STOPS AT EVERY HOME IN TOWN

Casey proves he’s no average Joe in leading area counties By Jim Ridolphi for The Mechanicsville Local

I

t’s always been about the numbers for Dr. Joe Casey, Chesterfield County’s recently appointed county administrator. With an extended background in accounting and finance, Casey developed a love for figures at an early age. “I’ve always been a statistical person,” Casey said. “I was the one who kept the averages on the bowling and Little League teams.” After an introduction to the game of solitaire, Casey played it incessantly. His interests were not focused on the entertainment value, but more centered on an inquisitive journey focused on the odds. It didn’t stop with the card game. “I remember rolling the Yahtzee dice for hours to see if every dice had one-sixth probability of coming up on each

number. I was fascinated by it.” Casey’s interest in public service also began early. “I am the product of Irish and Italian immigrant families. My mother was a school teacher and elected school board member.” Casey’s father pursued a career with the U.S. Army Corps of

Engineers, designing missile launch pads and developing trajectories. Following high school, Casey wanted to get away from the New Jersey area where he spent most of his childhood. “But, not too far away,” he laughed. Again relying on the numbers, Casey pulled out a simple geometry compass and gauged the circle to specific parameters. “I drew a circle of 300 miles to find a place to go to college,” Casey said, figuring that would put him no more than five hours away from home. That included the Interstate 64, including the College of William and Mary, the University of Virginia and the University of Richmond. The circle also encompassed other prestigious schools in the Boston and Pittsburgh areas. “Something about the Richmond area felt good,” Casey said. Following his freshman year,

When Edward Jones Branch Office administrators held a regional meeting in Richmond they encouraged employees to bring used computers to donate to Tech For Troops Project. The response was overwhelming. Both Branch Office administrators and financial advisors contributed. Some of the equipment donated is shown with three veterans: Tech For Troops Project staff James Grahek, U.S. Army, volunteer Dana Bondy, U.S. Army, and Project staff Don Pierpont, U.S. Marine Corps. ANOVER – The Parsons’ Cause Foundation will be present “Sarah Elmira Royster Shelton – Poe’s Love” at 11 a.m. Saturday, July 30, at the Historic Hanover Courthouse. Described as a “touching program,” the love story of Edgar Allan Poe and his first and last love, Sarah Elmira Royster, is shared. Elmira fell in love with her handsome neighbor before he left for the university, but her family did not approve and convinced her to marry another. After both of their spouses died, Elmira’s and Edgar’s romance bloomed again only months before his mysterious death in Baltimore in October 1849. “Sarah Elmira Royster

Crews from Hanover County’s firehouses recently took the occasional “cool break” to support Anthem’s LemonAid fundraiser. Cris Leonard, volunteer membership coordinator/public relations for Hanover Fire-EMS, said, “The Children’s Miracle Network is an organization our responders are glad to support. Helping area kids as they ‘do good’ is a pleasure and our summer heat makes a cold lemonade quite timely.”

HANOVER — In the brutal heat of this summer, Hanover County Animal Control reminds all citizens that leaving your pet in your vehicle for even a few minutes on sunny days – even if the windows are not rolled up – can be critical to them. “A pet can die in only a few minutes if left in a car even with the windows rolled down,” warns Jeffrey S. Parker, chief of Hanover County Animal Control. “Bring them inside or leave them at home, but don’t leave them in a car. Even when it’s only 80 degrees outside and sunny, the inside of a car gets hot very quickly and your pet will become overheated.” On a warm, sunny day, the temperature in a parked car can reach a temperature of 120º in minutes, even with the car window partially open. “A pet can quickly suffer brain damage or die from heatstroke when trapped in these high temperatures,” Parker said. Parking in the shade offers little protection, as the sun shifts during the day. If you must travel with you pets and have to stop, it’s recommended to leave the vehicle running with air-condition on so the pet has cool air circulat-

OPINION | The Local Views From the editor

Unusual dilemma: How to help someone without causing any embarrassment A recent visit to a medical facility has left this writer in a state of unease due to an incident that I wish I had handled differently. In all honesty, I didn’t get involved at all. As the day progressed, however, I knew I should have done something to help. There was a woman with a child in her arms and other children with her requesting care but she was in arrears on payments. The discussion — though pleasant in nature — was overheard as it continued. She needed to make a payment and obviously had no means to do so. I kept thinking, “How can I help?” “What can I do?” I don’t want to embarrass her or make her feel uncomfortable. But, in looking back, I should have discreetly offered some financial relief. No, I’m not wealthy — but I am blessed to have a good job and benefits. How I regret not offering $20 or $50 to help the woman and her family. I imagine a payment would have enabled her to proceed toward service. That incident still weighs heavy on my heart. Next time I’m going with instinct. The woman didn’t know me and I didn’t know her — but I could have helped her. There won’t be a second thought if I find myself in a similar position. So, I must ask: What would you do?

Well, it’s official — senior status is getting closer On Monday, yours truly reached a milestone — the Big 6-0. Yep, six decades. I arrived in 1956, the year of “the” Chevrolet. My parents had a red one. But, as usual, I digress. Went to the movies the other day and asked what age was senior status. OK, it’s 62 there. So why did AARP start chasing me when I was 47 or 48? (For the record, I am a member.) Anyway, the bucket list continues to grow. And, Lord willing, I’ll accomplish everything before it’s time to sit on the porch in a rocking chair and reminisce. Actually, that sounds pretty good now. Melody Kinser

Summer camp still packs them in By Jim Ridolphi Contributing Columnist Summer camp is an American tradition that has withstood the test of time while other hot weather activities have passed by the wayside. Back in the 1950s and 1960s, local lake venues were the norm, and neighborhood pools were reserved for the more exclusive sections of town. Now, most of the lake sites along Jefferson Davis Turnpike are only large holes in the ground. Not so with summer camps. Admittedly, some of them are not the sprawling complexes in acres of wooded serenity, but the idea of kids

packing off and heading to camp is alive and well in America. It’s one of the few remaining traditions with which almost all of us can still relate. I remember the days before camp as dreaded, and the thought of leaving home for two weeks was something I just couldn’t get excited about. But, once I was on the bus headed east down Route 5, my attitude improved and I joined a group of other youngsters in full excitement mode as we neared what was then Camp Richmond, later Camp Weyanoke. The whole experience was a big deal that began with my grandmother carefully stitching my name labels in

each of my clothes, even the unmentionables. My mother checked items off a long list provided by the YMCAbased camp. By the final day before camp, everything was done — packed neatly in a duffle bag. The bus, a real one with big leather seats and a shiny silver exterior, waited at the Y on Franklin Street, maybe the only location at that time. It meandered down a then slow-paced Main Street and finally broke into the country as we hit Varina. We gazed back at the city for a last glance near Osborne Turnpike, to this day one of the best see CAMP, pg. 8

She said he had written it and posted it on Facebook. She asked if we would share it with our readers.) To our men and women in blue: Thank you. Thank you for arriving to work every day and risking your lives for the men and women of your town or city, even if they couldn’t care less about you or your life, or your family. Thank you for having the courage and the audacity to wake up in the morning, put on that uniform and badge and kiss your spouse and children, not knowing if it’ll be the last time you’ll ever see them again. Thank you for doing a job that most of us under-estimate, and for doing a job that much of our population will never even consider a profession. Thank you for all of the times you’ve showed up to work the next day, even after watching the anti-police protestors on your televisions the previous night, and for continuing to go out on the streets with your riot gear and protect those people, although they wouldn’t do the same for you. Thank you for being the officer that chased that drunk driver for miles and miles, for being the officer that followed the suspicious man in my neighborhood who tried

to break in my house, for being the officer that saw a man on the edge of a bridge thinking about suicide and pulled over to talk to him down and convince him to think twice, for being the officer that helped the little boy on the south side with his homework, and, finally, for being the officer that works every day to serve my community. Lastly, thank you for doing everything you officers do for members of your community. I know that in today’s world officers are scrutinized for each and every action they do, and for that — on behalf of my community — I’d like to apologize. ling certain , including parking lots looking for pets and other living things that may be in heat distress because of being left in vehicles. If your animal dies as a result of being left in a vehicle, you can be charged with a felony count of cruelty to animals, which if convicted could lead to jail time. Some other tips for taking care of your pet in hot weather, from the American Society for the Prevention of Cruelty to Animals (ASPCA): Don’t force your pet to exercise after a meal in hot, humid weather. Exercise it in the early morning or evening, and keep walks to a minimum. Never leave your dog standing on hot asphalt. Its body can heat up quickly and sensitive paw pads can burn. Do not take an animal to the beach unless you can provide a shaded spot and plenty of fresh water. Rinse it off after it has been in salt water. It’s smart to provide plenty of shade and a well-constructed doghouse for animals staying outside. Bring your dog inside during the hottest part of the day, and make sure it has plenty of cool water.

Keep cats indoors. Be extra sensitive to old and overweight animals in hot weather. Snubnosed dogs such as bulldogs, pugs, Boston terriers, Lhasa apsos and shih tzus, as well as those with heart or lung diseases, should be kept in air-conditioned rooms as much as possible. For more tips on how to protect your pets from hot weather, to the American Society for Prevention of Cruelty to Animals web site at www.aspca.org and check for hot weather tips. Leaving pets in cars also exposes them to theft. If you must take your pet with you in your car, do so safely. Cats should ride in pet carriers and dogs should ride in travel crates or be on a leash. When a pet travels, it should wear two ID tags — one with a home address and one with a destination address. time slipped by at a quicker pace. We made elaborate metal bracelets in arts and crafts, strung small beads together to make headbands, fired rifles (.22 caliber for the older guys, bb guns for us), took a turn at archery, canoed, boated and swam with the latter taking most of our time. Field trips to Jamestown and ferry rides across the James River to Hopewell broke the monotony of camp, and nighttime campfires on an island in the middle of the lake were the norm. But the real highlight of the

day was a trip to the Canteen where we carefully managed our accounts, making sure we had enough funds remaining to purchase a highly sought after Camp Richmond sweatshirt for the trip home. We wore them year-round with a sense of pride and a hint of accomplishment. It wasn’t boot camp, but we had survived, and enjoyed, two weeks in the woods. Years later, my memories at camp are some of the most vivid of my summer recollections. I remember the names, the faces and the place that

exists no more. Sadly, Camp Richmond closed years ago and the beautiful site is now the VCU Rice Center, a phenomenal use of the old property. Sadly, the lake, the cabins, the old mess hall . . . All gone. But, don’t dismay. There’s a brand group of campers heading off their summer ready to make their memories, explore their possibilities and enjoy the good old-fashioned fun that only camp can provide. I kind of wish I was going with them.

CASEY

Getting to know Dr. Joe Casey in his own words:

TALKING. YOUR HOME IS

SET TLING.

Casey entertained the thought of moving back to New Jersey and attending Rutgers University, but a trip home that summer convinced him to return. “I had this feeling like they were doing all these great memorable things while I was away, so I actually applied to transfer back to Rutgers, he said. Following the summer visit, Casey knew he was heading back to a place he belonged. “It took me about three weeks to realize that my friends hadn’t created any new stories, Casey said. “I needed that wake-up call. I came back to Richmond thinking there’s something special here. He describes himself as a B student, and makes no apologies for his “above average GPA (grade point average). “Getting Bs and having a funfilled college career was a challenge for me, he joked after explaining the importance of priorities. After four years at the U of R, Casey passed the CPA (certified public accountant) exam and began looking for a job. He scheduled an interview with what is now KPMG, one of the world’s largest account-

Favorite movie: “I’m a sentamentalist, right? It’s ‘Dr. Zhivago.’ If I would have had a girl, I would have named her Lara. Three words that describe Joe Casey best: Ethical, friend and engaging. Favorite meal: “It’s a date with my wife having a Spaghetti ala Joe with a mini Greek salad at Joe’s Inn (with meat sauce, not just marinara). Favorite vacation: “It’s a family van trip each summer. Favorite TV show: “It’s ‘Seinfeld’ right now because I’m watching it with my children and we laugh at the same stuff. When you can laugh at the same things as your child, that’s good. Watching them watch the show and laugh is precious. Favorite book: “It’s ‘The River of Doubt,’ the story of Teddy Roosevelt’s journey discovering a river in Brazil, post presidency.

ing firms. Starting a career ‌ and a family In 1986, Casey accepted a job at KPMG dealing with mergers and acquisitions and the endless stream of numbers that accompany each deal. He accepted the job with an enticement that promised him a shot at returning home to New York after he completed a year at the Richmond office. By the end of that period, the desire to leave the area waned. One big factor that could have been an influence in that decision was a matter of the heart and did not involve numbers. Joe’s wife Suzanne was a couple of years behind him at the U of R and they were

social friends long before they became partners for life. It’s a relationship that has stood the test of time and career changes, and the couple is still — what may seem to some — an extended honeymoon. “When I started dating my wife for the first time, I realized I was going to be with this person for the rest of my life, he said. “We still celebrate our anniversary monthly. I’m a numbers person. We go out on the 28th of each month. Casey’s career with KPMG progressed, and he enjoyed the fast-paced world of highpressure merges and company purchases. son, he began heading audit teams that contracted with many local governments in the Commonwealth, again crunching numbers but in a way more focused on balancing them than making the black outweigh the red. “Hanover County became one of KPMG’s clients so I got assigned to go there,” Casey

said. While conducting one of those audits, the then 25-yearold accountant made his first contacts with Cecil R. “Rhu” Harris Jr., who served as finance director for Hanover. When Harris’ deputy director departed, Casey initially assisted with the search for a replacement, figuring that the most qualified person in that seat would only make his job easier.

“I’m a minimalist by nature,” Casey said. “Efficiency is one word and minimalist is another but they are interchangeable. I view a minimalist as someone who tries to do as much as possible with the least amount of effort.” With an impending marriage to Suzanne and a home closing right around the corner, Casey seemed like the least likely candidate for a local government position, but

that changed. “I saw there was something real about local government. It’s not widgets or parts. It’s public servants trying to do their job for the people and the people are there to define what that job is,” Casey said. With the encouragement of his wife, Casey submitted an application and got the job. Two months after taking the position, the county administrator and deputy administra-

tor were gone. When Harris was tapped to assume the deputy county administrator’s position, Casey moved up to finance director in 1990. He admits it was on the job training, and Casey put in long hours to speed the learning curve. “I am indebted to Rhu for working with me during that period … he mentored me,” Casey said. “Sometimes you

learn how to do something by hauling down the road and working as hard as you can.” Casey advanced to a deputy county administrator’s position in 2004. He views his 20-plus years in Hanover County as the beginning of Chapter 2 of his life. Admittedly, it was a different place back in the 1990s, but the sense of community and the pride of its people left see CASEY, pg. 18

With a $5 admission per person, $4 for Bluemont Friends and seniors, $2 for kids under 12, the concert is described as “one of the best deals around.” Proceeds go to support Bluemont’s Artist-in-Education Program in area schools. Concert-goers are invited to bring a lawn chair or a blanket to sit on, and a picnic to enjoy before the show.

As at all Bluemont concerts, no pets, alcohol or smoking are allowed. In the event of bad weather, the concerts will be held indoors at the RandolphMacon College Blackwell Auditorium. Everyone is welcome at these family oriented concerts.

According to organizers, “The Taters provide a truly entertaining mix of classic rock, pop, country, skiffle, and old-time country rockabilly.” Craig Evans and Brad Tucker started singing together over two decades ago and have developed a wide repertoire, including songs by Roy Orbison, the Everly Brothers, Beatles, Nick Lowe, along with some originals, accompanying see BLUEMONT, pg. 20

of a live 1958 broadcast on fictitious WJKS radio (“Where Joy Kills Sorrow”). The show combines the theatrical elements of the Grand Ole Opry, the sensibilities of the Prairie Home Companion, and the excitement generated by the founding fathers of rock, as they barnstormed see THEATER, pg. 20

a lasting impression on Casey. “The people in Hanover care about local government, Casey said. And Casey didn’t depart Hanover without leaving his mark during a period of transition for the county. “Joe was an outstanding employee, Harris said. “One of his many accomplishments was getting Hanover County the AAA rating from all three rating agencies. At the time of our achievement we were the

smallest county in the country to have this rating. A new door opens In 2012, Casey was serving as deputy county administrator still overseeing the county’s finances but heavily involved in land use designs and formulating agendas for the board. In what represents another small world episode, or what he more aptly describes as the two degrees of Kevin Bacon, in Casey’s life, an old friend, John Vithouikas, was chosen to succeed Virgil Hazelett as Henrico’s county manager.

“I had been friends with John since his days in Chesterfield in the early 1990s, Casey said. The new challenge working with an old colleague intrigued Casey, who eventually applied for and got the job as deputy county manager in charge of finance. The move came with a certain amount of trepidation at leaving Hanover, but an old friend quickly erased any doubts regarding the new position. “I met with Rhu Harris and he told me to go for it, Casey said. “He said to me, ‘They need you. John needs a trusted ally.’ He began his tenure in Henrico in January 2013. Earlier this year, Casey applied for the Chesterfield job and scheduled an interview with county officials. He was sworn in as the county’s fifth administrator on July 1, and approaches the position with his usual sense of realistic practicality. “I didn’t come here July 1 saying this is what we need to do. I was honest. My goal is to listen as much as possible. I’ll

borrow an old adage I’ve used a few times that says ‘You have two ears and one mouth. Try to use them in that proportion.’ He spent his first days on the job traveling to every department in the county complex and introducing himself, and said last week he will continue to gather input. He also spent hours touring each of the county’s districts. “I’ve driven around the county for 40 or 50 hours on tours with board members. We saw and had conversations with people along the way. Although Casey is holding off on formulating a list of goals and priorities, he does have some initial observations. There’s no doubt Chesterfield has some of the most well planned residential communities in the state, complete with accompanying businesses and amenities to serve those rooftops. Casey said he would like to see those residents who live, shop and play in those communities also find work within the county. “You sense that a lot of people are driving to work outside the county, Casey

said. “They are not only driving to work other places encountering longer commute times, but they are spending their money on lunches or dinner or business meetings. Even with a booming sports tourism business that attracts a Thursday to Sunday crowd, there are still challenges for the other days of the week, and Casey hopes to attract business travelers to fill that gap. “My challenge is ‘How do we get those jobs closer to the rooftops?’ Casey said. “That’s not an easy process. If we could do that during my tenure, I would consider it a success. The Washington, D.C., native said the county will still tout its large inventory of padready sites to accommodate large economic development projects minus the red tape, but also will seek other businesses that fit the talent pool of county residents. “If we create a job opportunity and we get 1,000 new jobs and all of them have to come from outside, then I haven’t done anything for the 1,000 people who live here, Casey said. Chesterfield County has hundreds of regional relationships with its neighbors, including mutual aid and other shared services, and Casey said that cooperation is important, but not without parameters. “We also have to recognize this regional component doesn’t mean just because people want us to do something doesn’t mean it’s always

right to do it. We can’t get drawn into that. If it’s not a core service, you have to ask a lot more questions, he said. Taking the reins of a county populated with 337,000 people and covering more than 400 square miles requires a thorough understanding of the county’s culture, history and, most importantly, the people. “You just don’t listen to one story, Casey said. “You have to listen to all of it — from the corners in Ettrick up to Chester and the Midlothian area, from Matoaca and everything in between. Casey said he would benefit from the wealth of information contained in community and business organizations, an integral part of Chesterfield’s cooperative and efficient government. “I’ve attended several of those business and citizen groups and they are important. Listening and observing are important parts of this job. Casey said he’s also looking forward to working with the county’s faith-based and nonprofit groups, an element he considers equally as important to the county’s success. Regarding education, Casey is excited to work with Dr. James Lane, the county’s new superintendent of Chesterfield County Public Schools, who took office July 1 creating the somewhat unique situation of a county having new leaders in both of those roles at the same time. The coinciding hirings also could provide opportunities.

Casey emphasizes a strong sense of cooperation between the county’s schools and its administration. “Needless to say, we are going to be each other’s best friends,” Casey said. “I’m a big believer in a strong relationship between county govern-

conditions in Eastern Europe,” Hughes said.

American Legion Post 175 will sponsor a Benefit Breakfast from 7:30 to 10 a.m. Saturday, July 30, in the Main Hall of the

Post located at 8700 Bell Creek Drive in Mechanicsville. Diners may choose from a hearty buffet, which will

ment and the school system.” Casey said he and Lane would attend each other’s leadership meetings “to show we are better together than apart.” It’s a busy time for Casey and his family. He and Suzanne have three boys, one who is entering his final year at Lee-Davis High School, another at VCU and one at Virginia Tech.

The plan is to remain in their Hanover home until the youngest graduates and then move to Chesterfield, but plans are flexible. “My wife is already meeting with realtors and looking at houses, so we’ll see.” Casey said they would like to find a place that would accommodate Suzanne’s commute to teach school at Steward in Henrico’s West End.

In the meantime, the Caseys are planning an annual family vacation. Again relying on the numbers, the five of them pack up each summer to fulfill a goal Casey set many years ago. “We go on family van trips and I set a goal years ago to see all 50 states,” Casey said. “We’ve gone to 46 states and visited all but six of the presidential gravesites.”

Casey is a self-admitted family first romantic, and this year’s planned family trip reflects his sense of nostalgia. “We’re going to recreate what was my wife and my last vacation prior to starting a family in 1993 when we went to Alaska for a week,” Casey said. “We’re going to replicate the same trip and do all the same adventures.”

That involves ice-climbing on glaciers, but it’s all worth it to add another state to that list of numbers that click in Casey’s mind. “It’s the quantitative person in me; the numbers person in me,” Casey said. “Once I knew there were 50 states, I have to visit them all — same with presidential burial sites. I have to see them all.”

Lots of people enjoy travelling and seeing new places, Hughes said he just likes to approach his travels at a different angle.

“My dad is my hero and his traveling stories from when he was younger definitely motivate me. I really want to see new places and nothing gives me the satisfaction of going far without a motor,”

Hughes said. “Plus, my good friend Carl [Fisher] keeps making me dollar bets that I won’t finish these trips, so I’ve got a lot to prove.” He said one of the biggest

things he’s looking forward to was completing the original Running of the Bulls in Pamplona, Spain. “I look forward to the trip more than anything to get to do another trip with J Keagy who is more of a brother than a friend now. He came for the kayaking and longboarding,” Hughes said. Keagy, from Chantilly, also attends JMU, said if he were to go to Europe before college, he would probably imagine himself going to see the sights, stay in hotels, and have everything planned. “Instead of the ready, fire, aim approach we generally like to take,” Keagy said. Like Hughes, Keagy has an adventurous spirit and has always had a desire for the outdoors and travelling. “I have always had a hidden love for the outdoors and adventure, even as a young kid, but it really didn’t come out until I met Hayden,” said Keagy, referring to how the two met during their time in Harrisonburg. “He was the catalyst I needed that broke me out of my shell and helped me find the thing I enjoy the most in life: long trips to new places

with good friends.” Hughes said had no idea what route they will follow, but he does expect for them to be peddling a bare minimum of 2,500 miles. “With all the detours, I wouldn’t be surprised if we hit 4,000,” Hughes said. What about survival? Hughes and Keagy will be sleeping in hammocks and tents, depending on the weather conditions. “We’ll just be eating whatever looks good, depending on the countries we’re in,” Hughes said. Not surprising, Hughes said he has met a lot of different people throughout his escapades around the world — and they also enjoy traveling. “I have a lot of friends that travel frequently so I’m guessing at least a couple will want to meet me, in addition to a buddy from college that lives in Lisbon,” Hughes said. Preparing to take off on such a long journey on a bicycle across foreign continents, especially with the current political conditions might make some people nervous. Not Hughes. “Not even a little bit, I’m just excited,” he said.

Hanover planning commission defers 22-home subdivision After a long public hearing at its meeting Thursday, the panel unanimously voted to defer until next month making a recommendation to the Board of Supervisors on the rezoning request needed to build the development. Scott Courtney, vice president of land development engineering with the consulting, engineering and construction firm Resource International Ltd., spoke on behalf of ClubRun and said plans for the development were scaled down in response to concerns from the community. “We reduced it from nearly 60 lots down to 22,” Courtney said, adding that the developer made other concessions for driveway paving and stormwater runoff management. “The develop-

By Debbie Truong Richmond Times-Dispatch HANOVER — The Hanover County Planning Commission held off Thursday on making a recommendation on a proposed 22-home subdivision, heeding requests from neighboring homeowners who asked for time to review changes made to the plans for the development. The ClubRun of Virginia LLC proposed subdivision would be located on almost 25 acres along the north side of West Patrick Henry Road at its intersection with Country Club Drive, according to planning documents. It would be adjacent to the Country Club Hills subdivision. MONDAY EVENING 4 PM 4:30 5 PM

ment team has listened and accommodated the concerns of the community.” After the meeting, Courtney said a group of individuals is involved with ClubRun but declined to give their names. About a half-dozen people expressed dissatisfaction with aspects of the proposed development, including additional water runoff and more traffic. Mostly, residents noted that changes were made to the proposal since the last community meeting and urged the Planning Commission to give them time to review the changes, which included the addition of shared driveways. Resident Tim Robinson also asked the panel not to overlook water drainage problems at the 8 PM

intersection of Riverside Drive and Country Club Drive. “I have, rather heroically, waded in up to my waist, multiple times, to clear the ditch,” he said. “I just don’t want the water issue to be brushed under the rug and assume it’s been addressed. It is a major issue.” In other business, the panel unanimously supported plans to relocate a church. Shalom Baptist Church, currently on Mechanicsville Turnpike, plans to move to about 30 acres on Walnut Grove Road near Mechanicsville Turnpike. The church is asking for a conditionaluse permit to allow for the 426-seat church as well as a preschool that operates out of it.

Post 175 sweeps path clear to district title By Dylan Garner Richmond Times-Dispatch COLONIAL HEIGHTS – What better way to celebrate a fourth championship in five years than with a breakfast of champions? No, it’s not Wheaties for Mechanicsville Post 175. It was a box of Cinnamon Toast Crunch the team celebrated with after its American Legion District 11 championship Thursday at Shepherd Stadium. Post 175 defeated South Richmond Post 137 16-6 for the district title and advance to next week’s state tournament in Danville. The cereal — CTC, to the players — is brought out during games when Post 175 gets a big hit or starts a rally. With a 20-hit barrage Thursday, there were plenty of opportunities for some cereal. “This group is all about having fun and staying loose, and that’s why I feel like we were successful,” said co-manager Tyler Kane. The first runs came in the second inning, and a two-out hit from Aaron Saunders was the jumping-off point for Post 175. He rocketed a pitch back to Post 137 pitcher Kyle Hasforth that ricocheted off his glove and found a hole in the outfield, scoring two runs. An RBI double capped off the inning, giving Post 175 a 4-0 lead.

Mechanicsville Post 175’s Elliott Sledd makes contact in Post 175’s 11-9 victory over South Richmond Post 137 in the winners’ bracket final of the American Legion District 11 tournament at Hanover High School Tuesday.

Post 175 held an 8-1 lead entering the top of the fifth, but Post 137 used some patience to shave the deficit. Jonathan Triesler and Bryan Miltenberger opened the inning with hits, and Rash drew a walk to load the bases. Post 137 brought in the base runners one by one on walks and singles. The rally forced a pitching change and resulted in four runs, but Post 137 left the bases loaded — which included the

potential tying run — to end the inning. “We scored four that inning, we really needed to score like eight,” said Post 137 manager Jack Horner, whose team reached the final by beat Post 284B 5-1 earlier in the day. “We really didn’t get enough runs that inning.” The teams traded blows until the end, but Post 175 continued scoring until a long fly ball from Brandon Crosby

ended the game with the 10-run slaughter rule. William Strong led Post 175’s attack with four hits, including two doubles and four RBIs. Saunders filled up the scorecard with five hits, three runs, two RBIs, a walk and a stolen base. Post 175 scored in every inning except the first. “We always preach approach,” Kane said. “We want our guys to think middle of the field. … When you do that,

you really force teams to make plays.” The Cinnamon Toast Crunch tradition began at last year’s state tournament. The boys from Post 175 will be hungry for some more cereal, as well as a possible state title. “We’re going to cherish this championship and try to represent District 11 at the state tournament,” Kane said. see POST 175, pg. 28

GRAL teams prepare for end of season, eras By Caroline Naumann For The Mechanicsville Local ASHLAND- Last Tuesday was the final meet of the season for the Ashland Barracudas, but for a few Barracudas this meet was the end of an era. Although other seniors had already been honored at previous meets, four seniors were honored before the Barracudas went into action against Church Run. “These kids were a very good class,” said Ashland head coach Kevin Trent. “From the perspective of knowing the kids and the leadership they provide, we will miss them definitely.” Haley Lavach swam for the program for nine years and will be attending Mary Washington in the fall. Jamie Doyle and Allyson Flinn both put in 10 years with the Barracudas. Doyle will be attending VCU and Flinn will be attending the University of Maryland. The final senior to be recognized was Johnny Edelman who swam 13 years for the program and will be attending James Madison in the fall. All four seniors graduated from Patrick Henry High School in June. “I’ve been on the team for 10 years so I’ve seen nine years’ worth of seniors get to go up on the block and do their senior night thing,” said Flinn. “It was really cool to get to that point.” The night was full also of action as the team was prepar-

ing for Champs this weekend. “We’ll prepare for Champs like we have in the past,” Trent said. “We’ve been around a long time so we’re pretty established with what we do.” The Barracudas are taking 24 swimmers to this weekend’s Champs meet, which will be held Saturday and Sunday at SwimRVA, and are ready to face tough competition from the other GRAL teams. The meet last Tuesday ended with the Rockets ahead 1172922. Ashland wrapped up the night with nine triple winners: Kate Balut, Christine Datovech, Mark Dinger, Madeline Enderle, Seth Gulas, James Powell, Thomas Senfield, Samantha

The Rockets finished with 11 triple winners: Kayla Boughton, Kelsey Boughton, Drew Conley, Rachel Garfield, Marianne Hastings, Eric Lambert, Annalise Link, Caden Link, Isabella Moeslein, Nathan Parker and Nate Pfeffer. King’s Charter 1115, Chestnut Oaks 900 MECHANICSVILLE – After dropping its first three meets, the King’s Charter Tidal Waves closed out the season with their third straight victory to close out the regular season Tuesday with a 3-3 record. As the season comes to an end, it also brings to an end the

GRAL career of King’s Charter head coach Taylor Moyer. Moyer, who began swimming for the team when she was 4 years old, started coaching for the Tidal Waves at age 15 and has been head coach for the team the past three years, embarks on a new adventure studying to become a radiology technologist at J. Sargent Reynolds Community College. She said it is always hard to leave the kids behind when the season comes to an end. It’s worse this time because she won’t be able to come back to coach next summer. But the focus is on Champs, and Moyer said the Tidal Waves are excited. King’s Charter has

The team is now looking forward to Champs this weekend. “We’ve got some first-timers going over there [to SwimRVA],” Seeber said. “We’re going to go over on Wednesday. Post 175 11, Post 137 9 MECHANICSVILLE – Post 175 had some nail-biting moments in its 11-9 victory over Post 137 in the District 11 winners’ bracket final at Hanover High School Tuesday. Mechanicsville jumped out to an 11-2 lead before South Richmond rallied for seven runs in the seventh inning against two post 175 relievers, Rob Whitfield and Justin Bishop. Four of those runs came on a grand slam by leadoff batter Jonathan Triesler. Post 137 had four hits – including Triesler’s grand slam – three walks. One South Richmond batter reached on an error. The rally nearly undid a strong start by Mechanicsville’s Brett Ayer. “We told Brett before the game that ‘This could be

your last game ever pitching,’ – because he’s going to be a student next year at JMU – ‘so make the most of it.’ He went out there and he threw great,” said Post 175 coach Tyler Kane. “It was a tough situation for [Rob and Justin] because they didn’t know when they were going to come in.” Bishop got Post 175 through the eighth inning before Kane turned to William Strong to close with the top of South Richmond’s order coming up. Strong did not let the pressure get to him. “Forget about the score, forget about the count. Just zone all that out and throw it to the middle. That’s all I did, really,” Strong said. Strong started off by striking out South Richmond’s No. 8 batter, Kyle Ryan. Collin Jones singled but Strong struck out Triesler and got Brandon Rash to ground out to send Post 175 to the district championship.

MECHANICSVILLE – It was close, but visiting Fox Hall edged Bell Creek by 13 points in the two teams’ regular season finale Tuesday. Twelve Barracudas qualified for this weekend’s Champs meet. Bell Creek’s quad winners were Tori DeStephanis and Colin Scanlan. The Barracudas’ triple winners were: Audrey Beckett, Kelsey Carroll, Delaney Childs, Alex DeStephanis, Payton Devine, Peyton Ellinghaus, Kami Mays, Elise Melia, Bella Morrison and

Carson Sizemore. Fox Hall had six quad winners: Grayson Barber, Ella Barron, Samuel Engels, Jack Schardt, Luke Sweetser and Christian Thornton. The Fins likewise had six triple winners: Lauren Blanchetti, Bailey Butler, Beezer Butler, Haddie Marshall, Owen Miklos and Charles Schardt. Thank You Mechanicsville! S & S Painting, LLC voted 2016 Local’s Choice “Lady Painters” “Several years ago, I walked through the door of a home in the Kings Charter subdivision, and an excited little girl yelled, ‘Are the Lady Painters here? Are the Lady Painters here?’ We weren’t even there to paint her bedroom; we were there to paint the kitchen,” says Stacey Spear, Director of S & S Painting. “For the first time in that little girl’s life, she was seeing women, not men, as painters. I like to think that we inspire many little girls to have a dream and make it a reality. I also like to think that all of our customers are that excited to see us. Oftentimes, when we leave, they express a little sadness. Why? For the few days that we’ve worked for them, we’ve filled their home with extra laughter… as well as off-key singing and dancing. Sometimes, Angelia even dances when she rolls the walls, especially if Prince or the Bee Gees are on the radio.” In 2004, Stacey Spear made her own dream a reality. Desiring more time at home with her elementary aged sons but still wanting to work, do something she loved, and set her own hours, Stacey left her banking career. S & S Painting, LLC of Mechanicsville, Virginia, was born.

(804) 399-7429 6B

July 27, 2016

In the beginning, Stacey and her partner Shannon tackled small painting projects—one or two rooms. Shannon moved, and Stacey partnered with another mom and friend, Valerie. Most of the customers were members of Stacey’s church home, Shady Grove United Methodist, but as word of mouth spread of their skill, strong work ethic and friendliness, customers started wanting them in the Fan, Bon Air and Short Pump. So, in 2009, Stacey and Valerie realized growth necessitated change; S & S hired its first employee. Today, S & S employs an office manager and five painters; all but one employee is also a mom. Like Stacey, these women wanted to work but still be home with their children when school was not in session. Stacey’s business model allows other women to accomplish their goals. Stacey no longer operates out of her blue Yukon; the company now has two vans and a shop located in Mechanicsville. While the primary service provided is still interior painting, additional services now offered include wallpaper removal, minor drywall repair, spraying cabinetry, and chalk painting furniture.

sspaintingllc@comcast.net

With success comes notoriety. In 2011, S & S Painting LLC received national recognition when it was selected for Style Network’s “Clean House” program. The 2011 crew were challenged with the task of painting a 2,800 square foot home in Bon Air in less than 24 hours. In 2014, S & S was voted Favorite Painter in R-Home Magazine’s Reader Survey. Due to her hard work and dedication, Stacey became the president of the Richmond Chapter of the Painting and Decorating Contractors of America organization in 2015. S & S Painting, LLC is a Mechanicsville based company; its roots are here. Stacey and her crew are incredibly proud to have been voted winner of the “Local’s Choice” for interior painting. The ‘Ville loves S & S, and S & S loves the ‘Ville.

A 119 Year Tradition of Caring Our tradition of excellence can be seen in four beautiful chapels located throughout the Richmond area: centrally located on Cutshaw Avenue in the city, on Broad Street Road past Innsbrook, on Ashbrook Pkwy. in Chesterfield and serving the HanoverMechanicsville area on Lee-Davis Road. All four facilities are under the personal direction of Charles D. Morehead, President. In a time of need, you can turn to Bennett Funeral Home with trust and confidence. It serves families of all faiths with personal service – before, during and after. There is a long tradition of professionalism and caring.
