survived by his wife, Amy, daughter, Karen Jensen (Scott), sister, Naomi Mikesell (George), brother, Larry Stephens (Darla), sister, Jean Cain (Troy), stepdaughter, Pam Law, and his beloved grandsons Greg and Sam Law. His friends were many and he will be missed dearly by all who knew and loved him. A Celebration of life will take place at a later date. Donations in Jack’s memory may be made to the American Cancer Society or a charity of your choice.

DENTAL HEALTH WHILE BREASTFEEDING While breastfeeding your baby, it’s important to take extra care with your oral health. Although breastfeeding can significantly improve your child’s oral health, it increases the risk of tooth decay and dental disease for the mother. Growing babies need a lot of calcium, and sometimes calcium is pulled from the mother’s bone mass. Getting enough calcium while breastfeeding will help maintain healthy teeth and bones. A calcium deficiency can lead to gum infections, gingivitis, and periodontal disease, which can damage the jawbone and lead to tooth loss. This should not discourage you from breastfeeding your baby, however. Take measures to practice good oral hygiene, drink plenty of water, avoid sugar, eat more
calcium, and visit your dentist more frequently. Prevention is key to optimum dental health for patients of all ages, from breastfeeding moms to senior citizens. Through good habits like choosing a dental-friendly diet and proper brushing and flossing, you have a lot of control over your dental health. Progressives frustrated by failure to enact agenda

eemingly, California is a deeply blue state in which Democrats hold virtually all of the levers of political power, including all statewide offices and three-fourths of the Legislature’s seats. How short sighted it is on the part of certain members of the House to somehow think it’s acceptable to hold the solution to our border problem as ransom for the torture, rape and very lives of the freedom fighters in Ukraine. Do they assume Putin will stop there? Do they not understand that this is likely to embolden not only Russia but China to invade territories they covet? We need to get over the bickering about whether Biden is old or Trump was cheated out of the 2020 election and realize this country is at a crossroads between being seen as the leader of the free world or a laughing stock. Working in California subject to audit EDITOR: ur small business was recently subject to an audit by the Employment Development Department because we simply contracted work with another small business. To be clear, our business was not the target of the audit; that was the other business. But that did not stop EDD from demanding proof that we were

a legitimate business, including providing bank records, EIN number, website data and business agreements. In addition to providing these pieces of evidence, the EDD auditor contacted us to ask additional questions. Ultimately, he asked “if we were being treated well” by the other business. Which we answered “Yes.” Small business owners beware: EDD officials are not merely investigating AB 5 payroll fraud, apparently they are also taking it upon themselves to determine employee/employer status and also determine “wellness.” It is amazing the EDD has the staff level and capacity to randomly audit legitimate businesses in California while it still cannot identify the criminals and root causes of the $20 billion lost in unemployment benefit cards. But pursuing obvious criminal conduct isn’t in fashion with state of California politicians or bureaucrats; they would rather shake down businesses. No wonder businesses are leaving California. This recent experience has certainly prompted us to start the moving process. Of course, that won’t stop the EDD and Franchise Tax Board from pursuing us to our new destination. California has entire departments within these agencies to attempt to extract money from past residents and “foreign corporations.” Free enterprise, like other freedoms in California, is long gone. seminar participant, attorney and organizer Robb Smith, wrote in Capitol Weekly a few months ago. “Why not, when we have such a large pool of leftleaning voters? Because securing long-overdue social and economic justice reforms across our state will require a much greater focus on coalescing voters to first approve structural changes in state governance.” The term “structural changes” means contesting state laws, some of them in the constitution, that make it difficult to raise taxes that would be needed to finance the movement’s agenda, even if the state didn’t have a big budget gap. The same lament is also found in another appeal this week from the California Earned Income Tax Credit Coalition, which supported the state’s initial efforts to raise incomes of poor families by giving them refundable state tax credits. The coalition, citing rising levels of poverty, called on legislators to protect the tax credit and other programs to support poor families as they deal with the state’s
huge budget deficit — by raising taxes if necessary. The coalition specifically supports Senate Bill 220, which would increase corporate income taxes. Legislative leaders have issued pro forma assurances that they will protect vital programs as they deal not only with the $68 billion current deficit but projections of multibillion-dollar shortfalls for years to come. However, something will have to give — unless they muster the will to raise taxes on corporations and the wealthy that progressives seek. Newsom has adopted a no-new-taxes mantra as he moderates his national image, but he also opposes a business-backed ballot measure, scheduled for the November 2024 ballot, that would make it even more difficult to increase local and state taxes. Its passage would be the ultimate setback for progressives who already feel stymied. Placerville resident celebrates a birthday milestone Malachi Parker Staff writer
D
ick Edmonds, born Dec. 13, 1923, in McLouth, Kan., recently celebrated his 100th birthday with family and friends. The Placerville resident and World War II veteran has called many places home in his Dick Edmonds joined the lifetime. Marines after high school, Edmonds graduated receiving an honorable from high school in discharge in 1945 Kansas in 1941 and played football all four years. His youthful dream was to attend the University of Nebraska and beat the University of Southern California in the Rose Bowl, but the attack on Pearl Harbor changed his goals. As soon as Edmonds graduated high school he enlisted in the Marines and served for four years until he received an honorable discharge in 1945. Edmonds pursued a higher education and graduated from Hardin-Simmons University in Abilene, Texas in 1950. Shortly after graduating, Edmonds shared, “I met a brunette girl with a beautiful soprano voice and fell in love.” Edmonds and the lovely Judy Watts got married the year they met and stayed married for nearly 60 years until Judy died in 2010. Devoting time to God, they traveled across the states and performed in churches together. The couple has three kids, two sons and a daughter, and Edmonds is surrounded by family to this day as he has six grandkids and 16 great-grandkids. The centenarian said his secret to living a long, fulfilling life is trusting the Lord Jesus and having wonderful inspiration, specifically naming his wife Judy as his. Edmonds fully retired from church work after Judy passed but is still an active attendee and involved in committees at Placer High Baptist Church. He still does tai chi every evening before bed.

Simon’s distinguished career spans various educational roles, reflecting a deep commitment to transformative leadership and instructional excellence. To bid on this Project, the Bidder is required to possess one or more of the following State of California Contractor Licenses: A License and/or B License The Bidder’s license(s) must be active and in good standing at the time of the bid opening and must remain so throughout the term of the Contract. 6. As security for its Bid, each bidder shall provide with its Bid form • a bid bond issued by an admitted surety insurer on the form provided by the District, • cash, or • a cashier’s check or a certified check, drawn to the order of the Buckeye Union School District, in the amount of ten percent (10%) of the total bid price. This bid security shall be a guarantee that the Bidder shall, within seven (7) calendar days after the date of the Notice of Award, enter into a contract with the District for the performance of the services as stipulated in the bid. 7. The successful Bidder shall be required to furnish a 100% Performance Bond and a 100% Payment Bond if it is awarded the contract for the Project. 8. The successful Bidder may substitute securities for any monies withheld by the District to ensure performance under the Contract, in accordance with the provisions of section 22300 of the Public Contract Code. 9. The successful Bidder and its subcontractors shall pay all workers on the Project not less than the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work as determined by the Director of the Department of Industrial Relations, State of California, for the type of work performed and the locality in which the work is to be performed within the boundaries of the District, pursuant to sections 1770 et seq. of the California Labor Code.
