FAIRFIELD — A 30-year-old Fairfield man was jailed last week in connection with the July 7, in-home armed robbery and assault of a 70-year-old resident. The Fairfield Police Department was able to use the Flock Safety System license plate reading capability to create a kind of vehicle profile that helped detectives locate Omari D. Garland, who had been identified as a possible suspect in the case. Garland was arrested on Thursday and booked into county jail on suspicion of the felony, the police reported. “It’s been phenomenal,” Fairfield police Lt. Jausiah Jacobsen
said about the system. He helped the department roll it out last June. “We started testing it out with a couple of (officers) in June and. it went fully live in July,” Jacobsen said. “The first six months, we had over 60 arrests.” He said he remembers a homicide suspect out of Stockton was arrested after the vehicle he was driving triggered the system. The police also got a gun off the street after arresting the person in the car with him. Flock is used by the Solano County Sheriff’s Office as well as six of the seven city police departments. Dixon is the lone city without a Flock contract. Earlier last week, the Flock system in Suisun City alerted officers on a vehicle out of San Fran-
cisco, which lead to the arrest of Tamia Young, 23, of Suisun City, on several warrants related to retail thefts in six counties, the police department posted on its Facebook page. “Suisun City Police Department along with San Francisco Police Department worked together in the arrest and Young was extradited to San Francisco for booking,” the Facebook post states. Fairfield has 56 Flock cameras. The cost to the city for the cameras and service was not immediately available, but a Flock spokeswoman said the average cost is about $2,500 per camera per year, and that covers software and other services. She said the cost to Fairfield See Flock, Page A8
White House considers emergency declaration to fight climate change Tribune Content Agency WASHINGTON — President Joe Biden will announce executive action to confront climate change after a key senator blocked legislation, but he’s holding off for now on an emergency decree that would allow him to marshal sweeping powers – and billions of federal dollars – against global warming. Biden will outline his moves in a speech Wednesday at a shuttered coal-fired power plant in Massachusetts, vowing that he won’t allow a congressional impasse on climate legislation to prevent urgent work to slow rising global temperatures, according to people familiar with the matter. White House officials are still weighing a separate declaration that climate

President Joe Biden speaks vir tually at the Major Economies Forum on Energy and Climate, in the South Court Auditorium at the White House, June 17. change is a national emergency – a step that would unlock broad executive powers to propel clean-energy construction, restrict oil drilling and curb fossil fuel use. The emergency order is one of several tactics now
under deliberation, as the White House weighs strategies to demonstrate Biden’s commitment to clean energy without jeopardizing ongoing talks on health care legislation in Congress. Any move to deploy emergency powers against fossil fuels risks alienating Sen. Joe Manchin, the West Virginia Democrat who last week withdrew his support for climate and tax legislation but whose vote is still critical to pass the health measure under fast-track budget reconciliation procedures. Nevertheless, an emergency order would be a potent way for Biden to show he’s committed to addressing the climate threat before November’s pivotal midterm elections. After Manchin slammed the brakes on clean energy and climate provisions in the reconciliation package last week,

FAIRFIELD — One confirmed case of the rare monkeypox disease has been identified in Solano County, and there are two probable cases pending verification with the Centers for Disease Control and Prevention. “Public Health is monitoring the situation closely to ensure the health and safety of Solano County residents and limit the spread of the disease,” Dr. Bela Matyas, the county public health officer, said in a statement released Tuesday. “Though the risk of infection is very low, we encourage people who may have been exposed to contact their medical provider immediately and watch for symptoms.” Matyas, in a phone interview, MATYAS said that the individual with the confirmed case was hospitalized for a short period, and because of that, the virus actually was identified in a commercial laboratory and did not require CDC confirmation. The two probable cases actually came to the attention of Public Health earlier. That virus sample was sent to the state and then on to the CDC, Matyas said. But Matyas emphasized that the general public is not at a high risk of transmission because it takes “sustained physical contact” to get the disease, which is why it is often passed along during sexual activity. “But it is not a sexually transmitted disease,” Matyas said. “Monkeypox is a rare disease caused by infection with the monkeypox virus, which is related to the smallpox virus. House passes same-sex marriage bill Tribune Content Agency
discussions accelerated among Biden’s allies and within the White House about steps the president could take unilaterally. The president has insisted he would “not back down” from the fight. “If the Senate will not move to tackle the climate crisis and strengthen our domestic clean energy industry, I will take strong executive action to meet this moment,” Biden said in a statement Friday
WASHINGTON — The House passed a bill Tuesday to repeal the Defense of Marriage Act and codify legal recognition for interracial and same-sex marriages nationwide, part of the legislative response from Democrats to recent Supreme Court decisions. The House voted 267-157, mostly along party lines, with support from Democrats and 47 Republicans, to send the bill to the Senate. The measure would repeal the 1996 law that prevented the federal government from recognizing same-sex marriages, as well as mandate that all states honor out-of-state marriages regardless of the race, gender or sexual orientation of the couple. Democrats argued the measure was needed following last month’s Supreme Court ruling that reversed Roe v. Wade, the landmark 1973 decision that established a constitutional right to an abortion.
