Wilson addressed those concerns. “There are additional funds available that we would qualify for from the state, but there is an expectation of a local match. Our concern is rather or not we would be able to fill classrooms if we added more. We have not made the determination to add classrooms in the past several years.” The School Board also approved an Advanced College Academy program that will allow Hanover students to receive

OPINION | The Local Views From the editor

School system praised for safety drill testing Kudos to Hanover County Public Schools for working with the Hanover County Sheriff ’s Office and Hanover Fire-EMS to ensure the safety and well-being of our students. A recent email from John M. Gandy Elementary School noted that various safety drills are practiced throughout the school year. Bravo! Students and staff had cooperated with the Sheriff ’s Office and FireEMS in conducting what may have been described as a “routine” safety drill, but, one that could potentially save lives in the future. Practicing procedures for what to do when someone enters the school who does not belong there were included in the drills. By taking part in these safety drills students and the school are being provided an opportunity to practice the school system’s written plans so that everyone involved understands how to respond in the event of an actual emergency. The day that email came out noted that it marked the third drill at the school for the 2014-2015 school year. Our school and county leaders cannot do enough to protect our most valuable resource: the children of Hanover County. These drills will create an environment ready for worst-case scenarios. While we don’t want to even think about the possibilities, the reality of today’s society is that schools are not the safe havens those of us of older generations remember. We’ll go along with the Boy Scouts of America and “Be prepared.” The efforts of the schools, deputies and fire/rescue crews are to be commended. And, we would be remiss if we did not acknowledge the role the school administrators, faculty and staff take every day with the students. Safety first and preparedness can and will save lives. We are confident in the readiness of our Sheriff ’s Office and Fire-EMS. But, we also hope they don’t have to prove their skills in the schools. Hopefully the children took home an experience and shared it with their parents and/or guardians. Safety starts at home. Melody Kinser

CTE helps capture the future By Jim Ridolphi Contributing Columnist Across the nation, school systems are initiating or expanding career and technical training programs that provide students real life hands-on training that result in job-ready graduates. The programs are providing an integral element in the educational wheel, allowing career options for students who might have, in past years, slipped through the educational cracks. It’s a philosophy many of our area school systems have embraced for many years, and the value of technical education was never lost on some local systems. Gov. Terry McAuliffe recently announced that Hanover County

would receive a $100,000 grant to research and develop a regional CTE Governor’s School. It’s an opportunity for local students to benefit from expanded and specialized programs. It’s also intended to provide a model for other districts in the state. It’s another positive step in the right direction when it comes to options that serve all of our students. In times when shrinking educational dollars often get the headlines, CTE courses are a clear signal that opportunities for our children are on the increase … and area school systems have their fingers on that pulse. In another initiative, many area school systems have instituted College Academies that offer students

the opportunity to earn college credit while attending high school. The program had its roots in Goochland in a partnership with J. Sargeant Reynolds Community College, and enrollees have the chance to graduate with a high school diploma in addition to a two-year Associate’s Degree from college. The advantages to the academy type programs come in many forms, the most obvious being the savings available to parents who take advantage of the program. Programs like the academy and the CTE pilot also display a willingness of local systems to engage the community in efforts to identify meaningful and relevant courses see CTE, pg. 8

LETTERS | Reader Views

Resident praises Wilson, notes need for resources (Editor’s note: The following letter was sent to Sean Davis, who represents the Henry District on the Hanover County Board of Supervisors, after the Feb. 15, 2015, meeting.) Dear Mr. Davis, First, thank you for your commitment and service to Hanover County. I am writing, though, because I am confused by your comment after Dr. Jamelle Wilson’s [superintendent of Hanover County Public Schools] budget presentation at the recent Board of Supervisors meeting. You said you wished that those who spoke at citizens’ time had remained to hear her. It seems that you believe either that the citizens were critical of Dr. Wilson and the schools, uninformed about the state of the schools or that the schools have no unmet needs. If the former is the case, I can’t speak for all the citizen speakers, but I believe Dr. Wilson is doing an excellent job in the most difficult of circumstances. I admire her patience and perseverance. Like you, I am proud of our education professionals and am grateful they attend to the needs of our most vulnerable children, whether at Georgetown, Henry Clay or

scattered across school boundaries. On Wednesday, Feb. 25, I heard informed citizens, some of whom had heard the superintendent’s presentation at the Hanover County School Board meeting say the schools are doing a great job with the resources given. They asked, though, in some cases pointedly, for more resources, even if it means increasing revenue streams and for a more transparent, bottom-up budgeting process from the supervisors. Alternatively, your observation that citizens will never be satisfied suggests that you may believe that the schools have no unmet needs. This denial would be understandsee LETTERS, pg. 8

able if one took Dr. Wilson’s and Mr. [Cecil R. “Rhu” Jr., county administrator] Harris’ presentations at face value. I have noticed that Dr. Wilson and School Board members, unlike the sheriff and the fire chief, do not discuss their unfunded needs publicly. Mr. Harris’ figures looked particularly bright because they were not reported in inflation adjusted dollars. Drawing on educational research I think that elementary class size should be capped ideally at 20, middle and high school academic classes at 24 and that no teacher should have a student load of greater

students. CTE is a prime example of collaborative education that depends on local businesses to provide the mentoring and technical support necessary to ensure success for the students

who pack the classrooms. And it’s a win-win situation. When local systems produce students who meet local demands, the community wins in keeping their best resources close to home.

than 125. Testimony on Wednesday validates that Hanover has a need for additional staff to reduce class size. For example, all three second grade classes at Beaverdam have 25-plus children. When elementary classes are this large, it is just as much “throwing the dice” as when fire personnel don’t have proper staffing or equipment and it make take years for the full damage to the children’s education to be known. While not addressed two weeks ago, one doesn’t need to look far for documentation that Hanover schools have significant infrastructure (e.g.,http://friendsofhanover schools.com/2015/03/02/ the-truth-about-conditionsof-hanover-schools-facilities-

comes-pouring-in/ ) and technology needs. Today in Hanover we are still reaping the benefit of the investment in education made by past boards. The full effect of the slashing that was done during the economic downturn and the austerity of this board are not yet known, but I believe that the citizens of this county want a safe and vibrant community in which educating children is a priority. To me, there was a beauty in the recent citizens’ time in that several octogenarians stepped into the public forum to ask, not for themselves, but for a common good whose benefits they will not live to see. I appreciate their unselfishness. Thanks again for all you do. Mary Anne Pugh Montpelier

A vibrant and active CTE program also invigorates a business climate that thrives on comprehensive training and availability of qualified, well-trained employees. With the help of local community colleges, area business leaders and visionary educators, our youth are exposed to endless opportunities that seemed impossible only years ago. Expanding programs mean education is better suited to serve all its students, and recognizes that exceptional comes in many forms. Tomorrow’s leaders are not only enrolled in college preparatory courses. A well-rounded system prepares all of them for a future with promise and hope. In tight budgetary times when dollars are at a premium, it’s also reassuring to note that local school systems don’t lose sight of their priorities. The creation of a CTE Governor’s School is ongoing proof that educators remain focused on designing curricula that meets the needs of a constantly changing student body. And that’s peace of mind that money can’t buy.

USDA offers extension to update base acres on yield history By Ken Upshaw County executive director WASHINGTON, D.C. — Agriculture Secretary Tom Vilsack recently announced that a one-time extension will be provided to producers for the new safety-net programs established by the 2014 Farm Bill, known as Agriculture Risk Coverage (ARC) and Price Loss Coverage (PLC). The final day to update yield history or reallocate base acres has been extended one additional month, from Feb. 27 until March 31. The final day for farm owners and producers to choose

OBITUARIES Continued from pg. 20

ARC or PLC coverage also remains March 31. “This is an important decision for producers, because these programs provide financial protection against unexpected changes in the marketplace. Producers are working to make the best decision they can. And we’re working to ensure that they’ve got the time, the information, and the opportunities to have those final conversations, review their data, and to visit the Farm Service Agency to make those decisions,” said Vilsack. If no changes are made to yield history or base acres by

March 31, the farm’s current yield and base will be used. A program choice of ARC or PLC coverage also must be made by March 31 or there will be no 2014 payments for the farm and the farm will default to PLC coverage through the 2018 crop year. “These are complex decisions, which is why we launched a strong education and outreach campaign back in September. Now we’re providing a one-time extension of an additional month so that every producer is fully prepared to enroll in this program,” said Vilsack. Nationwide, more than

2.9 million educational postcards, in English and Spanish, have been sent to producers, and over 4,100 training sessions have been conducted on the new safety-net programs. The online tools, available at www.fsa.usda.gov/arc-plc, allow producers to explore projections on how ARC or PLC coverage will affect their operation under possible future scenarios. Covered commodities include barley, canola, large and small chickpeas, corn, crambe, flaxseed, grain sorghum, lentils, mustard seed, oats, peanuts, dry peas, rape-

seed, long grain rice, medium grain rice (which includes short grain rice), safflower seed, sesame, soybeans, sunflower seed and wheat. Upland cotton is no longer a covered commodity. To learn more, farmers can contact their local Farm Service Agency county office. To find your local office, visit http://offices.usda.gov. The Farm Bill builds on historic economic gains in rural America over the past six years, while achieving meaningful reform and billions of dollars in savings for the taxpayer. Since enactment, the U.S.

Department of Agriculture has made significant progress to implement each provision of this critical legislation, including providing disaster relief to farmers and ranchers; strengthening risk management tools; expanding access to rural credit; funding critical research; establishing innovative public-private conservation partnerships; developing new markets for rural-made products; and investing in infrastructure, housing and community facilities to help improve quality of life in rural America. Randolph-Macon advances to the Sweet 16 By Brad Bess Richmond Times-Dispatch ASHLAND – On March 7, 2014, Randolph-Macon was defeated by DeSales in overtime of the first round of the NCAA Division III tournament. The Yellow Jackets weren’t going to let it happen in the second round exactly one year later. Randolph-Macon defeated Catholic 78-65 at Crenshaw Gymnasium on Saturday in the second round of the Division III Tournament. The Yellow Jackets will face St. John Fisher Friday at 8 p.m. at RandolphMacon. Chris Hamilton hit four 3pointers and scored 18 points to lead the Yellow Jackets, who have won 24 consecutive games and are appearing in their sixth straight NCAA tournament. “I thought our guys showed a lot of poise and toughness,” said R-MC coach Nathan Davis. “(They) played through the times where it wasn’t going so great, kept staying after it and were able to make enough plays to build enough of a lead to hang on there at the end.” As has been its calling card all year, offensive balance was key for Randolph-Macon’s success. Davis’ team attacked the Cardinals’ zone defense in the first half, leaving the perimeter open. The Yellow Jackets knocked down 3-pointers,

forcing Catholic to go man-toman in the second half, which opened up the interior. The Yellow Jackets started fast and led by as many as 11 in the first, but Catholic ended the half on a 17-11 run to take a 35-30 deficit into the locker room. extended, pump faked and got to the basket for a dunk with a Catholic defender in his face for the first basket of the second half. The Cardinals kept the deficit within 10 until Hamilton made a 3-pointer through a foul and completed the four-point play to give the Yellow Jackets a 14-point lead with 7:19 remaining. They made free throws late to seal the victory.

With the win, the Yellow Jackets still are not ready to sit back and acknowledge what they’ve accomplished. “We sit back and reflect and act like we’ve accomplished a whole lot, then we’ll get in trouble,” Davis said. R-MC senior Marcus Badger echoed his coach. “Last year, we weren’t too focused coming into the game and that hurt us,” he said.

“Losing that early, that happened my freshman year, too, we lost in the first round and you just see what happens to our seniors. You feel like you’ve let them down and now that we’re seniors, we don’t want to have that disappointment. “We just know that we’ve got to be focused all the time and can’t take any days off. The “Game for Shane,” a benefit baseball game between Atlee and Meadowbrook high schools to raise money for the Captain Shane T. Adcock Memorial Scholarship at Longwood University, will be held at noon Saturday at Atlee. Tickets are $5, with free admission for children 12 and under. All proceeds will go to the scholarship, which honors Mechanicsville resident Shane Adcock, a 1997 Atlee graduate and a 2003 Longwood graduate, who was killed in the line of duty in Iraq in Oct. 2006. Those who cannot attend the game can still contribute by going to www. longwood.edu/advancement/makeagift.htm and making a gift either by check, credit card, online, or by phone and indicating that the gift is for the Shane Adcock Scholarship. Yellow Jackets split doubleheader with Frostburg By Dave Lawrence Sports Editor ASHLAND – RandolphMacon’s softball team has been struggling to get on the field this season. The weather has not cooperated. Winter weather and unplayable field conditions have forced the Lady Yellow Jackets to postpone or cancel their first 10 games this season – including a weekend tournament in Virginia Beach this weekend. Sunday, though, they finally got to step out on the sand for a doubleheader with Frostburg State – a team they were originally supposed to meet on Feb. 28 – and, thanks to a two-out, two-run home run by center fielder Amanda Sopko in the final inning of the opener, they earned a split with the Bobcats. Thanks to Sopko’s home run, Randolph-Macon won the opener 3-2. Frostburg State – also unable to get its season started before Sunday – domi-

nated the nightcap to claim a 3-0 victory. “It’s great to be back on the field,” said Randolph-Macon head softball coach Kevin Proffitt. “I don’t like a split, but it’s nice to be out here.” Just getting the field ready to play was something of a victory for the Yellow Jackets – much of the surrounding area was sod-

den with runoff from melting show that had yet to drain. “The girls worked really, really hard,” Proffitt said. “That’s [why] the field’s ready. They were out here … Friday, Saturday shoveling snow. In that sense, just being able to play was a moral victory.” Both teams looked rusty at the start of the opener.

“We’re tired of being inside,” said Frostburg State head coach Wes Landrum. “We haven’t seen dirt, grass – anything except a rubberized floor for five weeks.” The Bobcats took a 2-0 lead in the third inning. Megan Tracy led off with a walk and scored on a triple by Hannah Tavik. Tavik came in on the

same play on a Yellow Jacket throwing error. Randolph-Macon added a run in the bottom of the third to make it 2-1. Addi Johnson singled, stole second and was sacrificed to third by Sopko. Johnson scored on a single by Sierra Ford. Neither team scored again until the bottom of the seventh, when Frostburg State looked assured of victory. But Randolph-Macon rallied. With one out, Johnson drew a walk. After another out, leadoff batter Sopko – better known for her on-base percentage than her power-hitting – took an inside pitch and drove it over the left field fence. “It had been a rough evening for me, starting off, I was, like, 0 and 3,” Sopko said. “I was looking for getting a good pitch and driving it, just trying to get on base. … I usually don’t get inside [pitches] a lot – I get outside pitches a lot – looking inside was different for me. So

I just went with it and luckily it went over.” Frostburg State’s offense seemed to catch fire in the nightcap, with Taylor Blevins going 3-for-4 and teammate Lauren Capece getting two hits for the Bobcats. Frostburg State took a 20 lead in the fourth inning. Capece and Allison Williams opened with back-to-back hits. Allison Short singled in Capece. Later, Sam Gatton drew a basesloaded walk to score Williams. The Bobcats added another run in the fifth. Tavik and Blevins posted back-to-back singles. Tavik scored on a fielding error on Blevins hit. Randolph-Macon struggled offensively. “We didn’t hit very well at all, didn’t get much from the middle of our lineup,” Proffitt said. “But it can only get better.” Dave Lawrence can be reached at dlawrence@mechlocal.com.

Randolph-Macon sweeps Shenandoah By Dave Lawrence Sports Editor ASHLAND – Weather postponed the opening weekend for Randolph-Macon’s tennis teams, but Sunday it seemed the delay may have helped the Yellow Jackets more than hurt them as they swept Old Dominion Athletic Conference rival Shenandoah Sunday. The Yellow Jacket women beat the Hornets 6-3 while the men dominated Shenandoah 8-1. Randolph-Macon finally began its season Saturday at Guilford, where the women finished with a 9-0 victory. The men fell 7-2. Kelsie Grice said the Yellow

Jackets, when they were unable to practice on the court, worked indoors to improve their conditioning. “We’ve been able to get some good practicing in – both on the courts and in the Brock Center, so we’re just looking forward to starting our season,” Grice said. “I’m looking forward to playing and having fun on the court. I think I’m hitting the ball well, which is really good considering how little we’ve been able to play. I think that all has to do with [Randolph-Macon head tennis coach Charles Gray] and how he gets us ready mentally and physically.” Gray said he’s been emphasizing conditioning during the winter-obstructed preseason.

“We’re probably physically in the best shape we’ve ever been in as long as I’ve been here. It’s actually worked out well for us,” Gray said. “It doesn’t take the place of hitting tennis balls, but it’s a pretty close second.” Sunday marked the first time the Hornets could play outside – their three previous matches this season have been in indoor facilities. “You have no elements when you’re inside,” said Shenandoah men’s team captain Steven Baker, who earned the Hornet men their only victory of the day with a 7-5, 7-6 (7-4) decision over Randolph-Macon’s Ryan Byrd. “Playing outside is definitely different with the wind, temperature and every-

thing else.” Shenandoah head coach Larry Hubbard said the Hornets are an improved team over last year. “A year ago [against Randolph-Macon], our guys lost badly,” Hubbard said. “We fought, and we were in the match today. A year ago, the women were in the conference tournament against this team and couldn’t win a single game. Today, we’re better.” Grice, Angelina Sportelli and Melissa Tomlin were all multiple winners Sunday for the Yellow Jacket women, each picking up wins in their respective singles and doubles matches. On the men’s side, Connor Hoerr, John Adam, Ira Usry,

the program represents a huge savings potential for parents. “This is a real college savings for these students,” Gill said. “We are saving that much money for the parents,” School Board member Norman Sulser, Cold Harbor District, said. “This is one of the best things we’ve done for Hanover County schools in the past 22 years.” “We are looking at some degree of parity,” Gill said, describing efforts to attract students from all four county

At the time of Wilson’s update, the superintendent said adjustment to the students’ Spring Break would not be required to make up the days. “We will continue to monitor our instructional time, as there appears to be another
