FAIRFIELD — Veterans will be honored once again next month with a parade and ceremony in downtown Fairfield.

This year’s theme is “Serving with Honor.”

A commemoration concert will begin at 10 a.m. Friday at the Downtown Theatre, 1035 Texas St. The parade will begin at 12:30 p.m. with a fly over from Travis Air Force Base. The parade route will travel down Kentucky Street to Great Jones Street, then turn up Texas Street to Washington Street. Admission is free and open to the public.

Veterans honor Marine Corps birthday in Suisun VFW Post 2333 will host a Marine Corps Birthday Bash on Thursday at its hall in Suisun City, and on the next day, the post is putting on a Veterans Day celebration at the waterfront.

The Veterans Day event, cosponsored by the Suisun City Youth Commission, will include

members of the celebrated Tuskegee Airmen.

The Marine Corps Birthday Bash will start at 6 p.m. Thursday.

Meals from the Southern Smokehouse, across the street from the VFW hall, 427 Main St., can be ordered three days in advance. It is a “bring your own beverage” event as well. Water will be provided.

“All veterans, families and friends are invited to come out and join in celebrating the (247th) birthday of the United States Marine Corps,” organizers said.

FAIRFIELD — Author Melissa Larsen remembers her first book, “The Ghost’s Dinner,” as being terrifying.

“The characters turn into the textures of what they eat at this dinner party,” she said. “That scared me. I guess you probably could track that to my writing today.”

Larsen’s debut novel, “Shutter,” came out at the start of the pandemic; she remembers editing it and getting it to the publisher. It quickly caught the attention of readers who fell in love with her writing.

The NYU Gallatin School of Individualized Study graduate is working on a new novel. This one is a murder mystery set in Iceland.

“I was in Iceland, when I hurt my knee on the ice,” she said.

Larsen had surgery and is recovered from her adventure on the ice, but the experience fed her imagination, giving her fuel for a new story.

She is one of the authors invited to the 22nd Annual Authors Luncheon.

We all can use a dose of whimsy every day

Y

ou know what I think doctors need to prescribe more of? Adding a little bit of whimsy to your life.

Whimsy is defined as “playfully quaint or fanciful behavior or humor.”

I try to get my fill of whimsy each day and it isn’t hard to add some to your life. It can be as easy as driving past strangers walking on the sidewalk and honking and waving frantically, leaving them wondering just who the heck that was all day.

You know what popped in my mind when I thought of someone getting a daily dose of whimsy? A gentleman who used to work at the Fairfield Church of Christ named Don Clark. We knew the Clark family in Virginia and then they moved to the Golden State. Shortly thereafter my dad, a Navy man, was given orders to move out west as well.

The Clarks are the reason we came to Fairfield.

Anyway, he was the handyman around the church and the school it runs and sometimes he would not only be whistling a happy tune, but be skipping down the hallways. I mean, who skips anymore? Small children barely do much less middle-age men. I can’t say for certain, but if kids still played hopscotch and Mr. Clark happened to be walking down the sidewalk, he would probably happily hop through all the squares.

My late mom had a heart full of whimsy. I remember in the 1990s we would be sitting in church and during the sermon she would pass me a note about something. I would reply and pass it back. Then she would respond and pass it back to me. I would then write, “Stop passing notes and pay attention” and she would stick her tongue out at me right there in church and we would both have to struggle not to laugh aloud.

I have only been to Disneyland once in my life and it was about 12 years ago or so. I had gotten pretty jaded when it came to amusement parks. I mean, I became the guy who held people’s jackets when they went on rides because I was just kind of over that whole thing.

Not at Disneyland.

I fully embraced my inner child who had wanted to go to the Magic Kingdom forever and always missed “The Wonderful World of Disney” because I was at church on Sunday nights. I was supposed to be one of the responsible adults in our group that went, but filled with the intoxicating whimsy built into the very soul of Disneyland, I sprinted from ride to ride like I was trying to ditch the party I came with or something.

When my daughter Kaci was a baby, I once moved her Winnie the Pooh doll like it was walking toward her and she laughed for the first time ever. It was the most incredible thing I had ever heard in my life (edging out the Beatles 1969 album “Abbey Road”).

I made Pooh walk again. She cracked up again. Over and over I did the Pooh walk and she responded with peals of that life-affirming baby laugh.

When Beth came home from work, I nearly pounced on her. “Honey! Watch this!” I said excitedly. I sat Kaci in the exact same spot she had been in, picked up the Pooh doll and made him do his evidently hysterical little walk.

Nothing from Kaci.

I did it again. No reaction. Over and over I tried until I got desperate and even made Pooh moonwalk, Macarena and I would’ve made him twerk if that had been a thing back then. Kaci either was not amused because I had done it one too many times earlier or she didn’t think she should be seen as merely an object of amusement for her parents (which in fact she was).

She didn’t laugh again until three long weeks later.

That day I jumped out from the hallway and evidently that tickled her growing baby funny bone and Beth got to experience the incredibly fulfilling sound of her own baby’s laughter. I did it a bunch of times and Kaci laughed every time. Then we switched off and Beth did the jumping out and got big laughs for her performance as well. We did it until we were all tired.

I am writing this on Friday, Nov. 4, which happens (or in your case in the future reading this) happened to be the day that “Weird: The Al Yankovic Story” premiered. I have not seen it yet, but listened to the soundtrack. I have been a Weird Al fan for four decades now and a lover of parody/novelty tunes for longer than that. While Al rightly gets praised for his humorous reimagining of songs by others, I also love many of his whimsical originals, like one about an oft overlooked body part, “My Pancreas,” one about a make believe holiday, “Weasel Stomping Day” and “CNR,” a White Stripes sounding ode to what a bad--- Charles Nelson Reilly was.

Now I do get and give weekly doses of whimsy by writing this column. I like when I can think of something that actually even makes people do a literal LOL. But sometimes like today, I am tired, my feet hurt and all I really want to do is go to bed. But a looming deadline forces my whimsicality.

Just when I wrote that last sentence, I thought of the old Wesson Oil commercials with Florence Henderson and a parody popped in my head. I saw her in my mind’s eye singing “Rubber chicken’s got a certain whimsicality.”

I think Weird Al is safe though.

National Cryptologic Museum a spymaster’s delight Newly declassified artifacts on display Tribune Content Agency BALTIMORE — The newly renovated and reopened National Cryptologic Museum, run by the National Security Agency and located near the spy agency’s headquarters at Fort Meade, deals a fatal blow to one of the most enduring myths of the Cold War: There is no “red phone” linking the Oval Office to the Kremlin.

Presidents Joe Biden and Vladimir Putin do indeed communicate, but there is no crimson handset that the two leaders can pick up during a global crisis to be immediately connected.

“The red phone?

That’s Hollywood,” museum director Vincent Houghton said.

What’s actually on display might be even better. Most of the artifacts – 85% says Houghton – are either the first of their kind, were used by a key person or are the only ones left. In other words, the museum, closed for two years during the Covid-19 pandemic and then rebuilt from the studs up, is a geeky, spymaster’s delight.

It’s fair to assume that any technology pertaining to national security on display in a public museum is obsolete and has been replaced by something more sophisticated, including the technology Biden’s and Putin’s predecessors would have used in the past. The museum is more than happy to show visitors how earlier U.S. and Russian leaders conversed. (Hint: Take a look at the teletype machine with Cyrillic letters on the keyboard.)

But they’re not giving away any current confidences.

“We at the National Security Agency are not in the business of talking about anything we’re not supposed to talk about,” said Houghton, who has a doctorate in intelligence history and helped design the popular International Spy Museum in Washington, D.C. “You can extrapolate from that and say that if I’m showing you this stuff here, we’re way, way ahead of that now,” he said. There’s a reason, after all, that insiders joke that NSA stands for “No Such Agency.”

The cryptologic museum, which reopened to the public Oct. 8, seeks to tell the history of American code-breaking and code-making from the nation’s earliest days through the Cold War. It takes visitors from the Nuclear Age into the dawn of computers (developed to help the war effort by breaking ciphers) with

Members of the public can try to pick out messages written in invisible ink. They can turn the disks on a cipher wheel that might have been used

by Thomas Jefferson and puzzle over the sole surviving Enigma machine, the type of device that delivered Adolf Hitler’s orders to members of the Nazi high command.

There’s even a “red phone” of sorts – a scarlet-colored, encrypted car phone emblazoned with the presidential seal. It was installed in former U.S. President Ronald Reagan’s limousine in 1984. It just wasn’t used to call Moscow.

As visitors wander among pieces of old equipment, they will find stories replete with sleight of hand or derring-do, stories that helped shape the world we live in today.

There’s the 20-rotor cyber machine known as a SIGABA used by former U.S. President Franklin Roosevelt to communicate with British Prime Minister Winston Churchill during World War II. There are the sealed container cards known as

“biscuits” that are locked inside safes in submarines and missile silos and that could be used to start – or avert – World War III. There is an 1806 letter signed by French Emperor Napoleon Bonaparte to his son, Prince Eugene, instructing him to keep writing his letters in code.

“Napoleon talks about how critical the information coming out of the Prussians was to aiding the French war effort,” Houghton said.

“They actually broke the cipher used by the other side’s archbishop.

Cryptology was key to Napoleon’s success.”

Or consider this famous example from the Battle of Midway in June 1942: On view in the museum is the largest surviving piece of the “Purple Machine” on which the Japanese typed out an unbelievably complicated book-based encryption code.

“Cryptology played a vital role in winning the Battle of Midway,” Houghton said. “We were able to break the Japanese code JN-25 that let us know what was coming, how it was coming and what direction it was coming from.”

“On average, players have been buying about 277,513 tickets at retailers per hour today,” Michigan Lottery officials said.

ROCKVILLE — The Solano Land Trust will open up its open space in Rockville to the community for a pair of activities Saturday.

Those who tale part in the nature hike at the Patwino Worrtla Kodoi Dihi Open Space Park explore the hills between Suisun Valley and Green Valley and see sweeping views of Solano County and beyond. Scenic blue and live oaks, native wildflowers and fascinating geology make this a truly special hike, the land trust reports.

The hike, scheduled from 9 a.m. to 1 p.m., is designated as moderately strenuous and covers 4 to 6 miles. Rain or extreme weather will cancel the hike.

A mountain bike tour of the Patwino Worrtla Kodoi Dihi Open Space Park is also scheduled from 9 a.m. to 1 p.m. Saturday.

The ride covers 5 to 7 miles with approximately 1,500 feet of climbing. The ride will span most of the trails at the site with scenic views and several interpretive stops. Class 1 electric bikes are welcome.

Protocols to prevent the spread of Covid-19 will be in place for all participants.

Registration is required for both the walking hike and the mountain bike tour.

Those who register will meet at the big red “Ice House” building at the corner of Rockville and Suisun Valley roads.

Native plant sale set at brewery in Dixon Solano Resource Conservation District’s annual fall native plant sale returns Saturday at the Ruhstaller Farm and Brewery.

California native and drought tolerant plants will be available for purchase, organizers said in a statement. Informational booths with Solano Resource Conservation District partners will be available, and Morningsun Herb Farm will be selling various herbs and other pollinator plants.

Solano Resource Conservation District staff will be selling Monarch Habitat Kits. Each kit features native milkweed plants and various nectar plants – enough for someone to create their own monarch waystation, according to the statement.

“Monarch waystations are crucial to the survival of monarch butterflies, providing critical resources necessary for their migration,” organizers said in the statement. “The kits will also include planting design ideas, basic care instructions, and how to generally attract and support butterflies and other pollinators.”

A workshop on how to plant the garden will begin at 1 and 3 p.m.

The event will take place from noon to 5 p.m.

The farm and brewery is located at 6686 Sievers Road in rural Dixon.

Vallejo offers free dumping day City residents have a one-day opportunity next month to clear their homes and properties of unwanted items during a free fall dump day.

The events is an effort by the city to take a bite out of the tons and tons of trash and debris that people dump illegally each year in the city.

City officials estimate the Vallejo Maintenance Department disposes of more than 150 tons of illegally dumped material each year, the city reports. That’s equal to the weight of the Statue of Liberty, minus the base; nine-tenths as heavy as a house or 20 times as heavy as an elephant.

The city is working with Recology VallejoAmerican Canyon and Caltrans Bay Area District 4 to host the free dump day from 7 a.m. to noon Saturday at 100 Solano St. Participants will need to enter from the north side of Sonoma Boulevard.

This free dump day is open to Vallejo residents only, with proof of residency required to participate.

Acceptable items include tires; furniture, to include mattresses; general garbage; yard waste; all appliances, to include refrigerators; e-waste, which is essentially anything with a plug; and metal objects.

Groups prep to host bingo fundraiser The Saturday Club of Vacaville and On Stage Vacaville will co-host a Bingo Bonanza to support performing artists in the community.

The event will take place from 1 to 4 p.m.

Sunday at The Saturday Club, 125 W. Kendal St. This fundraiser features an afternoon of bingo with treats, wine and prizes. Tickets are $25 each and include one bingo card for one game and a chance to win bingo prizes. Libations and treats will be served.

A total of seven bingo games will be played during the event. Additional bingo cards may be purchased for $5 each or six cards for $25.

Proceeds will benefit both The Saturday Club and On Stage Vacaville.

Tickets are available at www.SaturdayClubVacaville.com.

Street parking will be available on the blocks surrounding the event. A free public parking lot is located two blocks away on the corner of Main and Cernon streets, in front of Maximum Fitness.

Phonics gains ground in California’s ‘reading wars’

E

ducators and education academics have argued for decades over the best way to teach young children to read, a conflict dubbed “reading wars.”

California has been deeply involved in the debate and its public schools have shifted back and forth several times between phonics and “whole language.”

Phonics, now renamed the “science of reading,” stresses fundamental instruction in the letters and letter combinations that make up sounds, thus allowing children to “sound out” words and later whole sentences and passages. “Whole language” assumes reading is a Dan Walters naturally learned skill that will emerge if children are exposed to interesting reading material.

The “whole language” approach has dominated reading instruction in California schools recently but its students fare very poorly in tests of reading comprehension. Scarcely 40% of the state’s third-graders are reading at grade level, the most recent tests confirmed.

Slowly, but surely, the emphasis is now shifting back to phonics, not only because of those low scores but because scientific research has proven phonics to be the better method and schools that adopted phonics have seen marked improvements in their students’ reading ability.

EdSource, an authoritative website devoted to California education, has been charting the increasing acceptance of phonics in a series of articles. Most recently, it noted the new superintendent of Los Angeles’ massive school system heartily embraced phonics while speaking to the state’s annual reading conference.

Superintendent Alberto M. Carvalho, who emigrated from Portugal as a teenager, declared himself to be a “science devotee” who used phonics to boost reading scores as superintendent of Miami’s school system.

“I believe that if we are going to follow the science,” Carvalho said, “then we should really embrace all science, including the science of reading. We cannot afford to be selective in which science we focus on. That includes training kindergarten to third-grade teachers in effective reading practices.”

He pointed out what should be apparent to everyone, that teaching children to read is fundamental to all other learning. “It is liberating,” he said. “It is absolutely central to do whatever it takes to improve reading proficiency throughout California.”

Having one school district, even one as large as Los Angeles Unified, adopt phonics, is a step in the right direction. But the key to widespread adoption is introducing it in the colleges that train teachers.

Three years ago, the Legislature abolished the Reading Instruction Competence Assessment, a test that aspiring teachers had to pass before being certificated. It was aimed at installing phonics but was criticized as being too difficult, particularly for potential teachers of color.

In its place, EdSource reports, is a set of new literacy standards and teaching performance expectations, approved by the state’s teacher licensing commission, that will standardize what student teachers are taught about imparting reading skills to their classrooms, with an emphasis on phonics.

“I think they (the commission) captured the thing that teachers need to know to teach effectively and, for the first time, put them into the TPE (teaching performance expectations) and literacy standards,” Todd Collins, organizer of the California Reading Coalition, told EdSource. “If certification works the way it is supposed to work, then teachers will have what they need to effectively teach reading in the early grades.”

If all goes well, therefore, scientifically proven phonics will eventually become fairly universal in the state’s public schools and we may, therefore, finally see those abysmal scores in reading tests climb to more acceptable levels.

It would be a major step toward raising academic performances in all subjects, since reading is so foundational.

In a remarkable piece in The Washington Post (Nov. 1) the former communications director for the Republican National Committee, Doug Heye, admitted that Republicans are mostly at fault for today’s toxic atmosphere.

Heye started a “Fire Pelosi” campaign in 2010 after she engineered passage of the Affordable Care Act. That shames him today – in light of the vicious attack on her husband and the disturbing indifference and even joking by Republican leaders. Heye is sick of what his party has become.

Gabbard was mistreated and disrespected by the Democratic Party and the media during the 2020 presidential campaign. She was not given the chance to host a one-hour prime-time town hall though lower polling Democratic Party rivals were given that opportunity. Gabbard was not invited to participate in the 2020 Democratic National Convention by speaking or appearing in any programming, even though she was one of seven contenders who had earned delegates during the primary.

Gabbard did not religiously toe the party pine. Thus, it is not difficult to understand why the Democratic Party would ignore and ostracize a patriot of Tulsi Gabbard’s background, legislative experience, military experience and talent. But they have, to their loss.

It is hoped that like-minded, reasonable, moderate Democrats will follow her and make the same choice.

Tulsi Gabbard is now an Independent, which is good for America, as independent women voters are rapidly rising part of the electorate showing a shift to the center-right.

These voters are independent critical thinkers who align themselves according to the issues and not merely rubber-stamping partisan positions.

State Dems rally for abortion rights measure Proposition 1 Tribune Content Agency LOS ANGELES — California’s top Democrats rallied in Long Beach on Sunday morning to urge voters to support Proposition 1, a state constitutional amendment that would block the state from passing any measures restricting access to abortion or contraception.

Gov. Gavin Newsom told a raucous gathering at Long Beach City College that the fight is part of a larger battle in the state and across the country to sustain not only “reproductive freedom” but also other rights, including voting and free speech.

“This is our opportunity to send a powerful message back to people all across America that we have their back,” Newsom said. “That it’s not just about 40 million of us in California; that we have their back. We believe in reproductive freedom. We believe in a woman’s right to choose. We believe in these fundamental freedoms and we are not going to take this moment for granted.”

Newsom cited a report from the American Library Association that said attempts to ban books across the country had hit a high in 2022, with a total of 1,651 separate titles targeted as of midSeptember, with more than three months still left in the year.

“You can’t make that up,” Newsom said, noting that some of the challenged authors and topics have included Maya Angelou, Nelson Mandela, Cesar Chavez and Mahatma Gandhi, as well as “books that celebrate all of our interesting differences.” He concluded: “We need to wake up to what is going on in America!”

Newsom was joined at the event by U.S. Sen. Alex Padilla, Attorney General Rob Bonta, Secretary of State Shirley Weber, Rep. Alan Lowenthal and a host of other Democrats.

Houghton estimates that about 40% of the artifacts in the museum have never been on view, and he is especially proud of the new gallery dedicated to nuclear command and control.

“This is a part of this museum that never existed before because this stuff was still classified until about a year ago,” he said. “We have the unique ability to show them to the public for the very first time ever.”

Hicks said California’s aggressive action in the wake of the U.S. Supreme Court ruling that struck down Roe v. Wade was having a real impact for residents and women from other states. She said the state’s $200 million expenditure will help “to ensure that people can get the reproductive health care – including abortion, including contraception – that they need, no matter where they call home.”

Party leaders have cast Proposition 1 as a way of guaranteeing abortion rights, reaffirming protections already spelled out in state law and by the California Supreme Court. In June, the U.S. Supreme Court overturned Roe v. Wade, the landmark ruling that established a constitutional right to abortion in the U.S. in 1973.

Opponents have argued that Proposition 1 is not clear enough about restrictions on late-term abortions and also that the measure is redundant, because of the earlier actions by the Legislature and state Supreme Court. Some advocates of a “No” vote depict Proposition 1 as a measure to push Democratic voters to cast ballots in the election, which ends Tuesday with in-person voting.

Instead, they split them into nine channels.

“If you were listening to a few channels, all you would hear was static,” he said.

Study: Pfizer’s Paxlovid antiviral drug lowered risk of long Covid symptoms Tribune Content Agency Pfizer Inc.’s blockbuster Paxlovid antiviral that lowers rates of illness and death in people infected with the coronavirus also cuts the risk of some symptoms of disabling long Covid, a study found.

Taking the oral medication within five days of testing positive for a SARS-CoV-2 infection was linked to a 26% lower risk of lingering post-viral complications, researchers with the Veterans Affairs St. Louis Health Care System said in the study. That equates to 2.3 fewer cases of long Covid within three months of infection for every 100 patients treated, according to the findings released Saturday on the medRxiv server ahead of publication in a peerreviewed journal.

The research, based on an analysis of electronic health records in databases maintained by the Department of Veterans Affairs, is the first study to look at Paxlovid’s longer-term effects, said Eric Topol, founder of the Scripps Research Translational Institute in La Jolla, California. It suggests that wider use of the treatment won’t just stave off critical disease during the acute phase of infection, but will limit patients’ likelihood of longer-term problems.

Long Covid is estimated to afflict almost 150 million people worldwide and predicted to cost $3.7 trillion in the U.S. alone.

The condition is of “profound urgency,” according to Anthony Fauci, President Joe Biden’s top medical adviser. “This is a very troublesome virus – not only in its acute effects, but in the not-yet-fully appreciated potential long-term effects,” Fauci said Sept.

No one knows yet what causes the constellation of long-haul symptoms that the U.S. National Institutes of Health calls post-acute sequelae of Covid-19, or PASC. The NIH is funding a late-stage trial in early 2023 that will test whether Paxlovid, given twice a day for 15 days, can relieve long Covid symptoms.

Paxlovid is authorized by the U.S. Food and Drug Administration for treatment of acute Covid-19 illness in people with one or more risk factors for progression to severe disease. It’s the top oral treatment for the virus, far outpacing Merck & Co.’s Lagevrio, also called molnupiravir.

The latest study analyzed electronic health records of users of the VA network, the largest integrated healthcare system in the U.S. Researchers compared 9,217 Covid-19 patients treated with Paxlovid against 47,123 patients who didn’t get the antiviral or antibody treatment within the first month of a SARS-CoV-2 infection.

The Paxlovid study is based on observational findings, which are more prone to bias than a randomized trial, said Bob Wachter, chair of medicine at the University of California, San Francisco.

Even so, “the results are convincing,” he said.

The average age of patients in the study was 65. They caught Covid-19 in the second

quarter of 2022 and were followed until Aug. 31.

They were mostly white males, which might limit how generalizable the findings are to other groups, the authors said.

It’s not yet known whether Paxlovid prevents long Covid in patients younger than 50, and it probably shouldn’t be prescribed in this group since there is no evidence of a benefit on acute outcomes in the younger age group, Wachter said.

The researchers found that taking Paxlovid for five days at the start of a SARS-CoV-2 infection reduced the risk of some PASC symptoms, including heartbeat and blood clotting abnormalities, fatigue, muscle pain, neurocognitive impairment and shortness of breath.

Not all long Covid symptoms were prevented, and the authors reasoned that different conditions may be driven by different biological mechanisms, including some that are attenuated by antiviral therapy.

It’s not yet clear whether a longer course of treatment, a stronger dose, or both, may reduce long Covid risk even more, the authors said.

A five-day course was also associated with a 48% lower risk of dying and a 30% decreased risk of being hospitalized 30 to 90 days after a positive Covid-19 test. The benefits were seen across individuals who were unvaccinated, vaccinated, and boosted, and in people who were treated for either a first or subsequent Covid-19 infection.

“Inclusion of this agenda reflects a sense of solidarity and empathy with the suffering of the victims,” Shoukry said after taking up his position as COP27 president Sunday.

The delegates would aim to reach a conclusive decision on loss and damage “no later than 2024,” he said.

A year of record heat, drought and floods has added urgency to this year’s climate talks.

A report issued Sunday by the U.N. World Meteorological Organization said global temperatures are likely to end the year about 1.15C above the pre-industrial average — an acceleration that’s unleashed “climate chaos” across the planet.

The world is currently on track to miss its target to limit global warming to 1.5C by the century’s end.

With the gathering hosted by an African country that’s warming faster than the rest of the world, climate reparations are expected to be a key focus.

Developing countries and small island states contributed a tiny amount to historical emissions of planet-warming gases but have been battered by the impact. They had stepped up in recent weeks demands for the issue to at least be discussed.

The smooth adoption of the agenda followed behind-the-scenes negotiations to avoid a skirmish

at the start of the conference, when the order of proceedings is agreed.

The opening session was delayed for more than an hour to accommodate final discussions on wording.

While Sunday’s agreement counts as a diplomatic success, countries will now have to work out how best to measure loss and damage and how much money will be put on the table by the wealthiest to help the rest.

Developing nations have been burned before.

A plan announced in 2009 to provide an annual $100 billion of mitigation and adaptation finance has never been met.

The Alliance of Small Island States welcomed Sunday’s development but said the issue should have been addressed long ago. Instead, rich countries continued to burn fossil fuels that are threatening the survival of some islands.

“We do not want to be treated as though you are doing us a favor by adding an agenda item or creating a voluntary fund,” it said in a statement. This “reflects the floor of what is acceptable; it is our bare minimum.”

Egypt already suffers suffocating heat. The flow of the Nile is dwindling and rising sea levels are damaging some of its most fertile farmland.

As COP27 opened on Sunday, one official after another called for participants to move from talks to implementation, warning that the window for meaningful action was closing.

“A reasonable sum is more than zero,” Saleemul Huq, a professor at the Independent University in Bangladesh, said in an interview. “Right now, they’re offering zero, which is absolutely unacceptable.”

The tension between these dynamics has played out like a tugof-war, with each side seeming at various times to have more pull.

But with Election Day approaching Tuesday, the laws of political gravity appear to have the upper hand over the volatility of a nation on edge. Republicans are favored to flip at least one chamber in Congress, and most Democrats have become increasingly glum about their party’s prospects.

“Historical trends are difficult to break, and the fundamentals in this election remain in place: When the economy is struggling, the party (that holds the White House) suffers,” said Nathan Gonzales, editor and publisher of Inside Elections, a nonpartisan campaign analysis newsletter.

Still, an air of suspense remains. The GOP advantage has been uneven across 435 House races, 34 Senate contests, 36 gubernatorial elections and scores of other state and local campaigns, according to recent polling and early voting data. That gives some Democrats a glimmer of optimism that they may stave off their worst-case losses in the House and keep their narrow edge in the Senate. And while the abortion issue has receded from the forefront of many people’s minds, experts say even a small number of additional voters galvanized by the Supreme Court’s reversal of Roe v. Wade may be enough to affect tight races.

“A record number of young Democratic women registered to vote,” Lake said. “But are they going to turn out to vote?”

“We need to win women by more than we lose men,” she added.

“That’s the key.”

Republicans view abortion as a fading factor, and a slew of polls back them up, with inflation emerging as the runaway top issue on voters’ minds.

Between the economic troubles and Biden’s lackluster numbers, they bet this year will fall into the pattern of past midterms – a referendum on the occupant of the White House, whose party has lost ground in all but two contests after World War II. “At whose feet would you lay this other than the president?” said Scott Jennings, a Republican strategist. “This election has been about him more than anything. . . .

If your party is fully in charge of the government, you are going to get credit or blame for what is happening.”

Biden has urged voters

to put another issue at the top of mind: the health of American democracy.

He has given two primetime speeches on threats posed by Republicans who deny the outcome of the 2020 election and have cast doubt on their willingness to accept the results of their races if they lose this week.

“I know there’s a lot at stake in these midterm elections, from our economy, to the safety of our streets, to our personal freedoms, to the future of healthcare and Social Security, Medicare. It’s all important. . . .

But there’s something else at stake: democracy itself,” he said in an address on Friday.

Even before the results are in, there is Monday morning quarterbacking about Democrats focusing on a variety of issues, unlike the GOP’s relentless emphasis on the economy and crime.

“The attempt by Democrats to make [the election] about something else – that’s a very, very complex thing to try to pull off,” said David Winston, a Republican pollster who advises House and Senate GOP leadership. He likened Democrats’ message to voters as, “No, your No. 1 issue really isn’t the No. 1 issue.”

An ominous sign for Democrats, Winston said, is the stark swing away from them by independent voters. A crucial component of Biden’s winning 2020 coalition, many of them now have sour views of his handling of the economy.

A substantial number – 40% – have an unfavorable view of both parties, Winston said, and may tune out the increasingly negative messaging of the campaign.

“If both sides are attacking each other and [independents] are not getting any new information, they may decide, ‘I’m just unhappy with Biden.’

That’s the one conclusion they’ve managed to get to,” he said.

The limits of Dem-

ocrats’ abortion-centric strategy have emerged in blue states, where the party has suddenly found itself on the defensive in areas that Biden handily won in 2020.

“There’s been a real bifurcation of the House landscape between red and purple states vs. blue states,” said David Wasserman, who analyzes House races for the nonpartisan Cook Political Report with Amy Walter. “In blue states, where Democrats control both state and federal government, they’re being blamed doubly for high crime and inflation. In purple and red states, Democrats have been more successful in making it more of a choice election since Republicans pushed for abortion bans.”

Early vote returns in California have lagged – just 19% of the state’s nearly 22 million registered voters had turned in their ballots as of Saturday, according to election data reviewed by the Democratic consulting firm Political Data Intelligence. That’s particularly troubling for Democrats, who have tended to outpace GOP voters in early balloting in recent elections.

At this point in last year’s vote on whether to recall Gov. Gavin Newsom, 35% of ballots had been cast; the Democrat ultimately won handily.

Some in the party blame the lack of exciting statewide campaigns.

With both Newsom and Sen. Alex Padilla expected to easily win reelection, Democrats fear that there’s not enough to coax their voters to the polls.

The lackluster showing in California contrasts with robust turnout in battleground states such as Georgia and Michigan, which shows that the election isn’t following uniform trends nationwide. Party strategist Simon Rosenberg said that was evidence that Democratic campaign efforts could make the difference in key races.

The Solano County Library Foundation is a 501 (c)(3) organization formed in 1994 in response to changes from the state in funding for local libraries. The foundation’s purpose is to help to raise money for various projects for the libraries in the county.

They have a theme each year for the day. This year’s theme was “Lighting the Path to Literacy.”

The luncheon returned to its roots of an in-person feast at The Clubhouse at Rancho Solano after doing a virtual fundraiser last year.

“That was an experi-

ence,” Stevens said. “I am glad we did it. We did have a good time.”

Stevens said she felt people were excited to be out again and visiting with friends.

Programs that benefit from the fundraiser include Reach Out and Read, a pediatric literacy program that has handed out more than 200,000 books to children in Solano County; Tutor.com, an online homework program that helps adults and youngsters; the library’s Adult Literacy and English as a Second Language program, which provides tutoring for adults to learn to read and master the English language; and Solano Kids Read, which brings free books to classrooms.

The mistress of ceremonies was Suzanne Bruce, who is Fairfield’s poet laureate for the next two years. Tomasa Ibarra was the Literacy Program speaker. She is a learner in the Solano County Library Adult Literacy Program and a Career Online High School student.

The day included lunch, which was an artichoke chicken or for the vegans, a curry chickpea with butternut squash and vegetable medley.

The side dishes included herb-roasted potatoes, roasted fresh vegetables and rolls. Dessert was a slice of pumpkin vanilla swirl cake.

A live auction was held along with a silent auction and a presentation from the authors.

Joey Logano is a champion again.

The driver of the No. 22 car sat on the pole, dominated Stage 1 and never trailed any Championship 4 driver at Phoenix Raceway on Sunday en route to a huge victory and his second NASCAR Cup Series championship.

Logano, 32, was

the oldest driver in a young Championship 4 field – and the veteran asserted himself on Sunday.

“We did it!” Logano told NBC Sports, championship smoke in the air. “Oh my God, I’m so excited. Thank you to everybody, my team.

You guys are amazing. Gave me a good race car, good pit stop there at the end, got us up in front. Boy that was intense there at the end.”

The Team Penske driver, who also won the 2018 Cup Series crown, has now notched three wins at Phoenix Raceway.

But clearly the loss at Phoenix in 2020 – the one where Chase Elliott outdueled Logano late to win the 2020 Cup title – was still on Logano’s mind.

“It’s all about championships,” Logano continued.

“That’s what it’s all about,

and we worked so hard the last couple weeks trying to put ourselves in position.

And everything that happened in 2020, I knew we just wanted to have a solid run and do this today.”

ecause the San Francisco 49ers looked so good in SoCal last week, complete with the emergence of their newly acquired running back as a three-headed monster, it’s tempting to spend their bye weekend daydreaming about grand conquests on the horizon.

The Niners are getting healthier. They’ll have a revived Jimmy G. slinging it to Run/ Catch/Throw CMC and Deebo, not to mention BA and Kittle and Juice. They’ll surely go

on a spirited secondhalf run like they did last year, only this time they’ll finish the job, and red and gold confetti will fall on Market Street in mid-February.

Alas, it’s time to pull out one of my favorite movie quotes, uttered by Harvey Keitel’s Winston Wolfe during the classic “Pulp Fiction” cleanup scene – and I paraphrase, because this is a family newspaper: “Let’s not start scratching each other’s backs just yet.”

Lokedi, Chebet of Kenya win NYC Marathon The Washington Post It was a dramatic Sunday morning at the New York City Marathon, where two first-time entrants from Kenya, Sharon Lokedi and Evans Chebet, emerged from a series of twists and lead changes to capture the women’s and men’s races, respectively.

In the women’s race, Lokedi made a push in the final minute to claim her crown with a time of 2 hours 23 minutes 23 seconds.

Lonah Chemtai Salpeter of Israel placed second, seven seconds behind.

The pair was part of a four-person group that separated itself in the back half of the race. It

was a stunning debut performance from the 28-year-old Lokedi, who did not start running competitively until 2015.

“I’m out of words,” Lokedi said on the ESPN broadcast after the race with a tone of disbelief. “I’m just so happy that I won.”

On the men’s side, Chebet did not emerge as the leader until late.

Daniel Do Nascimento of Brazil opened the race with a back-breaking pace and maintained a sizable lead through the halfway point. He ran alone much of the way, with Chebet and a pack of contenders more than 90 seconds behind.

NEW ORLEANS — The Warriors spent the summer relishing in their improbable run back to the top of the NBA. But that championship celebration is long over, and the hangover lingers. Golden State’s abysmal 0-5 road trip, featuring three losses to lowly Eastern Conference teams, should be a loud wake-up call to the reigning champs.

The Warriors were the team to beat this season, but the Dubs look nothing like juggernauts, starting the season in an early 3-7 hole – the worst season opening for defending champs since the 2002-03 Los Angeles Lakers.

There is a sense of uneasiness growing with the Warriors, who haven’t won any of their six road games. This is only the second

time in the Steve Kerr era the Warriors have been under .500 through 10 games. Last time they were in this position was in 2019 when Klay Thompson was out for the entire season, Stephen Curry got injured four games in and the Warriors finished with the NBA’s worst record.

No one wants to repeat that season.

Curry is frustrated, noting the Warriors hold themselves to a higher standard of excellence – a standard that is clearly not being met. Draymond Green has been disappointed in the defense. Golden State had one of the league’s best units just a season ago – so far this season, the Warriors have allowed the second most points per possession.

But they’re the Warriors, winners of four of the last eight NBA Finals. They deserve some benefit of the doubt, right?

Well, some do.

Curry, Green and Thompson have proven time and time again that they know how to win. Kevon Looney is also a three-time champion, and Andrew Wiggins fits in nicely with that grouping to round out the starting unit, which remains arguably the best five-man lineup in the league.

But it’s a dramatic drop-off when those guys step off the court.

The Warriors’ reserves are a major concern. It doesn’t help that Jordan Poole, the Warriors’ sixth man and anchor of the second unit, has gone cold, as of late. After his most recent poor outing, during which he needed 18 shots to score 20 points, Kerr concluded Poole is trying to do too much.

“Jordan is trying too hard to create every play,” Kerr said.

On Saturday, Kosta Hronis, the frontman for the ownership group,

made it sound as if the discussion was yet to be had about the colt’s future. But the Sunday

morning announcement by the breeding farm indicated that the discussion was well underway.

“We’ll all get together and discuss it at a later time and decide,” Hronis said at the postrace news conference. “We’ll always do what’s best by the horse, I can promise you that. We’ll . . . just decide together how we want to do this.”

Terms of the syndication deal were not announced and it’s expected that the principal owners will still have a large stake in the horse.

pple dumplings are a wonderful exercise in taking something already close to perfect, and turning it into something blissfully, brilliantly, beautifully delectable.

Apples are already amazing, aren’t they? The taste, the texture, the va-va-voom curves, and on top of it all, they’re good for you. Do they need to be enhanced by chaotic amounts of butter, brown sugar and heavy cream? No. Should they?

Hell yeah they should. Life is ludicrous and messy, and occasionally delicious, so we deserve a dessert to match.

Unlike apple pie, which attempts to have some sort of aesthetic appeal, apple dumplings care not for appearances.

They are big beige blobs bathed in buttery goo that taste luscious and decadent, especially after a generous dousing with heavy cream.

This recipe offers exact measurements that have been weighed out to the gram so you’ll be sure to get solid results, but do you need to worry yourself with precision?

Absolutely not. When apple dumplings were invented long ago in the days of yore, measurements were “a palmful” of this, and “a fat glug” of that.

This meant that each family could have its own signature apple dumpling recipe based on the size of their palms, and in a way, the world was better for it.

Your dumplings should be unique, just like you are.

The dough is a shaggy biscuit-style number, and it’s fun to make because you get to use your hands. Remember how much fun playing with Play-Doh was when you were a kid? You didn’t care about making a bit of a mess; you just had a good time turning a big glob of nothing into something beautiful. That’s what you get to do when you make these dumplings!

If your dough looks too dry, add a spoonful or two of milk.

Too wet; sprinkle in a little more flour. It’s okay if you accidentally get a little on your shirt.

It’s easy to lose track of time when you’re having so much fun, but remember to work quickly when mixing the dough so the butter doesn’t melt into mush. You need cold butter if you want to end up with warm, flaky, buttery dumplings. Make

Want to have a little grownup fun? Add a splash or two of booze to your butterscotch when you’re adding the butter.

Use any liquor or liqueur you think will taste good. Traditionally, a sprinkling of cinnamon and sugar is added to the cored apple’s center, but it’s okay to go a little wild and crazy by stuffing raisins or nuts (or both!) in their holes. Feel free to dream big, go off-book, and push the limits of the known apple dumpling universe! Add cubes of cream cheese, nubs of Nutella, a mess of mini-marshmallows – trust your imagination and see what happens. Surprises are fun!

Don’t worry about making perfect squares when rolling and cutting the dough. The buttery pastry can be pinched and patched as needed. Once the apples are fully wrapped, you can quickly roll them between your palms to gently smooth the outsides, but again, don’t worry. Cracks and craggly bits can become ravines for cold heavy cream, or crispy bits that hold onto their crunch in a sea of butterscotch.

The warmth of your hands can do a number on the precious butter flakes in your dough, so popping your stuffed, wrapped dumplings in the freezer while the oven preheats will firm them right back up. If you don’t want to bake them straight away, however, just chill them in the refrigerator. (Do not,

however, freeze them. Frozen apples won’t soften in this recipe’s baking time!)

When the apple dumplings are finished baking, you’ll need to wait at least 15 minutes before you can eat them, which is the least fun part of this whole process. Bubbling hot butterscotch is not to be underestimated! It’s a sugary siren that will burn your tongue so fiercely you might lose your ability to taste your dumpling, which would be the cruelest of ironies. Step back. Be patient.

Take a walk around the block if you need to.

Once they’re cool enough to be eaten without injury, attack your apple dumplings with the ferocity of a kid on Christmas morning. This recipe makes enough to feed you and five other people, or it can feed you six times. Leftover dumplings can be refrigerated for up to four days, so you can eat them for breakfast and dessert for three.

DUTCH APPLE DUMPLINGS Active time: 1 hour | Total time: 2 hours 6 servings These rich apple dumplings are baked in hot, bubbling butterscotch syrup, so using a tart baking apple, such as Granny Smith, adds a nice contrast. These are great with heavy cream or vanilla ice cream.

Storage Note: Refrigerate leftovers in a lidded container for up to 1 week or freeze for up to 2 months.

Defrost completely in the refrigerator. To reheat: Microwave in 1-minute increments until they’re as hot as you’d like them to be.

For the dumplings: Generous 3 ¾ cups (475 grams) all-purpose flour, plus more for rolling out dough 1 tablespoon baking powder ½ teaspoon fine salt

2 ½ sticks (10 ounces/283 grams) cold unsalted butter 1 cup (240 milliliters) whole milk 6 medium-large baking apples, such as Honeycrisp or Granny Smith 1 ⁄3 cup (73 grams) packed light brown sugar 1 tablespoon ground cinnamon For the butterscotch sauce: 2 cups (440 grams) packed light brown sugar 2 ½ cups (600 milliliters) water ½ teaspoon fine salt 1 ½ sticks (6 ounces/170 grams) unsalted butter Heavy cream, for serving Make the dumpling dough: In a large bowl, whisk together the flour, baking powder and salt. Cut the cold butter into quarters lengthwise, then cut into small cubes and add to the dry ingredients, tossing them until they are evenly coated.

Press the butter pieces between your thumbs and forefingers into small, flat pieces. Add the milk, and mix gently with a silicone spatula or wooden spoon until a shaggy, soft dough forms. It shouldn’t look too wet, but it shouldn’t have large clumps of bone-dry ingredients either.

Line a large, rimmed baking sheet with a piece of plastic wrap and transfer the dough on top, patting it into a 1-inch-thick rectangle. Wrap well and refrigerate while you make the butterscotch, about 10 minutes.

Make the butterscotch syrup: In a medium saucepan over high heat, whisk together the 2 cups of brown sugar, the water and salt. Bring to a boil, stirring occasionally to dissolve the sugar, then reduce the heat so the liquid is at a simmer and cook for 5 minutes. Remove from the heat and stir in the butter until fully melted and the syrup is smooth.

Pour into a 9-by-13-inch baking pan and set aside.

Peel and core the apples. About halfway through prepping the

apples, remove the dough from the refrigerator and let it soften on the counter, about 5 minutes.

Assemble and bake the dumplings: Lightly flour your work surface and roll out the dough into a large rectangle about 1⁄8 -inch thick. Cut the dough once horizontally and twice vertically into six square-ish pieces. (It’s okay if they’re not perfect. The size of the rectangle will depend on the size of your apples.)

Place an apple in the center of each dough square. Mix the 1⁄3 cup of brown sugar and the cinnamon together in a small bowl and sprinkle into the hollowed apple. Wrap the apples fully in the pastry, pinching off pieces of dough to patch holes as needed, then briefly roll in your hands while applying a bit of pressure to smooth them out.

Transfer to the freezer to firm up the dough, about 10 minutes.

Position a rack in the middle of the oven and preheat to 375 degrees.

Arrange the apples in the butterscotch syrup in the pan and bake for 45 to 55 minutes, or until you can easily pierce into the doughencased apple. (Place a large, rimmed baking sheet on the rack beneath the apple dumplings to catch any drips.)

Remove from the oven and let cool for at least 15 minutes in the pan. Then, using a large spoon, scoop an apple and some of the sauce into each bowl and serve warm, with cold cream for pouring on top.

Millions of Californians struggle to pay for water AS DROUGHT DRIVES PRICES HIGHER Tribune Content Agency

everal months ago, Rosario Rodriguez faced a financial dilemma that has become all too common for millions of drought-weary Californians – either pay the electric bill, which had skyrocketed to about $300 during a scorching summer in western Fresno County, or pay the $220 combined water, sewer and trash bill.

“Our water is expensive, even though we can’t drink it because it’s contaminated,” Rodriguez said in Spanish.

In the end, Rodriguez opted not to pay the electric bill from May to July, knowing she could get help from the Fresno Economic Opportunities Commission, a local nonprofit.

No such assistance that she knew of was available for water, however.

For a family of four living off $25,000 a year, a water bill of more than $200 a month is an economic burden. Now, with 1 in 10 California households falling into arrears on water payments, calls are mounting for the state to step in and help.

“If we had a water discount, we’d have a little extra money for food or to buy our daughters clothes, shoes and other things they need for school,” said Rodriguez, whose family rents a home in the rural, unincorporated community of El Porvenir.

The Rodriguez family is among an estimated 13 million Californians living in lowincome households who bear the brunt of soaring water costs, experts say.

Although the state has declared that all residents have a right to clean, safe and affordable drinking water, officials have yet to make good on that promise.

Most recently, Gov. Gavin Newsom vetoed Senate Bill 222, legislation that would have required all California community water and wastewater systems to offer rate assistance to residential water customers.

In his veto letter, Newsom said that while safe and affordable drinking water was a top priority of this administration, the program lacked a source of funding. “Signing this

policy would result in significant General Fund pressures in the billions of dollars to continuously provide such assistance,” he said.

The veto came as a blow to water affordability advocates, who say the governor had vastly overestimated the cost of the program.

“This is both an environmental and racial justice issue,” said Michael Claiborne, directing attorney for the Leadership Counsel for Justice and Accountability. “The state has said a lot of good things in terms of commitment to addressing environmental and racial justice, but I think this is another example where we, as a state, have fallen short and need to do more.”

Across the state, water utility prices are escalating faster than other “big ticket” items such as college tuition or medical costs, according to David Mitchell, an economist specializing in water.

“Cost containment is going to become an important issue for the sector in the coming years” as climate change worsens drought and water scarcity, he said.

The price of water on the Nasdaq Veles California Water Index, which is used primarily for agriculture, hit $1,028.86 for an acre-foot on Oct. 20 – a roughly 40% increase since the start of the year. An acre-foot of water, or approximately 326,000 gallons, is enough to supply three Southern California households for a year.

Mitchell said there are short- and long-term factors contributing to rising water costs.

Long-term factors include the replacement of aging infrastructure, new treatment standards, and investments in insurance, projects and storage as hedges against drought.

In the short term, however, drought restrictions play a significant role. When water use drops, urban water utilities – which mostly have fixed costs – earn less revenue. They adjust their rates to recover that revenue, either during or after the drought.

“So it’s not right now a pretty picture,” Mitchell said.

As rates climb statewide, water affordability will only

become a bigger challenge for many Californians.

Adjusting for inflation, the average family was paying 45% more per month for water in 2015 than in 2007, according to a 2020 report by the California State Water Resources Control Board. It’s a financial burden that disproportionately affects low-income and Black, Latino, Indigenous and other households of color.

A recent survey on the Covid-19 financial impact on water systems and customers found that 12% of California households were behind on their water bills, with an average debt of $500 per household.

Statewide, Californians owe $1 billion; of that, $600 million was specifically for drinking water. The debt was most acute in Los Angeles.

Elizabeth Hicks, a Willowbrook resident, fell behind on her water bills a few years ago.

She had lost her job as a banker and was making $300 a month sitting on the board of directors of her local water district. She received financial assistance from the city, and a couple of years later had bounced back.

Although her monthly water bill now is fixed at $67.84, Hicks is starting to worry again as water prices continue to rise – not only for herself and her husband, but also for her community.

Willowbrook and Compton, its southeastern neighbor, have some of L.A. County’s worst affordability challenges – and a history of receiving discolored, contaminated water.

“It’s a disadvantaged community,” Hicks said. “We have senior citizens and certain individuals that cannot afford to pay their bill. . . . I don’t want to see my community go more into debt.”

Kelsey Hinton, communications director for the Community Water Center, said that “with everything getting more expensive because of inflation, because of Covid, because of the status quo right now, that is only going to increase as we continue moving forward.”

Average water bills vary considerably across the state, with water systems reliant on groundwater tending to have

lower rates, while smaller ones usually have higher costs because system investments are pricier.

Every month, families like Rodriguez’s must choose between bills to pay and are left wondering whether they’ll have enough money left over for other household expenses and needs like prescriptions, child care or school supplies.

Though state programs exist that offer ongoing support for other utilities and essentials (CalFresh and the California Alternate Rates for Energy, for example), the California Water and Wastewater Arrearage Payment Program, enacted in response to the pandemic, and the Low Income Household Water Assistance Program offer only one-time funding assistance for indebted households.

“So even if their debt gets wiped out today, there’s nothing available to keep you from accruing more debt in the future,” Hinton said.

Even then, water companies must choose to participate in the arrearage programs; those who don’t exclude their customers from financial aid. But not everyone who can benefit from these programs has access to them. People without legal status are often left out.

Lauren Ahkiam, director of the Water Justice L.A. Campaign, said households that have their water shut off because they can’t afford the bill are vulnerable to larger problems: liens can be put on their homes or children can be taken away if there’s no running water in the household.

“Even if the water bill isn’t the largest portion of someone’s expenses, the way that it can trigger public health concerns for folks or snowball into other impacts to a family that’s already struggling, that’s really concerning to us as well,” she said.

Although water affordability concerns are part of the larger issue of poverty, advocates said that legislation like SB 222 would mitigate the financial burden of rising water prices.

“The evidence is overwhelming of the need,” said Gregory Pierce, co-director of the Luskin Center for Innovation at UCLA. Even if the bill lacked funding,

signing it would have been an important step “to get the work started,” he said.

But state Sen. Bill Dodd, D-Napa, who introduced SB 222, said he wasn’t surprised it was rejected, given Newsom’s history of vetoing bills without a funding source.

“It was one of those bills that me and my fellow legislators passed through both houses that didn’t have funding attached, and we were hoping to get funding attached, but at the 11th hour, with other needs, that funding melted away,” he said.

Dodd and a coalition of affordable water advocates said the governor’s office overestimated the program’s annual cost.

The water board’s report estimated the program would have cost approximately $200 million a year, not the billions referenced in the veto letter.

Even so, many water agencies opposed the legislation, expressing concerns over the program’s proposed enrollment process.

Cindy Tuck, deputy executive director for government relations for the Assn. of California Water Agencies, which represents more than 460 public water companies, said the way the program divided state and local responsibilities “would drive up administrative costs unnecessarily and waste money that could be going to help lowincome households.”

As the state works to create more resilient water systems, experts said the issue would only get worse, and that delaying solutions would put more people at risk of losing access to water.

ACWA, Dodd and affordable water advocates said they would continue to work closely next year with the governor’s office and the state water board to find funding for a long-term water assistance program.

“The writing’s on the wall,” Pierce said. “Water prices are going up for the next several decades, so we need some assistance program in place like we have in so many other sectors.

Water is pretty much the first service that the government can and should provide.”

‘The Banshees of Inisherin’: When old friendship goes violently awry The Washington Post

T

he Irish writer-director Martin McDonagh has earned an adoring audience for his ability to find grace amid the grotesque. With films like “In Bruges” and “Three Billboards Outside Ebbing, Missouri,” he’s been rapturously received for his auteurist signatures, which include extravagant profanity, wickedly caustic humor, and a penchant for putting his characters into alternately amusing and excruciating extremes.

In other words, McDonagh is a master world builder.

Whether you want to live in those worlds for two hours of your only life is purely a matter of individual taste. For some, McDonagh’s soaring vernacular and tightrope balance of cruelty and humanism embody the finest values of the Irish literary tradition. Others (present company included) find the verbal pyrotechnics clever distractions from a facile, supremely ungenerous moral imagination. Put simply, some of us aren’t buying it.

“The Banshees of Inisherin,” McDonagh’s latest portrait of human frailty taken to its most perverse lengths, finds the filmmaker in a gentler allegorical space than his previous films; the opening scene features a literal rainbow behind his protagonist’s shoulder. But viewers shouldn’t mistake the story’s fairy-tale-like contours for reassurance. It’s still McDonagh’s world, shot through with rhetorical curlicues, unfettered absurdism, and lashings of sudden, lacerating violence.

All those values are on showy display in “The Banshees of Inisherin,” which reunites “In Bruges” stars Colin Farrell and Brendan Gleeson, this time not on a hit job in Belgium but on the fictional Irish island of Inisherin

HH (OUT OF FOUR) in 1923. Farrell plays Padraic Suilleabhain, a simple villager who lives with his sister Siobhan (Kerry Condon) and enjoys regular nights at the local pub with his best friend Colm (Gleeson). As “The Banshees of Inisherin” opens, Colm is behaving strangely toward Padraic; if it were the present day, we’d say he was ghosting his former wing man. In 1920s Ireland, with the civil war barely detectable in the distance, the rejection is far less passive-aggressive: Colm would sooner cut off a finger than indulge Padraic’s entreaties of friendship. Literally.

Can this bromance be saved?

“The Banshees of Inisherin” escalates with hyperbole typical of McDonagh: As Padraic’s irresistible force repeatedly butts up against Colm’s immovable object, only hilarity or tragedy can ensue. Make that hilarity and tragedy, as is McDonagh’s wont, as a number of subplots unfurl to underline the filmmaker’s fundamental themes, including the travails of a slow-witted townsman named Dominic (Barry Keoghan) and the sadistic predations of his abusive father, who happens also to be the local policeman.

For the frequent blunt-force meanness and operatic emotion of the story, “The Banshees of Inisherin” looks beautiful: Cinematographer Ben Davis infuses the County Mayo locations with an otherworldliness appropriate to the story’s intimations of mysticism and romance. If Keoghan’s depiction of a developmentally delayed character

veers uncomfortably close to caricature, Farrell, Gleeson and Condon are all sharply compelling as the three main characters, with Condon acquitting herself with particular aplomb as an intelligent woman forced to navigate man feelings writ irrationally, self-importantly large.

Presumably, one of McDonagh’s themes is the fatal cost of masculine reserve, as well as the futility of petty squabbles that can so easily metastasize into the fraternal battles that rage beyond Inisherin’s sleepy shores. “The Banshees of Inisherin” is also about artistic ego at its most monstrous and selfishly allconsuming: Colm’s reason for excising Padraic from his life is so that he can spend his final years focusing solely on playing the fiddle and composing (the piece he’s working on is called “The Banshees of Inisherin”).

McDonagh sets up a central dynamic that’s seductive in its binary simplicity: What’s more important, to be loved or to be great? To be smart or to be kind? Nice or interesting?

The fact that the choice is a false one is but a quibble within the filmmaker’s larger project, which is to put his characters in a purgatory of his own making and prod them while they squirm. It’s possible to see why McDonagh’s fans love his quirks and clever structural feints (the war of wills in “Banshees” often plays out like variations on a theme), as well as his characters’ willingness not to be liked. But what they find at the end of the filmmaker’s rainbow is less likely to be a pot of philosophical gold than prosaic self-satisfaction. “I just like the double ‘sh’ sound,” Colm says, explaining the title of his masterwork. He could just as well be speaking for McDonagh himself.

FAIRFIELD — The heroes of Wakanda return to local theaters and nationwide this week. The film follows a group of fierce fighters as they work to protect their nation from powers outside the country.

Opening nationwide are: “Black Panther: Wakanda Forever,” which follows Queen Ramonda (Angela Bassett), Shuri (Letitia Wright), M’Baku (Winston Duke), Okoye (Danai Gurira) and the Dora Milaje (Florence Kasumba) as they fight to protect their nation from intervening world powers in the wake of King T’Challa’s death.

As the Wakandans strive to embrace their next chapter, the heroes must band together with the help of War Dog Nakia (Lupita Nyong’o) and Everett Ross (Martin Freeman) and forge a new path for the kingdom of Wakanda. The film is rated PG-13.

Opening in limited release are: “Dylan and Zoey,” about estranged friends Zoey (Claudia Doumit) and Dylan (Blake Scott Lewis) who reunite for one evening in Los

Angeles to try and bridge the gap that has divided them for so long. Things seem fine until they realize that to truly mend their friendship, hard truths must be examined.

“Sam and Kate,” which follows Sam (Jake Hoffman) as he returns to his small town to care for his ailing father, Bill (Dustin Hoffman), and soon finds himself falling for a local woman, Kate (Schuyler Fisk). MSNBC parts ways with Tiffany Cross Los Angeles Times NEW YORK — MSNBC has cut ties with Tiffany Cross, an outspoken weekend host who provided a forum for issues important to the Black community.

A person familiar with the matter who was not authorized to comment publicly and requested anonymity said the NBCUniversalowned channel decided not to renew the contract of the host of “The Cross Connection.”

The production staff for the program was told it will be retained and work on the replacement for the Saturday morning hour.

An MSNBC representative declined to comment.

Cross’ Saturday time slot is expected to go to Jonathan Capehart, who currently hosts “The Sunday Show” on MSNBC. The network may also be creating space for former White House Press Secretary Jen Psaki, who was hired earlier this year.

Cross is a political analyst and author who started in television as a producer for CNN and BET. Her appearances as a commentator on Joy Reid’s MSNBC program led to her getting a weekend slot on MSNBC in late 2020.

Cross was drawing more than 500,000 viewers a week, according to Nielsen data, making it one of the higher-rated weekend shows on MSNBC.

They’ve looked very, very good; they’ve looked awful; and they’ve been everywhere in between.

They have more impact players at multiple positions than any team in football, but many of those players are older and injury-prone.

We can make a lot of excuses for their choppy first half, and try to convince ourselves that the trade for Christian McCaffrey changes everything. At some point, however, we have to confront reality: Teams that muddle their way through a significant part of an NFL season tend to get exposed when it matters.

Let’s take a closer look at what the Niners actually have accomplished heading into their bye.

For starters, they’ve faced just two opponents who took winning records into Week 9: The Seattle Seahawks, who lead the NFC West at 5-3, and the Kansas City Chiefs. Both of those games took place at Levi’s Stadium, with vastly different results.

The 49ers mauled the Seahawks in Week 2, a game best remembered for Trey Lance’s season-ending ankle injury and the triumphant return of Jimmy Garoppolo.

In retrospect, that was the Niners’ best win of the first half of the season, by far.

Yes, the 49ers have swept the Los Angeles Rams in impressive fashion, but the defending Super Bowl champs are a hot mess at the moment. With an oftmanhandled offensive line, an over-reliance on receiver Cooper Kupp and a defense that ranks 18th in points allowed and has forced only eight turnovers, the Rams (3-4) have issues, and reaching the postseason will be a struggle. The vanquishing of San Francisco’s archrivals twice in October might have filled Niners fans with warmth like an Irish coffee at the Buena Vista, but those victories might not age well.

There have also been three bad losses, beginning with the clunker in Chicago that opened the season. It’s easy to rationalize those defeats to the Bears (monsoon), Broncos (Garoppolo’s first start after a lost offseason) and Falcons (lots of missing players), but the Niners’ strongest teams of the past – and I’m including the 2012 and 2019 squads that reached the Super Bowl – would not have lost all three.

Then there was the

“The biggest thing that people don’t understand is the insurance you must buy,” Elliott Walden, of WinStar Farm, told The Times last year. “If you take a horse that’s worth $20 million, your insurance to keep him in training is 4% for mortality. And then, despite a late push from Chastain that closed the lead, there was Logano standing tall.

“Thank you thank you thank you!” the future Hall of Famer screamed over the radio right before

celebrating the win by spinning at the startfinish line.

Ryan Blaney, Logano’s Team Penske teammate, finished second. Chastain finished third.

Bell finished 10th.

Elliott finished 28th.

Kyle Larson, competing for the owner’s championship, finished seventh.

Logano is now one of two active drivers to have multiple Cup championships, joining Kyle Busch.

His win helped push Roger Penske to Team

“I knew going into this thing that we we’re going to win the championship,” Logano said. “I told the guys we were the favorite from Daytona, and we truly believed it, and that’s the difference.”

Their rematch with the Seahawks, a Thursday night game in chilly Seattle on Dec. 15, very well might decide the NFC West. If you think the Niners will cruise to victory in that one, McCaffrey or no McCaffrey, you haven’t been paying attention to this rivalry, or to the team the Niners have been this season.

On a great day, the 49ers would roll most opponents. However, championship teams are more accurately measured by their ability to flourish under adverse conditions, and slogging through half a season before turning it on and going on a run isn’t a birthright.

If the Niners aren’t at their best, teams like the Chargers, Saints, Dolphins, Bucs and even the Commanders could come to Levi’s and prevail, rendering moot the fans’ current wave of enthusiasm.

Daydreams can come true, but sometimes, they’re just illusory whims that turn out to be pipe dreams. It’s up to the 49ers to come back from the bye, tighten things up and demonstrate the consistency required to compete for a sixth Lombardi Trophy.

What they’ve done to this point, even on a stellar Sunday at SoFi Stadium seven days ago, isn’t good enough.

Yeah, I know, it was Patrick Mahomes, and he embarrasses a lot of opponents. I also know that if the Chiefs – or Bills – come out of the AFC, they’ll be pretty damn confident come Super Sunday, and with good reason.

The Chiefs and Bills are complete teams that habitually play at a high level, and when they don’t, their elite quarterbacks often compensate at key moments. The 49ers have a very specific style of play which, in optimal conditions, can allow them to prevail against anyone.

Yet doing what they did in January – pulling out two tightly contested road playoff victories against division winners – requires a lot of things to go right, and that’s hard to replicate upon command.

First, of course, the Niners have to get to the postseason. They’re well positioned, given that they’re in striking range of the Seahawks and have a favorable geographical schedule (six games at home, two on the road, and one in Mexico City). Oh, and one other thing – how shall we put this? – the NFC is trash.

Which NFC team – and yes, I’m including the undefeated Eagles – do you trust to dominate in the postseason? Make the playoffs, and anyone in the conference can dream big.

Moses Moody has the makings of a dependable two-way wing. And the Warriors’ two-way players, Jerome and Anthony Lamb, turned heads with their play in New Orleans.

But Wiseman is still struggling. It’s been ugly, at times, when his slippery hands result in missed buckets and rebounds. Some of those mistakes have noticeably frustrated the former No. 2 overall pick in the 2021 NBA Draft, who missed all of last season with a knee injury.

“He’s really hard on himself,” Kerr said of Wiseman. “I want guys to learn from their mistakes and grow from them . . .

I want them to play free and loose but there has to be some structure within that freedom.

“When we don’t have structure, it just becomes a pickup game, which has been the case for a lot of the games so far this year. That freedom is abused and it becomes just reckless basketball. So you gotta find that balance.”
