Ever thought of serving the Winters community by campaigning for a seat on the City Council or just want to know more about the role and responsibility of the city councilmembers? The City of Winters will host a Council Candidate Forum on Saturday, June 25 from 9 a.m. and Noon at Winters City Hall in the Abbey Street Conference Room. There are three council seat terms set to expire this fall that are included on the November election ballot. The three seats presently are held by Mayor Wade Cowan, who confirmed with the Express that he will not be seeking reelection, and councilmembers Pierre Neu and Harold Anderson who did not immediately respond to the inquiry. By Rick von Geldern Express staff writer The 2021-22 Yolo County Grand Jury has issued a report of their investigation of the Winters Joint Unified School District. The Grand Jury report titled, “Help! I Need Somebody -- Getting An Education,” found that the school district struggles with literacy, and uncovered challenges parents and guardians have identifying support services for special education students. “This investigation was prompted by citizen allegations that the district is not providing thelegally-required services to struggling students,” the report stated. The Grand Jury investigated two issues: the success of the third through fifth grade English Language Arts program at Shirley Rominger Intermediate School in creating a literate student body, and the availability of pub-

ing to the city’s website, “The Council has the power to make and enforce all laws and regulations relating to municipal affairs, subject to the limitations of a General Law City, the United States and California Constitution, and certain state statutes.” According to City Manager Kathleen Salguero Trepa, “The goal is to provide an overview of the election process and the role of the City Council versus staff, and then answer questions people might have.” City staff will make the presentation and a couple of council members will be on hand to answer questions, she added. The council meets on the first and third Tuesdays of the month for regular council meetings. Council members also attend to additional duties during the month, such as attending advisory commissions meetings.
