2017 - 2018 Dear MDBC Members and Friends, 2017 has come to an end. And of course at the end of a year, we evaluate it, compare it to previous ones, and look ahead to the new year. MDBC has seen substantial growth over the past dozen years, which has made us a business organisation of mid-range level. At this level, annual growth is important but not the main objective. More importantly, we want to consolidate our membershipcommunity and standing in the industry while focusing on providing our members with the best possible services, activities, and networks. We can therefore look back at 2017 as an excellent year. Our base of 250 members was maintained, our core services such as the active schedule of events and Student Internship Program stayed on track, while newer activities such as the MDBC Connects Fair, the MDBC Spouse Program, and the Education 360 workshops found firmer footing. In The Netherlands, MDBC supported ample exposure for Malaysia and ASEAN during the ASEAN Business Dialogue, with the Malaysia business luncheon for Dutch

MNCs organised by InvestKL. We also coorganised the Malaysia Business Seminar in Amsterdam by the Minister of International Trade & Industry, YB Dato Sri Mustapa Mohamed with MIDA, Matrade, and a dozen other agencies which joined the mission. 2017 saw an increased need for representation and dialogue with the Malaysian authorities when several unfavourable measures for the business community took effect (such as the foreign exchange rules and the changes in the withholding tax). Through strong efforts by, and in cooperation with, Chambers such as EUMCCI and AMCHAM, our voices and issues were heard by the relevant authorities and at least the WHT issue was retracted. Exciting developments in 2017 were the expansion of our flagship event, now the MDBC Innovation & Sustainability Awards, and the doubling of our Chapters - from 1 in Penang to 2! - with the launching of the MDBC Johor Chapter at Medini @ Iskandar, giving MDBC exposure in both the Northern and Southern regions.

Trade, Sigrid Kaag, who on her first mission after the new Dutch cabinet was formed, will visit Vietnam and Malaysia in February. A large business delegation will accompany the Minister forming the first Dutch ministerial business mision to Malaysia in recent memory. 2018 will be the last year of MDBC’s 2016 - 2018 Strategy, with the (audacious) goal to become the full fledged service provider for all members & businesses with Malaysian Dutch links, and to increase our Value Proposition for our members. While on track and working hard to achieve these goals and objectives, we will also start looking ahead to formulate our 2019 - 2022 Strategy. Realizing the integral part that innovation plays in sustainability, we here at MDBC knew that we also had to be innovative in order to keep our flagship event sustainable! The newly rebranded MISA certainly reached out to a larger segment of the community and helped us further our mission for the Awards Program of sharing best practices in the field of sustainability and innovation. Successful and sustainable innovation is about persisting when the going gets tough, and rethinking your business in the face of disruption. MDBC, together with long time partner - The Netherlands Embassy, aims to continue stimulating and creating awareness for innovation and sustainability within every industry. The first edition of MISA was a success, seeing a record number of submissions across three competition categories: Best Service Innovation; Best Product Innovation; and Most Innovative Start Up. We also included a little ‘innovation’ of our own to commemorate the rebranding. All shortlisted companies (who were also on hand to make their final presentations during the MISA Day program) were automatically entered into a special Audience Award category. Competitors provided a short, one minute elevator pitch to attendees at the MISA Awards Ceremony Dinner and after an exciting live vote, a winner was crowned. MDBC EDUCATION 360: SALES MANAGEMENT & EFFECTIVENESS The last in the MDBC Education 360 event series for 2017, the Sales Management and Effectiveness interactive workshop provided attendees with the valueable techniques and tools they needed to be effective Heads of Sales. As mentioned by Lion Kraaijbeek, workshop leader and sales management expert, most Heads of Sales are “accidental” sales managers. They were promoted into leading the sales department because they were the sales champions of the company, not because they showed good management skills. Most companies have a sales training

Every year, MDBC member KPMG provides an in - depth analysis on the Government’s announced Budget for the next year. For highlights of the 2018 Budget, please refer to the KPMG Budget Highlights on page 12 & 13. Attendees at this briefing were provided with a presentation by KPMG experts Ong Guan Heng (Executive Director, KPMG). Guan Heng is a partner in KPMG Malaysia’s Tax Practice and has over 20 years of experience in the field of tax, advising clients mainly on direct tax matters and cross border transactions.

He has also been involved in the Goods and Services implementation project. MDBC PENANG ENHANCING BUSINESS INTEGRITY SEMINAR MDBC cooperated with the Coalition for Business Integrity (CBI) to offer a seminar on Enhancing Business Integrity. Good governance and anti - corruption legislation has continued to evolve and strengthen. Malaysia is slowly but surely moving in this same direction. Recently, a new ISO standard has been drawn up to further enhance business integrity in Malaysia. Attendees learned how they can achieve compliance with the new standard and benefit from implementation.

AMCHAM’S PENANG DIALOGUE: REMAINING COMPETITIVE FROM PENANG The MDBC Penang Chapter supported AMCHAM’s Penang Dialogue: Remaining Competitive from Penang. This supply chain forum and lunch with Y.A.B. Lim Guan Eng (Chief Minister of Penang), and H.E. Kamala Lakhdhir (U.S. Ambassador to Malaysia) was held on 5 October. With growing competition in the region, it was becoming increasingly important to answer how Penang can retain its position as a critical link in the global supply chain for many companies. How it can take advantage of the opportunities emerging with Industry 4.0 to deepen its roots, and extract more value from the strong eco - system for which Penang is known? And how talent, fiscal strategies, and technology play a part. The forum featured panels with some of the leading executives facing these challenges. After the welcome by AMCHAM, there was a presentation by Dr. Shardul Phadnis, Meng Kuang Koh, and Fabian Boegershausen on IoT & Supply Chains - A Framework for Identifying Opportunities for Improvement and its Application. 16

Dr. Shardul Phadnis, Director of Research of MDBC member MISI (Malaysian Institute for Supply Chain Innovation), also shared some of his recent research and findings for his separate presentation on AI & Supply Chains - The Future has Arrived for Cognitive Business: Is Penang Ready for the Cognitive Era? Dr. Shardul’s present research examines end to end supply chains in the apparel industry and of SME retailers, implications of the Internet of Things (IoT) for supply chains, as well as the use of scenario planning to influence strategic decision making. His research has been published in leading journals such as Strategic Management Journal, MIT Sloan Management Review,

Production and Operations Management, and Technological Forecasting & Social Change. After H.E. Kamala Lakhdhir’s opening remarks at lunch, guest of honor Y.A.B. The festive season at PARKROYAL Kuala Lumpur was welcomed by hotel guests, corporate clients, the Alice Smith school student carollers, and children from the Stepping Stones Living Centre at the hotel’s Christmas Tree Lighting Ceremony. The event also signified the initiation of their annual fundraising campaign in aid of Stepping Stones Living Centre. The ceremony began with the Alice Smith school carollers taking centre stage with ‘Winter Wonderland’ which caught the attention of the little ones. Santa Claus

and his Santarinas were seen going around greeting guests with candies and chocolates from Santa’s red sack. The evening continued with Leong Ming Chung (Director of Operations, PARKROYAL Kuala Lumpur), welcoming and thanking everyone for being present to witness the eventful occasion. Together with Shalu, a nine-year-old girl from Stepping Stones Living Centre, they then lit up the Christmas, officiating the beginning of ‘A Magical Christmas’ festivities at PARKROYAL Kuala Lumpur.

Crown Malaysia won two gold awards at the HR Vendors of the Year Awards 2017, for “Best Relocation Company” and “Best Mobility and Orientation Consultant”. The HR Vendors of the Year Awards is one of Asia’s largest award ceremonies to celebrate the achievements of organizations that serve HR professionals. Almost 150 organizations were shortlisted as the preferred vendors across 27 categories. The winners of each category were judged by 22 HR senior regional heads from across Asia. REVOLUTIONARY DRONE TECHNOLOGY FOR SAFER TUG OPERATIONS WITH KOTUG KOTUG has applied for a patent to use drone technology in its tug operations, in its ambition to achieve safer and more efficient working conditions. This pioneering invention - using a drone to connect the towline to an assisted vessel will drastically improve the safety margin of tug operations as this will avoid the need for maneuvering in the so called danger zone. KOTUG is the first tugboat company that uses this technology: to deliver a messenger line to a predetermined location with object recognition software. Instead of picking up the heaving line of the assisted ship, the messenger line of the tug will be brought to the assisted ship in a more controlled manner. This will allow the tug to safely sail beside the assisted ship instead of in front of it. Conventionally, tugboat and crew position themselves in front of and close to the assisted vessel in order to grab the heaving line by hand. By doing so, the tug and crew position themselves in the

danger zone, close and even under the (flared) bow of a vessel. A minor flaw in the operation can result in major injuries of the deck crew and/or damage to the tug and the assisted vessel. A series of tests is scheduled to be performed by KOTUG for full operational use of this revolutionary technology for which standard operating procedures will be developed in conjunction with relevant authorities and stakeholders.

ARCADIS: FOR HSR TO BE A SUCCESS, INTEGRATED TRANSPORT HUBS ARE VITAL Arcadis conducted a socioeconomic study on the proposed 350km high speed rail (HSR) link between Kuala Lumpur and Singapore when the feasibility of the whole project was under discussion. What became clear, according to Girish Ramachandran (Head of Business Advisory, Arcadis South East Asia), was that the authorities should use socioeconomic modeling (SEM) and plan for the unconstrained development that can take place, rather than letting it happen organically. Malaysia’s Economic Transformation Program sees improving KL and the Greater Klang Valley as a key growth engine in driving economic growth and transforming Malaysia. Making sure that KL and all of the other stops on the HSR are integrated transport hubs is crucial to maximizing the HSR’s economic, social, and environmental benefits. To maximize the benefits of this increased connectivity, planning must start now.

With this project expected to be completed in 2026, slashing travel time to just 90 minutes from the current five hours it takes to drive between the two cities, the HSR is a representation of how governments, developers, and planners can come together. Arcadis is recommending that the

two governments reach out to other stakeholders to make sure that everyone is aware of the thinking process behind SEM, what can be done, and what needs to be done now. Planing should encompass federal, state, and local levels. Things need to be planning out now so that upon completion, everyone is ready to capture the benefits. MDBCONNECTS 4TH ISSUE 2017

STUDENT INTERNSHIP PROGRAM EAGE The SIP Experiences of Mariette Oosterhof at EAGE. MDBC member EAGE (European Association of Geoscientists & Engineers) organizes a lot of educational events for the geoscience community in the Asia Pacific region. Dealing mostly with big oil companies and their suppliers, EAGE reached out to MDBC’s SIP for help with the workload at one of the bigger events on their calendar. Being an SME with a relatively small team, EAGE needed interns that could ‘hit the ground running’. Also of importance to them, was adding a Dutch student who would make communication with the head office in The Netherlands much easier, and enable them to help spread Dutch culture at the local office. EAGE strongly believes that this results in a better working environment, happier employees, and a happier company. “The process was pretty easy, based on our requirements, we received a few proposals

from MDBC and after a few Skype sessions with a handful of candidates, we were lucky enough to be able to add Mariette Oosterhof (from Rotterdam University) to our team,” shared EAGE. Mariette joined the EAGE team for a double assignment: 1) Produce a country analysis on India, a country that EAGE needed more intelligence on; and 2) Organize a part of a major conference in November 2017. These two very different assignments (strategic vs operational), allows for the development of a great range of skills. For both tasks, an international outlook and flexible attitude were essential.

“We were happy that Mariette had both of these attributes. She already had international work experience, a great command of English, and most importantly, the drive and enthusiasm to work in KL. Working mostly with a team of local Malaysians, she gained insight into Malaysian business etiquette. Mariette has also proven to be an excellent ambassador for The Netherlands in KL, of her University, for EAGE, and also for MDBC. Our experience has been great and we will surely consider this opportunity to participate in SIP again!” added EAGE.

NETHERLANDS EMBASSY NEWS

A LOOK BACK AT A BUSY AND PRODUCTIVE YEAR At the end of 2017 the Embassy looked back at yet another busy and productive quarter. Here are some of the highlights in the field of economics and business. Greentech Between 11 and 13 October the International Greentech and Eco Products (IGEM) exhibition and conference took place at the KLCC Convention Centre. The Embassy was present with a booth showcasing innovative green technologies Dutch companies have to offer in the field of smart mobility and smart energy. The booth attracted many visitors. Mission Palmares From 16 to 20 October, the second visit to Malaysia by the Partners for International Business (PIB) Palmares took place. PIB Palmares is a government supported consortium of Dutch companies and knowledge institutes. The consortium aims to contribute to a more sustainable palm oil industry in partnership with Malaysian counterparts and to tap into Malaysia’s rich biomass potential. The visit was organized in conjunction with the International Biomass Conference Malaysia (IBCM) 2017, which the Embassy co-organized with Agensi Innovasi Malaysia (AIM). After two days in Kuala Lumpur (KL) the delegation flew to Kuching, Sarawak, where they visited the Sarawak Land Consolidation and Rehabilitation Authority (SALCRA) and Sarawak Energy. They also participated in IBCM. At Sarawak Energy the consortium received an educational overview of the energy landscape and biomass opportunities in Sarawak. The significant Dutch presence at IBCM led to some interesting business leads, and constituted a successful conclusion to the mission. PIB Palmares was also represented with a booth at the big Palm Oil Exhibition and Congress (PIPOC) 2017, from 14 to 16 November in KLCC. PIPOC drew some 3,000 participants, and resulted in some interesting contacts for Palmares. The overall impression is that more and more palm oil millers and planters are starting to look into sustainable solutions for their biomass residues. This might not happen overnight, but the long-term outlook is promising and seems to hold many

opportunities for Dutch technology and collaboration with Malaysia. Visit Of MITI Minister YB Dato’ Sri Mustapa Mohamed to The Netherlands The Netherlands was honoured to welcome Minister of International Trade and Industry (MITI), YB Dato’ Sri Mustapa Mohamed at the end of October. The Minister, accompanied by MDBC’s Executive Director Marco Winter, among others, participated in a business opportunities seminar, met with Malaysian companies that have invested in The Netherlands, and Dutch companies that have invested in Malaysia. The Minister and his delegation also visited Brainport Eindhoven as well as Sime Darby Unimills BV. The Minister showed a particular interest in the Dutch innovation policy and the so called “triple helix” model involving all stakeholders, from the government, businesses and the academic world. The Embassy will look into follow-up in the form of a seminar in Malaysia early 2018. Trade promotion The Embassy participated in two events in The Netherlands to promote trade between The Netherlands and Malaysia. The first was the 4th edition of the ASEAN Business Dialogue in Eindhoven on 27 October, this time focused on high tech. Entrepreneurs received concrete information on doing business in the ASEAN region during the expert workshops and meetings with Embassy trade officers. On 1 November an International Export Event took place in Barneveld, where companies and entrepreneurs were offered a full day program with panel discussions, workshops, and meetings with Embassy representatives in the fields of trade, agriculture, and customs. There was a lot of interest in doing business in Malaysia.

Penang On 23 and 24 November, MDBC and the Embassy joined forces in Penang with a network reception with Dutch companies, local government, and business officials. There was also a company visit to Lumileds, and a visit to the Chief Minister of Penang. After a bilateral talk between the Ambassador and the Chief Minister (in which they discussed the recent flood that hit Penang quite severely, and ways in which The Netherlands’ water expertise could be used to prevent new floods from occurring in the future), a small delegation of Dutch companies was introduced to the Chief Minister. What’s next? Looking ahead to the new year, we have various interesting events coming up. On 8 and 9 January the Embassy and MDBC jointly visited Johor for company visits and a networking event. This visit was followed by the New Year’s Reception that was hosted jointly with MDBC at the residence of the Ambassador on 11 January. MY in NL MALAYSIA BUSINESS SEMINAR - AMSTERDAM In cooperation with the Malaysian Ministry of International Trade & Industry (MITI) and the Malaysian Investment Development Authority (MIDA), MDBC organized the Malaysia Business Seminar in Amsterdan on 19 October 2017. EUMCCI FOOD SAFETY & LOGISTICS FORUM

The EU Malaysia Chamber of Commerce and Industry (EUMCCI), together with MDBC and the Malaysia Belgium Luxembourg Business Council(MBLBC), held the annual Forum on Food Safety from 5 - 6 December 2017. Hosting experts from EU and ASEAN governments, SMEs, and corporations, attendees were able to discuss action plans for food safety regulation, the harmonisation of standards within the ASEAN region, and food labeling a.o..

The Forum on Food Safety also featured a parallel session on Food Logistics. Outstanding presentations were given and dynamic discussions were shared, providing remarkable insights from a good mix of government and corporate entities. The collective efforts and views on the different sessions throughout the two days will hopefully contribute to improved food safety across ASEAN.

TALENTSQUARE: HR OUTLOOK 2018 manufacturing, electronics, and services industries are clearly the key industries driving the current growth. Other industries like Oil&Gas and Chemicals also seem to be on the path of recovery albeit recruitment especially in Oil&Gas is still very cautious. On the path to becoming a high income nation? In the meantime we are nearing 2020 and the government’s goal of becoming a “high income nation”. Depending on who you ask it seems that Malaysia is anywhere between “firmly on the path” to “far from” achieving high income status. Positive outlook on ASEAN and Malaysian Growth in the ASEAN region has surged in the last two quarters of 2017. The region seems to benefit from higher commodity prices and a healthy global demand. In Malaysia, GDP growth overshot expectations with consumer spending on the rise as well as an boost in investments, exports and government spending. The World Bank’s Malaysia Economic Monitor report issued recently said the 5.8% on-year growth would be the country’s highest annual growth rate since 2014. “Accelerated growth has been fueled by strengthening domestic demand, improved labor market conditions, and wage growth, as well as improved external demand for Malaysia’s manufactured products and commodity exports” according to the World Bank’s report. It seems that this positive trend will continue in 2018 with a forecast of 5.2% growth in Malaysia. Although sentiments can be negative during election year, government spending is high with a pipeline of infrastructure projections that will boost investment. As an Executive Search Firm that works for clients across Industries from Islamic Banking to Chemicals, Oil&Gas, Electronics, Manufacturing and Services, we get an interesting insight into the different state and pace of development in these different industries. The

With regards to average salaries the numbers do show a slight increase in average income in Ringgit, but measured in US$ - which is the international standard - income has actually decreased significantly since 2013. Obviously the depreciation of the Ringgit did not help. From our experience in recruiting managers across all Industries in Malaysia we did notice an increase in salaries in the past 5 years (in Ringgit anyway). However the main question is if this increase in salary is justified and if it goes hand in hand with improved skills and competencies. Unfortunately the reality on the ground is that many employers share their frustration with us that there does not seem to be a direct connection between the two. In short, salary levels seem to climb faster than skill levels. My worry is that an increase of salaries will merely result in a decrease of competitiveness of Malaysia as a whole and surely that cannot be our aim. Following this line of thought it shows indeed that “Although Malaysia is still relatively competitive, we have dropped in rank under IMD’s World Competitiveness Yearbook in 2016 by five places from 14th in the world to 19th, as well as [in] the World Bank’s Ease of Doing Business Index, from 17th in the world to 18th”. Most of our fellow ASEAN members have also seen a decrease in competitiveness so in the region we are relatively still in the same position.

Malaysia ready for Industry 4.0? Talking about innovation, some of us are feeling the heat of being replaced by robots and AI or being “disrupted” out of business. Coined by German economist Klaus Schwab in 2015, the Fourth Industrial Revolution is used to describe the emergence of the Digital Economy and use of automation and data exchange in industrial technologies. Commonly referred to with the catchprase Industry 4.0 it also included the Internet of Things and collaboration between networked machines and human beings in decisionmaking. The government’s Transformasi Nasional 2050 (TN50) vision aims to prepare Malaysians, especially the youth, for future challenges like Industry 4.0. Part of the TN50 plan is to focus on Technical and Vocational Education and Training (TVET) which recently received widespread attention in Malaysia, after YAB Dato’ Sri Haji Najib announced the government’s plan to develop a comprehensive TVET plan to help the future workforce in facing the Fourth Industrial Revolution. He announced that in line with the aspirations and vision of TN50, the government has allocated RM50 million for the purpose of TVET. The launch of the Digital Free Trade Zone (DFTZ) in Malaysia recently is a great win and is expected to create an additional 60,000 high-income jobs, mainly for the younger generations. Overall 2018 is forecasted as a positive year with continued growth and new opportunities with regards to Industry 4.0 and will surely be another encouraging year for Malaysia.
