Are ADUs an effective housing solution?

Included in the state’s budget signed by the governor in June is $50 million set aside for homeowners who build an accessory dwelling unit on their property. The criteria for this year’s grants is expected to be similar to last year. Applicants receive up to $40,000 toward predevelopment costs, including site prep, architectural designs, permits, soil tests, property survey and local impact fees.

The legislature is attempting to reduce the state’s estimated 2 million housing shortage by providing financial incentives for building backyard ADUs. Lawmakers believe ADUs are the most promising and least costly solution to building affordable housing. They could be right. The Los Angeles Times

conducted a study of more than a half dozen affordable housing projects built by the state. The study found projects were costing taxpayers $1 million per apartment. The average cost of building an ADU of the same size was $300,000.

The California Housing Finance Agency is the lead for this program and more information can be found on its website, including a grant application. However, the agency is behind finalizing guidelines for this year’s allocation. With the increased interest in building ADUs, funds will go fast. Last year CalHFA paid out $100 million to homeowners building ADUs.

According to a report from the University of California Berkeley Center for Housing Innovation, “The

money is vital because it’s one of the few government programs that fund and incentivize home construction.”

Since the state began rolling back local government ADU building restrictions these units have been an increasing percentage of new housing. According to the California Department of Housing, there have been 60,000 ADUs permitted, about 20% of all housing permits, since 2018. More ADUs were permitted in 2022 than in the previous four years combined.

Building ADUs has benefits beyond owners and those who occupy them. Building 100 ADUs dispersed in a community is less intrusive than building the same number of lowincome units in a single neighborhood. Subsequently, they receive less pushback from local residents. Local governments count new ADUs when calculating their legal requirements for

providing affordable housing and state lawmakers take credit for responding to California’s housing needs.

The ADU success story is worthy of continued funding. However, despite the state’s efforts eliminating local ADU building restrictions and providing financial assistance to homeowners, the results are underwhelming. We are not building enough ADUs to make a significant difference reducing the number of needed low-income rentals. Much of what is built will not be available as low-income rentals and much of what is available is not located where it needs to be.

Although the legislative intent of financial assistance was to increase the number of low-income rental housing available, it’s likely a large percentage of ADUs will never be available for

My next-door neighbor, Jo, was in her living room reading. Her husband was watching television nearby. My husband was home working on his computer, when suddenly:

“The loudest thunder I have ever heard and a big white flash struck all at once, jolting me out of my chair,” Jo said. The TV went black. At our place, the thunderstruck dogs dove under my husband’s desk and stayed there. Meanwhile, I was stuck on a circling plane that couldn’t land due to weather and missing all the action.

Lightning had struck a cable line between our two houses, zapping both. Jo’s house got hit worse. The strike took down her home’s air conditioner, three Apple TV boxes, the internet, cable television, water heater and the smart system that controls the lighting and sound systems. “The lights that were on I

couldn’t turn off; the ones that were off I couldn’t turn on,” she said. They would spend weeks (including two weeks in Florida in August without air conditioning) dealing with their insurance company and service workers to repair or replace the blown home systems’ damage, which, at last tally, cost an electrifying $40,000.

Meanwhile, at our place, the same bolt from the blue knocked out our air conditioner, cable television, irrigation control box and five recessed can lights.

All — Jo and I now know — could have been prevented had we had proper surge protection. Many power companies, including ours, provide it if you ask.

Many ADUs intended as rentals are located in neighborhoods not accessible to low-income families. A study by the University of California at the Berkeley Terner Center of Housing Innovation found “a disproportionate number of ADUs being constructed in California’s wealthier neighborhoods while the most a ected by the high costs of housing are low- and moderate-income earners who are in more urban areas.”

Handing out $40,000 to homeowners who are building an ADU to be used as a seasonal home for Aunt Erma or renting an ADU in El Dorado Hills to a highearning tech yuppie isn’t solving our a ordable housing problem. California has made a good start with nancial assistance for pre-development costs but if ADUs are to make a signi cant reduction in our a ordable housing shortage more will need to be done. The permit approval process would be a good starting place.

Despite state laws requiring local governments to approve or deny an ADU application in 60 days, that’s not happening. That’s evidenced by the di erence between the number of ADU applications for permits and actual permit requests issued. Recent data shows that for every ADU completed in 2021, roughly three permits were submitted. In 2022 there were more than 50,000 ADU applications but only 16,000 permits were

issued. The mismatch between initial demand and what actually gets built underscores the di culty homeowners face with the local building approval process. Homeowners are not developers and do not have the time or expertise to navigate the complex ADU design/ permit/build process.

Finding the nancing to build an ADU for most homeowners in El Dorado County isn’t normally an issue. It is for many homeowners in Sacramento or other urban areas where there is a greater need for a ordable rentals. California already has several housing nancing programs in place. They need to be expanded to include ADU construction lending.

Homeowners who build an ADU should receive the same bene ts as developers who build low-income housing — tax credits for a portion of the building costs, low interest or loan guarantees and exemptions from local rent control. The incentives should be greater in communities that have a shortage of a ordable rentals.

This year’s state budget includes $7.3 billion for housing programs, including $3.3 billion for housing the homeless. If building ADUs are to be the state’s primary and most cost-e ective source of a ordable housing, perhaps the program deserves more than 1% of the housing budget.

company that makes surge-protection systems and provides them to utility companies in over 10 states. “The ripple e ect was strong because you were so close.”

About 80% of residents who sign up for his company’s surge-protection program do so a er they have a lightning event, he added. Jo and I are now part of that forehead-smacking statistic.

“Although you can’t keep lightning from striking, you can keep it from getting in your home by capturing the spike and sending it into the ground before it enters the house and fries your refrigerator,” said Jackson, who’s been ghting lightning for 32 years. That’s what the program’s meter-based device does.

Electricians (not you!) install the unit behind your home’s electric meter, where it monitors incoming power and diverts surges. Our power company charges $49.95 to install the device, plus a $7.99 a month lease fee.

Those who want more protection can purchase a plug-in surge protector to use indoors on sensitive programmable electronics, such as televisions and computers.

“Is the system perfect? No, but it’s close,” Jackson said. “It won’t help if you have a direct strike on your house that blows a hole through your ceiling. But the good news is 95% of surge damage comes from indirect strikes.”

Not every home needs surge protection at the meter, but all homes in lightning prone areas could bene t, he said. States with the most hits are in the Southeast and Midwest. While Texas gets the most lightning strikes a year, Florida holds the record for most strikes per square mile, followed by Louisiana and Mississippi. Summer is peak lightning season.

Where lightning is less common, say on the West Coast, homeowners can get hard-wired surge-protectors online or from a big box store for around $100. These boxes install directly into your electric panel. Though the shock wave has to get into the circuit panel to be captured before it’s sent back outside, these units do help, he said.

Lightning rods help prevent structures from burning, but don’t provide much protection for appliances and electronics. “If you live in the tallest building around, a lightning rod might be a good addition. Otherwise spend your money on surge

protection, not structural protection,” he said.

Here’s how else, Jackson recommends, you protect yourself and your home from the jolt of a bolt:

•Take cover. The minute you hear thunder in the o ng, get inside. You want four walls around you. Sitting on a covered outdoor patio is not safe. If a structure isn’t near, get inside a car. Get o the golf course. Don’t duck under a tree.

•Do not swim or be in water or standing in water when a storm is in the area.

Put away the umbrella. Better wet than zapped. “You do not want to be in a thunderstorm with an umbrella,” Jackson said. “It’s basically a portable lightning rod.”

•Look for leaks. Check around your home, especially around your electric meter, for water. Make sure the ground isn’t getting wet from a leaky hose bib or condensation. Lightning looks for the easiest path to ground and wet ground is an easier path than dry ground.

•Keep the surges outside. Surge protectors that stop electrical strikes from entering your home are your best defense. If your utility company doesn’t o er them, then get a hard-wired surge protector installed into your electric panel. Indoor surge suppressors o er a third line of protection.

•Hire a licensed electrician. Regardless of which system you get, have a licensed electrician install it, “not just someone who’s good with electricity,” Jackson said.

•Power strips aren’t enough. Those bars that have multiple outlets are convenient, but don’t protect what’s plugged into them from voltage surges. To protect sensitive or programmable electronics, plug them into a surge protector or suppressor.

•Watch for aftereffects. Not all lightning damage shows up at once. Some arrive days and weeks a er the hit. Jo just called. Her pool lights are out.
