Citizens got their second opportunity to voice opinions regarding the proposed 2015 Hanover County Public Schools budget last week. Due to inclement weather in past weeks, the public comment period was extended and several speakers took advantage of the second chance. Mary Anne Pugh spoke in favor of paying teachers a more competitive salary, and said the proposed 2 percent raise is not

significant enough to “stem the tide.” “I implore you to press this issue with our [Hanover County] Board of Supervisors,” Pugh said. Rick Ryan did not agree and said when pensions and job security are considered, teachers do make a competitive salary. Ryan said a Heritage Foundation study stated, “Teachers are not underpaid, but higher paid in total compensation.” Following the public comment period, board members got down to work on details of the proposed budget. ake Harris, a senior at Patrick Henry High School, recently won the top prize in the CBS 6 NOT4ME video challenge with his video, “Washed Away.” He scored a $1,500 cash grant and his teacher, Michelle Gary, won a $1,000 cash grant. Jake’s winning video premiered live during the 56th Annual Grammy Awards, which aired Jan. 26 on CBS 6. NOT4ME is a public service campaign aimed at discouraging underage drinking. for Hanover.” Davis said he plans to bring that work ethic to his new position heading the county’s elected lawmakers — accompanied with an ample dose of humility. “Make no mistake, this is a team effort,” Davis said. “We are all focused on what is best for the people of Hanover. We are truly a team.” Taking the reins of county government is the next step in a life filled with public service, including a stint in the U.S. Marine Corps for the Henry District supervisor. “Being a member of the Board of Supervisors is in many ways a continuation of my adulthood service that started when I joined the Marine Corps and has extended to the many community organizations I have worked with after I left active duty,” Davis said. [David R.] Hines for all that he and his department do,” Davis said. “We will ensure that the women and men who provide all public safety services have the tools they need to continue the outstanding work they perform.” Davis is enthusiastic about funding education in Hanover County, as long as those dollars are focused on the classroom. “Education is paramount to the success of Hanover as well.

Focusing funding toward the classroom is important to me,” Davis said. “Asking if something will better educate the children is a question that should be asked and answered before a single dollar is spent.” Davis said he favors continued economic development with a focus on attracting new business and maintaining the ones already located here. “Fostering a business friendly environment is vital to Hanover County’s future. Working with our current businesses to see where we can improve is a necessity,” Davis said. “We want new businesses. We want businesses that bring sustaining jobs to Hanover.” He also cites the rise of tourism as a viable economic factor in the county’s future, and is a member of a number of the county’s historical preservation groups and civic organizations. “Tourism is a business and can be quite lucrative to a locality that has natural and historic resources,” he said. Davis said he plans to continue on a path where issues rule the discussion. “We are the people’s advocate so we should do our job,” he said. “This type of attitude can draw some fire …. I know that, but, if it’s right, it should be done. Lastly, I love America. … I love everything about her.”

“It would surprise me if this was adequate to cover the needs,” Glenn Millican, Mechanicsville District, said. Three areas not included in the proposal are security, full painting of all schools, and roof replacements. “We have a list of those needs,” Myers said. Millican said the $1.6 million allotted for buses and technology leaves no room to convert buses from diesel to natural gas. The improvements are

gauged on two-year allotments. There’s a $55 million reduction from the last capital budget that covered 2014-2018. The difference, according to Myers, relates to an emphasis on maintenance versus no full renovation. David Myers, assistant superintendent of Business & Operations, reviewed the proposed capital budget for 20142015, and highlighted items included in the proposal. “We’ve talked a lot about facilities assessment,” Myers said. “Can I summarize by saying that every school with the exception of Hanover will be touched in the next two years?” chairman Bob Hundley, Chickahominy District, asked. Untold Stories offers personal perspectives

On Sunday, some residents will share their stories, some personal in nature, about the experiences of growing up black and white in Hanover County. The program is scheduled to be presented from 4 to 5:30 p.m. at the Hanover Arts and Activities Center at 500 S. Center St. in Ashland. This writer has no memories of segregation or seeing signs posted designating “Whites Only.” As has been said here before, being raised in the coalfields brought with it a diverse society. People of all colors, ethnicities and religions made their way to those parts of West Virginia for employment. Neighbors were neighbors. Skin color wasn’t an issue. Receipt of an email about Untold Stories: Growing Up in Ashland/ Hanover — Black and White Experiences brought with it an appreciation for the organizers, and, most of all, the individuals who have agreed to tell their stories. Participants include Woody Tucker, John Gordon, Eloise Piccolo, Hilda Kelly, Earl Hunter and Beryl Carter. Dr. Jamelle Wilson, superintendent of Hanover County Public Schools, also will take part, offering her thoughts on the importance of education. We recently shared her personal story of accomplishment in her field, which has led to her being named one of the YWCA of Richmond’s 2014 Outstanding Women Award recipients. Untold Stories, a unique — and, without question, interesting — program is being brought to us by HAAC, the Hanover County Black Heritage Society, the Ashland Museum and Ashland Main Street. Among the topics the distinguished panel will address are education and life as students in different schools. Of added significance to this project is the fact that Tom Wulf has been and will continue recording these oral histories. We encourage you to mark your calendar for Feb. 16 and the opportunity to hear our neighbors share their “untold stories.” This program will be memorable and definitely worthy of your time and attention. Teacher expresses concern with schools’ capital budget

I wish to thank the Hanover County School Board for setting good general fund goals this fall. I also want to thank Dr. Jamelle Wilson, superintendent of Hanover County Public Schools, and her staff for putting forth a budget document that reflects those admirable goals. I am especially grateful for the 18 new teaching positions that will help fill in the loss of 200 created by the recession of the past five years. While this only replenishes 9 percent of the lost teachers since 2008, it is a start. Superintendent Wilson can only spend what she is given. However, I have great concern for the new plan regarding the schools’ capital budget, and whether or not it can address the schools’ needs. The capital budget has been cut $55 million over the next five years when compared to the 2013-2018 plan. This does not make sense. Some of the schools’ capital issues will need renovations and not a “maintenance plan” as outlined in the 2014-2019 budget. Many of Hanover’s citizens do not feel that $3.5 million a year in maintenance will fully address the schools’ capital needs. In particular, the flat roofs of many of our schools create collection areas for water over time and then leakage develops, followed by mold in some instances. Renovating these to drain effectively is an important capital issue as we move forward. Flat-roofed Atlee High School turns 25 years old in 2014, and we have many schools that are more than 50 years old. Older buildings need more care. I urge citizens to communicate the community’s concerns about these capital issues for schools to the Hanover County Board of Supervisors, who saw it fit to approve the spending of $44 million on a new courthouse, plus future millions to renovate the old courthouse buildings. This is quite a luxurious purchase from a group who often tells the public that the schools must “do more with less”. Additional courthouse space is needed in Hanover, but renovations and additions to the existing buildings could be done at a lower cost, especially if the schools are to have $55 million less for their capital needs. One thing is clear: Schools in Hanover are in held in a lower priority by our Board of Supervisors than they used to be. Chris Pace Teacher Social Studies and golf Hanover High School

After reading the letter from John Louis about how unfair it is for a black man to get a job when he has to compete with all the immigrants: Mr. Louis, you have got to be kidding me! If there was ever a time in U.S. history when blacks were favored in getting jobs and even more so, Social Services, it is now. Minority businesses are at the top of the list by law from the Federal Government. Even Saturday Night Live had to employ a black to keep from getting sued. It is not that there aren’t enough jobs (if that were the case then immigrants wouldn’t be working either would they?). I deal with and know a lot of good hard working black men, but the ones you’re talking about really don’t want to work any more than a lot of lazy white men — at least not for the wages paid to immigrants. As far as lack of immigration control, you can thank your President Obama for allowing the influx of legal as well as illegal immigrants into what used to be this great United States of America. I strongly urge you to contact your county representative both on the Hanover County Planning Commission and the Hanover County Board of Supervisors to let them know that such use of this corner property is not concomitant with the surrounding properties of Hanover Grove or the Meadowgate subdivisions and will be harmful to the current homeowners in those subdivisions and will add to the current traffic nightmare that exists on Pole Green Road during peak traffic hours. I moved to Hanover from Chesterfield some 23-plus years ago to get away from this type of “Let’s see how dense a development we can create per acre” mindset. I moved here knowing there would be a drive to get to the nearest store, gas station, movie theater, mall, etc., and am willing to do that rather than have commercial property and homes with this density in my backyard. I understand that the developer who purchased this land has a right to build upon it. However, please keep it in line with the surrounding neighborhoods as regards the size and style of homes, as well as lot size. Our community was able to unite against poor decisionmaking in regard to the proposed movie theater. Please let

ouncil 11042, Knights of Columbus, hosted the annual Joint Council/District 3 free throw contest on Jan. 26 in the gymnasium of Hanover High School. This year, the event – previously open to all boys and girls ages 10 to 14 – was expanded to include 9-year-olds. Contestants tested their free throw shooting ability by attempting 25 consecutive shots. They competed in 12 different divisions, each based on age and gender, and trophies were awarded to the first three contestants in each division. Champions in each division have earned the right to compete in the annual Knights of Columbus state free throw championship, which will be held on March 15 at St. Gertrude’s in Richmond. Calvin DeLong DeLONG, Calvin Bethel “Cal,” passed peacefully on Wednesday, February 5, 2014. He was preceded in death by his parents, Calvin Bob and Ada Bethel DeLong. He is survived by his wife of 65 years, Dorothy; his two daughters, Beverly D. Ellis (Bryce) and Brenda D Siever (Karl); four grandchildren, Stephanie, Mallorie, Erickson and Andrew; three great-grandchildren, Shane, Dayton and Leah. NANCE, Verner S., died January 30, 2014, 10 days after her 93rd birthday and two years to the day after the death of her husband, Hardy A. Nance. A native of Richmond, she lived the last 12 years at Covenant Woods in Hanover County. Verner was born Lelia Verner Sirles on January 20, 1921, the eldest child of Howard A. Sirles Sr. and Beulah Martin Verner (Sirles) of Richmond. She is survived by two children, daughter, Page Nance Brock and her husband, Jim Brock, of Long Beach, Calif.; and son, Charles H. Nance and his wife, Liz Nance, of Richmond; three grandchildren, Bryan M. Krupin (Zena) of Manhattan Beach, Calif., Caroline Nance Wingenbach (Joseph) of Baton Rouge, La. and Mary Page Nance of New York City, N.Y. She is also survived by her sister, Elizabeth “Betty� Sirles Miller of Cedarfield; numerous nieces and nephews, and by Sirles cousins from across the country, with whom she connected following genealogical research on the internet. and to the Confederate Soldiers Home. She lived for a time at Lockwood, Lee’s former headquarters in Atlee. She was Queen of the May at Washington-Henry School in Hanover County. She caned chairs, put up pickles, hung her own wallpaper and led tours of the Governor’s Mansion. She was forward-looking too. She attended FDR’s second inauguration on her 16th birthday in 1937. As a Methodist churchwoman, Verner became knowledgeable and passionate about the plight of migrant workers on the Eastern Shore, the lives of the poor in Appalachia and the over-use of infant formula in Africa. Always a homemaker, she became a homeseller in her 50s, ultimately serving as a member of the Board of Realtors. In almost 30 years as an agent and realtor, she saw it as her duty to advance the cause of Fair Housing. Verner’s most memorable quality was her good humor. As her husband would say, “she could make a dog laugh.” She used humor to make a point, to make a friend, to put others at ease, or just to fill a room with good feeling. For over 60 years, Verner was a member of Westover Hills United Methodist Church, where her memorial service was held on Feb. 8. The family received visitors on Feb. 7 at 7090 Covenant Woods Drive. Prior to State service, he was with the City of Richmond Health Department in environmental health and the Medicaid and Home Health Programs as an administrator. After retirement, he worked for Bank of America in merchant services at the Richmond Customer Service Center. She was born May 24, 1919 in Hanover County, and passed away February 5, 2014 at Virginia Baptist Hospital in Lynchburg. She was the daughter of the late Julian Hugh Coakley and Erma White Coakley of Ashland. She was a member of Calvary Baptist Church, Ashland, and retired from Crawford’s Manufacturing. She was preceded in death by three sisters, Katie Houghton, Gladys Borkey and Erma Mae Cornett; two brothers, Charles and Walter Coakley. She is survived by her husband, Junior G. Vaughn; daughter Virginia V. Young (Dave) of Forest; two grandsons, Michael Young (Marie) of Tucson, Ariz. and Christopher Young (LeAnn) of Forest; five great-grandchildren, Shelby, Mason and Vance Young, all of Tucson, Ariz., Hannah and Piercen Young of Forest; two sisters, Elizabeth Mignogna and Elsie Jennings, both of Ashland. A visitation and celebration of her life was held on Feb. 8 at Bliley’s - Staples Mill, 8510 Staples Mill Rd. Interment followed at Signal Hill Memorial Park. who were ultimately reclaimed by their biological family. They’ve prayed, cried, waited and hoped. They’ve made multiple trips to Uganda, more than 7,000 miles away from their Mechanicsville home. On Wednesday, Feb. 5, the couple and their four biological children proudly presented their newest family members to the community that helped bring them home. John Terry, 5, and Isaac, 7, got a huge welcome. Media, family and friends packed into the old Hanover Volunteer Fire and Rescue building for a massive pizza party. More than 100 people turned out to greet the family with balloons, cheers and hugs. “It’s been a long trip to get here,” Matt, who traveled to Uganda to retrieve the children, said. “They were very excited to get on the first plane, to go where I told them a long time ago I would take them.” The boys, decked out in red polo shirts, looked curiously at the crowd. Isaac was a little unsure of the big group, while John Terry was beaming and getting big hugs from his new brother Titus. The 5-year-olds are two months apart in age, Desiree noted, adding that “it’s like adopting a twin.” The new brothers bonded immediately, Desiree said, holding hands while walking through Dulles International Airport after their first meeting when the plane landed early that morning. After their big entrance, Titus and sisters Emma, Trinity and Azriel proudly led their new brothers around the room, introducing them to friends, playing with balloons, and sitting them down to eat slices of pizza. Before the food, though, Matt offered a prayer of thanks,

asking God to open others’ hearts up to the notion of adoption. “Thank you so much for the new, complete family you’ve given us,” Matt said, bending down to pull his children close. Getting the boys home Until Oct. 5, the family was trying to adopt a trio of siblings named Margaret, Joel and Kenneth. Then, abruptly, they received word that the children’s biological family had arrived at the orphanage to

Such was the case with the original three siblings. The same is true for John Terry and Isaac. While the initial news was

Can you imagine the weight of 50 cars? That is a close estimate of the weight of food distributed in 2013 by the Northside Baptist Church at 7600 Studley Road in Mechanicsville. The Loaves and Fishes ministry, led by Faye Cosby and Brenda Shalowitz, and assisted by more than 30 volunteers, gave out 101,283 pounds of food to the needy last year. The church’s food ministry distributes food on the first and third Friday mornings of the month to Hanover County residents and served 1,451 families this past year. They also delivered food to several nonprofit organizations that assist low-income families.

One student’s grandfather was an acquaintance, as was another’s boss. Figuly chatted with the students with a story about a re-cent hunting trip out West, and the sights he saw along the way, farming related and otherwise. As he prepared to leave the classroom, Figuly teared up and told the students, most of whom are 17 or 18 years old, that the grant was partially in honor of his granddaughter, Justine Marie Taylor, a Lee-Davis High

School graduate who died in September 2011 from injuries sustained in a car accident. She was just 18 when she died. The check presentation happened to coincide with what would have been her birthday. “She would have been 22 today,” Figuly said, looking around at the students. “She loved farming,” he added, noting that his granddaughter also was an enthusiastic JROTC participant and had hoped to

pursue a career in law enforcement. Hanover High School principal Dana Gresham thanked Figuly for sharing such heartfelt words, and told him the school will do its best to use the money in Taylor’s honor. “This is a huge thing for us,” Gresham said. “Thank you so much.” Helwig, a Virginia Tech graduate who is in her first year of teaching at Hanover High, said the money will make a see FARMER, pg. 26

Atlee girls get close win in conference meet By Danny Polk For The Mechanicsville Local

As the final day of the twoday Conference 11 indoor track and field championships at the Arthur Ashe Athletic Center came to a close, the Atlee girls, as expected, hoisted the inaugural Conference champion trophy. What wasn’t expected, however, was the margin of victory. The Raiders edged Mills Godwin by just five points, 120 to 115. The Eagles had an impressive seven first-place finishes out of the fifteen girls’ events, but it wasn’t enough to top a deep Raiders team. “One of the strengths of our team is the ability to score in multiple areas,” Atlee assistant coach Nick Robinson said, “We scored in the hurdles, scored in the jumps, scored in the sprints, and scored in the distance races. That definitely helps us as we move into championship season.” “A lot of the teams are heavy in one area, so they kind of have their eggs in one basket, if things don’t go right it hurts them,” Robinson said, “For us it’s nice that if you have a rough day in the long jump, somebody can pick you up in the 1000 later.” Atlee was led in short-distance events by junior India Lowe who accounted for 33 of the Raiders’ points. first place in the 55-meter hurdles and combined with teammates Zaliah Carey, Sarah Spinner, and CeeCee Harris for a blue ribbon in the 800 relay. Lowe also placed second in the 300 dash and fourth in the triple jump. “We knew we had a very good chance of winning the

girls competition,” said Atlee head coach Jim Triemplar. “We lost Carly Feyerabend to a concussion and she’s a top-notch high jumper and hurdler so we knew it would get closer. I really think Mills Godwin out-prepared us today, but we were good enough to be able to hang on.”

On the boys’ side, Highland Springs, anchored by strong performances in short-distance and jumping events, claimed the title with 137.5 points followed by Lee-Davis (124) and Atlee (98.5). “To be second in this conference is quite an honor and the guys should feel like they

accomplished a great deal,” said Lee-Davis head coach Neil Matthews. “We were competitors.” Individual winners from the county included the Confederates’ Lee Warren, who took the 55 hurdles, as well as Atlee’s Evan Griffey and Bryce Simpson in shot put and

pole vault, respectively. The Raiders’ long-distance standout Nathaniel Hall was able to rebound from a second place finish in the 1600 run to hold off Grayson Morgan of LeeDavis in the 3200. “Turns take a lot out of you in here; it’s almost like a surge on every straightaway so that takes a lot of energy,” Hall, who plans to run for either Purdue or Michigan next year, said, “Times are always a lot slower.” It takes 11 laps on the Arthur Ashe Center track, which means more turns and shorter straightaways. On top of that, spikes are not allowed, making passing a daunting task and personal records a feat next to impossible. “This track makes it unique and different from outdoor track. I love indoor track and I love racing in this facility,” Triemplar said. “I do wish we had spikes because we used to get some incredible performances in here before 2005 when they changed to the spikeless surface. “But if you don’t worry about personal best and just enjoy the competition of trying to pass people in here and the strategy that’s involved, you can have a lot of fun. And we do it year in and year out.”

Godsey advances in the floor performance and vault. “It’s exciting to go further

Swimmers put on strong postseason show By Dave Lawrence dlawrence@mechlocal.com

All four Hanover County teams have put on a strong show in their respective conference/regional meets this past week. Atlee’s girls finished first and the boys second in the Conference 10 meet at Brittingham-Midtown Aquatics Center in Newport News Thursday and Friday. Most of the Raiders’ swimmers who competed in the conference meet advanced to the Region 5A South meet at Old Dominion University in Norfolk this Friday and Saturday. “We took 32 down,” said Atlee head coach Karen Seeber. “And we’re taking 29 down for [regionals]. … I am ecstatic.” Atlee’s teams swept the 200yard medley relay, took four of the top six spots in the boys’ 200 freestyle, three of the top six in the 200 individual medley, three of the top six in the girls’ 50 freestyle, three of the

top six in the girls’ 500 freestyle, three of the top six in the girls’ 500 backstroke. Lee-Davis’s boys’ and girls’ teams both finished fourth overall in the Conference 9 meet and are sending 11 swimmers to the Region 5A South tournament. “I think we had the fewest number of swimmers at the meet,” said Lee-Davis head swimming coach Matt Barker. “Four our size, I’m very proud of what we did.” After its conference meet, which was held at Fort Eustis Aquatic Center Thursday, Hanover is sending five swimmers to the Region 4A South meet. “I’m extremely pleased with this meet,” said Hanover head coach Stuart Bernstein. “The kids that were picked came down and far exceeded my expectations.” Patrick Henry is sending two swimmers to the Group 5A state meet two weeks from Dave Lawrence/The Local now: Thomas Perkins and Ted Lee-Davis’ Jordan Witherow takes over for Trevor Durbin for the final leg of the boys’ 400-meter freestyle relay in the Conference 9 swim meet at Princess Anne Recreation Center in Virginia Beach Saturday. David Wallo WALLO, David R., of Mechanicsville, passed away peacefully to be with his Lord and Savior, Jesus Christ, Sunday, February 9, 2014. He was born and raised at his beloved homeplace and farm in Varina. He was preceded in death by his loving wife of 33 years, Barbara Branch Wallo; his parents, Paul and Julia Wallo; and his brothers, Paul, Joe and Bobby. Dave is survived by his daughters, Cheryl Toombs (Chuck) and Vicki Farmer (Tom); his much beloved grandson, Hilton Farmer; sisters, Julia Hodges, Margaret Andrews and Helen Wallo; and many other loving family members. He was Past Grand Knight with the Knights MONDAY EVENING 4 PM 4:30

of Columbus and was retired from the City of Richmond after 37 years of service. The family received friends on Feb. 10 at the Church of the Redeemer, with a Christian Wake.
