By Jim Ridolphi for The Mechanicsville Local The Hanover County Board of Supervisors appropriated more than $44 million last week for a new courthouse project that could open as early as 2017. Utilizing the county’s new debt savings plan, assistant county administrator John Budesky said the project would be financed with no tax increases for county residents and would not exceed Hanover’s established debt ceiling levels. The county’s two existing court buildings are seriously out of code in several areas, including Americans with Disabilities ACT (ADA) requirements and security upgrades. With two new judges, the

old facilities are bursting at the seams and renovation would not solve the overcrowding. Budesky outlined the project before a public hearing at the Nov. 26 supervisors’ meeting. The 108,000-square-foot building would house six courtrooms, offices for the commonwealth’s attorney, clerk and
bailiffs and additional storage space. Budesky said the new facility also would feature shell space to accommodate the county’s future needs. The county could access the Virginia Resource Authority to see COURTHOUSE, pg. 21

he Clint and Jennifer “Jen” Dowda family is a Mechanicsville family of five who are in the process of adopting a son from Ukraine. They met their soon-to-be-son when they hosted him for a month last Christmas. Jen said they fell in love instantly, and knew right away that they were meant to be his new family. Sergey is 15 and has lived in an orphanage since he was very small. The Dowdas hosted him again this past summer for one month, and he will be here this Christmas again for one month. Starting in early March of 2014, the Dowdas will be able to start the actual adoption process. All of their paperwork is already in Ukraine, so at this point they are focusing on the fundraising aspect of the adoption. They have to raise about $42,000 for this adoption, and with Clint being a pastor and Jen only working part-time, much of this funding has come from other sources. Two of these sources are free, and have been incredibly successful in bringing them funds. The first of these is a used shoe drive. An organization is willing to give them money in return for used shoes (any type of shoe, any condition), which will then be taken to several different very poor countries and used to bless the people there. If they can get 500 bags of 25 pairs of shoes each, they can earn $5,000 towards their adoption. They have already collected more than 300 bags, as friends and family all over the Metro Richmond area have been rallying Girl Scout troops, offices, churches, clubs, gyms, etc., to gather together and support this cause. “The response has been overwhelming,” Jen added. The other source is a link through Amazon.com. “Many friends and family have been extremely generous in donating monetary gifts as well,” Jen said, adding that she and her family are so very grateful for their generosity. “ The Dowdas met Sergey through a hosting organization called New Horizons for Children, which sponsors orphaned children from Eastern Europe and China to be hosted by families here for one month. According to Jen, it is not an adoption agency and hosting a child does not mean a commitment to adopt. She said they hope that Sergey will be with them permanently by this summer, which will be one and half years after first meeting him. He will be almost 16 then. When orphans in Ukraine turn 16, Jen said they are turned out on the streets. She said her family agreed they could not let this happen to Sergey. When he permanently comes to Mechanicsville, will join Clint and Jen and their other three children: Olivia, 14; Harry, 12; and Sam, 10. “All three are eagerly awaiting their new brother’s arrival,” Jen continued. “He absolutely loves soccer,” so she said they hope to have him on a soccer team right away. Family: give the gift of life in honor of teen who died in single-vehicle crash The family of a teen killed in a single-vehicle crash last Wednesday evening is asking that friends give the gift of life by being an organ donor. Funeral services for Travis MacCartee Simmons, 18, of the 5000 block of Dixie Ridge Lane in Mechanicsville, were conducted at 5 p.m. on Sunday,
Dec. 1, at Monaghan Funeral Home in Mechanicsville. He died just after 6 p.m. on Nov. 27 in the 6100 block of Cold Harbor Road. According to Lt. Chris R. Whitley with the Hanover County Sheriff ’s Office, the preliminary investigation indicates that Simmons’ 1997 Honda Civic was traveling south on Cold Harbor Road near Watt House Road when it ran off the
right side of the roadway and struck a tree head-on. While the cause of the crash remains under investigation, Whitley said that speed appears to have been a factor, and it was determined that Simmons was not wearing a seatbelt. Simmons was the driver and sole occupant of the vehicle. He was transported to VCU Medical Center, where he was pronounced dead.
He is survived by his parents, Jerry and Courtney Simmons; two sisters, Elise (Will) Blackburn and Shelby Simmons; his grandparents, Allen and Barbara MacCartee and Donald and Becky Simmons (Nana and PaPa); and several aunts, uncles and cousins. A fund has been established in his name at Village Bank by Health Link Family Chiropractic.

Christmas parade to fill village Sunday By Melody Kinser mkinser@mechlocal.com A holiday tradition will take to the streets in the village of Mechanicsville on Sunday, Dec. 8, when an “Ol’ Time Christmas Parade” kicks off at 3 p.m. The 2013 edition exceeds the usual limit of 100 participants, with the Mechanicsville Rotary Club and Mechanicsville Ruritan Club agreeing to 115 entries. Participants will line up at 1:30 p.m., with the parade route traveling along Strain Avenue, Hillis Way, Atlee Road and Mechanicsville Turnpike. (Editor’s note: Just as we were preparing to go to press, we were informed that the applicant for the Conditional Use Permit on the movie theater had formally submitted a request to withdraw from next week’s public hearing. Attempts were made to contact County Administrator Rhu Harris and Planning Department director David Maloney for further comment. Neither was available.) Regardless of your opinion on the proposed movie theater in Hanover Village, the organized group of residents usually referred to as the opponents have been most diligent in pursuing and accumulating documentation about the possible construction in their “back yard.” These are not radicals. They are residents, just like you and me. They have what they consider to be a valid concern and they are determined to convince the Hanover County Board of Supervisors not to approve that site. It isn’t a we’re for or we’re against the movie theater per se. As has been stated here before, the issue is the location. I’ll be the first to raise my hand in support of business. Unlike so many of you who have been here for years — long before significant development made its way into Mechanicsville and other parts of Hanover County — I am a creature of convenience. I like to be surrounded by retail options. I understand the concerns about an increase in traffic and a possible spike in crime. These are legitimate points. I support new business and the opportunities that come with it, such as jobs (major plus) and taxes (we’ll take them). As for those who do not support the location in the plaza in the vicinity of the intersection of Lee Davis Road and U.S. 360, we applaud your tenacity. We will have updates on our Facebook page as this develops.

Yes, there will be increased traffic in Mechanicsville every time a new retail establishment is added to the commercial corridor known as U.S. 360. This began to happen when the shopping centers in the Bell Creek area were built. These intersections now have the dubious title of being the most dangerous in the county based on the number of accidents there. What has not changed in at least the past 26 years or more is the 45 mph speed limit in this heavily traveled area. For that matter, heading towards Mechanicsville and Tappahannock from Laburnum, there are no less than four

‘Gift of the Magi’ aims to teach true meaning of giving By Jodi Deal jdeal@mechlocal.com For Louise Keeton, performance is a gift. It’s not just a gift she’s been given: Keeton sees it as a gift she can share with Ashland, her hometown. Keeton’s Whistle Stop Theatre Company is preparing to stage its fourth show, “The Gift of the Magi,� at the Ashland Firehouse Theatre. It will open on Friday, Dec. 6. The adaptation of the classic O. Henry tale, which Keeton wrote, is centered on the true meaning of giving. The story involves a young married couple at the turn of the century, Keeton said. Della and Jim have two prized possessions in their home: Della’s beautiful, lustrous hair and Jim’s precious gold watch. Because the newlyweds are extremely poor, in an attempt to get Jim the perfect gift, Della decides to sell her hair to buy him an expensive fob for his watch. However, when she returns home with her cropped cut to give Jim the gift, he reveals that he has sold the watch to buy her a set of beautiful combs to wear in her long hair. “What they were trying to give each other was just stuff,� Keeton said. “But the things you value most, you need to hold on to. That’s where the true gifts are – it’s not about stuff.� That’s a lesson parents struggle to teach their children at Christmas, Keeton pointed out. Keeton, who has a Bachelor of Fine Arts in Theatre for youth from the Shenandoah Conservatory, is trained to perform and write for children. She tours with Theatre IV, as does Corbin Puryear, her co-star in “The Gift of the Magi,� and the show’s director, Jazelle Foster. The three put the show together on the road. “It’s a great way for a lot of friends to work together to do something we think is important,� Keeton said. “I know theater

can make a difference in the world, and I know for a fact that children’s theater has an effect on the audience that’s going to propel them through their whole lives. I feel like it’s my responsibility to show them quality entertainment that will support them in their dreams and endeavors.� The shows aren’t just meant to entertain, they’re meant to teach a lesson and encourage discussion. “We look for stories that have a very family-oriented theme, based in classical literature,� Keeton said. While “The Gift of the Magi� is a holiday tale with a message, it also has another purpose. Whistle Stop Theatre is in the midst of a fundraising campaign. Proceeds from the show will help pay to take “Cinderella, A Fairy Godmother’s Tale� to the New York Children’s Theatre Festival. The play is just one of four that have
been accepted to premiere at the festival, Keeton said, but travel, costumes and sets will cost about $3,500. If patrons want to support that endeavor further, there are links to donation pages online at whistlestoptheatre.weebly. com. Checks made out to the Whistle Stop Theatre Company can be sent to the Ashland Firehouse Theatre at 201 Duncan St., Ashland, VA, 23005. The company is a 501 (c)(3) nonprofit organization. “The Gift of the Magi,� which is appropriate for children 8 years old and up, will be performed at 7 p.m. Friday, Dec. 6, and at 4 and 7 pm. on Saturday, Dec. 7. The one-act play will be followed by a holiday reception and carol sing-along by Frederick D. Horn. Admission costs $5, and is only payable by cash and check. William has earned herself the nickname “Top Shelf Elf ” from Crider. It’s just something about putting the cottages together – Adams said she loves it. “I did 1,005 last month,” Adams said. She added that she’ll often sit at opposite ends of a long table with her cousin, both of them assembling cottages and chatting. Before Ginger Cottages, she used to quilt while her cousin scrapbooked. Crider noted that his King William production facility is cranking out 1,500 to 2,000 cottages per week, and can scarcely keep up with demand, especially from the Cracker Barrel account. Adams got into cottagebuilding through a quilting buddy who got a part-time job with the company. Accomplishment, fulfillment, pride – Adams said she takes a lot from the work. Crider noted that Adams takes so much pride in her work that she suggested a redesign for the Cracker Barrel cottage packaging. Adams thought the ornament sat too low in the box, which obscured its view. She suggested placing a piece of cardboard beneath it, as a kind of shelf, to make sure the details were visible. That earned her an “’Atta Elf ” award
from Crider. A former bookkeeper, Adams worked as an assembler at a Texas Instruments plant early in her career. “Anybody can do it as long as you have attention to detail,” Adams said. “I can sit there and not realize four hours have gone by.” There’s only one drawback, Adams said, the glitter from the little houses gets everywhere. Crider’s dad, Don, who is 82, is a cottage worker, too. In addition to tying strings into loops for ornaments, he helps put together special display cases the company has designed for folks who have begun to collect the cottages. Crider, who lives in Old Church, has hosted open house events at his home for several years, drawing 400 to 500 people a day. This year, he’s opening his new T.R.C. Designs production facility to the public from 9 a.m. to 4 p.m. on Saturday, Dec. 7, and noon to 4 p.m. on Sunday, Dec. 8. Joyce Handy HANDY, Joyce R., 72, of Mechanicsville, went home to be with Jesus Wednesday, November 27, 2013. She is survived by her husband of 51 years, G. Wayne Handy; daughter, HANDY Cheryl Collie (Charles); grandchildren, Grace, Ben, and Emily Collie; brothers, Jim Robinson (Nell) and Woodley Robinson (Betty); brother-in-law, David Handy (Marie); sisters-in-law, Frances Thacker and Faye East; as well as several nieces, nephews and extended family members. Joyce was an active member of Fairmount Christian Church. She lovingly cared for the Community Bible Study children, and retired after 37 years
of service as a Statistical Analyst with the Federal Reserve Bank. Her life was spent serving others with a deep and meaningful faith in Christ, and was a devoted wife, Momma and Nanny. The family received friends on Nov. 30. at the Mechanicsville Chapel of the Bennett Funeral Home, 8014 Lee-Davis Rd. Funeral services were held on Dec.1 at Fairmount Christian Church. George Mehl MEHL, George F. Jr., 69, of Mechanicsville, passed away November 28, 2013. Born October 30, 1944 in Coco Beach, Fla., he was preceded in death by his parents, George F. Mehl Sr. MEHL and Kathleen R. Mehl. He is survived by his loving wife, Alice Mehl; three children, Tim Church, Betty Orlandi and her husband, Bruce, Mark Church and his wife, Kris; seven grandchildren, Devon Church, Brittany Orlandi, Bryan Orlandi, Zander Church, Aaron Church, Karrington Church, Jacob Church; and his brother, Ray Mehl. George and his family lived in Black Creek, N.C., where he and his brother attended Lee Woodard High School. After high school, George studied six years of college-level Mathematics, served four years in the U.S. Air Force and retired from A.H. Robins after 32 years of employment with the company. He was a lifetime member of VFW Post 9808 and loved science, research, computers, golf and fishing. The family will receive friends from 2 to 4 and 6 to 8 p.m. on Dec. 4 at the Atlee Chapel of Woody Funeral Home, Route 301 and Shady Grove Rd., Mechanicsville. Funeral services are private.
Elizabeth Morrow MORROW, Elizabeth Reynolds Atkinson “Beth,” passed away on Saturday, November 23, 2013. She was lovingly and attentively cared for by her caregivers, granddaughter, Karen Reynolds Gill, Steve Boozer and Michelle Coats. She was born January 21, 1918 in Cleveland, Ohio and was the daughter of William Franklin and Marie Gregory Reynolds. She was preceded in death by her husband, Walter Atkinson Sr. and Lyndon “Newt” Morrow; her two sisters, Virginia Moran and Hazel Grant; two grandchildren, and one great-grandchild. She is survived by her six children, Carolyn Faye Lipes, Dewey Reynolds (Rebecca), Walter Atkinson Jr. (Jane), Richard Atkinson (Betty), Jesse Atkinson (Linda) and Jimmy Atkinson (Mary). She is also survived by 21 grandchildren, 39 great-grandchildren and six great-great-grandchildren. Beth was an employee at Murphy’s Department Store, Phillips Machinery and Studley Post Office. She was an integral part of the ministry at Enon United Methodist Church in Studley, Va. for most of her life, where she was an active member of Enon UMW and mentored many young women. Beth was involved in numerous community activities, including Mothers of Preschoolers, Studley Ruritans (aka “Grandma Scooter”), American Cancer Society, Hanover Rescue Squad, Camp Rainbow, Camp Occohannock and Hanover Health Care. She was loved and cherished by her family and her numerous friends and will be greatly missed by all. SATTERWHITE, Floyd Eugene Jr., age 51, of Jacksonville, Texas, formerly of Richmond, Va., passed away Wednesday, November 20, 2013, in Jacksonville. Born July 11, 1962 in Richmond, he was son of Floyd Satterwhite Sr. of Mechanicsville, Va. and the late Alma Stamper Satterwhite. He had been a resident of Texas for 17 years and music teacher. He was a member of the Church of God A Worldwide Association. Survivors in addition to his father include, two sons, Josh and Floyd “Trey” Saterwhite of Texas’ two daughters, Katie Satterwhite of Texas, Mackie Satterwhite Ryan of Jacksonville, N.C.; and two sisters, Lois and Mayme Satterwhite of Mechanicsville, Va. Funeral services were held on Nov. 24 at the Cravens-Shires Funeral Home Chapel in Bluewell, with Rev. John Foster officiating. She loved camping with family and friends, relaxing at the lake, hosting family dinners and taking care of her home and family. She is survived by her caring husband, Dan Rowe; one sister, Ann Adams; her children, Kenneth W. Johnson (Lisa) and Nancy J. Jackson (Tom); grandchildren, Kelly Barberian, Christopher Johnson; sistersin-law, Jessie Clayton and Bobbye Mooney of Atlanta, Ga.; brother-in-law, Paul Adams; stepsons, David Rowe (Leila) and Steven Rowe; stepdaughters, Laura Noble (Bob) and Susan Gaskins (Tom); and many loving stepgrandchildren; numerous beloved cousins, nieces and nephews, with extended family and friends from Virginia and North Carolina. Thanksgiving Dinners were delivered on Wednesday, Nov. 27, to Adopt-A-Senior participants by deputies with the Hanover County Sheriff’s Office. The law enforcement officers gathered at Kroger in the Rutland Commons Shopping Center in Mechanicsville and loaded 17 dinners into their patrol cars. The meals were then distributed to seniors throughout Hanover County. Each dinner included a rotisserie cooked turkey breast, turkey gravy, sweet potato casserole, corn pudding, seasoned green beans, two golden dinner rolls and a slice of pumpkin pie. For 10 years, the Sheriff’s Office has delivered Thanksgiving dinners to seniors who participate in its Adopt-A-Senior program. This annual event is made possible through the Sheriff’s Office’s ongoing partnership with the Hanover-Ashland Triad, the Mechanicsville Rotary Club and the Rutland Kroger. MCEF (Mechanicsville Churches Emergency Function) will be collecting food on Sunday, Dec. 8, along the Mechanicsville Christmas Parade route and at the Mechanicsville Presbyterian Church on the corner of Atlee and Signal Hill roads. The shelves at the food pantry need supplies year-round, but the need appears to become greater during the winter months.
Taylor Crabbe, a junior at Lee-Davis High School, is one of three finalists for the 2014 Snow Queen at the Children’s Museum of Richmond. The Snow Queen is chosen through an online voting process, which started on Friday and continues through Tuesday, Dec. 24. A “Vote” button can be found under her photo and brief biography at www.c-mor. org/snow-queen-main. When the votes are tallied, the winner will be notified on Thursday, Dec. 26, as the 2014 Snow Queen Scholarship recipient. Taylor was among more than 70 applicants selected as one of six semifinalists. Those six were interviewed before a panel to reach the top three finalist positions.

Hanover Fire/EMS honors top 2013 award winners Officer, EMS Provider and Firefighter of the Year, as well as Outstanding Achievements recognized by department Hanover Fire/ Emergency Medical Services has presented the department’s top awards for 2013. Brian Morgan of the Farrington Volunteer Fire Company (VFC) was named Officer SCHUSTEK MORGAN of the Year. Kathy Carroll of the West Hanover Volunteer Rescue Squad (VRS) was named EMS Provider of the Year. Art Schustek of the Ashland Volunteer Fire Company was named Firefighter of the Year. Wade Sanders of the Operations Division was cited for Outstanding Achievements by an Officer. This is the second time Wade Sanders has won this award, which he first won in 2006.
Jerry Stout of the Operations Division was cited for Outstanding Achievements by a Firefighter/Medic. In regard to the proposed theater, despite VDOT recommendations in the Spring 2013 that the county conduct a traffic analysis prior to the planning phase, no analysis was done until citizen opposition grew in the late summer (see documentation at www.hanoverliving.org). Despite the fact that in Spring 2013 the Department of Public Work recommended that a wetlands evaluation be done prior to the planning phase, no such study has been done to date (see documentation at www.hanoverliving.org). And, despite the fact that the board touts the fact that the Conditional Use Permit will allow them greater control over the development, the county and board have thus far failed to leverage that power. The Conditional Use Permit as written in May 2013 had remained unchanged, even as
citizens identified issues with the proposal. More importantly, the permit is extremely weak and has very few stipulations, especially in comparison to the permits for theaters approved by Henrico County, which has had experience with theaters for about 20 years (see documentation at www.hanoverliving.org). The citizens are simply asking that the county do their due diligence. The citizens are opposed to permitting a theater at the proposed location. I go there often and always find places open to take my recyclables and there is almost always someone to assist me in getting them unloaded and in the correct containers. “Nothing In My Back Yard.� The arguments against it are flawed. First, the timing is off. The better time to have this battle is when the land was zoned for business in the first place. That puts the burden of proof squarely on the opponents and not the developers. Second, the argument about crime and policing would be as true if a new hardware store or restaurant were opening in that location. Third, and my favorite, they argue against light pollution.
We have had light pollution in this part of the county since the late 1980s when Brandy Hill Plaza was built. It seems to me that the folks who are saying “no movie theater� (in my back yard) would also say no (insert business here) either. The NIMBY crowd has certainly made their voice heard. Narrow vote makes land use policy in county more flexible By Jim Ridolphi for The Mechanicsville Local The Hanover County Board of Supervisors narrowly approved a land use policy that would allow current participants to seek rezoning and develop their property for specific uses. The adjusted taxes and penalties would be deferred until a recognized project was in place. Director of Economic Development Edwin Gaskin said the goal of the revised policy is clear and concise: To provide more products for economic development.

tracts of land in the county, he said most of them are ill-suited for the type of development the county is seeking. This property has been challenged for the 38 years I have lived here with several grocery stores at the Tractor Supply location and dozens of other businesses have tried to make it in this shopping center and the number one reason they folded or moved on is traffic issues. Access to these locations is worse than difficult and getting worse every year. There are so many questions still to be answered! Did the county purposely avoided a full Virginia Department of Transportation Traffic Study by only including the theater and not the other proposed businesses: two restaurants and 4,000-square-foot retail space? Does the property owner have permission to use parking from the existing establishments as they stated in their
parking analysis, and assume it is okay to use the Tractor Supply and Walgreen’s entrance and exits? There have been a number of accidents at the entrance to Walgreen’s. Has the county divorced itself from Col. David R. Hines’ [Hanover County sheriff] study? What benefit is it from a tax revenue standpoint if we have to station deputies there on a regular basis? To say there is isn’t any crime associated with a theater is like saying there aren’t any fish in the ocean! Just look to Henrico County and ask why are they building a precinct at Virginia Center Commons? Why are two deputies assigned to a business on Tuesday and Thursday nights? What happens when the lights go out on a large Friday night showing as they often do, including the stoplights at Lee
Davis and Brandy Creek Drive? I am sure Carmike will have generators inside and the parking lot —but will they power the stoplights? There are so many more questions than this. And last but not least, Carmike will make it impossible for Brandy Creek residents to access the banks and businesses from Brandy Creek Drive as we have for years. Brandy Creek roads are more than challenged and already need major work not just a dusting of gravel! Simply put, the roads and infrastructure are not in place and allowing this theater before the 360 upgrades are in place is a bad decision for the county and I believe for the theater itself. What are my rights then and what impact would that have on the surrounding neighborhood? These my seem to be preposterous but this is why we rely on a prudent BOS and their judgment for a thorough examination of all the issues. Does the county have an obligation to help this property owner to maximize the value of his property? Do the more than 1,000 residents who have

right property available at just the right time. Gaskin said Hanover County has only 9 percent of the available property for large economic projects in the metro area. That’s partially due to the county’s position as the newcomer in the economic development arena, but it’s also a question of availability. “We have less product available to be shown,” Gaskin said. “These companies come to town with a clear shopping list.” Supervisor Sean Davis, Henry District, issued a negative opinion on the proposal. According to Davis, the same results could be achieved through a streamlined rezoning process. He also expressed his concerns regarding the equity of a plan that allows some landowners to join the program while others are excluded, including citizens who did not enter the land use program and continued to pay higher taxes on their land in hopes of future development. The Preview Gala will be held from 7 to 10 p.m. on allow certain cases to rezone without immediately leaving the land use program. There are 321 acres in the county’s “inventory pool”. Gaskin said the county hopes to increase that number by 100 acres. Recently passed legislation by the Virginia General Assembly allows localities to update their land use programs and allow rezoning without penalty in certain cases. Properties that could facilitate manufacturing, transportation, warehousing, professional and scientific, hotels, motels or offices could qualify for the program. Under the current program, when a landowner decides to rezone a property in land use, the back taxes, with interest and penalty, must be immediately paid. The updated plan would allow landowners to delay those payments until actual development occurred. One citizen who spoke at the public hearing likened the plan to a “boondoggle.” Kim Singhas, a South Anna resident, said her three acres and their tax levy are funding

Michael Woods of the South Anna District said the plan allows for “limited growth and development in areas designated by the county.” Dan Johnson of Ashland agreed and described it as “smart growth.” South Anna supervisor Wayne Hazzard said the updated program is another economic tool that puts the county in a better place to compete when it comes to regional projects. “This will entice Hanover County to become involved in economic development,” he said. In the end, the board was as split as the public speakers, but the measure passed by a 4-3 margin with Aubrey “Bucky” Stanley, Beaverdam; Davis and Elton Wade, Cold Harbor, voting no. In other business, a group of neighbors in a Bell Creek subdivision are getting an early jump on their opposition to a proposed project still in the application process. Initial plans outline a 25 high density (four to eight units per acre) use project at the corner of Bell Creek and Pole Green roads. Preliminary
outlines indicated a five-unit per acre development with 41 three-story town homes, 71 homes and a three-acre commercial component. Planning director David Maloney said the application recently was received and is “under review.” Neighbors said they are especially concerned with a pond, a longtime landmark in their neighborhood, that they feel could be affected by the development and drainage and erosion issues that could result. “Studies need to be made to make sure the pond will be protected, and the water quality will be unchanged during and after com-
pletion of the project,” said Patty Thomas, one of those neighbors. Thomas said she realizes the corridor is primed for growth, but wants that development monitored and reviewed. “I’m not looking to stop growth in this area,” she said. “I am interested in the best possible development that fits in to our community.” In another matter, the supervisors recognized and honored longtime Hanover Judge Peter L. But the fact remains that no Atlee football team has gone as far as the 2013 Raiders have gone. Atlee made it to the third round of the Virginia High School League Region 4A South playoffs, but the Raiders fell to host L.C. Bird High School 46-10 Friday night to end their season. “It’s definitely not the way we wanted to end it,” said Atlee head coach Roscoe Johnson. “But, you know, that’s what happens sometimes. Somebody’s going to win and somebody’s going to lose. We just came out on the losing end. [They’ve] got a good ball club and [they’ll] go representing the Central Region.” The Undefeated Skyhawks (13-0) next host Salem of Virginia Beach in the regional final/state semifinal Saturday afternoon. Atlee (11-2) ran into a juggernaut in the form of L.C. Bird running back Earl Hughes, who had 45 carries for 423 yards and three touchdowns. Hughes also caught two passes for 74 yards and two touchdowns. “I think Earl Hughes was close to a state record tonight,” said L.C. Bird head coach David

Atlee senior on track to become a sports agent By Eric Kolenich Richmond Times-Dispatch When Atlee football player Austin Wilson realized a back injury would sideline him for a second consecutive season, he decided it was time to pursue a different career path. “I didn’t really know what I wanted to be,” said Wilson, a senior. He knew he liked playing sports, working with money and making personal relationships. So why not try to become a sports agent? And why not start now? Despite being 17, Wilson has made considerable progress toward his goal. He has four clients and is on the staff of public relations and marketing firm Waldschmidt Partners
International. If he passes the exam next month, he’ll be a certified agent for the Canadian Football League. It’s a responsibility he balances alongside schoolwork and attending football activities. Despite tearing a disk in his back, he still attends every Atlee game and practice. When football coach Roscoe Johnson heard Wilson’s story, he had trouble believing it. “Are you serious?” Johnson asked him. “Or are you just joking around?” It’s the reaction most give when they hear what Wilson has done in the past four months. It all started with a LinkedIn account. Wilson built a profile, explaining he wanted to start a career as a sports agent. He reached out to agents he could
find on the Internet. Some responded with positive advice, such as what major Wilson should pursue in college. Others told him not to bother trying. “Why would a 17-year old even want to be an agent?” one asked. Then out of the blue, a high school football coach from New Jersey messaged him. Ronly London of Barringer High had four players who were trying to become professional football players. Would he represent them? “I don’t know why he came to a 17-year old,” Wilson said. But he jumped at the opportunity. Wilson discovered the NFL requires its agents to have a college degree or seven years of negotiating experience. The CanadianFootballLeague,however, only requires its agents to be accepted, pay a $750 fee and pass a test. So Wilson applied, and his dad covered the cost. After he applied, he got a call back from the CFL. “We’ve never had a 17-year old apply before,” the woman on the phone told him. After determining there were no legal issues with his application, Wilson was accepted and issued the league’s agent exam. He needs a grade of 75 or higher to pass. If he does, he’ll be one of only 25 or 30 certified CFL agents. The test is comprised of 20 questions. Each question takes two or three sentences to answer. Wilson spends his weekends combing through the 50-page collective bargaining
agreement to find the answers. Not long after Wilson signed his clients, he met Dan Waldschmidt, president of Waldschmidt Partners International. Waldschmidt had a business relationship with Wilson’s father, Kriss. When he learned what Austin had accomplished, he was fascinated. “We come up with really zany, out-of-the-box ideas that get our clients results,” Waldschmidt said. Adding a motivated, upstart teenager to the staff was a natural decision. Based out of South Carolina, the company works with book and movie deals and wants to move toward sports. Wilson hasn’t made any money yet. But if one of his players signs a CFL contract, he will receive 7 percent of the
player’s first-year salary. The league sets the minimum salary around $45,000, putting more than $3,000 in Wilson’s pocket. And once he becomes a certified agent, getting more CFL clients becomes easier. For now, Wilson hopes his efforts will pay off. In addition to school work and football, Wilson does an hour and a half of agent work each day. He keeps in contact with his four clients, talks to CFL general managers, sends them film of his clients and finds out when their next tryouts are held. “Austin is a go-getter,” said Keion Wade, one of his clients. A running back and graduate of St. Francis (Pa.), Wade was a little skeptical of having a teenage agent. Wilson was straightforward with the 23-year-old
player. Wilson told Wade he’s probably the youngest agent in the world right now. But once Wade saw Wilson at work, his fears were assuaged. Wilson does more work for him than his previous NFL agent did, Wade said. In August, they attended a tryout for the Toronto Argonauts, but Wade didn’t make the cut. Wilson’s next step is to attend college, major in finance and minor in sports management. He wants to keep his business going through college. Waldschmidt sees a lot of potential in his new young partner. “He’s an awesome guy to have on your farm team,” Waldschmidt said. “He’s going to make mistakes. We all do. But he’s going to do something great.”

Ex-Raider does All-Star work in Montreal By Dave Lawrence dlawrence@mechlocal.com Billy Parker would rather have another Grey Cup – Canadian Football League championship – but the former Atlee High School and College of William and Mary standout did not leave the 2013 CFL season without a nice parting gift. Parker, a fifth-year CFL veteran defensive back, was one of nine members of the Montreal Alouettes named to the CFL East All-Star squad. “It’s always great to be recognized for your work,” Parker said. “But I would have much rather got past the first round [of the CFL playoffs] this year and get back to the Grey Cup and get a chance to win a third one.” Parker, who graduated from Atlee in 1999, has had anything but a straight career trajectory in the years since he left William and Mary with a degree in sociology in 2004. He attended training camps with the National Football League’s Cleveland Browns in 2004 and Miami Dolphins in 2005. He then signed with the practice squad for the Carolina Panthers later that year, and attended training camp for the team in 2006 – but he was released. Parker, however, did not give up. “I was pretty determined, and I knew that I could play on the next level,” Parker said. “I just knew that I was going to have a different road, a different path, to get there. I was willing to, instead of waiting for my phone to ring, I was pro-active with my approach. I called teams and found out where workouts were. I marked them on my calendar and I was going to pursue it.” In 2005, Parker began a stint as a defensive specialist for the

New York Dragons of the Arena Football League. He made his presence felt in the first season, earning All-Rookie and All-Arena team honors. After his stint with the Panthers, he
returned to the Dragons in the 2007 and 2008 seasons and was becoming one of the arena league’s until the league folded in 2008. His arena football experi-
ence paid off, however, in a contract with the Alouettes. Arena football differs from Canadian football in that it occurs on a smaller field, but the two are similar in that the action is fast-breaking, with a lot of motion behind the offensive line prior to the snap of the football. Defenders do not have a lot of time to read the developing play and react. “I think the player that comes from arena, or has some experience with arena ball, that motion doesn’t faze them the same as it would a guy coming straight out of college who’s not used to seeing that,” said Montreal defensive coordinator Noel Thorpe. “We talk about this being a basketball on grass
up here, because our [play] clock is a 20-second clock, so the up-tempo game is what we play here.” When he joined the Alouettes, Parker was not bothered by way Canadian football differed from American- and arena-style football. “I knew it was just another opportunity to play ball,” Parker said. “If you start thinking about the difference of this and that, it’s almost like you’re setting yourself up to make excuses for why you’re not going to be successful.” Parker’s mental approach, along with his work ethic, is one of the reasons why he has become so valuable to the Alouettes.

“The one thing that stood out for me right off the bat was his leadership, his work ethic, how he prepared for games,” Thorpe said. “[He is] the consummate pro, level-headed. … You can tell that coaching is in his future should he want to go that direction.” Billy is already heading in that direction, too, serving as an assistant coach with the Richmond Raiders of the Professional Indoor Football League. “I’ve been preparing myself for my next step because I can’t play football forever,” Parker said. “[Coaching has] been a natural thing for me because I love football. Other than my father and then my uncles, the most influential people in my life have been coaches. It’s my turn, if I have something to give back, that’s what I’m going to do.” Parker was on two Grey Cup championship teams for Montreal, the first in 2009 and the second in 2010. This year, the Alouettes fell to the Hamilton Tiger Cats 19-16 on Nov. 10 in the first round of the CFL East division playoffs. Despite everything that Parker has going on professionally, he stays in touch with his alma mater, particularly Atlee wide receiver/defensive back Tramell Carey and head coach Roscoe Johnson. “In the summertime, [Carey] told me that Atlee was going to beat Varina this year,” Parker said. Now, Atlee had not beaten Varina since Parker was there. “When they beat Varina, they called me from the bus,” Parker said. “I could just hear them screaming and yelling and just celebrating and enjoying that win and that hard work that had come to fruition with them. I was so happy for them.”

Randolph-Macon women tame Seahawks By Dave Lawrence dlawrence@mechlocal.com For a while, St. Mary’s College women’s basketball team looked like it might have a shot at spoiling RandolphMacon College’s winning November. The Seahawks jumped out to an 11-1 lead in the first five minutes of their game at Crenshaw Gymnasium last Tuesday, but the Yellow fought back to claim a 102-86 victory. “I think we took them for granted a little bit,” said Randolph-Macon’s Taylor Huber, who led RandolphMacon (6-0) with a game-high 28 points. “I think we went in a little slower than we usually do, but as soon as that happened, we were like, ‘We’re not here to play, we’re here to win.’ So we got in shape real quick.” The Yellow Jackets evened the score at 22-22 midway and began to pull away, but St. Mary’s (0-4) dogged them until 13:10 was remaining with the game. At that point, RandolphMacon had just a one-point lead 56-55, but they steadily pulled away from then on. “It was a good game to end our homestand,” said Randolph-Macon head coach Carroll LaHaye. “The reason I say that is St. Mary’s came in with a game plan, very focused, determined to just play their game. We let them play that game. I don’t think we controlled the game very often, at all. If we did, it was only for a minute or two here or there on an offensive run – certainly not a defensive run.” LaHaye told the team it was decision time. “IjusttoldtheteamIthought this was a serious gut-check to go on break,” LaHaye said. “Just how good do we want to be? team only, or do we want to be a complete team.” The Yellow Jackets were certainly a better offensive team in the second half. They shot 44 percent from the floor in the first half, and 54 percent from the floor in the second. Defensively, they had 19 defensive rebounds and three steals in the first half to 18 defensive rebounds and six steals in the second. After its strong start, St. Mary’s offense faltered a bit in the first half. “I think we made shots early. We took advantage of the open shots we had and we got some stops,” said St. Mary’s head coach Crystal Gibson. “The problem is … we stopped making our shots. We lost our lead a little bit. They got aggressive, they started making shots.” St. Mary’s shot a paltry 28 percent from the floor in the

Charles Switzer SWITZER, Charles L., 72, of Mechanicsville, Va., departed this life, Wednesday, November 27, 2013. He is survived by his wife of 52 years, Jerri; two sons, Mark of Mechanicsville and Michael (Nina) of Pittsburgh, Pa.; granddaughter, Kristina Switzer; brother, Carl; and three sisters, Margie, Norma Jean and Linda. As part of an ongoing classroombased fundraising and workexperience project, Lee-Davis High School students in Sara Salvato’s class offer “Salvato’s Potatoes” to faculty and staff. Each Friday, pre-ordered baked potatoes with all the fixings are delivered for lunch to employees. On Sunday, Nov. 10, American Heritage Girls VA1736 in Mechanicsville partnered with The Friends of Shockoe Hill Cemetery and the Chancellor Wythe Chapter of the Daughters of the American Revolution for a “Cleanup Day” at the historic Shockoe Hill Cemetery in Richmond. The cemetery is the resting place for veterans of the American Revolution, War of 1812, Civil War and World War I and II, along with many historic figures, including Supreme Court Judge John Marshall, Union spy Elizabeth Van Lew, the fiance and foster parents of Edgar Allen Poe and Virginia Gov. William H. Cabell. Families of VA1736 contributed nearly 40 hours of service, raking and bagging leaves and planting bulbs at the gravesites of American Revolutionary veterans.

Scouts from Pack and Troop 553 of Mechanicsville distributed bags in three local neighborhoods on Oct. 26 and returned to pick up bags of food on Saturday Nov. 2. The food is for the Central Virginia Food Bank and the drive is known as “Scouting for Food.” These boys filled a trailer and the bed of a pickup truck with about 1,000 pounds of food due to the generosity of their Mechanicsville neighbors. The troop and Pack are sponsored by the Fairmount Christian Church. J.R. Long is the Cubmaster and Rick Perry is the Scoutmaster.

Local teen taking talents to Texas By Melody Kinser mkinser@mechlocal.com Abram Dean’s “first real thing” in terms of performing paid off earlier this year when he captured the title of Hanover Junior Idol. Thanks to some encouragement from his mom Debbie Lunsford, he took the leap into the world of music. And now the 16-year-old from Mechanicsville is preparing to move to Texas to pursue his dream. On Aug. 20, Abram and his mother will head to Dallas where he has been accepted to study — and hone his skills — with the Linda Septien Entertainment Group. Debbie said she suggested Abram enter the Hanover Arts and Activities Centersponsored Idols competition because he “wants to get into this music thing, so let’s see TEEN, pg. 14 `

School district again expects full accreditation For the ninth consecutive year, Hanover County Public Schools will again receive 100 percent full accreditation. According to Dale S. Theakston, communications specialist, the accreditation is determined based on the 200910 Standards of Learning assessments. Preliminary information from the Virginia Department of Education indicates the accreditation status. Final accreditation reports are expected on Sept. 15.
County receives VACo honor Hanover County has been recognized by the Virginia Association of Counties as the recipient of the 2010 Achievement Award for the Dominion Resources Greentech Incubator. The county was honored for its model local government program in the category of Community/Economic
