GDPR, Changes in the Board, and MISA ‘18! Dear MDBC Members and Friends, By the time you read this you will have returned from the summer holidays where in Holland (and many other places in Europe) the temperature was higher than in Malaysia. I hope you had a great time and are recharged for the second half of 2018. The first six months of the year have been an especially busy period on the operational level for our MDBC team; there have been some permutations in the team, as well as a continued focus on implementing the MDBC strategy in key areas such as the implementation of a CRM system. This is especially important with the GDPR regulations that have been implemented in the EU this year; we have many stakeholders, former members, and students residing in the EU so the new regulations do affect us. We have also seen changes in our Board as several Directors had to step down, mostly becasue of relocations. On behalf of the Board I would like to sincerely thank our
former Vice - Chairman, Michiel Brouwer, former Honorary Treasurer Mirjam van Thiel, and Maud Meijboom for all of their valuable time and contributions. At the same time, I would also like to welcome Tarang Gupta (Dutch Lady Milk Industries) and Ir. Ahmad Hadri Haris (Shell Malaysia) to the Board of Directors. Furthermore, we are honored to welcome Y.B. Ignatius Darell Leiking, the recently appointed Minister of International Trade and Industry (MITI), as our Patron. get to know MDBC! MDBC DIRECTOR ANNEMARIEKE DE HAAN UNILEVER MALAYSIA Annemarieke is the Managing Director of Unilever Malaysia and Singapore. She was previously Vice President for home and personal care at Unilever Indonesia, a role she held for about two years and eight months. Annemarieke has been with Unilever for close to 19 years since graduating with a Bachelors of Economics at Erasmus University, holding different roles in areas such as brand development and category management. Her current role is Annemarieke’s 8th within the Unilever MDBC DIRECTOR KOEN VAN GURP TALENTSQUARE RPO Koen joined the MDBC Board of Directors late last year and brings with him 18 years of experience in Executive Search and Corporate Recruitment working for and with companies like Heinz, Unilever, and Siemens. He is an expert on competency based interviewing and has a Master’s Degree in Human Resources Management. As an Executive Search Consultant, Koen has gained extensive experience in hiring managers for clients across all industries.

Since 2008, Koen has been based in Kuala Lumpur where he set up TalentSquare, a regional Executive Search Firm working for a wide range of clients from startup companies to leading multinational organizations in Chemicals, Oil & Gas, Services, and Manufacturing. Koen has extensive experience in competency based interviewing and in training hiring managers to apply the methodology in their organizations. As a member of the Board, Koen is also active on the MDBC Student Internship Program Committee.
MDBC TEAM ADELINE BAPTIST EVENTS & MEMBERSHIP EXECUTIVE The newest member of our team, Adeline obtained her diploma at LimKokWing University of Creative Technology. This is not her first experience with bilateral chambers or business council. Adeline has relevant working experience in other bilateral chambers such as the EU - Malaysia Chamber of Commerce & Industry (EUMCCI) and the Malaysian Spanish Chamber of Commerce & Industry (La Camara). She brings with her direct practical and hands on working experience with
multinational business communities, an established relationship with the other bilateral chambers, and a strong, positive attitude towards helping the MDBC community continue to grow. Adeline is responsible for managing events and memberships for MDBC. She acts as an effective and dedicated communication link between our members, the management team, and the Membership Committee. mdbc: visit to trx malaysia
MDBC members were invited to visit the TRX Exchange on 12 April. Spread over 70 acres of prime freehold land, TRX is set to become a leading centre for international finance and business. With an estimated Gross Development Value of RM 40 billion, the development will encompass grade A office space underpinned by world class residential, hospitality, retail, leisure, and cultural offerings. TRX is a strategic enabler of the Malaysian Government’s Economic Transformation Program (ETP), which will further strengthen KL’s role as the country’s financial capital. It aims to create a seamless and central business environment for financial services firms, multinational companies, and supporting ancillary businesses. Light refreshments were served at the networking which happened after the viewing of the project site. Additional pictures from this event can be found on page 39.
mdbc: agm over fy2017 & mybiz talks MDBC members were invited to the 21st Annual General Meeting (AGM) over FY2017 at the Dorsett Kuala Lumpur hotel on 28 June. Before the formalities of the AGM took place, MDBC organised a talk on the business environment in Malaysia. Several government agencies were invited to give the audience quick updates on the latest developments in their fields: * Malaysian Investment Development Authority (MIDA): Industry 4.0 - MIDA perspective; * Malaysia Digital Economy Corporation (MDEC): Digital economy; * TalentCorp: Human Resources and Talent; * Agensi Inovasi Malaysia (AIM): Innovation. 12

Two MDBC members, Besi APAC and TalentSquare, were also invited to give a corporate perspective. All guests were invited to participate in a roundtable session with the speakers immediately after the presentations. MDBC: BLOCKCHAIN EXPLAINED & PRACTICAL APPLICATIONS Blockchain and cryptocurrency have become buzzwords, but what are they exactly? What do they mean? MDBC organised an event to help our members understand both blockchain and cryptocurrency better, and to allow them to explore the possibilities inherent in blockchain technology. A blockchain is a continuously growing list of records that are linked and secured using cryptography. They are secure by design and have frequently been mentioned in the same sentence as cryptocurrency. Blockchain however, is suitable for more than just use with cryptocurrency and its potential is now being looked at across various sectors including uses in supply chain management and trade documentation.

Themed #PressforProgress, which was also the theme for this year’s International Women’s Day, the event focused on strategies aimed at empowerment in the changing world and women’s positive contribution to the Malaysian economy.

The panel was moderated by Low Ngai Yuen (Founder, WOMEN: girls), and Aiza Azreen Ahmad (Director - Strategic Development, Axiata Digital). StanChart is committed towards supporting women empowerment, not just within the bank, but also externally to its
female clients and the community through various programs. The Bank launched ‘Goal’ in Malaysia, its globally acclaimed development program which uses sports and life skills education to transform the lives of adolescent girls. Royal visit for enza zaden’s 80th anniversary Enza Zaden is an international vegetable breeding company and independent family business from The Netherlands. On 28 June, the King and Queen of the Netherlands honored Enza Zaden with a visit. The Royal Couple visited the new state of the art laboratory and breeding facilities where the company develops lettuce varieties suitable for growing in ‘plant factories’. In addition, the King and Queen were interested in the internal training institute of Enza Zaden: the Enza Academy. With this Academy, the company offers their employees tailor made training courses to promote further development and international cooperation. 16

volkswagen marketplace now open Volkswagen Passenger Cars Malaysia (VPCM) launched the Volkswagen Marketplace recently. A first of its kind e platform, it allows customers to reserve a Volkswagen car and enjoy exclusive online offers. To make a booking, customers need to follow a few simple steps to select their model, preferred dealer, and submit their details. A reservation will need to be accompanied by a credit card payment of RM 1,500 (reservation fee), which will be deducted from the total price of the selected car. A Volkswagen sales representative will then get in touch with the new owner to finalise the purchase until the car is fully registered and ready for collection. Erik Winter (Managing Director, VPCM) said that the idea of creating an e platform had been in the pipeline for some
time, and the recent success of VPCM’s partnership with Lazada further spurred the idea. “The rise of e commerce has changed the way people shop, and selling 12 Beetles on Lazada in just 20 minutes confirmed our belief that Malaysians are ready and receptive to buying cars online. This is an important development for the brand and we are very excited to be able to bring Volkswagen Marketplace to Malaysia.”

STUDENT INTERNSHIP PROGRAM HIBISCUS The SIP Experiences of Daan De Groot and Rick Manders at Hibiscus Petroleum Berhad. MDBC member Hibiscus Petroleum Berhad was founded in 2011 as an exploration and production company. It was Malaysia’s first listed independent oil and gas company and has active producing assets in the UK North Sea, and offshore Sabah in Malaysia. In the UK North Sea, a Floating Production Storage and Offloading (FPSO) vessel called Anasuria with subsea systems is used to extract hydrocarbon resources, whereas in North Sabah, multiple fixed structures planted in shallow waters extract these resources and evacuate them to Labuan Crude Oil Terminal (LCOT). Both Daan and Rick landed an overseas internship program with Hibiscus in Malaysia. Both are currently postgraduate students at the University of Groningen where they follow their Industrial and Management Master program. It is an exciting period for both students, and they enjoy the work, the industrial exposure, and the cultural differences that enhance their learning. Daan and Rick are supervised by Ir Dr Adrian Tan (Head of Engineering). ”In my studies I had little opportunity to delve deep into oil and gas production; however I’ve learned that the upstream oil and gas business is a very large industry and

is one of the sectors I could work in after my studies. I am glad about the opportunity accorded to me during my internship,” shared Rick. Daan added, “There is a treasure of knowledge and experience within the staff working in this company. Working with my colleagues helps me to learn a lot about the industry. Besides technical knowledge, I am learning about Malaysia and Asian culture. I also visited numerous places, particularly those that are remnants of Dutch heritage e.g. Stadthuys in Malacca during the Age of Exploration.” As part of their internship requirement, the two interns are tasked with individual projects with the aim of increasing production for the company. To achieve this, they per-
form a literature review on their systems, engage the company’s staff and interview technology providers. Apart from that, both interns rely on their academic training to approach the projects from different perspectives. Regular catchups with their host supervisor helps to fine tune their projects. While Daan has just started his journey with Hibiscus, Rick is wrapping up. According to Rick, “I learned a lot via contacts with fellow employees and subject matter experts. Numerous factors need to be considered in a project to ensure successful implementation. The practical learning is something I cherished most having performed my internship here.”

JOHOR MDBC / CBI: ENHANCING BUSINESS INTEGRITY IN MALAYSIA The world has moved on with good governance and anti - corruption legislations, and Malaysia is slowly but surely moving towards the same direction, especially under the new government initiatives. MDBC, in collaboration with the Center for Business Integrity (CBI), organized a seminar for our Johor and southern region members on ‘Enhancing Business Integrity in Malaysia’ in Medini Iskandar Malaysia. The seminar gave attendees information on the latest legislations, tools, and collaborative initiatives in the marketplace for progress toward this goal. After a keynote address by Abraham Verghese (Director, CBI), there was a presentation by Shaleni Sangaran (Senior Associate - Dispute Resolution Division, Skrine) on ‘New Legislation on Business Integrity’. This was followed by
a presentation entitled ‘The Way To Go’ by Mark Chay (Executive Director, CBI). A final presentation on ISO 37001 Anti - Bribery Management System Overview by Azrul Azwan Wan Azizan (Compliance & Risk Manager, British Standards Institution (BSI)), was followed by a Q&A session and lunch.

Meet Rick Ligthart: Customs Attaché for Southeast Asia and I naturally also speak to my Dutch colleagues posted in Russia, China, and Brazil.
Dutch Customs has posted attachés in locations all around the world. These representatives are making efforts to cooperate with local authorities and they help to promote international trade. We are happy to introduce Rick Ligthart, Customs Attaché in Singapore – who is also accredited for Indonesia, Malaysia, Thailand, and Vietnam. “I help to create opportunities for Dutch business. For as long as I have been working for the Tax Administration, the Fiscal Intelligence and Investigation Service and Customs, I have been attracted to the idea of living abroad. After having worked for three years as a customs official in Berlin, I was offered the opportunity to go to Beijing in 2010, where the post for a customs attaché became available,” added Ligthart. After four years in China, Ligthart was posted to Singapore. Since 2015, he has been active in Malaysia and cooperates with the Economic Department of the Embassy to see how Dutch companies can be supported. Most of the support comes from long term cooperation with local authorities and exchange programs to better understand the issues faced by trade in their daily practice, both on a national level as well as on regional (ASEAN), and international level. “I am part of the Dutch embassies in the five countries I am assigned to, and on a weekly basis, I am in touch with colleagues of our National Office in The Netherlands, in order to discuss developments and opportunities for cooperation with local authorities. Where negotiations take place in respect of treaties, I have to deal with the Directorate - General for Tax, Customs Policy, and Legislation of the Ministry of Finance. I regularly speak to attachés from other customs services in my region
Economic Diplomacy Ligthart knows that in Southeast Asia, contacts between businesses and government institutions tend to go differently than back home. Ligthart shared, “It is important that the Embassy creates opportunities these companies are not able to generate themselves. Working closely, we take stock of what is important to the Dutch business sector. What are the problems Dutch companies come across in importing or exporting in Malaysia? What are the points for improvement? In addition, we talk to any visiting trade delegations about the relations in the region. ASEAN countries do not have a customs union like the European Union. Certain issues come up, which in Europe are no longer relevant in intra - Community transport for the business sector.” “On importing a product here, it is good to know that you have to deal with Customs, enforcement agencies, and / or other Ministries. The communication between these various parties is often very different from how we do things in The Netherlands. The Embassy and I use the information gathered during our meetings with Royal Malaysian Customs Department and other national authorities, and try to discuss which adjustments in procedures are beneficial to trade,” added Ligthart. Ligthart does stress that he is neither a customs consultant nor a customs advisor. “I do not provide advice about commodity codes or about determining the value for customs purposes. But in the process, I do attempt to coordinate and help to resolve matters if these are a result of not being familiar with the local rules and regulations. Using my network in order to be of benefit for Dutch companies without interfering in national legislation or procedures. It is not possible for me to get involved in a course of proceedings and to ask to release a consignment as that is not done.”

They are shifting from the traditional customs duties of levying taxes in the direction of enforcing legislation which were initially monitored by other authorities. This may lead to competition between governments departments, cooperation and coordination needs to be improved. It will be beneficial to the logistical flow.
“I attempt to convince my hosts to look at their work and responsibilities in a less traditional way. It’s good to talk to trade and create mutual understanding on the needs of both trade as well as customs. Be transparent, reliable, and predictable, it will bring benefits for both.” Ligthart asserts that the mutual differences which concern innovation and modernisation of the Customs section in this region are substantial. “In The Netherlands, Customs have made a lot of progress as a coordinator of the supervision on goods with its focus on the logistical chain. Our approach does not generate all the duties being paid at the border, however it benefits domestic tax proceeds and as a result, the whole of the economy. If we can bring that message across to customs authorities in the ASEAN region, we will create faster, more reliable customs procedures, Dutch business community in the long term will profit.” Dutch companies that encounter difficulties related to import and export in Malaysia can reach out to the Embassy to get in touch with the Customs Attaché. More generally, the Embassy is always interested in information on trade obstacles in Malaysia. It will carefully consider if and how to bring the information to the attention of the relevant Malaysian authorities.

The Port of Tanjung Pelepas (PTP) is Malaysia’s most advanced container terminal. It is strategically located at the confluence of the main east - west shipping lanes, offering Shipping Lines minimal deviation time of 45 minutes. The ASEAN Business Dialogue (ABD) has been an initiative of the Dutch Ministries of Foreign Affairs and Economic Affairs. After 2 (very successful) annual editions in The Hague, which each attracted 200 Dutch SMEs with an interest in expanding their business to / in ASEAN, the event was brought to a different level and location when the ABD was organised in Singapore last May. ABD brought together the Heads of the Economic Department of the Dutch embassies in the ASEAN region (as well as other APAC countries) and representatives of the 6 Dutch Chambers in ASEAN with corporate representatives, business owners, and entrepreneurs in a so - called ASEAN+ Business Dialogue Matchmaking session. Embassy and Chamber representatives provided input to the corporates on doing business in their country. Hundreds of meetings took place during this well attended session. Other notable events which were organised in conjunction with the ABD were the Startup and SME Academy during which a variety of business people and Venture Capitalists discussed “Scaling - up Your Business; the Obstacles and the Rewards”, and the Winsemius Awards Gala Dinner (the annual flagship event of our colleague Chamber in Singapore, ADB - DutchCham).

While annual regional meetings have taken place since 2004, this was the first time since 2005 (!) that all 6 Chambers managed to come together, which was very opportune after some of the organisations had experienced organisational changes and relaunches. Although most Chambers are quite different in their size, office operations, activities, and services, all Chambers underwrite that we should take advantage of the interest in The Netherlands in ASEAN, and benefit from and support the initiatives from the Dutch Government on ASEAN (such as ABD). One of the first steps is to develop some common exposure on ADCN, better streamlining of memberships, and providing better opportunities for our members to attend events from colleague Chambers, which could especially be of interest for the many regional representatives here in ASEAN. The target is to have this developed towards the end of 2018. To establish better coordination with various other stakeholders, the meeting was also attended by Robbin Mulder, the Dutch Government’s Regional Business Developer for ASEAN, and by Edo Offerhaus, the General Manager of NL International Business.

ARCADIS: DEEP ORANGE program developed and hosted by Arcadis. The program is based on the fundamental principles of design thinking, which enables participants to take an outside in approach to problem solving and cocreating solutions to address a particular challenge. Arcadis is delighted to have brought Deep Orange for the first time to Asia as it is a unique approach for the construction, engineering, and consultancy industry to take the first steps into digitalization.

Arcadis works with Malaysia’s planning and transport agencies to improve Kuala Lumpur’s liveability. Arcadis, the leading global Design & Consultancy for natural and built assets, held its first Deep Orange co - creation and innovation workshop in Asia, co hosted with InvestKL. Working with Kuala Lumpur’s (KL) public officials, the program worked towards developing feasible solutions to improve the city’s livability in the areas of affordable housing, urban transportation, and construction safety. Held in the Malaysian capital from 16 - 19 July 2018, the four day intensive program brought city officials and Arcadis experts together using design thinking - a method for creative problem solving that uses ideation, rapid prototyping, and validation. Supported by digital technology, eco - system partners, and subject matter experts from KL, the teams worked rapidly to co - create solutions. At the end of Deep Orange, Arcadis and city officials co - created three innovative solutions that aim to improve KL’s livability. * A platform that focuses on affordable housing for future citizens of KL address through two perspectives. Firstly, the platform will focus on the human side of engaging and changing behaviors around money, savings, and planning for their future with a focus on transparency
around credit scoring. In parallel, the platform will also be data enabled allowing public institutions and city funds to provide financing to investable citizens. This data will also be used to improve the urban planning of housing. * An end - to - end technology enabled service to drive the use of public transport in KL. Using an app platform, the prototype will enable residents of KL to plan for efficient mobility around the ‘first’ and ‘last’ mile of citizens journey and enhanced safety by connecting public transport options to private ride hailing services underpinned by data. * A connected technology system enabled by innovative tools such as drones and safety app to safeguard construction safety. Using real time live data, this system will monitor safety amongst construction teams to make better decisions and reduce the number of fatalities. These prototype solutions were presented to InvestKL, Y.B. Fahmi Fadzil (MP for Lembah Pantai), and H.E.
