Blake: retiring means time to travel, consult By Melody Kinser mkinser@mechlocal.com Since 1987 when she accepted a position with Hanover County government, Marilyn Blake has, as she said, “worn so many hats – lots of hats, lots of office, lots of titles.” She has worn the significant “hat” of assistant county administrator since 1998. On April 30, she will retire from a position that saw her make Hanover County history. “I’ve always been the only female in county government.” “I started as a full-time volunteer coordinator, an office of one,” she recently said in her office at the

government complex in Hanover Courthouse. “From there, I have just grown with the county. I have had many great opportunities to do new things.” Of her colleagues, she has literally “come up through the ranks.” “It was almost like every two years I was getting more responsibilities and a new title and really a lot of growth.” She doesn’t mind that she hasn’t had a 40-hour work week through the years. “I have a very strong work ethic. Work has been so much a part of my life.” “I really credit a lot to Jack

The headstone for Capt. William Latane’ was unveiled Saturday by members of the Confederate soldier’s family. Latane’ was buried in a small cemetery on Summer Hill Farm. South Anna students win DI State Tournament Contributed Report news@mechlocal.com The South Anna Elementary Destination Imagination (DI) Team from Hanover County won the DI State Tournament held on Saturday, March 27, at Western Albemarle High School. The winning team, made up of six fifth-graders and one second-grader, competed in the improvisational challenge called Do or DI. Demonstrating creativity and teamwork, the team had to create a skit within a seven-minute time frame about something in danger of extinction. Additionally, the team competed in an instant challenge in which they had to solve a problem and present a solution under the watchful eyes of the judges. As a result of their success at the state tournament, the team will compete in the DI Global Finals in Knoxville, Tenn., on May 26-29. Members of the Hanover

Berry and Richard Johnson. I’ve worked under four county administrators – they were the two middle ones. They really had a lot of confidence in me and, I guess, understood my work ethic.” Because of that work ethic and commitment, she said the two “really gave me a lot of new opportunities and responsibilities.” As the responsibilities increased, she said “I think I rose to each one and then got another one.” When Johnson became county administrator, he opened the door for Marilyn to join his staff. As assistant county administrator, “I oversee all the human service agencies, and that’s the most difficult part for me to leave, because it’s such a critical need here in Hanover. Well, it’s a critical need anywhere, but there is so much more that we want to do and I feel really good about what I’ve done since I’ve been here. It’s a really good system and a collaborative system, which I’m very proud of, but there’s so much more to do. But I guess there’s always going to be more to do, there’s never an end. So, all I can do is be proud of what I have done.” Marilyn’s work has not been limited to Hanover County. “I have spent a lot of time on regional and statewide projects. I’m the intergovernmental person here for Hanover so I‘ve had the opportunity to really meet a lot of people in around the state in government and in nonprofits and in regional organizations.” She has been “very active with VACO (Virginia Association of Counties)” through her work in county government. “I think there’s a lot of opportunity for me now to continue doing what I really love, but doing it on a smaller than part-time basis. I don’t want another full-time job – I don’t even want another part-time job, but I would like a gig here and there.” Marilyn made significant strides for women in county government and considers herself “a role model for women here and in this profession. There aren’t very many women at this level, so I think that I’ve given some encourage. I think that I have encouraged other women to forge ahead.” To those she has mentored through the years, she has maintained a “Never say no” attitude. “I think that’s what happened with Jack and me when he was county administrator. He would ask me to do a project and I would say I’ve never done that before. ‘You’ll learn,’ he said, and so that’s

what happened. I have never said no to an opportunity and a new project. I think that’s just a really strong message to other women and to young people that are coming into public administration.” With retirement, she plans to share her expertise in consulting capacities. “I hope to use those contacts and those opportunities – I’ve already gotten a couple of feelers from people who have said ‘When you retire will you come help do something?’ ” “I’ve also done a lot of event planning. I was the chair for the 2007 National Association of Counties Annual Conference that was held in Richmond. It was huge. I loved it. I met a lot of people — I mean it was just fabulous and it was a very successful conference.” Attendance for the conference was more than 3,500. In 2008, she chaired the International CountyCity Management Association Annual Conference in Richmond, which attracted

4,000 people. “So I now have a reputation that I can do big event planning.” A recent compliment came from James O. McReynolds, the county administrator in York County, who said Marilyn “could bring together four people or 4,000 people and facilitate a good meeting.” “Before coming here I did a lot of nonprofit training, facilitating,” Marilyn said. “I also can do training on volunteerism, which is going to be great.” She called the volunteer program in Hanover County “robust” and said she is “excited about going to other local governments and other places to help enhance volunteer programs around the state.” “I also have worked very closely with the Board of Supervisors. When I came up here that was part of my job – to be the liaison to the Board of Supervisors. So I also am looking forward to going around the state and doing strategic planning, supervisors’ meetings and retreats.” In 1982, Marilyn left Dallas, Texas, for Richmond. She came to Virginia for a director’s job with a nonprofit. “I did that for almost five years and then was just look-

ing for something different.” That “something different” came her way when she saw an ad in a newspaper. “When I saw the ad, I had no idea where Hanover was,” Marilyn said with a grin. “I was in Henrico, a West Ender, so I came out here for the interview and they liked me and I liked them and the rest is history. So I now love Hanover County.” Life for Marilyn may have started in Texas, but the Richmond area “is home to me now definitely. When I came here in ’82 they were filming a movie about (President John F.) Kennedy’s assassination in the streets of Richmond. They said they were filming here because Dallas had looked like that 20 years earlier.” Like the communities and counties that make up the Greater Richmond area, Marilyn said “I feel like I’ve really grown with the metropolitan area.” Beaming, Marilyn talks about the main reason she is looking forward to retirement. It’s her husband Harry, who is already retired. They won’t be sitting home though. The summer is filled with travel plans, including a woodturning event in Raleigh, N.C. (Harry turns wood into fountain pens and wooden pens), a cousin’s wedding in Chicago, Hartford, Conn., for a Woodturners Association symposium and to Harry’s native New Hampshire to visit family. Before they return home, they also plan to visit Gettysburg. “We’ll be taking our time and we’re both looking forward to it – a lot.” “One of my reasons for retiring is to spend time with him – in the good times. We’re both very excited about that. Spending time together is going to be wonderful.” Due to her many work-related responsibilities, Marilyn said she “never had the luxury of time to travel.” She welcomes the notion “that we can go whenever we want to and come back whenever we want to.” Harry often joined Marilyn when she participated in or traveled to governmentrelated meetings. “My husband is the only male spouse, so I believe he loves that. And I believe that the ladies love that because he hangs (with them) when we go to a conference. For Hanover, he’s always been the only male, so it’s been a good partnership. It really has a been a great partnership.” “He is so supportive, just the best,” Marilyn said of Harry. “He’s let me grow with the county and it’s been really wonderful, because, you know, I don’t think you can get from volunteer coordinator to see BLAKE, pg. 8 `

Contributed Report news@mechlocal.com Search and Rescue K-9 Team members of the East Hanover Volunteer Rescue Squad recently completed a course in Pet First Aid. On March 25, they participated in a class in Pet First Aid, which is the immediate care given to an injured or suddenly ill pet as temporary assistance until competent veterinary care is available. The class is part of the American Safety and Health Institute curriculum. Properly applied first aid can save a pet’s life, reduce recovery time, and be the difference between temporary disability and lifelong disability. The program concentrates on basic first aid care. It is not

Coal is a way of life for many in West Virginia Dark. Damp. Deadly. Those three words quickly came to mind on Monday, April 5, when news about the mine explosion in West Virginia flashed across the TV. The body count continued to grow as the evening progressed. Coming from the coalfields of southern West Virginia, it was an automatic move to keep close tabs on Web sites. Sometimes you just know the news isn’t going to be good. Guess that too comes with having spent almost five decades in and around coal mining communities. There’s a strong sense of unity among neighbors in coal-dominated communities. As a child, it was common for most men in the neighborhood to work for the same company. Many times, that company was within walking distance from the houses. Reading, listening and watching the reports left a void on Tuesday as families learned the tragic fate of their loved ones. The opportunity to travel down into the earth to see the operations first-hand was offered in the 1980s. It may not have been the best career move to decline, but it was the choice made. From here, the notion of making a living underground may seem unfathomable. Throughout West Virginia, it is a way of life. It’s generational. And, sadly, sometimes it’s fatal. In the wake of this latest disaster, let’s remember lives lost and those left to mourn. And memories of coal linger . . .

want give you a “follow-up update” on an article I wrote in March in which I told you about the possibility that the Jewish Sanhedrin might sacrifice a Passover lamb on the Temple Mount in Jerusalem. Several of you have e-mailed me wanting to know my sources for that article and whether or not the sacrifice actually took place. The main source for much of my information came from the March edition of “Prophecy in the News” magazine. I checked the validity of the information in that magazine and found several confirming articles about the Korban Pesach event in secular Israeli newspapers such as the Jerusalem Post and Haaretz. From what I can glean from Israeli news sources to date, the sacrifice did not take place. A lawsuit was filed seeking to bar the Sanhedrin from carrying it out and a judge granted an injunction on the day of the event preventing it on the basis of “security concerns.” I appreciate all of you who have keenly been following this story and have shown such interest! Even though it did not happen, the very fact that it almost did, illustrates just how close we are to meeting our coming King!

ach spring in our daycare, our kids get a chance to be eyewitnesses to a miracle. Our director purchases “butterfly kits” – jars filled with tiny fuzzy worms… with worm food included! The children (and their parents!) become fascinated, waiting and watching each day as the tiny little caterpillars rapidly grow, attach themselves to the ceiling of their enclosure, seal themselves into a cocoon coffin and, after many days, finally emerge, miraculously transformed into beautiful butterflies! The word biologists use to describe this process is “metamorphosis.” That is also the word Paul used to describe and encourage a change that needs to take place in us. “Do not be conformed to the pattern of this world but be transformed (from the Greek: “Metamorpho”) by the renewing of your mind!” (Romans 12:2)

esus was the first – he died and was placed in a tomb (cocoon) then, on the third day, He rose again with a new glorified body never to die again! Because he died and rose again, someday we will literally have a “caterpillar to butterfly” metamorphosis! Those who believe, even though we may lie dead in the dust of the earth, when the trumpet call of God sounds we will break forth from our cocoon graves and go from being “worm food” to butterfly-like flight - meeting Him in the air in the twinkling of an eye!

ut that change is not the one Paul was referring to. We will indeed someday have a literal physical metamorphosis at the last trump, but the change Paul was talking about was one that is spiritual not physical –a change that comes from embracing our new identity in Christ. “If any man is in Christ he is a new creation. The old has passed and the new has come!” (2Cor. 5:17) This inside-out transformation begins at salvation and deepens as we “offer our bodies as living sacrifices.” In other words, when we yield completely to Christ, “dying to self.” See the cocoon? When we yield to Him and allow our mind to be renewed by the living word of God, we “put off the old man and put on the new man which is being made in the image of Christ!” (Eph. 4:22-24) See the butterfly? This transformation just as spectacular and no less miraculous than the metamorphosis that our little caterpillar friends are experiencing right now under the wide-eyed scrutiny of preschoolers witnessing God’s hand in action!

ow, what would you say about a butterfly who chose to live a caterpillar existence? Never spreading his beautiful wings, never taking flight to soar and smell the roses, he just continued to live like a caterpillar crawling around with the worms. I’d say that butterfly was allowing the world, his peers, his circumstances and his old identity to mold, shape and conform him into the old pattern. Many Christians do the same. Behavior flows from identity; we act like who we believe we are. So, who do you believe you are? Are you a saint? Are you a holy one? Are you chosen and dearly loved, forgiven, transformed, enabled, competent… more than a conqueror? The Bible says you are all that and much more in Christ!” Are you living out of your new “butterfly” identity or is your behavior flowing from your old “caterpillar” one? I suppose sometimes even butterflies feel like they are still ugly caterpillars, but their feelings are not the reality. The reality is: they have been changed forever…and so have we! So, regardless of how we feel, let’s quit worming around and spread those beautiful wings that Jesus paid so much to give us!

some questions on just how the Hanover County Sheriff ’s Office handles pursuits and how we work across inter-jurisdictional lines. In late 2003, members of the law enforcement community representing the City of Richmond Police Department, Henrico Division of Police, Chesterfield Police Department, the Virginia State Police, and the Hanover County Sheriff ’s Office held a number of meetings on how we would deal with police pursuits and “especially as they crossed into surrounding jurisdictions.” Each listed law enforcement agency brought their pursuit policies with them and a matrix was made from these policies which listed the pertinent points that any pursuit policy should have in place. Some of these points included: 1) the reason for the pursuit; 2) the time and location of the pursuit, i.e., school zones, shopping areas, etc.; 3) the volume of traffic at that particular time; 4) the time of day; 5) does the officer have a license plate that can be followed up on later; and 6) does the offense, if known, justify the pursuit, etc. In addition, the policy dictates the number of police vehicles that can actually be engaged in a pursuit. We, like most all of the other jurisdictions, restrict the number to no more than two (2) police vehicles engaged at a single time. Once we cross into another jurisdiction and we have one police representative from that

jurisdiction engaged, one of our police vehicles MUST disengage. As the pursuit continues into a second jurisdiction, then our remaining vehicle MUST disengage. The intent is to keep the number of vehicles actually in pursuit restricted to the least number necessary to affect an arrest and to be present when the pursued vehicle is actually stopped in order to protect the safety of the pursuing officer. Once the policies were reviewed by the law enforcement executives and the matrix put together, subsequent training was held to “train the trainers” of all of the jurisdictions mentioned above. This was accomplished throughout each of the law enforcement agencies and the “regional pursuit plan” was agreed upon by each chief of the participating agencies. The plan has been working as intended. As the Hanover County Sheriff ’s Office just achieved international and state reaccreditation, it must be noted that the Regional Pursuit Plan was reviewed in detail by our assessors on both occasions and overwhelmingly approved by the assessors as meeting mandatory requirements set forth by their respective organizations. While our surrounding agencies are also accredited through either the international and state organizations, or both, they too have been subjected to this same review. I wish to assure our citizens that I, nor any other chief law enforcement officer, take police pursuits lightly. We all shudder any time one of our offi-

I wish that we would never again have to become involved in pursuits, but I also know that the reality of it is that there are certain citizens in every jurisdiction that believe that he or she is above the law and will blatantly violate every law we have and never once give second thought to his or her actions. We cannot allow the criminal element the freedom to make a mockery of our lawabiding society and have law enforcement stand by and do nothing. Our officers have been provided the best training and best policy guidelines and I have confidence that all of this is taken into consideration when the decision is made to engage in or to terminate a pursuit. The records of the Hanover County Sheriff ’s Office reflect sound judgment and the application of this extensive training as each pursuit is reviewed in detail. While we habitually inform surrounding jurisdictions of our impending DUI checkpoints and invite them to participate, in the future we will not only notify them of the DUI checkpoints but of ALL checkpoints regardless of the nature if they are within a close proximity of their jurisdictional boundary. This has already been discussed with the Henrico Division of Police and it will become a part of our written policy. backed terrorist groups in Gaza have fired more than 200 rockets and mortars at Israel. Additionally, Hamas continues to hold Israeli Staff Sgt. Gilad Shalit in captivity after kidnapping him nearly three years ago in an unprovoked cross-border raid on Israel in which the terrorists killed two Israel Defense Forces (IDF) soldiers and wounded four others. Shalit’s captors, ignoring the Geneva Conventions, continue to deny the Red Cross access to the wounded soldier or provide any other information about Shalit’s welfare. At the 1993 Oslo Accords, Israel and the Palestinians agreed to a “land for peace” framework for ending the conflict. Although Israel carried out phased withdrawals from population centers in the West Bank and Gaza, the Palestinian Authority failed to fulfill its security commitments to disarm and dismantle terrorist groups. In 2003, Israel agreed to implement the Roadmap to Peace, a performance-based document

that provides a framework for a two-state solution and calls for an end to Palestinian violence and terrorism, including requiring all Palestinian institutions to end incitement against Israel. However, while Israel’s schoolbooks teach tolerance, Palestinian textbooks, media and official cultural events continue to promote and celebrate terrorism — even among children. In 2005, under the leadership of Likud Prime Minister Ariel Sharon, Israel unilaterally withdrew 9,000 of its citizens from the Gaza Strip and parts of the West Bank, a move that cost Israel approximately $2 billion. The objective was to turn land over to Palestinians and jumpstart a two-state solution. Instead, Iran-backed Hamas seized control of Gaza in a bloody coup against the Palestinian Authority, and, along with other terrorist groups, fired an estimated 7,000 rockets, mortars and missiles into Israel. Iran-backed Hamas still controls Gaza and its actions are devoted to the destruction of Israel. Hamas’s charter states, “The time will not come until Muslims will fight the Jews

(and kill them); until the Jews hide behind rocks and trees, which will cry: O Muslim! There is a Jew hiding behind me, come on and kill him!” In August 2006, following international pressure and the international community’s promise to keep Hezbollah from rearming, Israel signed a ceasefire agreement ending its defensive campaign against Iran-backed Hezbollah in Lebanon. Israel signed the ceasefire hoping it would lead to peace. Instead, Hezbollah used the agreement to refresh and increase its weapons arsenal: Before the conflict, Hezbollah had 10,000-15,000 Iranian- and Syrian-supplied rockets and missiles. Today Hezbollah has a stockpile of about 40,000 rockets and missiles, demonstrating that the international community’s promises to meet Israel’s security needs were not kept. Despite the Palestinians’ failure to end incitement, Foreign Minister Avigdor Lieberman and Deputy Foreign Minister Danny Ayalon both have agreed to honor the Roadmap. His entry was entitled, “Battle Relief.” Chloe Shermer, 9, of Mechanicsville, won a third place award in “To Our Children’s Children: The Battle of Hampton Roads Juried Art Competition,” with the entry “Battle Relief.” The art show, “To Our Children’s Children: The Battle of Hampton Roads Juried Art Competition,” charged contributors with depicting the famous standoff between the USS Monitor and the CSS Virginia on March 8 and 9, 1862. The show drew 125 entries from children 4 to 18 years old. Entries came from as far from the museum as Washington state, and as close as the Riverside neighborhood of Newport News. Winners

were announced at a reception March 5; the exhibit remains open through Aug. 15. Jonathan, 12, won first place in the 8- to 12-year-old category. Again, I feel that these restrictions are unfair based on the fact that the only other choice is to take my waste to the main solid waste facility off of U.S. 301. The problem with this facility is that it is not open seven days a week and closes at 4 o’clock when it is open. I get

associations or just about anywhere that Hanover citizens gather in order to better represent their interest in the General Assembly,” he added. “After all, the seat I am privileged to occupy is the people’s seat and I am merely the representative of the people’s business of the 55th District and it is imperative that we have an open and clear discussion with one another to efficiently represent the people.” Peace agreed. “With so much focus on Congress and local government’s school or law enforcement budgets these opportunities provide business and community leaders meaningful information about state government,” he said. Cox said the recent General Assembly session confirmed what Virginia lawmakers already knew. The state con-

tinues to record decreased revenues in a time of economic downturn, leaving this year’s legislative body with two choices, raising taxes or cutting state spending. “In a bipartisan agreement, the General Assembly chose the second option, to reduce the size of state government and refrain from further increasing the tax burden on Virginia citizens,” Cox said. Balancing the budget also was on Peace’s list of key legislative issues. “The state balanced a $4 billion shortfall in revenues without a tax increase. Simultaneously the car tax relief was also preserved in spite of the worst economy in 70 years,” he said. Cox said another pressing issue that affects businesses is transportation and that’s a problem that must be addressed.

“The budget crisis overshadowed any other major issue this past session, but we need to find a way to fix our transportation infrastructure problems that have been left unattended at this point. It may require a special session called by the governor . . .,” Cox said. He also cited reform in state government as a top priority. “With the reduced operating budget, we need to reform state government in a major way and I think Gov. McDonnell will lead the way in that effort with help from a group he is putting together to consider the best and most efficient way to accomplish that goal with as little impact on the average citizen.” Sen. While the review workload is at a reduced level, it is practical for the county to apply its resources to help its partners in the business community accelerate the initial stage of the review process. The current process has built-in features to expedite resubmittals, based on the quality of the first submittal and the resolution of initial deficiencies prior to the second submittal. The initial segment of the process allows about three weeks for reviewers to complete their plan review and send out their comments. There is then

Deadline nears for snow disaster public assistance Contributed Report news@mechlocal.com Thursday, April 15, is the deadline for counties, including Hanover, and private nonprofits to submit Requests for Public Assistance (RPAs) for damage resulting from the Dec. 18-20, 2009, severe winter storm and snowstorm. According to the Virginia Department of Emergency Management (VDEM) and the Federal Emergency Management Agency (FEMA), Virginia became a presidentially declared disaster area on Feb. 16. “It is important for every eligible locality or private nonprofit organization with snow

damage to get help. Some local officials and organizations aren’t aware they may be able to receive reimbursement for their expenses recovering from the storms,” commonwealth coordinating officer Michael M. Cline said. Eligible applicants include the commonwealth, local governments and certain private nonprofit organizations. The funds are available on a cost-sharing basis, for emergency work and the repair or replacement of facilities damaged by the storms. Funds also are available to designated jurisdictions for emergency protective measures (Category B), including snow assistance.

HHS team heading to robotics competition Contributed Report news@mechlocal.com Hanover High School students and their robot “Stephen Colbert” will be competing this week in the First Robotics Competition at the Georgia Dome in Atlanta. The local group heads into competition with the motto: “There is no off season.” Hanover High’s team will be among more than 342 teams -- 10 from Virginia -from across the United States and five nations, Australia, Brazil, Canada, Israel and Mexico that qualified during regional competitions. The international event will be held Thursday through Saturday, April 15-17. In three-team alliances, the students will go head-tohead with the competition in a high-tech game of soccer called Breakaway, where their robots will earn points by kicking or herding balls into goals, even as opposing robots try to block their way. Famous painting was inspired by Confederate captain’s Hanover burial By Jim Ridolphi news@mechlocal.com It’s an image that is engrained in the memories of anyone growing up in Virginia through much of the 20th century. The Burial of Latane’, painted by William Washington in 1864, depicts a small group of Southern women and children assisted by slaves as they bury a fallen hero. The portrait stirred a sense of commitment in the South and a realization of the true sacrifices made by Southern women during the war, and the death of Capt. William Latane’ of Essex County, a member of the Ninth Virginia Cavalry, Company F, is a story with deep Hanover roots. The site of Latane’s burial lies just east of Studley Road in a small cemetery on Summer Hill Farm. For years, the former doctor and Confederate officer rested peacefully in the family cemetery in an unmarked but well maintained grave. That all changed Saturday when members of the Capt. Wm. Latane’ Camp #1690, Sons of Confederate Veterans, dedi-

cated a headstone to the fallen officer, complete with full CSA military honors. Almost a century and a half after he fell on a field not far from the plantation, more than 100 family members and friends gathered to unveil the stone marking the spot the famous painting portrays. The story of Latane’s death is an intriguing tale of irony, bravery and dedication. Following the incident, news of the funeral was published in the Richmond press, and the account immediately drew the admiration and respect of fellow Southerners for the women who buried Latane’. But the story begins much earlier in 1862 when Union Gen. George McClellan moved his Army of the Potomac to the Richmond area in the Peninsula Campaign. The city seemed in hopeless peril when Gen. Robert E. Lee assumed command of the Army of Northern Virginia after Gen. Joseph E. Johnston was wounded in battle. The situation called for a flair readily supplied by flamboyant Southern cavalryman J.E.B. Stuart, who assembled his band of horsemen and rode around the Union Army, supplying important intelligence and enemy positions and strengths back to Gen. Lee. The ride was a legendary moral boost for the South and a strategic success, but not without cost. Latane’ assumed command of a squadron when another leader was absent from the mission. The captain, a former Essex County physician, encountered Union troops near Old Church and some accounts tell of his being shot as many as five times after a furious hand-to-hand battle with the Union commander. Latane’s brother, John, removed the dead captain from the field and proceeded to the nearest plantation to arrange a proper funeral. Westwood, still standing today, and its owner, Mrs. William Spencer Roane Brockenbrough, assumed

the responsibility and called for slaves from the neighboring Summer Hill Plantation to build a coffin. Mrs. Willoughby Newton of Summer Hill reportedly read the scripture while children and slaves bowed their heads in reverence as Latane’ was laid to rest. A poem written shortly after Latane’s death and published that summer, coupled with the 1864 painting, evoked a sense of deep pride in the patriotism of Southern women and offered solace to the widows of slain soldiers who found peace in the fact that strangers would take care of their husband’s remains. Members of Latane’s family offered floral tributes to the fallen captain, and members of the St. Andrews Legion played an appropriate collection of songs on the bagpipes. Jefferson Ellett of Latane’ Camp #1690 said the spirit and sacrifice of Latane’ deserves more than just a moment of reflection. “We stand here today on hallowed ground. He was a Virginian. He was an American hero and a child of the Almighty.” Allen Mock, representing the Virginia Society Military Order of the Stars and Bars, offered a moving tribute to the Confederate officer that captured the mood of the ceremony. “Men like Capt. William Latane’ often go without notice of recognition in today’s world,” Mock said. “They offered a service for their country and asked for nothing in return. Capt. Latane exemplifies the very best of the Officers Corps of the Confederacy.” Featured speaker Arthur Taylor, Hanover Historical Society president and former Capt. William Latane’ Camp #1690 commander, delivered a detailed account of the incident in which Latane’ was killed and his eventual burial. “The ladies of the South did what they are known for today. They took care of what had to be done. The ladies buried him

right here where we stand at Summer Hill.” Summer Hill Farm is still owned by the Newton family and many members attended the ceremony. Descendants of Latane’ also attended the event, and one said it was his first visit to the gravesite but not his first attempt. Lawrence Latane’, a former staff writer for the Richmond Times-Dispatch, said he was glad to finally find the actual gravesite. “I had driven around one time years ago trying to find it and found Summer Hill,” Latane’ said. “I saw this grove of trees from the road and assumed it was the graveyard but wasn’t sure.” Like many Southerners, Latene’ is familiar with the famous picture. “I grew up with it hanging on the wall, but this is my first visit to the site,” he said. Latane’ now farms in Westmoreland and never envisioned such an elaborate ceremony for his great-great-uncle. “I never thought I’d be standing here at an event like this, but I am impressed and I think they did a great job.” Regarding the painting, Latane’ respects its impact and unique place in the legacy of the Confederacy. “It kind of romanticized the war, and it’s a unique piece of art,” Latane’ said. “It’s an odd piece of Virginia and most people in this area know something about it.” The painting originally hung in a Richmond studio, but was moved to the State Capitol to accommodate the large viewing public. In 1868, A.G. Campbell produced a steel engraving of the painting with Washington’s approval. Today, the engravings sell for thousands of dollars on Internet sites and many Virginia homes still prominently display the famous icon. While reports vary, the original “Burial of Latane’ ” reportedly hangs in a private residence in Gloucester County, but Lawrence Latane’ cannot confirm that. “I’ve never seen it.”

Four juvenile Hanover students who authorities say were victimized by a teacher and his school-nurse wife testified for the first time on Thursday, sitting within feet of the accused couple. Each of the victims, some in tears when they left the courtroom accompanied by friends and family members, testified in Hanover Juvenile and Domestic Relations District Court at a 2½-hour preliminary hearing. The proceeding was closed by the judge to the media and the public.

The exclusion was sought by the prosecution and defense lawyers under a statute that allows a juvenile-court judge to permit juvenile victims in sex-related crimes to testify in private. Assistant Commonwealth’s Attorney Shari L. Skipper declined comment on any portion of the testimony, saying only that Judge Michael HuYoung found sufficient cause to certify charges against Craig and Angela Linnon, 49 and 44 years old, respectively, to a grand jury. The Linnons, married in April last year, lost their jobs at the Hanover Center for

Trades and Technology after their arrests in January. Each faces five felony counts of taking indecent liberties with a juvenile and one felony count of using an electronic device to solicit a juvenile. Authorities say the offenses took place late last year at the school and at the couple’s home in the 9300 block of Guenevere Place. Both Linnons, who have been released on bail, face up to 35 years in prison if convicted on all counts. The case could go to trial sometime this summer. Angela Linnon is the mother of four children.
