It’s the beginning of a new era for NASA that promises to not just return humans to the lunar surface, but to press on to Mars. “We are explorers and adven turers as a species,” said NASA Administrator Bill Nelson at a news conference Saturday. “That basically is the fulfillment of our destiny. But in that exploration, we’re going to learn new things and develop new things that are going to improve – just as it’s been under our space program – our lives here on Earth.” That’s the high-minded end goal of the Artemis program, originally announced by Presi dent Obama in 2012, but pushed forward by both President Trump and Biden, on a timeline that will last through at least the next five presidential terms with humans walking on Mars by 2040 if not earlier, Nelson said. Bhavya Lal, NASA associate administrator for tech nology, policy and strategy, said the program has a “politically resilient architecture” that can help see the missions through. “NASA is at a historic inflec tion point, poised to begin the most significant series of science and human exploration missions in over a generation,” she said. That future, though, relies on the success of Monday’s planned launch of the first Artemis flight, when the Space Launch System rocket topped with the Orion spacecraft looks to lift off from Kennedy Space Center’s Launch Pad 39-B during a two-hour window that opens at 8:33 a.m. Space Launch Delta 45’s weather squadron’s forecast calls for a 70% chance for good launch conditions. Backup launch opportunities fall on Sept. 2 and Sept. 5. Making history If it lights, the SLS will become the most powerful rocket ever to lift off from Earth, sending Orion into space with 8.8 million pounds of thrust, surpassing the strength generated during the Apollo launches of the 1960s and ’70s. Some of my best parenting moves were discoveries I made just by trying something out to see what would happen. Some times Kaci would wake up in the middle of the night (how come it’s always the middle of the night and not two-thirds of the night or three-quarters of the night?) and be hungry. I would have bottles of Similac at the ready in the fridge, but the only problem was, according to con ventional wisdom, they had to be warmed up first. More than once I heated a bottle up in a pot of water on the stove and since it was, again, the middle of the night, I was groggy and it got too warm. I then had to mix it with a refrig erated one to cool it down and well, you can see what an immense hassle that could and often did become. So one zero dark thirty morning I tried just plugging a bottle straight outta the fridge into Kaci’s shrieking pie hole without warming it up first. She was totally cool with chilled Similac. I felt like a genius. Please don’t tell Kaci this, but years later I success fully used this same technique on my Chiweenie, Chunky Tiberius Wade. I used to buy some expensive doggie sauce to moisten his dry kibble and one day just tried good ol’ inexpen sive H2O and he was totally cool with it. Genius times two. Be the paparazzi, but be Papa first My wife Beth and I took a bunch of pictures of my daugh ter when she was a kid that I cherish. They include one with me holding her above my head with one hand, the time we were at Sierra Bible Camp and she was playing with ashy logs and wiped the muck all over her face, having a tea party with Winnie the Pooh, Tinky Winky, Elmo and others and many

As for what to call Scott, there are many choices that include Grandpa, Grampa, Gramps, Granddad, Boppa, Boppy, Grampy, Pawpaw, Poppy and Pops, among others. I will, however, henceforth and forevermore refer to Scott as Grandpappy after Popeye’s pops, Poopdeck Pappy. When I was a new dad in the late 1990s, I encountered a slightly annoying phenom enon that I referred to by the acronym TUBA. It stood for Totally Unsolicited Baby Advice. It seemed that wher ever I went, people were giving me pointers about how to be a dad. So while I didn’t love having so many folks giving me their opinions on childrearing back then, I am totally cool with me now doing the same thing many years later. Never underestimate the power of cardboard I remember getting our theninfant daughter Kaci some shiny new toy that was all the rage and that had all the latest bells and whistles . . . only to see her get completely enamored by the cardboard box that it came in and totally disregard the toy. Don’t fear the baby goo When I worked as a bagger at Lucky Supermarket in the 1980s I remember hearing a call for a cleanup on an aisle. When I got there expecting to have to take care of a shattered jar of pickles or salsa, instead I encountered an extremely apologetic young mom who told me the contents of her baby’s diaper had leaked onto the floor. All the way down the aisle. That was when my aversion, terror, maybe even phobia of baby goo was born. But once I had my own lil’ pooping love muffin, that fear evaporated. I quickly learned that baby goo ain’t nuttin’ but a thang. You clean it up, dispose of it and move on. Now, the real horrifying thing was not what came out of her lil’ butt, but what came out of the other end. The screaming and wailing while you desper ately tried to decipher just what the problem was was a much bigger deal. Try stuff

CALMATTERS COMMENTARY COMMENTARYSTUFF States’s ban won’tgas-poweredoncarsbeeasy C alifornia made it official last week: The state will ban sales of gaso line-powered new cars after 2035. Gov. Gavin Newsom, who issued the executive order leading to the Air Resources Board’s adoption of the ban, issued his characteristic boast about Califor nia being out front. “The climate crisis is solvable if we focus on the big, bold steps necessary to stem the tide of carbon pollution,” Newsom said. “California now has a sales100%world-leadinggroundbreaking,plantoachievezero-emissionvehicleby2035.It’sambitious,it’sinnovative,it’stheactionwemusttakeifwe’reseriousaboutleavingthisplanetbetteroffforfuturegenerations.”Declaringthatthesaleofgas-poweredcarswillend13yearshenceistheeasy part. Actually transforming a huge com ponent of Californians’ daily lives, and a big chunk of the state’s economy, will be immensely difficult. Take, for example, driving range. The new regulations want zero emission vehi cles (ZEVs) sold in California to be capable of traveling up to 150 miles without recharging. That might be sufficient for daily commut ing within a compact region. But what about longerLet’strips?saysomeone living in San Francisco wanted to drive to Lake Tahoe for skiing? A 150-mile range would not even cover a one-way trip. The solution might be lots of recharg ing stations along interregional highways, but whereas a fill-up of gasoline might take 10 minutes, recharging electric cars now takes much longer. Is California willing to build the hundreds of thousands of recharg ing stations a complete conversion to battery-powered cars would require? Could Californians drive their mandated ZEVs into other states without running out of juice? Even overnight charging would be a chal lenge. Those who keep their vehicles in home garages might make it work, but how about apartment dwellers? Even if landlords pro vided chargers in their designated parking places, an apartment usually has just one space while most apartments have multiple car-owning tenants. That’s why the streets around housing complexes are packed with parkedHowcars.would the decree affect low-income Californians who typically purchase used cars? Today, battery-powered cars are rel atively expensive. The cheapest new ones run close to $30,000, although federal and state subsidies bring down their net costs. Will those subsidies continue? California has about 29 million cars and light trucks on the road now and roughly two million new vehicles are sold each year. ZEVS now account for about 16% of those sales, the most of any state. Even if 100% of sales are ZEVs, it would take at least 15 years for a complete conversion and while it occurs, we would still need service and refu eling facilities for gas-powered vehicles. Speaking of which, what would happen to the hundreds of thousands of Califor nians who are now employed in providing thoseFinally,services?recharging millions of ZEVs would impose a major new demand on Cal ifornia’s electric grid – not to mention the impact of phasing out home appliances that now use gas in favor of electric devices. California is already struggling to meet the current power demand as it also phases out gas-fired generators in favor of wind and solar facilities. Will we have enough juice for recharging ZEVs, particularly during the night, when the sun doesn’t shine and the wind may not be blowing? Both the reliability of a wind- and sunpowered grid and the availability and price of battery-powered cars also will depend on having enough lithium to build enough batteries to make everything work as envi sioned. Given the nation’s dependence on lithium from other countries and the fra gility of global supply chains, that’s not a small risk. S o, are we living in George Orwell’s famous book, “1984”? A dystopia where “Big Brother” runs every thing? Look at our bloated bureaucracy with its nonstop intrusions into our affairs. Now many Americans on all sides are astounded by Attor ney General Merrick Gar land’s authorized “raid.” And a “raid” it was, complete with automatic weapons and a narra tive against a former president. Many Americans are asking. “How can this happen?” Let me explain. I spent many years as a special agent and a supervisory special agent in criminal cases for the Secret Service and for the Organized Crime Strike Force. I personally obtained or supervised the obtaining of more than a 100 grand jury subpoenas and warrants: arrest, search, and Title III oral intercepts, commonly called “wiretaps.”Useofasearch warrants implies criminality, which was the A.G.’s intent. It’s used legally when other avenues have been exhausted or there is legitimate fear of evidence being concealed or destroyed. The people authorizing and executing one must be worthy of trust and confidence as often property, freedom and some times lives are at stake. Our Fourth Amendment clearly states “. . . no warrants shall issue, but upon prob able cause (sufficient reason based upon facts to believe a crime has been committed or evidence or things are connected to a crime), supported by oath or affirmation, and partic ularly describing the place to be searched, and the persons or things to be seized.” This protects Ameri cans from illegal searches and seizures by overzealous investigators or prosecutors, which is critical in sustaining ourThisrepublic.action can be com plicated, complex and difficult to accomplish, as it should be, because ultimately this can be a devastat ing process. This is why a federal law enforcement officer, whether special agent, deputy U.S. marshal, etc., has to write a sworn affidavit underpin ning the reasons for issuing a warrant. State’s plan to ban new gas-powered cars misguided

C alifornia is once again trying to use govern ment mandates to force its residents to help fight climate change. The state’s latest installment in this longrunning play, a new rule banning the sale of new gaspowered vehicles by 2035, is likely to be as much a failure as its previous efforts were. The proposal is a classic exercise of hubris. The thinking goes like this: The state wants to reduce greenhouse gas emissions, and many of those come from cars and trucks. Therefore, if it bans the sale of new cars that emit those gasses, the people will follow along without much complaint. Cars become electric, greenhouse gas emissions go down and the problem is solved. The problem comes from that little variable the state’s bureaucrats overlook: the people. The vast major ity of people buy cars and trucks to get from one place to another, not to serve some lofty climate goal. They also balance the costs of transporta tion against other goods, like housing and food. If transportation costs rise, they look for ways to cut them to main tain consumption elsewhere. That’s basicPeopleeconomics.buygas-powered cars today in large part because they are cheaper than electric ones. Prices for electric vehicles are substantially higher than for equivalent gas-powered models. The average EV is about $10,000 more expensive upfront, a massive amount for the average household and an insuperable one for low-income house holds. Even the new, more restrictive $7,500 per vehicle tax credit doesn’t fully eliminate the upfront price disadvantage that discourages EV pur chase. Fuel and maintenance costs are usually lower for electric vehicles than for gas-powered cars, but it still takes years for owners to recoup the heavy upfront price premium. Then there’s the battery life and depletion problem. Batteries of all types eventually lose their ability to store electricity, and vehicle bat teries are no exception. The longer you own an EV, the more the battery will deplete and require frequent recharging. This happens more quickly in places with extreme heat or cold – which is to say, most places in the United States outside of California. That means an owner will either have to recharge their car more frequently, raising oper ating costs, or even replace their battery at substantial costs. Man ufacturers typically warranty their battery for 10 years or 100,000 miles, but that’s little comfort for someone who expects to drive their vehicle beyond those points. Then you get the problem of con venience. Gas-powered cars can run for hundreds of miles without needing refueling, and filling the tank takes only a few minutes. EVs are catching up on the ability to go long distances, but they can’t come close to matching the refueling advantage gas-pow ered cars have. Even with a Level 2 charger, which itself costs hun dreds – or thousands – of dollars to purchase and install in one’s home, it takes hours to fully recharge a drained battery. That’s a matter of hard phys ical science, not economics, making EVs a problematic purchase for households that drive long distances frequently.Gettingaround this by purchasing a plug-in hybrid, a combination elec tric- and gas-powered car that the new rule would permit, reduces the impact on climate change the rule-makers are trying to achieve. And the rule also includes a minimum electric range requirement – 50 miles – that new plug-in hybrids would have to meet to be sold in 2035. Almost no current models meet that Olympian standard. Regulators surely expect their mandate to drive cost reductions and technology improvements that can mitigate over time these barriers to EV adoption. But the rule contains its own self-destructive clause by allow ing the sale of used gas-powered vehicles. Used vehicles are already about 70% of all annual vehicles sales. Drivers who can’t afford new EVs will increasingly turn to the used market to get the gas-powered car they really want. That will in turn reduce the demand signals regulators hope to generate to force auto manufactur ers to improve EV technology. It’s like they punched their own holes in a hose even as they plan to try to push more water through it. California’s insistence on top-down mandates is all the more surprising given its own checkered experience with such measures. The state pro mulgated a Low Emission Vehicle mandate in 1990, intending to drive demand and technological change in gas-powered cars to lower conven tional pollutant emissions. The rule flopped spectacularly as demand for the new cars remained low and man ufacturers could not economically produce the desired technological improvements. The rule was watered down considerably, and an analy sis by the Public Policy Institute of California found that most of the envi ronmental improvements over time came from vehicle changes unrelated to the rule’s strictures. This gap between hope and reality is endemic in climate change policy. People have minds of their own and balance climate goals against a host of other considerations. If achieving climate aspirations costs too much, most people will abandon them in favor of other, more personally impor tant goals. That is a reality that can only be overcome by force, much as government can compel behavior during wartime by rationing and price controls. The fact that there’s no polit ical will to impose those measures on recalcitrant Americans means that climate policies like California’s will inevitably fail to reach their goals. California’s new electric car mandate is inspired by the best of intentions. But its ignorance of human nature and economics means it’s likely to be just another case of Califor nia dreamin’. Setting up the future Artemis II will bring four astronauts on a similar mission to orbit the moon, but only for eight days with a launch planned for no earlier than May 2024. NASA officials with the Astro naut Corps said the names of those four crew members are expected to come before the end of theArtemisyear. III will return humans, including the first woman, to the lunar surface for the first time since Apollo 17 astro nauts Eugene Cernan and Harrison Schmidt headed back home on Dec. 14, 1972. The mission is still targeted for 2025, although budget oversight officials have suggested it’s likely to slip to 2026. While four will fly out on Orion, only two will head to the surface. That can’t happen, though, until NASA receives new spacesuits being developed by commer cial partners, and not before SpaceX builds out a version of its in-the-works Starship, which was awarded the sole contract for NASA’s Human Landing System for Artemis III. Its desti nation is the moon’s south pole where scientists say there may be water ice hidden in the shadows of lunar craters that never see the light of the sun. That resource could be harvested to help create both air to breathe and fuel for Artemisrockets.IVwill see a larger version of the SLS rocket bringing out pieces to a lunar space station called Gateway that while much smaller than the International Space Station, is designed to be a weigh station for Orion while astronauts venture to the lunar surface. And in the process he’s achieved something close to divinity.Callitbovinity.Inthesmash-hit revival of “Into the Woods,” he is the beguiling puppeteer partner of Milky White – a sau cer-eyed domesticated animal constructed out of laminated cardboard, lightweight foam, fiberglass rods and a bungee cord. Milky White has nary a line in the musical by Stephen Sondheim and James Lapine, about fractured fairy tale char acters undergoing existential crises. (Then again, poor old Milky does periodically cough andButwheeze.)even without a song to call their own, Milky and Kanagawa have elevated what was once a mere prop in a storybook musical into a three-hanky barnstormer of a character – the cow that rueful Jack of Beanstalk fame (Cole Thompson) is ordered to sell by his eternally fretful mother (Aymee Garcia). One critic even noted (OK, it was me, after first seeing Cameron Johnson in the role) that “if the Tony Awards were ever to divide acting categories into dairy and nondairy, Milky White would be a moo-in.” And I won’t be cowed by the pun police into taking it back. This evocation is not only a breakthrough for Milky White, created by the production’s puppet designer and puppet director, James Ortiz. It’s also a Broadway debut for Kanagawa, a 37-year-old actor, born in Japan and raised in Virginia, who began his stage career at 13 in a 1998 off-Broadway revival of the musical “Falset toland” by the National Asian American Theater Company. Although he’d land other roles, including those of several of the children in a once-annual “A Christmas Carol” at Madison Square Garden, the Muhlen berg College graduate has spent much of his career offstage, waiting tables. “I didn’t think that I could keep it up, and I quit a couple of times or tried to,” Kanagawa said of acting, in an interview at Joe Allen, the theater dis trict watering hole. “And then I’d be like, ‘Oh, but I don’t know that I can do anything else.’ So I stuck with it.” It was a stick-to-it-ive ness that paid off, especially as he’d worked before with Ortiz, who was given the task by the revival’s director, Lear deBe ssonet, of finding an actor who could merge soulful identities with a gangly puppet and sing in ensemble numbers with the likes of Sara Bareilles, Brian d’Arcy James and Phillipa Soo. Bareilles, like Kanagawa, was in the cast when the revival premiered earlier this year off-Broadway, as part of City Center’s Encores series; James and Soo were among those who joined the production for Broadway, where its run at the St. James Theatre has been extended through Oct. 16. “I really wanted to make sure I had a performer who could do this,” Ortiz said in a phone interview. “It had to be a musical performer. Kennedy had never puppeteered, but I thought he would be the one.” That supposition proved fateful, as Ortiz, Kanagawa and deBessonet fashioned a new fangled Milky White, one with an interior life – or at least one far more lovable than the cow statue in the 1987 original pro duction. That jokey prop would evolve in subsequent reviv als, such as in Fiasco Theatre’s charming 2013 revival, in which Milky White was played by a flesh-and-blood actor. But no prior Milky White has embod ied the captivating creative spirit of the musical to the degree this one has. That imag inative evolution expresses the valuable essence of revisiting timeless material, and the ways new generations of artists rein vigorate the inspired ideas of their“Certainly,predecessors.Milky White having a full emotional life is neither in the text nor in the original fairy tale,” deBessonet said, in a separate interview. “James just created this crea ture that provoked so much feeling. And then we cast Kennedy, who then took this further, adding this layer of life, thisTherichness.”richness, it seems, was the result of three minds cir cling an idea until it took shape in inanimate form. “A fairy tale is a fantastic melting pot to work with,” Ortiz said. “The best thing about working with Lear is she really wanted to give us parameters, the rules being, let’s make sure the words and the actors and their faces are the most important. As we started moving toward what the cow could be, I started doing doodles, and then it was: ‘Can you make this face sort of look like this, sad puppy face?’ “ Milky White, in other words, became the stand-in for every one’s own golden retriever or tabby. “So then, how do we embody more ‘pet,’ which translates to dog or cat move ment?” Kanagawa said. “And we really wanted audience members to be able to see their pets and project them onto a cow, so that they get what Jack is feeling when he has to sell her.”

In the show, Kanagawa, wearing suspenders and black gloves, grasps the handles atop Milky’s body and wills himself into a Milky mind meld. He also has puppeteering duties as enchanted birds who whisper warnings to Soo’s Cinderella, and as one of the massive shoes of a marauding Giant voiced by Annie Golden. Milky, though, is his coup de théâtre. His gaze rarely strays from Milky’s head as he plants her, with canine-like fealty, alongside Jack. One reads into his neutral expression Milky’s mournful contemplation of doom – mir rored, too, in the cow’s big, glistening eyes, made out of a foam that has been painted with a clear“Intoresin.the Woods” happens to be Kanagawa’s favorite musical – he sang Jack’s “Giants in the Sky” in another concert version – so finding his inner livestock was a special joy. A gleefulness emerges on the select occasions when the band plays and the spirit takes Kanagawa and Milky into the rhythm of a song, as happens Jesse Dittmar/The Washington Post Kennedy Kanazawa at the St. James Theatre.

Intense racing at Daytona The dark clouds looming overhead come Stage 3 made the drivers at or near the front of the pack more aggres sive than ever — all of them, as aforementioned, not wanting to be caught playing conserva tively when the race was called for good. But the intensity didn’t begin during the race’s final stretch. It began early. Kyle Busch, the multitime Cup championship winner, cracked a smile and shrugged when asked about Sunday’s intense racing. “I was just like, ‘Why are we doing this right now? On Lap 2? Lap 3?’” he said. “So I rolled out, and I went to the back, and I’m getting my footing and everything right and just kind of watching everything prog ress. Then I made my way up toward the front, and we were able to collect some good stage points, which was good.” There were three other notable wrecks that loomed large on Sunday. The first arrived on Lap 31: Denny Hamlin appeared to get loose from the front and spin out. Erik Jones, Christopher Bell, Brad Keselowski and Blaney were all involved. The wreck knocked Kesel owski out of the race – and out of the playoffs.

The weather loomed large all weekend at Daytona. It delayed the start of the Xfinity race on Friday. It postponed Daytona’s Cup race from Saturday night to Sunday morning. But it also impacted Sunday’s style of racing. Stage 3 wrecks largely started from P2, P3 and P4 — a result of drivers not wanting to be caught in second when the inevi table storm made landfall. Michael McDowell, who wrecked in Stage 3, was honest about his aggression. It’s wide open that whole last run there. It’s a shame. It stinks. But just too much damage to have the speed to do what we needed to do.” When the field col lected ahead of Dillon’s dash to the front, Blaney had a 14-point lead on Truex. But with all of the disabled cars from the wreck parked, Blaney made up the laps he was behind on a large chunk of the field, eliminat ing the deficit. And when Truex fell from near the lead back to eighth, the point differential swung in favor of TylerBlaney.Reddick, Dillon’s teammate for Richard Childress Racing, finished in second. Timing up with Trey Kittle and the receiv ing corps are still in the process of getting used to quarterback Trey Lance, and vice versa. Once the roster is set, cre ating a bond and trust with Lance will be a focal point. “I think there’s a lot of importance in how we make plays, get open for Trey, make him more comfortable and make him want to throw us the football,” Kittle said. Kittle said he’ll leave the Xs and O’s to head coach Kyle Shana han and quarterbacks coach Brian Griese and simply exchange ideas with Lance based on what he’s seeing. Lance was 7-of-11 for 49 yards in a 17-0 preseason loss to Houston, missed a throw to Kittle once and didn’t get him the ball when he appeared to be open on another. “If it pertains to my route I’ll ask, `What did you see? This is what I saw,’ ” Kittle said. “Maybe we can work together a little bit better on that. I know Trey’s OK. I’m not worried about Trey by any means. He had good plays, he had bad plays. It was a very vanilla game plan, and we weren’t in rooms studying our game plan. We were still in camp practices. It will look a lot different when we actually spend time game-planning.”Although Shana han doesn’t put much stock in the preseason, the topic of penalties (11 for 104 yards against Houston) is bound to come up. “I think our biggest issue on offense this past week was we had what, a hundred-thousand penal ties and an entire football field in yardage?,” Kittle said. “We’ve got to eliminate those.
