วิสัยทัศน์

“เป็นชุมชนที่น่าอยู่น่ามอง ประชาชนอยู่ดีมีสุข มีความพร้อมทั้งด้านกีฬา การศึกษาและวัฒนธรรม โดยประชาชนมีส่วนร่วม”

พันธกิจ

- พัฒนาโครงสร้างพื้นฐาน ๑๐๐% ได้แก่ ถนน ไฟฟ้า น้ำ�ประปา ต้องได้รับการพัฒนาทั่วถึง และมีคุณภาพ ได้มาตรฐาน ตามหลักวิศวกรรม เพื่อให้เป็นชุมชนที่น่าอยู่น่ามอง - นักกีฬาอาชีพ โดยการส่งเสริมด้านกีฬา สู่นักกีฬามืออาชีพ - การศึกษา ส่งเสริมให้เยาวชนและประชาชนมีความพร้อมด้านภาษา เศรษฐกิจ วัฒนธรรม ประเพณี ของอารยประเทศในอาเซียน เพื่อเตรียมความพร้อมสู่ประชาคมอาเซียน - สืบสานวัฒนธรรมประเพณีท้องถิน่ คือ การส่งเสริมประเพณีทุกประเพณีในท้องถิน่ ให้สืบไป เช่น ประเพณี “ฮีตสิบสอง คองสิบสี่” - ชุมชนมีคณ ุ ภาพชีวติ ความเป็นอยูท่ ดี่ ี คือ เศรษฐกิจดี สุขภาพดี การศึกษาดี สวัสดิการดี และมีการพัฒนาคนทีด่ ี - ประชาชนมีส่วนร่วม คือการเปิดโอกาสให้ประชาชน และผู้ที่เกี่ยวข้องทุกภาคส่วนของสังคมได้เข้ามา มีบทบาทในภาครัฐ โดยการทำ�ประชาคมหมูบ่ า้ น การให้ขอ้ มูลข่าวสาร การรับฟังความคิดเห็น การส่วนเกีย่ วข้อง และการให้ความร่วมมือ

สวั ส ดี ค รั บ พ่ อ แม่ พี่ น ้ อ งชาวต�ำบลโนนปอแดงและพี่ น ้ อ งประชาชน ทีเ่ คารพทุกท่านครับ กระผมนายอุทยั หอมอ่อน นายกเทศมนตรีต�ำบลโนนปอแดง ขอขอบพระคุณพีน่ อ้ งประชาชน ทีมงานพนักงานเทศบาลฯ และภาคีเครือข่ายทุกท่าน ที่ได้มีส่วนร่วมคิด ร่วมท�ำ ร่วมพัฒนา จนกลายเป็นยุคเทศบาลต�ำบลโนนปอแดง 4.0 ในวันนี้

ก้าวเข้าสูป่ ที ี่ ๙ ทีค่ ณะบริหาร และสมาชิกสภาฯ ชุดปัจจุบนั ทีไ่ ด้รบั ใช้พนี่ อ้ ง ประชาชน และวารสารฉบับนี้ คงจะเป็นช่วงรอยต่อเปลี่ยนถ่ายคณะบริหาร และ สมาชิกสภาฯ ชุดต่อไป ซึ่งการเลือกตั้งก�ำลังจะมาถึงภายในต้นปี พ.ศ. ๒๕๖๔ ดั้งนั้นการท�ำงานของช่วงรอยต่อนี้จะตอบโจทย์การท�ำงานเพื่อให้เกิดการพัฒนา ที่ ต ่ อ เนื่ อ ง และยั่ ง ยื น ได้ นั้ น จ�ำเป็ น อย่ า งยิ่ ง ที่ จ ะมี ข ้ อ มู ล พื้ น ฐานากรท�ำงาน ในอดีตทีผ่ า่ นมา และแผนงานเพือ่ ทีจ่ ะเป็นข้อมูลในการพัฒนางานในปัจจุบนั และ อนาคตต่อไป

ดังนัน้ การพัฒนางานในอดีตทีผ่ า่ นมา และความต่อเนือ่ งของงานในปัจจุบนั และอนาคต พอสรุปได้ดังนี้

๑. การพัฒนางานด้านโครงสร้างพื้นฐาน จากการท�ำงานที่ผ่านมาจะเห็นได้ว่าเรามีการพัฒนางานโครงสร้างพื้นฐาน ในหลายๆ ด้าน อาทิเช่น

- งานพัฒนาระบบคมนาคม ก่อสร้างและปรับปรุงถนนหลายสายเพื่อให้มีความสะดวกในการสัญจรไปมา พร้อมทั้ง เพื่อรองรับ ถนนขนถ่ายสินค้าทางการเกษตร ถนนเพื่อการท่องเที่ยว เป็นต้น

- งานพัฒนาระบบแหล่งน�้ำและการประปา มีการน�ำงบประมาณลงพื้นที่ขุดลอกคลอง พัฒนาระบบประปาหมู่บ้าน อย่างเต็มพืน้ ที่ เพือ่ รองรับปัญหาภัยแล้งทีผ่ า่ นมา ทัง้ ยังก่อสร้างฝายล�ำห้วยพวยทีม่ ปี ญ ั หามานานจนแล้วเสร็จ และยังได้งบประมาณ จากกรมชลประทาน ก่อสร้างฝายล�ำห้วยไคร้ขนาดใหญ่ เพื่อรองรับภัยแล้ง และให้มีการประมงและแหล่งท่องเที่ยวเกิดขึ้นในพื้นที่

- งานพัฒนาระบบไฟฟ้าส่องสว่าง การขยายเขตไฟฟ้าของชุมชน และการเกษตร มีการตั้งงบประมาณ เพื่อขยายเขต ไฟฟ้าเพื่อการเกษตรและชุมชนอย่างต่อเนื่อง และดูแลซ่อมบ�ำรุงไฟฟ้าส่องสว่างโดยทีมงานกองช่างอย่างต่อเนื่อง

- งานโครงสร้างอาคารสถานที่ ศาลาประชาคม ศูนย์พฒ ั นาเด็กเล็ก ศูนย์พฒ ั นากลุม่ ผูส้ งู อายุ ตลอดทัง้ อาคารหอประชุม ขนาดใหญ่ เพื่อรองรับการเติบโตของชุมชน เพื่อให้ได้ใช้ประโยชน์ในสถานที่ต่างๆ

๒. การพัฒนาด้านการบริหารจัดการสิ่งแวดล้อม เทศบาลฯ ได้จัดตั้งกองทุนขยะเพื่อที่จะบริหารจัดการเรื่องขยะ คัดแยกขยะ ท�ำถังขยะเปียก เพื่อลดประมาณขยะให้เหลือทิ้งน้อยที่สุด ลงไปทิ้งในบ่อฝังกลบของเทศบาลฯ ปรับปรุงภูมิทัศน์ สองข้างทาง และสวนสาธารณะให้มคี วามสวยงามอยูต่ ลอดเวลา พร้อมท�ำจุดเช็คอิน เพือ่ ให้ผสู้ ญ ั จรไปมาได้พกั ผ่อนจากการเดินทาง และต่อยอดสู่การท่องเที่ยวของอ�ำเภอผาขาวอย่างยั่งยืนต่อไป

๓. การพัฒนาเรือ่ งของคุณภาพชีวติ และการสร้างรายได้ของพีน่ อ้ งประชาชน มีการจัดตัง้ ศูนย์พฒ ั นาคุณภาพชีวติ ผูส้ งู อายุ (โรงเรียนผูส้ งู อายุ) เพือ่ ให้ผสู้ งู อายุได้ทำ� กิจกรรมร่วมกัน สร้างงานอาชีพ สร้างรายได้ และลดปัญหาโรคซึมเศร้า ปัญหาผูส้ งู อายุ โดดเดีย่ วอยูบ่ า้ นเพียงล�ำพัง ก่อสร้างศูนย์ฝกึ กีฬาฟุตบอล (อะคาเดมี)่ เพือ่ เพิม่ ทักษะ พัฒนาการเล่นฟุตบอลของเด็กและเยาวชน ให้ มี ร ่ า งกายที่ แข็ ง แรง สร้ า งความเป็ น เลิ ศ สู ่ นั ก กี ฬ าอาชี พ และห่ า งไกลยาเสพติ ด และในอนาคตจะต้ อ งสร้ า งอาชี พ สร้างรายได้ให้กับประชาชนทั่วไป โดยการจัดหาอาชีพทางการเกษตรที่เป็นพืชเศรษฐกิจให้กับพี่น้องประชาชนอย่างเหมาะสม

เป้าหมายในการบริหารงานของเทศบาลต�ำบลโนนปอแดงต้องเน้นที่ประชาชนเป็นจัดศูนย์รวม เพื่อการพัฒนาไปสู่พันธกิจ ด้านต่างๆ เพราะพี่น้องประชาชนจะมีส่วนร่วมคิด ร่วมท�ำ ร่วมพัฒนา และร่วมแก้ปัญหาในงานทุกๆ ด้าน สังคมก็จะเกิดการพัฒนา ที่มั่นคง มั่งคั่ง และยั่งยืน สืบไป

Message From the mayor of Nonpodaeng subdistrict municipality.

Hello, ladies and gentlemen. My name is Mr.Uthai Hom-on, I’m the mayor of Nonpodaeng subdistrict municipality. Thank you to the people, municipal staff and all party network who have been involved in brainstorm, participating, doing together, developing until becoming the Nonpodaeng subdistrict municipality 4.0 today

Entering to ninth year that’s the management team and council members give service to the people.

This journal during joints range between the management team and the next team of council members, which the election is coming up early in 2021. So in this intersection, the working will join needs for continuous improvement and sustainable. It is very important to have background information on past work and plans for current job development to the future continues

Therefore, development in the past work and continuity of current and future work can be summarized as follows.

1. Infrastructure development from the past work, we have developed many Infrastructure jobs such as :

- Transportation system development, Construction and improvement of many roads to make Convenience Thoroughfare, as well as to support roads for handling agricultural products and road for tourism, etc.

- Water supply systems development and waterworks budget has been brought into the dredging canal area to develop the village water supply system to the full area for support the past drought. As well as the construction of a long troubled weir of Phouay Creek and also get a budget from the Royal Irrigation Department to construction a large weir of Huay Krai Creek to support the drought and to allow fisheries and tourist attractions to occur in the area.

- Electrical system development work, Expanding community and agricultural electricity zones. The budget has been set to continually expand the electricity field for agriculture and communities and maintain maintenance of lighting by a team of technicians continuously.

- Building structure work at the community hall, child development center, Elderly development center. Throughout the building a large auditorium to support the growth of the community. In order to be useful in various places.

2. Environmental management development. The municipality has set up a waste fund bank to manage waste, sorting waste, wet trash. In order to reduce the estimated waste to a minimum. Throw away into the municipal landfill. Improve the landscape with both sides of the road and the park to be beautiful at all times, ready to check-in for visitors to rest from their travels and extend sustainably the tourism of Pha Khao District.

3. The quality of life development and income generation of the deceased, the elderly quality of life development project was launched. (School for the elderly) to allow entrepreneurs to work together to create jobs, generate income and reduce depression problems. The problem of the elderly lonely at home alone. Construction of a soccer training center (academy) practicing soccer to enhance the child’s football development skills and physical impairments that create excellence to a career and away from drugs.

Must create a career to generate income for the general public by providing a career in the home that is an economic crop for the people appropriately.

The administrative goals of the Nonpodaeng Subdistrict Municipality must focus on the people as a center.

For development to various missions. Because the peoples will participate in brainstorm, participating in developing and solving problems in all aspects of work, society will create a stable, prosperous and sustainable development.

นับแต่ผมได้มีโอกาสเข้ามามีบทบาทหน้าที่ในฐานะสมาชิกสภา เทศบาลต�ำบลโนนปอแดงตั้งแต่เดือน พฤศจิกายน 2555 เห็นได้ว่าสภา เทศบาลต�ำบลโนนปอแดงเป็นสภาท้องถิ่นที่มีบทบาทหน้าที่และภารกิจ ที่มีความส�ำคัญต่อการพัฒนาท้องถิ่นเป็นอย่างยิ่ง ทั้งในด้านการพิจารณา เทศบัญญัตเิ ทศบาล ซึง่ เป็นกฎหมายของท้องถิน่ การพิจารณาให้ความเห็นชอบ แผนพัฒนาสี่ปี การพิจารณาให้ความเห็นชอบงบประมาณรายจ่ายประจ�ำปี ซึ่งล้วนเป็นกรอบแนวทางในการน�ำแผนงานโครงการและงบประมาณไปสู่ การพัฒนา และกระจ่ายความเจริญสู่ท้องถิ่น เพื่อก่อให้เกิดความผาสุกของ พี่น้องประชาชนในต�ำบลโนนปอแดง อีกทั้งบทบาทหน้าที่ในฐานะประธาน สภาเทศบาล ทีไ่ ด้รบั ความไว้วางใจจากสมาชิกสภาฯแห่งนี้ เห็นว่าสภาเทศบาล ต�ำบลโนนปอแดง เป็นสภาฯแห่งความคิด ความร่วมมือ ที่สมาชิกทุกท่าน มีความตั้งใจและมุ่งมั่นท�ำหน้าที่ของตนในฐานะผู้แทนของประชาชน โดยมี วัตถุประสงค์อันเดียวกันคือ เพื่อประโยชน์ของพี่น้องประชาชนเป็นหลัก ภายใต้กรอบความร่วมมือและการประสานงานกันทุกฝ่าย

Since I have had the opportunity to a member of the Nonpodaeng subdistrict council since November 2012, Nonpodaeng subdistrict council is a local council that has roles, duties and missions that are important to local development. The consideration of municipal ordinances which is the local law. Consideration and approval of the four-year development plan. Consideration and approval of the annual expenditure budget.

These are all frameworks for bringing plans, projects and budgets into development and distribute prosperity to the local to cause the welfare of the people in the Nonpodaeng subdistrict.

I am the chairman of the municipal council that has been the trust of the council members. It is an ideas of council and cooperation in which all members are determined and committed to perform their duties as representatives of the people. The objective for the benefit of the people under the cooperation and coordination of all parties.

With the realization of duties that have been entrusted by this council. I will do the full powers from your trust. This position is for the benefit of peoples. If you have to coordinate with another agency or other government agencies, please let me know for coordinate continue to work. Thank you to the management team, staff, employees and all the peoples of Nonpodaeng subdistrict for their kind advice and participation until this council has continued to proceeding well.

สวัสดีครับพ่อแม่พี่น้องประชาชนต�ำบลโนนปอแดงที่รักและเคารพ ทุกๆท่านครับ กระผมนายสุรัตน์ พันธวงศ์ ปลัดเทศบาลต�ำบลโนนปอแดง พบกันอีกครัง้ หนึง่ กับวารสารเทศบาลต�ำบลโนนปอแดง ฉบับที่ 12 ประจ�ำปี พ.ศ. 2563 เพื่อเป็นการเผยแพร่ข้อมูลข่าวสารต่างๆ รวมทั้งผลงานต่างๆ ในรอบปีที่ผ่านมา ให้กับประชาชน และส่วนราขการต่างๆ ในเขตต�ำบล โนนปอแดงได้รับทราบ ในการพัฒนาท้องถิ่นนั้น จะเจริญก้าวหน้าได้จ�ำเป็น ต้องได้รับความร่วมมือร่วมใจ จากหลายๆฝ่าย ไม่ว่าจะเป็นคณะผู้บริหาร สมาชิ ก สภาเทศบาล ข้ า ราชการประจ�ำ พนั ก งานลู ก จ้ า งของเทศบาล ผูน้ �ำหมูบ่ า้ น หน่วยงานภาครัฐ ภาคเอกชน ตลอดจนพีน่ อ้ งประชาชน ซึง่ ถือว่า มีสว่ นส�ำคัญ ในการมีสว่ นร่วม สนับสนุน บูรณาการ ขับเคลือ่ น ผลักดัน ให้การ บริหารงานของเทศบาล ก้าวไปสูค่ วามเจริญรุง่ เรือง ชุมชนเข้มแข็ง มีคณ ุ ภาพ ชีวิตที่ดี น�ำไปสู่อนาคตที่ดีต่อไป

Hello, ladies and gentlemen. My name is Mr. Surat Punthawong, I’m the municipal clerk of Nonpodaeng subdistrict municipality. See you again with the Nonpodaeng subdistrict municipality Journal, Issue 12, annual 2020 to disseminate various information to the people and various parts in Nonpodaenng subdistrict has been known about their works in the past year. The local development to be progressive, it is necessary to receive cooperation from many parties, such as the management team, the municipal council member, the bureaucrat, the employees of local administrative organization, the village leader, Government agencies, private sectors, as well as the people which is considered an important part to participate in supporting and integrating to motivated the administration to prosperity, a strong and liveable community to a better future.

สวัสดีค่ะ พี่น้องชาวเทศบาลต�ำบลโนนปอแดงที่รักทุกท่าน ดิฉัน นางแขไข แก้วพิภพ ผูอ้ �ำนวยการกองคลัง เทศบาลต�ำบลโนนปอแดง ในส่วนงาน ที่กองคลังรับผิดชอบ แบ่งเป็นด้านต่างๆ ดังนี้

๑. งานธุรการ มีหน้าทีด่ แู ลเกีย่ วกับงานสารบรรณ งานจัดเก็บเอกสาร งานพิมพ์เอกสารต่างๆ ตลอดจนการประสานด้านข้อมูลข่าวสารกับหน่วยงาน อื่นที่เกี่ยวข้อง

๒. งานจัดเก็บรายได้ มีหน้าที่ในการจัดเก็บภาษีและรายได้อื่น ของเทศบาลฯ เช่น ภาษีบ�ำรุงท้องที่ ภาษีปา้ ย ภาษีโรงเรือนและทีด่ นิ จัดเก็บ ค่าขยะ ค่าวางของขายตลาดสด และค่าธรรมเนียมอื่นๆ เป็นต้น รวมทั้ง งานแผนที่ภาษีที่ต้องด�ำเนินการให้แล้วเสร็จ และน�ำมาใช้ให้เกิดประโยชน์ ได้อย่างเต็มรูปแบบ

๓. งานการเงิ น มีห น้าที่และความรับ ผิด ชอบในการตรวจสอบ เอกสารการเบิกจ่ายเงินต่างๆ ให้ถูกต้องตามระเบียบฯ การรับเงินไม่ว่าจะเป็นเงินงบประมาณหรือเงินนอกงบประมาณ การเก็บรักษาเงินสด พร้อมน�ำฝากธนาคารให้ถกู ต้อง การจ่ายเงินให้เจ้าหนี/้ ผูร้ บั จ้าง/ผูข้ าย รวมทัง้ การเก็บเอกสารทางการเงิน เพื่อรอการตรวจของหน่วยงานที่เข้าตรวจสอบ

๔. งานบัญชี มีหน้าที่ดูแลเกี่ยวกับการจัดท�ำบัญชีต่างๆ รวบรวมข้อมูลจัดท�ำรายงานทางการเงินและบัญชี ไม่ว่าจะเป็นรายงานประจ�ำเดือนและรายงานประจ�ำปี เพื่อเสนอให้ผู้บริหารทราบและส่งให้หน่วยงานที่ผู้ก�ำกับดูแล ตามระเบียบที่เกี่ยวข้อง

๕. งานพัสดุ มีหน้าที่และความรับผิดชอบในการจัดหาพัสดุ การจัดซื้อจัดจ้างตามระเบียบพัสดุ การเบิกจ่าย การเก็บรักษา จัดท�ำทะเบียนคุมวัสดุต่างๆ และจัดท�ำบัญชีทะเบียนพัสดุครุภัณฑ์ รวมทั้งตรวจสอบพัสดุครุภัณฑ์ ให้อยู่ในสภาพที่พร้อมใช้งานได้ตลอดเวลา เมื่อสิ้นปีจัดท�ำรายงานตรวจสอบพัสดุ หากพบช�ำรุดหรือเสื่อมสภาพให้ท�ำการ จ�ำหน่ายตามระเบียบฯ

กองคลัง เป็นหน่วยงานที่ปฏิบัติงานเกี่ยวกับการเงินการบัญชี ไม่ว่าจะเป็นการรับเงิน การเบิกจ่ายเงิน ซึ่งจ�ำต้องมี การตรวจสอบเอกสารส�ำคัญต่างๆ ด้วยความละเอียดรอบคอบ เพือ่ ให้ถกู ต้องตรงตามระเบียบและหนังสือสัง่ การทีเ่ กีย่ วข้อง และมีการรายงานผลสรุปยอดรายรับ-รายจ่ายทุกสิ้นเดือน เสนอผู้บริหารและหน่วยงานที่ก�ำกับดูแล เพื่อให้การท�ำงาน เกิดประสิทธิภาพและประสิทธิผล พี่น้องประชาชนในพื้นที่มีความพึงพอใจและได้รับประโยชน์สูงสุด

Message from the Director of the finance division.

Hello, dear respectfully all of the Nonpodaeng subdistrict municipality. I am Mrs. Khaekhai Kaewpipob, Director of the finance division of the Nonpodaeng subdistrict municipality’s office. Our division is managed to work as follows.

1. The section of the clerical works is responsible for documentary management, various print jobs, dissemination coordinate and reception with related departments.

2. The section of the revenue collection is responsible for the collection of taxes, such as local development tax, Signboard tax, building, and land tax, Charge collect garbage, Sales expenses, marketing, and other expenses. Including tax map work had completed and full benefit.

3. The financial work is responsible to check the various regulations disbursement documents about money budget or money outside the budget. Cash storage ready to deposit the bank. Payment to creditors/contractors/vendors. Including the collection of financial documents wait for check by the audit agency.

4. The section of the accounting work is responsible for accounting and crawl finance. Closing monthly budget, and financial position statement at the end of the fiscal year to propose to the management and send to the agency in accordance with relevant regulations.

5. The section of supplies is responsible for the procurement, according to a provider of material and equipment, according to the regulations governing the disbursement of supplies, supplies storage, supplies registration, durable article Registration, Purchase/employment contract account, checking the material, and office equipment. Disposable supplies are not available.

The Finance division is thoroughness responsible for financial, accounting and documentation auditing. Reported a summary of the monthly disbursement to the administrator, sheriffs and the governor. The agency have achieve efficiency and effectiveness.

เทศบาลต�ำบลโนนปอแดง มีจดุ มุง่ หมายทีแ่ น่วแน่ในการพัฒนาด้านสวัสดิการสังคมการสังคมสงเคราะห์ การส่งเสริม สวัสดิการเด็กและเยาวชน การพัฒนาชุมชน การให้ค�ำปรึกษา แนะน�ำ การรักษาความปลอดภัยภายในชุมชน หรือตรวจสอบ เกีย่ วกับงานสวัสดิการสังคม รวมถึงการปฏิบตั หิ น้าทีอ่ นื่ ทีเ่ กีย่ วข้องส่งเสริมสวัสดิการเบีย้ ยังชีพเด็ก เยาวชน ผูพ้ กิ าร ผูส้ งู อายุ ผูป้ ว่ ยเอดส์ เด็กทีไ่ ด้รบั ผลกระทบจากโรคเอดส์ เด็กทีย่ ากจนขาดผูอ้ ปุ การะเลีย้ งดู งานส่งเสริมสนับสนุนกิจกรรมและพัฒนา อาชีพกลุ่มสตรี เด็ก เยาวชน ผู้สูงอายุ ผู้พิการ งานให้ค�ำปรึกษา แนะน�ำ งานสนับสนุนการจัดหาที่อยู่อาศัยแก่ผู้ยากไร้ งานส่งเสริมและสนับสนุนกิจกรรมชมรมผู้สูงอายุ งานส่งเสริมและให้ค�ำปรึกษาการฌาปณกิจสงเคราะห์ งานส่งเสริมและ ให้ค�ำปรึกษากองทุนหมู่บ้าน/ชุมชนและการออมทรัพย์ โดยจัดให้มีการวางแผนงานด้านต่างๆ ให้การด�ำเนินงาน ด้านโครงสร้างพื้นฐานและสวัสดิการสังคมเป็นไปอย่างมีประสิทธิภาพ และประสานงานกับหน่วยงานกับหน่วยงาน ที่เกี่ยวข้องเพื่อการสังคมสงเคราะห์และงานส่งเสริมสวัสดิภาพเด็กและเยาวชนผู้พิการ และผู้ด้อยโอกาส โดยปีที่ผ่านมา เทศบาลได้ผลักดันโครงการต่างๆ เพื่อพัฒนาด้านสวัดิการสังคมและสังคมสงเคราะห์

วันที่ 21 ส.ค.63 นายอุทัย หอมอ่อน นายกเทศมนตรีฯมอบหมายให้ นายสิริเรืองชัย ดอนอินทร์ รองนายก เทศมนตรีฯ นายสุมิตร ศิริธร เลขานุการฯ นายดารา สุขสบาย ที่ปรึกษาฯ นายณัฐดนัย บัวนาค หน.สป.และงานป้องกันฯ ร่วมกับ อส.ผาขาว, อปพร, และผู้น�ำชุมชน ออกเดินส�ำรวจป่าภูดู่ ในโครงการปิดป่าเพื่อฟื้นฟูธรรมชาติฯ ไม่พบผู้กระท�ำ ความผิดและเจ้าหน้าที่ทุกคนปลอดภัยในการออกส�ำรวจในครั้งนี้

โครงการก่อสร้าง ปรับปรุง ซ่อมแซม สาธารณูปโภค บริโภค ของพี่น้องประชาชนตำ�บลโนนปอแดง

เทศบาลต�ำบลโนนปอแดง โดยนายกเทศมนตรีต�ำบลโนนปอแดง (นายอุทยั หอมอ่อน) คณะผูบ้ ริหาร ปลัดเทศบาล และสมาชิกสภาฯทุกท่าน ได้เล็งเห็นความส�ำคัญระบบสาธารณูปโภคพืน้ ฐานของพีน่ อ้ งชาวต�ำบลโนนปอแดง จึงได้ด�ำเนินการ ปรับปรุง ซ่อมแซม รวมทั้งการก่อสร้างโครงการต่างๆ อย่างต่อเนื่อง ตลอดมาโดยไม่ย่อท้อ และประสานงานกับหน่วยงาน ที่เกี่ยวข้องเพื่อให้บรรลุตามวัตถุประสงค์ตรงต่อความต้องการของประชาชนต�ำบลโนนปอแดง ตามแผนพัฒนาท้องถิ่น ของเทศบาล ผู้บริหารและพนักงานเจ้าหน้าที่ได้ลงพื้นที่ด�ำเนินโครงการประชุมประชาคม เพื่อจัดท�ำแผนพัฒนาให้ ตรงต่อความต้องการ ของพีน่ อ้ งประชาชนภายในเขตต�ำบลโนนปอแดง ทัง้ 17 หมูบ่ า้ นเพือ่ น�ำไปสูก่ ารพัฒนาสาธารณูปโภค เพื่อความอยู่ดี มีสุข สะดวกสบายและความปลอดภัยของพี่น้องชาวต�ำบลโนนปอแดงทุกท่านโครงการที่ได้ด�ำเนินการ แล้วเสร็จและโครงการที่ก�ำลังด�ำเนินการในเทศบัญญัติฯ ปี พ.ศ. 2563 ได้แก่

Construction project to renovate public utilities for the people of Nonpodaeng subdistrict

Mr. Uthai Homon, the mayor of Nonpodaeng subdistrict municipality. Board of municipality administration and all council members have realized the importance of the basic utilities of the Nonpodaeng subdistrict. The renovation, repair and construction project to be continuous, untiring and coordinate with the relevant agencies to achieve the objectives to meet the needs of people in Nonpodaeng.

According to the local development plan of the municipality. การดำ�เนินโครงการด้านการศึกษา ศาสนา และวัฒนธรรม

เทศบาลต�ำบลโนนปอแดง ได้เล็งเห็นความส�ำคัญถึงการพัฒนาการศึกษา ศาสนา และวัฒนธรรม เพือ่ พัฒนาพืน้ ฐาน ด้านสังคมของท้องถิน่ ซึง่ มีความจ�ำเป็นอย่างยิง่ ต่อการพัฒนาการศึกษา ศาสนา และวัฒนธรรม ให้สอดคล้องกับแนวทางปฏิรปู การศึกษาของประเทศที่ก�ำลังด�ำเนินการอยู่ในขณะนี้และด�ำเนินการจัดท�ำแผนการศึกษาของเทศบาลฯ ให้สอดคล้องกับ แผนพัฒนาของภาคส่วนต่างๆซึ่งเป็นเครื่องมือที่ส�ำคัญในการพัฒนาการศึกษา ศาสนา และวัฒนธรรม ให้เป็นไปตาม วัตถุประสงค์มีแนวทางที่ผ่านกระบวนการวิเคราะห์ศักยภาพปัญหาและความต้องการของท้องถิ่นอย่างเป็นระบบ ซึ่งจะ ช่วยให้การก�ำหนดแผนงาน/โครงการ ของเทศบาลต�ำบลโนนปอแดง เป็นไปอย่างมีคณ ุ ภาพได้มาตรฐาน สามารถตอบสนอง ความต้องการของประชาชนในท้องถิ่นได้อย่างทั่วถึง มีประสิทธิภาพ คุณภาพและได้มาตรฐานโดยการมีส่วนร่วมของ ประชาชนในท้องถิ่นรวมทั้งชุมชน และองค์กรต่างๆ เพื่อน�ำภูมิปัญญาท้องถิ่นมาใช้อย่างเต็มศักยภาพอันจะส่งผลให้การ พัฒนาการศึกษา ศาสนา และวัฒนธรรม มีความหลากหลายมีความเหมาะสมเป็นไปตามความต้องการของท้องถิ่น อย่างแท้จริงซึ่งในปี 2561 เทศบาลต�ำบลโนนปอแดง ได้ด�ำเนินโครงการพัฒนาการศึกษา ศาสนาและวัฒนธรรม ดังนี้

Nonpodaeng subdistrict municipality recognizes the importance of education development, religion and culture to develop a local social base that is essential for the development of education, religion and culture. According to the current educational reforms of the country. Conduct to the education plan of the municipality. เทศบาลต�ำบลโนนปอแดง ได้รบั การยกฐานะจากองค์การบริหารส่วนต�ำบล โนนปอแดงเป็นเทศบาลต�ำบลโนนปอแดง ตามประกาศกระทรวงมหาดไทย เมื่อวันที่ ๑๕ กรกฎาคม ๒๕๕๑ ตั้งอยู่ ๑๙๑ หมู่ ๔ บ้านท่าสวนยา ต�ำบลโนนปอแดง อ�ำเภอผาขาว จังหวัดเลย ระยะทางจากเทศบาลถึงอ�ำเภอ ๐.๕ กม. ห่างจาก จังหวัดเลย ๖๓ กิโลเมตร มีอาณาเขต ติดต่อกับต�ำบลต่างๆ ดังนี้

Nonpodaeng subdistrict municipality has been raised from the subdistrict administration organization to Nonpodaengsubdistrict municipality by according to announce the ministry of interior.

On July 15, 2008, located at 191 moo 4 Ban Thasuanya, Nonpodaeng subdistrict, Phakhao district, Loei province. Distance from the municipality to the district 0.5 km away from Loei 63 km. The territory contact with the various parishes as follows.

- The North Border with Nonpasang subdistrict, Phakhao district.

- The South Border with Phanokkao subdistrict, Phukradueng district.

- The East Border with Thachangklong subdistrict, Phakhao district.

- The West Border with Phakhao subdistrict, Phakhao district.

Area.

The area of about 123 square kilometers (76,875 rai or 30,750 acres) Mountainous area park and forest area total 24.60 square kilometers.

Landscape.

The majority of the Nonpodaeng subdistrict municipality is mountainous terrain. The area is 80 percent flat and mountainous. This represents 20 percent of the total area and there are important water sources are the creek as follows : Lam Huay Puay, Lam Huay Duea, Lam Huay Krai, Lam Huay E-Gud, Lam Huay Pong, Lam Huay Keenuyai, Lam Huay Keenulek, Lam Huay Tat Thong, Lam Huay Nam Sum. Number of villages : 17 villages
