HANOVER -After months of public community informational meetings and a host of Planning Commission workshops, Hanover County’s Comprehensive Plan 20172035 draft proposal is ready for the Hanover County Board of Supervisors’ consideration. The Planning Commission began working on the draft document last May followed by a group of community meetings in the summer. After a number of board workshop sessions, another group of community meetings was held in the fall. Commissioners adopted the draft in September. IRS scam warning issued
T
he Hanover County Sheriff ’s Office is making the public aware of a sophisticated phone scam targeting taxpayers, including recent immi-
grants. According to Sgt. James R. Cooper, callers claim to be IRS employees, using fake names and bogus identification badge numbers. They may know a lot about their targets, and they usually alter the caller ID to make it look like the IRS is calling. Victims are told they owe money to the IRS and it must be paid promptly through a gift card or wire transfer. Victims may be threatened with arrest, deportation or suspension of a business or driver’s license. In many cases, the caller becomes hostile and insulting. Victims may be told they have a refund due to try to trick them into sharing private information. If the phone isn’t answered, the scammers often leave an “urgent” callback request. Note that the IRS does not: n Call to demand immediate payment using a specific payment method such as a prepaid debit card, gift card or wire transfer. Generally, the IRS will first mail a bill to any taxpayer who owes taxes. n Demand that you pay taxes without the opportunity to question or appeal the amount they say you owe. You should be advised of your rights as a taxpayer. n Threaten to bring in local police, immigration officers or other law enforcement to have you arrested for not paying. The
IRS also cannot revoke your driver’s license, business license, or immigration status. Threats like these are common tactics scam artists use to trick victims into buying into their schemes. When you receive a call from someone claiming Metro Creative Graphicis to be with the IRS and notifying you that back taxes are due, do not provide them any personal information. Remember, if you have caller ID and you don’t know the number displayed, do not answer the phone. Let the call go to your voicemail/answering machine and you will decrease your chances of becoming a victim. If you or a loved one have received one of these calls, and are at a monetary loss, contact the Sheriff ’s Office immediately by calling 804-365-6140. You also can report IRS scam calls to the Federal Trade Commission at www.ftccomplaintassistant.gov or the Treasury Inspector General for Tax Administration at 1-800-3664484.

Active case of T B confirmed at Atlee High School Staff Report news@mechlocal.com MECHANICSVILLE -- The Hanover Health Department recently notified Atlee High School that one active case of tuberculosis (TB) affiliated with the school has been confirmed. Health Department officials have reassured us that this case has been contained, and there is no ongoing risk of TB transmission at AHS. We have been further reassured that the risk of transmission was low in this instance, Dr. John Wheeler, principal, said in a recorded phone message and email to parents and guardians. They were notified around 11:30 a.m. on Thursday, Feb. 1. An informational meeting was held Monday, Feb. 5, in the AHS auditorium about TB and the risk of TB transmission.
During the meeting, Hanover Health Department staff and TB experts from the Virginia Department of Health were available to answer questions. Dr. Thomas Franck, director of the Chickahominy Health District, sent a letter to the Atlee High School Community providing facts and notes about TB. They include: l TB is an airborne FRANCK communicable disease caused by bacteria that are released into the air when a person with active TB disease coughs, speaks, laughs, sneezes, or sings. l TB is difficult to transmit to another per-

son. It does not thrive outside of the body once it makes contact with a surface. For instance, TB cannot be contracted from someone’s clothes, drinking glass, eating utensils, handshake, toilet, or other surfaces. l Persons can become infected with TB if they spend a lot of time with a person who has active TB disease. l TB infection alone does not make people sick or contagious, and persons with TB infection do not necessarily have TB disease. Having TB infection means that TB disease could develop in the future. l Some typical symptoms of active TB disease are: persistent cough (three weeks), fever, night sweats, weight loss, decreased appetite, and fatigue. l Both TB disease and TB infection can be treated with medication.

It’s become more than what’s in a name By Melody Kinser Managing Editor In the spirit of transparency, I’ll start by using the old saying, “I don’t have a dog in that fight.” I did not attend Hanover County Public Schools, so I won’t offer an opinion at this time about changing the names of Lee-Davis High School and Stonewall Jackson Middle School. I’ve been reading and listening to the pros and cons about removing the Confederates’ names from the schools. Those who don’t want the names changed are vocal and passionate. I suppose the same could be said for those who think it’s time to step away from what they perceive as a stigma from the Civil War era -- specifically slavery. Granted, my Civil War knowledge came from
the perspective of being raised in a state that separated from this one during the “War Between the States.” In the fifth and eighth grades, we were taught about West Virginia’s beginnings in 1863. As I recall (and it has been a long time), we didn’t study the war per se. Our history lessons focused on the North won. There wasn’t an emphasis on the military minds involved in those horrific battles. I’ve known people who did not agree with the South’s position, but were respectful of Gen. Robert E. Lee’s strategic prowess. The leadership of Hanover County Public Schools and the Hanover County School Board is seeking the input of residents on the topic of changing the schools’ names. In the meantime, if you are for or against changing the names, go to the survey site and express yourself. Some may think the school board is between a rock and a hard place with this issue, but seeking your input is a start.

As our country debates a change in immigration policy, the discussion prompted me to inquire about my family’s story, and how coming to America not only changed the life of my grandfather, but the generations of family that followed. I remember him as a small man, careful with words but always thoughtful and compassionate.
As a child, I have fond memories of the feasts hosted by my grandfather, the big bowl of spiked eggnog at Christmas or the seafood buffets. I searched for more evidence regarding my grandfather who immigrated from Corsica and settled in Montgomery, Alabama. As a child, we heard stories about how Papa opened a lunch counter at a young age and stood on a soapbox to access the customers seated at the bar. Finally I discovered an obituary

Fred Louis Ridolphi was born in 1871 on the small island of Corsica, and at age 12 was sent to America by an overprotective mother who didn’t want her son drafted in the French Navy. He was met by James Vencentelli in New York, and traveled to Montgomery to join a small Corsican
community in the city. After working at several restaurants in the commerce area of Montgomery, Papa acquired The Pickwick in 1905. The diminutive restaurateur had married my grandmother six years earlier and begun a family. Questioning funding if name changes take place I recently read in The Mechanicsville Local that Hanover County Public Schools teachers will not get a raise this year. This brings up the issue of where our tax money is being spent. The Hanover County School Board is discussing changing the name of Lee-Davis High School. Where is the money coming from? We cannot give teachers an increase in pay but we can spend a large amount of money to change the name of the schools? The history of Hanover County is deep in the Civil War. This is our history. Look up the definition of history: What happened in the life of a people, country, science, art, etc. Why do we want to erase this? If you do not like the history, move to another county. I have heard it said that the name of Lee-Davis upsets some students. Where I went to high school my biggest worry was “looking at someone” while walking in the hall or classroom the wrong way and getting beat up. This was a daily occurrence; a name of a school is a little thing. If you have tax dollars to spend, the teachers should be given a raise. Mary Crowder Mechanicsville

was well known throughout the South. Papa’s restaurant sat below the Clancy Hotel. The city’s Southern League baseball team and many of the players ate downstairs at The Pickwick. New York Yankees manager Casey Stengel was just a player in those days, and he and Papa became close friends and spent evenings discussing politics and baseball. The article listed a number of notables who dined at The Pickwick. Some of the names I recognized, but most I didn’t. Stage performer George C.
Cohen, James Stewart and Al Jolson “always headed for the Pickwick when they reached town.� The article spoke of Papa and his relationship with his staff, a dedicated and lifelong group of waiters who my grandfather considered family and often visited his home. The article states, “Pickwick waiters were in a class by themselves, with special distinction that accompanied them through life.� As I read on, I realized the attraction of discovering one’s past, or digging up a history little known, at least to me. Papa’s most important contributions also were listed in the
article. He fathered 10 children, my father located somewhere in the middle of that batch, and raised his family with little indication of his humble beginnings. It’s only the story of one immigrant, a single snapshot of one unskilled dreamer who exited a steamship and began a path to achieve that dream. His story is our story, the tale of an American heritage that unites all in the single facts surrounding our origin – the fact that someone in most of our families took that step at a moment in history. HANOVER – The Hanover County Sheriff ’s Office will be hosting its 11th annual Senior Citizens Police Academy from 9 a.m. to noon every Thursday from April 12 through June 21, at the Montpelier Community Center at 17203 Sycamore Tavern Lane. There will be no cost for the participants. Class size will be limited to the first 30 seniors who register. The program will be available to seniors 55 years of age or older who are residents, business owners, or county employees. Applicants also must be willing to submit to a back-

Officer Chip Watts of the

to the hospital with non-lifethreatening injuries. Stevens was transported to the Pamunkey Regional Jail without incident and held without bond. This is an ongoing investigation and APD encourages anyone with information regarding this crime to call 412-

Tom and Claire met in London, England, during World War II, where they were married on October 18, 1945. Tom was a Captain in the U.S Army Air Corps assigned to the 326th Bomb Squadron, 92d Bombardment Group 8th Air force. Claire was a 1st Lt. U.S. Army Nurse Corps stationed in London. Following the war, he worked in the insurance business and raised his family in Middletown, New Jersey. In 1973, he was transferred to Richmond, where he was the Claims Manager for the Continental North American Insurance office. Living in Mechanicsville, both Tom and Claire were active in the Walnut Grove Baptist Church, both serving as deacons. In June 2005, they moved to Maidens. Tom was an avid fisherman and hunter. He was an outgoing gentleman, quick to tell a story or a joke, or pull a prank. He was a member of Oakland Baptist Church in Gum Spring. He was a lifetime member of VFW Post 9808 in Mechanicsville. The family wishes to thank the loyal and dedicated staff at Sitter and Barfoot Veterans Care Center. A memorial service was held at 1 p.m. on Friday, February 2, 2018, at the Mechanicsville Chapel of Bennett Funeral Home at 8014 Lee-Davis Road in Mechanicsville. VIRGINIA PRYOR Virginia Eggleston Pryor, 95, passed away on Wednesday, January 31, 2018, in Mechanicsville. Virginia was born in Washington, D.C., to parents, Francis H. and Vivian Swink Walters, who predeceased her. She also was predeceased by her brothers, Francis, Norman and Ronald. Virginia was the wife of Cary L. Eggleston Jr., who passed away in 1988, and William PRYOR H. Pryor, who passed away in 2015. She is survived by her five children, Linda E. Hubard of Richmond, Stephen L. Eggleston of Rio de Janeiro, Brazil, John C. Eggleston of Cedar Grove, New Jersey, Frances E. Horna of Huntersville, North Carolina, and Susan Collins of St. Paul, Minnesota;10 grandchildren and six greatgrandchildren. Virginia grew up in Washington, D.C., until the age of 10, then moved to Richmond, where she graduated from John Marshall High School. She attended Madison College in Harrisonburg, and lived briefly in Baltimore, Maryland, after World War II, before returning to the Richmond area in the 1950s, where she remained until her
death. Virginia was a teacher of fifth to seventh graders for 18 years at Hanover Academy in Ashland, and active with the Girl Scouts chairing the cookie sales. Always an avid art history and art work enthusiast, she would show her artwork at Covenant Woods. For many years she was a reader for blind listeners for The Voice of Virginia. A memorial service was held at 2 p.m. on Saturday, February 3, 2018, at Woody Funeral Home-Atlee Chapel at 9271 Shady Grove Road in Mechanicsville.
JAMES TAYLOR James Andrew Taylor passed away peacefully with family by his side on January 19, 2018. He was born on November 27, 1929, near Barnesville, Georgia, to the late Lawrence and Iris Taylor. He was a loving husband, dad and pawpaw. He was married to the love of his life, Ruth Belton Taylor, for 64 years. The two TAYLOR began their lives together in Burlington, North Carolina, where their three children were born and raised till 1977. He began his career at Western Electric, which transitioned into AT& T and eventually Lucent Technologies. It was his career with them that brought him and his family to the Richmond area, where he settled in Mechanicsville. Upon his retirement, he worked at the Missionary Learning Center in Rockville. About 60 citizens took advantage of a public meeting regarding the Comp Plan last week as Planning Director David Maloney fielded questions regarding the 2017-2035 update and the changes contained in the plan. One of the most significant recommended changes is the expansion of the Suburban Service Area to include areas in the western part of the county that borders Goochland and Henrico counties. Maloney said the expansion was prompted by requests by two landowners who are developing properties in the area and coordinates that mostly commercial growth with Henrico and Goochland. “As a result of requests of property owners just west of that line, it’s better to coordinate our land use and growth with Goochland County and Western Henrico. The Planning
Commission received a request for a minor expansion and that was included in the draft,” Maloney said Comprehensive Plan Citizens Engagement Committee member Martha Wingfield voiced her objections to the expansion, especially the reason that prompted the change. “I’m a little confused about your explanation of why the Suburban Service District is expanding around Hylas,” Wingfield said. “In all the years I’ve gone to Comp Plans here, I’ve never heard anybody say we’d like our land use to look more like Short Pump and that looks like an encroachment of Short Pump coming over to Hanover.” “The two people who requested this are not Hanover residents -- I think they are business owners in Henrico or Goochland,” Wingfield continued. “ It seems we ought to listen first to what Hanover residents are saying they want their county to look like.” Wingfield added that she was not aware there would be

Another point of contention was the inclusion of a new section addressing healthy living in the county, a plan that includes walking and bike paths where feasible when new developments are approved. “An active community, one that is engaged, is not only a healthy community but a strong community that strengthens interactions among residents and also enhances safety,” Maloney said. Some residents said they felt that plan might inhibit the county from funding other, in their minds, more important issues facing the county like secondary road upgrades and construction. Sidewalks and pedestrian paths are required in RS and RN zoning districts in the current plan, and Maloney said VDOT (Virginia Department of Transportation) requires those components on new roads that can accommodate bike and pedestrian travel, but those requirements can be waived in certain situations like percentage of cost or safety concerns. “What this part of the plan really is intended to do is provide guidance for the county to more strategically think how we implement these policies,” Maloney said. “It really is intended to be just a guide to help us make those strategic and critical decisions. It’s not a regulatory document. It’s a guideline.” Mary Lynn White sat with a group of supporters of the new
section of the Comp Plan that addresses healthy living, including bike and walking trails. “I feel a need to speak in favor of that section,” White said. “As one group of us are here tonight, and been to every meeting for the last six weeks or six months, I’m excited that the county has been willing to include the language and guidance for thinking about how we can help our community be health-driven and safe,” White said.” There’s nothing that says the county has to spend money on this.” Other speakers voiced concerns regarding metrics used to evaluate planning decisions, and said more emphasis should be placed on the economic and social benefits of agriculture and rural properties and their contributions to the overall quality of life in Hanover. Another proposed change tweaks the balance between commercial and residential balances in multi-use zones. Currently, the plan calls for a 35% commercial component, and the new plan raises that portion to 50%, an equal split with residential units. “There’s a desire amongst many individuals to be able to live closer to services and amenities and employment and reduce commuting times, so, again, this plan is aspirational. It doesn’t mandate anything but it provides opportunities for a variety of different types of development, economic development and employment and provides a variety of differ-

Several intersections known as commercial nodes in the county are slated to be zoned commercial, a change from their current agricultural designation. Maloney also outlined a thoroughfare plan that featured few revisions from the previous plan, removing two perspective roads on the map that are no longer needed or practical. The director said the current proposal established the lowest rating for Hanover roads at a “D� level, meaning there are moderate delays at peak times at major intersections. The proposed plan lists current road projects slated for coming years that have acquired some form
of funding, and a tally of roads needed where no monies have been located or allocated. Maloney emphasized the Comp Plan update, a process required by the Commonwealth every five years, is just a plan and is not a “regulatory document.� But resident Larnie Allgood, a regular attendee at board meetings, said the Comp Plan is often viewed as the deciding factor when cases are decided, and supervisors point to the document as more than just a guide. “I know the existing Comprehensive Plan was sometimes interpreted as being a mandate. I’ve sat here on numerous occasions and heard people say that the Comprehensive Plan allows it so we can’t say no,� Allgood said. The proposed plan also makes slight adjustment to land use guidelines for several zoning districts, Land use densities for Suburban General has been changed from a density range of

The plan also proposes a new park in the Cold Harbor District, but one speaker questioned the wisdom of that vision. “Could you explain the overarching need for a park in the Cold Harbor District when the master plan clearly states we need guidelines for acres of parks in the county?� asked Hank Keiper. “Why take this historic area that is surrounded by federally protected wetlands?� “I think the overarching need is the need to provide recreational amenities closer to that population center and the ability to provide ball fields and other amenities to serve a population that really does not have any significant recreational areas in close proximity,� see COMP, pg. 21 }

Other government employees were not. When are the American people going to say enough? We need to get things on our ballots like term limits for Congress, travel limits back and forth to their states on public airlines, coach, not first class unless they want to pay for the upgrade out of their own pockets. We also should be the ones who vote on whether they get a pay raise or not. Limit the trips the President makes on the presidential plane to what is OK’d by a committee of three, one Republican, one Democrat and one Independent. Take away the retirement pay that they get now, and I believe they voted for themselves. We also need to make the Congress and President live on the same Social Security and Medicare that we have to. They make so much money doing
speaking engagements that they don’t need to get the same pay they get after they retire. We can get out of NATO and use that money to build the wall. It’s time to take care of our own country, our own people. We have people living in poverty here. Let them work the jobs the illegals are getting. I know they don’t pay that well, but if they don’t want to work take away their food stamps. Things in this country can be fixed if the big babies who run this country are voted out. We have 535 members of Congress: 100 in the Senate and 435 in the House of Representatives. With all that, nothing gets done. It’s time to make a change, people. For those who watched the State of the Union address, the message about the dramatic rise in the stock market wasn’t the showpiece; or skyrocketing 401(k) and college tuition plans; or record-setting low unemployment rates; or tax cuts; or American heroes; or bonuses for millions of American workers; or the advent of new factories; or grieving parents of victims killed by MS-13 thugs; or companies investing billions of dollars; or “Americans are dreamers, too.”; or a resilient North Korean refugee fighting tyranny; or any message President Trump had to deliver. So what was the showpiece? It was the group of congress-
men from the Democratic Party huddled together, collectively sulking, unprofessionally defying Trump’s speech, even though it was in perfect harmony with American ideals, principles they should enthusiastically espouse. It was a counterattack based on personal bias against the speaker. How dare America flourish with him as its leader, thrive without them? To this citizen, the demonstrative sit-in was an eye-opener to say the least. These people are apparently much more divisive, more inflexible than I had envisioned. How will it be possible to negotiate important policy matters or even hold a simple conversation with people so recklessly obstructive, egotistically inclined? These are supposed to be enlightened representatives of the people, many of whom are well into the senior phase of life, yet they behaved
like spoiled brats not getting their way. Don’t they realize Americans don’t want terrorists or gangs running freely amongst us? Don’t they understand that loyalty to the flag or loving America is not optional? Or that being free to praise God or to earn livelihoods are privileges that must be defended? Apparently not. However, this is not their country nor is it Trump’s nor is it anyone’s. It’s our country, a fact Trump repeatedly echoed by consistently using the pronoun we, not I when referring to America’s progress and future. Politicians are only part of the act. order, and we dislike people setting their own rules or bullying us. We are here because of immigrants that made America great; thus, we don’t detest them; we simply expect them to undergo a lawful vetting process like our forefathers did. And should they gain citizen status, we expect them to assimilate into our society as productive members of it, not destructive or dysfunctional burdens that harm it. These congressional protesters don’t seem to understand
what it would be like to live under a dictatorship or communism or how quickly it could happen here in the USA. Trump is correct. There are forces in this world that would gladly crush us given the opportunity. The only peaceful deterrent is military power, strength that hopefully would never have to be unleashed. School division needs to rethink laptop purchase
school students. Maine’s current governor refers to the program as a “massive failure.” Do laptops help learning? Hanover is known for its cautious, “wait-and-see” approach when it comes to innovations in education and is behind its counterparts, Henrico, Chesterfield and Goochland, which have each adopted their own approach to 1:1 initiatives, with varying degrees of success. I urge citizens to look carefully
I hope that Hanover County Public Schools will take another look at their proposal to purchase a laptop for every high school and middle school student-an initiative projected to begin in 2022. Research is indicating that laptop initiatives do not positively impact student learning. I encourage Local readers to read the following article from an NPR story detailing the experience of the only state, Maine, to provide laptops for all of its public

at upcoming budget proposals that include details of allocations for the student 1:1 initiative, compare them to the programs in the aforementioned localities, and reach out to elected officials and division administrators if they have questions. Hanover’s infrastructure is in need of continuous improvement. The citizen growth rate will not remain flat forever, especially with burgeoning development. Hanover’s experienced teacher professionals are salaried at a rate below the state and national average. In addition, there is an alarming decline in the number of college-aged students entering the field of teach-

Atlee benefits from burst of PH mistakes By Dave Lawrence Sports Editor ASHLAND – Patrick Henry’s boys basketball team had been playing catchup to visiting Atlee all night, and, as the game came to a close, it looked like the Patriots just might overtake the Raiders. Patrick Henry had closed to within five points with 1:51 left to play before disaster struck. First, a foul on Patriot player. Then a technical when the player reacted too strenuously in frustration with himself. Then, as referees were setting up the free throws, another Patriot player said something untoward to an Atlee player – then lunged at the Raider, leading to two more technical. On the line was Atlee’s Jayce Catterton, the player who was initially fouled, who faced eight straight free throws. Catterton was the perfect man for the job, sinking all eight to give the Raiders plenty of breathing room in their 64-54 win in the nightcap of a doubleheader at Patrick Henry Friday night. Before they slipped off the ledge, the Patriots had Atlee on its back foot. “It definitely helped us get a bit of a cushion. That was nice – especially late in the fourth quarter. It was good timing for us,” said Atlee boys head coach Rally Axselle. “When I subbed – I took three guys out, three

Baxter wins district all-around gymnast title By Jonathan Howard For the Mechanicsville Local MECHANICSVILLE – Following Friday night’s Class 1-4 Richmond District gymnastics championships, Patrick Henry’s Sierra Baxter felt a sense of relief. “I’m just glad my season isn’t over yet. … That’s the one thing, make it last as long as I can,” she said. Patrick Henry’s star senior moved on to the Region 4A championships this week winning the All-Around championship with a score of 35.6. She finished first in the balance beam and floor performance while finishing second in the parallel bars – despite coming back from a back injury. “I think that Sierra, and all my girls, have done really well,” said Patrick Henry head coach Madison Bray. “I’m proud of Sierra because she’s just come back from being on a leave from an injury, so her coming back in and doing as well as she has is great.” Baxter will be joined by teammates Ambra Eddleton (parallel bars) and Madison Spence (floor performance) at the regional championships, which will be held at Woodgrove High School in Purcellville Friday. Eddleton finished tied for seventh in her event with a score of 8.05, but will advance after after other qualifiers had to withdraw from the region meet. Spence likewise finished seventh with a score of 8.375, but advanced in the same fashion. Bray commended her qualifying athletes’ performances, but also gave a nod to freshman Savannah Philblad, who scored an 8.0 in the vault. “[Savannah] did exceptionally well in vault,” Bray said. “She’s new to the sport, so doing

It was her highest for the season in the event, and she did it by using new techniques she had not yet used in competition. “I always get really nervous before competitions because I don’t want to mess up, and I was extra nervous because it was regionals,” Johnson said. “I was really relieved when I didn’t fall.” Johnson also qualified for the region meet in the vault and was joined in the uneven bars by Klump (third with 8.55 points) and Sophie Vota (sixth with 8.15). Vota also qualified sixth in the balance beam event with a score of 8.375 while Kaley Wood (third with 8.95 points) and Johnson (sixth with 8.5) advanced in the floor performance. While Hanover moves on to the region meet as a team, it will be without any of the previously mentioned athletes, who will be taking part in a national cheerleading competition on the same weekend.
