A: The best advice I can give you is this: Stop! Stop saying “yes” to every thing. Stop trying to appease yourTenantstenant.are people, too. They come with all varieties, includ ing some who will take your proverbial inch and stretch it a metric-mile. We live in California. Gen erally speaking, California’s consumer protection laws put more responsibility on residen tial landlords than in any other state. But that responsibility is not without limits. Both tenants and landlords often confuse their relationship to one another. If you buy a new home from a builder, you have a right to expect that everything is just this side of perfect in the house. If you find a problem with the con crete or the blinds or the stove, you call the builder and they get a repairman out. If you buy a home that’s not brand new from a seller, you have the right to have the seller disclose to you everything that’s wrong with the house that they know about. In this case, the word “wrong” means anything the seller actually knows about that would affect the value of theYouproperty.can’tcomplain about cracked concrete that is clearly visible or a non-working stove if that fact was disclosed to you before the purchase. And of course, you can’t complain about anything that goes wrong after the close of However,escrow.tenants have even less legal ability to complain. A sprinkler system or new drapes are not things a tenant is entitled to unless you specifically agreed to provide them in the lease. You didn’t lease the prop erty to him with a warranty that everything is perfect. In essence, you made an agreement with the tenant that if he paid his rent, you would provide him with a relatively safe, secure and healthy place to live. That’s it. So, for example, if the lock on the front door breaks; that’s something you need to fix since the house can’t be secured without a working lock on the door. If the toilet backs up and stops working; that, too, is some thing you need to fix since there is a health risk from the sewage and the law requires that certain minimal health-related fixtures, such as a toilet, be provided. The same goes for heating. Every house has to have a working furnace system. But air conditioning is not required by law. The problem you’re experiencing is as much your fault as yourRemembertenant’s. when your child begged for a cookie and you finally gave in? What were the next words out of the kid’s crumb-encrusted lips? “Can I have another one?” Well, there you go. If you keep buying new stuff just because the tenant wants it, there’s no reason for him to stop asking.Finally,Right?Ihave two pieces of advice. First, if you’re going to manage your own property, buy a California tenant/land lord book and learn the law. And second: Don’t manage your ownFollowproperty!Jones’

Q: My husband and I own a rental home in Vacaville. It’s a home we used to live in until last year when we bought a smaller home for us and rented out the other house. I need to preface this by saying my husband was religious about maintaining the house. It was perfect when the tenant moved in. We even repainted the entire interior and upgraded the old stove that we had used for 25 years. From the moment the tenant moved in, he has been complaining about one thing or another. I’ve spent money on new drapes, new linoleum and a virtually new sprinkler system in the back yard. Now he’s complaining that the walkways around each end of the house are cracked and getting worse. He went out and got a bid of $1,600 for some guy to come in and replace them. Mr. Jones, we aren’t loaded with money. Both my husband and I are retired school teach ers and we just thought renting out our house would be a good way to get some extra income. What can we do?

THE WASHINGTON POST I f you live in a city or subur ban area, chances are you don’t even question the availability of internet access. But when the pandemic opened more possibilities for remote work and buyers began looking at homes in far flung rural areas and vaca tion resorts, some of them found that internet access is not a given. While nearly 86% of U.S. house holds today have some type of internet subscription, an average of 12.2% of households across the U.S. don’t have internet access, according to a recent report from LendingTree.Thereport found that Arkansas, Mississippi and New Mexico are the three states with the largest share of homes without internet access, with an average of 19.17% without an internet connection.
Gilbert: Unlike utilities, inter net access is rarely included in Multiple Listing Service (MLS) listings even though access to reli able broadband is increasingly crucial, especially for remote workers. As a result, some MLSs are working to make this data available to their members and consumers. For example, Triangle MLS, located near Raleigh, N.C., is working with Fiber Homes to incorporate the information directly into their data service so that consumers can search for homes with broadband as easily as they search for three bedrooms and three baths. The hope is that more MLSs around the country will follow their lead.

R esidential home apprais als are done by licensed appraisers. Over the past three years, the short age of licensed appraisers in California has been blatantly evident. The Home Value Code of Conduct rule, or HVCC, that was created after the crash in 2008 drove some great appraisers with long-term lender relationships out of business because lenders have not been allowed to order appraisers directly through the appraiser of their choice since HVCC. Lenders cannot even talk to the appraiser prior to the appraisal being done to prevent lender influ ence on value. The other reason for the shortage is that 70% of the licensed appraisers in Cali fornia are over 50 and only 20% are under 40. It’s also difficult to become a licensed appraiser. A college degree is required, and the rookie appraiser must work under a licensed supervising appraiser for a year or two. Very few senior appraisers want to take on an apprentice. The amount of revenue is not enough to go around for the two appraisers, and the appraisal management company that takes a piece of the pie for being the order-taker from the mortgage lender. Lenders must order apprais als through an appraisal management company and then that company puts the order out for bid to all their approved appraisers on the company’s roster. Many Solano County res idents in 2020 and 2021 had to pay 25% to 100% more than normal for apprais als because refi-mania and the 2020 and 2021 seller’s market, where buyers had to write aggressive 21-day close of escrow offers. Apprais ers could charge $1,000 to $1,500 for rush appraisals in Solano County. In 2022, the appraisers, like the lenders, are hungry for business. Now lenders can have appraisals done quickly for less than $700. One more thing for you potential buyers out there sitting on the fence: An appraised value is deter mined by a market analysis based on comparable homes that have sold within the past six months. Now that we are nearly in September, a buyer can feel comfortable that the appraised value will be based on today’s market and not the buyer-frenzied market in 2021. Both responded via email and their responses were edited.
Q: How many locations in the U.S. lack high-speed internetGilbertaccess? : While great progress is being made bridging America’s digital divide, it’s estimated that more than 20 million homes still lack access to what would be considered high-speed internet. The majority of these homes are in the more rural areas of the country. Even with so much focus on expanding high-speed internet access, if someone is looking to buy or rent a home outside of a major metropolitan market, it is far from guaranteed that they will be able to get the level of high-speed inter net they need. Bloomfield: That is a tougher question to answer than it should you define high-speed access. The FCC previously indicated that just over four percent of Americans lack access to broadband speeds of 25 megabits per seconds (Mbps), with eight percent lacking access to 100 Mbps. But even as work is underway to improve them, the FCC’s current maps measure broadband based only upon adver tised speeds and they admittedly overstate coverage. So, we all have to work with estimates – but it’s clear that millions of Americans lack access to robust broadband, and it’s also clear that many of the unserved and underserved parts of the country are in rural America. But there are also hundreds of community-based broadband pro viders in the U.S. who serve some of the hardest-to-reach parts of rural America. In these areas, con nectivity is great. For example, 75% of our members provide fiberto-the-home connectivity, which doesn’t always happen even in urban locations.

When Etsy trend expert Dayna Isom Johnson saw the photo of Robbie behind the wheel of her hot-pink Chevy Corvette convertible, she knew that moodboosting colors in home design would bubble up. “Everyone started embracing that color,” Johnson says. “It’s ultrafem inine.” Searches on Etsy for hot-pink home and living-related items are up 21 percent in the past three months compared with last year, Johnson says. “It’s all about embracing those vibrant hues and trying to think back to nostalgic times, when life was a little simpler and sunnier and a little more carefree,” she adds. If you want to jump on the Barbiecore bandwagon, she sug gests starting with something small, such as a vase, pillow or candle, because “it’s a very bright tone.” If you’re ready to embrace pink paint, choose carefully. Andrea Magno, director of color marketing and development for Benjamin Moore, says pink has gone more mainstream in recent years. “It has broken away from that little girl kind of conno tation,” she says. But Magno cautions that “a lot of colors may be fun for a skirt or nail polish, but when it’s color on the wall, it should be something livable.”

Bloomfield: If looking for a home that is well-connected is not an option, I would recommend contacting the local ISP to see if broadband-level service can be provided in the future. Fiber is the gold standard (and the technology most suited for future bandwidth demands) but other options like satellite and fixed wireless connections might provide at least some basic level of connectivity when fiber is not available.
