City Council appoints Trepa as City Manager City of Winters Press Release The Winters City Council selected Kathleen Salguero Trepa as their next City Manager. Following a national recruitment conducted by Peckham & McKenney Inc. of 112 applicants from over 20 states, six candidates were invited to participate in interviews with the City’s leadership team, community panel, and the City Council. The Council approved an employment agreement and announced the appointment of Trepa during their Oct. 20 regular Council meeting. Trepa’s first day in her Winters City Manager role will be Nov. 9. Trepa comes to the City of Winters with nearly 25 years of experience in local government as well as six years in the private sector. Having recently

served as Assistant City Manager with the City of Concord for over three years. She also previously served the cities of Goleta, Claremont, San Marcos, and San Juan Capistrano. Mayor Wade Cowan shared the excitement of the City Council in welcoming Trepa to Winters. “We interviewed a lot of great city manager candidates and are impressed with Kathleen’s specific qualifications and leadership experience. We are ready to have her join our dynamic community,” Cowan said. Trepa expressed her appreciation of the Council’s selection. “Thank you to the City Council for selecting me as their next City Manager. Winters continues to host the largest infestation in Yolo County. “The infestation we have found in Winters is the most widespread that we have found anywhere else,” said Luz Maria Robles, Public Information Officer for the District. “We keep finding both larvae and adult mosquitoes in both inspections and in traps.” At this point the District crews have canvassed the entire town and left informational materials on door knobs. Yolo County remained in the red tier with substantial risk of COVID-19 spread on Tuesday. It’s the county’s fifth week in the red tier, where a number of businesses have been able to resume indoor operations at limited capacity and schools allowed to open for in-person instruction. A letter penned to patients and customers from owners Jodie and Zeb Becker hung on the entrance said they would be closing by the end of October. “We have been involved as owners of Eagle Drug for over five years and it has been a pleasure being part of this small community.
