Budget plan calls for more deputies, Fire-EMS staff County administrator proposes $396.5 million for 2016 By Jim Ridolphi for The Mechanicsville Local HANOVER — Last Wednesday, Hanover County officials unveiled their 2016 budget, a document that reflects a continuing upward trend in the county’s financial
picture. The proposed $396.5 million budget features increased funding for public safety and education and a 1 percent across-the-board raise for all county employees, including teachers. County Administrator

County Administrator Cecil R. “Rhu” Harris Jr. presented a budget proposal of $396.5 million last Wednesday to the Hanover County Board of Supervisors.
Cecil R. “Rhu” Harris Jr.s’ proposal contains funding for four more deputies for the Sheriff ’s Office and eight full-time FireEMS employees. Education accounts for45 percent of the total budget while 13 percent is earmarked for public safety. Over the next five years, funding for a total of 15 additional deputies is included in the long-range financial plan. Hanover deputies also will be equipped with body cameras by the end of this year in a project that is funded under the current budget. Harris said those monies will come from reserve funds from the 2015 budget. Eight added Fire-EMS positions will allow full staffing at the Ashland Fire Station and East Hanover. see BUDGET, pg. 26

Subscription programs delivering farm-fresh, Virginia grown products Contributed Report news@mechlocal.com RICHMOND — It may be winter, but many Virginia farms are planning for the warmer, bountiful months ahead and offering Community Supported Agriculture (CSA) subscriptions for the upcoming season. The Virginia Department of Agriculture and Consumer Services (VDACS) encourages Virginians to consider enrolling or re-enrolling in a CSA program to support local agriculture and obtain fresh, seasonal food and farm products. CSA members pay an upfront subscription fee as a share of a farm’s harvest and then receive a portion of the crops as they’re harvested. For convenience, many CSAs deliver to central locations for pick up on a certain day of the week. Some have special rates if the subscriber

enrolls early in the season or helps with the harvest on the farm. Products almost always include fresh vegetables and fruits, but they can also include meat, eggs, herbs, honey, cheese, butter, cut flowers and more. The directory includes contact information and website links to research which CSA program’s arrangement, location, pricing and variety of products will be the best fit. In addition to traditional CSA programs through a local farm, some Virginians may consider subscribing to an online CSA. Snow days bring back lots of fond memories Anticipation was more than just a song by Carly Simon “back in the day.” While Hanover County Public Schools students took advantage of Old Man Winter’s recent snowfalls, memories came flooding in about the days of this writer’s youth (and it’s been awhile) about snow days. The term “snow days” brings back memories of being clothed in layers to avoid the cold while diving into “the white stuff,” which provided a most enjoyable experience. Back to the anticipation part. My school days were — well, a few decades ago, so there was no technology to notify us that school had been canceled due to the weather. Many mornings started with bated breath, listening intently to the local radio stations for those words: “There is no school in Logan County today.” After the immediate happy dance, it was time to plan the day. Fortunately, my neighborhood was filled with many kids in my age range. There would be a gathering at the home of a family behind our house because they had the biggest yard. Let the good times begin. Whether you believe in global warming or any issues related to the climate, cold just seems colder (of course, that could go along with getting older too) and we certainly didn’t experience the knee-deep snows and arctic blasts that have become commonplace. Anyway, when the snow fell on Feb. 17, we posted an invitation on our Facebook page —- www.facebook.com/mechlocal — to share photos of kids of all ages enjoying Mother Nature’s work. We also got a few photos of pets playing in the snow. Your response to our requests is always so impressive — and most appreciated. So, thank you for being part of our social media world. The face of a happy child is so heart-warming — and we saw many through your photos. Thank you for sharing. We would be remiss if we didn’t take the opportunity again to say “Thank you” to all the workers who make our lives easier when inclement weather is predicted or arrives. Consequences and cruel realities By Jim Ridolphi Contributing Columnist As I sat listening to ice pellets bounding off my front door, spring seemed a long way off for Virginians after suffering through one of the coldest spells in recent years. After a week of frozen inactivity, residents prepared for winter’s final push after the recent snow provided a welcome, or not, reprieve from our normal schedules. The merits of time off due to snow are easy to note, but the downside of a week off for my school-aged children became painfully evident as the impending reality of Monday morning began to descend on their recently acquired snow bum personalities. Almost three dozen eggs and
as many gallons of milk later, the unscheduled winter break ended at my home. Like many parents who didn’t accomplish what they had expected that week, I was glad to see school doors open again, and big yellow buses in my neighborhood were a welcome sight. I didn’t envy the educators who had to pick up the academic pieces after an episode like that. If anything was clear during those days out of school, it was the lack of scholarly activity my kids enjoyed. My futile attempts to guide them toward the library or perhaps a magazine during the seven-day hiatus were met with a lack of enthusiasm that mirrored their carefree attitude with
hours off and nothing to do. I feel fortunate, I think, to live next to a ready-made sled run. It’s not the biggest hill in the world but has the right angle for a speedy ride with a safe landing zone. After three or four days of incessant in and out of the house trips to the convenient hill, the thrill lessened, and the track lost its luster of excitement. My children quickly redesigned the course, adding additional bumps in the middle of the hill to add excitement to their runs. I must admit some science was learned during this activity in the form of a new appreciation of gravity. see REALITIES, pg. 8

Dear Mr. Hazzard, At the recent Hanover County Board of Supervisors’ meeting live streaming of HCBOS meetings was approved with a vote of 7-0. Friends of Hanover Schools supported this initiative and praises the Board of Supervisors for passing it. During the approval process, there was a question, and subsequent discussion, regarding various “web browsers” and which would support the streaming. After the presentation, you turned to your fellow board members and asked, “Did you understand any of that?” loud enough for many members of the audience to hear. We would like to understand your decision-making process. How do you go about educating yourself prior to making decisions whether or not to invest taxpayer funds in technology, be that live streaming of meetings or educational technology for our schools? So that we can be fair and factual, and not misquote you, we would appreciate a formal written response to our question.

After a late Black Friday night shopping spree for car parts and later getting back in the light where I could see better, I realized there is probably no market for Rolls Royce hub caps in West Virginia I decided to “Give Back” to the owner and after getting three hub caps back on a cop pulled up.
No way would he believe I was trying to give back after seeing the fourth hub cap still in my hand. Some days it doesn’t pay to be honest. The Give Back I would like to see is from everyone who approved, assisted and ignored the obese pay check taken by the Hanover County Public Schools employee for directing traffic. This money came out of school budget money that could have been used for teachers, supplies or other things for educating the kids. I’m assuming the past and present school superinten-

(Should be illegal to double dip.) The government takes so much of our money in taxes they can afford to pay some government employees a full month’s pay for being on the job 10 days a month. Being reminded daily of why and how much we are obligated to government for their service to us is the main reason we are “stewing.” Are there any questions as to why we are qualified to make a good stew? There will be two seatings for this event: 5 to 6:15 p.m. and 6:45 to 8 p.m. This year’s event will feature food from sponsors, Giovanni’s Italian Restaurant and William’s Bakery, and will provide volunteer opportunities for Hanover High School BETA club as well as other community members. Peggy W. Fisher FISHER, Peggy W., of Mechanicsville, born July 3, 1933, went to be with our Lord and Savior February 24, 2015. She was preceded in death by her husband, Jerry L. Fisher; and son-in-law, Roy J. Bramham Jr. (Buddy). She is survived by her children, Michael Fisher (Cheryl), Beth Unkelbach (Mike) and Susan Bramham; grandchildren, Shawn Fisher (Krystal), Caleb Fisher, Nikki Bramham, Lindsey Howie (Ben), Shannon Bramham, Joshua Unkelbach (Molly) and Jessica Unkelbach; as well as 11 great-grandchildren. Services were held at 11 a.m. Monday, March 2, 2015, at Bennett Funeral Home Chapel at 8014 Lee-Davis Road in Mechanicsville. Interment followed in Signal Hill Cemetery. GIVLER, William “Bill” III, passed away on Tuesday, February 24, 2015, surrounded by his family and friends. Born in Wagontown, Pennsylvania, Bill was a graduate of West Chester University and an Eagle Scout. He was a special education teacher at Scott Intermediate High School in Coatesville, Pennsylvania, for five years before entering the career service of the Boy Scouts of America. For 39 years, Bill helped turn boys into men, much of that time as the program director of the Heart of Virginia Council in
Richmond. He was the director of Camp T. Brady Saunders for 26 years. After his retirement, Bill joined the Mechanicsville Rotary Club, where he was an active member, serving as club secretary and sergeantat-arms. He is survived by his wife of 45 years, Juliane W. Givler; his son, Bill Givler IV; his daughter, Anne Elizabeth Givler; sister-in-law, Sharon Weil; daughter-in-law, Angelia R. Givler; grandsons, Jacob Johnson Givler and William Givler V; nephew, Jeff Weil and his wife, Nancy Weil; numerous cousins, as well as thousands of camp staffers and Scouts whose lives he enriched. A celebration of Bill’s life was held at 2 p.m. Saturday, February 28, 2015, at Camp T. Brady Saunders at 1723 Maidens Road in Maidens. Madlynn Headley HEADLEY, Madlynn W., 81, of Mechanicsville, entered eternal life on February 24, 2015. She was preceded in death by her husband, James J. Headley; and her son, James Jeffrey Headley. Also, by her mother and father, Mr. and Mrs. Leslie W. Wilkins; her brother, John Robert Wilkins; and her sister, Dorothy W. Basye. She is survived by her daughter, Lisa H. Koch, and her son-in-law, Douglas K. Koch; brothers, Leslie W. Wilkins Jr., T. Mitchell Wilkins and wife JoCarole; sisters, Shirley W. McNeal and husband George and Joyce A. Wilkins, as well as many beloved nieces and nephews, cousins and devoted in-laws and friends. Madlynn was retired from AT&T and began her career at Tidewater Telephone Company as a switchboard operator. She was a lifetime member of the Telephone Pioneers of America. Ruth Jordan JORDAN, Ruth Clark, 104, of Mechanicsville, passed away peacefully on January 3, 2015, two days before her 105th birthday. She was preceded in death by her husband, James J. Jordan; parents, Henry and Mary Clark; and her sisters, Bessie Brannan, Flora Brannan and Genevieve Drolla. She is survived by her son, John Clark Jordan; her stepson, James J. Jordan and wife, Jonnie; grandchildren, Stephen, Matthew and Ashley; nieces, Betty Miller and Genevieve Rowell; nephew, Joe Drolla and wife Terry; great-niece, Teresa Givens; cousin, Bryn Davis; and many other relatives and friends. Ruth was born on January 5, 1910, in Citronelle, Alabama. She completed high school, took a secretarial course and was employed by New York Life Insurance Company for over 40 years in offices located in New Orleans, Louisiana, Atlanta, Georgia (where she met her husband, who also was employed by New York Life) and Richmond. She was a dedicated member of the Tuckahoe Presbyterian Church and was involved in the Ladies’ Guild. She moved to Covenant Woods after her husband passed away and was one of the first residents there. She enjoyed reading, playing board games, traveling, and spending time with family and friends. She was a lovely lady who had a good sense of humor, a gentle and unpretentious demeanor and a caring heart. She will be missed by all who knew her. This annual award recognizes an employee who has demonstrated substantial work gains as well as improvements in the quality of their life. Duanetta Conant was the 2014 recipient of the Hanover Industries Employee of the Year award, presented to an individual in the Hanover Industries program who has demonstrated growth and a desire to increase their employment skills. Conant has worked in Hanover Industries for 10 years and is always willing to try new jobs despite her physical challenges. The CSB’s Employment Services program provides Supported Employment for
53 individuals with disabilities who work with 24 businesses in Hanover County. Employment specialists work with each individual to match employers’ needs with the skills they have to offer. The Supported Employment program has seven job coaches who work with the individuals and employers to provide the ongoing support they need to maintain their employment. Each year the Blue and White Gala is held to recognize the individuals and their employers for the outstanding commitment they make to employment in the Hanover community. Virginia State Parks campgrounds to open Friday Contributed Report news@mechlocal.com RICHMOND — The opening day of camping season in Virginia State Parks is changing. Campgrounds will open Friday, March 6. “In years past, we opened campgrounds on March 1, regardless of the day of the week,” Craig Seaver, state parks director, said. “To better serve our visitors, we will open on the first Friday in March this year and in the future.”
Managed by the Virginia Department of Conservation and Recreation, Virginia State Parks offers more than 1,800 campsites, ranging from primitive camping to RV sites with electric and water hookups. Exceptions to the new schedule include Lake Anna, Pocahontas, Smith Mountain Lake and Staunton River state parks, where camping opened on Sunday, March 1, this year. Campgrounds at Fairy Stone and Twin Lakes state parks are scheduled to reopen May 1 after
bathhouse renovations in those parks. Because of elevations of more than 5,000 feet, Grayson Highlands State Park opens primitive camping March 6 and full service camping May 1. Full-service camping is available year-round at Douthat, Shenandoah River and Hungry Mother state parks. Also new this year, site-specific reservations are available for some sites in six campgrounds. Campsites are normally available on a first-

The long-term plan calls for an additional 16 more firefighter/medic positions to be filled over the next four years. “We will work toward meeting the staffing and response goals we were not able to fully address in FY [Fiscal Year] 16,” Harris said. Fire Chief Jethro Piland told the supervisors that he needs an additional four positions to staff another ambulance adding to the county’s current total of two. Piland said he wants to correct call response times in rural portions of the county and said there is a discrepancy between response times in the Suburban Service Area and areas located outside of that zone. “We talk often about response times as a key indicator to measure our performance. In 2014, we did a good job. It is important to understand the differences and the challenges of our response times both inside and outside the SSA. While we do very well inside the SSA, we are challenged in the core rural areas,” Piland said referring to EMS response times. The chief said his department still depends on the dedicated group of volunteers who staff county firehouses, working in unison with career employees. “We have a great volunteer system,” he added. Piland said the 2016 proposal does not meet the amount he requested. “As the county administrator has recommended, there

Even though the proposed budget for his office falls short of his requests, Hines recommended approval of Harris’ proposed budget. “I needed six people in my budget, and Mr. Harris has been able to find me four,”

The county also is proposing committing $28.5 million in capital improvements over the next five years. This includes funds for building upgrades, technology purchases and replacement school buses. “At this level of investment, Hanover County’s commitment of local funds to our schools will be at the highest rate in our history on a per student basis,” Harris said in a prepared statement. Dr. Jamelle Wilson, superintendent of Hanover County Public Schools, said she will continue to confer with Harris regarding the proposed one percent raise contained in this year’s budget proposal. The Virginia General Assembly has approved additional funding for localities focused on a 1.5 percent increase, but it’s not clear at this time if the county’s current plan will be adjusted. “We continue to await the final action of the General Assembly,” Wilson said. “There are two versions of proposed revenue adjustments, one in the House and one in the Senate. We’ll continue to work with Mr. Harris and his staff to understand what the final iteration is and make adjustments as appropriate,” she said. Several speakers pointed to increased class sizes and lack of salary increases as major concerns for the school system. Rachel Levy, a parent of three children in Hanover schools, spoke in favor of additional funding to reduce class sizes in Hanover schools, especially the ones that serve more
diverse student populations. “In order for the needs of such a diverse group of students to be met, class sizes need to be smaller,” she said, referring to classes at John Gandy and Henry Clay elementaries. “They were smaller five, six, seven years ago. Smaller class size was one intervention that the county used to boost achievement.” Levy said increased class sizes are a clear indicator of a system that is not providing the services it once did. “Both my husband and I volunteer in the schools and we have noticed a decline in the quality of education that our children receive since we moved here six years ago. Right now, my children’s learning conditions are not what they should be,” Levy said. While there are no increases to the county’s current tax rate of 81 cents per $100 of assessed value, county residents will see a slight increase in their monthly utility bills. A one percent increase is proposed, amounting to about a $7 increase on average utility bills. The proposed budget also establishes two new positions in the Public Utilities Department, both focusing on improved customer service. With revenues up and county unemployment down, Harris said the economic indicators point to a region in recovery. “The traditional measures we use to gauge the state of our local economy give us reasons to feels optimistic about the future,” the county administrator said.

Frank F. Kay Jr. KAY, Frank F. Jr. “Bubba,”
85, of Mechanicsville, passed away peacefully Wednesday, February 18, 2015, after a long, courageous battle with Parkinson’s disease. Bubba was preceded in death by his loving wife of over 60 years, Shirley Ann Kay; his parents, Frank and Louise Kay; and son, Kirby Frank Kay. He is survived by two daughters, Denyce Corzatt (Jim) and Terry Spiers (Scott); son, Tracy Kay; five grandchildren, Tabitha, Amanda and Blake Spiers, Dylan Kay and Tanner Spangler. Bubba loved his river cottage in Deltaville, where he fished and crabbed by the bay. He worked at Virginia Power for 41 years, where he

retired at age 58. Bubba will be sorely missed by his friends and the staff at Heritage Green Assisted Living, who loved him dearly and took wonderful care of him. Jackets Badger rivals to claim ODAC title By Mike Barber Richmond Times-Dispatch SALEM — This year, Randolph-Macon College’s basketball team made sure it was the last one on the court at the Salem Civic Center. A year after being bounced in the quarterfinals, the seniorladen Yellow Jackets, the topranked Division III team in the nation, outlasted No. 10 Virginia Wesleyan 81-74 in overtime to win their third Old Dominion Athletic Conference championship in five years. The Yellow Jackets drew one of two first-round byes in the NCAA Division III men’s basketball tournament. They will host the winner of Thursday’s Alvernia-Catholic contest Saturday at 7 p.m. in Crenshaw Gymnasium. “We did not want to lose the last game of the ODAC tournament,” senior forward Joe Hassell said. Senior guard Marcus Badger, the tournament’s most valuable player, scored 19 points and had seven rebounds. Hassell, another of the team’s eight seniors, scored 15 points and had seven rebounds. “They showed this weekend that they’re the two best players in the league,” R-MC coach Nathan Davis said. “We’re fortunate to have them both.” After senior guard Breven Lyons hit a shot at the buzzer

ship the previous four years. At least one of the two schools had reached the title game every year since 2008. This is the second time in three years they’ve met in championship game. “We enjoy playing against those guys,” Virginia Wesleyan coach Dave Macedo said. “They bring out the best in you.”
That was certainly the case Sunday, as the Marlins were aggressive and effective in the first half. When they opened play in the ODAC tournament on Thursday, Badger and Hassell said Macon’s collective experience meant it wouldn’t panic if it fell behind in a game.
Sunday, the Marlins put that theory to the test. Virginia Wesleyan seized a 31-18 lead with 6:26 left in the first half and prompting Davis to call a timeout. What did the ODAC coach of the year tell his players during that timeout? “‘Calm down,’” Hassell said

At least that is what Dinwiddie High School coach Chip McCoull said after the Generals’ 77-71 victory over the visiting Hawks in the Conference 20 basketball tournament Monday night. In the girls tournament, Midlothian hammered Hanover 62-27. “Quite frankly, if the game had been played at Hanover, then Hanover would have won,” McCoull said. “That’s the difference in the game. Hanover drove 45 minutes. Neither of us practiced all week, you know. It was whoever was playing at home was going to win the game. … I think that drive is worth five to seven points for us – for both of us, particularly since neither of us could practice.”

Patrick Henry’s boys, girls ousted in conference semifinals By Brandon Lloyd For The Daily Progress C HA R L O T T E S V I L L E – After a five day layoff that saw their matchup with Patrick Henry get postponed three times in as many days due to weather, the Albemarle girls basketball team showed little rust as they routed the Patriots 63-39 in Monday night’s Conference 16 semifinal. “We did a couple of things that were going to bring our girls together if we aren’t going to be in the gym,” Albemarle head coach Rachel Proudfoot said. “That had a sleepover which was a bonding experi-
ence and when we did practice, everybody was just very alert.” Albemarle led 17-11 after one quarter as senior KK Barbour knocked down a threepointer at the buzzer to kick start her big night. Barbour poured in 25 points and pulled down 11 rebounds in the win while teammate and fellow senior Kendra Hairston scored 21 points and grabbed eight rebounds. “They wanted this, a month ago,” Proudfoot said. “After they [Patrick Henry] beat us by one at their place it was one of those games that just hurt.” Albemarle used a 13-0 run to open up a 27-11 lead mid-
way through the second quarter before Patrick Henry scored their first points in more than seven minutes with 4:08 left before halftime. “Our defense was tenacious tonight,” Proudfoot said. “At one point we had 13 assists and to go along with our defense, that was big.” Albemarle would take a 3618 halftime lead into the locker room. Patrick Henry scored the first four points of the third quarter to pull within 14 but was never able to get any closer than that. Boys The Albemarle boys’ team also showed no sign of the long
layoff as they also took care of Patrick Henry to advance to Tuesday night’s Conference 16 final. The Patriots knocked off Patrick Henry 56-37 for the second time this season behind another big night from Austin Katstra. “I think you could tell in the first quarter that we hadn’t played in a week,” Katstra said. “I thought we played pretty well and I think we started executing really well on offense in the second half.” Katstra scored a game-high 26 points and finished off the double-double by grabbing 11 rebounds. “We hadn’t played in ten
days but we weren’t going to use that as an excuse,” Albemarle head coach Greg Maynard said. “We got a few practices in and I was really disappointed that we couldn’t play this game last week, that’s just my opinion.” Patrick Henry scored the first four points of the game but saw Albemarle use a quick 9-0 run to take a 9-4 advantage before leading 12-7 after one quarter. Albemarle’s defense limited Patrick Henry to just 11 halftime points as the Patriots led 18-11 after 16 minutes. Patrick Henry would not go away quietly as they scored the first four points of the third quarter to

Albemarle would then use a 6-0 run that was capped by a Juwan Carter three-pointer to give the Patriots a 24-15 lead. “I thought we were really impatient in the first half,” Maynard said. “We did play great defense and rebounded really well so I was happy with that.” Carter scored eight points on the night. Albemarle would keep the defensive pressure on as they forced four-straight Patrick Henry turnovers to extend their lead to 30-18 late in the third quarter before leading 34-20 after three quarters.

Wasps sting R-MC women in ODAC quarterfinal By Dave Lawrence Sports Editor MECHANICSVILLE – Randolph-Macon’s women’s basketball team has had its ups and downs this season, but, despite a late-season loss to Emory & Henry on Feb. 14, the Yellow Jackets finished the regular season with two straight wins to claim the No. 2-seed and a first-round bye in the Old Dominion Athletic Conference tournament at Salem Civic Center in Salem. Unfortunately for the Yellow Jackets, they stumbled once again when facing the Wasps in the quarterfinals. Emory & Henry outshot Randolph-Macon from the floor: 33 of 64 (52 percent) to 27 of 73 (37 percent); and from 3-point range: six of 16 (38 percent) to six of 29 (21 percent). Emory & Henry outrebounded Randolph-Macon 50 to 41.
Finally, the Wasps had more assists than the Yellow Jackets 18 to seven. “You pick up the boxscore and you look and you as a team have four double-figure scorers, you’d like to believe that you have a good chance of winning the game,” LaHaye said. “They had key players come off the bench – Megan Jacoby, their point guard and their key leader, she fouled out. She only played 26 minutes in that game, and they were able to beat us and beat us soundly. “I attribute that to great opportunities for people coming off the bench to step up and do whatever [Emory & Henry coach Anne] Crutchfield asked them to do.” The Yellow Jackets led early, but their last lead was 9-8 with 15:13 in the first half. Because of the weather last week, Conference 33 cancelled its basketball tournament, but King William, as one of the top four seeds in the conference, advanced to the Region 2A East tournament. Unfortunately, the Cavaliers drew Greensville County, which had only three losses this season, in the opening round of the regional tournament. King William held its own against the Eagles into the third quarter but Greensville County took advantage of a 24-point third quarter to pull away for a 72-49 victory Tuesday night at Greensville. The Cavaliers end their season at 9-10, but it is a significant improvement over last year for a team with just two seniors – Gray Shannon and Nick Byrd – on the squad. “A good year – one game less

School district again expects full accreditation For the ninth consecutive year, Hanover County Public Schools will again receive 100 percent full accreditation. According to Dale S. Theakston, communications specialist, the accreditation is determined based on the 200910 Standards of Learning assessments. Preliminary information from the Virginia Department of Education indicates the accreditation status. Final accreditation reports are expected on Sept. 15.
County receives VACo honor Hanover County has been recognized by the Virginia Association of Counties as the recipient of the 2010 Achievement Award for the Dominion Resources Greentech Incubator. The county was honored for its model local government program in the category of Community/Economic

Governor, legislators urge residents to use free tax prep program RICHMOND — Gov. Terry McAuliffe, Tax Commissioner Craig Burns, Sen. Bryce Reeves, Del. Kathy Byron and Del. Mark Keam are urging eligible Virginians to use the IRS and Virginia Free File programs to save money at tax time. In general, people earning $60,000 or less – 70 percent of all taxpayers – are eligible to use name-brand tax preparation software products to prepare and file their return online for free. The Governor, state legislators and officials attended a Free File briefing at the Library of Virginia in Richmond to demonstrate the program’s ease of use and other advantages. Free File is a public-private partnership between the Internal Revenue Service and tax preparation software companies that not only provides free tax preparation assistance to eligible filers, but also comes at no cost to the

Barbara Williams WILLIAMS, Barbara Lehman, of Henrico, passed away on Tuesday, February 24, 2015, surrounded by family. She was the daughter of the late Helen M. and George R. Lehman, and is survived by her husband, Lewis L. Williams Jr.; son, Lewis L. Williams III; daughter, Penny L. Williams; four grandchildren, Heather, Fallon, Lewis IV and Dallas; and a large, extended loving family and friends. She was the glue of the family and she loved the beach and animals and she adored each and every one of her grandkids. Raymond Williams WILLIAMS, Raymond Neal “Buddy,” 82, of Mechanicsville, passed away on February 23, 2015. He was preceded in death by his parents, Edward J. and Bertha P. Williams; brother, Edward J. Williams; and sisters, Margaret Crouch and Veta Ellis. He is survived by his loving wife of 54 years, Barbara P. Williams; daughters, Raymi Catron and her husband Mike and Julie Moore and her husband Alan; grandchildren, Lauren Simmons and her husband Phillip, Luke Catron and his wife Melisa and Ryan Moore; great-grandson, Brooks Catron; sister, Dot Woodson; brother-in-law, Benny Powell and his wife Pat; and numerous nieces and nephews. He served his country in the United States Air Force as a staff sergeant from 1952 to 1956. Buddy worked as a wholesale drug salesman for McKesson-Robbins from 1959 to 1978 and retired from Owens & Minor in 1994. After retirement, he delivered flowers
part-time for Stranges Florist. He was very active in church at the Windsor Hills Baptist in Roanoke and the Cool Spring Baptist in Mechanicsville. He was a lover of sports and was a standout athlete in high school and the Air Force. His favorite team was the Virginia Tech Hokies. Funeral services were held at 11 a.m. Friday, February 27, 2015, at the Cool Spring Baptist Church at 9283 Atlee Station Road in Mechanicsville. Burial followed in Signal Hill Memorial Park.
