Wildland fires in California, Alaska and Oregon, combined with record-high temperatures and a dry summer, add up to the daunting task of disaster control. To support the firefighters who must meet these disasters head-on, the Defense Logistics Agency works through a system of planning and cooperation with firefighting agencies across the country.Tom Pisarich is the DLA liaison to the U.S. Forest Service, the primary wildland firefighting agency in the country and a ma jor DLA partner during wildland fire season. He monitors national preparedness levels and tracks emergency orders placed with DLA’s Customer Interaction Center, and he tracks the avail ability of critical items provid ed by major subordinate com mands.The Forest Service is one of eight agencies with the Nation al Interagency Fire Center. Lo cated in Boise, Idaho, the NIFC is the nation’s support center for wildland firefighting. It supports a series of caches, similar to warehouses, that are strate gically located around the coun try and stocked by DLA and other sources like the General ServicesWildfireAdministration.seasonspans from May to October, peaking in July and August. There are five levels of wildfire preparedness that are categorized according to burn ing conditions, fire activity and resource availability. Prepared ness level 5 is declared when several areas experience major incidents that have the potential to exhaust Accordingresources.totheNIFC, as of the beginning of August, the na tional preparedness level was at 3, and more than 1.5 million acres have burned in large fires. Much like hurricane season, planning for the next fire sea son starts as soon as the previous one“Whenends. the fire season ends in October, DLA gets together with all of the firefighting agencies and conducts after-action re ports to discuss what happened the previous year and begin planning for the season ahead,” Pisarich said. “We want the caches filled to their required levels before the next fire season begins.”Laura Durback, DLA’s whole-of-government custom er account manager, agrees that planning is important during wildland fire season. “That includes looking at stock levels, planning drills and collaborating with other agen cies so we have the right points of contact,” Durback said. “It’s establishing a battle rhythm and holding regular meetings so when something happens, our liaison officers are fully staffed with any support and have all the touchpoints available.” DLA took over maintaining items for wildland fire season from the General Services Ad ministration in 2014 and created a catalog including special ized equipment the Forest Service needed, Pisarich said. Most items are stored at DLA Dis tribution San Joaquin, California because many wildland fires break out on the west coast, then shipped to caches as needed, he added.The agency’s major subor dinate commands ensure DLA has what it needs to supply the caches. DLA Troop Support provides items from its four sup ply chains, including hand tools, protective clothing, water-han dling equipment, hoses, gas kets, pumps and ready-to-eat meals. DLA Land and Mari time provides batteries for the Forest Service’s radio systems. DLA Aviation also provides light sticks, and DLA Energy provides ground and aviation fuel. In ad dition to wildland fire support, DLA Disposition Services pro vides used military equipment to firefighters in rural communi ties through the DoD Firefighter Program.DLATroop Support also provides the Forest Service with a weekly status report on the availability of critical items, Pisarich“Whensaid.we are in fire sea son, we like to have those items stocked at San Joaquin to as high a level as possible,” he said. “We try to reach that goal by May 1.”

The Forest Service forecast ed an increased potential for fires this year based on weather conditions, near-record temper atures and dry vegetation and underbrush, Pisarich added. In 2021, the United States was at preparedness level 5 for 68 con secutive days, setting an all-time record, Pisarich said. during

SABC was re placed by Tactical Combat Ca sualty Care, a training which implements the best medical practices in battlefield trauma care.TCCC was created by the Committee on Tactical Com bat Casualty Care. The com mittee is composed of 42 vot ing members across the U.S. Air Force, Army, Navy and Ma rine Corps. These members utilize research data and realworld expertise to develop the best practices to be used for medical response. “The committee sits down and looks at what is and isn’t working,” said Staff Sgt. Ash ley Madry, 325th Medical Group noncommissioned offi cer in charge of education and training. “They do research and compare it to (previous wartimes). After evaluating the numbers, TCCC is shown to save more lives.”

The Defense Department to day detailed the contents of the latest security assistance pack age to Ukraine, which is worth $1 billion. Provided under pres idential drawdown authority –the 18th drawdown so far – the package includes additional am munition for both the high mo bility artillery rocket and howit zer“Thissystems.is the largest single drawdown of U.S. arms and equipment utilizing this author ity to date,” Colin Kahl, the un dersecretary of defense for poli cy, said. “The package provides a significant amount of addition al ammunition, weapons and equipment the types of which the Ukrainian people are us ing so effectively to defend their country.”Among the items included in the latest package are addition al ammunition for the high mo bility artillery rocket system, or HIMARS; 75,000 rounds of 155 mm artillery ammunition; twenty 120 mm mortar systems and 20,000 rounds of 120 mm mortar ammunition; munitions for the National Advanced Sur face-to-Air Missile Systems, or NASAMS; and 1,000 Javelin and hundreds of AT4 anti-armor sys tems.“These are all critical capa bilities to help the Ukrainians re pel the Russian offensive in the east, and also to address evolv ing developments in the south and elsewhere,” Kahl said. Since the Russian invasion on Feb. 24, the U.S. has sent about $9.1 billion in security assistance to the Ukrainians through both the Ukraine Security Assistance Initiative and presidential draw downPresidentialauthority. drawdown au thority, or PDA, allows the pres ident in certain circumstances to withdraw weapons, ammuni tions and material from existing U.S. military stocks and provide that to other nations. As part of the USAI, the DoD contracts for the purchase of materiel to be sent.“The United States continues to work with its allies and partners to provide Ukraine with ca pabilities to meet its evolving battlefield requirements and our allies and partners have stepped up to provide billions of dollars in their own assistance,” Kahl said. “We will continue to closely consult with Ukraine and surge additional available systems and capabilities in support of its de fense.”While this security assistance package doesn’t contain addi tional HIMARS launch systems, it does contain additional muni tions for systems the U.S. has al ready sent to Ukraine, Kahl said. One type of munition the de partment has sent to Ukraine for use in the HIMARS is the “Guided Multiple Launch Rock et System” or GMLRS, which are precision-guided systems with a range of about 70km. Kahl said the U.S. had provid ed “hundreds” of those systems in the past few weeks and that the Ukrainians have been using them“Thesuccessfully.munitions themselves, these GMLRS . . . are having a very profound effect,” he said. “This is a 200-pound warhead, it’s kind of the equivalent of an airstrike, frankly – a precisionguided airstrike. The Department of the Air Force established an Office of Special Trial Counsel June 15, led by an O-7 judge advocate who reports directly to the Sec retary of the Air Force. OSTC will have the exclu sive authority to refer and prose cute covered offenses committed on or after Dec. 28, 2023, such as murder, sexual offenses, and other serious crimes. The office will include liti gators who completed an ex tensive selection process. The goals of the new office are to provide expert prosecution support, strengthen communica tion with victims, streamline the investigation and trial process to decrease case processing time, and continue to develop expert litigators.

Under Arti cle 134, commanders will have a specific Uniform Code of Mil itary Justice offense to direct ly address the seriousness of this misconduct.AsofApril, commanders must notify victims of adminis trative action results in alleged sex-related cases not proceeding to court-martial. The category of required victim notifications ex panded from “alleged sexual as saults” to any “alleged sex-relat ed Nooffenses.”laterthan December 2023, commanders will be required to forward, to the extent practica ble, allegations of sexual harass ment to independent investigators within 72 hours. MARCH helps members re member which order to provide care to increase the chances of survivability.“Thefive skills associated with TCCC are ‘M’ for massive bleeding, ‘A’ for airway and re suscitation, ‘R’ for respiration, ‘C’ for circulation and ‘H’ for hy pothermia,” Vicks added. “Be cause people can die from mas sive bleeding and hemorrhages at a faster rate, that needs to be addressed first. There’s no point in treating hypothermia if some one dies from blood loss.”

Providing firefighting materi al increases DLA’s buying power, said Joseph Brooks, chief of DLA’s Whole of Government Di vision.“The firefighting gear we provide our state, local and fed eral partners is the same that the Navy buys. We have a big ger demand, which gets better pricing from our vendor base,” Brooks said. “Whatever work we do for the whole of government is done where it does not detract from the support, we provide the services. Rather, it reinforc es and enhances our main line of effort, which is to support the warfighter.”

Another change associated with the switch to TCCC is the teaching style. Aside from some instructional videos, TCCC is primarily taught hands-on. “My favorite part of train ing TCCC is the hands-on skills training,” Vicks continued. “Per sonally, I think you learn more from a hands-on environment versus written training. I will work with you until you pass and have the necessary skills.”

While SABC and TCCC are both designed to provide imme diate care, Staff Sgt. Eric Dowell, 325th MDG NCOIC of education and training, described TCCC as SABC “on steroids.” Since TCCC has been developed, the U.S. military currently has the best casualty survival rate recorded in history. TCCC is now the ac cepted pre-hospital care across the DoD and 100% of active-duty members are slated to be trained on TCCC by August 2023 with a goal of zero preventable deaths. Page
