The evening was late and the discussion short on Tuesday when the Davis City Council selected its next mayor. The council voted unanimously in favor of Vice Mayor Lucas Frerichs becoming mayor effective July 5 and Councilman Will Arnold becoming FRERICHS vice mayor. Next mayor But Frerichs will likely serve just six months in the role, as he will assume the job of county supervisor beginning in January. The council expects to discuss options for filling Frerichs’s seat at its July 19 meeting and will appoint a new mayor and vice mayor following his departure next year. Options for filling the District 3 council seat include calling a special election or appointing Frerichs’s replacement. More than a decade ago, in 2011,

UC, state to boost student voting By Caleb Hampton Enterprise staff writer On Wednesday, the University of California and California Secretary of State Shirley Weber sealed a new partnership aimed at increasing student voter turnout in elections. UC President Michael V. Drake, Board of Regents Chair Richard Leib and Weber signed the resolution Wednesday at UC Davis. “The University of California remains actively committed to cultivating and supporting civic engagement among our stu-
dents and campus communities,” Drake said. “I’m very pleased to sign this resolution affirming our strong partnership with the Secretary of State to encourage young Californians to exercise their right to vote.” In recent years, the university has made systemwide efforts to increase student participation in elections. Those efforts included distributing information on voter registration and setting up state-approved voting centers on campuses to
make it easier for students, staff, faculty and community members to vote. The new resolution will build on these initiatives. It includes a joint commitment from the UC system and the Secretary of State’s office to “foster civic engagement” and from UC to “continue educating students and community members about registering to vote and participating in elections. The university has also committed to establishing a point of contact on each campus to distribute
Council extends of Chiles Ranch deal By Anne Ternus-Bellamy Enterprise staff writer The Davis City Council voted unanimously Tuesday night to extend the development agreement for the Chiles Ranch subdivision for two years. Since 2009 when the project was first approved, the large parcel on East Eighth Street that is to become home to 96 housing units has remained vacant. Local developer Don Fouts has said first the Great Recession and later the pandemic — as well as his projects at Grande Village and El Macero Villas — delayed breaking ground at Chiles Ranch, but he’s now ready to proceed.

The problem? The development agreement approved for the project will expire in July, requiring an extension. Fouts reiterated Tuesday night that he was seeking only an extension of the agreement, not any modifications. However, the Davis Planning Commission in early June recommended that the council not approve an extension without modifications. Specific changes sought by planning commissioners included removing limitations on accessory dwelling units (as required by state law), increasing affordable housing in lieu fees, adopting a federal definition for first-time homebuyers, and

adding requirements for tree maintenance. Fouts told the council on Tuesday that he agreed with all of those recommendations except increasing the in lieu fees. Under the current development agreement, Chiles Ranch will include 12 affordable units on site and Fouts would pay in lieu fees for eight affordable units elsewhere. But those in lieu fees — $75,000 per unit — were deemed too low by the Planning Commission, which suggested they be raised commensurate with the cost of living increase since 2009. But Fouts noted Tuesday
