ADVERTISING SUSANVILLE
Welcome to our new High Country Homes and Property magazine. While the name High Country Real Estate served us well for many years, in today’s changing economy we decided to expand the format to include advertisers who assist in purchasing, landscaping, decorating, remodeling and the maintaining of homes and property. These added vendors will help increase the value of your home and prepare it for resale. According to a recent poll, more than two-thirds of Americans said they are ready to complete a home improvement project despite the weak economy. Since homeowners are forced to be pickier than ever about which home remodeling projects they choose to do, our renamed High Country Homes and Property publication is now accepting all advertisers that will assist in improving a home or property. This publication is regularly delivered to hundreds of different locations each month throughout Plumas and Lassen counties, including motels, service stations, restaurants, and many other convenient locations, plus the guide is posted on our popular websites www.plumasnews.com and www.lassennews.com. Edited and designed by Juliet Beer and Kevin Mallory of Feather Publishing Co., Inc.
High Country Homes and Property is designed to acquaint readers with the Lassen, Plumas and Sierra County real estate markets. Five Easy Ways to
Add a Touch of Spring to Your Home Decor not only a visual treat, but emit refreshing springtime scents.
The arrival of spring has long been celebrated by people of every faith and from every corner of the globe as a time to say farewell to the cold and gray of winter and to welcome the return of warmth and color and the beginnings of new life. While spring is breathing new life into the outdoors, it's also a perfect time to add a little seasonal oomph to your indoor environment. Here is an assortment of tips for brightening your home in celebration of spring. * Change is in the air. Spring is a perfect time to bring the outdoors in. Spring flowers, arranged either in one large bunch or in several minibouquets placed in nooks throughout the house are
* Brighten up. Adding seasonal touches to your home can be as easy as painting a piece of furniture, a single wall or the trim in the sunniest room in your home. The best colors for spring are light, clean, refreshing, and natural as opposed to either pale pastels or deep, color-drenched hues. Consider paint colors inspired by nature, such as shamrock, violet, slate and goldenrod. * Lighten up. It's hard to imagine that spring has sprung in a room decked out in velvet or other heavy fabrics. Warm days and spring breezes

* Re-view. Shifting the arrangement of the furniture and decorative pieces in a room can have a major impact on its look and feel. During the cold winter months, it may be comforting to be nestled in a chair that faces a fireplace. But once the weather warms up and the flowers begin to bloom, the best view in the house might well be out the window. Invite spring into your home with a furniture arrangement that is oriented toward a window or other source of natural light. Then sit down and enjoy the view.

* Floor it. Don't forget to give your floors a spring facelift as well. Substitute lighter cotton, sisal, jute or seagrass rugs in natural shades for the heavy wool rugs that feel so right when the weather
turns cold. (Spring and summer are also perfect times to have wool rugs cleaned and/or repaired.)

call out for sheer or lightweight curtains, slipcovers in natural solid-colored or floral fabrics, and decorative pillows that bring splashes of color into the room. It's not necessary to replace all of the fabrics in a room to usher in a new season. Sometimes simply changing out pillows and removing warm winter throws is enough.

Achieving Comfort With Central Air Conditioning Blame it on global warming or overpopulation, but the increasingly hotter temperatures leave much to be desired for many people. As a result, we seek out cooler areas for a respite from the sun and heat. Generally the oasis is an air conditioned building. However, those who have wrestled with a cumbersome, heavy and leaky window air conditioning unit know how inconvenient window units can be. Perhaps you've considered installing central air conditioning in your home, but think it might prove too difficult and costly? Think again. Homeowners with a forced-air heating system already in place have the majority of the framework done for an air conditioning addition. Typically, the system can be added by two
technicians in a mere two or three days. For a 2,000 square-foot home, the average cost may be between $3,000 and $4,000. If there is no ductwork in place, the cost will increase and it'll likely take twice as long for the job to be completed. But don't worry about your home being destroyed. A competent contractor experienced in doing this sort of retrofitting can hide ductwork in closets, attics and behind walls without having to tear up the home. Once you've decided on adding a unit, there will be certain procedures to follow.
1. The contractor will have to do calculations
for the anticipated load on the system based on how much heat gain your home receives. This will help determine the size of the unit needed to cool the home efficiently. A unit that is too small may have to work harder and never completely cool the home. A unit that is too large may cool the rooms too quickly and not be able to properly assess humidity levels -shutting off before humidity is reduced.
and the fan and coils inside. 3. Placement of the unit will be your final consideration. You don't want to place a unit next to a window or doors if you are bothered by noise. Even quiet units will make noise. Also, you don't want to restrict air flow around the condenser. It needs to exhaust warm air. You can, however, camouflage the unit with landscaping; just don't cover it up. 4. You may need to have your ductwork inspected to ensure it can meet the capacity of the cooler forced air for efficiency.
2. Next you'll decide on a unit. There are package units that pair all the equipment into one piece that attaches to ductwork. Then there are split systems that have the condenser outdoors
5. As you would with heat, a programmable thermostat ensures you cool the house when needed and don't waste energy.

How to Survive Buying Your First Home The lowest home prices in years and tax incentives are driving many people to purchase their first home. Few things are simultaneously as exciting and nerve-wracking as becoming a homeowner. Preparation can make sure individuals are covering all of the bases. First time home buyers easily can be overwhelmed by the process of buying a home. In addition to the legal hurdles associated with purchasing a home, the stress of committing such a substantial amount of money can lead to some sleepless nights. But first time home buyers in the market for a home can prepare themselves for the process ahead of time. Though the following tips might not guarantee a smooth and
stress-free home buying experience, they can answer a few questions and facilitate the process.
* Establish your price range. As the housing crisis of the last several years indicated, many homeowners got in well over their heads. Some lost their homes to foreclosure, while others found it extremely difficult to pay their mortgage each month. First time buyers can avoid such scenarios by honestly assessing what they can afford and searching for homes within their price range. A host of Web sites, including some lender sites, provide free mortgage calculators so buyers can see just what they can afford. Lenders often recommend spending less than 30 percent of
income on housing costs. * Research rates and taxes. Certain external factors beyond the price of the home will factor into a homeowner's monthly financial commitment. Taxes and homeowner's insurance can vary greatly depending on a home's location. Research property taxes in different communities, and shop around for homeowner's insurance when looking for a home. * Expect to pay costs. Closing costs are often a big shock to first time home buyers. Closing costs include lender fees, title and settlement fees, taxes, and homeowners insurance or homeowners association fees. Bankrate.com provides an annul closing cost survey for buyers to get a better
feel of just what they will be spending when the time comes to sign on the dotted line. A lender can also give an estimate of what the fees may total. * Consult some professionals. Real estate professionals in the area might be able to paint a picture of what the real estate market is like at the moment. Prices might be on the rise, on the decline or remaining steady. If looking in a specific area, consult with a real estate agent about the area and what to expect. When shopping for a home for the first time, buyers should expect the unexpected. However, the surprise element can be reduced if buyers do their homework before beginning the buying process.

Planning Essential to Home Projects A change of seasons can inspire any homeowner to embark on a home renovation project. Proper planning will make the job much easier.
FEATHER RIVER PROPERTIES
handles should be fixed firmly into the tool's working end, and jaw teeth, cutters and blades should be sharp. Throw away any damaged tools. If, when planning a project, do-it-yourselfers discover they don't have a tool they need, they can rent, buy or borrow it. Renting or borrowing allows them to see if they like a particular model or brand, making the decision easier when they finally decide to buy the tool. For those who want to buy the tool, many home improvement professionals recommend going to a knowledgeable local dealer.
No matter who will be doing the work -- a contractor or a do-it-yourselfer -proper planning is an important part of any home-improvement project. Contractors should be notified exactly as to what the homeowner wants accomplished. Homeowners need to meet with professionals, explain the work and get realistic estimates. Do-it-yourselfers also should plan ahead to ensure they have set aside enough time for the project, have the right equipment and materials and understand the work. Having the proper equipment means getting the tools specifically designed for the task, but also having tools that are in good condition. It is a nice idea to check that tools are in working order before beginning a project. All

Prolonging THE LIFE OF YOUR CARPET Your carpets represent a sizable investment. It would make sense to take measures that would extend their life. Most carpet is made of synthetic fibers such as: nylon, olefin, polyester, and some acrylic. These synthetic fibers rarely wear out (except on stairs), instead they ugly out. What we mean by that is, the fibers crush, or mat down, or flatten out. They also abrade or get scratched. You see, your carpets are made up of thousands upon thousands of very small thread-like fibers that are twisted together. These fibers are basically translucent pieces of plastic. That means that light can pass through them, like a colored Plexiglas. You know how Plexiglas looks after it gets scratched, dull and dirty. Well improperly cared for carpet can look the same. What scratches carpet is gritty soil and sand that is left in the carpet and when it is walked on it rubs against the fibers and scratches them. After so much of this scratching, you can clean the soil and sand out but the damage already done is irreversible and you get is what we call in the carpet cleaning industry, traffic lane gray. This is where the fibers are clean, but since they are so scratched up they do not reflect the light back to the eyes and now take on a dull appearance which is commonly mistaken for soiled carpets. This usually happens first in the heavily walked on areas or traffic lanes. So the most important thing you can do to improve the appearance life expectancy or your carpet is to:
1. Use walk off mats. • Every entry into the house that is used should have an outside mat that is rough enough to remove mud and other debris and soil and the inside mat that is absorbent can remove any moisture. • The outside mat should be able to withstand the elements and have someplace for the dirt to drop into so that it does not get contaminated and start doing the opposite of what it was intended to do. • The inside mat should be heavy enough to lay flat and have a rubberized back to prevent creeping. These mats should be small and light enough to be able to be washed in your home washing machine and should be cleaned regularly. 2. Other places to put these inside mats would be: • Right off kitchens to prevent cooking oils and food-stuffs from being tracked into the carpeted area of your home. • Any other hard surface areas that adjoin to carpeted rooms. (Clean these mats regularly, they are the heart of prevention.) 3. Vacuum your carpets regularly. • At least twice per week and more often if you have children or pets. • Vacuuming your traffic lanes every day will give you the best protection against premature uglying out of your carpet.

4. Have your carpets professionally 'Steam Cleaned' a minimum of once per year. • Most people wait until the carpet is visibly soiled before they clean their carpets. This is not wise. What causes the most damage to carpets is the abrasive particles that are stuck to the carpet fibers by oil residues. These oil residues are everywhere and are from the burning of hydrocarbons from motor vehicles factories, power plants and volatilized oils from cooking. They are so small that we usually cannot see them. But they always settle down and land on the largest horizontal surfaces, our carpets! • Once the oil is on the carpet, the soil then sticks to the fibers and no vacuum cleaner can then remove it. • Also regular cleaning helps prevent matting and crushing of carpet by removing the oils that cause fibers to clump together and compress. • When the carpet is so soiled that you can visibly see it then the abrasive soil has been rubbing on the fibers way too long and damage has already occurred. 5. Maintain your vacuum cleaner. • Most vacuum cleaners in America today are 70% ineffective, because the bag is over 1/2 full. After the bag is 1/2 full, the vacuum efficiency is greatly reduced. Once your vacuum cleaner bag is 1/2 full you should change it. • Check the brushes of your vacuum cleaner, when placing a pencil on the base of your power head, the brushes should just touch the pencil and bend slightly as you turn the brush. If it doesn't you could be losing up to 50% efficiency. Adjust or replace the brushes if needed. 6. Remove spots quickly • Most spills can be removed if attended to quickly. The longer a spill stays on the carpet, the greater the chance that damage will take place. • Keep a quality general spotter on hand and preferably have a multi part professional spotting kit to cover most spills. • Groom your carpets. Yes, your carpets need to be brushed just like your hair to ensure optimum health. What it does is to pull up or lift the tufts of fibers and make them stand on end. The helps to control matting and crushing, and allows your vacuum cleaner to reach down and get the sand and grit in the base of your carpeting. It has been estimated that grooming prior to vacuuming increases loose soil removal by 23%.

Stay Safe when spring cleaning gutters For homeowners, few things symbolize the arrival of spring more than the annual trek up the ladder to clean out the gutters. Though not as heavily anticipated as that initial warm weather front or the first Sunday drive with the windows down, cleaning the gutters is just as much a part of the spring season. Though few look forward to cleaning the gutters, it's even less fun for those who get hurt doing so. To avoid turning an afternoon cleaning the gutters into an afternoon at the emergency room, consider the following safety tips. * Inspect the ladder. Make sure the ladder is stable, all steps are still intact and not wobbly, and enlist a helper to hold the ladder if possible.
QUICK TIP
* Don't become Stretch Armstrong. Avoid an unnecessary safety risk by reaching too far when cleaning out the gutters. While getting down off the ladder
and moving it might seem redundant and tiresome, it's also safe and can help homeowners avoid a fall. * Don't just use hands. Many times hands can do an adequate job of cleaning out the gutters all on their own. However, sometimes leaves and other debris in gutters can be very stubborn, requiring a tool such as a screwdriver to remove. Wear a tool belt when cleaning gutters to avoid having to go down the ladder and find a tool. Also, if no tool is readily available, chances are you will attempt to remove stubborn leaves and debris by hand, increasing the chances you will lose your balance and fall in the process. * Don't do it alone. Whenever possible, it's best to have a helper on hand when cleaning gutters. If no one can be outside helping, someone should at least be inside and checking on you at regular intervals to ensure you're safe. Falling while cleaning the gutters is bad enough, but doing so with no one around could prove disastrous.
Choosing a General Contractor One of the decisions a homeowner will have to make when thinking about large renovations to a home is who will be their general contractor. A general contractor will coordinate with subcontractors and make sure the job gets done on time and within budget. There's no magic answer regarding how to choose a general contractor. However, many construction professionals recommend getting a referral from someone you trust. Perhaps there is a family member or friend that used a general contractor with a very good track record. Another place to turn is to an architect you may be using on the project. He or she will have worked with individuals in the past and may be able to recommend a trusted general contractor.

Here’s the
scoop on concrete walls in favour of a new and innovative concrete system.
Consumers are more informed than ever now when building their dream home, especially when it comes to requesting the most energy-efficient and environmentallyresponsible designs, fixtures, materials, and methods. Builders must constantly keep up with the latest technology and how to apply it. They need to be open-minded to change and the best builders are the most informed. Here's an example: one of the more popular consumer demands in the 21st century is to discard the old wood-framed
Homeowners want to own the most durable house on the street -- and indeed, homes constructed with this system of pre-assembled, interlocking forms of concrete are nine times stronger than those made with wood. The homes are also three times more sound resistant and four times more fire resistant. Drafts are eliminated; woodrot and mold are eliminated; and homeowners stand to cut the costs of their energy bills up to 70 percent.

Resale tips Everyone knows that location is important in resale value, however, the condition of the property and home will ultimately have as much sway. After all, like they say in business – a good product will sell itself. As an investment, you want to have a property, whether it is a house, condominium, townhouse, or cottage, to be in tip-top condition. That being said, you may find yourself a real deal by purchasing a ‘fixer-upper’ and considerably raising its value with a little repair and renovation. In terms of resale value, a home’s lot and landscape are very important since it contributes to the property’s “curb appeal”. Curb appeal refers to how a home exterior looks from a distance. Homeowners who are trying to sell their homes should keep in mind that the outside of the house will make the first impression on potential buyers. It is well known that over-landscaped properties will sell for much more than one that isn’t. PAGE 15
