Trustees appoint Girimonte as Acting Superintendent
On Saturday, June 25, the City of Winters hosted a public candidate forum to present general information about operation of the city and responsibilities of the city council to potential candidates in advance of the November election. The next election on Nov. 8, during the general election, will have three of the five council seats up for election. Eligible candidates must be at least 18 years old, and live and be registered to vote in Winters. Council terms are four years. City Manager Kath-
leen Salguero Trepa and Executive Assistant/Deputy City Clerk Ellena Branson presented to eight members of the public. Mayor Wade Cowan and councilmember Jesse Loren were present to answer questions first-hand about the responsibilities and function of the City Council.
City 101 The City of Winters operates under a city manager/city council form of government, as do most California cities. Under this form of governance, the city council is responsible for establishing policy, local ordinances and the general vision of the city. The city
manager is responsible for the day-to-day operation and implementing council adopted policy direction. Trepa and Branson led a PowerPoint presentation and provided an informative handout to attendees. The first part of their presentation covered the various roles of the city council, city staff and the various city advisory commissions. The only mandatory commission, Trepa said, is the Planning Commission. Cowan and Loren offered insights and tips on the time commitment for council members, stressing

The Board of Trustees appointed an Acting Superintendent at the June 21 Winters Joint Unified School District school board meeting. In a letter to the community, Board President Carrie Green announced that Phoebe Girimonte was selected to fill the Acting Superintendent role following the departure of Superintendent Diana Jiménez. Jiménez was hired as the Winters JUSD Superintendent in July 2020, following the departure of former Superintendent Todd Cutler. Jiménez accepted the position of Superintendent for Merced City School District in May. Girimonte joined the Winters JUSD team in 2016 where she served as the Winters Middle School Assistant Princi-

Last year, she was placed as the Assistant Superintendent of Educational Services. Prior to her work in Winters, Girimonte worked in the Dixon Unified School District for 14 years in roles including teacher, site administrator, and District Personnel Coordinator. Green said Girimonte’s deep familiarity with education and Winters JUSD

Upper Crust Baking coming to Winters By Aaron Geerts Express staff writer Upper Crust Baking is moving in with hopes of filling that void. This new business comes to town with a resume filled with decades of experience, familial tradition and service to its community. The Upper Crust Baking Co. was originally opened in Davis in 1986 by New York natives Mo and Trudy Kalisky. Specializing in Jewish and French styles of baking, the duo delighted its customers with wide variety of baked goods for decades. Their son Lorin — who spent his teenaged years working at the bakery — has now taken the reins of the business and carries aspirations that are anything but half-
baked. “The baking traditions we hold close to our hearts are French and Jewish. My family isn’t religious, but Jewish culturally, and their motivation was largely because they grew up in New York City and really missed that east coast-style of baking that they loved,” Lorin Kalisky explained. “The products they started with were a lot of east coast style delicatessen and deli-style rye bread, pumpernickel, challah and a New York cheesecake that’s out of this world. It has sort of a sugar cookie crust rather than a graham cracker crust, and it’s a very dense rather than overly sweet cheesecake.” While Upper Crust Baking isn’t a bakery

From their croissants and pastries to their cheesecake, Upper Crust Baking brings a unique flavor into town that one would be silly not to taste. “We’re not Lester Farms, we’re not going to try to be Lester Farms, but we may end up trying our hand at donuts at some point in the future,” said Kalisky. “There are a lot of similarities between Lester Farms and Upper Crust Baking.
