Stuart Cook, Hines found Gooding’s performance to be so impressive that he named him Officer of the Year. What makes his selection especially noteworthy is the fact that Cook had recognized Gooding as Rookie of the Year last year. With the back-to-back designations, the officer made history in the Hanover County Sheriff ’s Office. “Deputy Gooding’s exceptional performance during 2010 is representative of his preparation, strong work ethic and desire to ensure the safety of the citizens of Hanover County,” Hines said.
