Casey proves he’s no average Joe in leading area counties By Jim Ridolphi for The Mechanicsville Local

I

t’s always been about the numbers for Dr. Joe Casey, Chesterfield County’s recently appointed county administrator. With an extended background in accounting and finance, Casey developed a love for figures at an early age. “I’ve always been a statistical person,” Casey said. “I was the one who kept the averages on the bowling and Little League teams.” After an introduction to the game of solitaire, Casey played it incessantly. His interests were not focused on the entertainment value, but more centered on an inquisitive journey focused on the odds. It didn’t stop with the card game. “I remember rolling the Yahtzee dice for hours to see if every dice had one-sixth probability of coming up on each

number. I was fascinated by it.” Casey’s interest in public service also began early. “I am the product of Irish and Italian immigrant families. My mother was a school teacher and elected school board member.” Casey’s father pursued a career with the U.S. Army Corps of

Engineers, designing missile launch pads and developing trajectories. Following high school, Casey wanted to get away from the New Jersey area where he spent most of his childhood. “But, not too far away,” he laughed. Again relying on the numbers, Casey pulled out a simple geometry compass and gauged the circle to specific parameters. “I drew a circle of 300 miles to find a place to go to college,” Casey said, figuring that would put him no more than five hours away from home. That included the Interstate 64, including the College of William and Mary, the University of Virginia and the University of Richmond. The circle also encompassed other prestigious schools in the Boston and Pittsburgh areas. “Something about the Richmond area felt good,” Casey said. Following his freshman year,
