After a brief dip below 5% for the first time in four months, the 30-year fixed rate shot above that level this week. According to the latest data released Thursday by Freddie Mac, the 30-year fixed-rate average jumped to 5.22% with an average 0.7 point. (A point is a fee paid to a lender equal to 1% of the loan amount. It is in addition to the interest rate.) It was 4.99% a week ago and 2.87% a year ago. Freddie Mac, the federally chartered mortgage investor, aggregates rates from about 80 lenders across the country to come up with weekly national averages. 12 Mortgage rates bounce back on strong employment data

Q: We live in a subdivision with a homeowners association and a big set of CC&Rs. There are a couple of hundred homes. Recently, the HOA’s board of directors changed the CC&Rs extensively. In fact, they almost doubled in size. Apparently, one of the changes is that we are no longer allowed to leave our garage doors open. Another is that “commercial” trucks are not allowed to be parked on the driveway at night. We discovered both of these things when we received citations and notices that the HOA intends to level fines against us. Until then, we’d never paid much attention to the HOA. The biggest problem is that my husband is a general contractor. He has always parked both of his big trucks in our driveway at night, and he’s been doing so for the six years we’ve lived here. He has a shop set up in our garage and is often making cabinets and other things for his customers in the garage during the day. He needs to have the garage doors open for ventilation. So, obvi ously, my question is, can the board of directors just change the rules like that? We would never have bought this home with those restrictions. A: These types of issues with HOAs started to become a giant legal issue until around 2008 when suddenly people’s homes were worth half of what they owed and foreclosures were going through the roof. HOAs were not getting paid by the member-homeown ers and they were just trying to collect enough money to keep the street lights Accordingly,on. over the past decade or so, associations have been trying to update their CC&Rs to improve the quality of the neighborhoods and to help ensure dues are properly paid. However, the general answer to your question is yes, the HOA’s elected board of directors can amend, or even completely rewrite, the CC&Rs so long as they comply with both their own rules and the state’s laws. For readers not familiar with the concept, CC&Rs stand for Codes, Covenants and Restric tions. They are a set of rules which every homeowner in the development must abide by. In fact, there is little difference between CC&Rs and a city’s municipal code. Some, actually many, CC&Rs are relatively short and have no homeowners association to enforce them. They provide that if someone violates the rules, say by parking a motorhome on their lawn, the neighbor has to file a lawsuit to enforce the docu ment’sOthers,provisions.likeyours, have an elected board of directors with enforcement powers, just like a city’s police department would enforce the municipal code. Typically, the power to enforce is the power to fine. But many HOAs can actually take action into their own hands by towing cars that are parked in violation of the rules, or painting houses that have been painted with a non-approved color. And of course, the owner gets the bill. The rules regarding how you go about changing the CC&Rs are contained in two documents. Often there are procedures out lined in the CC&Rs themselves. You will also find procedures outlined in your HOA’s bylaws. If you don’t have either of these two documents, you can request them from the HOA. Typically, a major change in the CC&Rs requires a vote of the membership. Historically, it has required two-thirds approval. This is not two-thirds of the members who actually vote. D esigners frequently talk about wanting to “bring the outdoors in” through design. Whether it’s accomplished by adding daylight and greenery to energize a room or choosing floral prints for the walls or upholstery, the goal is to blur the lines between inside and out. But these more obvious dec orating choices perhaps miss a critical component: the feeling of being in the garden.

Leah O’Connell, a designer in the San Francisco Bay area, recently tried to create this feeling in her cousin’s family home in Richmond, Va. “Every thing was done with the light and the garden in mind,” O’Connell says. And although her choices were client-specific, they also speak to larger emerging life style trends: the ever-growing interest in sustainable materi als, the return of houseplants and a renewed fascination with naturalist collections, includingOftaxidermy.course,most people don’t have the space (or budget) to embark on this kind of project. But we spoke with O’Connell and other designers about how anyone can cultivate that garden experience inside their home –no green thumb required. Here are their suggestions. Let Mother Nature shine “The landscape is a constant part of the experience in the home: Spring is vibrant pinks and whites, summer is green and lush, and then there’s fall color,” O’Connell says. She chose white paint for most of the house to allow the views from the many windows to be the star of the show. But she also wanted to use green in a contemporary way. She installed custom green-gray and white tiles in a bold cubist pattern on the sunroom’s floor, and she chose a “fresh, grassy hue” from Fine Paints of Europe (No. S 6020-G10Y) for the library rather than a more predictable dark green. She went with a glossy finish in that room to add a lively note. “It’s pretty strong and bright, but because they’re a young family, we wanted fresh ness and lacquer,” she says. Create new vistas Scenic murals, popular since around the late 17th century, when China began exporting hand-painted papers to Europe, are another way to embrace landscape themes. O’Connell chose de Gournay’s pictorial Early Views of India for the dining room, where its elephants, palms and distant mountains bring a romantic, faraway feel. “Scenic papers grab your attention and can start conver sation,” says Nashville-based interior designer Robin Rains. She also likes the way the images can reflect places or atmospheres that we find interesting. Because you’ll want as little interruption as possible in the imagery “to get the full effect,” she says, “be sure to take doorways and windows into account” when positioning the scenes.

Botanical prints, particularly on fabrics, can visually connect a home’s interior to its sur roundings. O’Connell went with Schumacher’s fern print, Les Fougeres, on a pair of chairs in the sunroom; Colefax and Fowl er’s classic Bowood chintz in the breakfast nook; and Jasper’s Malmaison-Fontaine, featuring climbing passionflower vines, in the library. Florals continue in the primary bedroom, which O’Connell wallpapered with one of her own designs, Cora, named for the homeowners’ daugh ter. She mixed in stripes and solids to keep rooms from Green has long been a popular color for libraries, Leah O’Connell says. She chose a brighter shade with a glossy finish for a more energized feel befitting a young family.

T oday I am here to say, let’s give up the dog days and create a celebra tion of the tiger days of summer. I am not talking LSU, Auburn or Clemson starting football workouts. I am, however, touting states like Delaware, Virginia, North Carolina, South Carolina and Georgia coming together for the one thing they have in common: They have all chosen the eastern tiger swallowtail as their state butterfly. A wingspan that can exceed 5 inches makes the eastern tiger swallowtail one of the most loved butterflies in the United States. It has a huge range, from Texas north to Canada and all states eastward. When the eastern tigers show up in the landscape, the cameras start clicking. It is indeed a cause for celebration. They have two broods in the North and three in the South, with some of the heaviest populations occur ring simultaneously with the hottest days of the summer, yes, the dog days, which officially this year were July 3 through Aug. 11. You see, the real dog days are tied to an astrological event. The monarch butterfly gets the lion’s share of the press these days, and rightfully so. I love monarchs, and we all need to grow

This market should make it easier for people who want to move up from their starter home to their forever home. Keep in mind, if a person sells in this market and simul taneously buys in this market, at the end of the day it’s a wash. The only difference might be the interest rate on the mortgage versus the rate they obtained in 2020 and 2021 when rates fell below 3%. Because of the crite ria, these rates are not available to every borrower. The 15-year fixed-rate average climbed to 4.59% with an average 0.7 point. It was 4.26% a week ago and 2.15% a year ago. The five-year adjustable-rate average rose to 4.43% with no points. It was 4.25% a week ago and 2.44% a year ago. “Prices moderated a little bit in July, but the inflation report had little influence on mort gage rates, which were bound to bounce back after last week’s plunge,” Holden Lewis, home and mortgage expert at Nerd Wallet, wrote in an email. “Three facts are correct at the same time: Inflation is easing, the infla tion rate is still far too high, and the Federal Reserve will most likely raise rates by a lot at its September meeting. In such an environment, mortgage rates will trend upward, with an occasional brief downward squiggle.”

The Labor Department released the consumer price index, a measure of what con sumers pay for goods and services, on Wednesday. It showed annual inflation fell slightly last month from its fourdecade high, rising 8.5% in July from the same month a year ago. On a monthly basis, the CPI was flat after more than two years of monthly increases. The inflation data may cause the Federal Reserve to mod erate its rate hikes. For most of this year, the Fed has been trying to tame inflation by raising the federal funds rate. It has raised the benchmark rate four times this year. It meets again next month to consider another increase. If the eastern tiger swallowtails fail to show, on the other hand, the heart starts to palpitate, and the summer land scape seems as though it has had a pall cast over it. Now get out a pencil and paper for your test. Monarchs must have milkweed; what is the larval food for eastern tiger swallowtails? Lucky for us, we have several options, all trees: wild cherry (Prunus), tulip poplar (Liriodendron), sweet bay (Magnolia), birch (Betula), ash (Fraxinus), cottonwood (Populus), willow (Salix), moun tain ash (Sorbus) and basswood (Tilia). The forest is extremely important. The chrysalids even over winter in the forest. So, the forest is doing its part; what can we do to provide nectar with the hopes of keeping eastern tiger swallowtails around during the torrid days of summer? Their average lifespan is about two weeks, and the swal lowtail appreciates your efforts to grow flowers. O’Connell brought them into the Richmond space with antique bird prints, a serpent-framed mirror and a vintage taxidermy pheasant from Creel and Gow. “Taxidermy can be tricky. You either like it or you don’t,” says Los Angeles designer Kevin Beer, whose home (adorned with his costumed taxidermy birds) is featured in “The New Natu ralists,” a book that highlights collectors interested in such curiosities. But if stuffed critters aren’t for you, Beer says, there are other options. “Flea markets, estate sales and antique malls are a good source for inexpen sive treasures, but if you’re lucky enough to have a garden, it’s all there for free: feathers, rocks, seed pods, a branch of flower ing dogwood,” he says. “Just go outside. Found objects are every where.” Whether you disperse them throughout your home or gather them in cabinets or glass domes, as Beer does, they create a personal story and rep resent what “the earth has given you,” he adds. Play with texture Incorporating intriguing tex tures, including nubby surfaces and natural furnishing mate rials, can give even a formal space a relaxed, outdoorsy feel, while re-creating the sensory, tactile experience of being in the garden. O’Connell filled the sunroom and the living room with vintage rattan, wicker and bamboo pieces, for example, sourcing pieces on Chairish and at Richmond’s West End Antiques Mall. For the living room, she brought in a hand crafted rattan console from Soane that is woven to look like a draped fabric. She also found a faux-bois wallpaper from Nobilis with a grain for the sunroom, and gave a guest bedroom bergère chair a utilitarian edge with burlap upholstery. Don’t forget the plants “A green plant makes you feel good,” says Stephen Block, owner of Inner Gardens, a California nursery and show room. “The world’s a mess right now – there’s a war, and we’re all feeling out of control – but plants areLikeninggrounding.”today’s demand to the plant boom of the 1970s, Block says they are the perfect way to add a natural touch. “Just don’t bring in plants that will add stress. Think about cost, length of life and ease of main tenance,” he says. “Little plants can be harder, because they have fragile root systems, whereas larger plants can withstand vari ations in care.” For this Richmond home, O’Connell focused on leafy Boston and blue star ferns, as well as umbrella plants and orchids, “to echo what’s outside,” she says. “Houseplants have a less formal feel than cut flowers, and they don’t have to be switched out all the time,” she says, noting that fresh bouquets come in for special occasions. “Greenery is the main focus here, but it’s also all about eas iness for the clients,” she adds. “And the house feels just like them: cool and grounded.”
