HANOVER — An interim report on Hanover County’s latest reassessment figures reveals a continued upward trend in the value of the county’s real estate market. Although the increases were not spectacular, the increased assessed value equates to another year of recovery from the county’s peak period during 2009.
Richard Paul, the county’s director of real estate assessments, delivered the good economic news at a Hanover County Board of Supervisors meeting earlier last month. “Keep in mind that the county had its peak in 2009. After seven years we are still down about 1.36 percent. According to Robert Lee Walker Jr. with the Department of Game and Inland Fisheries, Waverly Alphonso Veney Jr., 45, has been charged with involuntary manslaughter, hunting without proper licenses, violation of protective order, reckless handling of a firearm and attempting to take deer unlawfully after fatally shoot-

The median sale price of a Hanover County home is $251,500 and the median sale price is $269,500. The interim figures are preliminary. Paul said his office is involved in a computer system upgrade that involves 47,000 county tax records being converted to the new format. He said that process should be completed by early 2016. “We’ve had another busy year in the assessor’s office. We purchased a new computer
system in March that replaces a system that is more than 20 years old,” Paul said. “We plan on going live early next year.” Last year, the assessment value rose by approximately 1 percent, and this year’s figures are similar. That increased real estate assessments, combined with increased new construction and growth accounted for the county’s 2.9 percent increase in 2015. The interim number for this year’s growth rate is 3.5 percent. Paul said preliminary figures could be affected by continuing processes such as Board of Equalization appeals and additional new sales. With the interim reassess-
ment completed, Paul said this year’s effort indicates a continued upward trend. “We reassessed approximately 7,300 parcels in 26 areas of the county,” Paul said. At a glance this year’s interim report included:

OPINION | The Local Views From the editor
What will changes mean to supervisors? Might as well take that leap and say there will be those who will say “Well, she’s lost it now.” With the new year comes some changes with the Hanover County Board of Supervisors and this writer has chosen to be optimistic about the two newcomers and the returning incumbents. Certainly new to the lineup is a Democrat representing the Ashland District. Faye O. Prichard brings to the supervisor’s position many years as mayor of the Town of Ashland, as well as serving on Town Council. Also new to the board is Scott Wyatt, who is representing the Cold Harbor District. Prichard takes the seat formerly held by G. Ed Via III, while Wyatt fills the vacated seat of longtime supervisor Elton Wade. Via and Wade decided not to seek re-election last year. The incumbents coming back to the supervisor’s office are Sean Davis, Henry District; Wayne Hazzard, South Anna; Angela Kelly-Wiecek, Chickahominy; Canova Peterson, Mechanicsville; and Aubrey “Bucky” Stanley, Beaverdam. This marks the second term for Davis, Hazzard, KellyWiecek and Peterson. Stanley was first elected to the board in 1983. All of them ran unopposed in November. With the start of 2016, I’m going with the glass half full attitude. Let’s see what this board of supervisors will do in the coming year. In the meantime, we’ll continue to cover their meetings, interview them individually or as a group when topics of interest or controversy arise, and we will do our very best to keep you informed. Transparency on the part of government and our commitment to reporting the news go hand-in-hand. So, let’s see what happens at 3 p.m. Wednesday, Jan. 13. A new day is dawning in Hanover County. Again, optimistic is the word.

More than 100 years later, there are still many people who haven’t learned this lesson. Whether it’s a presidential candi-
date, a reality television star, a professional athlete or simply an old classmate on Facebook, there’s a good chance that someone, somewhere, is sticking his foot in his mouth at any given time. In this era of 24-hour news cycles and instant gratification, it’s hard to filter one’s words before they reach the masses. Speeches are broadcast across the world in real time. Reader defends Trump, says ISIS spreads fear and hatred This is a different perspective from a local resident in response to the Dec. 23, 2015, letter. Donald Trump is not spreading fear or hatred in the nation: ISIS is spreading fear and hatred. And the fact is, whether anyone likes it or not, ISIS is spreading fear and hatred in the name of Islam. ISIS says that, not me. Donald Trump did not create ISIS. Nor did Mr. Trump create the $19 trillion federal deficit, the huge illegal immigration problem this country faces, or any other national security issue. In fact, Donald Trump warned the George Bush administration and the government not to go into Iraq to begin with. As Mr. Trump has stated many times, the reason he said not to invade Iraq is that doing so would destabilize the Middle East. Mr. Trump was correct in his warning then, and is still correct now. And because he is correct, his opinion and his warning now should at least be considered. In fairness to Mr. Trump, he has stated repeatedly that he has several Muslim friends and that they are good people. He proposed a temporary ban on non-citizen Muslims traveling into the United States from other countries until our leaders could figure out what is going on. Why? He says that it’s a national security issue, not a religious issue. When the Islamic Republic of Iran kept American hos-
tages in 1979, Jimmy Carter (a legally elected president and a member of the Democrat Party) ordered that all Iranians on visas report to the Immigration office. Many of those Iranians were deporte3d by our Democrat president. Carter wasn’t spreading fear or hatred; he was showing his concern for the national security of our county. Franklin D. Roosevelt (another legally elected president and also a member of the Democrat Party) ordered Japanese Americans to internment camps during World War II. He wasn’t spreading fear or hatred either. This Democrat president was concerned about the national security of American citizens also. There are many Muslims in our country who are very good people and some are my friends also. The Hanover County Pound, located at 12471 Taylor Complex Lane in Ashland, has two wonderful pets available to a good home. Duke, 426073, is a (estimated) 2-year-old male neutered domestic short-haired feline. He has had his first set of vaccines and is FELV/FIV test negative. Duke is a stray cat that came to the shelter in early December. He had some minor injuries that have healed. Duke seems to be a sweet and loveable guy. He enjoys human contact and gets along well with other cats. He also is very well litter trained. Duke may be better suited being an indoor cat. Reign, 422231, is a 1-year-old female Rottweiler/pit bull mix. She has had her first set of vaccines and is Heartworm test negative. Reign has been in the shelter since November. She is a very playful and energetic girl who loves being around people. She loves to run around and play with her dog toys. Reign might do best being in an only dog household. She also will benefit being able to get out to exercise. The joke that “it’s on the Internet so it must be true” is taken seriously by some, but only when it fits the ideas that they already held. There’s nothing to be gained by only listening to those who agree with you. Sometimes, it’s necessary to expand your horizons. Try to see things from a different perspective. Learn from someone with knowledge in an area you’ve never studied. Talk to someone who has nothing in common with you.

The Islamic State in Iraq and Syria (ISIS) has already declared war on the United States and it did so long before Mr. Trump announced he was running for president. ISIS is a group so large that even President Barack Obama calls it the “Islamic State” (the first two letters of ISIS). Our leaders should take steps to protect American citizens first and foremost, over and above any foreigners wishing to travel here. Also for the record, Mr. Trump has stated that some exceptions could be made for some Muslims that are not any type of possible security risk. To clearly show that it is not Trump who is spreading hatred, consider the following: If none of the horrendous murders dating back to 9/11 had ever occurred, Mr. Trump would have no reason to propose a travel ban of foreign Muslims
Find out how their life experience differs from yours. Use that to shape your future interactions with others. Read a book by someone from another country, another walk of life or even another political party. At the very least, try to understand where someone else is coming from when they talk about ideas that are different from your own. Even if you disagree with it, perhaps you’ll find a way to more effectively discuss your points of contention in a way that might resonate a little stronger than before. At the very least, you’ll know a little more than you did before. One of the biggest issues we
face today, both domestically and internationally, is hatred borne of ignorance. When we don’t understand another culture (and vice versa), we often resort to contempt, since there’s no attempt whatsoever to understand each other. The best weapon one can ever hold is knowledge. Yet, too many people rush off to face life’s battles unarmed. In 1597, Sir Francis Bacon wrote “ipsa scientia potestas est,” meaning “knowledge is power.” Truer words have never been spoken. Mr. Trump believes peaceful American Muslims have every right to their own faith in our country. He also believes in helping the poor and the needy. Here’s proof. Only Donald Trump has outlined a clear position in writing on how to help the wounded warriors and the veterans of America. While our veterans suffer for lack of resources and poor health care at times, Mr. Trump has spoken out on their behalf, and he also outlined his position to improve the Veterans Administration (VA) at DonaldJTrump.com. He recently used his own money to give a speech in Norfolk about how he wants to help our veterans. I was there and I found it to be extremely compassionate. Mr. Trump also has proposed a zero percent federal income tax rate on those who earn less than $25,000.00.
In Trump’s book “Crippled America,” he writes about improving our nation’s health care system while making health care accessible for the poor and for people who can’t care for themselves. How about helping the needy Muslims in Syria? Mr. Trump proposed that our government help build and maintain a “safe zone” in Syria, as well as provide humanitarian aid for the Syrian refugees, a population that is estimated to be 97 percent Muslim. Mr. Trump has no problem helping those Muslims, does he? It recently has been reported that ISIS has stolen hundreds of passports from Syrian government facilities. What could happen if ISIS soldiers use those passports to travel to the United States and carry out their “jihad” on American citizens? Think about that. This country has absolutely no obligation to keep its borders open to all foreigners when the risk of jihad and murder is so high. In the previous Dec. 23 letter, the quote from Jesus doesn’t reflect the issue properly. First, Jesus always pointed people to himself for salvation. Jesus said see LETTERS, pg. 15

Jr. and Nancy Hundley of Mechanicsville, has earned a place on the President’s List at Longwood University in Farmville. The Atlee High School graduate was recognized for her “excellence in the classroom this past semester,” according to W. Taylor Reveley IV, Longwood president. This distinction is awarded only to Longwood’s very highest academic achievers, who have earned a semester grade point average of 4.0. “To reach and sustain that level of excellence,” Reveley added, “requires natural ability, commitment and hard work. These traits will serve you well during your remaining time at Longwood, not to mention after graduation, as a citizen leader in the wider world.”

One hundred fifteen preschool through middle school children took the challenge of participating in a five-weeklong running series. This was the fourth series offered in Hanover County and was part of a national series that took place at over 65 locations across the country. Healthy Kids Running Series is a five-week nonprofit
youth running program created by Jeff Long, founder and president of HKRS. The program is designed to combat childhood obesity while providing children with a positive, educational and fun introduction to the world of running. Every child received a medal and trophies were awarded to boys and girls who had the highest total points in each age group. Brown, Jr., 93, longtime Mechanicsville resident, passed away peacefully on Thursday, December 31, 2015, at Henrico Health and Rehabilitation Center in Highland Springs. He was predeceased by the love of his life and wife of 60 years, Imogene Brown; and sister, Evelyn Cain. He served many in the Richmond area driving buses for GRTC and retired from there after more than 25 years. He is survived by a daughter, Kathy Brown of Ashland; grandson, Rick Calhoun (Robin); and two great-grandsons, Alex and Zack Calhoun, all of Chesterfield. JAMES FISHER James Daniel Fisher was born February 24, 1938, in Richmond and died on December 29, 2015, in Richmond at the age of 77. He died at St. Mary’s Hospital, where he had been surrounded by family, after a period of declining health. J.D., a graduate of Virginia Commonwealth University, was a husband, father, grandfather, brother, friend, Wahoo and a true Virginia gentleman. He worked with Reynolds Metals, in the Extrusion Division, for 39 years, most of those at the Broad Street location. He loved most sports, but was a particular fan of the Atlanta Braves, and a life-long booster of Virginia football and basketball. J.D. was happiest spending time with his large family, water skiing, playing basketball or baseball, or driving his yellow 1970 Corvette. J.D. was an active member of the Hanover Rotary Club, the Forest Lake Hills Civic Association, New Hanover Presbyterian Church, where he was treasurer and involved with its Haiti ministry, member in absentia of Fairmount Christian Church, and member of the Board of Directors of Atlee Little League. GRETCHEN HARDING Gretchen Anne Pflugradt Harding, daughter of the late Janice Day and Carl P. Pflugradt, entered into eternal rest on Friday, January 1, 2016. She was preceded in death by her beloved husband of 68 years, Warren George Harding; son, Paul Jeffrey Harding; and brother, William Roger Pflugradt. She is survived by her other son, David Michael Harding (wife Mary); granddaughter, April H. Felts (husband Phillip); grandson, Adam W. Harding (wife Jenny); three great-grandchildren, Owen, Abigail and Loganne Felts; and her only sister, Evelyn P. Booker. She married during World War II, and traveled extensively for 22 years with her husband and two sons during his career in the U.S. Navy. After returning to civilian life, she founded Diet Centers of Richmond Inc., where, for 11 years, she helped people to live healthy lives. She studied at VCU School of the Arts and had her own studio at home, where she painted scenic landscapes. She also was an avid gardener and landscape designer, creating her own “Azalea Gardens” around her home of 46 years in Mechanicsville. Funeral services will be held at 2 p.m. today (Wednesday, January 6, 2016) at Monaghan Funeral Home at 7300 Creighton Parkway in Mechanicsville. Interment will follow at Hanover Memorial Park.
JOHN HART John S. “Jack” Hart, of Hanover, passed away peacefully on New Year’s morning, January 1, 2016. He was born May 1, 1938, to the late Dr. and Mrs. V. Stanley Hart of Urbanna. Jack is survived by
his loving wife of 55 years, Sally Townsend Hart; two sons and six grandchildren: John S. Hart Jr. (Karen) and their daughters, Kathryn, Madelyn and Margaret Rose of Harrisonburg; and David T. Hart (Ashley) and their sons, Gray, Luke and Will of Studley. Jack grew up in Urbanna as an avid sportsman and, as a young man, held jobs at Marshalls Drug and the local Coca-Cola plant. He also worked on the Urbanna and Kilmarnock bridges. Jack attended and graduated from Christchurch School, where he was a foursport letterman in football, basketball, baseball and track. He also played minor league baseball for Middlesex, during the summers. Jack subsequently graduated from RandolphMacon College in Ashland. He was a successful sales executive and partner at International Harvester in Manassas and later at Alliance Fertilizer in Mechanicsville. His real career, however, was Gould Hill, the family farm located in Hanover. As an avid hunter and skeet shooter, he also served as president of Quail Unlimited and Conservation Park in New Kent. Jack was a Sunday School teacher at several Methodist churches and served as a Stephen Minister for Reveille United Methodist Church. In support of his sons, he served on VMI’s Parents’ Council. Jack was an ardent runner and enjoyed working out and playing softball. A memorial service will be held at 2 p.m. today (Wednesday, January 6, 2016) at McKendree United Methodist Church at 4347 Manfield Road in Manquin. GARRY HORN Garry Lynn Horn, 62, of Mechanicsville, passed away Saturday, December 26, 2015. He was retired from Southern States Cooperative Inc. as a Fleet Manager after 25 years of service, where he received many awards for his meritorious service. He was a member of Fairfield Presbyterian Church, where he served on multiple mission projects. His last employment was at Washington Memorial Park, where he dedicated himself to serve those in need as a Family Service Specialist. He was a member of the honorable order of the Kentucky Colonels since 1981. He also was a pumpkin farmer for 22 years, loved gospel music, trucks, tractors and fishing, was a mentor and leader for BSA Pack and Troop 534 Mechanicsville, and was a devoted husband, father and grandfather. VIRGINIA KUBE Virginia Morris Kube, 87, of Rhoadesville, died on Monday, December 28, 2015, at the Dogwood Village of Orange. Born March 3, 1928, in Philadelphia, Pennsylvania, she was the daughter of the late John Wilbur Morris Sr. and Irene Coleman Morris. She also was preceded in death by her husband, Clarence Edward Kube Sr.; two brothers, Warren L. Morris and Robert E. Morris; and one sister, Marian Reese Morris. She was a member, deacon and later Deacon Emeritus of the Rhoadesville Baptist Church, a member of
the 13th Virginia Regiment Chapter of the United Daughters of the Confederacy, and a member of the Colonial Dames of the 17th Century and The National Society of Madison Family Descendants. Morris, of Orange; two sisters, Dorothy M. Anderson and husband, Charles, of Richmond and Della M. Hicks and husband, Woody, of Mechanicsville; five grandchildren, S. Page Higginbotham III and wife, Ansley, John C. Higginbotham and wife, Tracy, Gail H. Gibson and husband, Brian, Janelle K. Buggio and husband, Vincent, and C. Edward “Trey” Kube III; and nine great-grandchildren. Funeral services were held at

Following graduation, she taught at The Stuart School in Staunton. In 1949, she married George, a graduate student in physics at Harvard University at the time. She spent the next 23 years raising their three children in Schenectady, New York. During this time, she enjoyed tennis, skiing and sailboat racing. After their children began to grow up, she went back to school at The College of Saint Rose in nearby Troy, New York, to obtain a degree in elementary education and taught at Brown School in Schenectady. She also served as director of the local area Fresh Air Summer Vacation Program for disadvantaged New York City children. Her next 30 years were spent in Bethlehem, Pennsylvania, where her husband taught at Lehigh University. There she obtained her master’s degree in reading education, and had a career as a reading specialist. After retirement, she continued to volunteer in reading, ESL and GED programs in the community. She and her husband traveled worldwide and spent a year in Oxford, England, with the whole family, a year see OBITUARIES, pg. 13

Bluemont wins ArtStars Award for arts education Contributed Report news@mechlocal.com BERRYVILLE – The Bluemont Concert Series has won the 2015 Dominion ArtStars award recognizing arts organizations that best demonstrate and advance the synergy of arts and education. The statewide award is presented by the Virginians for the Arts (VFTA) in partnership with the Dominion Foundation.
Bluemont Concert Series Artists-in-Education Program is being recognized as one of this year’s statewide recipients. The award includes a cash prize of $5,000. Bluemont’s Artists-inEducation (AIE) program works with schools to help integrate cultural and artistic programs into their curricula. These interactive and vibrant programs blend the arts with history, science, literature and
other core subjects in an innovative approach to education. Since 1976, Bluemont has presented more than 6,156 programs for 1.7 million students in 23 Virginia school districts. “The Artists-In-Education (AIE) program is the largest and most significant piece of the Bluemont story in terms of the number of events, resources we’ve allocated to the prosee BLUEMONT, pg. 17

Ashland Christian Emergency Services (ACES) recently received a donation of non-perishable food items from the Chesterbrook Academy preschool on Old Pump Road in Richmond. In early November, the students were challenged to collect as many cans as they are tall and were able to gather a total of 549 cans of food for the organization. The donation will help feed those in need in the greater Ashland community. This is the fourth year Chesterbrook Academy has delivered donations to ACES, which is an all-volunteer, nonprofit organization supported by community groups, scouts, churches, schools and individuals in the Ashland, Doswell, Glen Allen and Hanover areas of Hanover County. Land Use Taxation Program now underway, ends Feb. 1 HANOVER — Hanover County offers a Land Use Taxation Program under which qualified landowners can have their property assessed at “use value,” which may be lower than market value and reduce taxes owed. The application period for this program begins Jan. 4, 2016, and ends Feb. 1, 2016. Landowners who have kept their property in agricultural, horticultural, forest or open space uses for at least five years can qualify for the land use program. The minimum qualifying acreages are five acres for agricultural, horticultural and open space and 20 acres for forest use. Property that has been
zoned Rural Conservation (RC) also can qualify for the Land Use program. If the land use is changed, the tax reduction must be repaid with simple interest for the current tax year and potentially up to the previous five tax years. In November 2013, the Hanover County Board of Supervisors modified the program to allow property rezoned for specified, more intense, uses to remain eligible for land use. Under this change, property rezoned for manufacturing; transportation and warehousing; professional, scientific and technical services; hotels and motels; and professional offices can still be in the land use program. Rollback taxes would not
apply until the actual use is changed. About 3,572 parcels and 161,875 acres are currently enrolled in Hanover County’s Land Use Taxation program. This represents about 56 percent of the county’s total acreage. The total tax deferral realized by these property owners is about $5 million. Summer camp recruitment underway ASHLAND — While this past summer is still fresh in our minds, the Hanover County Parks and Recreation Department is planning for summer 2016. Positions of recreation supervisor, recreation aide, therapeutic recreation aide and leader-intraining are open and waiting to be filled. The recreation supervisor position closed on Nov. 16. The recreation supervisor position is a challenging yet rewarding position. The supervisors for 2016 will be more involved in the camp and program planning during the off-season, so the Parks and Rec Department is starting the hiring process much earlier than has been done in previous years. Supervisors will have the opportunity to
plan, research and coordinate the day to day calendar of activities for the entire summer. From in-depth craft projects to stimulating large and small group games, the supervisors are getting a head start for what will be an amazing, safe, adventurous, fun and fulling summer camp season for next year. By getting early input and feedback from seasoned and new recreational professionals, the summer camp experience from the parents, children and staff will be positive, well planned and thought out. Deadline nears for Hanover Idols entries Contributed Report news@mechlocal.com ASHLAND — It’s not too early to think about auditioning for the Hanover Idols Competition. Song selection takes time, and this competition takes place every other year. Auditions for the 2016 Hanover Idols are scheduled for Sunday, Jan. 24, 2016. This is the sixth time the Hanover Arts & Activities Center is sponsoring a singing competition for Hanover residents. Two winners were selected in 2014 by a panel of local celebrity judges: Sarah Hopkins was crowned Hanover Idol 2014
and Audrey Kate Taylor was crowned 2014 Hanover Junior Idol. These two “idols� went on to perform at various events in 2014 and 2015, including special appearances at the Ashland Musical Variety Show. Sarah is attending Trevecca Nazarene University and is part of the National Praise and Worship Institute in Nashville. Audrey Kate is a seventh grader at Chickahominy Middle School, and is featured in many local musical productions, including Virginia Rep productions. Sue Watson and Lorie Foley, who team up every other year for the Ashland Musical Variety Show, are once again
producing Hanover Idols. Hanover Idols is open to Hanover residents ages 10 and older. To audition for Hanover Junior Idols, applicants must be 10 to 15 years of age (as of Jan. 1, 2016). She volunteers regularly at the Children’s Museum, helping out at multiple locations and for various special events. She also volunteers for her church, Mt. Vernon Baptist, and at Hanover High by assisting the janitors after school, school concession stands and working the recycling program. She helps with UNICEF. DeAnna served as co-captain of her JV Volleyball team at Hanover High. She has been
playing volleyball with RVC during the off seasons. She volunteers at Hanover summer volleyball program, helping younger girls learn to play. She is a member of the Hanover track team. She has been dancing at Kim’s School of Dance for three years. She is an aspiring model and just got represented by Modelogic Wilhelmina. L-D wins one, loses one in holiday tourney By Dave Lawrence Sports Editor MECHANICSVILLE – LeeDavis senior Irving Jones had never been on the winning end of a blowout in his four years of playing basketball for the Confederates. He wanted to know what it felt like. Jones’s wish was granted on Dec. 29 in the first night of the Southerner Holiday Classic. The Confederates began the night against a stubborn King William team that would not yield to its Group 5A opponent. But mid-way through the third quarter, the Cavaliers could not get the ball in the basket, while the Confederates, led by Jones with 21 points on the evening, went on a 14-0 tear to claim a 60-37 victory. Lee-Davis fell in a dogfight to Colonial Heights in the tournament final, with the Colonials hitting a 3-pointer at the buzzer – after Jones put the Confederates ahead with a 3pointer with 22 seconds left – to claim a 60-58 win. Lee-Davis head coach Chad Bishop said the team has grown quite a bit since the beginning of the season. “They’re growing. They’re growing every day. … It’s definitely a work-in-progress, but they’re getting it. We saw a little bit of that tonight,” Bishop said. “It’s all about learning to win – and patience and execution.

Junior varsity call-up Olivia Adams joined stalwarts Rachael Metzger and Keri Kane in the double-figure column as the Hawks earned their first win of the year, a 66-29 decision over visiting Goochland in the Battle in the Birdcage on Tuesday night. “I like what we’re doing,” Rohr said. “We’re getting better every night out.” Metzger and Kane came out hot as the Hawks (1-9) controlled the game from the beginning. Metzger scored eight points in the first quarter on drives down the lane as Hanover jumped out to a quick 12-2 lead. “She’s young and she’s still learning,” Rohr said. “We’ve put a lot on her shoulders, and she’s handling it extremely well.
