After months of public meetings, discussion, adjustments and compromises, Hanover County’s 2012 to 2032 Comprehensive Plan Update appears to be entering its final stages. Planning director David Maloney recently presented the plan recommended by the seven commissioners to the Hanover County Board of Supervisors, who have tentatively agreed to approval for September. Maloney said the plan features some changes and updates from the current plan. Originally, planners assumed a growth

rate of 2 percent annually, but the revised plan gauges that growth at a reduced 1.5
percent. “It was their opinion that the 2 percent growth rate was a little aggressive,” Maloney said. The plan also envisioned full water and sewer coverage for the Suburban Service Area of the county, still targeted for most of the county’s commercial and residential development. “The recommended plan is the culmination of 18 community meetings that were held to review the current updated plan,” Maloney said. There’s also a business industrial classification that recognizes the integration of the two uses. “This is a classification mainly for the Route 1 corridor,” Maloney said. A rural village designation also is being considered under the new plan. Those covered areas include Beaverdam, the courthouse area and Montpelier. The current General Land Use was adopted in 2007. The board scheduled two community meetings for 6:30 p.m. on Wednesday, Aug. 7, and Tuesday, Aug. 13, to allow citi-
zens the opportunity to voice their views on the proposed plan. Locations for those meetings are Lee-Davis High School in Mechanicsville and Patrick Henry High School in Ashland. The meetings, which are informal, will be held in the commons/cafeteria areas of the schools. The board also selected Sept. 4 for a special workshop session exclusively for the Comp Plan Update. A public hearing is tentatively scheduled for Sept. 11 with adoption on Sept. 24. The board must take action within 90 days of the June 20 dated Planning Commission recommendation. In other business, Cold Harbor resident Dan Cooper
expressed his frustration regarding cable and Internet access in his neighborhood. He urged supervisors to change the contract with Comcast so residents who fall within 200 feet of existing service would be eligible. County administrator Cecil R. “Rhu” Harris Jr. said the contract only applied to cable television, and does not prohibit other providers from coming into the area. Vice chair and Henry District supervisor Sean Davis said he’s had several conversations with providers but hasn’t received any offers to serve the area. ‘So far we’ve had no takers,” he said at the July 24 meeting. But he said he does understand the frustration expressed by many of the residents in the area.

LeGrand said VDOT crews recently tested daytime closures “to make sure that we didn’t cause too much congestion and were glad to find out that the closures result in very minimal delays.” She also said that drivers can expect to see daily lane closures throughout the duration of the project. “Since traffic impacts are minimal, we do not have an official detour posted. If drivers wish to bypass the construction, they can take Creighton Road to Interstate 295,” she said. LeGrand did urge drivers to use caution in the area.
The speed limit has been reduced to 35 miles per hour in both directions. It was posted at 55 mph in the eastbound lanes and 45 mph westbound. Traffic is limited to one lane on Mechanicsville Turnpike east and west between the Hanover-Henrico county line and I-295 ramp. This will be continuous on weekdays until spring 2015. Eastbound traffic will be restricted to one lane between the hours of 7 a.m. and 3 p.m. and westbound traffic will be one lane from 9 a.m. to 5 p.m. Motorists should expect delays while the work is underway.

When you know you’re getting old(er) BOS chairman shares background and addresses intent of FOIA plan
Yours truly celebrated a birthday a couple of weeks ago. Not a milestone, mind you, but one of those that serves as a reminder that another “big one” is fast approaching. With aging comes the nudges (or hard hits) about how our lives undergo change. I recently was asked how I have fun. Well, it actually took some thought, because — as we get older — defining fun takes on a whole new meaning. Gone are the carefree days of living for the moment, simply having a good time, going where life leads you. When the fun issue arose, thoughts turned to “the good old days.” You know, when friends gathered somewhere and just “hung out.” Coming from a small town, we had two favorite drive-in restaurants. They were locally owned and quite accommodating to teenagers and twentysomethings. Hanging out “on the curb” was the thing to do then. No, we weren’t concerned with global issues, or even those in our little part of the world, but the friendships and camaraderie enjoyed on the curb made the time well spent. Some may think you have to experience an adventure like an amusement park or some other form of entertainment to have fun. Nope, just being with the people that matter in our lives can fill any gap. Now that’s not to say this writer hasn’t spent her fair share of time in amusement parks, etc. That’s another thing about coming from a small town: You travel to those destinations with family and friends — and it’s so worth it. OK, this seems to be jumping around a bit. That too goes with aging. A good friend and I laugh about how we tend to “derail” in conversation and the direction we meant to take. I won’t get into all the changes I’ve seen in my lifetime, but I will say that having fun comes in many fashions. But those that make for lasting memories are by far the best. Regardless of age, we all should enjoy every day we’re given — and make the most of it. There’s no age limit on a good time. Melody Kinser

On Wednesday, July 24, the Hanover County Board of Supervisors unanimously approved a resolution supporting an amendment to the Virginia Freedom of Information Act. This resolution was intended to insure that the citizens of Hanover County, as well as those in other jurisdictions, could be assured of both open and efficient government. Unfortunately, some people immediately accused the Hanover board of
trying to find a way to exclude the public from participation in local government decisions. Nothing could have been further from the truth. To clear up this misconception, I would like to share the background of this proposal and the intent of our board. The Virginia Freedom of Information Act was enacted in 1968 and has been amended many times over the years. It was established to insure transparency in the workings of government by insuring that all decisions affecting the citizenry would be made openly in public meetings. Nothing in our resolution would have changed any of that.
In fact, our resolution was simply offered up as means to reduce the number of one-on-one meetings, improve the efficiency of local government and to save on expenses paid for with taxpayer funding, such as additional staff time required for duplicative conversations. It also could minimize the inaccuracies that resulted from chain communication. The Freedom of Information Act currently provides that a “meeting” of a public body occurs whenever three or more members, or two members if the body is comprised of only three members, assemble for the purpose of see FOIA, pg. 8

Tia Thomas, an 11-year-old from Mechanicsville, won the talent portion of the National American Miss Pageant held July 25-27 in Reston. It served as the state pageant for the state of Virginia. The National American Miss is a national pageant organization. There are five divisions for girls ages 4-18. Tia competed in the Pre-Teen division for girls ages 10, 11 and 12. More than 100 pre-teens from all over the state of Virginia competed in the pageant. For the talent competition,

Our resolution proposed that “three” be replaced by “a quorum” with the understanding that no governing body can make decisions without a quorum. This was intended to insure that the transparency established by FOIA would remain intact. The resolution did not occur in a vacuum, in fact, the subject was first broached in September of 2012, when Del. [Chris] Peace and I met with our county attorney, the Virginia Association of County’s Attorney and the executive directors of the Virginia Press Association and the Virginia Coalition for Open Government to discuss the pros and cons of making an adjust-

These adjustments also were discussed with the leadership of neighboring jurisdictions and all agreed that such an adjustment would improve the effective delivery of services to citizens without compromising openness. The resolution was then addressed twice in public meetings by our board’s Legislative Committee before recommending it to the full board for consideration. Since our resolution’s approval, it has come to my attention that some boards are of such size that the limits based on a quorum could be overly permissive. For example, the Richmond Regional Planning District Commission has over 30 members. Based on this, I would be surprised if our board wouldn’t be receptive to a simpler adjustment from the number three
to one that would reflect good balance. It was the intent of our board to put these thoughts on the public table for open and full discussion. This is exactly what we did. It was taken through our Legislative Committee because we realize that this discussion has to take place in the General Assembly, as any amendments fall under their jurisdiction. The Hanover County Board of Supervisors fully understands and supports the citizen’s right to transparency; but, we also understand that they expect government to be effective and to spend their tax dollars efficiently. In Hanover County, we believe we can do both. While our resolution may never be taken up by the General Assembly, we can be proud that we have brought forward these facts and ideas and placed them transparently, on the table for open public consideration. This is a discussion worth having.

n February, after Hanover Safe Place posted a status update on Facebook asking for help stocking the food pantry, Jillian Amos sprang into action. The 9-year-old, then a third grade student at Washington Henry Elementary School, had been wanting to get involved and asked her father Tim how to help. Tim had seen HSP’s Facebook plea earlier that day and told Jill about the need for shampoo, conditioner, toothpaste and soap. After explaining the services Hanover Safe Place provides to families who have experienced domestic and sexual violence, Jill took an idea and ran with it. A few days later, she had

The camp got underway on Monday and continues through Friday. Students will receive hands-on
exposure to the medical profession, operate on Jell-O brains, and put casts on stuffed animals. Rising sixth, seventh and eighth graders will take part in the Bon Secours Memorial College of Nursing Explorers Camp at 8260 Atlee Road. Sixteen middle school students interested in the health care field
said, “I wanted to do a fundraiser and help people in my community. This is a great way to do it.” Thanks to Jill’s idea and hard work Hanover Safe Place
was presented with more than 1,200 toiletry items at the end of February. These items stocked the toiletry section of the pantry from March through July.

Betty Claybrook CLAYBROOK, Almond Betty, 69, of Richmond, VA, passed away peacefully on Tuesday, July 30, 2013. Born July 27, 1944 in Richmond, VA, she graduated from Manchester High School and worked at most notably A.H. Robins up until 1973 when she decided to become a stay-at-home mom for her two young children. Her greatest joys were her grandchildren, travel, music and spending time with her friends and family. She raised a family, inspired her children, encouraged her grandchildren and loved and cared for her husband throughout her entire life. She took care of others, babysat her grandchildren and taught us all how patience is truly a virtue. She was the glue that kept us all together and we will always look to her example to guide us on how to live our lives. She was preceded in death by her father, Robert W. Elsie Crow CROW, Elsie Kessler, 88, of Richmond, Va., passed away Sunday, July 28, 2013. She was born March 10, 1925 in Monessen, Pa., to George Kessler and Barbara Schmittlen, who preceded her in death. She was also preceded in death by her husband, William H. Crow; her daughter, Barbara L. Crow; her sisters, Marie Kessler and Barbara Doerfler, Eva Plumleigh and Katherine Sabolek; brothers, George, Marty, Joe, Fred and Leo Kessler. She is survived by her children, Bill Crow of Mechanicsville, Va., Don (Mil) and Joe Crow of Richmond, Va., Mark Crow (Lea) of Rimini, Italy, and Becky Crow Graser of Tappahannock, Va.; former in-law children, Jackie Crow of Chester and William S. West of Richmond; grandchildren, nieces, nephews and abundant extended family. Elsie has fond memories of her school age years growing up in Monessen, Pa., where she attended St. Leonard’s Catholic School K-8, and graduated from Monessen High School in 1942. During WWII, Elsie worked for Carnegie
Steel Company in Braddock, Pa. as a real-life “Rosie the Riveter.� Elsie married William Crow in 1946 at Murac Army Airfield, now Edwards AFB. Throughout her service as a military wife besides residing at Edwards Air Force Base, she lived in Ramstein, Germany, Langley Air Force Base in Virginia and in 1965, when Bill was stationed at Byrd Airfield, the family set down roots in Fulton Hill and their home, the Crow’s Nest. She was a longtime employee of Richmond Eye, Ear, Nose and Throat Hospital. Elsie was a dedicated Catholic and a longtime parishioner of St. Patrick’s Catholic Church, where she served as a volunteer for the church in most every service capacity throughout her life. She has been a fixture and enthusiastic worker/ participant of St. Patrick’s Irish Festival since its inception in 1985. In her final years, Elsie resided at Westport Nursing Home and wished to extend a special thanks to all her wonderful caregivers. By all who knew her, Elsie was an avid believer of the Power of Prayer and chances are if you had only met her once and possibly even if you hadn’t, she prayed for you. The family received friends on July 31, at Bliley’s-Central Chapel, 3801 Augusta Ave. A Mass was held at St. Patrick’s Catholic Church, 213 N. 25th St., in Richmond on August 1. There will be service and burial at Arlington Cemetery at a later date.

HUGHES, Warren Percy of Glen Allen, Va., passed away July 31, 2013. He was born in Brooklyn, N.Y. to William Percy and Elenora Warren Hughes. Warren attended Pratt Institute in the evening and earned his certificate in Tool and Die Making design while working for Sperry Gyroscope Co. After serving his country in the Korean War, he went back to night school at Hofstra College, N.Y. and Brooklyn Polytechnic Institute in Brooklyn, N.Y. Upon graduation from BPI, he received his Bachelor of Mechanical Engineering degree in 1961. Warren joined the American Machine & Foundry (AMF) Company in September 1957 as a designer of automatic machinery for the Tobacco Machinery Division. When AMF moved its operations to Richmond in 1964, he became the assistant director of Engineering. He joined the AMF Apparel Equipment Division as assistant director of Engineering when the Tobacco Engineering Division was moved to Italy. In 1985, Warren was appointed to the position of Director of Engineering for the Bakery Machinery Division.
It is from this position that he retired in January 1991. He was preceded in death by stepson, Gregory Alker. He is survived by his loving wife since 1979, Elizabeth Bryant Hughes; sister, Doris Fredericks of Peachtree City, Ga.; son, Thomas Warren Hughes and his wife, Linda of Holly Springs, N.C.; two daughters, Carole Euting and her husband, Lee of Buffalo Junction, Va. and Lisa Pearce of Mechanicsville, Va.; five grandchildren, Joshua, Brendon and Alexandra Hughes, Courtney and Kyle Pearce, and Summer Alker of Kill Devil Hills, N.C. A Celebration and Remembrance Service will be held 1 p.m. Thursday, August 8 at the Trinity United Methodist Church, 903 Forest Ave., Richmond Va. A reception will follow in the Trinity Hall. In lieu of flowers, donations may be made to the Trinity United Methodist Church or the American Cancer Society.

The Mechanicsville Ruritans and Hanover Habitat for Humanity presented AEDs (Automatic External Defibrillators) to two local fire stations. The donation is the result of the two fire stations supporting the Mechanicsville Ruritans and Hanover Habitat at the Shuknpul, which was held on March 30. The event has been held for 33 years and the proceeds are donated to local fire and rescue units. Mechanicsville Ruritan and Hanover Habitat joined forces last year, and, because the community came out and made the event successful, the organizations agreed to donate the AED devices where they could do the most good for the community. A Hanover County teenager pleaded guilty on Monday, July 29, to setting three fires in April and June 2012 in a Hanover County subdivision. The pleas from Jacob G. Spiro could net a 40-year prison term for the 19-year-old former resident of Kings Charter,
where the fires occurred, when he is sentenced in December. For the mother of eight children who was inside an office building that was the site of the second fire, seeing Spiro in court Monday sparked emotions ranging from sympathy to thanks for what she described as divine intervention by her second-oldest son. Then 18, Joseph Hunsaker, a
volunteer firefighter in Henrico County bound for the Marine Corps, arrived outside the burning office June 7 just in time to prevent disaster. “I didn’t know it was on fire,” Katharine Hunsaker said of the building. “Joseph just wanted to check on me because it was late at night and he knew I was see FIRES, pg. 22

Shelby Hooe of Mechanicsville made the Dean’s List for the Spring 2013 semester at Gardner-Webb University in Boiling Springs, N.C. The Dean’s List honors those outstanding students who maintain a grade point average (GPA) of 3.7 or above. This recognition is the semester’s highest academic honor.
Jenna E. Franze of Mechanicsville was named to the Dean’s List at Bucknell University in Lewisburg, Pa., for outstanding academic achievement during the spring semester of the 2012-2013 academic year. The daughter of Janet Maloney of Mechanicsville and Harold Franze of Chicago, Ill., she is a 2009 graduate of Atlee High School. A student must earn a grade point average of 3.5 or higher

Police. Malick has served as a member of the LEGO Education Advisory Panel (LEAP) for three years. As a member of that panel she attends an annual conference where she is part of a team that recommends new LEGO technologies. Her participation also
enables her to share the latest STEM and Robotics Kits with her students. She also serves as the vice president of the Central Virginia Computer Science Teacher’s Association (CV-CSTA). To keep current in her field, she is active with the Discovery Educator Network (DEN) Leadership Council and partners with Longwood University and its computer forensic science pilot program. In those capacities, Malick said she is able to promote that
“being able to code and use technology software is the foundation, rather than a mere component of STEM.” During the summer, Malick continues her STEM instruction through camps that include the STEM Academy Engineering Camps and video game programming camps designed for middle school students. A new camp was offered this summer called “Science and Technology to Improve Athletic Performance.” She engages students at
the elementary level by offering invention camps and a “Nanotechnology Playtime with Polymers” camp. After court, Hunsaker expressed sympathy for Spiro. “When he walked into the courtroom I felt so sorry for him,” she said. “He’s so young and obviously troubled. I hope he gets a light sentence and gets some help.” Hanover Circuit Judge J. Overton Harris set sentencing for Dec. 2. Two of the pleas carry up to 10 years in prison; a third, involving arson of the office occupied by Hunsaker and her two children, carries up to 20 years.

Authorities are investigating a message scrawled in a bathroom at King William High School that threatens to “kill everyone.” The message was brought to the attention of the school’s principal about 10 a.m. Thursday,
said King William County schools Superintendent Mark Jones. Officials said they are taking the message seriously and will be adding security at county schools today and next week. The message, written in a boy’s bathroom at the school, says, “I will kill everyone.” Written below the threatening words is Monday’s
date. Beside the message is a crudely drawn symbol that authorities said they do not recognize. King William sheriff’s Lt. Tim Hixenbaugh said he has sent a picture of the symbol to law enforcement officials nationwide to see if anyone recognizes it. Authorities on Thursday were

Rain ousts Post 175 from American Legion tourney By Dave Lawrence dlawrence@mechlocal.com Weather delayed the start of Mechanicsville Post 175’s American Legion baseball season, and weather brought the season – even Post 175’s final game – to an early end. Post 175 and three other teams in the losers’ bracket of the American Legion state baseball tournament found themselves released from the tournament roster when rain that swept through eastern Virginia forced a postponement of Thursday’s games. In keeping with a rule that had been in place since last year, the postponement triggered a cancellation of the losers’ bracket altogether. Hanover teams do well in recordbreaking GRAL meet By Dave Lawrence dlawrence@mechlocal.com Records fell like droplets of water splashed into the air by the swimmers participating in the Greater Richmond Aquatic League Champs tournament, which ran from Friday to Sunday at the Collegiate School Aquatic Center. Nearly two dozen meet records were broken, and, by the time the splashing was over, four Hanover County based teams finished among the top 10 of the 29-team field. Canterbury handily won the meet with 1,276 points, more than 250 points ahead of Wyndham’s 1,015 points. Mechanicsville-based Ashcreek and Kings Charter were third and fourth with 958.5 and 865 points, respectively. Hungary Creek was fifth with 849 points, followed by Twin Hickory (774.5), Church Run (727), Ashland (694.5), Fox Hall (640) and Pebble Creek (632). Canterbury held a huge lead throughout the final day, giving the team a big advantage in the quest for a meet title. “We were up big at the break this morning,” said Canterbury

Both Ashcreek and Kings Charter steadily moved up the team rankings throughout the day. “We moved up from fifth,” said Ashcreek head coach Natalie Potter. “I am extremely thrilled with how everybody swam this whole weekend. They’ve all been dropping time. They worked hard this past week, and they’ve done incredible.” Kings Charter moved up from tenth place. “Good competition – it was a great meet overall,” said Kings Charter head coach Tucker Smith. “A lot of fast times, a lot of time drops – from all teams.” Former Atlee High School swimmer Jesse Burrnley helped Kings Charter up the standings from 10th to fourth. Burnley ended Sunday with five wins and one second-place finish and broke two meet records: with a 24.18 time in the boys’ 15-18 50-yard backstroke and a 46.44 time in the 100 freestyle. Mechanicsville falls in Tournament of State Champions By Dave Lawrence dlawrence@mechlocal.com The Mechanicsville National 9-10 year-old Little League team ran into something it could not handle in the Tournament of State Champions at Mitch Stadium in Ceredo-Kenova, W.Va., last week – a team called Keystone from Odessa, Fla. Unfortunately, Mechanicsville drew Keystone twice, once in pool play and again in the semifinals, and lost to the team both times. The semifinal defeat, on Tuesday,
Jul. 30, put an earlier end to the National’s season than it would have liked. Florida defeated a team from Goodlettesville, Tenn., 12-6 Wednesday to claim the tournament title. At least Mechanicsville, which defeated West Virginia 6-2 that Monday to advance to the Tournament of State Champions semifinal, made Keystone work hard for the win the second time around. After falling 14-7 to the Florida state champions in pool play the previous Saturday, Mechanicsville held on for two extra innings before Keystone
took advantage of a depleted Mechanicsville pitching rotation to win 6-5 in eight innings. Mechanicsville manager Brian Colgin said the National did not make the kind of mistakes in the semifinal that allowed Florida to jump out to a 12-1 lead in the pool play game. “Our pitching was spot-on. It was definitely a good performance by our [starting] pitcher,” Colgin said. “When you spot a team six outs an inning, you don’t win too many games like that.”
But because of pitch-count rules, Mechanicsville had to turn to a kid who has not pitched much in extra innings, and Florida made the National pay for using such an inexperienced arm. “We were up by three runs going into the bottom of the seventh,” Colgin said. “Our pitching could not throw strikes, and they had a few timely hits. … That was a tough spot for [our pitcher]. He really did not pitch a lot for us, but he was about all we had left at that point, so we tried to do our best and make it work.”
Mechanicsville, however, in the semifinal game finally overcame the tendency toward slow starts that had plagued it earlier in the tournament. “I don’t know if it just took awhile for the pitching to settle down and get going or if we just got a bit of nerves with the kids,” Colgin said. “They were able to battle back and make a game out of each one of them.” Despite the frustration of the defeat, the players had fun. “They had a blast,” Colgin said. “It was a great experience for those kids.”

Old Church Community Center’s Jennifer Vieni broke the girls’ 15-18 50 freestyle record (25.41), and Matthew Elliott of Atlee Recreation Association broke two records: in the boys’ 15-18 100 butterfly (51.87) and the 50 butterfly (23.81).

County football teams prepare for the season’s work By Danny Polk For The Mechanicsville Local Hanover County football teams prepare for a season’s work The beginning of August only means one thing for high school football players – the start of two-a-days. But that doesn’t mean local football players are just starting work this summer. Hanover, Atlee, Lee-Davis, and Patrick Henry all participated in 7-on-7 leagues which focus on the development of the skill positions, in particular, those involved in the passing game. Atlee participated in a 7on-7 league with powerhouse Hermitage as well as Henrico and Dinwiddie. “Seven-on-seven allows us to compete and prepare for the
upcoming season with other teams across the area,” said Atlee senior wide receiver Ross Gardner. “Being able to play against other teams gives the off-season more of a real experience instead of just practicing against your own defense.” Hanover hosted its own 7on-7 league that county foes Patrick Henry and Lee-Davis attended along with Hermitage, Douglas Freeman, Varina, and King William. “Seven-on-seven overall is a great chance to see that your players understand your schemes on both sides of the ball,” Patrick Henry coach Jonathan Clark said. “Defensively, it’s a great way to get your back eight guys working together. Trusting that your teammate is going to do his job allows you to focus solely on your own position.” Hanover also traveled to Hampden-Sydney College in

Lee-Davis graduated another 1,000-yard rusher, Chris Simpson. But offseason bonding is perhaps most important for Atlee who graduated starting quarterback Kenner Berry and region-leading rusher Morris Jackson. Looking to fill those spots are Hanover senior transfers Travis Barton at quarterback and Lamont Stubbs at running back. “The lifting, training, and
practices are more than just preparing for the season; we become closer as a team,” Gardner said. “We needed this time to form strong bonds between our new and old players.” As always, Hanover and Patrick Henry will kick off their season with their annual meeting, this time on the Patriots’ home turf, on Sept. 6. It will be the first time the Hawks take the field under head coach Derek Stoudt, who will fill the role of former head coach and current athletic director Josh Just. The game will also mark the varsity debut of Patrick Henry’s Clark, who previously worked with the junior varsity team. “I’m excited about the first game,” Clark said. “Our team knows we haven’t been very competitive in the county the past several years and we have made it our business to take it back. I know our guys will give maximum effort and if that’s the case, the scoreboard will take care of itself.” Lee-Davis begins their season at Douglas Freeman, the first of five straight away games in a grueling schedule. Atlee will host Deep Run in week one.
