Update provided on superintendent search By Meredith Rigsby News Editor ASHLAND — “It’s very clear you’re not interested in a dictator. You are looking into somebody that’s very collaborative and they are going to participate with all the stakeholders,” Dr. Kevin Castner, a BWP associate, told the Hanover County School Board on Monday, Sept. 28. Castner provided an update from BWP & Associates about its search for a new Hanover County Public Schools superintendent. The purpose of the “Hanover County Superintendent’s Search Community Engagement Report” was to engage the public in order to provide the board with information, including strengths and challenges of the HCSB, to create a leadership profile that expresses qualities and characteristics the next superintendent should possess.

school board members, school system employees, students, business and civic leaders; held
two community forums and organized an online community survey. About 115 people participated in the engagement meetings and 432 people completed the online survey. According to the survey, the three most important skills the community would like to see in a superintendent are leadership skills (80.0%), communications skills (61.5%) and interpersonal and public relations skills (37.1%). The survey also showed that the three most important characteristics the community would like the new superintendent to possess are commitment to high student achievement (64.4%), values employees (53.9%) and integrity (37.0%). A 21-year-old was suffering from a gunshot wound to his face and the other, 18, was suffering from a gunshot wound to his neck. Both were taken to the VCU Medical Center for treatment. They remain in critical condition. Trice said investigators have been able to determine that both shooting victims were in close proximity to each other and were struck by the same bullet during the commission of a robbery. These include: a visionary instructional leader, an effective communicator, a collaborative manager and personal qualities. “We have taken language from the report and organized it into a draft profile,” Castner said. “This draft profile again takes language that we heard [and] puts it into a context of themes.” During the school board’s discussion of the draft profile, members had issue with the term “politically savvy” found in the full description of a “collaborative leader.” “I’m disturbed with the terminology ‘efficient politically savvy manager,’” Henry (Hank) C. Lowry Jr., Ashland District, said. “I don’t believe that language belongs in this … that takes them [the superintendent] out of the realm of always doing the best thing for the children.” Agreeing with Lowry’s concerns, board member Roger S. Bourassa, Mechanicsville District, made a motion to approve the draft leadership

profile with the term “politically savvy” struck from the language. With the draft leadership profile approved by the school board, BWP will continue with the next steps of the project. BWP is expected to have a report on the final survey results by Oct. 2. A recruitment assessment deadline has been set for Oct. 9, with candidates being interviewed on Oct. 16. The first round of interviews will be conducted on Oct. 19, with interview finalists selected by Oct. 26. The new superintendent will be selected and have a contract negotiated by Nov. 4 and will be formally introduced by Nov. 10. The new superintendent will begin working with HCPS by Jan. 4, 2016. In other business, Dr. Michael Gill, assistant superintendent of instructional leadership, gave a review of the 2012-2018 Long Range Plan, proposing that no changes be made at this time. Gill also presented a review of 2015-2016 school board and budget goals, proposing that an amendment be made to the approved goals by adding line item E, which states “the board will engage in activities
that will promote educational equity in all students.” “The reason we are proposing that change is because it really speaks to the current focus of the school division,” Gill said. As for budget goals, the school board has held 11 public meetings about the budget to ensure all public groups are represented, has been able to maintain an average class size of 21 students per teacher, plans to raise employee salaries by 2 percent and completed 60 projects over the summer months at almost $2 million, according to David Myers, assistant superintendent of business and operations of HCPS. Gill and Myers additionally provided an update on the Hanover High School and Advance College Community (ACA) dual-enrollment program. Thus far, the sequence of studies, or what a student would need to do to complete the Specialty Center and the ACA is finalized, there is a memorandum of understanding (MOU) in place that has been signed by the Dr. Gary L. Rhodes, president of J. Sargeant Reynolds Community College, and Dr. Robert F. “Rick”
Richardson, interim superintendent of HCPS, curriculum work is well underway, application templates are finalized, counselor training has been held, a specialty center coordinator has been hired, ACA liaisons have been appointed at Patrick Henry High School and Lee-Davis High School and two separate Education Expos have been planned. The first Education Expo is scheduled for Oct. 20 at Hanover High School and the second is scheduled for Nov. 9 at Patrick Henry High School. Both expos will take place from 6:30 to 8:30 p.m. and will target incoming eighth and ninth graders. Student applications for the ACA and Specialty Center will be accepted beginning in midNovember with applications due by Feb. 1, 2016. Students will be notified if they have been accepted to the program by Feb. 15, 2016. Transportation to and from students’ homes and different high schools is still an issue that is being discussed by the board. The next Hanover County School Board meeting is scheduled for 7 p.m. Tuesday, Oct. 13, at the central office at 200 Berkley St. in Ashland.

Newspapers prove their worth every day As we observe National Newspaper Week (Oct. 4-10), let’s take time to join in celebrating what so many of us depend on daily — or, in our case, weekly in terms of the print edition. But, thanks to today’s technology, we are a “daily” newspaper through our website and social media posts. Having grown up in a home with a morning and afternoon newspaper being delivered, it was part of the daily routine to read both. As soon as my mother settled here, it was a given that I would subscribe to the Richmond Times-Dispatch. She has to have a newspaper in her hands every morning. Her generation realizes and embraces what that print edition signifies. But we also are keenly aware of the relevance to my generation and those younger. This writer subscribes to the RT-D All-Access package, so I am connected to news taking place in the Greater Richmond area no matter where I am. (Just ask my co-workers, family and friends, I am addicted to being connected.) As a journalist who kind of fell into this career in 1975, I can’t imagine not being able to experience the one-on-one interview with someone sharing their story. And everybody has a story. The same goes for government coverage. There’s always something worth writing. We certainly hope you depend on receiving this publication every week. It’s most gratifying to be approached by someone who wants to express their thoughts and opinions about what we do and how we do it. And, trust me, the comments aren’t always positive — but we’re going to listen and we’re going to respond. Our goal every day is to serve you, our readers. This newspaper strives to provide a balance of government, community, events and, most of all, people through its pages. As a true community newspaper, we are fortunate to know you as friends and neighbors. This is your newspaper — never lose sight of that. Your stories are the ones we want to tell. Cycling event kept a local focus By Jim Ridolphi Contributing Columnist Finding an angle that doesn’t seem tired or overworked when considering what to write regarding the biggest event to hit our city in years proved difficult for me. As the days of the event dwindled, I listened to grand reviews from every friend I have, all of them quick to interject that I didn’t know what I was missing by not attending. So, finally, I ventured down to Monument Avenue to watch the women’s’ finals. I’m sure it has a more detailed name, but please excuse my cycling ignorance, because, I, like many other Richmonders, know little about the actual sport of bike
racing. I was looking for a little local color, but most of the brilliance had an international flair as I first arrived. Flags from every country imaginable dangled up and down the street, hung from porches, light poles and anything else that would prop one up. The first person I approached looked foreign enough. He was dressed in dark clothes with a shortbilled hat that suggested European to me. “Hello, I’m from the newspaper and writing a column on the big bike race,” I explained. “Where are you from?” “New Market,” he replied with a
friendly enough smile. “Where exactly is that located?” I inquired as I pulled out my note pad. “I’m from New Market Road. It’s in Varina.” Wow, I’d fallen about as far from international as you can get on my first attempt, but the guy seemed knowledgeable enough and plenty involved regarding the event, so I asked him a few questions. Turns out he was waiting for his girlfriend to get off work at a local eatery, and came early to avoid not being able to get near her restaurant at all once the streets were closed. “But, the races are really cool. see CYCLING, pg.24

Journalists’ deaths spotlight the epidemic of gun violence Do I continue to live a life of “tragic resignation” or do I exercise my 1st Amendment rights and become an outspoken advocate for change? The morning of Aug. 26, 2015, journalists Alison Parker and Adam Ward were shot and killed during a live interview at Smith Mountain Lake, Virginia. Their killer, Vester Flanagan, ended his own life later that day. Alison and Adam were young, educated, productive professional journalists whose lives were cut short by gun violence. Our community is stunned and heartbroken. In just a few seconds, 15 shots were fired from a handgun. Alison and Adam were taken from us forever, and one of our community leaders was seriously injured. Those with eyes to see and ears to hear — pay attention. Gun violence in our country is epidemic. We hear about it and see it in the news almost every day. All of us remember the high-profile incidents: Fort Hood mass murders in 2009, mass murders at Sandy Hook Elementary School, the recent murders at the AME Church in Charleston, South Carolina, the Virginia Tech mass murders, the mass murders in Columbine, Colorado, the mass murders at a theater in Aurora, Colorado, the murders at a recruiting office
in Chattanooga, Tennessee, the shooting of U.S. Rep. Giffords in Arizona, the recent execution-style murder of a police officer in Houston, the recent murder of a police officer in Illinois, the murder of Trayvon Martin in Florida, the killing of Michael Brown in Ferguson, Missouri, a college professor in Mississippi murdered by a colleague who also killed his wife and took his own life. And these are just some of the shootings that make the national media. Closer to my home there are killings by guns that don’t make the national media. MECHANICSVILLE -- A local man has been charged with burglary and attempted grand larceny. According to Maj. Michael J. Trice of the Hanover County Sheriff ’s Office, investigators arrested Ross W. Franklin, 27, of Mechanicsville, on Sept. 29. He was arrested in connection with an incident that occurred on Sept. 24 in the 10000 block of Oak Cottage Drive in Mechanicsville. Additional charges were obtained against Franklin for resisting arrest and obstruction of justice by force. He was taken

Between Sept. 17 and Sept. 26, the Sheriff’s Office received multiple reports of an unknown person entering homes during the night time hours in an apparent attempt at theft. These incidents occurred in the New Ashcake Road corridor, including the subdivisions of AshCreek and Fox Head. In these incidents, Trice said the homes had unlocked exterior doors that were used to enter the residence. On Sept. 27, the Sheriff’s Office responded to the Atlee Little League for a report of a suspicious person attempting to enter cars in the parking lot.
As a result of that investigation, Franklin was arrested and charged with trespassing. After further investigation, Franklin also was charged with burglary and attempted petit larceny in connection with an incident on April 2 in the 8400 block of Truman Road. The Sheriff’s Office continues to aggressively investigate these incidents and follow-up on leads. “Expect to continue to see increased patrols in the area as we continue with the investigation,� Trice added. “As a normal practice, keep your homes and vehicles locked, exterior lights on, and blinds closed after dark in order
to reduce opportunity and not advertise any valuables,� he said. “Remember to report any suspicious activity to the Sheriff ’s Office immediately by dialing 911 or the nonemergency number 804-3656140.� Anyone with information about these incidents is asked to contact the Hanover County Sheriff ’s Office at 804-3656140 or Crime Stoppers at 804780-1000. It needs to be restated as a more truthful statement: “People with guns kill people.â€?
Our elected officials, many fearful they will lose votes in the next election, hide behind two responses: “I support 2nd Amendment rights� and, “I support improving and increasing our mental health system.� I agree with both of these responses. But, come on — surely there have to be common-sense guide-

HYSC collects donations of school supplies for kids in need MECHANICSVILLE – Members of Hanover’s Youth Service Council (HYSC) recently gathered in front of the Kroger store at Rutland Commons off U.S. 301 to accept school supplies for Hanover County children in need. To help the students, HYSC collected generic backpacks, composition books, supply boxes, two-pocket folders, glue sticks, erasers, dividers, durable binders, supply boxes, pencil pouches, notebooks, hi-lighters, crayons, pencils, markers, colored pencils, loose leaf paper, scissors, sanitizing wipes, dry erase markers, hand sanitizer, tissues, index cards and other school supplies.
Those who were unable to make it to the Rutland Commons Kroger on Aug. 14 may leave donations at collection boxes at all Hanover Library branches of the Pamunkey Regional Library. Other donation locations include the Hanover County Department of Community Resources in Ashland; the Wickham Building and the County Administration Building in the government complex at Hanover Courthouse; and these businesses, the Primrose School of Atlee Commons at 9650 Atlee Commons, the Goddard School at 7503 Old Hickory Drive in Mechanicsville and the Burkwood Swim
& Racquet Club at 9120 Burkwood Club Drive. The HYSC is a youth-led countywide organization of 35 middle and high school students from throughout Hanover who are selected for their dedication to service and leadership. HYSC members promote service and address needs in our community by planning and conducting monthly service projects. SHLAND — Hanover County Parks and Recreation will host the annual Taylor’s SpookieFUN Fest later this month. The department is seeking child-related businesses and/or organizations to be Community Partners at the family event. There are two ways to participate: Hanover Treats – Hand out candy to the little trick or treaters. Taylor’s Tricks – Provide games and interactive activities. Children will be entertained with flashlight candy hunts, dancing, games, trick or treat booths and will top the evening off with a drive-in movie showing of “Monsters University.” This free event is open to the public and will be hosted on two dates at two locations: Friday, Oct. 23, at Pole Green Park at 8996 Pole Green Park Lane in Mechanicsville. The ninth annual gala is being emceed by local radio personalities Bill Bevins and Shelly Perkins of Easy100.9. Organizer Susan Groves said the event raises awareness and funds for breast cancer research and development of a cure. After completing 12 weeks of dance lessons with expert partners from Rigby’s Jig dance studio, members of “The Celebration of Life Team” will each show how they celebrate life through dance by performing a choreographed ballroom routine. Tickets are $100 and all net proceeds will go to the Central Virginia Affiliate of Susan G.

In addition to raising funds for breast health programs for underserved women in the Richmond area, the Central Virginia Affiliate offers a com-
prehensive education/outreach program to educate and raise awareness among all families in our community that early detection saves lives. Early detection and treatment offer the best chance of cure and ultimately survival. According to the Central Virginia Affiliate of Susan G. Komen website, when the disease is confined to the breast, the five-year survival rate is more than 98 percent. Susan Groves and River City Charities organized the first Pink Tie Gala in 2007 to promote breast cancer awareness and to raise funds for breast cancer research and development of a cure. lines connected to the 2nd Amendment; guidelines that protect me, my friends and family from the kind of gun violence that took the lives of Alison and Adam. And blaming the widespread killing of our citizens on inadequate mental health programs is a major cop-out. First of all, this assumes that people who have diagnosable mental health disorders commit most of the gun violence. This is factually untrue and those who take this position are disingenuous or uninformed. And second, it does a real disservice to people who have diagnosable mental illness. The overwhelming majority are not potential killers. When our leaders make these assertions, it places a cruel stigma on thousands of people who need mental health services — it is shameful.
I would be delighted if our leaders committed many more resources to our mental health programs simply because it is the right, responsible thing to do. But connecting mental illness with gun violence is wrong and shameful. And, we all know the reality that follows the public statements made by most of our elected officials; committing financial resources to our mental health system gets little real support. It is as difficult as getting common sense legislation that addresses gun violence. And here is the irony that really amazes me. Following a mass murder like the one at Sandy Hook Elementary, gun sales increase. I suppose many of us buy the naive logic that the solution to bad guys with guns is to have more good guys with guns. Or, beware — the government is going to come get your guns; you better buy more while you can. That’s a
little like saying we’re going to combat obesity buy eating more food! No matter the rationale that increases our level of fearfulness, the net result is an even greater number of guns in circulation in our communities. There is only one common denominator that runs through all of these tragedies — guns. Guns are the weapons used regardless of whether the tragedy is the result of anger, rage, mental illness, terrorism, panic, fear, revenge or an accident. Here are some of my assumptions about gun violence in our communities. These assumptions are not about gun ownership but rather about public safety and the proliferation of gun sales as more and more non-law enforcement citizens choose to arm themselves. Anyone who is armed is dangerous.

Differences in 55th District House candidates become evident in debate By Jim Ridolphi for The Mechanicsville Local BEAVERDAM – Incumbent Hyland F. “Buddy” Fowler Jr. and Toni Radler, candidates for the 55th District House of Delegates seat, reaffirmed the long-held theory that all politics are local as they recently met in Beaverdam. The Patrick Henry Tea Party hosted the candidates’ debate Tuesday, Sept. 22, at the
American Legion Post 90 in Beaverdam. Fowler, a Republican, and Radler, a Democrat, fielded questions on a wide array of subjects from a packed house audience of seemingly evenly divided voters. The 90-minute town hall type exchange exposed something most of the attendees already knew. These two candidates are on opposite sides of

most issues. But the pair did agree on the idea that anyone would describe either of them as career politicians, a title both rejected. “I’m not a career politician and I don’t want to be one,” Radler said. “I want to be your strong voice in the General Assembly.” Fowler also expressed similar position. “Anyone who knows me knows that I am
about the farthest thing from a career politician as you’ll ever see,” he said. “I’m running for this office because I think I can make a difference.” But, the obvious policy differences between the two were apparent early and often as the two responded to written questions submitted by audience members. Anyone who is armed is fearful. Fear sets off internal physiological responses that override rational thinking. An armed, fearful person is on higher alert; they may react from fear, rather than real danger. I am less safe in public spaces when armed citizens are present. I am more likely to be killed or injured by an armed citizen than by a “bad guy� or police officer. As a private citizen, I have a responsibility to do the things I can for positive change. I hope my example will speak to others. Here is where I begin. I will actively support Everytown for Gun Safety and similar organizations. I will routinely advocate for public policies, at all levels, that reduce gun violence. I will not patronize businesses that permit customers or employees to carry handguns — openly or concealed — in or on their premises. I will not attend meetings or programs at institutions or organizations that allow individuals to carry handguns — concealed or openly. This includes places
such as churches, schools, colleges and universities. I will actively lobby my elected officials to establish policies that reduce gun violence and protect the general public. During election cycles, I will expect candidates seeking my support to provide thoughtful, deeply informed positions on issues about reducing gun violence. I will not accept bumper sticker slogans like I support 2nd Amendment rights, or we need to improve mental health programs. I will hold my elected officials accountable for following through on the positions they pledged to take. I will advocate for programs — beginning in elementary school — that promote nonviolent conflict resolution. In the long view, a cultural change from violence to nonviolence is required. This will take decades, but can begin now. I do not suggest that we can totally end gun violence. But I do believe that we can greatly reduce the current epidemic of gun violence in our country. I am enough of a realist to know that it will take decades to change our gun culture. But now is the time to face this challenge. Russell Baskett Moneta

our children and transparency of political processes. The Mechanicsville District has the chance to elect Glenn Millican to the Hanover County Board of Supervisors. He is a a man who has lived, worked and volunteered in Hanover County for over 40 years. His record of fiscal responsibility and his dedication to the education of our young people is without parallel, as evidenced by his 24 years on the Hanover County School Board. His personal philosophy is that every resident of Hanover County is important and their concerns should be addressed and resolved openly and fairly. Finances: How has the abolishment of proffers affected the county’s finances? Where are the funds to replace that significant loss? This decision appears to have been rather short-sighted and politically motivated. How will we fund the infrastructure needs of new development in the county? Has anyone considered the financial impact on all of the county residents as our population and infrastructure
needs grow? Safety: Our Fire-EMS squads as well as the Hanover County Sheriff ’s Office are understaffed for our population and geographic distribution. We should all be concerned that some Fire-EMS stations are completely closed and unstaffed at times. This is an issue of life and safety, not money. Education: I take exception to the argument that Hanover County teacher salaries are comparable to surrounding counties. Look at the salary scale for experienced teachers — they are certainly not equal to our neighboring counties. Our school system was one of the best in the entire country just eight years ago. Look at our scoring now. Consider class size and pupilteacher ratios. We are asking our teachers to work with more students with fewer support staff and resources. Cutting education spending does not mean that we have a better school system. We have a responsibility to ensure that our students (at all ability levels) have adequate staffing and manageable class sizes, appropriate course selections at middle and high school levels, facilities with current technology infrastructure, and buildings that are safe, adequate and in good repair.
In some cases, that means new construction-again, an issue severely impacted by budget cuts. Proffers would have been partially funding these fiscal needs. Transparency: Our current board of supervisors has made decisions and acted in a manner that does not inspire trust and respect. We have the power to guarantee that our governing board has a strong system of checks and balances, and that it represents the constituency of each of our districts. The Mechanicsville District needs Glenn Millican on the board of supervisors. I urge all voters to be heard on Nov. 3. We owe it to ourselves and to Hanover County. Susan M. Brenzovich Mechanicsville

County School Board meeting. While I am always glad to hear of that commitment, it doesn’t jibe with what my children experience in school. Unfortunately, for the second year in a row, my children’s classes (with one exception) at Liberty Middle School are unacceptably large, especially considering the population that Liberty serves. Last year, my middle school sons’ class sizes were close to 30 and this year is no different. Their math classes contain 31 and 29 students per class.
There are 26 and 28 students per Language Arts class. Science contains 29 students per class and Social Studies has 28 and 29 students per class. The physical education classes have between 30 and 35 students each with between four and six classes in the gym at one time. That is not safe or reasonable. Not only are they in larger classes but that means that most of their teachers are teaching between 120 and 180 students each. Beyond 120 students and class sizes larger than 24 are not a reasonable workload for any teacher, but, most of all, they create poor learning

conditions for our children and lessen the quality of education they receive. As one child said when I asked him what he was doing in some of his classes that made him dread them, “Well, I like the teacher and the subject, but it’s hard to get much done because the teacher has to always stop to talk to kids who aren’t behaving.” Once class sizes get beyond about 24, teachers are forced to focus on management at the expense of teaching and learning. Our kids deserve to be taught, not just managed. At John M. Gandy Elementary School, where another child of mine attends, the classes range in size from 19 to 24 students per class. I know in most of Hanover’s elementary schools that might be a manageable size, though class sizes of about 20 are best at all elementary schools, but at a school like Gandy, which serves such a diverse population (50 percent Free and Reduced Lunch, more English Language Learners, a growing homeless population), it’s really not. The teachers and staff do a heroic job serving their students with the resources they have but they need more. A simple, research-proven intervention for schools that serve more diverse populations is smaller class sizes. When we moved here six years ago, that intervention was in place and working well at Henry Clay Elementary School and John Gandy Elementary School. Class sizes at Liberty also were smaller then. That intervention has been removed and without consultation with the community. When I recently asked my school board representative if there was any plan to restore this intervention, he had the courage to level with me and tell me, “No.” I am asking the school division to reconsider this
and to commit to restoring those necessary smaller class sizes at schools like JGES and HCES and I am asking them to relieve the burden of the larger class sizes at schools like Liberty Middle School. I am asking the school division to move beyond talking about a commitment to smaller class sizes and to move to implementing this commitment. If the county has the resources to provide more than talk about modernizing and renovating buildings, implementing reasonable class sizes, providing adequate educational materials and technology, and fairly compensating teachers, then county leadership should stop talking about their commitment to those ideals and start fulfilling them. Public relations don’t educate children, good practice in a context of good learning conditions do. If the county does not have the resources to offer more than talk about providing the hallmarks of educational quality such as safe and modernized buildings, reasonable class sizes, adequate educational materials and technology and fairly compensated teachers, then county leadership should level with the public about this. Then the public can have a conversation about whether or not such conditions are acceptable, what it takes to educate our children well, what tools their teachers need to do their jobs, what we want from our schools, how they should be funded, and what we want county leadership to do about it. Perhaps the public will decide that Hanover already has what it needs to educate our children well. Perhaps the public will decide Hanover doesn’t have what it needs. But the public cannot have an honest conversation about this if they are not given enough and accurate information and
if there is no space created by county leadership for this conversation to take place. But just as PR never educated a child, neither did cynicism or lack of engagement. If county leadership doesn’t listen to or level with the public, that’s on them, but if the public doesn’t give them the opportunity to do so, that’s on us. Members of the public, we need to participate in the democratic process (vote on Nov. 3!) and in our public democratic institutions. We need to engage with our local government representatives and make county leadership be more responsive to our children’s and community’s needs. We need to get involved in our children’s education and community’s schools. Democracy isn’t easy and it isn’t perfect but it’s the best thing we’ve got. And, best of all, it belongs to us. Our children get one shot at an education. Let’s use the democratic process to ensure the necessary conditions to make it the best education possible. Rachel Levy Ashland

Peterson had proffers plan I served on the Cash Proffers and Capital Funding Committee (Proffers Committee) during the summer and fall of 2012 representing the Ashland District. There were 10 other Hanover County citizens on the committee who served for their respective districts or in an at-large capacity. Eight county administrators assisted the committee with facts, figures, legal input and historical perspective. People from the general public monitored the proceedings. For eight weeks, two hours for each meeting, we reviewed and assessed the cash proffers policy, which I will henceforth refer to as the proffers tax. After devoting 336 man hours in committee meetings, discussions, proposals, counter proposals, and reading through two inches of doublesided documents, we held a vote. We recommended that the Hanover County Board of Supervisors eliminate the proffers tax. Shortly after, the board of supervisors unanimously accepted the recommendation and proffer taxes were eliminated. Now proffers taxes are being used as a political football in this fall’s election cycle. The proffers taxes started off with good intentions but, as good intentions often do, see LETTERS pg. 23

they quickly went awry. It was a modest tax at first, about $1,900 for a new home in 1991. By 2011, the proffers taxes added almost $20,000 to the cost of a new home. But proffers taxes were not a one-time expense. Proffers are taxes that cause more taxes. Here’s an example. Let’s say the board of supervisors had not repealed the proffers taxes. If you bought a newly constructed home that required a proffers tax, your cost was $20,000 higher than it would have been. The proffers tax was, in effect, the county’s entrance fee for new home ownership in Hanover. The proffers tax added $20,000 to the home’s assessed value. Now, for every year following, you will pay additional taxes on the extra assessment. So if your home would have cost $100,000 without the proffers tax, it now cost $120,000. You would pay taxes on the extra $20,000 every year. This looks like a tax on a tax. If you needed a mortgage to purchase the house, you needed an additional $20,000. So now you would pay interest every month for the life of the loan on the proffers tax

that you had to pay when you bought the new home. How much would this cost the homeowner in extra interest over the life of the loan? Your neighbors would be affected as well. The increase in your home’s assessment would increase the assessments on your neighbors’ homes. They too would bear the burden of paying extra taxes every year because of the higher assessed value. This looks like a tax on them because of the tax on you. Here is the insidious part. The law that created the proffers tax severely limited what the tax revenue could be spent
on. The money could only be used to add capacity as in new facilities or to expand existing facilities to meet the needs of increased student enrollment. The county does not expect to build any new schools for the foreseeable future. We have had a declining student population for many years and the county projects the numbers will not return to the previous high numbers for many more years. So why, you may ask, can’t we use the surplus proffers tax money to pay for school textbooks, for new technology, fix leaky roofs, paint classroom walls, pay for teacher salary increases, and educate our children? You cannot by law use
proffer taxes to pay for these things. The county had proffers taxes for 21 years and raised $24.5 million for an average of $1.17 million per year. The county estimated it would raise $52 million if all the eligible properties were converted to new homes. The reality is that the proffers tax did more harm than good. There had to be a way to pay for roads and facility improvements without unjustly burdening citizens with unfair taxes. Fortunately, Canova Peterson proposed a solution that required some fiscal discipline by the county government. He identified a revenue

stream that allowed the county to “bank” $9 million per year for 20 years. The Peterson plan will raise almost eight times more revenue per year than the proffers taxes raised. The bonus was the Peterson plan did not raise taxes on anyone. Before you vote this November, pause for a moment and think about what a gift Canova Peterson and the other board of supervisors members have given the county citizens. The board eliminated an insidious, restrictive and unproductive proffers tax. In its place, the board adopted the budget discipline that will raise $180 million over 20 years in unrestricted revenue without raising county taxes. Turns out the two Brits did enjoy a rare treat in America in the form of the races, but they hadn’t come to Richmond for the event. They live here on assign-
ment for a local manufacturer who has a relationship with their company in England, and came to the races with some of their recently acquired American friends. So much for my man on the street, hard-hitting and revealing expose on just who attends world class cycling events and why they come thousands of miles to see bikers from all over the world. I stuck my notebook back in my pocket and for the first time concentrated on the race. They do go really fast, in very close confined quarters, and the racing is up close and personal for fans. And I’m sure the thousands of foreign devotees in town for the event appreciated the professionalism and highly competitive nature of seven days of world-class racing. But you couldn’t prove it by me.

Mechanicsville illustrator found creative spark making ‘Star Wars’ trading cards

said. “That really helped me make it through at that time.” That work has dwindled, but it has been replaced by illustrating children’s books and, this year, the “Star Wars” cards. The latter came by way of a friend who was also work-
ing for Topps, the famed trading card maker that has long ruled the markets for sports and nonsports cards. “My daughter keeps telling me I’m obsessed with ‘Star Wars,’ and I’m like, ‘Yeah, that’s OK,’ ” he said. “I mean, I’m getting work in front of Lucasfilm. How cool is that?” For the card sets, he handdraws “Star Wars” images on blank cards supplied by Topps. The cards are then randomly inserted into packs that contain the regular cards, which feature scenes from the movies. He has done more than 150 original pieces so far for three different sets. “It’s kind of like Willy Wonka and his gold tickets,” he said of the chance of a collector finding one of his cards in a pack. “And I get to draw the gold tickets.” He’s also getting his work in front of an international audience through children’s books. For those, he draws outlines on paper and scans them, then does the coloring on his computer. He has illustrated books written by Russ Brown, an Englishman whose work has been published by Essex, England-based Matthew James Publishing. The two have struck up a mostly online friendship, and Brown was so taken by the name of Cosley’s hometown, he wrote a story about it. “The Mechanics of Mechanicsville” is about a pack of dogs that lives in the famous windmill and comes out at night to fix

Selling office furniture in a recession, for one. “And not just office furniture, but high-end office furniture,” said Jamie Cosley, a Mechanicsville illustrator who has spent much of this year creating art for “Star Wars” trading cards for Lucasfilm and The Topps Co. and whose latest book is about to be published. Before he was pumping out children’s books — he has illustrated two dozen or so in recent years, including “The Mechanics of Mechanicsville,” due out before the holidays — and breaking into the “Star Wars” market, Cosley made his living selling office furniture. Then the recession came, and with it, the untimely, but ultimately fortuitous, demise of his first career. “I was selling $1,200 chairs, and nobody wanted those anymore,” he said, standing next to a decidedly less fancy chair in his home studio. “I mean, it was just a chair.” It turns out, his company didn’t want him, either, and Cosley was faced with the daunting realization that with a child on the way — his second — he suddenly had a greatly diminished means of income. He’d worked nonstop for 18 years after graduating from Lee-Davis High School in 1990, and he wasn’t sure what to do. He thought about staying in sales, but it was 2008, and no one was buying much of anything, so he talked it over with his wife, Kristy — also in sales but still employed — and they decided he would try to make money by pursuing his
lifelong passion: drawing. It wasn’t completely out of the blue, but it wasn’t easy, either. He had done an officethemed cartoon strip for an online journal and taken on a handful of projects, but the work hadn’t exactly been a career-changer, moneywise. “I was making really good money selling furniture,” he said. “I couldn’t walk away from that.” Zip past the last seven years and land in the family home today, a lifetime beyond that layoff, and Cosley, 43, is relaxed and happy. He’s the picture of suburban bliss, if bliss includes a handful of markers and a room full of “Star Wars” toys, comic books and a Goofy telephone. Sitting at his kitchen table drawing Yoda and Ewoks for trading cards, Cosley is a career-switching, followyour-passion-no-matterthe-odds success. He’s still in Mechanicsville, his hometown since he was 12, and he, Kristy and their children, Tyler, 14, and Ava, 7, are a tight-knit family. “I’m content,” he said. “There are always more challenges and new things to do, but I’m in a good place.” Getting there was not easy. There were tense moments and more days than Cosley can remember when he was ready to pack it in. He credits his younger brother, who lives in Wisconsin and works for a video-game manufacturer, with keeping him going. “He kept telling me, ‘Tomorrow can be your day. If you quit now, you’ll never know.’ ” Cosley fought off the urge to quit and instead found ways to cut expenses, including becoming a stay-at-home dad for Ava. “We just couldn’t afford day care on one salary,” he said.

Medicaid expansion in Virginia, stating it would save money in the long run and allow state budget-makers to target those funds toward education and other important issues. “Anyone who thinks you can expand Medicaid without impacting the budget is from another planet,” Fowler responded. The first-term delegate said reimbursed funding from Washington, D.C., would eventually end and the state will be burdened with a huge entitlement program. Radler, an Ashland native, said she was aware many do not support ObamaCare, but Medicaid expansion could affect thousands of citizens in the district. Radler called for ethics reform, both locally and at the state level, while Fowler said recent reforms enacted by the General Assembly are adequate. “We haven’t even scratched
the surface on ethics reform,” Radler said. “In Hanover, we need protection by having stronger conflict of interest laws so that our own representatives on the [Hanover County] Board of Supervisors don’t profit from their own votes,” she added, referring to the removal of proffers by the current board. He said the idea that legislators receive free gifts or special treatment is a “myth,” a description Radler seized upon. “The only thing I’ve received since I’ve been in office were two Bibles and three coffee cups,” Fowler said. Radler said Fowler “was dragged to ethics reform kicking and screaming.” “He calls it a myth, but that myth has a name and that name is Bob McDonnell,” Radler said. Fowler said he supported recent bipartisan efforts to tighten the state’s ethics guidelines for elected officials. Both candidates agreed there should be more regulations on Class B biosolids
currently being spread on agricultural fields across the Commonwealth, and Radler said she would support a statewide ban. “If it makes your home unlivable, that’s not right and we should protect people from that,” she said. “I also support the elimination of Class B biosolids,” Fowler said and pointed to legislation he introduced that would accomplish those goals. Regarding educational funding and the state’s share of that equation, Fowler said budgetary restraints largely due to increased cost of entitlements present challenges for state lawmakers. “We are doing the best we can,” Fowler said, pointing to last year’s budget that provided $64 million above the requested amount for education. He said most of that money is targeted for classroom instruction. “It’s my goal to have 70 percent of the money spent in classrooms,” Fowler said. Radler said she thinks the state could do more and should
re-examine its current formula for distributing funds to localities. She said the current formula shortchanges rural systems. “I’d like to see that system change,” Radler said. Fowler supports the construction of an additional reactor at North Anna, while Radler opposes the proposal. “It’s built on a fault. I’m not against nuclear power, but not built on a fault,” she said. Both said they would not raise taxes, and Fowler said he would be in favor of lowering the state’s corporate tax rate and “move away from property taxes,” both moves he described as pro-growth. One of the final questions focused on a Convention of States and whether the candidates would support such an action. “Yes, I would support a convention of the states,” Fowler said. “I don’t think the federal government under the current political system has the wherewithal to rein themselves in
and make the changes we need to get back to a constitutional republic. The states may need to come to the rescue.” Radler’s response was short and succinct. “Are you crazy?” she questioned. “Our constitution is sacred. I do not think we should have a constitutional convention.” Radler returned to ethics reform at the local level, citing an effort by the Hanover board of supervisors to weaken current Freedom of Information (FOIA) guidelines for elected officials. “I feel we need more transparency, more open meetings,” Radler said. Fowler said he did not support that legislative effort. “I told them I could not be a patron to that bill,” he said. “They removed the item from their legislative agenda.” She also pointed out conflicts involving Hanover’s Board of Supervisors and the Planning Commission. Fowler said those charges had been investigated by Hanover’s commonwealth’s attorney and were found baseless. “Just because you say there is a conflict, that doesn’t mean there is one,” Fowler responded.

He also has learned that good things can come disguised, even in the trauma of losing a job. “No way I would have quit,” he said about being forced into changing careers. “Without that, I’d never be doing what I am now.”

Mechanicsville children take the challenge Contributed Report news@mechlocal.com MECHANICSVILLE – One hundred and five preschool through middle school children took the challenge of participating in a five-week-long running series. Children and families came out Sunday afternoon to Pole Green Park to run and cheer for one another. This was the third series offered in Hanover County and was part of a national series that took place at over 70 locations across the country. Healthy Kids Running Series is a five-week, nonprofit youth running program created by Jeff Long, founder and president of HKRS. The program is designed to combat childhood obesity
while providing children with a positive, educational and fun introduction to the world of running. Every child received a medal and trophies were awarded to boys and girls who had the highest total points in each age group. Series organizer Mark Sargent, a wellness coach at Health Link Family Chiropractic in Mechanicsville, said he was very pleased with the turnout and enthusiasm for this event. “Our series increased participation over 25 percent. Watching the children work so hard every week to complete their distances is amazing. We had many children return from the first series and added a significant amount of first time runners. We believe an active lifestyle should be a
family affair.” Event sponsors were: Health Link Family Chiropractic, Laura D’s Hair and Day Spa, Village Bank, Allen and Allen, Martin’s and New Balance. Giveaways and healthy snacks were provided each week by Laura D’s and Health Link Family Chiropractic. Appearances by Super Banks, Village Bank’s mascot, also was a hit with the kids. Sargent said family and friends that volunteered each week were integral in making the series successful. The Healthy Kids Running Series will continue to run every spring and fall at Pole Green Park. The next series starts Sept. 20 and registration is open now. The new start time this fall is 4:30 p.m.

Evans shares wealth in win over Armstrong By Brad Bess Richmond Times-Dispatch MECHANICSVILLE – Normally, there’s not a lot a team can take from a 42-0 win. But Lee-Davis senior Grant Johnson accomplished a true first Thursday night in the rain against visiting Armstrong. Johnson, who normally plies his trade on the offensive line, lined up in the backfield in the third quarter and went up the middle for the first touchdown of his career. “He had a selfless teammate,” said Lee-Davis head coach Ryan Turnage. “We got the ball down there and [running back] Nathan Evans said, ‘Hey, Coach, let someone else get it in.’ He said, ‘Why don’t you give it to Grant?’... The guy’s played here for four years. I like to take care of those guys. He’s put in a lot of work.” “I’ve been playing line all my life,” Johnson said with a smile. “I lost some weight, got fast.” Of the players who are a little more used to running the ball, Evans ran for 114 yards and three touchdowns despite minimal second-half playing time. Lee-Davis remained unbeaten at 5-0 after finishing 2-8 last season. Next week brings the season’s biggest test to date, a visit to Atlee, which recently added transfer Cole Blackman, a standout receiver from Glen

MECHANICSVILLE – Hanover may not have qualified for the Region 4A East tournament as a team, but the Hawks might as well have. Hanover, despite finishing third as a team in the Conference 20 golf tournament at Mill Quarter Plantation Golf Course in Powhatan Monday, had five of the six individual qualifiers the conference will send to the region tournament at Aeropines Golf Course at Naval Air Station Oceana in Virginia Beach today. Ward Wilkinson finished atop the Hawks’ scorers with an 80. The other Hanover qualifiers were Christian Dyer (83), Cole Hodges (85), Robert Martin (86) and Jimmy Hill (87). The only non-Hanover individual qualifier was Carson Durham of Dinwiddie, who shot a 77. Hanover head coach Chris Pace said the team was disappointed by its inability to clinch the conference title. “We did not have our best day at conference. … In their eyes, and in mine, they were trying to get a one,” Pace said. “The entire back nine for a lot of kids was a downpour and that’s tough to play golf in.” Still, it wasn’t that bad of a day for the Hawks. “If you’re going to have a bad

over a third time when Morgan fumbled near the sideline after a 41-yard run. Saxton answered by finding Tyree Ward from 36 yards out to put Emory & Henry back ahead. John Byrd’s 3-yard touchdown run tied the game again early the fourth, before Dunnaville’s score and a 40yard field goal from the Wasps’ Skyler Simcox sealed the victory. Arruza likes the team he has and believes the talent is there. It’s the consistency that needs to increase. “I like our team,” Arruza said. “We’ve got a lot of really, really good kids on the team. I think they work extremely hard, I think they’ve bought in. We’re just not playing well right now. “Our kids are doing the right things. We’re just not making the plays that we need to make. I’m a football coach and they’re football players, so you come back the next day and you try to get better and you work hard. He’s won 48 races in his career, the first of which came in 1999 at Richmond International Raceway with Joe Gibbs Racing. At the time, it was a twocar operation, with Stewart and Ryan Newman. Now, it is
a four-car team with Stewart, reigning Sprint Cup champion Kevin Harvick, Danica Patrick and Kurt Busch. However, the last two seasons have certainly put a toll on Stewart. He broke his leg in a sprint car accident in 2013, and was involved in the tragedy with Kevin Ward Jr.’s death in 2014. Stewart said that Ward’s death and his leg injury had “zero percent” influence on the
retirement decision. By Brad Bess Richmond Times-Dispatch ASHLAND – Kevin Saxton threw two touchdowns, Dominic Dunnaville provided a spark off the bench and Emory & Henry took advantage of Randolph-Macon mistakes to start the Old Dominion Athletic Conference season with a 31-21 win over the Yellow Jackets at Day Field on Saturday. Saxton, a sophomore and last year’s conference rookie of the year, completed 13 of his 26 passing attempts for 157 yards and a pair of touchdowns. His backup, Dunnaville, rushed 10 times for 98 yards and a touchdown and completed all six of his passing attempts. “I thought we got a spark late, when Dunnaville came in there and did some things,” Emory & Henry coach Curt Newsome said as his team improves to 3-1 on the season. “[RandolphMacon] came to play. That was a good football team we played today.” Newsome said Saxton isn’t quite the runner that Dunnaville is and Dunnaville, a redshirtfreshman, delivered the spark the Wasps were looking for. His 33-yard touchdown run early in the fourth quarter broke a 2121 tie Randolph-Macon (1-3) had just grabbed a little over a minute earlier. “Our kids played really, real-

Honor Flight Historic Triangle Virginia Mission 14 to Washington, D.C., Memorials scheduled for Oct. 17 Matt Hartman, mission director of the local Honor Flight Hub, said, “The opportunity for World War II and Korean War veterans to see these magnificent memorials is an experience not to be missed.” He said the first 13 Honor Flight trips organized by the local Hub have included well over 1,000 WWII and Korean War veterans “and the universal reaction was one of sincere enjoyment and appreciation.” As in the past, there will be pick-up locations for this trip in

On Aug. 20, Abram and his mother will head to Dallas where he has been accepted to study — and hone his skills — with the Linda Septien Entertainment Group. School district again expects full accreditation For the ninth consecutive year, Hanover County Public Schools will again receive 100 percent full accreditation. According to Dale S. Theakston, communications specialist, the accreditation is determined based on the 200910 Standards of Learning assessments.
