Sheriff: ‘We can make budget work’ By Melody Kinser mkinser@mechlocal.com “We can make this budget work this year.” That’s what Col. David R. Hines, sheriff, said last week as the Hanover County Board of Supervisors prepares to receive final presentations to the proposed $367.4 million budget this evening. On Tuesday, March 20, Hines talked about working closely with the supervisors and county administrator Cecil R. “Rhu” Harris Jr. The Sheriff ’s Office has been operating with seven frozen positions, and currently has three frozen positions, which is a move that will continue into the 2013 fiscal year. Hines said the supervisors, Harris and his staff approached him early in the budget process, “asking me about the needs of the department.

This is a tough budget year, but we’ve had tough budget years since 2008.” He said the cuts his office is making are in operations and capital – “and they’re not sustainable. During my budget presentation, that was a message that I gave the HINES board that we can make this budget work this year, but — if next year’s budget is reflective of this year’s budget — we’ll have to have serious conversations as to those services we’ll be able to provide to the citizens of Hanover.” Hines said he, his officers and staff “have see SHERIFF, pg. 4
