Duncan also wanted to know if the village’s officers now have access to shotguns. “It said in the article that the shotguns are locked up and the key is withheld from officers by the chief,” Duncan said. “That is jeopardizing the safety of the officers and the citizens.” Mayor Dave Sharrock said that all officers have access to firepower but would not say if that specifically included shotguns.

Another issue that came up again at the meeting was regarding the council’s media policy. Sharrock said that Chief Joe Butler, who was originally scolded for talking with the reporter who wrote the article, is actually a designee and could talk to the media about the high turnover of officers. Council member Gene Toy disagreed since he said Butler did not clear the interview with the mayor or council before talking with the reporter. Sharrock said that Butler was actually misquoted at least twice in the

article. Toy also said he wants to see the bank statements of an account for a K-9 unit for the police department. “I have received Gene Toy Dave Sharrock several calls regarding this account and what left vacant by Aaron Buckis being done with the ner, who resigned at the money since we still do last meeting. Crawford to sell Sulphur Springs property By Matt Echelberry mechelberry@civitasmedia.com

NORTH ROBINSON — Colonel Crawford Local Schools is moving forward with selling the land where Sulphur Springs Elementary once stood. At its April 27 meeting, the school board approved the sale of the property to Liberty Township. Superintendent Todd Martin explained the district previously auctioned the land but it did not sell. Under Ohio Revised Code 323.74 and 3313.40, they are now allowed to sell the land to other government entities, including the township. He informed the board that the township trustees will buy the land for $1 and will also pay all closing costs. “We are making good on a promise that was made to the trustees years before I came to the district,” Martin added after the meeting. Liberty Township Trustee Jamie Sherk said the township does not yet have official plans for the property. “We’re looking to build some kind of monument for the school and the history of that building. But we really haven’t put a whole lot of thought into it yet,” he said. In the meantime, the township will be responsible for keeping the property maintained. The school’s demolition contractor is currently performing the final work on that property and the former Whetstone Elementary property, which is currently for sale as well.

The district will keep the land of the former North Robinson Junior High. Also, Studer-Obringer has begun work on the new high school wing. Martin said footers have been poured and sewer lines were installed earlier that day. They will move into the new wing in early November. The board approved several employment items that evening, including staff and coaches for next school year. When approval for the winter head coaches came up, Board member Mike Tinkey made a statement before abstaining from the vote: “In our society, we often judge coaches by wins and losses. But more important is teaching our kids the fundamentals of the game. I feel one coach has lost sight of this.” Tinkey did not state the name of the coach, but listed for approval were: David Sheldon as athletic director and boys basketball head coach, Mike Holtzapfel as boys and girls swimming head coach and Kyle Fenner as girls basketball head coach. The board also accepted retirement resignations from Industrial Arts teacher Mike Cauley, bus driver Roger Haas and custodian Mike Hensley. The three of them have a combined 112 years of service at the district. At the end of the meeting, Board President Tim Ley announced that the district’s annual audit report came back clean with no compliance matters. He recognized Treasurer Vickey Stump for a job well done and presented her with flowers. “I appreciate being here. This is the place for me because everyone is so kind and helpful,” Stump replied. “We’re very blessed with all the personnel we have,” Board member Norm Huber commented. The city continues to make progress toward being released from fiscal emergency, but an exact time frame has not been established. During the Financial Planning and Supervision Commission’s April 22 meeting, Financial Supervisor Belinda Miller gave a positive report on the city’s finances. “Streamlining the financial reporting over the last couple of months has been working out well. We’ll continue to

make improvements over the next couple of months,” Miller concluded. Mayor Tom O’Leary pushed for maintaining urgency in completing the final steps for release, after the next commission meeting was set for Aug. 19. Commission member LaMar Wyse agreed, adding, “It feels like the toughest part is done.” Sharon Hanrahan from the Office of Budget and Management noted that Galion’s fiscal emergency status is no longer a cash issue. “It has more to do

with how you got here,” she responded. Also during the meeting, O’Leary informed the commission of this year’s big ticket projects. He said bids opened last week for the final phases of the electrical upgrade, which will cost $3.3 million. Because the project will exhaust the Electric Fund’s capital outlay, currently at $2.9 million, the city is looking at covering the remaining cost using other capital money earmarked for equipment that will not be purchased this year.

There is also the $1.6 million reconstruction of Portland Way South. The city has already assumed borrowing $360,000 to cover a portion of the cost, but it will not likely receive an Ohio Public Works grant to help with the rest. O’Leary proposed utilizing extra revenue in the general fund, around $500,000, rather than borrowing a total of $860,000, in order to cut down on the debt service. The commission did not take action on either item.

A guide to travel insurance By Jason Alderman

A sudden storm, a missed connection or a family emergency can turn a hard-earned vacation or important business trip into a big disappointment. Travel insurance can save the day, but picking the right coverage requires research, cost comparison and above all, reading the fine print. A quick online search can make it easy to identify and price highly rated travel insurance carriers. But personal circumstances and coverage should be examined thoroughly before any trip reservations are made. First, travelers should evaluate their own life, home, auto and health insurance coverage. It is wise to call personal insurance agents to discuss the future trip and its accommodations and activities. The idea is to see where personal coverage ends and where additional travel insurance might be beneficial. Some travelers, for example, might be surprised to know that their homeowners’ policy actually offers liability coverage for out-of-state or foreign trips and their health insurance might offer full or partial evacuation insurance. Credit card companies may offer additional protection. List specific risks and circumstances surrounding the trip to discuss with insurers to determine whether additional travel coverage might be necessary. For business trips, employees should repeat this process with their benefits or human resources departments. Employers that regularly do business in risky areas where crime, geopolitical conflict or rough weather are common may have specific systems in place for these issues. But it is important to know how extensive an employer’s protections might be to determine whether you’ll need additional coverage. Travel insurance covers these main risks: Trip cancellation and/ or trip interruption, baggage loss, medical and/or dental, preexisting (medical) conditions and evacuation (medical or otherwise). It is difficult to cite average premiums for trips because every trip and traveler is different. Coverage for short domestic trips with basic coverage

for cancellation or lost baggage might cost some money; comprehensive coverage for a major world excursion may go well into the hundreds. Travel companies like airlines and cruise lines sell various forms of trip insurance, but it might be wise to buy directly from an actual insurance company in the travel insurance business, better known as a “third-party” carrier. Before you buy travel coverage, it is particularly important to know what the policy’s exclusion clause says. That section of the travel insurance policy indicates particular activities or circumstances that will prevent the payment of a claim. Insurance companies respond to claims when customers file documents properly. Travelers who need to make a claim should have copies of receipts, ticketing and paperwork relevant to losses such as flight delays, lost luggage or any other potential loss indicated in the policy. If the claim is the result of a criminal act, policyholders should make sure they obtain and file copies of police, hotel or other relevant documentation safely. Finally, it never hurts to visualize potential risks on an upcoming trip. Quick online searches make it easy for travelers to check on weather and potential conflicts at their destination. The U.S. State Department features its own global travel alert and warnings webpage (travel.state.gov) to prepare travelers for local crime, terrorist attacks or geopolitical conflict. The U.S. National Weather Service also features sites for long-term storm and hurricane prediction, though travel insurers will generally not issue coverage after a particular storm system is named. Bottom line: Travel insurance can be a financial lifesaver. However, it’s important to thoroughly evaluate such coverage in light of personal and business coverage you already have and, most of all, to read the fine print. OUR view

Response to HTI closing praised TIP OF THE HAT - To city and county officials for quickly taking a proactive response to the news of the closing of Hydraulic Technologies (HTI) in Galion. Losing a business in the city is never easy, but it’s encouraging to see how officials are actively working on helping displaced workers and finding potential new tenants for the 300,000 square-foot building. WAG OF THE FINGER - To the infighting that is continuing at Crestline Village Council over media coverage of the village and who is allowed to talk to the media. What’s interesting is that these discussions take place in front of the media during Village Council meetings, which shines a light on how village officials aren’t on the same page with each other. We’re concerned that if Crestline can’t agree on how to deal

with the media, how are they handling bigger problems that are currently affecting the village? The media’s role is to represent you, the reader. We implore Crestline officials to quickly figure out how to deal with us and focus on their most important issue: Effectively running the village. TIP OF THE HAT - To Cycling Sports Center for opening in Uptowne Galion. It’s a great business story and we’re pleased to see the business make a commitment to the area. And with the weather getting warmer, we’re anticipating that the business will stay busy during the upcoming weeks and months. TIP OF THE HAT - To Galion veterans Ray Lachance and Ted Cameron who recently took part in the Honor Flight to Washington D.C. We’re thankful for the sacrifice and service from all veterans and are

grateful to the Honor Flight organization that recognizes our heroes. TIP OF THE HAT The Colonel Crawford All-Sports Boosters who had a successful Corvette Raffle. They sold over 8,700 tickets around the country, which will generate funds for the sports programs. The raffle will make its 15th return next year and will give out a 1965 Corvette Stingray. TIP OF THE HAT - To the Pickle Run Planning Committee for adding another great event, the NFL’s Punt, Pass and Kick contest,

to the festival which is planned for July 4-5 in Galion. The event is continuing to sound more interesting as it gets closer. TIP OF THE HAT - To Megan Lyons and Dylan Gulley, who were named students of the month for March and April at Colonel Crawford. Congratulations! TIP OF THE HAT - To the Galion Health Department for weathering lots of changes in 2014. It looks like the agency is poised for growth in the upcoming year.

Protecting Ohio jobs from unfair trade At forums I’ve held across our state, Ohioans have made clear their opinions on unfair foreign trade deals. This week I echoed your voices loud and clear in Washington: the last thing we need is another NAFTA. Ohioans have felt the painful effects of these bad deals for years. This month I was in Dayton and met with Jimmy, who worked at Appleton Paper for 45 years. He was one of 400 workers laid off due to unfair trade in 2012. George, from Warren, Ohio, wrote to me about the factory closures that have affected his whole family—his wife lost his job at GE in Ravenna when that plant closed; his brother-in-law lost his job at Ohio Lamp in

Warren when that plant closed; and George’s own plant, WCI Steel, has closed its doors. Gary in Continental, Ohio wrote about the devastating effects of NAFTA on his entire community. The number of jobs at his GM Powertrain Foundry has dwindled from more than 5,000 to just 1,000 today, with more potential layoffs to come in the next few years. He writes, “NAFTA wasn’t good for our community and foundry, because our iron casting business went to Mexico.” We should not be fast tracking another bad trade deal that will only fast track more jobs overseas. That’s why I voted against fast track authority for the Trans-Pacific

Partnership, or tries who don’t TPP. The Street Department installed four large flower pots on the Public Square (one on each island) on April 23, to help beautify Uptowne Galion. The city paid for the pots and the Galion Betterment Commission will pay for flowers, which will be planted in late May. Betterment member Paula Durbin said the exact types of flowers have not been decided on yet. “But we want vibrant colors and a good variety in each pot. It will all come from local nurseries,” she commented. Durbin also said Betterment is always looking for donations for flower purchases, as well as volunteers to help with watering them.

Each company raised more than $10,000. Bucyrus YMCA won the Agency of the Year Award. Wertman cited the success of the Fitness Fun Fridays program as the major reason why.

Donley Ford of Galion and Goodwill Industries both won the Creativity in Caring Award. Donley held a Drive 4 Your Community event last October that raised more than $4,000. Goodwill held “Goodwill Gives Back,” a day in which 20 percent of all purchases at the store went to the campaign. It also a UWCC agency partner. achievement, and for understanding that making safety a priority is one of the most important steps they can take to keep their employees healthy and productive, and their workers’ compensation costs down,” said BWC Administrator/CEO Steve Buehrer. “Workplace injury claims in Ohio are down by half over the last ten years in part because of attentive employers that put safety first by utilizing resources like safety councils and using the knowledge they gain to instill safety at their workplaces.” Safety councils are organized by local business organizations to inform participants of

new safety standards and regulations, products and services, and provide a thorough knowledge of topics, including occupational safety and health, workers’ compensation and risk management education. Safety councils annually honor members with strong safety records. In addition to the Special Award for Safety, other awards such as the Group Award for Safety, the 100% Award and the Achievement Award were also given to various local businesses. Visit bwc.ohio.gov to learn more about joining a safety council.
