El Dorado Hills Community Services District Board of Directors President Ben BEN PAULSEN Paulsen has announced his candidacy for an El Dorado County supervisor seat in 2020. He is running to represent District 1, which encompasses most of El Dorado Hills. While Paulsen didn’t originally see his position as a member of the EDHCSD board as a springboard to a county supervisor seat, he said a lack of representation from the sitting members has prompted him to throw his hat in the ring. Though he’s undecided whether El Dorado Hills should formally become a city, Paulsen shared his opinion that the area is thoroughly missing a voice in local government. “Here in El Dorado Hills we don’t have the power that a city has,” he said. “The (community services district) feels that the best way to represent and serve the community is to move to the county level.” Through his experience as the EDHCSD president, Paulsen said he’s best suited to represent the region. He noted his frustration with the outsized effort El Dorado Hills has put forth in building for commercial and residential needs in the county. “(District 1) is the smallest district and yet we’re absorbing something like 80 percent of development in the county,” Paulsen said. “We’re tired of bearing the impact for what other districts refuse to accept.” Specifically, Paulsen has remained against rezoning of the old executive golf course. n

El Dorado County will host the first round of public workshops for the Commercial and Multi-Family Residential Design Standards Project during the month of February. Two workshops will take place in each of the four unincorporated communities included in the project: Cameron Park, Diamond Springs/El Dorado, El Dorado Hills and Shingle Springs. “We invite residents, business and property owners, workers and other community members to attend a workshop session in their community to learn about, discuss and share input on the project,” said Tiffany Schmid, director of Planning and Building. The workshops will provide participants with the opportunity to help define the community’s expectations for commercial and multi-family residential development and preferences for design standards topics and concepts as well as architectural themes,” she said. The community-based planning project will result in comprehensive design regulations and supporting guidelines for commercial and multi-family residential projects in the communities. The standards will address all aspects of building and site design on private property and document architectural themes rooted in the community and El Dorado County’s building tradition. They will also provide conceptual site designs to demonstrate how standards can be applied to the different kinds of sites present in the community and include performance standards that assess a development’s conformance with the standards. The project has two

components. The first will focus on the development of design standards for Shingle Springs, the project’s prototype community. Based upon the approach developed for Shingle Springs, the second component will involve the preparation of design standards/ guidelines for the remaining three communities. The county is undertaking the project to implement El Dorado County General Plan policy direction to prepare design standards/guidelines for the communities that are developed in collaboration with community members and seek to identify, maintain and enhance the community’s character and unique identity. The project is being led by El Dorado County planning staff, the county’s Community and Economic Development Advisory Committee and the project’s consultants De Novo Planning Group and Page & Turnbull. “By defining the community’s aesthetic preferences for commercial and multi-family residential development, the community can achieve greater certainty that future development will positively contribute to communities’ character and identity,” said Martti Eckert of De Novo Planning Group. “The project builds upon the county’s previous efforts to create and implement a communitybased planning process framework utilizing the approach described in the county’s Community Planning Guide,” he said. Upon their adoption the design standards will help simplify and expedite the discretionary development project review process. This streamlined process will reduce development project costs and encourage development that will benefit the community, including residential projects that satisfy the unmet demand for

Last month the California State Controller’s Office issued an audit that found El Dorado County had complied with the state’s statutes for the apportionment and allocation of property tax revenues for the six-year period ending June 30, 2019. The county’s schools, fire districts and the county government itself rely on accurate property tax allocation performed by the Auditor-Controller’s Office. The state controller’s audit report indicates that all these agencies can rely on the AuditorController Office’s allocation and apportionment of property taxes. El Dorado County Auditor-Controller Joe Harn recently posted the state controller’s report to the county’s website. The audit was conducted by the State Controller’s

Compliance Audit Bureau-Division of Audits between July and October 2019 and the audit report was issued Dec. 23. “I was not surprised by the excellent audit report because I have the most knowledgeable and best property tax group in the state,” Harn said. “Posting the audit report to the county’s website is part of the ongoing effort to increase transparency in our county government,” he added. “The best government transparency involves placing all financial information online in a readily understandable manner. Government transparency allows taxpayers to see how our county is spending tax money and gives El Dorado County residents the ability to hold us accountable. State water allocation increased Democrat staff The California Department of Water Resources announced Friday an increase in 2020 State Water Project allocations to 15 percent of requested supplies, up from the year’s initial 10 percent allocation announced on Dec. 2. Allocations are reviewed monthly based on snowpack and runoff information and are typically finalized by May, according to DWR officials. “California gets most of its annual precipitation from a handful of major and infrequent winter storms,” said DWR Director Karla Nemeth. “After some significant storms in December, January has been

relatively quiet and is currently below average. We continue to hope for wetter conditions and must always work to eliminate waste and use water more wisely.” DWR measurements reveal that precipitation in the northern Sierra is at 63 percent of average to date. Statewide snowpack is 76 percent of normal for this date. The state gets about 30 percent of its annual water supply from snowpack. Snow water content is one factor in determining allocation amounts along with reservoir storage and releases necessary to meet water supply and environmental demands. Lake Oroville, the SWP’s largest reservoir, is currently at 61 percent

of capacity and 94 percent of average for this time of year. Shasta Lake, the Central Valley Project’s largest reservoir, is at 74 percent of capacity and 112 percent of average. San Luis Reservoir, the largest off-stream reservoir in the United States where water is stored for the SWP and CVP, is at 72 percent of capacity and 95 percent of average. In Southern California, the SWP’s Castaic Lake is at 72 percent of capacity and 87 percent of average. Friday’s 15 percent allocation amounts to 635,434 acre-feet of water. The SWP provides water to 29 SWP contractors who supply water to more than 27 million Californians and 750,000 acres of farmland.

there.” She added that while the numbers in the report reflect industry standards, the overall result is not a fair or accurate depiction of reality. Reports that stick firmly to the statistics and numerical formulas, said Chapman, result in an unwanted phenomenon: “Instead of Anytown USA now we’ve become Any Road USA.” Kathi Lishman, who lives near Clay Street, pointed out that the roadway was poorly designed, “built in phases where each phase came back differently.” Because the roadway is wide at the newer, east end where it connects with Mosquito Road, then going westbound gradually narrows and ultimately reaches Main Street after traversing over a narrow bridge where pedestrians cringe when there is oncoming traffic, Lishman agreed the numbers in the traffic study don’t portray the full situation. “On paper versus what happens in real life can be two different things,” she said. That observation was echoed by Councilman Mark Acuna, who began by commending City Engineer Neves, who he said did an admirable job of “applying engineering standards and collecting data as it exists out there.” “You’ve done exactly what you (were) asked to do.” Acuna conceded that, according to standards, Clay Street “does exactly what it was designed to do …” but added that this is where, in his opinion, “the engineering world clashes with the realities of the neighborhood world.” Despite the report reflecting that for 365 days of the year, there is not a quantifiable traffic problem on Clay Street, Acuna said he begs to differ. “I know there is (a traffic problem). I’ve driven there, I’ve seen it.” Acuna, whose fatherin-law lived on Coleman Street off Clay Street until his recent death, said last

fire season he “held my breath” hoping no blaze would break out in the area, because he knew residents would be hard pressed to flee to safety. With traffic returning from Tahoe to head westbound, Acuna said the fact that more and more vehicles are

clogging Clay Street then dumping onto Coleman to scoot past the three traffic lights where cars and trucks sometimes back up for miles presents a deadly danger. “All that Tahoe traffic and it was still 90 degrees,” he reflected. “If that north side of town goes (in a fire) there’s no way to protect the residents. If there’s a fire, they’re not getting out of there if there’s some sort of evacuation. “If that doesn’t happen to fit into an engineering book, well, that’s not the first time that’s happened.” Acuna also decried the condition of Coleman Street, where potholes seemingly are accents for melted, hilly mounds of asphalt that require a keen eye to navigate without damage to vehicle undercarriages. The only thing the woeful condition of the road does not appear to accomplish, however, is to discourage people from taking that route to try to get around town. And that brought the other council members to point out that once westbound vehicles leave Coleman, they take Bedford Avenue over to Spring Street and beyond, resulting in massive overflow onto other roadways. And that discussion led to the panel agreeing that virtually every roadway in city limits is impacted by Highway 50 traffic leaving the freeway, with Acuna saying he has seen

Councilman Dennis Thomas said he feels the statistics in the city’s report on Clay Street “clearly demonstrate there’s not an overarching speeding issue” and noted the overflow from Highway 50 during Apple Hill season and other seasonal stretches “is temporary.” He suggested extra law enforcement on Clay during those times might be sufficient. Acuna stressed that “the challenge is not in confirming Clay Street wasn’t designed properly but tying it in to a bunch of antique roads.” He suggested making

Coleman one-way only, perhaps during October and November, to see whether that would be a solution. Without the Coleman connection westbound traffic coming off the freeway to the east doesn’t have the necessary segment that allows westbound traffic to get around the mess at the lights. “The beauty of it is that it’s one spot that we can plug, and save all these historic neighborhoods,” said the councilman. However, if the Trip to Green experiment works well this fall, and if all the logistics regarding getting local residents north and south of Highway 50 home and elsewhere are worked out, that could result in no need for making Coleman oneway, pointed out City Manager Cleve Morris. Morris told the council a full report, called a “traffic calming manual,” soon will be available to the panel and the public. He said it will address much of what was talked about during this meeting and will include more and different information for future discussion. That report will be provided to the City Council in late March, said the city manager.

Paulsen himself was a victim of the ongoing homeowner’s insurance crisis ravaging many parts of rural and suburban California. He said keeping El Dorado County safe and insurance affordable would be a principal focus of his tenure if elected. “It’s going to take efforts at the county level and state legislation to put things back in order,” he said. “We need to deal with accountability from the corporate level instead of at the homeowner level.” Continuing to protect what he says makes El Dorado Hills such a great place to live drives him to run. “We have a wonderful, safe community,” he said. “I plan on maintaining that momentum through conserving what we have and enhancing it in any way possible.” Paulsen holds a communications degree from the University of California, Santa Barbara and educational experience in technology and software. The 44-year-old was born and raised in Fairfield and graduated from Armijo High School. He and his fiancée Kelli live in El Dorado Hills with their two children. Paulsen is also a trustee with the El Dorado Hills Promise Foundation. He owns and operates Walibu, a marketing software company. El Dorado Hills attorney Wayne Haug and former county supervisor Ron Briggs are also running against incumbent Supervisor John Hidahl. The primary election will be held March 3. Some New Labor Laws Affecting California Employers Of the 2,625 bills introduced in the Legislature this year, 1,042 bills reached Governor Gavin Newsom’s desk. He signed 870 and vetoed 172 — and many of those signed will affect California employers. Some bills made significant changes to California employment law, such as the much publicized independent contractor bill, Assembly Bill (AB) 5. Others made small but important changes of which employers must be aware, such as those changing the mandatory harassment prevention training deadlines. The governor also vetoed several CalChamber-opposed bills, including AB 589, which would have created overly burdensome requirements for employers to post and provide employees with a “Worker’s Bill of Rights,” among other things. New laws have been passed in recruiting and hiring; discrimination, harassment and retaliation protections; leaves of absence and benefits; workplace safety; arbitration; privacy; and wage and hour. Unless otherwise noted, the new laws take effect on January 1, 2020. Some bills made significant changes to California employment law, while others made small but important changes of which employers must be aware.

Recruiting and Hiring If you use or are considering using independent contractors, pay close attention to AB 5 below — it just might impact your workforce. One of the most significant and widely publicized bills to emerge from this year’s Legislature was AB 5, which codifies and expands the “ABC test” that’s used to distinguish employees from independent contractors under the Industrial Welfare Commission (IWC) Wage Orders. The ABC test was established by the California Supreme Court’s decision in Dynamex Operations West, Inc. v. Superior

Court of Los Angeles, 4 Cal. 5th 903 (2018) (Dynamex). AB 5 codifies this test and expands its application to the Labor and Unemployment Insurance Codes. Under the ABC test, a worker is classified as an employee unless the employer can establish all three of the following: A. The worker is free from the hiring entity’s control and direction in connection with the performance of the work, both under the contract for the performance of the work and in actually performing the work; B. The worker performs work that’s outside the usual course of the hiring entity’s business; and C. The worker is customarily engaged in an independently established trade, occupation or business of the same nature as the work performed. AB 5 carves out numerous exceptions from the ABC test for various industries. Employers should consult with legal counsel on the potential application of exceptions under AB 5 and the different classification standards.

Discrimination, Harassment and Retaliation Protections California’s Legislature is still working toward increasing employee protections for 2020; it extended the amount of time a harassment or discrimination victim has to file a complaint, as well as expanded both lactation accommodation requirements and anti-discrimination laws. The Legislature also passed several bills related to harassment prevention training. Under current law, individuals have one year to file a complaint with the Department of Fair Employment and Housing (DFEH) for purported FEHA violations, such as discrimination, harassment and retaliation. AB 9 extends the statute of limitations to three years.

Harassment Prevention Training Senate Bill 778 pushed the original harassment training deadline

back one year — to January 1, 2021.

Lactation Accommodation California passed another lactation accommodation bill to expand the requirements beyond the 2018 bill. Currently, employers must provide a location other than a bathroom for lactation accommodation. SB 142, creates expanded accommodation requirements for employers. Specifically, a lactation room must be close to the employee’s work area, shielded from view and free from intrusion. The 2018 bill included an undue hardship exemption, which SB 142 keeps in place but limits to employers with fewer than 50 employees.

Discrimination Under the FEHA, it’s unlawful to discriminate on the basis of race — and SB 188 expands the law to prohibit discrimination against employees and students based on their natural hairstyles. Per the bill, workplace dress codes and grooming policies that prohibit certain hairstyles can have a disparate impact on race and may be a proxy for racial discrimination.

Expanding Leave Protections California expanded protected leave for organ donation. Under current law, employers are required to permit an employee donating an organ to take up to 30 days of paid leave of absence within a one-year period. AB 1223 requires employers to provide an additional unpaid leave of absence, up to 30 days per year, to an employee donating an organ.

Paid Family Leave Beginning July 1, 2020, the maximum duration of Paid Family Leave (PFL) benefits individuals may receive from California’s State Disability Insurance (SDI) program will be extended from six to eight weeks, per SB 83.

ship.” Under current law, a domestic partnership could be entered into only by either two adults of the same sex, or two adults of the opposite sex who were over the age of 62. SB 30 removes those requirements, allowing any two adults over the age of 18 to enter into a domestic partnership.

Restraining Orders Currently, immediate family members and law enforcement officers can petition courts to issue a “gun violence restraining order” prohibiting individuals from having in their custody or control, owning, purchasing, possessing or receiving, or attempting to purchase or receive, a firearm or ammunition upon showing of a substantial likelihood of significant danger or harm to self or others. AB 61 expands the law, allowing employers, co-workers (with employer approval) who regularly interact with the person, or an employee or teacher of a secondary or postsecondary school (with school administration approval), to file a petition for a gun violence restraining order. Employers should consult with legal counsel on this law’s implications related to the employers’ workplace violence prevention policies and strategies.

State’s voters face hundreds of local tax measures

C

alifornia voters have seen a deluge of local government tax and bond measures in recent elections and will face even more this year. The California Taxpayers Association has counted 231 local sales and parcel Dan Walters tax increases and bond issues (which automatically increase property taxes if approved) on the March 3 primary ballot alone. Hundreds more are headed for the November ballot as local officials capitalize on the higher voter turnouts of a presidential election year. Turnout in March will be very lopsided in favor of Democrats due to the state’s increased role in choosing a presidential nominee of their party and November’s turnout also will be heavily Democratic, given the unpopularity of President Donald Trump. Democrats are generally more willing to increase taxes than Republican or no-party-preference voters, so it makes perfect political sense to load up this year’s ballots with taxes. Do cities, counties and school districts really need all of the new taxes they want voters to approve, given the strong increases in revenues from existing taxes they’ve enjoyed during nearly a decade-long economic boom? Oddly enough, many do, because their costs, particularly for pensions and health care, have been rising faster than revenues — but don’t expect local officials to acknowledge those costs as they make their pitches to voters. They will vaguely tell voters that the additional funds are needed for “public safety” or such popular services as parks. Why the deception? They fear voters will be less willing to vote for new taxes if they are told the money would be spent on retirement costs, and they know their unions are less willing to finance candid campaigns. The pending measures do comply, at least sketchily, with a recent state law that local officials dislike, requiring them to declare in their ballot summaries the tax effects of their proposals. Last year the Legislature voted to partially repeal that law, but Gov. Gavin Newsom vetoed the measure. “I am concerned that this bill as crafted will reduce transparency for local tax and bond measures,” Newsom wrote in his veto message. Yes, the measure would reduce transparency, and that was the whole point. Its author, Sen. Scott Wiener, a San Francisco Democrat, publicly declared his concern that telling voters how much their tax burdens would increase might discourage them from approving local tax measures. At least one March tax measure also regenerates a simmering dispute over the vote margins needed to raise taxes for specific purposes. Long-standing state law says that general purpose n

Combined with those collected from partnering countries in 2019, the ministry is now sending 10,569,405 shoebox gifts to children worldwide. Through shoeboxes — packed with fun toys, school supplies and hygiene items — Placerville volunteers brought joy to children in need around the world. Each gift-filled shoebox is a tangible expression of God’s love and it is often the first gift these children have ever received. Many of these liberals Morgan discusses are those who prescribed and bought on to the 60-year-old Russian KGB Plan that details how to attack and destroy the U.S., its Constitution, capitalism, etc., in order to implement and permanently rule the U.S. under communism. Since that made the news in the mid-’60s, people now 50 to 60 years old were young children then, likely not following news and unaware of its existence. But it has been under constant implementation using tactics like Saul Alinsky’s “Rules for Radicals” and similar indoctrinating

Using audiobooks as a life hack is perfectly OK

L

ike so many full-timers, I rise before dawn each weekday and join the crush of traffic spilling into the valley as the sun cracks the horizon open above the fog. I’m lucky that my commute is a mere 35 minutes each way; I know others who Tricia travel as far as the Bay Area on the daily. Yikes. Still, I enjoy commuting in the dark about as much as I enjoy folding laundry, mopping the floor or a good ol’ fashioned hangnail — you know the kind that grows swollen, red and tender to the touch. Fortunately, my library offers a plethora of free audiobooks from which to choose and while driving I listen to them through the Libby app on my smart phone. I have recently finished Isabelle Allende’s, “The Japanese Lover,” Nina Moreno’s, “Don’t Date Rosa Santos,” Adam Silvera’s, “They Both Die at the End” and Maurene Goo’s, “The Way You

Make Me Feel.” Yes, I am a proud fan of young-adult lit. In fact, I’m a proud fan of the idea that, in literature at least, there are no guilty pleasures: only pleasures. The thing about an audiobook is that not only does the author have to be an excellent Caspers weaver of tales, the narrator has to be a good fit as well. (I recommend anything narrated by Bahni Turpin or Jim Dale.) More than one Jane Austen book has been ruined by a narrator who sounds more like a bored Lady Catherine de Bourgh than a lively Elizabeth Bennet. Also, with very few exceptions (Neil Gaiman is one) authors should really not narrate their own books. If a book is un-put-downable, I continue listening as I take care of a few of the more mindless of my work tasks and at home a really good listen will entice me to wash dishes, scrub toilets or even (gasp!) exercise just so

I can find out what happens to that hapless protagonist. For years I had a personal rule that I had to read a book through to the end because I never knew when it might redeem itself. I have dropped that rule like a biting hamster. Now I give a book about three chapters and if I’m not hooked I’m on to the next one. I finally realized I don’t have to be cool. I don’t have to be in the know. There will not be a mid-term and I will not be on my death bed wishing I’d given that novel another go. (I’m looking at you, “Lord of the Rings.”) Here’s another great use for the audiobook: It’s perfect for a reluctant reader, with or without the text. There are plenty of studies showing that it helps readers understand story structure and improve vocabulary, but — as someone who had trouble making the leap to chapter books as a kid — here’s my thinking on it: Reading is a kind of meditation and from the outside it’s difficult for a kid to see that these dry pages full of words are going to take her on adventures on a pirate ship or a space ship or back in time to the Wild West.

This is especially true for kids whose parents never experienced that magic and without that understanding it’s really difficult to get the kid to put down the Legos (or the remote). Is a reader going to write an essay from the audiobook? No, or at least not a very good one. But if the goal is to get a kid reading, then audiobooks may be the only appropriate gateway drug. So by all means, turn on the audiobook while your little one is playing with Legos or drawing pictures of ballerinas, or — better yet — turn on an adventure story, plonk the child in front of a mountain of freshly washed towels and pretend folding them is the first task in a noble quest. Call it The Quest of Laundry Mountain! Try an audiobook on your commute, too — though you may want to avoid books about race car driving while in the fast lane. Happy listening! Thomas Frey Staff writer Ponderosa High School boys soccer sits with a perfect 4-0 record in the Foothill Valley League and a 9-3-1 record as the team prepares for the second half of its season. The Bruins are one game ahead of Lincoln High School and at least two games ahead of the other four teams in the league, including Placer High School, who played at Ponderosa Jan. 23. Although Ponderosa won 3-0, head coach Brad Silverbush expected more from his team. “We struggled to keep possession of the ball tonight,” Silverbush said. “Tonight was a little frustrating, we will get it worked out.” Junior Jacob Miehe started off the scoring with his ninth goal of the season to give the Bruins a 1-0 lead in the first half. Then, in the second half, senior Ben Ralph made a goal with a header off a corner kick. “He does a great job of controlling the back and denying the other team opportunities to get into the attack,” Silverbush said. “He comes into the attack on corners and free kicks around the box, we put him in there for that reason.”

Late in the game, Ponderosa was awarded a penalty kick and the Bruins sent senior Nick Fernandez out to take the shot. He sent it past the goalie into the back of the net to give the Bruins a 3-0 lead. The Bruins close out the first half of league play at Oakmont before hosting Rio Linda at 7:30 p.m. Thursday, Jan. 30. Ponderosa won its first match between these teams 7-0 when they met Jan. 14 but this game is important for other reasons. It will be the fourth consecutive season that

the Bruins don pink uniforms for its breast cancer awareness game. All money raised from the game will go directly into the Pink Ribbon Fund. In each of the past three years at least $500 has been raised for a total of about $1,600. Silverbush started this fundraiser after his mom was diagnosed with breast cancer. “I was trying to figure out what I could do to help,” Silverbush said. “Then when I started talking to people I realized how many people breast cancer has affected in this county.” The games are free to attend — all money raised comes from donations and snack bar sales. The snack bar will be serving up pulled pork, burgers,

hot dogs, nachos, hot chocolate, coffee and hot tea among other things. Silverbush said the pulled pork is a fan favorite. The Bruins have a chance to take a commanding two-game lead on the league when they head to Lincoln Feb. 4 to face the Zebras for the second time this season. This team, which has 15 seniors, is one that Silverbush said could make it deep into the playoffs. “We are a pretty balanced attacking team,” Silverbush said. “I expect this team to vie for the section championship, I really do. If we continue to grow, we have the potential to make it to the section championship.”

Since then, local judges have both affirmed the two-thirds requirement and ruled that simple majorities are sufficient, creating a legal conflict that only the Supreme Court can resolve. Overarching the battles over local taxes is whether

the high Democratic turnouts this year will also favor a statewide measure to modify the iconic Proposition 13 property tax limit, enacted in 1978, and thus allow increased taxes on commercial property. At the moment, polls indicate that it’s a tossup, but that’s before public employee unions and commercial property owners spend tens of millions of dollars to sway voters one way or the other. With aspirations of Hollywood in his future, 15-year-old Union Mine High School sophomore Simon Lathrop is a gifted performer with both traits and that has people paying attention. Lathrop, a lifelong dancer, took up acting five years ago and recently performed a leading role in the locally filmed movie “Apparition,” released in December 2019. In the movie starring Mena Suvari (“American Pie” and “American Beauty”) and Kevin Pollak (“A Few Good Men” and “The Usual Suspects”), Lathrop plays Jeremy, one of many children found dead under “suspicious” circumstances at the Preston School of Industry or Preston Castle (better known by local folklore) during the chilling and infamous unsolved murder of housekeeper Anna Corbin in the 1950s. The film plot — based on true events — revolves around a group of present-day millennials experimenting with a spiritually guided computer application that successfully connects them to the spirit world where they are ultimately guided to the landmark Preston Castle. This frightening, historical site of murder and torture is attached to each of them — thanks to the dead. Suvari plays Anna Corbin and the accomplished Pollak portrays Warden White, who was the warden of Preston Castle at the time of Corbin’s murder. The horror film is produced by local producer Howard Burd, directed by Waymon Boone and written by Mark S. Allen. Completely remove diseased and damaged canes or cut them back to healthy wood at least 1 inch below the affected area so the inner wood (pith) is white. Remove all suckers coming from the root stock beneath the bush. Select the strongest four to seven outer canes (likely to be smooth and green or bronze in color) to become the foundation for next year’s growth. They will ideally be arranged in a vase-like shape around the open center of the bush when pruning is finished. Compassion for Caregivers program starts this Thursday Thanks to a grant from the El Dorado Community Foundation on behalf of the El Dorado County Veterans Affairs Commission, Life Enriching Communication, a local nonprofit, will offer Compassion for Caregivers. This groundbreaking program will provide military caregivers free services in three ways: psycho-education on the impact of trauma and PTSD on veterans and families; support and counseling regarding a variety of issues; and by learning valuable non-violent communication skills. This program will help families recognize trauma triggers and connect with feelings and needs, self-empathy and compassion, self-regulation techniques and forgiveness. The eight-week support groups program will be

In most cases caregivers begin this journey in total isolation, without any support. Spouses, children, parents and other loved ones transform their lives and set aside their own careers to care for their veteran family member. Attempting to cope with the challenges of caring for a loved one with PTSD can bring on those symptoms.

a teacher at Ponderosa High School and Vanessa, a former English teacher at Gold Trail School, is now the owner of Foothills Dance & Performing Arts Studio in Shingle Springs. They both performed in community theater plays together in Southern California and Jeff continues to a lot of work with Imagination Theater. Vanessa choreographed dance pieces for the popular Placerville theater as well. Lathrop’s greatgrandfather, Phil Lathrop, was an Emmy and Oscaraward winning cinematographer. “Simon has always been a performer,” Vanessa said. “He began dancing at age 3 and always wanted to participate in theater. At 10 he asked what kind of jobs he could do to make money and we told him working in the entertainment industry. He said “’how do I do that?’” At that point the couple set up an interview at Studio 24 in Folsom and sent head shots and demo reels to several agencies in San Francisco. Simon was signed and began taking more serious acting classes. “He is always so professional,” Vanessa added. “I admire his work ethic and desire to pursue his dreams.” Simon is currently playing the lead role, Ren McCormack, in Union Mine’s upcoming production of the popular ‘80s movie “Footloose” that starred Kevin Bacon and was rebooted in 2011. “He’s really the best dancer I have seen at his age ever,” shared Ryan Pullen, director for Union Mine’s theater program. “He’s an all-around performer and savant as a dancer. include moving to Los Angeles to pursue an acting career while working as a dance instructor and attending junior college. In the game Lathrop plays the main character “Ash.” The game revolves around a bullied teenager who escapes his troubles by painting spectacular living landscapes and mischievous creatures throughout his abandoned hometown of Denska. Simon said he really enjoyed being on the set of “Apparition” — produced when he was in seventh grade — because it gave him the experience of doing stunt work, trying “crazy” costumes and having make-up applied by a team of movie professionals.
