Four new Winter PD officers sworn in By Crystal Apilado Editor-in-Cheif Four of the newest Winters Police Department personnel were officially sworn in at the July 19 Winters City Council meeting. Police Chief John P. Miller said Winter PD had some catching up to do following a remote attempt to swear in personnel a year and half ago. “The newest of the new has been with us for almost six months now,” Miller said. Miller told Councilmembers that police departments across the country have found it challenging to hire new

personnel. “There would be an understatement to say that this is one of the most challenging times for law enforcement from living memory. As a result, across the nation we have experienced an 80 percent reduction in applicants to law enforcement. And, many police departments are struggling just trying to provide staffing to maintain basic response services,” Miller said. According to Miller, the shortage of candidates has caused a drive in competition with nearby agencies to obtain staff members.

“Therefore, We are exceptionally fortunate that we are here tonight to introduce to you four individuals who have chosen to work here, and to serve the community of Winters, and to serve with integrity,” Miller said. Miller introduced Sergeant Manuel Cardoza, Officer Jesse Sanchez, and Winters natives Reserve Officer Adrian Ramirez and Community Services Officer Andrea Gonzalez. City Manager Kathleen Salguero Trepa administered the Oath of Office, before welcoming them to the Winters PD.

The City of Winters added a running list of City Council candidates to the Elections page on its website. On Nov. 8, during the general election, three of the five Winters City Council seats are up for election. Eligible candidates must be at least 18 years old, and live and be registered to vote in Winters. Council terms are four years. A quick link to the Candidate In-

formation page is available at www. cityofwinters.org/ elections. The list of candidates who have pulled papers and are certified as registered voters within the City of Winters will periodically update with candidate’s names, up through the conclusion of the nomination period. As of Tuesday, four candidates names were listed: Albert Vallecillo, Lisa Baker, Carol Scianna and Michael Olivas.

The candidate nomination period opens July 18. At that time candidates are eligible to schedule an appointment with the City Clerk to obtain campaign documents. Potential candidates are encouraged to contact the City Clerk for more information, as appointments are required to obtain campaign documents. Trustees confirm Superintendent search details, approve Acting Superintendent compensation By Crystal Apilado Editor-in-Chief District staff presented Trustees with the agreed upon process and timelines in regards to the Superintendent search for the next Winters Joint Unified School District Superintendent at the regularly scheduled school board meeting on July 21. At a special meeting on July 12, the

Board of Trustees met with McPherson & Jacobson, LLC consultants Bill Huyett and Nicole Anderson to discuss the details and dates. During this special meeting, Trustees defined the following items: search process timelines, preferred advertising venues, desired characteristics in a superintendent and educational partner engagement.

Nearly six years have passed since Alicia Moore and Lola Rios Gutierrez saw their sons for the last time. Last Friday, at the sentencing hearing for the two of the four men convicted of Elijah Moore and Enrique Rios’ 2016 murders, the moth-

ers sought fates for the killers they said should mirror their own bleak futures. “I just want to make sure that they see life,” Moore told Yolo Superior Court Judge David Rosenberg. “Please see to it that they see life without (parole), because I’ll see life without my son for the rest of my life. An eye for an eye and a tooth for a tooth.” “My life is over, and that’s how I feel every day,” said Gutierrez, who after her son’s disappearance battled and

survived cancer her doctors told her was stress-related. “They took my son’s life forever — they deserve to be behind bars for life, too.” Rosenberg agreed, sentencing Winters resident Chandale Shannon Jr., 25; and 22-year-old Woodland resident Jesus Campos to life in prison without the possibility of parole, telling both defendants they “have forfeited their right to live in civilized society.” “There are only

Express Staff The Porchfest Winters organizing committee invites neighbors to the annual front-porch concert event on Sept. 18 from 12 – 6 p.m., adjacent to First Street and Main in Downtown Winters. Porchfest Winters — in its first year post-pandemic and third year overall enlivening the middle of town — is a live music stroll that brings together community members as hosts to area musicians and bands from all walks of life. This year’s event is scheduled to feature food trucks and music-friendly activities at City Park in addition to the usual array of diverse musical opportunities.
