Fire Dept. brings on Marquez as newest full-time fire engineer By Rodney Orosco Staff Writer For Winters firefighter Jesus Marquez, climbing into his stifling turnout gear and rushing to a grass fire in 100 degree weather or working an overtime weekend shift is a dream come true. “I have made it a personal goal of mine to become a professional firefighter with the City of Winters,” Marquez, the newest fulltime member of the Winters Fire Department, said. The fire engineer is no stranger to the engine bays in Winters. “I started pursuing my fire service career in 2015 and got hired as a volunteer firefighter with the Winters Fire Department and have always maintained my volunteer status with the department,” Marquez said. His time as a Win-

ters volunteer led to work as a part-time firefighter with the Red Bluff City Fire Department. A fulltime job with the Woodbridge Fire District soon followed. However, in March of 2020 Marquez returned to his fire-fighting roots and he accepted a full-time job with the Winters FD. “I have always admired the way the Winters Fire Department is always looking to improve themselves as an agency and to provide a better service to the community,” he said. As Marquez begins his fifth year as a professional firefighter, he is proud to return to where he started and to be with not just co-workers but with his community. Winters Fire Chief, Brad L. Lopez said Marquez will be sworn in on Aug. 6 at 6:30 p.m. at the WFD station.

Jesus Marquez, WFD’s newest fire engineer, started his career as a volunteer Winters firefighter in 2015.

A tearful goodbye, approval of allowing the people to vote for future development, and a vote to allocate funding to fight the pandemic made for an eventful July 21 city council meeting. For City Manager John W. Donlevy, Jr, the meeting marked his last council meeting before he leaves to become the city manager in Auburn on Aug. 10. To celebrate Donlevy’s 19 years as Winters’ City Manager, state Senator Bill Dodd and former Winters mayor and current state Assembly Member Cecilia Aguiar-Curry presented Donlevy with a certificate of appreciation. “I’m here with a heavy heart, because I didn’t want to have this time come,” Aguiar-Curry said. “I owe a lot of my success to

By Crystal Apilado Following the decision to return to school in a distance learning format this fall, Winters Joint Unified School District staff are trying to reach out to all families to learn more about what their access to the Internet and technology is. The Connecting to School: Internet and Device Survey was sent out by text message, email and was posted on various school social media accounts on Friday

Input from families will provide Winters JUSD staff with information on which students have technology access at home and which ones will need support in getting connected to the Internet or who need devices.

multiple children attending Winters schools only need to fill the survey out once. Two of the questions inquire about multiple children and which Winters school sites they attend.

Survey Details

Nicole Reyherme, Director of Innovation and Technology, said the survey should be available for most of August. Winters JUSD also shared a link to resources for ways to get internet access at home at https://bit. ly/2ONA4rn

By Anne Ternus-Bellamy McNaughton Media With only a fraction of those Yolo County residents who have tested positive for the novel coronavirus officially in isolation in recent weeks, the county has struggled to contain the spread of the virus. Isolation of those who test positive and quarantine of those who have come into close contact with positive patients are benchmarks of public health disease control. But last Tuesday, July 21, 70 county residents were in

isolation even though 357 positive tests had been reported to the county in the previous 10 days. Delays in receiving those test results — sometimes stretching beyond the isolation period — overburdened contact tracers and county residents who are not cooperating with public-health staff are the among the reasons officials have given. Delays in test results are largely out of local officials’ hands and Yolo County has turned to the state to seek additional contact investigators to manage the workload.

But now the county has added some teeth to requirements that those who test positive for COVID-19 isolate at home and those who have come into close contact with them quarantine for two weeks. Under a mass isolation and quarantine order issued Friday by Dr. Mary Ann Limbos, the county’s interim health officer, individuals who are notified they have tested positive for the novel coronavirus will be required to isolate at home while those informed they are close contacts must quarantine.

The school district is currently working on obtaining hotspots for students who need them through T-Mobile. However, due to high demand they are unsure of how long it will take and encourage families to look into the listed options to get connected. Families who cannot get internet access should contact the Winters JUSD Tech Support team at TechDesk@wintersjusd.org to get on a waitlist for the hotspot once they are available.

John Donlevy.” Aguiar-Curry recognized that Donlevy’s dedication to Winters went beyond city hall: Donlevy was a tireless volunteer during the youth soccer season, she said, he volunteered at the fire department and he was a master pancake flipper at the yearly Rotary pancake breakfast. “No one in this community is more loyal to the city than John Donlevy,” she said. “It will be hard to fill his shoes.” In a heartfelt moment Donlevy later rejoined, “My family will always consider Winters our hometown.”

Individuals will not be able to select a time when filling out the registration form, nor will they receive confirmation of registration. Winters Healthcare is located at 172 E. Results will be emailed 48 to 72 hours after the lab has received the test sample though there may be some delays.

According to the order itself, consequences for failing to comply “may include civil detention or requiring one to stay at a health facility or other location to protect the public’s health if an individual who is subject to this order violates or fails to comply with this order.” The isolation order requires all individuals with a lab-confirmed positive COVID-19 test to self isolate for the duration of their infectious period.
