Boardwalk Tram Officially Shut Down

OCEAN CITY – After considerable back-and-forth debate over the last few months, resort officials this week officially put the Boardwalk trams back in the garage for the summer season.

Back in May, with Gov. Larry Hogan’s stay-at-home order and other directives still in place, the Ocean City Transportation Committee debated the merits of running the Boardwalk tram at all this summer, regardless of what stage of the state’s recovery plan had been reached. It was quite literally a million-dollar question as the committee had to weigh the balance of social distancing and public safety against significant revenue losses for shutting down the quaint feature on the Boardwalk for generations.

The debate continued in June as Maryland moved from stage one to stage two of the recovery plan and more and more of the restrictions were relaxed. The thinking at that time was training could begin in mid-June and the tram service could resume around the beginning of July and still salvage the peak months of the summer season.

However, still uneasy about the ability to achieve social distancing on the tram itself, along with the forcing of people on the Boardwalk together as the tram passes, had the committee postponing any decision for another month. Last week, the committee voted to forward to the full Mayor and Council a recommendation to suspend the Boardwalk tram operation for the remainder of the 2020 season.

Mayor Rick Meehan outlined the committee’s reasoning behind the unfavorable recommendation for running the Boardwalk tram this summer.

“The recommendation is to suspend the tram operation for the 2020 season,” he said. “We considered social distancing concerns, the wearing of masks and the potential for the tram to push people on the Boardwalk together. It’s up to the council, but that’s the recommendation.”

The council voted unanimously to follow the committee’s recommendation and suspend the tram operation.

Councilman John Gehrig said he had mixed feelings about the decision, but ultimately it came down to the safety of the staff.

“I was generally in favor of running the tram,” he said. “It’s basically an amusement and the other amusements are up and running. My biggest concern is having our tram drivers enforcing masks. I’m not sure we want to put our people in a hostile situation, but that’s where we are right now with the mask issue.”

OCEAN CITY – As the peak season hits its midpoint in what is an unprecedented summer, some businesses in the resort over the last week have closed entirely or altered their operations voluntarily out of caution for their guests and staff.

Over the course of the last week or so, a handful of resort businesses have closed for a couple of days or reverted back to an outdoor dining and carryout model for a variety of reasons. In some cases, one or more staff members have tested positive for COVID-19 and the temporary closures allow them to get other staff tested and do a deep cleaning of the facilities.

In other cases, restaurants and bars

are hitting the pause button for a couple of days to give their beleaguered staff a brief respite and to deep clean their facilities and get ready for the stretch run through the rest of July and August. In either case, the temporary closures are proactive and precautionary for the most part and some affected businesses are already reopened or will be shortly. The subject was broached at Monday afternoon’s Ocean City Tourism Commission meeting.

“We’ve seen a lot of our restaurants shutting down temporarily or suspending the indoor portion of their operations,” said Ocean City Hotel-Motel-Restaurant Association Executive Director Susan Jones. “For the most part, they’re doing it voluntarily as a precautionary measure. They want to keep their guests safe and keep the staff safe and give people

a chance to breathe.”

Most of the resort’s restaurants are closely following the state-mandated directives with employees wearing masks, physically distancing tables and other seating areas and sanitizing tables and chairs and all surfaces after each use.

Some are pushing the envelope a little with their precautionary measures and practices.

Jones said it has to be a two-way street with both the businesses and the guests doing their part to meet the directives and safe practices. It’s no secret there has been some push-back from visitors who aren’t following the rules and wearing masks, for example.

“One part of it in some cases are the guests,” she said. “A lot of people come to Ocean City and think it’s a COVIDfree zone. They aren’t wearing masks

and aren’t practicing distancing. We really have to get the message out to the public.”

Jones said the message should be reinforced constantly on the town’s website, advertising and various social media platforms along with a concerted effort by the private sector. She suggested putting a mask on the marlin statue at the entry park near the foot of the Route 50 Bridge and on the giant pirate at Jolly Roger’s and anywhere else that would be appropriate and help spread the word.

Jones also said the hospitality labor force has to be cognizant of following the directives and wearing masks and limiting contact as much as possible as well, especially outside of work.

“A lot of people get off work after a long, hot day and mingle together with their co-workers, or with roommates and friends that work at other establishments,” she said. “They also need to be aware of wearing masks and using precautions.”

Convention Center Director Larry Noccolino cautioned the public’s perception of the situation isn’t always meeting the reality.

“I was talking to someone this morning and they said 12 of our restaurants are closed down,” he said. “That’s simply not true. The rumors hurt us. We need to stifle those rumors. Maybe one actually got closed down by the health department, but the rest are just being precautionary.”

Mayor Rick Meehan during Monday’s tourism commission meeting echoed some of those sentiments.

“Our restaurants are really being proactive and taking measures to protect their guests and employees,” he said. “We need to ask our visitors when they go into the restaurants to be patient and courteous because they’re understaffed and they’re dealing with issues they don’t normally have to deal with in these unusual times.”

Later on Monday evening, Meehan issued a formal statement on the precautionary and temporary closure of some of the resort’s restaurants.

“The town of Ocean City continues to follow Governor Hogan’s Roadmap to Recovery and we have no plans to change our direction,” he said in the statement. “We are working closely with our business partners and health department to ensure the safety of employees and guests.”

Meehan emphasized with maybe one exception, the restaurants and bars those chose to close temporarily did so as a precaution and to give their staff a midsummer break.

“Most restaurants that recently closed did so proactively in an abundance of caution, or to provide their staff with some much-needed time off,” he said.

“We ask everyone to be kind to one another and show patience to employees and businesses who are operating with a very limited workforce. These are difficult times, but we commend SEE PAGE 43

OCEAN CITY – How different the White Marlin Open will look next month became clear on Tuesday as organizers said the proposed “satellite” viewing spot downtown at 3rd Street is planned to be the primary venue.

Earlier this summer, in an effort to avoid the typical crowds at the host Harbour Island marina grounds, White Marlin Open (WMO) officials pitched the municipal park area on the bayside between 3rd and 4th streets as a satellite viewing area with large viewing screens for the daily weigh-ins and family-friendly concessions and vendors.

Madelyne Rowan, who organizes the annual event with her family, told

the Mayor and Council this week the WMO is really pushing the 3rd Street waterfront park area as the primary venue for this year’s event.

“Third Street is our goal,” she said.

“People will still go to 14th Street, but we want to direct them to the venue downtown. Being able to move people from 14th Street to 3rd Street would be helpful.”

There were two issues related to the WMO on Tuesday’s work session agenda. In the past, the town has provided a shuttle service during the WMO from the parking lot at the convention center to Harbour Island, where parking is at a premium in the bayside residential areas. Last week, the Transportation Committee voted to send a recommendation to the full Mayor and Council to suspend the shuttle this year

considering the COVID-19 impacts on the tournament and the anticipated shrinkage in crowd sizes.

However, Rowan on Tuesday asked the Mayor and Council to consider continuing the shuttle service from the convention center parking areas, not to 14th Street, but rather to the 3rd Street venue.

“We have requested that shuttle service to 3rd Street,” she said. “That will be critical for getting people down to that venue. We’re drastically reducing the number of people at Harbour Island.”

Mayor Rick Meehan, a Harbour Island resident, although he does not serve on the community’s board, asked Rowan just how much the crowd size at 14th Street would be diminished this year. Rowan said the intent was to reduce the crowd at Harbour Island to a

quarter of what it typically is.

“We’re looking at 25%,” she said.

“We know we have a large number of residents and boat owners in the community that will take up a lot of the capacity. We’re very sensitive to the fact it’s private property.”

The plan from the beginning has been to issue a limited number of wristbands each day at Harbour Island to control crowd sizes. The wristbands would be color-coded and would change each day. When pressed, Rowan said it was uncertain just how many wristbands would be issued, but said the number would be determined each day by the number of people who show up and how closely they are observing the social distancing and masking requirements.

“Every day we’ll see how the grounds look,” she said. “We’ll allow some people to come in, but if they aren’t social distancing and aren’t wearing masks, we’ll cut it off. It will be monitored very closely.”

Rowan said the 25% capacity figure for Harbour Island was even lower than what was first anticipated.

“We were hoping for 50%, then we thought 50% was too many,” she said.

“Now, we’re looking at 25% max. We have a great venue at 3rd Street that will allow people to spread out.”

Meehan explained the reasoning behind the transportation committee’s vote to discontinue to shuttle service from the convention center to 14th Street this year.

“We’re down in our overall level of deployment,” he said. “We’re trying to be proactive with social distancing and we’re trying to not encourage too many people to congregate at that venue.

The White Marlin Open has already said the numbers at Harbour Island will be dramatically reduced.”

Council President Lloyd Martin said the regular bus service could still pick people up at the convention center and deliver them to 3rd Street without a dedicated shuttle.

“The concern at 3rd Street is the parking,” he said. “People can still park at the convention center and hop on our regular bus service to 3rd Street without a dedicated shuttle. We might need to add deployment on those days, but that could be a good compromise.”

Meehan said there could be confusion about just where fans should go to watch the WMO and pushed for continuing the shuttle, but to 3rd Street instead of 14th Street.

“If we’re having the event, we need to do something, whether that’s more deployment for our regular service, or providing a dedicated shuttle,” he said.

“A lot of people are going to go to 14th Street like they have always done and that’s going to cause a lot of pain for the event and pain for the visitors.

They are going to get off at 14th Street, find out they can’t get into the event, then have to go back and find another bus to take them to 3rd Street.

Councilman Dennis Dare pointed out a couple of concerns that were raised during the transportation committee meeting last week, not the least of which is federal CARES Act funding in support of municipal transit systems suffering losses because of COVID19. Under Gov. Larry Hogan’s current executive order, mass transit is intended to provide essential service only, and Dare questioned if providing a shuttle to an event could run afoul of that directive.

“The first thing is, the municipal lot at 4th Street is available right across the street,” he said. “Public Works has already reported it has not been full this summer. The second thing is the governor’s executive order still directs mass transit for essential use only. If we do a shuttle, that seems to violate the executive order. That might jeopardize our eligibility for federal CARES Act funding.”

The Mayor and Council ultimately tabled the discussion about the WMO shuttle proposal until Monday’s regular meeting to allow transportation department officials to determine just what impact it might have on the federal CARES funding.

clusive use of eight on-street parking spaces along 3rd Street during the event for vendors, technicians and other tournament officials. Council Secretary Mary Knight made a motion to approve the request for the eight on-street, nonmetered parking spaces, pointing out the town should accommodate the WMO’s attempt to make 3rd Street the primary venue.

“I think we need to do everything we can to make this a success at 3rd Street,” she said.

Dare pointed out the intent of the 3rd Street venue was to allow fans and enthusiasts access to the waterfront to watch the participating boats returning to Harbour Island and questioned if closing Chicago Avenue had been considered. Chicago Avenue runs along the bayfront between 3rd and 4th streets and has 12 metered parking spaces in that area.

“There is no mention in here about closing Chicago Avenue between 3rd and 4th Streets,” he said. “If we’re going to use those ballfields as a venue, people are going to want to go to the waterfront and watch the boats pass by.”

Special Events Director Frank Miller explained he had already had conversations with WMO officials about that possibility but had not planned to discuss it on Tuesday.

“It would be valuable to have Chicago Avenue closed,” he said. “It is the

desire of the White Marlin Open to do that. There are 12 parking spaces along there that could be used and it might eliminate the need for the eight spaces they have requested on 3rd Street.”

Rowan said if Chicago Avenue was closed off and those 12 parking spaces became available, it would eliminate the need for the eight spaces on 3rd Street with one exception.

“We do have one box truck and we wouldn’t want that on Chicago Avenue because it would block the view,” she said. “We could reduce the number we have requested if we could get one on 3rd Street for the box truck.”

The council endorsed the idea of closing off Chicago Avenue in that area to accommodate the WMO, but will need to bring it back on Monday in the form of an amended transportation article.

OCEAN CITY – A popular local man lost his life in a fall from a hotel balcony early Sunday morning.

The Ocean City Police Department (OCPD) Criminal Investigation Division is currently investigating a fatal fall from a third-floor balcony at a hotel on 29th Street. Around 2:55 a.m. on Sunday, Ocean City Police responded to the area of 29th Street and Baltimore Avenue to assist Ocean City EMS after

Caleb McCurdy, 22, of Ocean City, had fallen from a third-story balcony.

OCPD officers and Ocean City EMS initiated medical treatment upon arrival. McCurdy was flown to the University of Maryland Shock Trauma Center by Maryland State Police Trooper 4 helicopter where he was later pronounced deceased.

Preliminarily, investigators believe the incident was accidental, but the cause and manner of death will be determined by the Office of the Chief Medical Examiner in Baltimore.

Jones: “It’s More Of A Long-Term Plan”

OCEAN CITY – While it’s too late this summer for an influx of seasonal workers for many of the resort’s labor-starved businesses, a plan is in the works to potentially bring in employees from a different source in the future.

Throughout the summer thus far, most resort businesses are dealing with severe staff shortages for a variety of reasons, not the least of which is the dearth of the traditional foreign J-1 studentworkers. As the COVID-19 pandemic unfolded throughout the spring, it became less and less likely the J-1 student-workers that fill out the rosters for many Ocean City businesses would be coming this year.

In late June, President Donald Trump announced the suspension of several visa and immigration programs until at least the end of the year, ending any hopes of relief from a wave of foreign student-workers for this year and casting doubt on the program for next year. As a result, the Greater Ocean City Chamber of Commerce, the Ocean City HotelMotel-Restaurant Association (OCHMRA) and Worcester County Economic Development are partnering on a potential program to bring in an influx of extra summer workers from a different source in the future.

During Monday’s Tourism Commission meeting, OCHMRA Executive Director Susan Jones said the cooperating agencies had reached out to their counterparts in Puerto Rico about a potential summer worker exchange program in the future.

“We’ve had discussions with Puerto Rico about exchange workers,” she said. “We had a conversation with the Puerto Rican Chamber and I’ve talked to the Puerto Rico Hotel Association.

An exchange program with Puerto Rico could be worked out for next season with the arrival of J-1 students for next summer very much unknown at this time.

“It’s more of a long-term plan,” she said. “We’re just not sure if the J-1 student-workers will be back next year.”

Indeed, it remains uncertain if the J1 program will be restored in time for next season. Trump’s order late last month suspended the J-1 program and other immigration programs until Dec. 31 at the earliest, which could have an impact on the 2021 summer.

The foreign workers will not be able to apply at their home country embassies this entire year unless a change is made when reviewed again in 60 days.

A change under the Trump administration is considered unlikely with the presidential election looming in November.

New visas through the J-1 Exchange Visitor Program are generally issued in September and October.

Worcester County Economic Development Director Melanie Pursel agreed a potential arrangement with Puerto Rico was in the planning stages for next year and beyond.

“It’s a long-term effort,” she said.

“Because they are American citizens, it could be easier to bring them here.”

Tourism Commission member Stephanie Meehan said there could be less of a learning curve with the Puerto Rican seasonal workers.

Council Approves Modified OC Air Show Agreement

OCEAN CITY – An amended Memorandum of Understanding (MOU) with the 2020 OC Air Show, including some contingency language if state directives on large gathering sizes or other COVID-19-related regulations change, was approved this week.

“This was first approved in January prior to COVID and it’s imperative to now include language specific to the health crisis,” said City Manager Doug Miller. “If something were to happen between now and the event in August, we’ve put in language that the event can be modified or even cancelled if need be.”

Air show officials are working closely with the town to implement a series of “Stay Safe and Separate” initiatives to take advantage of the wide-open spaces over the beach and Boardwalk to ensure physical distancing and other public safety measures.

There are plans in place to ensure the safety of guests and spectators, particularly at the designated venues such as the Drop Zone Beach, the Flight Line Club, the VIP Skybox and the VIP Penthouse, for example. Those venues will be increased in geographic size and a reduced number of tickets will be available at each venue. Officials also plan to mitigate lines at the venue entrances with additional entry points and by allowing early entry. There will also be provisions for six feet of separation between groups waiting to check in and contactless ticket scanning will be available along with individually-packaged wristbands guests can put on themselves.

In response to a question from the council, Special Events Director Frank Miller said the Worcester County Health Department had reviewed the changes and was satisfied.

“I sent an email to the county health department and I had a conversation with the health officer this morning,” he said. “She is happy with the revised plans. As of right now, the health department is happy with what we’re doing.”

Councilman Matt James questioned if hosting the air show at the peak of the summer season was a good idea.

“I support the air show, but we really don’t need a major special event on a weekend in August,” he said. “I support the motion, but I just don’t understand it.”

Council President Lloyd Martin, however, said hosting the air show in August could be a panacea for the war-torn local community.

“The residents in town love this air show,” he said. “Hopefully, we can spread people out and they can enjoy it from all over. I think it’s the right thing to do.”

In terms of spreading attendees and beach-goers, a question was raised about having some of the participating acts alter their flight plans to fly further north and reach a larger audience without cramming everyone in around the

show’s base at 17th Street. Miller said some of the civilian acts might be able to do that, but the high-profile military acts such as the U.S. Air Force Thunderbirds, for example, adhere to a strict flight plan.

“In the past, we asked if they could extend their flights further north,” said Frank Miller. “The military shows are restricted to a pretty tight box and the shows are very regulated.”

Frank Miller said OC Air Show President Bryan Lilley was working with local producer Dave Messick and Unscene Productions to create a live stream of the air show.

“People on their condo balconies or out on boats or on the beach will be able to pick up the live stream and hear the video coordinated with the show going on above them,” said Frank Miller.

Another issue to resolve was the shuttle service provided by the town from the convention center to the show’s base in the area of 17th Street.

Last week, the transportation committee recommended not providing the shuttle service this year in the interest of discouraging air show fans from cramming into one area. Martin said he supported not providing the shuttle, but did suggest adding more regular bus service to alleviate the huge traffic jams after the event.

“I do like the idea of spreading people out,” he said. “The shuttle brings all of those people into the same area. I think we should increase deployment of our regular bus service though.”

Council Secretary Mary Knight said people should be encouraged to enjoy the air show from all over the area.

“We need to remind folks they don’t need to come to 17th Street to enjoy the show,” she said. “The organizers have been saying the viewing area is a thousand feet high and 10 miles wide. That’s the mantra we need to get out there.”

The inclination was not to provide the shuttle, but a question was raised if the free shuttle was included as a perk for certain ticket holders.

“Historically, the shuttle from the convention center south lot has been part of the ticket sales effort,” said Frank Miller.

James asked ,“Have tickets already been sold that include the shuttle from the convention center? If that’s the case, we’re a little late.”

The decision on the air show shuttle was tabled until Monday to have the question answered.

FENWICK ISLAND – The developer of an offshore wind farm will not move forward with an interconnection facility at Fenwick Island State Park after further evaluation of the proposed area. Ørsted – the developer of the Skipjack wind farm project 19 miles off the coast – announced it has notified the Delaware Department of Natural Resources and Environmental Control (DNREC) it will no longer pursue plans to build an interconnection facility at Fenwick Island State Park, according to a press release issued last Friday.

Following the completion of more thorough evaluations of the area proposed for the facility, Ørsted has deter-

mined that a large portion of the site is comprised of undisturbed wetlands. Accordingly, Ørsted has notified DNREC that it will no longer pursue plans to build the interconnection facility at Fenwick Island State Park as initially proposed.

“Constructing an interconnection facility on a site with such an extensive presence of undisturbed wetlands runs contrary to Ørsted’s deeply-held commitment to building our business sustainably,” said Brady Walker, mid-Atlantic market manager for Ørsted. “The Skipjack Wind Farm will deliver significant environmental and economic benefits to the Delmarva region, from good-paying jobs to renewable energy for tens of thousands of homes. However, Ørsted is committed to constructing the wind farm and associated infra-

structure in a way that seeks to mitigate potential adverse impacts on local ecosystems and communities.”

Last October, the DNREC Division of Parks & Recreation announced a proposal which, if approved, would allow Ørsted to construct an onshore power transmission facility at Fenwick Island State Park in exchange for millions of dollars in park improvements, including new bathrooms, a pedestrian overpass and additional parking, to name a few.

The announcement last fall came months after Ørsted entered into a nonbinding memorandum of understanding with DNREC for the project. Ørsted is one of the two companies holding permits for offshore wind energy farms off the coast. While its Skipjack wind farm project is considered a

Maryland project – going through the Maryland Public Service Commission for regulatory approval – Ørsted must bring its transmission lines ashore and has targeted the state park as a future home for the interconnection facility.

But since the state’s announcement on the proposed partnership, Fenwick officials and residents have been vocal with their objections to the interconnection facility. For example, May-or Gene Langan along with the six other coastal mayors of Association of Coastal Towns (ACT) met on numerous occasions last fall with Governor Carney and Secretary of DNREC Shawn Garvin to express their concerns regarding the environmental impact to the area. Several Fenwick Island Town Council members also worked toward protecting the wetland environment at the state park.

“I am relieved to know that an environmentally sensitive area will be preserved and that Governor Carney, Sec retary Garvin and Ørsted came to the same conclusion as Fenwick Island,” Mayor Gene Langan said last week.

“Fenwick Island will continue to advocate for environmental stewardship of our unspoiled beach, ocean and delicate ecosystem within our Town and the surrounding areas. It is a precious resource.”

In a statement last Friday, Walker said Ørsted will soon announce an alternative site for its interconnection facility.

“We are grateful to DNREC leadership and staff for their diligent work and prolonged collaboration on this proposal,” he said. “We know they share our commitment to protecting Delaware’s pristine wetlands. As Ørsted pursues an alternative interconnection site, we look forward to continued discussions with DNREC and other stakeholders in the region to complete a project Delmarva residents can be proud of. We hope to make an announcement on our alternative interconnection site in the near future.”

DNREC Department Spokesman Michael Globetti said last week the company's decision came after extensive research.

"There has been an understanding since the proposal was first made that significant negative impact to the environment, including wetlands at Fenwick Island State Park would not be acceptable to DNREC or to Orsted," he said. "As the company further researched and planned the possible facility within the park, it responsibly realized that the likely wetland impact would not be acceptable ... No specific alternate proposal has been made. As with Fenwick, any requested use of state land for an interconnection would require the state's agreement to begin planning it. Any interconnection within Delaware, whether on state or private land, would be subject to environmental and regulatory permitting process

Officials Discuss Perceived Increase In Marijuana Use

OCEAN CITY – A discussion about police activity during the month of June evolved into a lengthy discussion about marijuana odor on the Boardwalk at a resort commission meeting this week.

On Monday, Ocean City Police Chief Ross Buzzuro presented the Ocean City Police Commission with an update on police activity for the month of June.

Last month, officer calls for service decreased by 17.7%, while citizen calls for service increased more than 30%.

In the top 25 calls for service, disorderly calls increased from 684 to 1,033, alcohol violations decreased from 509 to 428, and calls for noise complaints and violations increased from 188 to 277. The police department also reported 1,758 calls for city ordinance violations, marking a 40% decrease from June 2019.

“That’s a significant drop-off,” Buzzuro told the commission. “One of the biggest reasons for that is that our activity in terms of securing crime scenes, interviewing witnesses and investigations were rather extensive. Therefore, those ancillary duties, which included city ordinance violations, were decreased. We prioritized our activity, and it shows up in that number.”

Buzzuro noted custodial arrests increased from 552 to 600, and criminal

citations decreased from 34 to 25.

Drug arrests increased from 40 to 62, drug citations for marijuana decreased from 181 to 144, and weapons arrests increased from 40 to 73.

“Weapons arrests almost doubled,” he said.

The police department also reported a 488% increase in smoking citations along the Boardwalk.

“Last May there were 100 more smoking violations, from 8 to 108. In June there were 200 more, from 41 to 241,” Buzzuro said. “That type of activity continues to be one of our priorities, even in the month of June when we experience so much activity.”

Council Secretary Mary Knight questioned how the police department responded to marijuana odor. She noted the council had received numerous emails from individuals about the smell of marijuana on the Boardwalk.

Buzzuro said it wasn’t as simple as writing a citation. He noted the possession of less than 10 grams of marijuana was decriminalized in Maryland and that it was difficult to differentiate marijuana from CBD, a non-psychoactive compound found in the cannabis plant.

“We have seen an increase in marijuana, marijuana activity on the Boardwalk,” he said. “What can get confusing at times is the CBD plant, which is cannabis sativa … It’s sold within stores

throughout Ocean City. So it’s accessible to the public, and the smell of CBD plant is the same or consistent as traditional burning of marijuana.”

Buzzuro added that the smell of marijuana often emanates from Boardwalk hotels.

“That marijuana is emanating from above and it’s actually affecting those patronizing the Boardwalk,” he said.

Capt. Elton Harmon also noted the prevalence of medical marijuana cards.

“We’re also seeing an increase in people who have medical marijuana cards, and all up and down the Board-

walk and the balconies we have people who are smoking marijuana with that as well,” he said. “When the legislation changed and opened this up, it’s made it more prevalent in public. We are seeing it all over because of that, between the CBD and legal medical marijuana. Then we have a lot of visitors who are coming here from other jurisdictions where it’s not enforced, and they bring their habits there.”

Knight said the issue was complex.

“I think it’s important for the public to understand it’s not as easy as it was 10 years ago, citing,” she said.

Berlin Officials Look To Create Formal Reserve Policy

BERLIN – Town officials will discuss a reserve policy and the possibility of forgiving some of the sewer fund’s longstanding debt at their next meeting.

Though the items were on the agenda this week, Monday’s Berlin Town Council meeting was cut short due to problems with the livestream video.

Mayor Gee Williams says they’ll now be added to the agenda for the July 27 meeting.

According to Williams, both issues came up during the spring’s budget development process. The draft reserve policy the council is set to discuss will put into writing the town’s practice of keeping funding on hand.

“During the months-long discussion about the new budget everyone on the council, myself included, agreed we needed to establish a more formal policy for our general fund reserves,” Williams said.

He said the town would be setting a policy regarding maintaining a reserve fund balance.

“We’re just codifying what the practice has been,” he said.

He said that while the term “reserve fund” was commonly used, the town had various categories of reserves. The draft policy to be discussed calls for a budget stabilization reserve with enough for th-

ree months of town operations, a capital reserve of $100,000, a debt reduction reserve containing enough to pay the town’s debt service for one year, and a disaster recovery reserve of $250,000.

Williams said the policy approved this year could be adjusted in the future if the town’s needs changed.

“It’s good to have a public discussion to know what these policies are,” Williams said.

Along with the reserve policy, town leaders are expected to talk about a staff

recommendation to reduce the sewer fund balance owed to the general fund.

The sewer fund balance owed to the general fund as of June 30, 2019 is $3.4 million.

“Reduction of the sewer fund amount due to the general fund will reduce the nonspendable amount of the general fund,” wrote Finance Director Natalie Saleh in a memorandum to town officials. “It will provide a structured repayment plan with the date of the loan retirement.”

Williams said officials would be discussing how much of the debt owed to the general fund should be forgiven.

“We owe the money to ourselves,” he said. “The discussion will be how much to forgive, how much to pay back over time.”

He added that the debt was no longer growing thanks to the property tax and rate increases implemented last year.

“The combination of those two has set everything on track,” he said.

Staff pointed out that the regular audio recording of the meeting was not tied to the livestream video and would be available the day after the meeting.

“The livestream is not actually a requirement, we’re doing it because we want the information out there,” Bohlen said. “The audio is on (the website) the next day.”

Nevertheless the council opted to postpone the remainder of the meeting until July 27. Williams asked staff, who were already looking into purchasing new sound equipment for the council chambers, to expedite the process to ensure the next meeting would be available to the public via livestream.

OCEAN PINES – State Highway Administration officials continue to consider a roundabout at the Ocean Pines north gate as they look for a solution to Route 589 traffic concerns.

The Worcester County Commissioners this week advised the State Highway Administration (SHA) of traffic safety issues at the entrance to the Ocean Pines Health Pavilion on Route 589. SHA District Engineer James Meredith said in a statement Thursday the agency was exploring potential solutions, including a roundabout at the nearby north gate to Ocean Pines.

“Safety is our top priority,” Meredith said. “We've been having ongoing discussions with Worcester County and the Peninsula Regional Medical Center about making MD 589 safer.”

At the request of the commissioners, Chief Administrative Officer Harold Higgins advised SHA in a July 14 letter of traffic safety issues related to the Ocean Pines Health Pavilion.

number of options for the area, including a roundabout at the Ocean Pines north gate,” he said. “We look forward to finding a solution that benefits patients, health care workers, residents and motorists in the area.”

Last summer, SHA hosted an input session in Ocean Pines regarding a proposed roundabout at the north gate. Dozens of residents attended to voice their objections. Prior to that, in 2016, Ocean Pines Health Pavilion developer Palmer Gillis asked the Ocean Pines Association board of directors to consider an access road linking the complex to Ocean Parkway.

Residents objected vehemently to the proposal.

“I’ve had my hand slapped multiple times,” Gillis said this week, adding that he’d even offered early on to build a bridge and annex the complex into Ocean Pines. “I get tired of trying.”

Gillis said he’d been reaching out to the various Ocean Pines Association boards for the past 12 years with potential solutions to traffic generated by the medical complex.

“I bring money and solutions and they don’t want to hear it,” he said.

Gillis said SHA was not at fault for any access issues at the medical complex.

“In my opinion the concerns are being directed to the wrong people…,” he said. “In my opinion it rests on the board of Ocean Pines.”

Doug Parks, president of the board, said the board hadn’t received any specific complaints related to the medical complex. He acknowledged traffic was heavy at the north gate but said it was more of a volume issue than a safety issue.

“I think we’re okay for right now,” he said.

He said the board hadn’t had any discussions about the proposed roundabout since SHA’s input meeting last summer. He said it was likely that the pandemic would impact budgets and schedules but that the board would weigh in on any proposed changes when they were presented.

“We’re taking a wait-and-see attitude but we’ll certainly have an opinion if it opens back up,” he said.

NEWARK – Worcester County education officials are exploring face-toface instruction, distance learning and a hybrid of the two as they prepare for the 2020-2021 school year.

In a school board meeting Tuesday, officials outlined the Worcester County Public Schools’ Responsible Return model. The plan notes that while the traditional educational environment would be preferable, officials are anticipating continued public health restrictions in

the fall and continue to explore available options.

“September is rapidly approaching,” Superintendent Lou Taylor said. “Our timeline is starting to condense quite a bit. It’s my hope that all this work at least for the most part will be done so the next time I meet with the board we can give them a final version of our plan.”

“Nothing will replace the face-to-face value we get when we have kids in our school building,” Taylor said. “Here in Worcester County we cherish the times we are with our kids. Unfortunately … since March 13 the world changed the way we educate, not only in Worcester County but across this country.”

He said the options for school in the fall had been developed to provide every student with a high quality educational experience. He said the final decision on what model to go with would be decided with stakeholder input.

“We feel it’s paramount to designing a return to school model that everyone believes in,” he said.

While the face-to-face model would be closest to traditional school, officials said the hybrid schedule being considered would have students broken up into two groups.

“On an A Week our A Week students would attend school in person, socially distanced with all the safety protocols in place,” said Annette Wallace, chief operating officer and academic officer for grades nine through 12. “During that A Week our B Week students would be virtually learning. On the second week our B Week students would be in person learning and our A Week students would be learning virtually using our learning management system.”

She said that the Schoology plat-

form, which was used when schools were closed this spring, would continue to be utilized regardless of whether students were distance learning or not.

Wallace said that if the school system went with complete distance learning, students would receive virtual instruction. She said it would not be the same experience students had in the spring.

“Because if you remember in the spring it was ‘continuity of learning,’” she said. “This would be full on distance learning. We would not be exercising compassionate grading.”

She added that regular school attendance policies would be in place and that students would be expected to participate in “synchronous and asynchronous” learning opportunities.

“By synchronous we mean that students will be required, there will be opportunities, for them to join in with classrooms at their grade level,” said Dee Shorts, chief academic officer for prekindergarten through eighth grade.

School system staff said an operations and safety committee was working to ensure school facilities followed guidance from the Centers for Disease Control and the local health department to address cleaning practices, food service, facility use and transportation.

Ocean City Committee Discusses Littering Complaints

OCEAN CITY – Complaints of litter along the streets and Boardwalk were discussed at length in a resort committee meeting last week, prompting members to seek solutions.

Abt said an athletic plan was also under development and that there would be no indoor facility use when students returned to campus.

“The August 12 start date for fall practice has not been changed as of this time,” Abt said.

Officials acknowledged the importance of communication throughout the reopening process. Carrie Sterrs, the school system’s director of public relations and special programs, said internal communication methods were being established and that the school system’s website would become a central information hub. She noted that internally, childcare was a concern for teachers and staff.

“To support our WCPS team, our subcommittee has compiled a comprehensive list of resources to help assist our people securing flexible childcare options during these times,” she said.

She said the school system would continue to stay in contact with community members through its website as well as social media posts and video messaging. A school status alert system is under development as well to “enable parents to see at the classroom, school and county level any closures as a result of increases in numbers due to COVID.” Taylor said now that the Responsible Return presentation had been shared with the board, officials would be putting together a stakeholder group to gather feedback.

“We will look at trends, or any things that really are glowing as we prepare to put this plan in place,” he said. “That will happen over the next few months.”

He said he hoped to share a final plan with the school board at its next meeting, which is scheduled for Aug. 18.

“I too will have more direction from the state superintendent of schools as to what direction our school system may be taking as we plan to open school on Sept. 8,” he said.

Despite the ongoing COVID-19 pandemic, Cox told committee members last week several volunteers had recently signed up to participate in the Adopt Your Beach program, a grassroots effort to have the private sector supplement the town’s beach-cleaning efforts. As the name implies, individuals, groups, businesses, or even condominium associations can adopt a section of beach to clean at various times throughout the year.

“I’m having two or three people sign up on our website every single day for the last three weeks …,” she said. “A lot of people want to do beach cleanups.”

When asked if all areas of the beach were adopted, Cox said only a few streets remained.

“We had two areas up north the peo-

ple didn’t confirm they would do it this year,” she said. “I believe it was around 60th Street.”

Cox noted that she’s had more inquiries about the Adopt Your Beach program than ever before. But despite a successful effort to maintain the beach and dune system, Councilman Tony DeLuca, committee liaison, noted the challenges of keeping the streets and Boardwalk clean.

“Cleaning the beach and dunes is sexy,” he said. “Cleaning the streets is not sexy. That’s where the litter is.”

DeLuca explained the town had received numerous complaints in recent weeks regarding street and Boardwalk litter.

“We’ve never gotten more complaints …,” he said. “I know public works is out

there every day with the street cleaners and out on the Boardwalk … It seems like people are throwing things everywhere.”

Cox agreed. She also shared complaints she recently found on social media.

“Everything is disposable …,” she said. “I’m trying to encourage people to be part of the solution.”

Cox said the Ocean City Surf Club could encourage Adopt Your Beach volunteers to expand their cleanup efforts to include nearby streets. Officials said they would also reach out to Public Works Director Hal Adkins.

“I think it’s a great opportunity to do something that’s away from people and not inside,” said Gail Blazer, the town’s environmental engineer.

Apartment Break-In Nets Burglary Charge

OCEAN CITY – A local man was arrested for first-degree burglary last weekend after allegedly breaking into a downtown rental unit.

Around 9:25 p.m. last Friday, Ocean City Police Department (OCPD) officers responded to a residence on Sunset Drive for a reported breaking and entering in progress. Upon arrival, OCPD officers observed a front window slider was completely off its tracks and could hear noise coming from inside the unit.

OCPD officers met with the witness who had called the police, who reportedly told police he was out back when he heard a loud banging noise. The witness went around to the front of the house and saw an unidentified male removing the window slider and entering the residence through the window.

Two OCPD officers remained at the front of the residence, while another officer was stationed at the back of the residence. The two officers in front knocked on the front door and announced themselves as police officers.

The officers were able to view a suspect later identified as Justin McCargo, 31, of Ocean City, walk toward the front door and jiggle the handle.

According to police reports, McCargo looked out the window and saw OCPD officers and immediately turned around and started walking toward the back door. McCargo reportedly exited the back door and was on the top step of the porch when the OCPD officer in the rear of the building identified herself as a police officer and ordered him to get on the ground.

McCargo did not comply immediately, but the officer was able to grab him by the arm and detain him. The OCPD officers out front by now had come around back and together they were able to take McCargo into custody without further incident. According to police reports, McCargo admitted breaking into the unit.

When asked why he was in the unit, McCargo could not provide a clear answer, according to police reports.

OCPD officers observed the unit to be in disarray with a nightstand drawer pulled out and its contents strewn on the floor. OCPD officers asked McCargo if he was looking for cash or something else and he reportedly replied he was looking for money but didn’t find any.

The renter told police he and his girlfriend had been the last ones in the unit at about 8 p.m. When police were escorting McCargo from the unit, the renter reportedly said, “Why is he here?”

When questioned if he knew McCargo, the renter reportedly told police McCargo had been to his unit a few months ago, but that he did not know him

well and he did not have permission to be in the unit. McCargo was charged with first-degree burglary.

Stolen Vehicle Recovered OCEAN CITY – A Pennsylvania man was arrested on motor vehicle theft and other charges last weekend.

Around 6:45 p.m. last Saturday, Ocean City Police Department (OCPD) officers responded to an apartment building parking lot at 9th Street in reference to a stolen vehicle. OCPD officers arrived and found a suspect, later identified as Brian Arndt, 50, of Hanover, Pa., standing next to a silver Subaru with Pennsylvania tags which had been reported stolen.

While speaking with police, Arndt reportedly said spontaneously that he had stolen the vehicle and had switched the tags in his hometown of Hanover. He was placed under arrest for motor vehicle theft at that point. During a search of the vehicle before it was towed to the impound lot, OCPD officers located in the driver’s side door pocket a pocket knife with the blade locked open, according to police reports.

OCPD officers also located a glass pipe with burnt methamphetamine residue. Arndt reportedly admitted to police he had a used needle in his backpack in the trunk of the vehicle. A search of the trunk revealed an empty, capped syringe in the backpack. Arndt was charged with motor vehicle theft, possession of paraphernalia and possession of a concealed deadly weapon.

Downtown Assault Arrest OCEAN CITY – A Williamsport, Md., man was arrested on multiple charges last weekend after allegedly attempting to start fights with anyone near him in the area of a downtown bar.

Around 12:40 a.m. last Friday, Ocean City Police Department (OCPD) officers responded to a bar on Talbot Street for a reported assault that had already occurred. The officers arrived and determined the suspect, later identified as Brent Decker II, 31, of Williamsport, Md., had struck a bouncer with closed fist and was walking east on Talbot Street.

OCPD officers reportedly observed Decker approach a group of males on Talbot Street and he appeared to be enticing the group to engage with him in a fight. According to police reports, the group avoided Decker and ran away to evade the potential confrontation. OCPD officers approached Decker, who exhibited signs of intoxication.

potential arrest. Decker used his key to enter his hotel room, screamed an expletive at the officers and slammed the door.

The OCPD officers were still on the scene about five minutes later when Decker reportedly re-emerged from his hotel room and approached another man on Talbot Street. Decker reportedly clenched his fists and lunged at the man, who was able to avoid contact with Decker.

When OCPD officers had enough and attempted to arrest Decker, he allegedly pulled his arms away and resisted arrest. He was ultimately detained and was charged with two counts of second-degree assault, disorderly conduct, resisting arrest and failure to obey a lawful order.

Argument Turns Physical OCEAN CITY – Two men were arrested last week after an alleged argument inside a downtown bar spilled out into a physical altercation on the sidewalk.

Around 12:40 a.m. last Wednesday, Ocean City Police Department (OCPD) officers were patrolling in the area of 28th Street when they observed a vehicle attempting to pull into the parking lot of a restaurant and bar. As the officers approached, they observed the vehicle’s path to the parking lot was blocked by a large group of people.

Through the crowd, OCPD officers reportedly observed Rogers on top of Bradford while attempting to punch him.

When the OCPD officers activated their vehicle’s lights and siren, the crowd dispersed and the two suspects were observed still fighting each other, according to police reports. When the officers approached the two men, they reportedly got up and attempted to walk away, but were detained by police.

Bradford was bleeding from a cut over his eye, but refused medical treatment. Rogers was not injured. The two men reportedly refused to talk about the incident, only telling police that they were friends. Bradford’s girlfriend reportedly told police Bradford and Rogers began fighting another man inside a nearby bar over a female.

However, bar security staff told police

they had been watching Bradford and Rogers for a few minutes prior to the altercation and it did not appear as though they were friends. Bar security staff told police Rogers and Bradford left the establishment arguing and the physical altercation began when they reached the public sidewalk. Bradford and Rogers were arrested and charged with affray.

Disturbing Peace Arrest OCEAN CITY – A Baltimore woman was arrested last week for allegedly causing a scene while being questioned about marijuana and an open bottle of alcohol in her vehicle.

Around 10 p.m. last Tuesday, an Ocean City Police Department (OCPD) officer was on bicycle patrol in the downtown area when he observed a vehicle on North Division Street with the engine running and the lights on. The officer reportedly observed three females inside, including the driver, identified as Sabrina Stanley, 22, of Baltimore.

According to police reports, Stanley

Page 25 was actively rolling a marijuana cigarette and attempted to conceal the pot as the officer approached the vehicle. Stanley was reportedly argumentative when the officer approached the vehicle. The two female passengers were reportedly cooperative during the interaction.

The officer also observed inside the vehicle an open bottle of alcoholic beverage that was about three-quarters full, according to police reports. At that point, the officer placed Stanley and one of the female passengers under arrest for possessing an open container of alcohol.

While police searched the vehicle, Stanley reportedly became uncooperative and argumentative and yelled profanities at the OCPD officers on the scene. According to police reports, there were numerous people on their hotel balconies nearby watching the scene unfold along with numerous families walking nearby on North Division Street.

Stanley was ultimately arrested for disturbing the peace and possessing an open container of alcohol.

Governor Urges Better Compliance

OCEAN CITY -- With a modest spike in new COVID-19 cases among young people, Gov. Larry Hogan this week issued a stern warning to counties to crack down on establishments flaunting the public health directives.

Hogan on Tuesday sent a letter to each county in Maryland, including Worcester, urging them to use their collective resources to crack down on certain establishments that continue to disregard the public health directives including social distancing, the wearing of masks inside and gathering size limitations. The governor’s letter to the counties came after statistics showed the positivity rate, while still comparatively low, had increased disproportionately among young people in Maryland.

“While states across the country and in our region are experiencing spikes and outbreaks, Maryland’s key COVID19 health metrics continue to decline,” he wrote. “However, we are closely monitoring some concerning trends, including increasing infection rates among young people. The positivity rate among Marylanders under the age of 35 is now 84% higher than Marylanders 35 and older.”

In the letter, Hogan attributed the rise in new cases among young people to some businesses failing to comply with the state-mandated public health directives. For example, bars and restaurants are supposed to be open for seated service only with physical distancing and capacity restrictions. Guests must be seated at least six feet from other guests and all staff must wear masks while working and interacting with customers.

“An increasing number of COVID-19 cases have been connected to noncompliance with public health requirements, particularly in bars and restaurants,” he wrote. “Businesses that fail to comply with the state’s orders put their customers and employees at grave risk and jeopardize our safe, effective and gradual recovery.”

Hogan called on the counties and local jurisdictions to pull their collective resources to monitor and enforce the public health directives including the local health departments, the liquor boards, the fire marshal’s offices and law enforcement. The governor praised those establishments that are following the rules and doing the right thing, but singled out a few “bad apples” that put the state’s recovery plan in jeopardy.

“The vast majority of bars and restaurants in our state are in compliance, but some are flagrantly violating the law and endangering public health,” he wrote.

“You have the responsibility to enforce these laws. Violators should be warned, fined, have actions taken regarding their licenses or closed if necessary. Local health departments, local liquor boards and inspectors and local law enforcement agencies must work together to ensure public health is protected.”

Hogan urged counties and local jurisdictions to seek out those establishments that are flaunting the rules and take the appropriate enforcement action for the good of all businesses that are doing the right thing.

“Our continued economic health and recovery depend on the active and aggressive local enforcement of these critical public health measures,” he wrote.

“We cannot allow a small segment of willful violators to squander the collective efforts of the overwhelming majority of Maryland citizens and businesses.”

During Tuesday’s work session, Mayor Rick Meehan addressed Hogan’s letter to the counties. In Ocean City, a growing number of businesses have closed temporarily for a variety of reasons. Some have had one or more staff members test positively for COVID-19 while others are simply taking a break to deep clean their facilities and take a collective breather for their staff.

“So many of our businesses are going above and beyond and they are doing extraordinary things,” he said. “It’s been a difficult time, but most are doing the right thing and following the directives. While our businesses are doing SEE NEXT PAGE

Police Probe Shots Fired In Berlin

BERLIN – Local law enforcement officials this week are looking for the suspect or suspects who fired gunshots at a residence in the Flower Street area in Berlin.

Around 10 p.m. on Tuesday, the Worcester County Sheriff’s Office was dispatched to the area of Flower Street in Berlin for a report of shots fired.

Upon arrival, Worcester County Sheriff’s deputies determined three vehicles and two residences had been damaged by gunfire. No one was reportedly injured.

The Maryland State Police Forensic Science Division responded to process the scene and the Worcester County

Bureau of Investigation (WCBI) was called to take the lead on the investigation. Detectives interviewed witnesses at the scene and reportedly learned a private gathering was being held at a residence.

Detectives learned a dark-colored, passenger vehicle had pulled into the area of the residence, but the occupants of the vehicle were denied entrance into the house party. When the vehicle left the area, numerous gunshots were reportedly fired from the suspect vehicle.

The investigation is ongoing and detectives are asking anyone with information to contact WCBI at 410-632-1111.

In response to Hogan’s letter issued earlier on Tuesday, Meehan said the town of Ocean City needed to work with its various partners to ensure enforcement.

“We need to look into everything we can do from the city’s standpoint to help with enforcement,” he said. “That means working with the health department, the Board of License Commissioners, our Fire Marshal’s Office and our own police department. The last thing we want to do is take a step backward.”

During Hogan’s press conference on Tuesday, a press conference largely devoted to the discovery of a vast unemployment insurance claim fraud scheme uncovered by state officials, the conversation inevitably came back around COVID-19 and the modest spike in new cases among young people.

“While our key metrics continue to plateau, this battle is not behind us, not by a long shot,” he said. “All Marylanders are safer at home. Low risk does not mean no risk.”

Hogan pointed to the sharp increase in new cases in other states and attributed those spikes to loosely enforced rules regarding bars and restaurants.

“Many other states opened bars without restrictions and now they are closing them back down because of spikes in cases,” he said. “We never opened bars like that in Maryland. Our bars are supposed to be open for seated guests that want to eat and have a drink with the appropriate spacing only. There should not be crowds in bars standing and in close proximity to others.”

Hogan emphasized most bars and restaurants are closely following the directives, but some continue to flaunt the public health directives.

“Ninety percent are following the rules,” he said. “Some are completely and blatantly not following the rules and we want to crack down on those bad apples.”

During his press conference on Tuesday, Hogan specifically mentioned some of the temporary closures in Ocean City.

“There has been a situation in Ocean City where five or six restaurants immediately shut down when they had a staff member test positively,” he said.

“That’s what we’re encouraging. They did the right thing.”

Hogan said it will take a coordinated effort among all the various departments involved in enforcement to crack down on the scofflaws and ensure Maryland does not see a significant spike in new cases.

“It’s the responsibility of the counties and the municipalities,” he said. “What we’re finding is the health departments are saying they’re too busy with testing to do enforcement and law enforcement is saying they don’t have a citation to issue. We need to get the health departments, the liquor boards and law enforcement to all get together and figure out how to do it in a coordinated way.”

BERLIN – The Berlin Board of Supervisors of Elections met this week as preparations for the municipal election have begun.

Mary Bohlen, deputy town administrator, welcomed the board’s new members and reviewed procedures for the election.

“It’s a learning experience for all of us every two years,” Bohlen said.

The election, set for Oct. 6, will be the town’s first since 2016. The 2018 election was canceled because incumbents faced no challengers. This year, there are already three candidates for mayor, two candidates for the at-large seat and one candidate in District 2.

The board is expected to meet again in September after the Sept. 4 filing deadline. Bohlen said that was the candidate filing deadline, the voter registration deadline and the date the town would begin accepting absentee applications.

She said officials would be encouraging absentee voting to cut down on the number of people at the polls on Oct. 6 in an effort to enforce social distancing restrictions.

“We are strongly encouraging people to absentee vote,” Bohlen said.

“They don’t have to have a reason.

Back in the day you used to have to say you were on vacation, ill, whatever. You don’t need to do that any-

more you just need to make the request. That hopefully will cut down on the number of people who are actually trying to vote live.”

Because COVID-19 remains a concern, Bohlen said the town was purchasing PPE and reviewing the polling locations — Buckingham Presbyterian Church and the Berlin Police Department — to ensure proper spacing.

“We’re giving a lot of thought this year to social distancing and how we’re going to accomplish that…,” she said.

“We’re taking into account everything we possibly can to ensure it’s a safe and good environment for everybody.”

When asked whether there were any issues or concerns from years past, Bohlen said the only problem usually encountered was resident confusion regarding their official voting site.

“Most of the time I think the issues have been related to thinking they live in a certain district and they’re at the wrong polling place,” Bohlen said.

In response to a question regarding why the town’s election wasn’t the same date as the national election, Bohlen said it was because voting districts didn’t necessarily line up and people might have to visit more than one polling place.

“Although it seems simple on the surface it’s not,” she said.

The board is scheduled to meet again Sept. 8 and Sept. 29. The town election is set for Oct. 6.

SNOW HILL – Residents of Newark expressed frustration over rising wastewater treatment costs this week.

The Worcester County Commissioners last Tuesday hosted a public hearing regarding proposed construction of spray irrigation for the Newark Sanitary Service Area. Several residents used the opportunity to object to the increasing costs they’ll be facing as a result of the spray irrigation project.

“You’re going to have a ghost town if you keep it up,” resident Susan Age said.

Public Works Director John Tustin told the commissioners the spray irrigation plan was put together in 2015 when the county entered into an agreement with the Maryland Department of the Environment (MDE) to remove pointsource discharge from Windmill Creek.

He said the project had to be done.

“This is under a consent order,” he said. “This is a project that legally has to be done and it is currently under construction.”

The project is expected to cost $2.1 million and will be funded by a $1.05 million low interest loan and a $1.05 million grant. The loan means a quarterly assessment of $55 will be added to each customer’s sewer/water bill.

Age said the $55 would be a significant increase for Newark residents. She pointed out Newark was not incorporated and didn’t get annual municipal grants.

“We’ve got a lot of old homes,” she said. “I don’t know how they’re going to afford it.”

Newark resident Joan Scott said she’d just learned of the public hearing two days before and thought more residents would have attended if they’d had advance notice. Scott acknowledged that it had been publicly advertised as required but had likely been in the Daily Times, which she said so few people subscribed to anymore.

She said her household of two already had a quarterly bill of about $300 before the proposed $55 increase. She said many in Newark would struggle to afford it.

afford the other towns,” she said.

Newark resident John Kumer said he had several concerns related to water and sewer service in Newark. Aside from frustration with the cost increase, he said water was often rusty.

Commissioner Ted Elder said he’d asked county staff to notify residents directly of the public hearing and spray irrigation project.

“I’m extremely disappointed in our staff for not informing people of what’s going on,” he said. “They certainly all have a right to be here, if every one of them wants to come here, and have their voices heard.”

Commissioner Josh Nordstrom asked whether there were any alternatives to the proposed spray irrigation. Staff said no other options explored were considered successful.

“I’m surprised honestly that there’s no alternative for this,” Nordstrom said, “because you’re talking about folks who pay the highest water and wastewater in the county.”

Elder asked about the possibility of additional grants to help residents afford the increase associated with spray irrigation. Staff said they’d explored various alternatives, particularly a grant tied to a salary survey, unsuccessfully. Staff said the county did not qualify for that grant because reported incomes within the service area were too high.

Commissioner Jim Bunting asked why the county was pursuing spray irrigation. Tustin replied that it was because the state had ordered it to.

“I’m getting tired of hearing it’s caused by us,” Bunting said, stressing that the state was mandating the change.

Though Nordstrom wanted to make a motion to table the issue to get more information on potential alternatives, Commissioner Joe Mitrecic pointed out the public hearing was just to gather input on the project. The declaration of intent resolution for the MDE loan is expected to be reviewed and approved at an upcoming meeting.

OC Museum Exhibit Celebrates Pioneer Women

OCEAN CITY – A new exhibit featuring the resort’s pioneering women is now on display at the Ocean City LifeSaving Station Museum.

On June 20, the Ocean City Life-Saving Station Museum opened its newest exhibit, “A Feminine Touch: The Women of Ocean City,” which shares the stories of women who have had a hand in shaping the resort throughout the 1800s and 1900s.

“We decided to do this exhibit in timing with the 100-year anniversary of women’s right to vote,” Assistant Curator Christine Okerblom said. “This exhibit will be up for at least three years.”

Located on the second floor of the museum, the changing exhibit features informational displays, photographs, guest books, rate cards and clothing highlighting the influential women of hotel, motel and restaurant industry in Ocean City.

“This helps explain and identify the people that are responsible for making Ocean City what it is today,” Okerblom said. “It provides a spotlight for the women who were moving forward in the hotel, motel and restaurant scene.

It explains Ocean City’s start and provides an explanation as to the people behind our success and our beginnings.”

Okerblom said the exhibit starts out with the story of Zipporah “Zippy” Lewis, one of Ocean City’s first female entrepreneurs. In the 1850s, she made a living finding and selling shipwreck items.

The exhibit also features the “Petticoat Regime,” which spotlights women who owned and operated some of the resort’s first hotels, as well the “Steel Magnolias,” a group of female hoteliers – including Thelma Conner, Dorothy Taylor and Ann Showell – honored by the Ocean City Hotel-Motel-Restaurant Association for being some of the most successful business owners of the 1980s.

“I think we have a really colorful history,” Okerblom said, “and it does make Ocean City unique, to know that much of the tourism and development started because of women.”

The exhibit also features local women in uniform and those who served the resort community with acts of courage. Okerblom said her favorite part of the museum was the display of Naomi Workman, a local switchboard operator who remained on duty for 15 hours to keep lines of communication going during a winter storm on Feb. 4, 1920. She received the Theodore Newton Vail Bronze Medal for her bravery.

“She is a great representation of perseverance and stepping in when the community needed her,” she said.

Okerblom noted that most exhibit items are on display for the first time in the museum’s history.

own facts about Ocean City. For example, the resort was once known as “The Ladies’ Resort to the Ocean.”

“Before Ocean City had its name, it was just an island,” Okerblom said.

“They were coming up with names for this location and this was the one that came up. It had the potential to be the title of the whole city.”

The museum is open Monday through Saturday, 10 a.m. to 5 p.m. Okerblom encouraged anyone to visit the museum and tour the exhibit.

“I think that it is for everyone to see,” she said. “We hope this is inspiring to not only women, but families and men and women of all ages. It shows entrepreneurship, it shows leadership, perseverance and it’s open for anyone who is looking for a source of inspiration.”

Wicomico Schools Present Three Options For Return

SALISBURY – School officials in Wicomico County are asking parents to provide feedback as they finalize plans for academic instruction this fall.

On July 28, the Wicomico County Board of Education will hold a special meeting to vote on a final plan for the start of the 2020-2021 academic year.

Three possible models for instruction include a Green Model that features traditional learning, a Red Model that features remote learning, and a Yellow Model that features both inschool instruction and at-home learning, or a virtual program for students who choose not to return to a school building.

cisions made, it changes in a moment’s time,” said Superintendent Dr. Donna Hanlin. “That doesn’t mean we don’t have to make some decisions to move forward.”

Instruction in the Red Model or the Green Model would apply to students across the board, Hanlin said in a media briefing this week. But officials are putting the greatest focus on the Yellow Model, which currently appears to be the most likely scenario.

Under that model, officials have discussed a schedule in which students are in school two or three days

a week, or every other week, with distance learning the remainder of the time. No more than half of the class would be in a classroom on any given day.

The Yellow Model also takes transportation and internet connectivity into consideration, as well as virtual programs for students who choose not to return to a school building under such a scenario. Officials said the model would not differ among age groups.

“We will be doing everything in our power, if we are in a hybrid situation, to ensure that families who have mul-

tiple kids in multiple schools are on the same hybrid schedule,” said Chief Academic Officer Rick Briggs. “We know it’s challenging for students, and we want to be as accommodating as possible.”

The school system has released a “New Year School Registration” survey, which will ask parents to consider the hybrid Yellow Model, and to commit either to having a student attend school in the hybrid model or to engage in instruction through a virtual program.

“It’s a pre-registration,” Hanlin said.

“We need to know what parents’ preliminary thoughts are … What they are saying right now is not set in stone.”

Hanlin said parents will be asked to confirm their registration choices for the fall once a final plan is in place. In the meantime, she said school officials are busy preparing for the coming academic year.

Hanlin noted that social distancing practices would be followed in buildings and masks would be required, should students return to school in the fall.

“Based upon what we know right now, we will be requiring masks in our buildings,” she said. “There are some segments of the population, our very youngest children and some special needs students, that we’re still trying to figure out how to make that work.”

Additionally, school leaders and school system staff have upgraded air quality equipment in schools, purchased masks, disposable gloves and cleaning supplies, and established health screening procedures.

“We will be disinfecting frequently touched surfaces in common areas and in between hall changes in our secondary schools,” Hanlin said.

“Buildings will be thoroughly cleaned every evening and several trained cleaning crews will be traveling to all schools every night using a Protexus spray disinfecting system throughout each building.”

The school system has also secured laptops for every student in kindergarten through 12th grade, as well as hotspots for families with connectivity issues. In partnership with community organizations, the school system will also support roughly 300 families with internet packages.

Hanlin said the model selected for the fall will reflect the school system’s effort to balance both instruction and safety.

“We remind ourselves that our mission is to educate students, but our priority is to keep them safe,” she said.

“So we’re not making these decisions based upon politics and we try not to make them based upon money – however, we do have to consider budgets when we make decisions. We’re making decisions in the best interest of students and families and staff.”

Council Insists Comcast Store Remain Open In New Deal

OCEAN CITY – The Ocean City Mayor and Council took a stand for the long-term existence of the brick-andmortar Comcast store in Ocean City as the town moves closer to reaching a renewed franchise agreement with the cable company.

During Tuesday’s work session, City Manager Doug Miller explained after over two years of negotiation, Ocean City was close to reaching a renewed franchise agreement with Comcast to provide cable television service in the resort. In the franchise agreement, the town allows Comcast to utilize Ocean City rights-of-way such as streets and sidewalks, for example, for running cable to homes and businesses.

In exchange, Ocean City receives 5% of the cable giant’s gross revenue collected in the resort. Miller said Comcast has expressed interest in ultimately closing the brick-and-mortar store uptown where customers can pick up cable boxes and other equipment, but the town is adamant the store remain open for its non-resident and seasonal property owners.

Before he got into the nuts and bolts of the negotiations, Miller prefaced his presentation by explaining why the agreement with Comcast was now being discussed in open session. Earlier this year, the town was reprimanded by the Open Meetings Compliance Board for negotiating the pier franchise agreement behind closed doors.

“I have to explain why a two-and-ahalf-year effort has come down to one item,” he said. “Typically, we negotiate contracts in closed session. What we have with Comcast is a franchise agreement. After the pier franchise negotiations, we were told franchise agreements are not contracts and need to be negotiated in public.”

At any rate, the renewed franchise agreement with Comcast has come down to an accord on how long to keep the brick-and-mortar store open for consumers.

“We are down to one remaining item,” he said. “Ocean City is highly unique in the respect that we have an awful lot of non-resident property owners. When they set up their places for the summer, they want cable service.

When they are home, they can have a box delivered and when they come home, it will be there.”

Miller said the current deal on the table calls for a 10-year franchise agreement. However, Comcast wants to maintain its brick-and-mortar store for just five more years, including three years of year-round accessibility followed by two years of just seasonal accessibility for customers.

Councilman Tony DeLuca said the town should take a stand on that one remaining issue and get a guarantee the brick-and-mortar store will remain in place for the length of the franchise agreement.

“We’ve gone around and around on this,” he said. “They are very bold when they come here and ask us to take the current five-year agreement and extend it to 15 years, yet they won’t commit to the one line in the sand we drew. I’m not going to vote for this unless they put in writing the terms of the franchise agreement match the brick-and-mortar store.”

DeLuca said he was comfortable with the seasonal duration for the store, but wanted it to remain open for the life of the agreement.

“In other words, if the franchise agreement is 10 years, the brick-and-mortar store is in place for 10 years,” he said. “I’m okay with seasonal, I just want the store in place for the length of the agreement.”

Mayor Rick Meehan agreed, but questioned just what Comcast means by seasonal.

“The length of the brick-and-mortar store should correspond to the length of the lease,” he said. “They have seasonal as three months. I don’t know what months they’re talking about. When you talk about our non-resident property owners coming down to open up their units, it really is a longer time period. I think seasonal is more like five months. I think it needs to be a little longer.”

Council President Lloyd Martin attempted to explain Comcast’s reasoning for eventually phasing out the store.

“We want the store to be open when the people are here and they need it,” he said. “As technology moves forward, you’re going to need less and less equipment from the cable company.

That’s what they’re looking at. They don’t want to be five years down the road and have a store open that doesn’t get used.”

However, Councilman John Gehrig said it might be a misconception that consumers are getting rid of traditional cable television and turning more and more to alternative television programming platforms based on the most recent numbers. For example, at 5% of the gross revenue, Comcast paid Ocean City nearly $800,000 for the first three quarters of fiscal year 2020 with another $300,000 anticipated in the fourth quarter.

“The thinking is more and more people are cutting the cord, but that’s not the case,” he said. Our last payment from them was an increase. They’re projecting it to be down and they’re basically saying our business is getting killed and we want to close the store, but that’s not what’s happening.”

Miller said he would return with Comcast’s answer on the store.

OCEAN CITY – Owner Don Timmons says not much has changed about Dumser’s Dairyland since it was founded more than 80 years ago.

“It’s all about the ice cream,” he said.

“That’s all I can say. That’s our business, that’s what we’re known for.”

Dumser’s Dairyland has served generations of customers since its foundation in 1939, when Gladys Dumser started making homemade ice cream from a Boardwalk shop near Wicomico Street. The business featured four flavors – vanilla, chocolate, cherry vanilla and chocolate fudge – and the sweet treat was sold for a nickel a dip.

“Mrs. Dumser was a big part of Ocean City’s history,” Timmons said. “She was the original Ocean City ice cream entrepreneur.”

Gladys’s daughter, Bernie Cook, said her parents lived in Pennsylvania and would travel to Ocean City each summer to operate their Boardwalk stand, Bernie’s Dairyland, which was named after her father.

“My father used to make the fudge by hand …,” she said. “Then at the top of the cans they’d put extra fudge. That first dip, oh man it was good.”

Following a divorce, Gladys married Peter Dumser and the business was renamed. Cook said she and her two sisters worked the Boardwalk stand each season, and the family continued to expand its menu.

“We didn’t have those cash registers like we do now,” she said. “[My mother] would teach everybody how to count change before they started working the Boardwalk. She made me a cashier when I was 8 years old because I couldn’t reach the cabinets.”

Unlike today, Cook said business in those earlier years operated from Memorial Day to Labor Day. Shops were run by families, and the Boardwalk did not have as many visitors.

“Back in the 40s, when I was two, my mother tied me to the bench next to the store with this really long rope that could reach across the Boardwalk. She didn’t want me to run away, but not a lot of people passed by …,” she said. “You could run a bowling ball down there at the time and you would never hit anybody. It was bare.”

In 1972, Dumser’s opened a second, freestanding location at the Inlet parking lot. By that time, a third generation of family members had joined the business.

Gladys sold Dumser’s to Timmons in 1981, after children and grandchildren decided to pursue other opportunities.

Timmons – an Ocean View, Del., native – was no stranger to the Boardwalk.

He worked at Dolle’s Candyland eight years before taking over operations at SEE NEXT PAGE

“She stayed on about two years and helped me a lot …,” Timmons said.

“The main thing we had in common was we both loved the business. Ice cream is a good, clean business.”

Over the next two decades, Timmons would go on to expand the Dumser’s operation, adding new stores at the Boardwalk, in uptown Ocean City and along Route 50 in West Ocean City.

“My mother couldn’t believe it when she went into the restaurant at 123rd Street,” Cook said. “She had nothing to do with that, but she had her picture taken … She was so proud of what he did.”

Today, Dumser’s boasts seven locations. At the store’s original Boardwalk location near Wicomico Street, ice cream is still made on site using the same machine installed in 1968. The remainder of the ice cream is made at the Dumser’s factory on the corner of Worcester Street and South Philadelphia Avenue.

Timmons said the ice cream is made using a special formulation, fruit flavors are made with fresh fruit, and brand names are used for toppings and ingredients.

“The peanut butter is all Jif peanut butter. The Oreos are Nabisco Oreos.

The same with all the other ingredients we put in,” he said. “It’s all the best we can buy.”

While much has changed about Ocean City, Timmons said the business remains the same. For example, most flavors featured on the menu were crafted by Gladys herself.

“Dumser’s hasn’t changed much since Mrs. Dumser put her life into it,” he said. “It’s all about her. She had the savvy to make it what it is. I’m just trying to carry it on.”

In addition to his employees and management team, Timmons is joined in the business by his wife, three daughters and two sons-in-law. He said his hope is to keep the business in the family for generations to come.

“It’s just a family business right now, and everybody has an input,” he said.

When asked if there were any plans to expand the business, Timmons noted he wanted to keep Dumser’s a local establishment.

“It’s not about making changes, it’s about keeping the status quo …,” he said. “We like being a part of Ocean City.”

Norma May Ferrese MILLSBORO, Del. – Norma May (Shockley) Ferrese, 87, of Millsboro, Del., went peacefully at her home, to be with the Lord, July 3, 2020.

She was the daughter of the late John Shockley and Gertrude (Lane) Shockley. She was the beloved wife of Anthony R. Ferrese.

In addition to her husband, Norma is survived by her son, Robert Ferrese and wife Shelley, of Summerville, S.C.; daughters Deborah House and husband Dwight, of Middletown, Md., Carol Linton and NORMA MAY husband George “FuzFERRESE zy,” of Myersville, Md., and Victoria Ferrese, of Millsboro, Del; sister Alice Amos, of Bridgewater, Va.; 10 grandchildren; 18 great-grandchildren; as well as numerous nieces and nephews. She was preceded in death by sisters Marie Ellwood and Jody Lawrence and brothers Wilbur Shockley and John Shockley Jr. Norma was a member of St. John Neumann Catholic Church in Berlin.

She enjoyed gardening, canning, taking family trips, cruises and playing cards and Parcheesi with her family and friends. She loved her Irish setter, Roxy, and her Cockatiel, Petey. Family was the most important part of Nor-

ma’s life and she will be greatly missed by all those who loved her, especially Rosemary Britton.

Joan Marie Deciutiis OCEAN PINES – Joan Marie Deciutiis went into heaven on Sunday, June 28 at Ocean Pines.

She died of cardiac arrest at the age of 74 years. She is survived by her two

children, Nicholas DeCiutiis, Jr. (Roxanne) of Damascus, Md. and Nanette Bonsby (Michael) of Woodbine, Md. She leaves behind four grandchildren, Cierra, Samantha, Bridgette, and Nicholas III, and one great grandchild, Kendall.

Joan and Nicholas divorced in 1980.

Joan had her two children, Nicholas and Nanette, which in turn has two children each Cierra and Nicholas, III and Samantha and Bridgette in that sequence.

Cierra met Liam in 2018 and they had a child Kendall. In summary, Joan had two children, four grandchildren and one great-grandchild.

In 1980 Joan met Elige (Smitty) at their place of work with the Indian Health Service in Rockville, Md. and they formed an instant relationship which lasted the rest of her life. Upon retirement in 2016, she and Mr. Smith moved to Ocean Pines where she quickly made many friends. She enjoyed going to the swimming pool and spending the day basking in the sun and playing games such as Mahjong. She loved retirement in Ocean Pines and really enjoyed life.

Joan will always be remembered as a “full of life” person and was extremely fond of her children, grand-children, and especially her great-grand child Kendall.

We shall all miss her in the most pleasant and fondest way and will forever remember her as a warm and loving person. Goodbye Joan and may God bless you.

Michael David Reilly OCEAN VIEW, Del. – Michael David Reilly, 72, of Ocean View, Del., passed away in his home, on July 3, 2020, after a battle with cancer. He was a “Conch” born on March 25, 1948 in Key West, Fla., son to the late Copeland and Joseph Reilly.

Michael was a general contractor in Florida and then in Maryland. He was a carpenter by trade. He owned HRW Construction Company in Gaithersburg, Md. Berlin Offering MASKerade Contest July 17, 2020

BERLIN – A new promotion aims to encourage mask wearing in downtown Berlin.

As mask shaming makes headlines amid the ongoing health crisis, officials in Berlin are trying to be proactive with a new social media contest. Ivy Wells, the town’s economic and community development director, said this week people who entered the contest would be entered to win $100 in Berlin bucks.

“When you wear a mask you make everyone feel comfortable,” Wells said.

“Berlin is being proactive. We encourage mask wearing and we’ll reward you for it.”

She said that while there have not yet been problems in Berlin associated with face mask requirements, she thought it would be a good idea to host a promotion celebrating mask wearing. To participate, entrants simply have to post on Facebook or Instagram a photo of themselves wearing a mask in Berlin with the tag “#BerlinMASKerade to have their name entered in a drawing to win $100 that can be spent at downtown shops and restaurants. The winner will be randomly selected on July 27.

Another promotion the town is kicking off is Christmas in July. Next week visitors will notice some holiday décor and various shop specials. There will also be free carriage rides from 9-11 a.m. at Sunday’s Berlin Farmers Market.

Christmas in July comes in the wake of successful Second Friday festivities in Berlin. On July 10 shops were open late and the town hosted live music as people strolled down Main Street. Wells said the event was crowded but not stifling.

“People are tired of being inside,” she said. “Berlin is such a nice place to walk around.”

Because the event went so well, Wells is exploring the idea of hosting something similar each Friday. While she has not yet gotten feedback on whether local shops would be interested in participating each week, she says the bluegrass band Stevenson’s Crossroads will be set up downtown again July 17.

Wells said that despite the troubles that have come with the pandemic, local shops were recognized when Berlin was named the “Best Small Town for Shopping” by USA Today. Berlin received the most on-line votes.

“We encouraged people to vote for us and we were number one the whole time,” Wells said.

She says the title helped gain the town attention at a time when Berlin’s merchants need it. While the pandemic has hurt business, Berlin shops are surviving. Wells hopes the public continues to support Berlin’s unique businesses.

“One of the things people love is we have such a variety and eclectic mix,” she said. “Plus we have so many things that are actually made here.”

Again, in some cases establishments that chose to close temporarily or alter their operations did so voluntarily.

In some cases, businesses had one or more staff members test positive for COVID-19 and are going through the process of getting their entire staff tested and deep-cleaning their facilities.

For example, Fish Tales had three staff members test positive and is currently going through that process. The Purple Moose had two staff members test positive and is also closed until the entire staff can be tested and the facilities can be sanitized. Shenanigan’s on Tuesday closed down indefinitely after a staff member tested positive for deep cleaning and sanitizing. Phillips Crab House followed with an indefinite closure on Wednesday after a positive test from a staffer.

Similarly, Blu Crab House and Raw Bar had a member of the staff test positive last week.

“Effective July 11, BLU Crabhouse & Raw Bar will close for business until further notice,” a Facebook post read.

“With a member of our staff testing positive for covid-19 and others awaiting results, we believe this to be the best course of action. Once our staff is tested, quarantines are complete, and our facilities undergo deep sanitation, we will reopen. With our staff and patrons’ health and safety as our priority, we appreciate your understanding and continued support. We look forward to serving you and getting our staff back to work as soon as possible.”

Buxy’s Salty Dog and Dry Dock 28 also closed after an employee tested positive but is recovering. Both restaurants closed Saturday and will now reopen next week. The 28th Street Pitn-Pub decided to close on its own Tuesday after a positive test to allow for a deep cleaning.

In other cases, a handful of restaurants and bars did not have any positive COVID tests among staff members, but took a temporary break to allow staff to catch their collective breath and are already reopening.

Still others have chosen to go back to an outdoor dining and carryout model only and have, at least temporarily, moved away from any indoor dining or bar service. That list, as of midweek,

Children’s Book Aims To Provide Positive Messages

BERLIN – A Maryland author is using her love of the Chesapeake Bay and Eastern Shore region to promote kindness, bravery and conservation in her new children’s book.

Earlier this year, author Karen Cody published her debut children’s book, “Bella the Blue Crab.”

Written under the pen name A.G. Vlahos – in honor of her daughter Anna Grace – Cody shares the importance of kindness and good deeds through the story of a little blue crab.

A synopsis for the book reads, “Bella the Blue Crab is a wonderful story of a brave little She-crab who helps save the Chesapeake Bay. Bella is a positive role model who enjoys helping her fellow sea creatures with acts of kindness and bravery. Bella’s story comes alive through the beautifully animated pictures of the Chesapeake Bay, where the blue crab is celebrated and enjoyed.”

Cody, a Kensington, Md., resident, said her 4-year-old daughter inspired her to write her first children’s book.

“The inspiration for the book was actually my daughter Anna Grace …,” she said. “She’s a ferocious reader, and we read four or five books to her every night. I thought, ‘This is something we could do.’”

Cody said her full-time job is in law

enforcement. But last year, she used her free time to write “Bella the Blue Crab,” a 35-page book that teaches children about kindness, bravery and environmental awareness.

“The character Bella is really my daughter’s persona,” she said. “Bella is a kind little crab that helps others and goes about helping her fellow sea creatures. She’s got the adventurous spirit.”

As a Maryland native, Cody also uses “Bella the Blue Crab” to showcase the tastes and sights of the Chesapeake Bay and the Eastern Shore region, where she spent countless summers as a child. For example, KAREN CODY the book features McCormick Old Bay Seasoning, the U.S. Naval Academy and local landmarks such as Fisher’s Popcorn and the Ocean City beaches.

Cody said she also incorporated her fondness for Ocean City into the book.

She noted her love of the resort began at an early age, when her father would bring the family to the beach.

“It’s a tribute of what we love when we go to the beach,” she said. “We have a second home in Ocean City. We are honorary residents and spend as much time as we can there.”

“Bella the Blue Crab” was published on Valentine’s Day, before the COVID19 pandemic. But Cody explained that hasn’t stopped her from sharing her book with others.

In addition to interviews on radio and social media platforms, Cody also presented readings of her book to children through the National Institutes of

“It was rewarding to give back to the community,” she said. “I was so pleased and honored that it got so much positive attention.”

County Approach A Must With School Reopening HOW WE SEE IT

It’s important for students of all ages and teachers to get back in school. We fully support reopening schools in a responsible fashion and through an individual jurisdiction decision-making process.

However, we fear a state mandate on reopening public schools could be looming. According to Gov. Larry Hogan Wednesday, State Superintendent of Schools Dr. Karen Salmon has the sole power to make the decision on schools. As it stands currently, local counties must submit finalized school plans to the state for review by Aug. 14.

Salmon has previously indicated flexibility will be provided to local school systems based on the pandemic conditions within the specific counties. We worry there will be a change in direction with a planned press conference next week on schools.

We strongly encourage the state to allow the local officials to make the final say. Reviewing the individual plans to reopen is a wise course, but we would strongly advocate for a much earlier review date than mid-August to give families time to prepare.

For instance, in Worcester County and neighboring Wicomico, a hybrid model of in-person and virtual instruction seems almost a certainty. For public schools, this is all about the numbers. There are simply too many kids, too few teachers and not enough space to socially distance in a responsible way. Transportation is most likely the biggest hurdle to overcome based on reduced occupancy limits and air circulation concerns.

Though the issues to wade through on reopening are weighty, we believe the hazards of further keeping stu-

dents – especially the elementary and intermediate learners and those with special needs – out of schools currently outweigh the health concerns of getting back in the classrooms. There are major social, mental and emotional repercussions with students staying at home and not learning on the same level as they would in school.

On Wednesday, Gov. Larry Hogan said, “We cannot and should not rush this decision, it is absolutely critical that we get it right for our communities, and for each and every one of our students and our teachers.”

The best way to ensure the right decision is made by each school system is to allow it to be made by the local individuals in charge. These leaders understand their home counties the best.

LETTERS TO THE EDITOR Crop Insurance Critical During Pandemic Times Editor: My family started out with a subsistence farm like many of our neighbors in this part of Maryland.

The dairy closed in the 1960s and we moved into row crops. Today we farm corn, soybeans and barley near Snow Hill.

Back when I was a kid, we were big farmers. Today, we are small farmers.

But it’s a good lifestyle. My family is here. My mom is still involved with the bookkeeping on the farm. I really enjoy being a farmer and I hope to stay in it for a long time.

We have been pretty lucky on our farm. The weather over the years has generally cooperated and we have a poultry processing operation nearby that buys our grain for feed.

Like a lot of growers, I was heading into this year with a positive outlook.

Corn and soybean prices, for the first time in a long time, were expected to improve with the resolution to the ongoing trade wars that have hit rural communities hard.

But the COVID-19 pandemic has dramatically interrupted our economy and our food supply chain.

Now more than ever, farmers are an essential workforce providing Americans with food, fiber and fuel.

Food is a critical part of our collective safety and security.

Although rural America faces mounting uncertainty related to the pandemic, Mother Nature certainly won’t give anyone a pass this year. Farmers in Maryland and all across America need to maintain the tools that allow them to protect their farms and keep supply chains moving.

The best tool out there for mitigat-

ing the risks of weather and prices is the public-private partnership of crop insurance.

We probably have only collected on crop insurance once out of all the years I’ve been farming.

But it helped us weather a hard time and kept my farm in business for the next season.

That’s why I buy it every year. It helps me sleep at night.

Farming is an expensive and risky business. Farmers have to buy all of the inputs that go into growing a successful crop before they know what the final harvest prices will be and without knowing whether a big storm is going to ruin all of their hard work or whether a pandemic will create new challenges that we didn’t plan for this planting season.

Crop insurance is reliable, which explains why it has become so popular.

Farmers bought 1.1 million crop insurance policies last year. They paid $3.75 billion in premiums and more than $10 billion in deductibles.

Crop insurance helps farmers stay in business for another season so they can continue growing the essential food, fiber and fuel that is critical to our nation’s safety and security. It has also kept the economies of small towns like mine going.

I think about the banks and equipment dealers, hardware stores and grocery stores in my town. If farmers weren’t spending money on Main Street, we’d have no town. Now, more than ever, keeping our rural economies alive and grocery stores stocked is critically important.

As our nation recovers from this pandemic, I urge Congress to maintain a strong system of crop insurance to make sure farmers are able to stay in

business and American consumers have a safe and affordable food supply.

The Disrupters Editor: In order to fully understand where we are and where we will be in January 2021 as we inaugurate a new president, new senators, and new members of the House, we must separate the derogatory effects of the government closure of America from the derogatory effects of the COVID virus. If we blame everything on COVID, the future political solutions we impose on ourselves will not work out the way we want them to because we failed to identify the correct cause of our deep recession.

In America in 1908 Henry Ford rolled his first Model T off the production line. Between 1908 and 1927 Ford would produce 15,000,000 Model T’s.

In 1918, there were 13,800 companies that made horse drawn carriages; by 1920 there were only 90. During this period the people that made buggy whips had their jobs eliminated and they went on strike. What were the poor people who made buggy whips to do? Henry Ford and his auto assembly line were disruptors. It took less than two decades to transition from horse drawn carriages and buggy whips to autos. The “invisible hand” of our open free enterprise economy created enough jobs to absorb the labor dislocations as the country transitioned to the automobile despite a World War occurring.

LETTERS TO THE EDITOR been what economists call “Creative Destruction.” The anxiety of labor displacement within a specific group has been dissipated over time by some new area of need opening and the result has always been that we are all better off.

In the first decades of the 21st Century new disruptors emerged that were Internet-based. All of which have left each and every one of us better off: 1) Google, 2) Amazon, 3) Facebook and 4) Apple. Each disruptor has displaced 10’s of thousands of jobs. Yet, as with the Model T, the disruptors have taken two decades to allow those dislocated to find new and often better jobs.

Mother Nature has always provided something new to absorb our workers that were temporarily idled by a disruptor. This has been the pattern of wealth creation in our open free enterprise economy since our country began. In this year, 2020, that may have irreversibly changed, and this is why.

From 2015 through 2019 a number of young disrupters emerged and started to gain critical mass among them -- 1. Teladoc, for online medical appointments, 2. Zoom, for business conferences, 3. Uber, lower priced transportation, 4. Carvana, contactless buying and selling of used cars, to name a few. Young disruptors have also emerged in artificial intelligence, robotically answering our calls, and “3-D” printing. These companies were disrupting labor at a pace our economy could absorb as had been the case since the Model T and in February 2020, on the eve of the COVID virus, America had a 3.5% unemployment rate.

Then came COVID and rather than being governed by science, our society became captive to fear. Rather than taking a scientific approach and saying those with co-morbidities or over 60 should stay in place, wear masks, practice distancing, we closed down our whole economic system for an annual death risk far less than 1%.

There was no science behind stopping the schools and stopping everyone from working under an arbitrary government construct of “essential and non-essential” workers.

The forced government closedown will deliver a separate set of consequences that should be widely visible by the fourth quarter. The forced closedown has placed the new breed of disruptors on steroids. What would take Mother Nature 10 to 20 years has occurred in three to four months. The forced government closure was embraced by both political parties. All politicians in office bear varying degrees of culpability. However, the liberal leaders have relied more on fear to achieve expanded economic closures.

The acceleration of the labor disruptions caused by the government ordered stoppage has caused over 11% unemployment and dramatically increased business bankruptcies. The closedown or work stoppage has put over 40 million Americans out of work

for at least some period.

The deaths and disabilities caused

by COVID are dramatic and mostly impact 80-year-olds and those with co-morbidities, but COVID is not responsible for the staggering presentday unemployment and the huge overhang of bankruptcies that resulted from the government-forced work stoppage of all “non-essential” business activities in America. At this writing on July 13, 2020, it is clear that among people 50 years old or less the annual flu kills more people than COVID; 50 percent of all positive COVID cases are asymptomatic; and more people have died from drug overdose than have died from COVID aged 65 and less.

The government-sponsored stoppage accelerated the level of social displacement in the path of the new breed of disruptors and many of the changes in our consumer habits in record time may not be readily reversible. Our tastes and preferences have changed and will influence our consumption going forward.

Although disruptors change our world for the better the abrupt, forced stoppages of schools and businesses deemed non-essential by certain politicians has placed us in a labor hole and it is unlikely that Mother Nature will be able to provide new vocations for all the unemployed. Therefore, creating huge political problem engineered by many of the politicians themselves. Moreover, the forced economic stoppages will leave huge revenue shortfalls in local, county and state budgets that had no reserves, mostly under liberal politicians.

Begging the question how will mother nature absorb the army of unemployed left from the government-forced stoppages? Presently we are at the tale end of a massive sugar high from the governments’ $6 trillion of stimulation to counterbalance the damage from the work stoppage they imposed. The disruptors should do fine in the chaos. It’s the rest of us that should be worried.

Based on the critical metrics associated with COVID-19 in Worcester and Wicomico counties, it would seem implausible public schools will be entirely closed this fall. A hybrid schedule of in-school and distance learning would seem to be the only option for public school systems under current guidelines.

It’s impossible for local public schools to go the full in-school instruction route because of transportation problems and social distancing impossibilities within the schools. There are too many students in each class and not enough teachers and space to properly social distance. Busing the kids is also stacking up to be a major concern with no easy fix.

What most public schools seem to be leaning toward is a hybrid rotation to lessen the amount of kids in school at any given time. It helps ease the crowding inside the schools as well as allows for the possibility of buses being able to adequately separate the children along their routes.

How this model will work for the teachers is a major question. It will take an incredible amount of planning for them, and one local teacher I heard from this week suggested faculty members will need at least one professional day a week to carry out an online instruction for half of the class and in-person for the others. She favored the hybrid model for safety purposes but had a ton of reasonable questions with no easy answers yet.

If the state teacher’s union is to be believed, teachers do not want to return to school in the fall. In a letter to Gov. Larry Hogan and State Superintendent of Schools Dr. Karen Salmon, the Maryland State Education Association, Baltimore Teachers Union and the Maryland PTA were clear their membership wants to teach from home.

“It should not be lost on anyone that physically reopening schools would be, by several orders of magnitude, a much more ambitious — and dangerous — undertaking than any other reopening step we have taken thus far,” the letter said. “We must rise above politics and focus on the reality and complexities of safely reopening schools. If we open our schools too quickly and without adequate safety precautions, the result will be that some educators, students, and their family members will contract the coronavirus. Some will recover, some will face debilitating health consequences or healthcare bills that they cannot pay, and some will die.

These are stubborn facts. And they are costs and consequences that we must refuse to accept. A perfect solution does not exist. A safe one does.

We urge you to support this course. We stand ready to work with you to ensure that the coming school year is as safe and successful as possible for all of Maryland’s students and educators.”

I find this view – teachers would rather teach distance learning than be in their classroom with kids – to be surprising. I don’t believe the union represents the majority of teachers, at least those in this area. A statement from Worcester County schools was confusing this week but it would seem to indicate local teachers are okay with going back to school in the classroom.

“WCPS, the WCTA (Worcester County Teachers Association) and the WCESPA (Worcester County Educational Support Personnel Association) are proud to have worked collaboratively on the Responsible Return draft model,” the statement reads. “This draft represents our best thinking to date on how we can safely welcome students and staff back to school this September. We look forward to continuing our collaboration as we enter the phase of planning: gathering quality feedback from our students and their families, our staff and our community.”

Worcester County’s plan falls into three categories – entirely face-toface, hybrid learning through A Week/B week model rotation schedule and distance learning. Though the county is currently seeking input from families, I think the decision is already made. It’s going to be the hybrid learning option. It’s the only realistic course. Rather than wasting a lot of time with polling parents on individual topics, the county should pivot and get to work preparing teachers and letting parents figure out how they are going to make it work. One thing I do know is waiting till midAugust to make an announcement is the wrong move.

It will forever be known as the “Pandemic Summer,” and I will never forget the horror stories I have heard from business owners. Here’s a few new ones: •Irritated over the long wait for indoor dining, a man anonymously calls the health department to report an employee not wearing a mask while serving food. The result was the restaurant was shut down for six days.

This is one example of the real consistency issue with enforcement.

•A bartender called her boss – the business owner – to express concerns about fellow employees not wearing masks while working during her shift the night before. The owner told the employee it might be best for you if you just stay home. This is where the “greed over fear” saying comes from.

•When asked to take off his hat to allow for a temperature check before entering the restaurant, a man slapped a young woman’s wrist so hard the thermometer hit a nearby woman in the head. The result was the woman’s husband shoving the man with a fight breaking out. Fortunately, a cop was in the area and was able to quickly diffuse the situation.

We refer to it as camp around the house, but it’s the summer academy program at Cedar Chapel Special School. He began his second stint as “camp counselor” this week. He’s, of course, a student getting some summer enrichment, but it helps us because his brother does summer camp in Ocean Pines. When it’s time to leave the house in the morning, “it’s time for camp” sounds a lot better than “it’s time for school” in mid-July.

Monday was the big first day, one we had been thinking about for a few weeks. Since his special friend Danielle is his primary teacher at school, we were at peace about his return to a somewhat normal society.

Like most folks these days, we have apprehension about both kids being in “camp” these days. The typical questions about health and safety were running through our heads and continue now, too. However, both our boys need socialization with kids their ages as well as adults other than their parents. It’s critical for them.

For Beckett, 12, there were clear indications we had to re-introduce him to society. The isolation was taking its toll and he seemed to have anxiety for a while about seeing friends and hanging out. It was sad to see for our typically social child.

A few weeks of camp seem to have done him some good. The camp is working on a smaller scale this summer with number restrictions and seems to be taking the proper precautions. He has reported he’s enjoying camp more this year because there’s less campers. Twice this week he actually fell asleep in his younger brother’s bed around 9 helping us tuck him in for the night. It’s great to see the physical exhaustion we used

to see from him pre-pandemic when a busy schedule of school and sports practices left him drained by the end of the day.

It’s equally fun to hear our kid tell us jokes he heard from his fellow campers and detailing the antics of certain kids. It’s always enjoyable to hear him answer some version of the question, “What was cool about today?” Camp for Beckett has brought some normalcy to his life as well as ours. It puts us back on a drop-off and pickup schedule, which is probably best for all of us.

Though we worried about Beckett’s social isolation during the pandemic, we were stressed over the impact it would have on Carson. We knew months of not being in school and getting off schedule would lead to major regression for him. He’s not an outgoing kid until he really connects and feels comfortable with others. It takes some time for him to overcome his shyness.

Since he doesn’t talk, he finds other ways to connect. It’s not something that occurs easily for him because he’s shy by nature even without the means to be able to communicate as easily as others. For Carson, the social piece is one thing, but there’s also getting him back in the mode of going to school and being around other people on a routine basis that was important. If there was any chance for success in September upon a return to school of some sort, we would need to ease him into it. Providing a month of a schoollike environment with instruction during this crazy summer will help all of us in the fall.

As we prepared for the start of our school camp, the biggest hurdle along with the social piece was the requirement to wear a facial covering.

During a go-kart expedition in June, Pam had both boys wear a mask.

Beckett was fine with it and seemed to like concealing his identity at times. For Carson, it was a mess. He has sensory issues and clearly did not like it. Whether he would ever be able to tolerate it all was a major question after that tough experience, according to Pam. A few weeks later on a similar go-kart trip, I found some success initially but once he got hot it was all over.

After lots of practicing with different styles, talking about it and seeing the rest of us wear a covering over the last few weeks, something seemed to click with Carson. He put his mask on Monday morning right before we pulled up to camp and left with his teacher happy. Reports he wore his mask the entire day without complaining were both a relief and inspiring. I am sure he hates having to wear it, but he showed amazing resilience in accepting it as a reality and proving once again he will overcome.

It occurred to me this week if a 10year-old special needs boy with a host of unique issues can deal with his own anxiety and issues with wearing a mask, pardon me if I have no sympathy for the grown adults who simply choose to not wear a facial covering because it’s inconvenient or uncomfortable.

It’s tough to see my kid sport his mask in and out of camp daily, while hearing stories of adults verbally abusing restaurant staff members when informed or reminded of the requirement to wear a mask inside.

Yeah, I can’t tolerate that sort of immaturity and self-righteousness at this time.

with Scott Lenox Greetings everybody and welcome to the beginning of the hot part of the summer. It’s easy to tell it’s July now as Mother Nature has really dialed up the thermostat. Every day this week has been 90 degrees or hotter for most locations and the humidity has been something to contend with too.

It’s not the greatest weather to plant new grass like I’ve done, but usually when the weather gets hot so does the fishing. Another weather component that comes with warm, humid conditions is the possibility for tropical systems to impact our area. The first system to go by close enough to shore to cause any commotion happened last week in the arrival of Tropical Storm Fay. Mid-week there was just a tropical low creeping up the coast, but

by Friday that tropical low was named Fay and had sustained winds of 35-45 mph with gusts to 55.

The Ocean City Tuna Tournament officials had to make some tough calls because of the forecast leading up to Friday, and ultimately, they chose to have the event and change the format to a fish one of two-day event instead

of the normal fish two of three days.

The weather definitely scared some boats off, but in the end the Tuna Tournament had 32 boats and an impressive purse of over $340,000. Tropical Storm Fay rolled through our area quickly on Friday and we were left with more than fishable conditions both Saturday and Sunday. Only three boats fished on Saturday and the remaining 29 fished on Sunday making it a busy day at the scales.

Top money winners in the 33rd Annual Ocean City Tuna Tournament were the crew of the private boat Big Stick whose 195-pound bigeye caught on Sunday landed the crew first-place heaviest fish money of over $130,000.

The crew of the private boat Espadon had an impressive day of tuna fishing on Sunday as well when they caught a stringer of fish that weighed in at 443 pounds. This first-place heaviest stringer paid an impressive $100,000. Other notable winners were JL Cropper, who won first place lady angler with a 51pound yellowfin tuna, and Shaun Gagnon, who was the top junior angler with SEE PAGE 52

Back bay fishing suffered over the weekend thanks to over six inches of rain and wind from Tropical Storm Fay that dirtied the water from chop and runoff, but there were still a few flounder caught. Flounder fishing in the bay should improve as ocean tides clean the bay up and there should be plenty of hungry fish. There are a lot of throwbacks to weed through, but there are also some quality fish this time of year in deeper water. Captain Tony Battista of Saltwater Adventures had a nice

fish of 23 ½ inches last week fishing ocean structure just outside of the Ocean City Inlet.

I’ll never get tired of reporting that bottom fishing in the ocean is still very good for this time of year. July usually brings a lull to sea bass fishing as we impatiently wait for ocean flounder fishing to pick up, but this year we are blessed with a tremendous sea bass bite that has lasted later than normal and a very good flounder bite that is ahead of schedule. The ocean going party boats have been steadily catching sea bass for their clients and it is still a common occurrence for some limits of 15 fish to be found with some studs over 3 pounds. Captain Kane Bounds of the charter boat Fish Bound has been slaying the flounder recently with boat limits of four fish per person for several of his trips. Don’t forget your regulations on these two popular bottom fish. Anglers are allowed to

keep 15 sea bass over 12 ½ inches and four flounder at over 16 ½ inches.

I’ve seen a few cobia caught over the past week or so and more anglers will be trying to catch “the man in the brown suit” as the summer moves on and water temperatures rise inshore.

Cobia like to cruise the inshore lumps like Little Gull, Great Gull and Fenwick Shoal in search of bunker and other fish to feed on. They are a very hard fighter and delicious table fare which makes them a much sought after gamefish in our area. Sight casting is the most effective method for landing cobia and the best baits are bucktails, jigs, live eels or live bunker.

This weekend is the always fun and exciting Kid’s Classic Tournament put on by the Ocean City Marlin Club. This is an awesome event that focuses on our junior anglers that is a great way to get them interested in fishing without a lot of pressure. There are two divisions

for most billfish released and heaviest fish. Fish that qualify for heaviest fish include bluefish, bonita, dolphin, flounder, mackerel, rockfish, sea bass, tautog, tuna, wahoo and unusual catch.

Kids are even allowed to weigh a “five fish bucket” of croaker and spot. The Kid’s Classic is a fish one or two of a two-day event with scales action at Sunset Marina Saturday, July 18 from 3-6:30 p.m. and Sunday, July 19 from 3 until 6 p.m. If you’d like more information or would like to sign up call the Ocean City Marlin Club at 410-2131613. OCEAN CITY – Playing in the surf is fun. It is undoubtedly one of the main reasons many people come to the beach for vacation. Whether it is body surfing, boogie boarding, surfing at one of our surfing beaches or just wading in the water, playing in the ocean is one of the least expensive and fun things you can do at the beach. However, each season we have several weeks when we have increased shore break in Ocean City.

Shore break can be very dangerous for bathers of all ages. In fact, riding shore break can cause severe injury, paralysis, and even death.

Shore break is when waves continue to build as they approach the beach before breaking in shallow water or actually breaking directly on the beach.

Shore break occurs because of the shape and depth of the sea floor bottom (bathymetry). When waves get to

shallow water near the shore their height increases. So a three-foot wave can become a five- or six-foot wave that will then “break” on the beach with incredible force. The point to be made here is that riding or playing in shore break is very dangerous. The wave propels your body with grDAMIEN eat amounts of energy SANZOTTI and then your body almost immediately hits wet sand, which is like hitting concrete and suddenly stops while the rest of your body continues moving which can cause the most serious injuries.

The Ocean City Beach Patrol always advises people not to body surf or boogie board in shore break, but people do not always listen. Some of the injuries sustained are minor although even an abrasion to the forehead or a bloody nose is treated as the most serious spinal injury as a precaution, due to the

mechanism of injury. In many cases the injury sustained is minor and often the person returns to the beach later that day. In other cases, it may simply be a pulled muscle or a bruise and will spoil any vacation. Earlier this season a surfer approached one of our Surf Beach Facilitators complaining of a sore neck after wiping out, but did not want to receive treatment. Luckily, she was able to convince him to be treated and as it turned out he did in fact have a broken neck. Unfortunately, in some cases the injury may be more serious and will affect the person for the rest of their lives.

Many of the most serious injuries that occur in shore break are 30-50year-old males. According to researchers, this age and gender demographic is more likely to exhibit poor decision-making in the surf, furthermore, at this age range the body becomes more fragile (reduced flexibility of the spine) and more susceptible to injury.

er the waves are safe for boogie boarding or body surfing, please talk to a lifeguard. Our lifeguards are trained to assess the surf condition and will gladly give you information about the ocean conditions.

Shore break can cause many problems for children and elderly or less mobile individuals. Please make sure you are standing near your child in these conditions as they can get swallowed up by a wave and pulled out into the ocean. Elderly or less mobile individuals tend to get stuck in the area where waves are breaking on shore, and often time will get knocked down. When exiting the water to watch the incoming waves, do not get caught off guard. Remember “when in doubt, don’t go out,” and “Keep your feet in the sand until the lifeguard’s in the stand.”

(Editor’s Note: The following is a series on the men and women who have spent their summers protecting all those who came to Ocean City for fun and safe vacation.)

OCEAN CITY – Growing up, Ian Hall had one of the best summer jobs a kid in Montgomery County could have -pool lifeguard.

It prepared him well for the day he began college at Salisbury University and joined the swim team in 1990. During his sophomore year, he heard about the test for the Ocean City Beach Patrol and figured it could be fun. He passed the test but soon found "the training week was intense and exhausting. I loved it."

Training week would also come in handy, as Ian would learn during Hurricane Felix in 1995.

"It was the last couple of weeks of my final year on the patrol. I was a crew chief at the time assigned to quad duty (a four-wheel ATV used by the OCBP) covering the north area of the beach,” Hall recounted. “There really

wasn't much going on as an evacuation order was in effect, and the beach was essentially deserted. The ocean was beautifully chaotic that day, like a giant washing machine with frothy cascades of foam churning every which way. While making a pass heading north near the condos, scanning the water, I caught a fleeting glimpse of a figure bobbing between the waves and at first thought my mind was playing tricks on me. I skidded to a halt and leapt up on the seat of my quad to get a better look. Sure enough, there was a man on some sort of flotation device, desperately flailing away in the grips of the Atlantic.”

Hall continued, “I radioed in my location, grabbed my buoy, and sprinted into the heavy surf. It felt like an aquatic rugby match getting out to the victim. He was thoroughly exhausted when I got to him, clinging to the top of a beer cooler to stay afloat. He was a big guy, clearly intoxicated and very frightened. I yelled to him to ditch the

cooler top and grab my buoy. I kicked and pulled through the swells, hoping for a little help from a well-timed wave, but it was just a sloppy mess of choppy foam. I fought and fought, and just as it seemed we might get a push toward the shore, the man lost his grip on the buoy.”

and grabbed him by the arm. He was scared and struggling but I was able to get him back on the buoy. Just as I resumed kicking and pulling for shore, we got a wave. But, it was not how I'd hoped. A big swell, more than headhigh, just took us both. I will never forget looking down in that moment and seeing a sandbar staring up under what looked to be less than a foot of water. I was crushed to the ocean floor for what felt like an eternity.

“The pressure subsided, I shot up to the surface and immediately scanned for the distressed swimmer. I quickly covered the few yards between us and coached him through letting the waves push him to where we could stand. We both had barely enough strength to slog back onto dry land. I can't really remember anything immediately afterward, though there was at least one other guard and an officer who had arrived at the scene as the rescue was concluding.

“After catching my breath for a few minutes, I remember thinking to myself as I fired up the quad and resumed my route, this is what that training week was designed for."

Hall currently lives in Alexandria, Virginia with his wife, Lauren and their daughter, Aila. He always tries to come back to Ocean City whenever he can.

Shantytown Village was developed by Daniel Trimper IV and opened in 1976 next to the Route 50 Bridge in West Ocean City. It was designed to resemble a New England fishing village and was modeled on photos taken by Trimper during a visit to Nantucket Island.

It was a popular attraction for Ocean City’s visitors and people came to eat and shop, often tying their boats to the dock area on the bayside.

Shantytown contained over 30 small but unique shops including the Shell Shack, the Kite Loft, Donald’s Duck Shop, the Shamrock Shanty, Mason’s Books and the Dockside Deli.

After 27 years as a West Ocean City landmark, the Shantytown Village was razed in 2003 to make way for a residential development.
