The restrictions SB 1364 would impose are ostensibly to enforce UC’s wage-and-benefit parity policy. But UC is already enforcing this policy: It audits suppliers of covered ser vices for compliance, and failure to comply with wage-and-benefit parity is grounds for contract termination. These are adequate safeguards for ensuring contract employees have the same wages and benefits.
In addition, SB 1364 would require vendors who have a contract of $1,000 or more to report their payroll informa tion every six months to UC and any orga nization that is the exclusive representa tive of UC employees who perform similar services. This information would include each contracted employee’s name, address, phone number, hours worked at UC and non-UC locations and their pay.
Any UC employee or any con tracted employee would also be able to sue vendors for alleged violations. The bill mandates that courts impose penalties (from $100 up to $14,000 per employee) on California businesses, and it requires a five-year blacklisting of vendors from holding contracts with UC even if their violation is minor or technical in nature.
Eight years later, in 2012, Gov. Jerry Brown sponsored a ballot measure that added four new tax rate brackets on incomes over $250,000 for seven years, saying the proceeds, about $6 billion a year, were needed to keep the state budget solvent.

Borrowing money by selling this school bond will generate higher property taxes over the next 35 years or more. We can’t afford to lose these vital services, and we shouldn’t place such burdensome requirements and litiga tion risks on small businesses that are the backbone of our state’s economy. We call on the governor to reject SB 1364 so small businesses can afford to continue to provide contract services to UC when necessary.

For Lewis, 52, the Korean dramas were an escape from the unbearable news in 2020, as racial tensions flared across America, adding to her constant worries about her two sons. Scripted television, she said, was no better. “Either there are no Black people or we’re crim inals.” The Korean dramas provided a road map for poten tialWhenhealing.aWhite student called her son a racial slur at school, she looked to the dramas for the type of recompense she wanted. “I wanted the boy’s parents to come to our house with their son and get down on their knees and bow and apologize,” she said, referring to a Korean ritual when a deep apology is calledLikefor.Lewis, many Black women have turned to Korean scripted television for escap ism and comfort, often years before most Americans had ever heard of “Squid Game” (the 2021 K-drama that became the most watched show in Netflix history), creating a pas sionate and influential fandom. Black K-drama evangelists have launched blogs, Face book groups, Instagram clubs, podcasts and TikTok accounts dedicated to Korean dramas.
This influence isn’t new, points out Crystal S. Anderson, an affiliate professor of African and African American Studies at George Mason University. “In the 1970s, kung fu film got to the United States and was eagerly consumed by Black and Latino audiences ... far before it got to mainstream America,” she said. “We see it with anime, we see it with Bollywood, we see it with K-dramas.”
