Mia had arrived last month at the Beagle Freedom Project in Los Angeles with eight of her newborn puppies after the rescue operation earlier this Shannonsummer.Keith, pres ident and founder of Beagle Freedom Project, said the duchess’s team reached out and that Meghan said she had been a longtime sup porter of the nonprofit. After an initial call, Harry and Meghan set up an inperson visit with mama Mia on July 25 and final ized the adoption this month, Keith said. “The minute they walked in, though, Mia ran to them, tail wagging,” said Keith, who is also an animal rights lawyer. “It’s as if she knew, ‘Oh, these are my people.’ And they were just immediately loving on her. I don’t make them for my husband and me, because we don’t need to eat them. But I often made them when my kids were growing up, and will, if one of the grandkids sleepsWileyover.is9. He loves pancakes. He and my husband were good sports this morning. They’ve learned not to complain. (Once, when I gave Wiley a cookie, he said, “Nana, I don’t want to hurt your feelings, but this doesn’t really look like a cookie.”) These pancakes looked like pancakes. But they were thick. And dry. tors last year found dozens of animal-wel fare violations at the Virginia facility run by Envigo, an Indianapo lis-based company that breeds and sells dogs for testing purposes to the pharmaceutical and biotechnology industries. The U.S. Department of Agriculture raised con cerns that dogs in the facility were suffering en masse from “discom fort, lethargy or stress” because of stifling tem peratures; that food dispensers were riddled with insects; and that hundreds of puppies had died of “unknown causes” in a seven-month period. Keith said Beagle Freedom Project has taken in 25 of the 4,000 beagles from the facility in Cumberland, about 50 miles west of Richmond. The Humane Society has worked with federal agencies to coor dinate the rescue. “We have removed close to 3,000 beagles from Envigo so far, making this adoption a heartwarming represen tation of the thousands of new beginnings unfold ing for these dogs,” Kitty Block, president and CEO of the Humane Society of the United States, said in a statement to The Post. “We are deeply moved by the many individuals and more than 75 shelters and rescues all over the country who have already opened their doors to beagles spared from a life of suffering in a laboratory.”

In his 80s, when he was hospitalized for a dia betic infection in his foot, I listened as a doctor sug gested changes in his diet to improve his health. Bob listened politely, nodded and said, “You’re an excellent doctor. I appreciate your advice. I’ve had a great life. I don’t plan to change it. Whatever time I have left, I just want to enjoy it with my family and friends.” The doctor smiled. “Sounds like a good plan,” he said. When the voice in my head starts cracking its whip, telling me I need to shape up, I think about my father-in-law’s plan for the last years of his life. I, too, have had a great life, more happiness and blessings than I ever dreamed possible. I wake up each day just to see what will happen next. But even on the best of days, there are always things I’d like to change, or at least, try to do a little better. Here are a few: n I want to sit less and move more, so I can keep moving. n I want to think less and trust more, to feel more at peace. n I want to ask more questions and do less talking, because asking is how we learn and learn ing keeps us alive. n I want to be a better person as a wife, mother, grandmother, friend and even a better cook, because the world needs our best in everything we do. n I want to enjoy life with the people I love and know that they love me, too, just as I am. We aren’t meant to be perfect. We are meant to be ourselves, just trying to do the best we can. I wish someone would explain that to the voice in my head. vehicle crash. The most serious injury was a broken leg suffered by a driver in the eastbound lanes. A passenger in that car sustained a minor injury. Both were trans ported by ambulance to a nearby hospital, the Cal ifornia Highway Patrol reports. The truck driver also was transported to a local hospital with what was described as a minor injury. All the eastbound lanes were closed for a short time, and three of the four lanes for about five hours. Traffic was backed up to the outskirts of Fairfield. As of noon, the far-left lane of the westbound lanes was still closed as a wrecker worked to clear the tomato truck from the scene, the CHP said. The incident started about 5 a.m. west of Mason Street and east of Alamo Drive when the tomato truck and another vehicle collided. The truck struck a second vehicle, then veered into the median where it hit the guard rail, tipped and spilled its load across the eastbound lanes. That set off the fourvehicle crash on that side of the interstate, the CHP said. The incident did not affect the work areas of the state Department of Transportation, which is adding Express lanes in the area.

The Lonesome Louis team relay gets its name from the one bike – even tually dubbed “Lonesome Louis” – that remained chained to a fence for more than a decade when the U.S. Navy’s Mare Island Shipyard shuttered in 1996. Like most states, Cal ifornia does not require kindergarten as part of its compulsory education laws. California children who are 5 years old are eligible for kindergarten, but are not required by law to attend school until they are 6 years old. Under SB 70 by Sen. Death of person with monkeypox reported DALLAS — Texas health officials reported the death of a person diagnosed with monkeypox Tuesday, and if confirmed to be the cause, could be the first known fatal case of the virus in the UnitedAccordingStates. to the Texas Department of State Health Services, the patient, who was not identi fied, was an adult resident of Harris County who was severely immunocompromised.
The case is under investigation to determine what role monkeypox played in the death. In a news release, Harris County Judge Lina Hidalgo said the autopsy report is expected to be available in the “next few“Weweeks.”aresharing this information to err on the side of transparency and to avoid potential misinforma tion about the case,” Hidalgo said. More than 18,100 cases of monkeypox have been reported in the United States, with 1,604 of those cases in Texas, according to the CDC. More than 2 in 5 Americans say a U.S. civil war is at least somewhat likely in the next decade, high lighting the deepening political divisions in the country heading into the midterms. A recent poll by YouGov and The Economist found that 43% believe a civil war was either “very” or “somewhat likely.” People who identified as “strong Republicans” were the most likely to antici pate a conflict. One in 3 of total respondents said it’s not very or at all likely, and 22% are unsure. “Polarization right now is at the highest level in decades, if not going all the way back to the civil war,” Thomas Gift, director of the University College Lon don’s Center on U.S. Politics said in an interview. But he urged caution interpreting the data; he noted this type of conflict doesn’t typically break out in wealthy, democratic countries and it’s unclear what respon dents imagine when they think of a “civil war.”
The survey, conducted among 1,500 U.S. adults, also found that two-thirds of Americans – 66% –believe political divisions have gotten worse since the beginning of 2021. In comparison, only 8% said the United States has grown less divided. Most respondents also said they expected more political violence in the coming years, with Republi cans more likely than Democrats to hold that opinion.

But Brock won that job. The situation is saturated in irony. Califor nia once intended that nuclear plants would become one of its chief sources of power for a fast-growing population. Two big ones, Diablo Canyon and San Onofre in Southern Cali fornia, were built, joined by a medium-sized one, Rancho Seco, near Sacramento. PG&E also constructed a relatively tiny nuke near Eureka, using a version of plants used in sub marines and aircraft carriers. Official policy turned against nuclear power in the 1970s with then-Gov. Jerry Brown leading the opposition. He signed a law blocking new nukes unless the issue of storing nuclear wastes was resolved and in 1978 his administration killed a proposed plant on the Colorado River near Blythe, calledOneSundesert.byone,the state’s existing nukes were shut down, leaving only Diablo Canyon still generating juice but it, too, was ticketed for closure until Newsom and other offi cials faced the reality that if shutting it down caused blackouts, Californians would be unforgiving. develop more effective strategies for securing the appropriate return on our tax dollars and adoption of policies our residents deserve. The county needs a seat at the table in discussions of effective government so that funding and policy decisions consider the size of our county – geographically larger than nine states and more popu lous than 15. A preliminary look at State Con troller data shows that although San Bernardino County has the fifth-high est number of residents, it is in the bottom third of the state’s 58 counties when it comes to funding. This ineq uity needs to be investigated. The Inland Empire as a whole fares even worse. As this region becomes one of the fastest-growing in the state, it is critical that we have an appropri ate share of resources and advocacy for policies that match the needs of our communities.Sacramento, however, has turned a deaf ear to San Bernardino County’s most basic needs. Policies adopted at the state level often appear to reflect the priorities and needs of the state’s major urban centers more than those of San Bernardino County and the rest of California.Thisismost obvious in the area of public safety. The state’s empha sis on alternatives to incarceration without the necessary support to com munities has created a violent crime wave in San Bernardino County. When illegal cannabis cultivation became a misdemeanor, illicit marijuana farms sprouted up in or around desert communities, degrading the quality of life for residents. A bill spon sored by San Bernardino County to toughen penalties was rejected by the Legislature.Duringthe pandemic lockdowns, many of San Bernardino Coun ty’s rural communities had lower Covid-19 case rates than Northern California counties that were assigned to less-restrictive tiers. When the county asked the state to allow our remote rural areas with orange-or-yel low-tier metrics to be subjected to only orange-or-yellow-tier restrictions, the state refused. Family businesses in those areas stayed closed, and county residents there remained isolated and unemployed.TheSanBernardino County FairShare Initiative is a constructive way for the people of America’s geograph ically largest county to be heard, not only by their local leaders, but by everyone in California and the nation. Debt relief plan will make politics worse
The legislation, Senate Bill 846, reduces the extended operation from the 10 years Newsom sought and contains some other pro visions to mollify environmental critics, such as calling for intense efforts to bring more non-nuclear and carbon-free power online. However, it also requires a two-thirds vote so that the plant’s owner, Pacific Gas and Elec tric Co., can meet a looming federal deadline for seeking federal funds to finance extended operations.Lobbyists working on the issue believe Senate approval is certain, because the senator who represents Diablo Canyon’s site in San Luis Obispo County, John Laird, seems to be on board. Assembly approval is a bit less certain because the issue is caught up in a fierce leadership battle, pitting Speaker Anthony Rendon, who says he will seek another term when the Legislature recon venes in December, against Assemblyman RobertAlthoughRivas.the legislation would keep Diablo Canyon online for at least five years, it’s highly likely it will be extended further because it’s highly unlikely that enough alter native power will be available by 2030.
Loving state may end in leaving it for 1 county
P resident Joe Biden’s stu dent-debt plan is bad policy in too many ways to count. But is it also bad politics? Apparently he and his advisers think not, given that he announced this initia tive just before the midterm elections. No disrespect to their expertise, but I wonder if they have miscalculated. Consider the substance first. The exact cost of forgiving up to $20,000 of student debt for millions of eligi ble borrowers and capping monthly repayments for a different (over lapping) group is impossible to know, given that all the rules haven’t been set out. But it will likely be $500 billion or more. Even by post-pandemic stan dards, that’s a lot. This avalanche of resources will be spent in a way that’s regressive, will fail to relieve the worst financial distress, and will actually aggravate the underlying problem of tuition inflation. The administration says that almost 90% of the debt-cancellation bene fits will go to borrowers earning less than $75,000. Even if current income were the right benchmark, one might ask why the income ceiling for for giveness was set at $125,000 (for individual taxpayers), not $75,000 or $50,000. But in fact this measure makes no sense. Graduates in their 20s earning between $75,000 and $125,000 are doing well and heading for the top deciles of the income dis tribution. Future doctors and lawyers might be making nothing at that point. This doesn’t mean they’re poor. Mea sured by likely lifetime earnings – or by wealth including human capital –they can afford to be in debt. Far too many Americans are indeed struggling with insupportable student loans. But forgiving $10,000, or $20,000 in the case of Pell Grant recipients, makes no more than a dent in their problem. Perhaps the administration would agree, pointing to its new and more generous again,repayment”“income-drivenplan(details,tofollow).Butwho will be eligible, and how many will enroll? For every debtor in a current IDR plan, two more are eligible but not enrolled – a tribute to the schemes’ arcane administrative demands. In prac tice, the new IDR plan might be as irrelevant to the needs of the most distressed as the promised deluge of write-offs.Inshort, Biden’s $500 billion, spread across some 40 million bor rowers who mostly don’t need the money, will do little to help those in real trouble. And for the economy as a whole, the plan will increase demand as the Federal Reserve struggles to control inflation. The administra tion says the effect of forgiveness on demand will be offset by the prom ised resumption of debt payments next year. It won’t. Forgiveness, unlike suspended payments, delivers a per manent increase in spending power. Other things being equal, the result will be higher interest rates and/ or higher taxes and/or lower public spending in the future. So why do Biden’s experts think all this is good politics? Their reasoning might be that it will delight the bene ficiaries, while voters at large will be impressed by the scale of the achieve ment and unconcerned about the longer-term effects. Therefore, expect a net boost in the Democrats’ pop ularity. That’s half a trillion dollars wellMaybe,spent. but it’s far from certain.
The student-debt plan upsets this framing. First, the claim that Demo crats are doing all they can to get on top on inflation now appears absurd. Second, the plan seems anything but moderate: It’s a win for progres sives over Democratic centrists and looksThedivisive.U.S.isfighting a culture war that, as many Democrats see it, pits the educated and enlightened against a MAGA-loving rabble. Both camps have decided the enemy cannot be reasoned with, only crushed. Their votes are decided, whatever happens. But swing voters will also have a say in November – and many of them still wish to see this divide mended, not deepened. The student-debt plan laughs at that idea. It might have been designed to reward one side at the expense of the other. Moderates will also regret that the plan is unfair in another way: It fails the test of horizontal equity, which requires that people whose circum stances are alike in relevant respects are treated the same. Picture two recent graduates, working similar jobs for the same pay. One worked her way through college to avoid getting into debt; the other borrowed to have an easier time. The plan gives the first nothing; it gives the second $20,000. Not only is that unjust, it also makes the more frugal student look a fool. People are especially sensitive to this kind of unfairness. Biden’s his toric debt-cancellation plan might do as much damage to the body politic as to the economy.

Fairly or not, Davis was blamed when power blackouts hit the state in early 2003 due to a botched over haul of utility regulation. That’s why, despite his insistence that California will lead the world in conversion to an all-electric, zero-emis sion society, Gov. Gavin Newsom wants to extend operations of some gas-pow ered generating plants that had been ticketed for closure and – most ironically – of Cal ifornia’s only remaining nuclear power plant, which was to shut down in 2025. The state’s shift to wind and solar power has not kept pace with demand, especially during increasingly frequent heat waves, and we’ve teetered on the brink of blackouts on particularly hot days. Closing down the gas-fired generators and the Diablo Canyon nuclear plant – the latter supplying about 9% of the state’s power supply – would make blackouts very likely. Newsom’s proposal to extend the lives of those vital resources, not surprisingly, gen erated opposition among environmentalists, threatening to scuttle his energy plan in the final days of the 2022 legislative session, which is to end at midnight Wednesday. However, intensive backroom negotia tions appear to have produced results. Late Sunday, a compromise measure to keep Diablo Canyon operating for at least five more years was introduced, just hours before the constitutional deadline. It declares that extending Diablo Canyon operations “is prudent, cost effective, and in the best inter ests of all California electricity customers.”
