El Dorado Hills homeowners could face rising fees Sel Richard Staff writer Residents could be facing steep fee increases in Landscaping and Lighting Assessment Districts due to a lack of mechanisms built in to account for inflation. Formed between the late 1980s and mid-1990s, LLADs were created to assist the El Dorado Hills Community Services District in funding improvements, operations and maintenance of assets throughout El Dorado Hills, including irrigation and landscape areas, street lights, fencing, entry monuments and other park and open space facilities. The issue came to a head at January’s EDHCSD Board of Directors meeting when a staff report was presented on four LLADs —Bass Lake A, Green Valley Hills, La Cresta and Oakridge — formed without an annual inflationary factor. Director of Parks and Planning Tauni Fessler said these LLADs were identified as being in the worst

position out of El Dorado Hills’ 26 existing active LLADs. “A flat or non-inflationary assessment since their formation led to an overall decline in maintenance of landscape areas and asset condition,” she explained. “The acknowledgement and identification that these assessment districts are in an unsound status occurred several years ago, at least six years ago,” Fessler revealed. “Rather than continuing to let time pass and for the situation to become even more severe, the district is trying to tackle the non-inflationary factor issue with the residents in these areas now.” One year ago the CSD presented residents with several options to resolve maintenance challenges and subsequently mailed a follow-up informational letter and survey giving residents three options: (1) to organize a homeowners association and dissolve the LLAD, (2) residents agree to the recommended inflationary increase to their current assessment or (3) an alternative solution or no change.

An audit was then performed by CSD staff to assess the condition of the assets within each LLAD and develop a budget that would provide the necessary staff hours, contract services, utility costs and asset maintenance each LLAD requires. A resident within the Green Valley Hills LLAD expressed concern for several items on the current budget. “It’s hyper-inflationary compared to what was presented at the survey last year and I’m trying to figure out why,” he said, pointing out that the “salary and benefits” line item was originally listed at $7,000 but changed to $30,000. “There was previously no line item for a capital improvement reserve and now there’s a $16,000 line item,” he added. In addition, the resident observed the previous survey showed an increase to a $172 annual fee but the current budget shows the fee at more than $350. n

Board decides against raising appeal fee Dylan Svoboda Staff writer Despite a plea from the county’s Planning and Building Department, the El Dorado County Board of Supervisors decided against raising fees on land-use appeals. The board chose to keep the land-use appeal fee at $239. Planning and building staff recommended raising the fee to $943 plus “time and materialsâ€? costs to cover staffing expenses associated with appeals. The board stayed open to the possibility of increasing appeal fees in the future but chose to stick with the current rate after considering a fee in the $500 to $750 range. The supervisors vowed to wait for improvements from planning and building, which has seen an outsized number of appeals in recent years, before making it more expensive to challenge a project. “It seems like we’re punishing (the public) for an appeal,â€? District 1 Supervisor John Hidahl said. “I’m hopeful that we are going to reduce the number of appeals going forward ‌ We’re seeing a disproportionately higher number of appeals and maybe as we

Haug agrees something must be done about PG&E in light of recent power outages and traffic on Highway 50. But even with all the problems facing the region, he still circles back to overdevelopment. “El Dorado County faces many critical issues from catastrophic fires, power outages, overcrowded deteriorating roads, housing for working people of middle and low income, unfunded state mandates — the list can go on and on — but the main issue of my candidacy is to save open space,� he wrote in a statement to Village Life. “Once it’s gone we won’t get it back.� He previously worked on the campaign of the man he’s trying to replace,

Paulsen members has prompted him to throw his hat in the ring. Though he’s undecided whether El Dorado Hills should formally become a city, Paulsen shared his opinion that the area is thoroughly missing a voice in local government. “Here in El Dorado Hills we don’t have the power that a city has,� he said. “The (community services district) feels that the best way to represent and serve the community is to move to the county level.� Through his experience as the EDHCSD president, Paulsen said he’s best suited to represent the region. He noted his frustration with the outsized effort El Dorado Hills has put forth in building for commercial and residential needs in the county. “(District 1) is the smallest district and yet we’re absorbing something like 80 percent of development in the county,� Paulsen said. “We’re tired of bearing the impact for what other districts refuse to accept.� Specifically, Paulsen has remained against rezoning of the old executive golf course. Paulsen himself was a victim of the ongoing homeowner’s insurance crisis ravaging many parts of rural and suburban California. He said keeping El Dorado County safe and insurance affordable would be a principal focus of

Placer County’s fee is set at $602 and Yolo County’s is $941, according to Hidahl. But El Dorado County has exceeded those counties’ appeal numbers in recent years. The loss in public trust and backlash isn’t worth the minuscule amount of revenue the county would generate from the increase, according to county AuditorController Joe Harn. “I think this is the wrong time to raise the fees for these appeals,� he said. “There are some cases, in my opinion, of appeals that come before your board that are totally appropriate ... “The public relations damage of what raising this fee is going to be isn’t worth the amount of revenue you’re going to collect over the next fiscal year,� Harn added. “The public wants to believe, and should believe, that they can get a fair hearing before your board if they have a legitimate concern about a landuse action.�

He and his wife Diane moved to El Dorado Hills from Sacramento in 1967. Haug retired from the California Department of Parks and Recreation in 1992, where he worked in acquisition, planning and development. He worked as a real estate broker until 2006. He previously served terms as the El Dorado Hills Community Services District director and president and vice chair of the El Dorado Local Agency Formation Commission, stepping down from the latter in 1998. El Dorado Hills Community Services District Board of Directors President Ben Paulsen and former supervisor Ron Briggs are also running against incumbent Hidahl. The primary election will be held March 3.

Davey said residents may be reluctant to approve an increase in LLAD fees due to nearby Woodridge residents being erroneously charged for Oak Knoll Park maintenance several years ago, although the CSD refunded thousands of dollars to those residents. He noted the CSD has not set up community meetings to educate the residents. “I support it, but I would sure like more detail,” he said. “Don’t know how they will be able to get a vote out in February if they don’t explain it to residents.” Fessler clarified that the reason the CSD has not yet pursued community involvement stems from renderings commissioned to show residents the result of various budget options. In regard to meeting the Feb. 13 deadline to present voter approved budgets to the CSD board, “It’s safe to say that will need to be postponed,” Fessler said. Any funding increase must be approved by the property owners within each LLAD by a majority of voters, regardless of the percentage of respondents. Fessler said other districts will be addressed after these initial four district assessments are resolved. “This approach will provide staff the time and attention needed to each and to put forth plenty of public engagement.”

Saying goodbye to the bullets

I

t’s time to put the “Billingsley’s Bullets” column to bed. Twenty-three years ago editor Mike Raffety sent me the following letter: “Dear Bob: I have an opening for a columnist and would like you to write for us.” My first column was published May 12, 1997. In that column I wrote the following thought: “Kindness does not keep office hours. If a person is only nice at work, do not trust him/her with your heart. If a person is only kind at home, do not trust him/ her with your future. Inconsistent kindness is similar to inconsistent dough. It will fall apart when you least expect it ...” A huge compliment and thankyou to my wife, Monika. She typed all my columns and corrected my spelling and grammar as needed. I love all the women who worked and still work at the Mountain Democrat — and the guys, too. They were always nice to me whenever I showed up. It was a joy to know these people. The person I worked with the most was Pat Lakey. She was a great teacher and friend. I also love my readers. It was always so rewarding

to receive a compliment in supermarkets, on my telephone, at cafés and in letters. One reader, who was 92 years old, seemed to be disappointed when I told her I was happily married. We had a fun conversation and I thanked her for calling. Closing this column is not easy — working with Noel Stack (“Dakota”) was fun and our friendship is still alive and well. It’s not very often that tears reach my cheeks. I realize the column was a joy for me and I will miss the fun of challenging my readers to look at themselves in ways they never considered before. Working at the Mountain Democrat was fun and emotional and rewarding. • Monika and my kids created a life full of love and magic. I will always love magic. • May your life be filled with flowers, stars and a ton of love. Don’t forget that love begins when you get outside yourself. Adios, my friends. LETTERS TO THE EDITOR Hidahl for District 1 supervisor EDITOR: ohn Hidahl is a leader dedicated to serving the community. He strives to serve the best interests of all and is open to creative problem solving. He makes sure El Dorado Hills issues are clearly represented to the other four county supervisors who may not always fully appreciate the unique concerns of a suburban area. I first met John at the dedication of the El Dorado Hills Community Services District Community Park in June 1990. He chaired the citizen committee during the design and construction phases of that park. The 40-acre Community Park became the central focus of El Dorado Hills’ recreational, social and political activity. At the same time, he served — often as chair — of the Area Planning Advisory Committee that was created to funnel ideas and concerns of local residents to the county Planning Commission and Board of Supervisors on General Plan issues. APAC continues to be highly regarded as a valuable tool in the county’s planning process. Many development proposals were modified, even stopped, on advice of this group. In addition, John initiated and chaired the 2004 effort to incorporate El Dorado Hills. As a city, residents would have gained local control over growth and development. When the original EDH (executive) golf course closed in 2007, John tirelessly led the effort to keep it open or — at minimum — retain its open space/recreation zoning. It was John who proposed Measure E, “Save the Golf Course,” which resulted in more than 91 percent voter support to keep the 100-acre site undeveloped. The vote was advisory only, therefore, retaining John as our District 1 supervisor keeps him in a place of influence on this important issue before the Planning Commission and the other four supervisors. John — a 41 year EDH resident — was an engineering director and senior program manager at Aerojet General, served 33 years on the El Dorado Hills Water District (Fire Department) Board and represented District 1 on the county Parks Commission. As supervisor, he currently sits on 12 committees representing El Dorado County and is tirelessly visible at events and meetings around our community. Our family got to know John and the Hidahl family when we first moved to the Lakehills neighborhood in El Dorado Hills in 1984. He was active in the Lakehills Civic Association and invited our family to join it as well as other community and civic projects. In the nearly 37 years that we have lived here, John has always demonstrated a remarkable level of civic engagement and constructive problem-solving skills. During John’s public service on the local Area Planning Committee, the EDH Fire Board, the Lakehills Fire Safe Council and now on the county Board of Supervisors District 1, he has always worked to bring community members together and seek common-sense solutions to issues and needs in El Dorado Hills and El Dorado County. More recently, the issue of homelessness has increasingly confronted El Dorado County, as it has the rest of California. John has once again demonstrated real leadership by bringing community members together to seek out and implement

effective solutions. Among other actions, John has organized a broad coalition of civic leaders to tour/ visit a successful homeless shelter project in Yuba County and actively supported the efforts of nonprofit organizations, local churches and government agencies to address this issue. El Dorado Hills needs strong, capable, experienced, fair and common-sense leadership on the EDC Board of Supervisors. John Hidahl has clearly and consistently provided that kind of leadership. What’s developing in Serrano? EDITOR: y now the word is out that Parker Development/Serrano Associates has once again requested the land parcel that comprises the gateway to El Dorado Hills — known as the Old Executive Golf Course — be rezoned from its current status as open space/recreational to residential despite the fact this rezoning request was voted down by 91 percent of voters in 2015. This parcel was supposed to be one of at least two golf courses open to the public. Parker purchased it back around 2000 and continued operating it until it was shut down due to “lack of profitability,” Since then it has been left to lie “fallow” and allowed to deteriorate. Planned? Perhaps … The El Dorado County Planning Commission held a public meeting the evening of Jan. 13 to hear Parker’s latest proposal for further development of that parcel (over 100 acres) and to hear public commentary on the matter. The applicant requests rezoning to allow for the building of an additional 700 to 1,000 housing units on the parcel. The response from the public in that crowded auditorium was predictably hostile, with an estimated 500-plus residents voicing their strenuous opposition. But wait ... there’s more: At about the same time, the president of the Serrano Owners Association, (the community’s HOA representing more than 4,000 owners) sent a letter on behalf of the entire board and the membership to District 1 Supervisor John Hidahl essentially expressing tacit approval for the project. It’s interesting to note that while two members of the Serrano HOA board were present at the town hall meeting, they declined to say anything. As was pointed out by several Serrano residents, owners were never consulted or briefed by the board in advance of this letter. To say that residents are upset is an understatement. A storm of controversy over the matter has been steadily building as word gets out about this unannounced statement of position, which, if the project is allowed to proceed, will have an immense effect on quality of life and housing values for not just Serrano homeowners but all residents of El Dorado Hills. Among concerns are the projected loss of cherished open space, added burden on schools and the resultant mushrooming of traffic density, especially at key times of the day. Concerns have also been raised over projected building in certain areas of the parcel, where significant levels of asbestos are known to exist. As resistance to this project grows, residents are advised that more meetings are slated for February, before a final determination is made by the El Doraod County Board of Supervisors. While I’m not a tech guru, I tried to answer each person with thoughts from my own experience. Cord cutting is not an exact science. Seems everyone has a different type of television, number of remotes, etc. One resource that may help you is the YouTube TV User Group on

Facebook. This is a private group but anyone can join. The group has nearly 8,000 members. While it is primarily dedicated to answering questions about YouTube TV, I’ve found the members there are a fantastic resource on cord cutting. If politely asked, members will step forward to answer your questions about Roku, PlayStation, Apple TV, Amazon Firesticks, Chromecasting and more. Group membership is basic: a Facebook account (free) and be willing to answer a few questions that ask you to be a decent human being and abide by group rules. Happy cutting and enjoy those savings.

sold during 2019 if sales maintained the December pace throughout the year. It is adjusted to account for seasonal factors that typically influence home sales. December’s sales total was down 1.0 percent from the 402,880 level in November and marked the first time in six months that sales fell below the 400,000 benchmark. Still, sales were up a solid 7.4 percent from December 2018’s revised 371,410 figure. For the year 2019, annual home sales fell for the second consecutive year to a preliminary 397,910 closed escrow sales in California, down from 2018’s pace of 402,640. “Despite a sales slowdown at yearend, home sales were up from a year ago as interest rates remained low. It’s important to note, however, that the increase was due partly to low housing demand in the prior year,” said 2020 CAR President Jeanne Radsick, a second-generation Realtor from Bakersfield. “Looking ahead, low rates should continue to provide support to the market as buyers have become more motivated to get back into the market, and home sales in California should see an improvement at the start of the year.” The median price was up 4.3 percent from November’s $589,770 to $615,090 in December and climbed 10.3 percent from $557,740 in December 2018. The year-over-year price increase was the largest since May 2014 and the first double-digit price increase in more than five-anda-half years. The statewide median home price for the year as a whole was $592,450, an increase of 4.0 percent from a revised $569,480 in 2018. “With housing supply dropping to the lowest level in nearly seven years, California experienced an unusual jump in its median price at the end of the year when the market is supposed to cool down,” said CAR Senior Vice President and Chief Economist Leslie Appleton-Young. “While low rates have been fueling demand in the second half of 2019, supply constraints continued to put a drag on the market and undercut the positive effect of low rates. The surge in price is a byproduct of the imbalance between supply and demand as market competition continues to heat up.” With prices rising faster in recent

months while supply continued to shrink, home sellers’ optimism improved both month-over-month and year-over-year. According to a monthly Google poll conducted by CAR in December, slightly more than half (56 percent) believe it is a good time to sell, up from 51 percent a month ago, and up from 48 percent a year ago. Many buyers, however, remain uncertain about the current housing market conditions as only one-quarter of respondents (25 percent) believe that it is a good time to buy now, slightly higher than last year (22 percent), when interest rates were more than 100 basis points higher. Other key points from CAR’s December 2019 resale housing report include: • At the regional level, non-seasonally adjusted sales rose on both a monthly and annual basis in all major regions. On a yearly basis, sales in the Central Coast increased the most at 42.4 percent, followed by the San Francisco Bay Area (16.0 percent) and Los Angeles (15.6 percent). The Inland Empire and Central Valley rounded out the remaining regions with annual increases of 13.3 percent and 11.6 percent, respectively. Forty of the 51 counties tracked by CAR experienced year-over-year sales growth. • At the regional level from a price perspective, median prices increased from last year in all regions except the Central Coast, with Southern California up the most at 10.0 percent, followed by the Central Valley (7.7 percent) and the Bay Area (6.9 percent). The median price in the Central Coast dipped from a year ago by 2.2 percent but edged up 0.7 percent from November. • Thirty-nine of the 51 counties tracked by CAR reported a year-overyear price gain in December, with Siskiyou gaining the most at 23.3 percent from last year. Of the 11 counties that experienced a price drop from last December, Mono had the biggest decline of 26.1 percent, while the rest of the counties all had 8.3 percent or less in price loss. • California’s housing supply recorded back-to-back drops of more than 20 percent at the end of 2019, with active listings declining 26.5 n

Nation’s existing home sales climb in December Quintin Simmons National Association of Realtors WASHINGTON D.C. — Existinghome sales grew in December, bouncing back after a slight fall in November, according to the National Association of Realtors. Although the Midwest saw sales decline, the other three major U.S. regions reported meaningful growth last month. Total existing-home sales, completed transactions that include single-family homes, townhomes, condominiums and co-ops, increased 3.6 percent from November to a seasonally adjusted annual rate of 5.54 million in December. Additionally, overall sales took a significant bounce, up 10.8 percent from a year ago (5 million in December 2018). On a full-year basis, total existinghome sales ended at 5.34 million, the same level as in 2018, as sales in the South region (+2.2 percent) offset declines in the West (-1.8 percent) and Midwest (-1.6 percent), as the Northeast remained unchanged. Lawrence Yun, NAR’s chief economist, said home sales fluctuated a great deal last year. “I view 2019 as a neutral year for housing in terms of sales,” Yun

said. “Home sellers are positioned well but prospective buyers aren’t as fortunate. Low inventory remains a problem, with first-time buyers affected the most.” The median existing-home price for all housing types in December was $274,500, up 7.8 percent from December 2018 ($254,700), as prices rose in every region. November’s price increase marks 94 straight months of year-over-year gains. “Price appreciation has rapidly accelerated, and areas that are relatively unaffordable or declining in affordability are starting to experience slower job growth,” Yun said. “The hope is for price appreciation to slow in line with wage growth, which is about 3 percent.” NAR’s Home Affordability Index Ranking and Payroll Job Growth report found that affordability rankings declined in 81 metro areas, 34 of which saw non-farm job growth fall faster in 2019 Q3 than the national rate over the previous five years. Total housing inventory at the end of December totaled 1.40 million units, down 14.6 percent from November ■

Waning home affordability tied to slower job growth Quintin Simmons National Association of Realtors WASHINGTON D.C. – Metro areas where affordability has worsened over the last five years have seen a decline in job growth during that same period. These findings come from a new National Association of Realtors study, which examined the top 174 metro areas and ranked them based on affordability. NAR analyzed the shift in affordability ranking, considering the pace of non-farm payroll job growth in 2019 in Q3 compared to average job growth from 2014 to 2018. The NAR report, Home Affordability Index Ranking and Payroll Job Growth, found that affordability rankings declined in 81 metro areas, 34 of which saw non-farm job growth fall faster in 2019 in Q3 than the national rate over the previous five years. Those 81 metro areas need more housing inventory to boost affordability, according to Lawrence Yun, NAR chief economist. “Job growth has slowed in these areas in part because limited supply is making homes less affordable,” he said. “As inventory continues to decline and affordability worsens, workers, businesses and companies are less incentivized to do business in these areas.” Boise, Idaho, experienced the largest drop in affordability ranking (108th in 2014 and 153rd in 2019 Q3). From 2014 to 2019 Q3, the median sales price of singlefamily homes in Boise increased 75 percent ($172,900 in 2014; $303,100 in 2019 Q3), four times the growth rate in median family income of 18 percent ($62,000 to $73,101). With a steep decline in affordability, non-farm payroll employment growth slowed roughly 0.8 percent in 2019 Q3 from average growth during 2014 to 2018 (3.2 percent from 3.9 percent). All-cash sales accounted for 20 percent of transactions in December, unchanged from November and down slightly from 22 percent in December 2018. Distressed sales – foreclosures and short sales – represented 2 percent of sales in December, unchanged from both November 2019 and December 2018. Yun said conditions for buying are favorable and will likely continue in 2020. “We saw the year come to a close with the economy churning out 2.3 million jobs, mortgage rates below 4 percent and housing starts ramp up to 1.6 million on an annual basis,” he said. “If these factors are sustained in 2020, we will see a notable pickup in home sales in 2020.” According to Freddie Mac, the average commitment rate for a 30-year, conventional, fixed-rate mortgage increased to 3.72 percent in December, up from 3.7 percent in November. The average commitment rate across all of 2019 was 3.94 percent. “NAR is expecting 2020 to be a great year for housing,” said NAR President Vince Malta, broker at Malta & Co. Inc., in San Francisco. “Our leadership team is hard at work to secure policies that will keep our housing market moving in the right direction, like promoting infrastructure reform, strengthening fair housing protections and ensuring mortgage capital remains available to responsible, mortgage-ready Americans.

Nashville, Tenn., experienced a similar drop in affordability ranking (105th in 2014; 126th in 2019 Q3). Median single-family sales prices increased 53 percent, nearly double the region’s median family income growth (23 percent). As affordability worsened, the pace of job growth was cut in half (1.9 percent vs. 3.7 percent). Metro areas in the relatively affordable Midwest region were also not immune to ranking declines. Grand Rapids, Mich. (37th in 2014 to 60th in 2019 Q3); Louisville, Ky. (51st to 62nd), Indianapolis, Ind. (46th to 64th); and Columbus, Ohio (57th to 80th) all experienced drops. San Jose-Sunnyvale-Santa Clara is the least affordable U.S. metro region, while Anaheim-Santa Ana-Irvine (173rd); Los-Angeles-Long Beach-Glendale (172nd), San Francisco-Oakland (171st) and San Diego-Carlsbad (170th) remain among the nation’s most unaffordable markets. There was no notable shift for Seattle, Wash. (164th in 2014; 164th in 2019 Q3) and Denver, Colo. (159th, 158th). In Austin, Texas, affordability ranking improved, but because it is already relatively unaffordable, the pace of job creation has slowed as well (134th, 122nd, -1.8 percent). Yun said worsening affordability and inventory conditions could leave some of the nation’s previously fast growing metro areas unable to sustain job and economic growth. “Even fast-growing markets could be hurt and unable to further expand because of weakening affordability conditions. We must improve affordability by building more homes in line with local job market growth.”
